    Abstract: Long description: Um 1900 wurde die Bildpostkarte zum Massenmedium. Ihre Beliebtheit verdankte sie insbesondere ihrem Charakter als Gegenstand des alltäglichen Gebrauchs; die meist bunten Bilder wurden beschriftet, verschickt, gesammelt und getauscht. Auch koloniale Motive zirkulierten in bis dahin ungekannten Ausmaßen und trugen wesentlich zur Etablierung und Popularisierung kolonialen Wissens sowie zur kolonialen Formierung des Alltags bei. Felix Axsters anschauliche Untersuchung beleuchtet das Verhältnis zwischen Bildpostkarten der Kolonialzeit und ihrer spezifischen Nutzung und fragt nach den Konsequenzen, die heute zu ziehen sind: Wie ist gegenwärtig mit dem historischen Bildmaterial umzugehen, das in einer Geschichte von Gewalt und Zwang wirkmächtig wurde?

Trotz ihrer hohen Relevanz wurden diese Fragen in der politischen Kommunikationsforschung bisher nicht umfassend untersucht. Im Rahmen der Debatte um eine Medialisierung von Politik widmet sich die Autorin dieser Bedeutung der Medien im gesamten Entscheidungsprozess am Beispiel der Energiepolitik. Dazu führte sie eine quantitative Befragung von Akteuren aus Politik, Verwaltung, Wirtschaft, Zivilgesellschaft, Wissenschaft und Medien durch. Die Befunde zeigen, dass die Medien in allen Politikphasen - von Agenda-Setting, über Politikformulierung und Implementation bis zur Evaluierung - eine zentrale Rolle spielen und Einfluss auf politische Entscheidungen nehmen können. Nayla Fawzi ist wissenschaftliche Mitarbeiterin am Institut für Kommunikationswissenschaft und Medienforschung der LMU München.   How do mass media impact the policy cycle? And which functions do they fulfill for political actors? In spite of their high relevance these questions haven't been analyzed comprehensively, yet. Within the framework of mediatization of politics, Nayla Fawzi investigated media's role in the complete decision-making process using energy policy as an example. She conducted a quantitative survey among actors from politics, administration, economy, civil society, science and media. The results show that media can play a significant role in all stages of the policy cycle - from agenda-setting, decision-making, implementation to evaluation - and therefore can affect policy-decisions. Nayla Fawzi is a postdoctoral researcher at the Department of Communication Science and Media Research at Ludwig-Maximilians-University of Munich.

    Abstract: Voicing Subjects traces the relation between public speech and notions of personal interiority in Kathmandu.  It explores two seemingly distinct formations of voice that have emerged in the midst of the country's recent political and economic upheavals: a political voice associated with civic empowerment and collective agency, and an intimate voice associated with emotional proximity and authentic feeling.  Both are produced and circulated through the media, especially through interactive technologies. The author argues that these two formations of voice are mutually constitutive and aligned with modern ideologies of democracy and neoliberal economic projects.  This ethnography is set during an extraordinary period in Nepal's history that has seen a relatively peaceful 1990 revolution that re-established democracy, a Maoist civil war, and the massacre of the royal family.  These dramatic changes have been accompanied by the proliferation of intimate and political discourse in the expanding public sphere, making the figure of voice ever more critical to an understanding of emerging subjectivity, structural change and cultural mediation
