    Abstract: In 1965 the UK enacted the Race Relations Act while the International Convention on the Elimination of all Forms of Racial Discrimination (ICERD) opened for signature and ratification. In the US, the changes that brought down the walls of segregation, conveying some equality to black people essentially began with the Civil Rights Act of 1964. These ground-breaking instruments marked a commitment—domestically and internationally by the state parties to the ICERD—to address racial injustice and inequality through legal means. Yet, the intervening years reveal the challenges of pursuing racial justice and equality through the medium of law. In recent years, allegations of institutional racism have been levelled against numerous public institutions in the UK, while the rise of populism globally has challenged the ability of law to effect change. This edited collection draws attention to the need to reflect on the persistence of racial inequalities and injustices despite law’s intervention and arguably because of its ‘unconscious’ role in their promotion. It does so from a multiplicity of perspectives ranging from the doctrinal, socio-legal, critical and theoretical, thereby generating different kinds of knowledge about race and law. By exploring contemporary issues in racial justice and equality, contributors examine the role of law—whether domestic or international, hard or soft—in advancing racial equality and justice and consider whether it can effect substantive change

    Abstract: This open access book examines places on the margins and the dynamics through which a marginal position of a place is created. Specifically, it explores how places, mostly in sparsely populated areas, often perceived as immobile and frozen in time, come into being and develop through interference of everyday mobilities and creative practices that cut across the spheres of culture and nature as usually defined. Through fieldwork and case studies from areas in Iceland, Finland, Greenland, and Scotland, the book’s twelve chapters draw out the multiple relations through which places emerge, where people compose their lives as best they can with their surroundings. A special concern is to explore the links between travelling, landscape, and material culture and how places and margins are enacted through mobilities and creative practices of humans and other beings. The emphasis on mobility disturbs the perception of a place as a bounded entity and offers a useful and necessary understanding of places as mobile and fluid. Mobilities on the Margins is a novel and timely contribution to the exploration of human and more-than-human interactions in a world of increasingly fluid mobilities and insistent crises

    Abstract: This book examines how the COVID-19 pandemic has engendered a new and challenging environment in which borders drawn around people, places, and social structures have hardened and new ones have emerged. Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. Engaging a range of international, and sub-national, examples, the book thematizes the main issues at stake in the control and management of borders in the interests of public health. This book will be of considerable interest to academics in the fields of health law, anthropology, economics, history, medicine, public health, and political science, as well as policymakers and public health planners at national and sub-national levels

    Abstract: Affordable housing shortage and social exclusion have become severe societal problems across the globe. Increasing numbers of people are suffering from social eviction and displacement due to urban densification, modernization, rising rents, and intense housing commodification. Vulnerable resident groups – such as old-aged or households with children – who often live in old housing stocks planned to be densified, renovated, or upgraded with higher rents, are forced to leave the urban core centers because they can no longer afford to live in central locations, or because they experience unstable or insecure housing conditions. A scenario that is highly unsustainable. So far, studies on densification have mainly considered the process as technological, architectural, or design-based problem (e.g., Kyttä et al., 2013; Broitman & Koomen, 2015; Bibby et al., 2018). However, systematic knowledge on how to implement densification objectives sustainably – regarding economic, environmental, and social aspects – is still lacking. This book tackles this gap by analyzing densification from a governance perspective. Its point of departure is that densification per se does not necessarily lead to sustainable outcomes in terms of social inclusion, cohesion, or community stability. Rather, it politicizes densification by neglecting how the process is planned, implemented, and governed by the actors involved. The book applies an actors-centered neoinstitutionalist political ecology approach to reveal the specific objectives and strategies of actors involved, as well as the socio-political structures (i.e. rules. laws, and policies) that govern densification. Four Swiss in-depth empirical qualitative case studies (Zürich, Basel, Köniz, and Kloten) illustrate the political and legal conditions for success or failure for (un)sustainable implementations of densification. Ultimately, this book advises stakeholders, governments, urban practitioners, and academics on more effective, community-oriented, collective, and decommodified forms of governance to respond to the needs of the public at large rather than simply catering to private individuals and firms.     Abstract: The speed with which the various economies recover from the Covid-19 pandemic will significantly determine the economic pressure placed on the environment in the medium-to-long-term. Furthermore, the pandemic has highlighted the strong interrelations between natural and societal systems, with societal resilience depending on a resilient environmental support system. In this context, the book argues that the pandemic represents a wake-up call for financial systems to be better prepared for the climate crisis and social risk, and has provided a stimulus to scale down the reliance of the global economy on fossil fuels. The first part of the book provides a deep and creative discussion between leading international researchers and experts on the policy options and financial instruments which can help to catalyze the green finance transition in the post-Covid-19 era. The contributions show that sustainable finance is emerging as a powerful tool to advance the transition towards a more environmentally and socially sustainable economic model.     Abstract: This book uses sustainability to explore the interfaces between translation studies, the cultural history of knowledge, and Science and Technology studies (STS). The volume examines various material, cultural and epistemic translation practices where sustainability serves as a boundary object between natural and cultural inquiry. By turning to the intellectual traditions that influenced but were left behind by STS and actor-network theory (ANT), we aim to challenge and expand the Sociology of Translation developed in ANT. Concepts such as ‘inscription’ (Derrida), ‘actant’, ‘narrative’ (Greimas), and ‘world/worlding’ (Heidegger, Spivak) were reemployed – translated – in the canonical STS-texts. What networks of meaning were left behind in this reemployment? The book showcases a combination of cultural and knowledge historical perspectives on the construction of the Sociology of Translation and practical experiments across the registers of nature and culture is novel. There have been brilliant individual attempts to realign the Sociology of Translation with narratives and modes of enunciation, but none has related the Sociology of Translation to the networks and traditions which enabled it but to which it erased its relations and debts.     Abstract: Around 100 central banks currently research or develop their own central bank digital currency (further CBDC). Two projects recently moved into the production phase. The introduction of CBDC by at least one major central bank in the coming years seems unavoidable, which would form a tipping point. CBDC would then enter the mainstream of the banking sector. This trend requires assessing CBDC projects broader than the central banks do. This chapter considers concerns regarding the introduction of CBDC and its design criteria. Addressing those issues at an early stage allows us to mitigate them. The most obvious concern concerns the central bank money's public security in the era of growing cyber threats. The other evident concern concerns privacy. However, one particular angle of discussions on CBDC does not get enough attention – sustainability. This chapter assesses whether and how current CBDC projects include sustainability, public security, and privacy. It then addresses areas worth further development to increase the implementation of sustainability by the central banks. Finally, this chapter reconstructs a design of CBDC that would be most desired from the perspective of sustainability, public security, and privacy, showing how taking those perspectives into consideration influences social acceptance of CBDC

    Abstract: The plight of Vietnamese migrants in the UK has featured prominently in recent media and public policy debates on modern slavery, illegal border crossings, and labour exploitation. Yet little attention has been paid to their subjective experiences of border crossings, nor the wide range of categories they pass between. Vietnamese migrants coming to the UK in search of work face a complex array of decisions surrounding the respective costs and risks related to a chosen migration route which must be weighed against personal and collective expectations. These complex decisions are compounded by a shifting and highly stratified immigration and borders regime which renders migrants more vulnerable through restricting rights and increasing surveillance. This chapter explores the experiences and imaginaries of the UK border among migrants who have crossed the UK border, as well as those who intend to make the journey. We explore the contrast between the expectations and realities of UK borders through in-depth interviews with Vietnamese migrants. We argue, notwithstanding knowledge of the risks involved in border crossings and the hostile border enforcement regime, imaginations of opportunities for transforming local livelihoods remain powerful and deep-seated political and cultural narratives for Vietnamese migrants

    Abstract: This chapter is to demonstrate the challenges related to free time of seniors (especially EU residents) in the 21st century. The starting point for the considerations was to explain the concept of free time and to specify its characteristics, functions, and ways of using it. The structure of the seniors' time budget and leisure activities undertaken by this group were analyzed (based on Eurostat data). Subsequently, one of the important forms of free time management, that is, tourism, was studied. First, the essence of tourist activity was discussed and the reasons for undertaking it in the autumn of life. Second, the functions of senior tourism were distinguished and data on the participation of seniors from EU countries in it were presented. Third, taking into account that the concept of active aging is increasingly the participation in various types of courses, trainings, workshops, etc., the chapter defines the place of seniors in the process of lifelong learning. The tasks of the University of the Third Age (U3A) were systematized and the available data on the participation of European seniors in educational programs were analyzed. The conclusion emphasizes the heterogeneity of the silver head segment.

    Abstract: This book provides insights on the art of governing a state and managing its external relations from a wealth-power logic. It looks at "economic statecraft", which consists of wealth production, wealth mobilization, and wealth-power conversion by a state. This book reconceptualizes what economic statecraft is and proposes a new theory focused on wealth-power conversion. With a long historic perspective, this book goes through the modern history of Western powers practicing economic statecraft since 1500, and presents three case studies, the United States, the European Union, and China, the three biggest users of economic statecraft in the contemporary world. The book serves as an ideal reference for policy makers, businesspeople, and researchers whose work touch upon either wealth creation, power projection, or the combination of both.

    Abstract: This publication presents guidance for the compilation of distributional results on household income, consumption and saving consistent with national accounts totals. These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

    Abstract: Infrastructure investment has been low in Brazil over the last decades, leaving significant gaps in all infrastructure sectors. To close these gaps, public investment will need to increase and become more effective, while additional private resources need to be mobilised. Improving strategic planning and effectively translating it into budget allocations over time would increase the quality of infrastructure projects. Promoting foreign participation in public procurement would raise competition and value for public money, while strengthening the governance of SOEs would enhance the quality of infrastructure services. Minimising policy and judicial risks would help to leverage more private infrastructure financing, including at longer maturities, while ensuring an adequate risk sharing between public and private actors.

    Abstract: This report adds two perspectives on informality. First, it disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.
