    Abstract: This is an exceptional volume which expands upon the World Phenomenology Institute’s recent research: the study of the beautiful intertwining of the skies and the cosmos with the human pursuits of philosophy, literature and the arts. The relationship of humans to the cosmos is examined through the exploration of phenomenology, metaphysics and the arts. The authors of this volume write on a variety of topics which all seek to open the reader’s eyes to the relationship of humans and our perception of our place in the cosmos. This volume offers a framework in which to present a rich panorama; a variety of perspectives illustrating how the perception of the interplay between human beings and the celestial realm advances in common experience and worldviews.     Abstract: The classic conception of human transcendental consciousness assumes its self-supporting existential status within the horizon of life-world, nature and earth. Yet this assumed absoluteness does not entail the nature of its powers, neither their constitutive force. This latter call for an existential source reaching beyond the generative life-world network. Transcendental consciousness, having lost its absolute status (its point of reference) it is the role of the logos to lay down the harmonious positioning in the cosmic sphere of the all, establishing an original foundation of phenomenology in the primogenital ontopoiesis of life

There are a number of aspects to regulation of the taxi industry including entry, price and service quality regulation. The discussions of these aspects concluded that little empirical evidence supported the argument that entry restrictions improved capacity utilisation.     Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

    Abstract: Much of the current policy debate has considered infrastructure charges as a form of “fiscal” instrument for managing transport demand. The Round Table analysed the opportunities for setting infrastructure service prices so that they also provide guidance for the supply of services. It discussed the possibilities of increasing the finances available for transport infrastructure investment and maintenance by introducing a quasi-market for transport infrastructure services. The general public impression is that charges are a just another tax increase in disguise. Infrastructure charging that uses a mix of “fees for service” and capacity expansion criteria is expected to correct this impression, and thus to improve the political acceptability of infrastructure pricing.

    Abstract: Temporality pervades all the dynamic joint of existence, and the human being as such. As human beings unfold through ontopoiesis, each move of which punctuates the temporality of life, they, whose life experience, deliberation, planning, reflection and dreaming are permeated by temporal motivations and concerns, feel that they are engaged in the spinning of a common thread. Attributing to that involvement universal laws, constant existential validity and power, they absolutise/hypostasise its rule as a cosmic/human factor: 'time'. Yet today technologies are transforming the temporality of our existence by accelerating, intensifying, expanding our partaking in the world of life. Human communal and social involvement is being challenged in its personal significance to the core of our being. What happens to 'time'? A basic reinvestigation of the nature of temporality is called for. Human creative endeavor - especially literature - may initiate it. Having the human subject - the creator - at its center, literature is essentially engaged in temporality whether that of the mind or of the world of life through the creative process of writing, stage directing, or the reader's and viewer's reception. Out of the cross-motivations that the creative mind filters in its temporal synthesis in touch with all the perspectives of existence, there surges the deepest significance of life in humanity and culture. Cet atelier intitulé « Renforcer le transport par voies navigables : Aller de l’avant par la coopération paneuropéenne » avait pour objectif de préparer la Conférence ministérielle prévue à Bucarest en septembre 2006 en identifiant les progrès accomplis depuis la Conférence paneuropéenne sur le transport par voies navigables de Rotterdam en 2001. Les communications reproduites traitent notamment du développement du marché des voies navigables dans un contexte paneuropéen, des conditions de concurrence, du développement des infrastructures et de l’environnement. Une synthèse des débats de l’Atelier ainsi que les conclusions de celui-ci sont également reproduites dans cette publication. L’atelier a été organisé conjointement par la CEMT, la CEE-ONU, la Commission Centrale pour la Navigation du Rhin et la Commission du Danube.

The ECMT has prepared this Guide to Good Practice in order to facilitate such an exchange of experience. With examples from recent experience in a wide range of countries, this Guide updates the ECMT’s 1999 Guide, pointing to areas where progress has been made as well as to those where challenges persist. In particular, it covers principles for provision of information generally, how to improve information regarding the road and pedestrian environment, how to improve information provided within transport infrastructure, how to improve information provided relative to transport vehicles, new and innovative transport services, and private cars, and the roles of government.

    Abstract: This publication is a complete collection of the papers presented at the workshop on "Pan-European Co-operation towards Strong Inland Waterway Transport: On the Move" held in Paris on 22 and 23 September 2005. The purpose of the workshop was to establish what progress had been made since the Pan-European Conference on Inland Waterways in Rotterdam in 2001 in preparation for the Bucharest Ministerial Conference, scheduled for September 2006. The papers focus essentially on the development of the inland waterway market in a pan-European context, conditions of competition, infrastructure development and the environment. A summary of the discussions at the workshop and its conclusions are also given. The workshop was jointly organised by the ECMT, UNECE, the Central Commission for Navigation on the Rhine and the Danube Commission.

    Abstract: The Russian Federation has the highest road death rate of all ECMT member countries and contributes one third of all road deaths in these countries. This report finds that the problem is predominantly urban, concentrated in Russia's largest cities, and with particularly sharp increases in deaths and serious injuries experienced in the Moscow region. International experts who undertook this review confirm that substantial improvements in road safety can be achieved through concerted, sustained and evidence-based action, and they make a series of recommendations on how this can be done.

    Abstract: "The human being is today at the center of scientific, social, ethical and philosophical debates. The Human Condition-in-the-unity-of-everything-there-is-alive, under whose aegis the present selection of essays falls, offers the urgently needed new approach to reinvestigating humanness. While recent advances in the neurosciences, genetics and bio-engineering challenge the traditional abstract conception of ""human nature"", indicating its transformability, thus putting in question the main tenets of traditional philosophical anthropology, in the new perspective of the Human Creative Condition the human individual is seen in its emergence and unfolding within the dynamic networks of the logos of life, and within the evolution of living types. Just the same, the creative logos of the mind lifts the human person into a sphere of freedom. Within the networks of the logos we retrieve the classical principles - human subject, ego, self, body, soul, person - reinterpret them to counter the naturalistic critique (Tymieniecka).     Abstract: "By proposing the Microcosm and Macrocosm analogy for dialogue between Islamic Philosophy and Occidental Phenomenology, the authors of this volume are reviving the perennial positioning of the human condition in the play of forces within and without the human being. This theme has run from Plato through the Middle Ages, Renaissance and Modernity, and has been ignored by contemporaries. It now acquires a new pertinence and striking significance due to the scientific discoveries into the ""infinitely small"" in life, on the one hand, and the prodigious technological discoveries of the ""infinitely great"" on the other. Both open up undreamt-of prospects for the continuing conquest of cosmic forces. The human person - thrown into turmoil by the new approaches to life and needing to acquire new habits of mind, having lost security of all beliefs - desperately seeks a new clarification of the Human Condition within the unity of everything-there-is, of cosmic forces, and of his destiny.     Abstract: Speeding is the number one road safety problem in a large number of OECD/ECMT countries. It is responsible for around one third of the current, unacceptably high levels of road fatalities. Speeding has an impact not only on accidents but also on the environment, energy consumption and quality of life, particularly for residents in urban areas. Reducing average speeds on the roads by only 5% will save around 20% of current fatalities. There is good experience available on how to quickly reduce the extent of speeding and thereby reduce current fatalities and injuries. Reduced speeding will also reduce the adverse environmental and social impacts associated with excessive speed, particularly in urban areas. Comprehensive measures are required which are best developed as part of a coordinated speed management policy package. What contributions can be made by infrastructure improvements, speed limits, signing and education, as well as by enforcement? Which are the most cost-effective elements of a speed management policy? What are the prospects for the use of new technologies which encourage drivers to choose appropriate speeds and assist in achieving greater compliance with speed limits? This Report, prepared by a Working Group of the Joint OECD/ECMT Transport Research Centre, addresses the key issues, highlights the improvements in policy and operations needed to reduce the extent of speeding. It outlines a framework for achieving the best possible safety outcomes while protecting the environment and supporting sustainable mobility. The report is compelling reading for all those interested in addressing the major speed-related problems that are widespread in OECD/ECMT member countries and will become increasingly important in developing countries as levels of motorisation increase.

    Abstract: This Round Table revisits the extended literature on the valuation of passenger time and discusses the under-researched topic of the value of time in freight transport. It assesses the increased value of time in international freight transport, given the trend towards globalisation. In particular, urban planners are concerned that an overvaluation of passenger time could give rise to excessive urban infrastructure investment which would induce low-density development of cities and urban sprawl. Transport policy measures that increase the speed and reliability of freight transport not only reduce its direct costs but have strong effects on inventory policies, logistics and even the location of firms. As recent empirical studies show, variations in time requirements for international transport, and increasingly short product and fashion cycles, have an influence on the pattern of foreign direct investment and international trade flows. Rational transport policy decision making has to take account of these indirect effects.

    Abstract: During its century-long unfolding, spreading in numerous directions, Husserlian phenomenology while loosening inner articulations, has nevertheless maintained a somewhat consistent profile. As we see in this collection, the numerous conceptions and theories advanced in the various phases of reinterpretations have remained identifiable with phenomenology. What conveys this consistency in virtue of which innumerable types of inquiry-scientific, social, artistic, literary - may consider themselves phenomenological? Is it not the quintessence of the phenomenological quest, namely our seeking to reach the very foundations of reality at all its constitutive levels by pursuing its logos? Inquiring into the logos of the phenomenological quest we discover, indeed, all the main constitutive spheres of reality and of the human subject involved in it, and concurrently, the logos itself comes to light in the radiation of its force (Tymieniecka).

    Abstract: Philosophy has been always received or bypassed for its resonance or aloofness with the spirit of the time. Should not philosophy/phenomenology of life be expected to do more to ascertain its validity? Should it not pass the pragmatic test, that is to respond directly to the life-concerns of its time? What is the role of the philosopher and philosophy today? Due to the ever-advancing scientific, technological, social and cultural changes that are shaping human life and the life-world-in-transformation, we are desperately seeking a measure to estimate life's unfolding, a compass to stir the course between Scylla and Charibda to maintain human-hood and creative insight for laying the cornerstones for the unforeseeable unfolding of life dynamisms. It is this challenge which philosophy/phenomenology of life meets with underlying ontopoietic unraveling of the hidden logoic concatenations of beingness-in-becoming. The present collection of essays offers contributions to answer this challenge by focusing upon measure, sharing-in-life, intersubjectivity and communication, societal equilibrium, education, and more.     Abstract: Striking toward peace and harmony the human being is ceasely torn apart in personal, social, national life by wars feuds, inequities and intimate personal conflicts for which there seems to be no respite. Does the human condition in interaction with others imply a constant adversity? Or, is this conflict owing to an interior or external factor of evil governing our attitudes and conduct toward the other person? To what criteria should I refer for appreciation, judgment, direction concerning my attitudes and my actions as they bear on the well-being of others? At the roots of these questions lies human experience which ought to be appropriately clarified before entering into speculative abstractions of the ethical theories and precepts. Ce rapport recommande de mettre en œuvre un barème de redevances simples pour le transport de marchandises.

This publication presents an analysis of the fuel efficiency gap and examines technologies available that could reduce that gap and improve fuel economy. It examines such areas as engine and transmission technologies, hybrid technologies, tyre inflation and technology, lubricants, and fuel-saving driver support devices. Together, these technologies could improve average on-road fuel economy by 10% or more at low or modest cost. Policies that could be used to encourage uptake of these technologies are also identified.

    Abstract: The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries. Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities. The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice.

    Abstract: One of the key barriers to improving urban public transport access has been a lack of co-ordination between local authorities and public transport operators. The European Conference of Ministers of Transport (ECMT) and the International Association of Public Transport (UITP) have joined forces to examine how public authorities and transport operators can better work together to improve urban public transport vehicles, systems, and associate infrastructure. This report is the fruit of a joint ECMT-UITP task force. It explores how improved co-operation between transport operators and local authorities — along with a close sustained dialogue with members of the disabled community — can ensure better accessibility to public transport. With a focus on four cities: Gothenburg, Grenoble, Prague and Liverpool, the report identifies the critical elements of partnerships between public authorities at different levels of government and public transport operators.

There would be no reason to resurrect this question of modernity from its historical oblivion were it not for the fact that recent evolution in science and technology, impregnating culture, makes us wonder about the nature of reality, of the world we are living in, and of our status as living beings within it. Thus great metaphysical subjacent queries are forcefully revived, calling for new investigations to proceed in the light of the innumerable novel insights of science. This collection presents a wealth of material toward an elaboration of a new metaphysical groundwork of the ontopoiesis/ phenomenology of life sought to effect such investigations. The classic postulates of the metaphysics of reality, those of necessity and certainty here find a new formulation.     Abstract: How do we perdure when we and everything around us are caught up in incessant change?
