    Abstract: Vor dem Hintergrund des demografischen Wandels ist Deutschland in den nächsten Jahren immer stärker auf Zuwanderung angewiesen, um die Fachkräftebasis zu stabilisieren und die Leistungsfähigkeit der Wirtschaft zu sichern. Dabei erbringen Einwanderer bereits heute einen wichtigen Beitrag. So war nahezu jeder sechste Erwerbstätige, der im Jahr 2019 eine qualifizierte Tätigkeit ausgeübt hat, nicht auf dem Gebiet der Bundesrepublik geboren worden, und jeder zwanzigste ist erst seit dem Jahr 2007 zugewandert. Betrachtet man die akademisch qualifizierte Bevölkerung im Alter zwischen 25 und 34 Jahren, lag der Anteil der Zuwanderer insgesamt sogar bei rund einem Viertel und jener der seit dem Jahr 2007 Zugewanderten bei rund einem Fünftel. Menschen mit ausländischer Herkunft leisten hierzulande auch einen immer größeren Beitrag zu Innovationen und Unternehmertum. Dennoch ist die eingewanderte Bevölkerung noch immer überproportional häufig niedrigqualifiziert und nicht am Arbeitsmarkt aktiv oder nur in einfachen Helfertätigkeiten beschäftigt. Daher muss die Migrationspolitik weiterhin selektiv agieren und die Erwerbs- und Bildungszuwanderung von Menschen aus Drittstaaten, die über in Deutschland gesuchte Fachqualifikationen verfügen oder diese zeitnah erwerben können, gezielt fördern.
    Abstract: As a result of demographic change, Germany will become increasingly dependent on immigration to secure its pool of skilled labour and stabilise its economic performance. Immigrants are already making an important contribution in this respect. In 2019, for example, almost every sixth person in skilled employment had not been born on German soil and one in twenty had entered the country since 2007. Taking only university graduates between the ages of 25 and 34, the share of immigrants rises to approximately a quarter and of those who have moved to Germany since 2007 to around a fifth. The figures show that non-natives are also making a growing contribution to innovation and entrepreneurship in this country. Despite this, the overall immigrant population is still disproportionately low-skilled and either employed in menial positions or not active in the labour market at all. Immigration policy must therefore continue to be selective and specifically target potential employees and trainees from non-EU countries who either already possess the specialist qualifications needed in Germany or can rapidly acquire them.

    Abstract: This book focuses on the recovery and new normal in a post-Covid scenario, drawing important lessons from the pandemic and proposing new ideas for sustainable development, endogenous dynamism, and inclusive growth.     Abstract: Social mobility is the hope of economic development and the mantra of a good society. There are disagreements about what constitutes social mobility, but there is broad agreement that people should have roughly equal chances of success regardless of their economic status at birth. Concerns about rising inequality have engendered a renewed interest in social mobility—especially in the developing world. However, efforts to construct the databases and meet the standards required for conventional analyses of social mobility are at a preliminary stage and need to be complemented by innovative, conceptual, and methodological advances. If forms of mobility have slowed in the West, then we might be entering an age of rigid stratification with defined boundaries between the always-haves and the never-haves—which does not augur well for social stability. Social mobility research is ongoing, with substantive findings in different disciplines—typically with researchers in isolation from each other. A key contribution of this book is the pulling together of the emerging streams of knowledge. Generating policy-relevant knowledge is a principal concern. Three basic questions frame the study of diverse aspects of social mobility in the book. How to assess the extent of social mobility in a given development context when the datasets by conventional measurement techniques are unavailable? How to identify drivers and inhibitors of social mobility in particular developing country contexts? How to acquire the knowledge required to design interventions to raise social mobility, either by increasing upward mobility or by lowering downward mobility?...

    Abstract: Das Erdöl ist der Lebenssaft der industriellen Gesellschaften und zugleich der am meisten politisierte Rohstoff. Europa hat sich in der Vergangenheit in eine gefährliche Abhängigkeit von Ölimporten manövriert. Die vorliegende Studie geht der Frage nach, wie es seit dem frühen 19. Jahrhundert zu Europas Ölsucht gekommen ist und wie sich die Interdependenzbeziehungen zwischen den erdölexportierenden Staaten und den europäischen Einfuhrländern im Zeitverlauf verändert haben. Die Entwicklung der internationalen Ölindustrie und des europäischen Erdölverbrauchs wird dabei in einer historischen Längsschnittanalyse als pfadabhängiger Prozess nachgezeichnet und anhand eines polit-ökonomischen Untersuchungsmodells durchleuchtet. Mit dem Verlust der Kontrollmacht durch die OPEC hat die „Ölwaffe“ als wirkungsvolles außenpolitisches Instrument ausgedient. Europas Versorgungssicherheit mit Erdöl hat in den vergangenen Jahrzehnten deutlich zugenommen. Der Autor Alexander Smith ist promovierter Wirtschaftswissenschaftler und diplomierter Politikwissenschaftler. Vor seiner Tätigkeit in der Finanzwirtschaft hat er am Austrian Marshall Plan Center for European Studies geforscht und am Department of History der University of New Orleans zur Erdölgeschichte gelehrt.

    Abstract: The main original aim of the European Union was to promote convergence towards higher economic growth and social standards. However, EU countries have sometimes experienced different trajectories, due in part to their different starting points and the fact that their convergence on particular socio-economic indicators has varied. At the same time, little evidence has so far been presented on cross-country convergence within the EU. This book aims to answer a number of important questions. To what extent have European countries converged or diverged with EU-wide economic and social indicators over the past 20 years? What have been the drivers of convergence? Why do some countries lag behind, while others experience continuous upward convergence? Why are these trajectories not always linear? Particular attention is paid to the role of institutions, actors and industrial relations - focusing on the resources and strategies of governments, employers and trade unions - in nudging EU countries onto an upward convergence path. This book provides a unique analysis of socio-economic indicators to identify convergence trends in the EU. It defines a number of clusters that help to gauge the strengths and weaknesses of national socio-economic models and the European Social Model. Cross-country case studies help to identify the possible impact of global movements (migration, foreign investment) and policies (social protection, social dialogue, employment) on cross-country convergence. This book offers a timely assessment of convergence within the EU, identifying its drivers in the world of work and in institutions and industrial relations. In this book, three International Monetary Fund economists show that this increase in inequality has in fact been a political choice-and explain what policies we should choose instead to achieve a more inclusive economy.Jonathan D. Ostry, Prakash Loungani, and Andrew Berg demonstrate that the extent of inequality depends on the policies governments choose-such as whether to let capital move unhindered across national boundaries, how much austerity to impose, and how much to deregulate markets. While these policies do often confer growth benefits, they have also been responsible for much of the increase in inequality. The book also shows that inequality leads to weaker economic performance and proposes alternative policies capable of delivering more inclusive growth. In addition to improving access to health care and quality education, they call for redistribution from the rich to the poor and present evidence showing that redistribution does not hurt growth.     Abstract: International debate has recently focused on increased inequalities and the adverse effects they may have on both social and economic developments. Income inequality, now at its highest level for the past half-century, may not only undermine the sustainability of European social policy but also put at risk Europe's sustainable recovery. A common feature of recent reports on inequality (ILO, OECD, IMF, 2015-17) is their recognition that the causes emerge from mechanisms in the world of work. The purpose of this book is to investigate the possible role of industrial relations, and labour policies more generally, in reducing these inequalities. The book pays particular attention to the contribution of social partners and social dialogue to achieving concrete outcomes, notably in terms of flexibility and security for both employers and workers. The key aim is to identify elements of a response to a number of important questions: which countries have succeeded in carrying out the necessary reforms without generating further inequalities? What industrial relations systems seem to perform better in this respect? What policy measures, institutions and actors play a determinant role in achieving more balanced outcomes? How can social dialogue address future transformations of the world of work while limiting inequalities? The scope of this book goes beyond pay to address other types of inequality - in the distribution of working time, access or re-access to jobs, training and career opportunities, and social protection and pensions. It also looks at inequalities that may affect particular groups of workers, including women or young people, as well as people in certain types of work arrangements, such as part-time or temporary work or the self-employed.     Abstract: This book makes the bold attempt at proposing a new general theory of economic development founded on the fact-based perspective of economic behaviour. The main premise is that economic institutions and policies must embody 'economic discrimination' if there is to be any chance of real economic development. By economic discrimination, the author means 'treating differences differently' by selecting and supporting economic entities and behaviour that contribute positively to the economy. By presenting a general theory that goes beyond mainstream and ad hoc economic theories, Sung-Hee Jwa provides a new way to look at capitalism beyond the Marxian interpretation, explaining why some economies develop and others don't. The book identifies markets, government and corporations as the 'holy trinity of economic development', that is, the three most important institutions that must work together via economic discrimination to steer the economy towards real transformative progress. It also warns against the current trend of economic egalitarianism or 'not treating differences differently' because it destroys economic incentives and results in an array of economic problems including growth stagnation and worsening income distribution. The theory presented in this book and its implications for development management will be an invaluable resource for development economists, scholars, instructors, researchers and policymakers

    Abstract: Die beiden Studien „Zukunftsfähiges Deutschland“ von 1996 und 2008 haben deutliche Spuren in der deutschen Nachhaltigkeitsdebatte hinterlassen – formulierten sie doch klare Umsetzungsstrategien für das erklärte Ziel, die Umwelt zu entlasten und globale Gerechtigkeit zu schaffen. Die Revision zeigt: Manches wurde erreicht, in anderen Bereichen ging kaum etwas vorwärts, nicht selten gab es sogar Rückschritte. Heute machen näher rückende ökologische Kipppunkte sowie soziale Spaltungstendenzen eine konsequente Transformation unserer Wirtschafts- und Lebensweise notwendiger denn je. Klar ist außerdem: Zukunftsfähigkeit kann national wie international nur gemeinsam in einem demokratischen Prozess entstehen.

    Abstract: Public social services are a key component of the welfare state in most of Europe, although their development trajectories, coverage and legal status still vary considerably among countries. How such services are provided, and for whom, impacts significantly on social and territorial cohesion, gender balance and, ultimately, on the development of any society. However, while much is discussed and written about social policy and welfare systems, social services remain somewhat neglected. Although they have gained a stronger foothold in national legislations and social policy agendas, their status remains weaker compared to education or health. Moreover, because of the austerity measures following the 2008 financial crisis, they have been subject to cuts and reorganisation, which have brought about significant disruption. This book revives the discussion on public social services and their redesign, with a focus on services relating to care and the social inclusion of vulnerable groups. Conveying the main findings of the EU-funded COST Action IS1102 Social Services, Welfare States and Places, the book provides rich information on the changes that occurred in the organisation and supply of public social services over the last thirty years in different European places and service fields. Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, 'vertical re-scaling' of authority and 'horizontal re-mix' in the supply system. The consequences of such changes are evaluated from different perspectives - governance, social and territorial cohesion, labour market, gender - and are eventually deemed 'disruptive' in both economic and social terms. The policy implications of the restructuring are also explored. The book will appeal to a broad audience: researchers and students, policy-makers, civil servants, service providers, social workers and users' organisations

    Abstract: Historically, entrepreneurs have always played a central role in the development of nation states. Aside from rentier states, which depend extensively on the availability of mineral resource rents, most economically prosperous nations in the world have strong, innovative and competitive business enterprises and entrepreneurs as the bedrock of their economic development and prosperity. It was arguably because of the above historical fact that the World Bank in 1989 declared that entrepreneurs will play a central role in transforming African economies.     Abstract: Institutional theory has become one of the dominant organizational approaches in recent decades. Its roots can be traced to Europe, and an important intellectual objective of this book is to examine North American theory strands and to reconnect them with European research traditions in order to explore new perspectives. For that purpose, this book focuses on how organizations and individuals handle heterogeneous and challenging social conditions which are subsequently reflected in various forms of change.     Abstract: The Handbook of Alternative Theories of Economic Development explores the theories and approaches which, over a prolonged period of time, have existed as viable alternatives to today's mainstream and neo-classical tenets. With a total of 40 specially commissioned chapters, written by the foremost authorities in their respective fields, this volume represents a landmark in the field of economic development. It elucidates the richness of the alternative and sometimes misunderstood ideas which, in different historical contexts, have proved to be vital to the improvement of the human condition. 2The subject matter is approached from several complementary perspectives.     Abstract: The world economy is near a critical crossroads, as a rising China, the greatest-ever beneficiary of US-led capitalism, dreams to replace America's supremacy as a new hegemonic power with a non-liberal world order. This third volume of the trilogy on reformulating the 'flying-geese' theory explains how capitalism has changed industrial structures across the world. It asks whether the 'flying-geese' formation will survive the changes that have produced the East Asian miracle, and - as hoped - spread to Africa. Terutomo Ozawa's reformulated 'flying-geese' theory explains structural changes as an innovation-driven, ratcheting-up process of economic growth and shows that market-driven multinational corporations are key players for a successful 'flying-geese' formation and structural transformation. The book argues that the 'ladder' of economic development must be conceived as a double-helix with inter- and intra-industry rungs, the latter embedding cross-border supply chains and adaptive innovations. A thorough exploration of the structural changes under Pax Britannica and Pax Americana - moving from 'kicking away the ladder' from emerging economies to then providing it - demonstrates that this trend engenders multinational corporations that can facilitate structural transformation, particularly in catching-up economies. Ozawa shows that China is now in the critical transitional period that requires more sophisticated institutional, socio-political setups, as well as more advanced knowledge and ethics to move from the lower to the higher rungs.     Abstract: This book elaborates upon the dynamic changes to Korean firms and the economy from the perspective of catch-up theory. The central premise of the book is that a latecomer's sustained catch-up is not possible by simply following the path of the forerunners but by creating a new path or 'leapfrogging'. In this sense, the idea of catch-up distinguishes itself from traditional views that focus on the role of the market or the state in development.     Abstract: While recent studies have highlighted the phenomenon and risks of increased inequalities between the top and the bottom of society, little research has so far been carried out on trends relating to the median income range that generally represents the middle class. This volume examines the following questions: what are the main transformations in the world of work over the last 20 years in terms of the labour market, social dialogue and conditions of work, wages and incomes that may have affected the middle class? How has the middle class been altered by the financial and economic crisis? What are the long-term trends for the middle class in Europe? This volume also investigates the potential risks and effects of the reshuffling, or even weakening, of the middle class. On the social side, it explores the ramifications of further retrenchment of the European Social Model, which to a great extent has traditionally been funded by the middle class. On the economic side, the book investigates whether this process - especially from the perspective of consumption and human capital - is endangering the long-term sustainability of the current economic model. While presenting evidence of a definite erosion of the middle class, this book assesses the specific situation in each individual EU member state on the basis of detailed statistics and case studies of professional categories that traditionally represent the middle class.     Abstract: Some climate change is now inevitable and strategies to adapt to these changes are quickly developing. The question is particularly paramount for low-income countries, which are likely to be most affected. This timely and unique book takes an integrated look at the twin challenges of climate change and development. The book treats adaptation to climate change as an issue of climate-resilient development, rather than as a bespoke set of activities (flood defences, drought plans, and so on), combining climate and development challenges into a single strategy. It asks how the standard approaches to development need to change, and what socio-economic trends and urbanisation mean for the vulnerability of developing countries to climate risks. Combining conceptual thinking with practical policy prescriptions and experience the contributors argue that, to address these questions, climate risk has to be embedded fully into wider development strategies. This point of view is gaining in prominence in the development community; however, the contributors assert that a comprehensive analytical treatment is so far lacking.     Abstract: Following rapid economic growth in recent decades, Asia and the Pacific experienced an impressive reduction in extreme poverty, but this drop was not uniform and achievements are still incomplete. Vulnerability to natural disasters, the increasing impact of climate change and economic crises should all be taken into account. There is also a need to consider the multidimensional nature of poverty and the non-uniformity of the decrease across different ethnic groups. This book explores the Asian 'poverty miracle' and argues for the development and use of an Asia-specific poverty line. This is a timely and multidimensional assessment of the much-neglected issues of, and links between, poverty, vulnerability, and ethnicity in Asia.
