This paper outlines the emergence of strategic budget initiatives across OECD countries and offers some preliminary observations on how these initiatives are being designed and implemented.

    Kurzfassung: This chapter is to demonstrate the challenges related to free time of seniors (especially EU residents) in the 21st century. The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

In this study, a (video-)ethnographic approach is chosen to explore the contribution of students to the formation of social order in the classroom.     Kurzfassung: La educación básica regular se encuentra en una encrucijada de retos y problemas que van más allá de límites y disciplinas. Este libro, titulado Carolinos en Acción, se presenta como resultado de la aplicación de una estrategia didáctica y metodológica que brinda y propone una transformación en las prácticas pedagógicas a partir de la investigación escolar como herramienta pedagógica, que busca el desarrollo de un pensamiento crítico en los estudiantes carolinos, también fortalece las competencias científicas y la formación de un ciudadano de bien. La investigación escolar tiene gran trascendencia y existen precedentes de su amplio recorrido. Sin embargo, parece ser relegado, mal interpretada o no ser considerada adecuadamente en el marco de la práctica docente en la educación básica, y se limita a trasladar la tarea a escenarios futuros del estudiante como el nivel universitario o de educación superior donde es llevada a cabo por expertos en temas específicos. Lo contrario invitaría a la desmitificación de ciertos paradigmas de la investigación escolar, en los que se brinde apoyo al estudiante como agente de generación de conocimiento, se aleje al estudiante de la formación principalmente in situ, se dinamice la formación en investigación a través de la práctica, y se permite al docente reflexionar y cuestionar la información revisada, y aprender a problematizar los elementos que están en su entorno. La IEI Glorioso San Carlos busca facilitar espacios de encuentro y debate de opiniones entre docentes y estudiantes como fuente de investigación, privilegiando la iniciativa y la creatividad del estudiante y su lugar expectante entre la enseñanza y la investigación, considerando como objetivo de la investigación el hacer y producir. Cada uno de los ensayos de este resumen aborda un tema que fue elegido libremente por cada participante quienes fueron fortalecidos en la competencia escribe diversos tipos de textos y en el uso de herramientas de investigación como: uso adecuado del Word, uso del aplicativo Mendeley, búsqueda de información (bases de datos), citas y referencias en APA7, entre otros. Para la concreción de la presente publicación se implementó el proyecto de innovación “Aprendo a investigar desde mi colegio” aprobado mediante RD N° 242-2023-DREP-UGELP-DGCNSC, dirigido principalmente a estudiantes del tercer, cuarto y quinto grado de educación secundaria, considerando la investigación en la escuela como un reto para la comunidad educativa, de cara al bicentenario y como parte del Eje 3 Investigación e Innovación del Plan Bicentenario de la Institución Educativa Integrada Glorioso Colegio Nacional de San Carlos – Puno, que será un hito en el panorama educativo de la comunidad educativa que responda a la visión de la IEI.     Kurzfassung: Extracurricular internships are a constant component of teacher training in Germany, despite their geographically and historically diverse organisation. A discussion of their contribution to the professionalisation of prospective teachers is still lacking, as is an attempt to present the variety of possible designs. This volume addresses both gaps by first discussing from a theoretical perspective the significance of extracurricular internships in the context of continuous professional development in teacher training programmes. Based on the professional internship in North Rhine-Westphalia, exemplary insights are then given into various university internship concepts and diverse projects and collaborations, and initial empirical findings on the contribution of extracurricular practical experience are presented.     Kurzfassung: This book is the first study to provide a comprehensive picture of the reality and structure of dollarization in Cambodia, which has been achieving rapid economic and financial development since the end of 1998, when full piece reigned over the kingdom. It uses the micro-level data collected through nationwide surveys conducted jointly by the National Bank of Cambodia and JICA Ogata Sadako Research Institute in 2014 and 2017. By applying econometric analysis to collected data, the book analyses in detail the structures and mechanisms of dollarization in households, companies, and financial institutions. It also provides detailed information on the historical development of Cambodian dollarization, international comparisons with various cases of dollarization in countries around the world, and the impact of NBC's issuance of CBDC (particularly Bakong) on the use of local and foeign currencies. The Cambodian case shows that financial development of low- and middle-income countries is promoted mutually by dollarization and that policies to separate the two are necessary to curb dollarization. This book will be of interest to students, researchers and policy-makers concerned with dollarization and economics in Southeast Asia

There are different pathways for skilled migrants to vocations. Some start working in their previous vocations after arriving in the new environment. Some re-enter their professions but on a lower level. Some can re-train themselves in a new vocation, and some will go to further education, as studies in different chapters of this book suggest. Common for successful integration seems to be several intertwined factors: the target language competence, strong motivation and agency, supporting networks and supporting persons, as well as structural opportunities of the new environment. The book’s editorial board takes an eclectic view, hoping to start an academic debate about what ‘successful integration’ means. While discussions about the integration of migrants tend to focus on integration failures, there are millions of migrants, in different countries, who have successfully integrated into their new societies

    Kurzfassung: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC

Given these challenges, technological progress and new ways of handling complex issues will be key to continued prosperity and growth. To accomplish a growth process driven by innovation and entrepreneurship, the institutional environment must take into account a multitude of different policy areas that interact to either strengthen or weaken an economy's innovative potential. Innovation is not only about R&D and higher education but is also intimately related to entrepreneurship. Similarly, entrepreneurship is not only about low start-up costs and favorable tax rates. Hence, a consistent and coordinated policy environment conducive to innovation and entrepreneurship is required to translate innovation into high-growth firms and macro-level growth. This book presents the basic cornerstones required to provide a policy regime that can nurture such dynamics. The authors draw extensively on empirical analysis of the development of the Swedish economy, which has been transformed from a so-called "sclerosis" state in the 1980s until the early 1990s to an economy characterized by successful entrepreneurship and innovation. This transformation resulted from a reform agenda that has been gradually rolled out, beginning in the mid-1980s. The authors argue that the Swedish experience provides useful lessons for other nations as well

    Kurzfassung: When King’s Digital Lab was established in late 2015 it was conceived as both a craft factory (working with colleagues to produce digital outputs) and a technical experiment (a site where the intersection of technology and the humanities could be explored). Significant progress has been made on both of those fronts: dozens of projects have been enabled, operational white papers have been shared, and research outputs have explored the intellectual and philosophical aspects of the laboratory environment. It is now possible to move beyond the techniques that enabled this success and use insights from the philosophy of technology to explore long-standing concerns about the role of technology in society. In doing so, the laboratory would become an applied techno-philosophical experiment. More radically, it could rehabilitate the use of technical objects in the humanities and reject technophobia as not only unproductive but unethical. Technical (digital) objects could thus be accorded droit de cité in the field of the humanities. This perspective fits well with emerging work in the humanities that highlights the history of the field, its relationship to modelling, the indeterminacy of computer technology, and the potential for human-machine relations to be reconciled through aesthetics

    Kurzfassung: This chapter advances a novel theoretic-methodological approach to the analysis of qualitative data. The aim is to achieve a deeper understanding of the relationship between social inequality and educational outcomes in post-colonial rural Southern contexts. It operationalises the Habitus Listening Guide (Arnot & Naveed, 2014) derived from Bourdieu’s theory of cultural reproduction and contemporary narrative theory. The chapter describes the application of four listenings using a dialogic, multi-layered, analysis of interview transcripts. It uncovers the polyphonic voices of four members of Munawar Hussain’s family, describing the impact of the rural social structure on their educational and occupational biographies. Inter-narrativity is generated through repeated listenings of the social structure, of paired father-mother and son-daughter and then of father-son and mother-daughter narratives, and a final mythic-ritual listening which makes audible when religious beliefs are called into play. These beliefs either contribute to the maintenance of poverty and social inequality, and yet inspire strategies to disrupt power structures through education as a religious duty. Each listening reveals the dialectic relationship between the hierarchal post-colonial social order and its school system, and the family’s gendered and generational educational aspirations, strategies, and outcomes

    Kurzfassung: Ausgangspunkt der Arbeit ist eine neue, mediale Thematisierung sexueller Gewalt durch pädagogische Fachkräfte seit 2010. Dieser wird zu Beginn der Arbeit als Gegenstand seine ambivalenten Folgen dargestellt. Zum einen entwickelte sich ein großes Potential für Prävention, Intervention und längst überfällige Aufarbeitung. Zum anderen kommt es zu einem gesellschaftlichen Generalverdacht gegen pädagogische Fachkräfte. Vor diesem Hintergrund stellt die Arbeit die Frage: Vor welchen Herausforderungen stehen pädagogische Fachkräfte der Heimerziehung angesichts des neuen, öffentlichen Diskurses über sexuelle Gewalt gegen Schutzbefohlene? Anhand von sechs Gruppendiskussionen mit Teams, aus der Heimerziehung, wird mittels der Dokumentarischen Methode rekonstruiert, dass die Fachkräfte sich im Zuge des öffentlichen Diskurses unter Generalverdacht gestellt fühlen. Empirisch kann gezeigt werden, dass das Thema sexuelle Gewalt durch diesen und fünf weitere Anlässe für die Fachkräfte relevant wird (Ausbildung, biografische Betroffenheit, institutionelle Bedingungen, Tatverdacht/Gewalttaten und kindliche Bedürfnisse nach Versorgung und Nähe). Der subjektiv wahrgenommene Generalverdacht geht für die Fachkräfte einher mit der Angst vor Repressalien gegen die eigene Person oder Kolleg*innen. Kindliche Bedürfnisse nach Nähe werden für die Fachkräfte vor dem Hintergrund zum Risiko. Gehen sie den Bedürfnissen fachlich angemessen nach, glauben sie Gefahr zu laufen, sexueller Gewalt bezichtigt zu werden. Sie stehen vor einem professionellen Dilemma und müssen den Schutz der eigenen Person gegen die Nähebedürfnisse der Kinder und Jugendlichen abwägen. Die Folge ist distanziert(ere)s und technokratisches Handeln, welches je nach konzeptioneller Perspektive unprofessionell und im Hinblick auf die Bedürfnisse der Kinder und Jugendlichen verletzend sein kann. Um der Herausforderung zu begegnen, haben die Fachkräfte Bewältigungsstrategien entwickelt. Diese sind davon abhängig, (1) ob die Fachkräfte sich vorstellen können, dass eine*r ihrer Kolleg*innen sexuelle Gewalt verübt, (2) inwieweit sich Fachkräfte für ein Nähebedürfnis der Kinder und Jugendlichen verantwortlich fühlen (familienanalog vs. nicht familienanalog) und (3) wie sich der Umgang der Organisation mit der medialen Thematisierung darstellt. Als ein weiterer Ergebnisstrang kann in der Arbeit gezeigt werden, dass sexuelle Gewalt durch eigene Kolleg*innen nicht, bzw. nur sehr schwer vorstellbar ist. Diese „Undenkbarkeit“ ist in die Sprache der Beforschten eingeschrieben. Die Arbeit zeigt, wie dieser fehlende Wahrnehmungshorizont das Handeln der Fachkräfte beeinflusst. The range of choice for elite schooling in Poland has expanded during its post-communist transformation. However, while elite education in countries such as the US, Australia, theUK, France, and Switzerland has been extensively studied, post-communist countries have been largely neglected. This book explores the emergence of such schools within a context influenced by a range of different and often conflicting social forces. In doing so, the study elucidates how the socio-historical processes since 1989 diversified Poland's egalitarian education system and facilitated the emergence of schools for elites. The book demonstrates that social and political changes in Poland triggered the emergence of new elites with different political and social outlooks, leading to a variety of types of elite schools that reflect and reproduce the elites' positions and idiosyncrasies. A bespoke theoretical arrangement scrutinises extant and generated data from elite schools' websites, online readers' forums, and interviews with elite school principals. The book contributes new insights into elite schools in Central and Eastern European (CEE) countries, enriching the existing body of knowledge on elites and elite schools around the world.     Kurzfassung: Universities have long been dominated by a philosophy of inquiry that may be called knowledge-inquiry. This holds that, in order to do justice to the basic humanitarian aim of helping to promote human welfare, academic inquiry must, in the first instance, seek knowledge and technological know-how. First, knowledge is to be acquired; once acquired, it can be applied to help promote human welfare. But this philosophy of knowledge-inquiry is an intellectual and humanitarian disaster. It violates three of the four most elementary rules of rational problem solving conceivable, and as a result fails to give priority to the task of helping humanity resolve those conflicts and problems of living, such as the climate and nature crises, that need to be resolved if we are to make progress to a better world – a world in which there is peace, democracy, justice, liberty, and sustainable prosperity, for all. Very few academics today are aware of this rationality scandal. We urgently need to bring about a revolution in universities around the world, wherever possible, so that academic inquiry puts all four rules of rational problem solving into practice, and becomes rationally devoted to helping humanity learn how to make progress towards a better world. Knowledge-inquiry needs to become wisdom-inquiry, rationally devoted to helping humanity create a wiser world. Nicholas Maxwell is Emeritus Reader at University College London. He has devoted much of his working life to arguing we need to bring about a revolution in academia so that it comes to seek and promote wisdom and does not just acquire and apply knowledge. He has published fifteen books on this theme.

    Kurzfassung: The intent of this book focuses on Australia’s First Nations truth, voice, recognition, diversity, and respect. Hope O’Chin explains that knowledge about Australian First Nations culture and learning can be seen through new conceptual lens, which she refers to as an Ontology of Dreaming Hope for Australians. The book proposes to move from ontological propositions embedded in pedagogies and methodologies that center on the relevance of Indigenous epistemes and ways of doing. O’Chin offers a conceptual framing for engaging with Indigenous peoples, and forming communities of belongingness and relationality. She offers suggestions for ways in which art and education can act as ‘healing’ and a way forward towards a more inclusive civil society. Reflexive practice, ethnographic principles, and action research is described in a way that methodologies provide an understanding of a sense of Belonging. O'Chin argues that theoretical research, art, and educational practice can add to the value of determining a strategy of Indigenous art investment within Australia, and to address how art and education can be used to validate contemporary expression of Aboriginality within contemporary Australian society. Ultimately, the book is about Indigenous strengths and what Indigenous ways of being, knowing and doing can offer, and how one might go about honouring and working in this way respectfully. Hope O’Chin is a Kabi-Kabi, Wakka-Wakka, Koa, Gugu-Yalanji elder, educator, and artist. She obtained her PhD from the University of the Sunshine Coast, Queensland, Australia. She has worked within Government and the Private Sector, and, within the Education Sector as a Teacher, Executive Administrator, Tutor, Lecturer, and Senior Lecturer.     Kurzfassung: This volume discusses the new trends in law and regulation in Islamic finance. Islamic finance is a particular component of the global financial system and is very different from secular finance. To understand the development of Islamic finance, it is important to place it in the context of financial globalization. Islamic finance is a new force in the contemporary world financial system and is present in more than a hundred countries. The current generation of Muslim economic power is crowding into the world's financial currents with trillions in liquidity and is growing at a high rate of 10-15% per year. Islamic finance is coming into focus and is not confined to Islamic countries but is present in every larger Muslim community, which means that it cannot be isolated from the effects of financial globalization.     Kurzfassung: This book explores the ideas of nine renowned economists to present the evolution of economic thought on the development and trajectory of capitalism as a system. The author shows how this diverse group of thinkers are linked by their thinking on the future role of capitalism in society and fleshes out the influences informing each economist’s work. With chapters dedicated to Karl Marx, Joseph Schumpeter, Thorstein Veblen, Henry George, Gunnar Myrdal, Alfred Marshall, Allyn Young, J. M. Keynes and Amartya Sen, the book aims to analyse contrasting views on the future of capitalism in historical perspective and make a critical assessment of their insights in contemporary contexts. While considering the views of some thinkers such as Marx, Schumpeter, and Veblen who critiqued capitalism, the book does not view capitalism beyond redemption, nor is meant to be a critique of capitalism in its conclusions. Rather, it argues that thinkers like Marshall, Myrdal, Young and Keynes were more right in their optimism about the future prospects of capitalism than many others. It argues that capitalism can be reformed through the democratic process in a more humane direction. This can happen if democracy works for all, and if discriminating privileges and crony capitalism are eschewed. This book is valuable reading for scholars and students of economic history and the history of economic thought. Ramesh Chandra is an independent economist who has published extensively including three books. He received his PhD in Economics from the University of Strathclyde, UK, and studied economics at the Delhi School of Economics, University of California (Berkeley) and University of Glasgow. He has held professorships at Lal Bahadur Shastri National Academy of Administration and Indian Council of Research on International Economic Relations, India, among others. His research interests include trade policy and growth, the relationship between economic thought and development economics, and the history of economic thought. .

Volume III addresses economic theory in the period of the new golden age of capitalism, between the years from the end of the Second World War to the mid1970s, which saw the establishment of the new mainstream, in particular in its Harvard-MIT-Cowles version. It was the period of the pre-eminence of the Neoclassical Keynesian Synthesis—the theoretical core of the period’s dominant school of thought. This work provides a significant and original contribution to the history of economic thought and gives insight to the thinking of some of the major international figures in economics.     Kurzfassung: This textbook presents a new way to visualize or imagine the evolutionary architecture of economics, to judge both its practical outcomes and its ultimate value. Evolutionary economics employs an Aristotelian architecture. The cognitive value of this imagination[H1] must be directly relevant to the evolutionary theory and practice of designing the architecture of the economic system. Mainstream economics completely ignores design value in order to concentrate on the ideal, Platonic vision of the economy. The current system is no longer one that converges on a constant entity, because the system is constantly evolving. The advent of the digital economy is an indispensable next step, and computational power and algorithmic rationality are increasingly dominating the economic system—and complicating it. In today’s society, neither fault nor malice matters in the algorithmic or human system. There is little room left for the effective working of human reason. Correspondingly, the meanings of money, exchange, the market system, auctions, production, consumption, and the currency transaction system are poised to change. In most cases, there will be digital counterparts. A smart contract tied together with DLT, for example, makes it possible to design an economically well-behaved peer-to-peer (P2P) system, which ranges from the micromarket to the international currency transaction system. The introduction of this technology and its architectural design may suggest what a truly decentralized future entails. This change may also bring about a new understanding of existing social consensus and practice. Thus, the implementation of these considerations naturally leads to a new style of chapter structuring in this book, from the classical analytical approach to exploring computational methods and digital tools: in many cases, the problems presented in each chapter are combined with discussions of a respective computational method and its practical value. .

    Kurzfassung: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

    Kurzfassung: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Kurzfassung: This publication presents guidance for the compilation of distributional results on household income, consumption and saving consistent with national accounts totals. These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.
