    Abstract: In the face of great challenges, utopian thinking is currently in vogue. The fact that utopias, with their ideas of an idealized target society, are not compatible with the basic features of an Open Society was already pointed out by Karl Popper in his book 'Die Offene Gesellschaft und ihre Feinde' (The Open Society and its Enemies) under the impression of National Socialism and Stalinism. In the present book, further forms of Closed Societies and the principal similarities (and differences) of their construction are examined. This is done by drawing on Ralf Dahrendorf's concept of life chances, in which he deals with the interaction of options and ligatures. The ambivalence of Dahrendorf's understanding of ligatures, since they restrict options on the one hand, but also give them meaning on the other, is resolved by a threefold differentiation: into ethical and moral, internally and externally directed, and explicit and implicit ligatures. While the former are capable of enabling life chances, the latter tend to limit them. Based on this, the authors elaborate on the landscape (side) consequences of different Closed Societies and how ill-suited they are for dealing with current challenges.     Abstract: Since the mid-1990s, the term 'foodscapes' has been used. Its reference to landscape opens it up to a wide theoretical variety and numerous methodological approaches. Through the large 'semantic yard' of the concept of landscape it becomes clear that the approach of foodscapes aims less at the description or pure positivistic analysis of the production, distribution and consumption of food, but is rather open to aesthetic approaches, normative questions, aspects of the connection of food and space with meaning. In this respect, research on foodscapes is not simply a part of food geography but reaches beyond it. With this anthology we contribute to the development of the research field on foodscapes and combine diverse perspectives from different disciplines, locations and theoretical as well as methodological backgrounds on the diversity of what foodscapes can be. Our anthology 'Foodscapes - Theory, History, and Current European Examples' is the result of the collaboration of lecturers and students from the universities of Bucharest, Madrid, Rome and Tübingen.     Abstract: This book is oriented on testing and developing the neopragmatic approach of horizontal geographies, in which we follow approaches of natural sciences, social sciences, and cultural studies. Regional focus is thereby put on a rapidly changing elemental space and its social representations, characterized by unstable and not well-defined hybridities: coastal Louisiana. This region is highly dynamic: the Mississippi River in particular, with its extensive sediments, has shifted the coastal fringe of present-day Louisiana into the Gulf of Mexico. This land gain is contrasted by natural processes, but also by processes resultant of human intervention which cause marine encroachment. A complex interplay of different aspects is directly and indirectly leading to coastal land loss which makes the question of how to describe emerging hybrid spaces virulent and highlights the limits of a positivist understanding of boundaries that is also physically geographical. In the neopragmatic tradition, positivist research findings will be framed in social constructivist terms and supplemented by phenomenological approaches to Louisiana's coastal space, thus suggesting the need for and potentials of horizontal geographic integration of different theoretical and methodological approaches as well as researcher perspectives and data bases.     Abstract: Angesichts großer Herausforderungen hat utopistisches Denken aktuell Konjunktur. Dass Utopien, mit ihren Vorstellungen einer idealisierten Zielgesellschaft, mit den Grundzügen einer Offenen Gesellschaft nicht vereinbar sind, hat bereits Karl Popper in seinem Buch ‚Die Offene Gesellschaft und ihre Feinde‘ unter dem Eindruck von Nationalsozialismus und Stalinismus herausgearbeitet. In dem vorliegenden Buch werden weitere Formen Geschlossener Gesellschaften und die prinzipiellen Ähnlichkeiten (und Verschiedenheiten) ihrer Konstruktion untersucht. Dies geschieht in Rückgriff auf Ralf Dahrendorfs Lebenschancenkonzept, in dem er sich mit dem Zusammenspiel von Optionen und Ligaturen befasst. Die Ambivalenz des Verständnisses von Ligaturen bei Dahrendorf, da sie einerseits Optionen einschränken, ihnen andererseits auch Sinn verleihen, wird durch eine dreifache Differenzierung aufgelöst: in ethische und moralische, innen- und außengeleitete sowie explizite und implizite Ligaturen. Während die jeweils erstgenannten dazu geeignet sind, Lebenschancen zu ermöglichen, schränken die jeweils zweitgenannten diese tendenziell ein. Davon ausgehend, arbeiten die Autoren heraus, welche landschaftlichen (Neben)Folgen verschiedene Geschlossene Gesellschaften aufweisen und wie wenig geeignet sie für den Umgang mit aktuellen Herausforderungen sind.     Abstract: Obwohl mineralische Rohstoffe wie beispielsweise Kies, Sand, Quarz und Naturstein auf vielfältige Weise Grundlagen menschlicher Existenz ermöglichen und garantieren, haben Vorhaben zur Gewinnung mineralischer Rohstoffe vielerorts mit unterschiedlichen Akzeptanzproblemen zu kämpfen. Der planerische Umgang mit Rohstoffsicherung und Rohstoffgewinnung wurde wissenschaftlich bislang hauptsächlich in Bezug auf ökologische oder fachplanerische Problemstellungen, weniger hingegen als teilsystemischer Aspekt in einem soziopolitischen Kontext betrachtet, der durch verstärkten Bürgerprotest und erneuerte Partizipations- und Demokratisierungsbestrebungen gekennzeichnet ist.     Abstract: The understanding of landscape in the German-speaking area has some similarities with the discussions of the topic in other European languages and scientific communities, but there are some specifics. These specifics can be found both in the common sense understanding of landscape and in the history of scientific conceptualization. Special features of the common sense understanding lie on the one hand in the medieval roots, a strong romantic charge and the strong connection between home and landscape.     Abstract: The capital of Louisiana, Baton Rouge, has been the scene of fundamental changes in recent decades. In the context of the tripole of petrochemistry, Louisiana State University (LSU) and public administration (especially of the state of Louisiana), which has been fully developed since the end of the 1920s, general processes (such as the transition from modern to post-modern spatial development) mix with specific local and regional characteristics and logics, also in dealing with spaces (such as the eccentric location of the downtown area, the limited influence of spatial planning). The result is a social-spatial formation of a 'multivillage metropolis'. The investigation of this 'multivillage metropolis' follows a neopragmatic approach that triangulates different theories, methods, data and researcher perspectives. Ziel ist dabei nicht allein, Verständnisse von Landschaft und deren sozialwissenschaftlicher Beforschung im deutsch-polnischen Vergleich darzulegen, sondern im Sinne einer interdisziplinären Ausrichtung auch alternative Verständnisse und empirische Herangehensweisen als Option für die eigene Forschung zu erkunden und anzubieten. Der Band ist damit ein Wegweiser, der aufschlussreiche Narrationen konstruiert, die bei der Erkundung, Entdeckung und Entschlüsselung von Kulturlandschaften zu neuen, tieferen Sinnzusammenhängen verhelfen. What do we mean when we talk about cultural landscapes? This volume examines different perceptions, interpretations and assessments of cultural landscapes, based on German, Polish and bilateral studies. The aim is not only to present different readings of landscape and its social science research in a German-Polish comparison, but also to explore and offer alternative interpretations and empirical approaches as an option for one's own research in the sense of an interdisciplinary orientation. The volume thus serves as a guide that constructs revealing narratives that help find new, deeper interpretive contexts of meaning in the exploration, discovery and decoding of cultural landscapes

    Abstract: Das Buch befasst sich mit der Frage, aufgrund welcher gesellschaftlicher Konventionen wir Landschaft sehen, deuten und bewerten. Dabei wird ein besonderer Blick auf die Entwicklung von Landschaftsverständnissen im deutschen Sprachraum, im Vergleich zu anderen Sprachräumen, gerichtet. Behandelt werden in dem Buch sowohl unterschiedliche Theorien zum Thema Landschaft aus den Sozial- und Kulturwissenschaften wie auch praktische Fragen zum Umgang mit Landschaft von der Deutung der Suburbanisierung bis hin zu der Energiewende. In den vergangenen Jahren hat sich die Forschung um das Themenfeld „Landschaft“ erheblich intensiviert. In der 2.     Abstract: "Previous RAND research examined 71 insurgencies begun and completed worldwide between World War II and 2010 to analyze correlates of success in counterinsurgency (COIN). A key finding was that a case's score on a scorecard of 15 equally weighted good and 11 equally weighted bad COIN factors and practices corresponded perfectly with the outcomes of the cases analyzed. That is, the balance of good and bad factors and practices was always positive when the outcome was a COIN win (insurgent loss) and always negative when the outcome was a COIN loss (insurgent win). Using the scorecard approach as its foundation, a RAND study sought to apply the findings to the case of Afghanistan in 2015. The effort involved an expert elicitation in which experts were asked to make "worst-case" assessments of the factors to complete the scorecard for ongoing operations in Afghanistan. It was the third Afghanistan-focused exercise conducted with the scorecard, allowing rough comparisons with scores assigned by expert panels in 2011 and 2013. The 2015 consensus results indicated that Afghanistan continues to have a positive score, though its score is tied with the lowest-scoring historical wins. Two factors remained absent in Afghanistan in 2015 but essential to success in historical COIN campaigns: disrupting flows of tangible support to the insurgents and a demonstration (and improvement) of commitment and motivation on the part of the Afghan National Security Forces, the primary COIN force since the coalition drawdown. Despite some potentially positive developments resulting from the 2014 election of a new government in Afghanistan, it appears that the most promising end to the conflict will be a negotiated settlement in which the Afghan government makes some concessions to the insurgents and in which external powers, including the United States and Pakistan, help broker a satisfactory power-sharing agreement that brings greater stability to the country"--Publisher's description

    Abstract: "Every president needs a decisionmaking system that harnesses the full capabilities and accumulated wisdom of the U.S. government and the nation's many stakeholders. Yet national security professionals--the officials who must advise the president on the most-difficult decisions -- cite a range of structural problems that hinder effective policymaking. While a more focused and timely decisionmaking process will not necessarily improve outcomes for the United States, poor choices could be calamitous. This Perspective analyzes a range of management challenges in the national security system and presents eight recommendations for strengthening U.S. decisionmaking and oversight of policy implementation. Among the conclusions: The National Security Council staff size should be reduced to better focus on high-priority areas. Civil-military operations should be planned by a new joint office at the State Department with a military general officer as deputy. Red-team and lessons-learned efforts would help ensure that the system is adaptive and responsive. Better integration of intelligence insights and secondments of senior officials across agencies can improve the quality and coherence of decisionmaking.     Abstract: "Foundations of the Islamic State: Management, Money, and Terror in Iraq, 2005-2010 draws from more than 140 recently declassified documents to present a comprehensive examination of the organization, territorial designs, management, personnel policies, and finances of the Islamic State of Iraq (ISI) and al-Qa'ida in Iraq (AQI), both predecessors of the Islamic State. These records paint a clear picture of ISI practices and standard operating procedures. Leadership consciously designed the organization not just to fight but also to build an Islamic state governed by the laws dictated by its strict Islamist ideology. ISI was a vertically integrated organization with a central management structure and functional bureaus. It sought to replicate these structures at multiple lower geographic levels across territory. Each geographic unit had substantial autonomy to pursue the group's strategic objectives but was required to send frequent reports to the group's leadership; the central organization used these reports to inform decisions and provide strategic guidance. ISI paid its personnel a wage that would draw true believers rather than opportunists; trained and allocated its membership with an eye toward group effectiveness; raised revenues locally through diversified sources; and was able to maintain itself, albeit at much reduced strength, in the face of a withering counterterrorism and counterinsurgency strategy put in place by its opponents, starting in late 2006. An analysis of the Islamic State predecessor groups is more than a historical recounting. The lessons from examining the group's history are useful for setting expectations about the strengths and vulnerabilities of the Islamic State and its ability to combat its opponents, designing a coordinated and effective campaign against it, and understanding why it might be able to survive such an effort and sustain itself in the future, albeit perhaps at a lower level of threat. Defeating the Islamic State will require persistence. The record of counter-ISI operations from 2006 through 2010 shows that military action and political accommodation can work together to degrade the group substantially, if not defeat it"--Publisher's web site

    Abstract: "Since the founding of the People's Republic of China in 1949, the U.S.-China relationship has been characterized by conflict, confrontation, and strategic mistrust. The tensions that divide the two countries have been growing in importance in recent years. Unfortunately, they apply just as much to cyberspace as to relations in the physical world. Indeed, of all the areas where the relationship between the two sides is troubled, cyberspace has been one of the most contentious. The United States and China began formal negotiations in 2013 to resolve such differences only to see them abruptly suspended in 2014, when China broke them off in response to the U.S. indictment of several Chinese military officers on charges related to cyber-espionage activities. This study explores U.S. policy options for managing relations with China over this critical policy area through the use of agreements and norms of behavior. It looks at two basic questions: Can the United States and China achieve meaningful outcomes through formal negotiations over norms and rules in cyberspace? And, if so, what areas are most likely to yield agreement and what might be exchanged for what?     Abstract: "A key aim of U.S. health care reforms is to ensure equitable care while improving quality for all Americans. Limited race/ethnicity data in health care records hamper efforts to meet this goal. Despite improvements in access and quality, gaps persist, particularly among persons belonging to racial/ethnic minority and low-income groups. This report describes the use of indirect estimation methods to produce probabilistic estimates of racial/ethnic populations to monitor health care utilization and improvement. One method described, called Bayesian Indirect Surname Geocoding, uses a person's Census surname and the racial/ethnic composition of their neighborhood to produce a set of probabilities that a given person belongs to one of a set of mutually exclusive racial/ethnic groups. Advances in methods for estimating race/ethnicity are enabling health plans and other health care organizations to overcome a long-standing barrier to routine monitoring and actions to reduce disparities in care.     Abstract: "In response to concerns that the Department of Veterans Affairs (VA) has faced about veterans' access to care and the quality of care delivered, Congress enacted the Veterans Access, Choice, and Accountability Act of 2014 ("Veterans Choice Act") in August 2014. The law was passed to help address access issues by expanding the criteria through which veterans can seek care from civilian providers. In addition, the law called for a series of independent assessments of the VA health care system across a broad array of topics related to the delivery of health care services to veterans in VA-owned and -operated facilities, as well as those under contract to VA. RAND conducted three of these assessments: Veteran demographics and health care needs (A), VA health care capabilities (B), and VA authorities and mechanisms for purchasing care (C).     Abstract: "Today's defense resource planners face unprecedented uncertainty. The planning processes currently used to determine what forces and capabilities will be needed to address future threats to our national security and interests may be vulnerable to predictive failure. To manage these risks, a new approach to planning is needed to identify strategies that perform well over a wide range of threat and funding futures and thus are better able to manage surprise. This report describes how robust decision making (RDM) may help address this need. RDM, a quantitative decision support methodology for informing decisions under conditions of deep uncertainty and complexity, has been applied to many policy areas in the last decade. This document provides a proof of concept application of RDM to defense planning, focusing on the air-launched munitions mix challenge. The study embeds a fast-running "weapons on targets" allocation model within a "scenario generator" that explores many thousands of plausible, future twenty-year series of military campaigns. The RDM analysis uses these simulation models to stress-test alternative munitions mix strategies against many plausible futures. The analysis then identifies a robust munitions mix strategy, which interestingly depends not only on the desired portfolio of alternative weapons types but also on the rules used to replenish depleted weapons stocks after each campaign. The study also suggests how RDM might best be integrated into current Department of Defense planning processes and some of the challenges that might be involved"--Publisher's description

    Abstract: "Society relies on the judicial system to play numerous roles. It is the link between law enforcement and the corrections system and serves as a check on their power over citizens. It also adjudicates civil disputes, serving as a venue for negotiation and resolution of various problems. In playing these roles, courts today are challenged by a wide range of issues, such as high caseloads, resource constraints, disparities in justice outcomes, and increasing needs to share information. For the courts to adapt to these challenges and take advantage of new opportunities to improve their ability to play their critical roles, the court system needs innovation. This report draws on published literature and new structured deliberations of a practitioner Courts Advisory Panel to frame an innovation agenda. It identifies and prioritizes potential improvements in technology, policy, and practice for the court system. Some of the top-tier needs identified by the panel and researchers include developing better tools to sort cases and match them with the process most likely to get them to an outcome efficiently and effectively, defining strategies and minimum standards for protecting the "virtual filing cabinets" that hold the court's formal records, and expanding the court-related transactions and interactions that could be done from a distance over the Internet. Such high-priority needs provide a menu of innovation options for addressing key problems or capitalizing on emerging opportunities for the court system. It covers the systematic review steps: (1) define the question, (2) create a protocol, (3) conduct a literature search and screen for inclusion, (4) document and assess included studies, and (5) evaluate and interpret the body of evidence. The report also provides resources for drawing conclusions and developing recommendations based on the systematic review. We performed a literature review and consulted with producers and consumers of systematic reviews over the course of the project to identify available resources. National Institute for Occupational Safety and Health (NIOSH) staff provided a draft systematic review framework and continuous input to ensure relevance and applicability to occupational safety and health questions. This report summarizes key findings from this review that have broad application to any organization seeking to enhance resilience, which includes the space community. This report presents the approaches taken by three different types of communities to develop and maintain resilient operations. The discussion presented in this report illustrates three methods for building resilience, each illustrated by the approach of one community; resilience through withstanding an adverse event (impact avoidance and robustness), resilience through adaptation and flexibility, and resilience through recovery and restoration. These approaches are broadly described in this report as: withstand, adapt, and recover.     Abstract: "An abundance of research suggests that effective school leaders are vital to promoting student outcomes in schools across the United States. Recognizing this, many state and local education agencies are motivated to develop a strong corps of highly qualified principals and assistant principals. Although a lot of emphasis is placed on recruitment and preservice training for new principals, many school districts are also working to support administrators once they are placed in schools. However, relatively little is known about the types of on-the-job supports currently available to school leaders, particularly on a national scale. This report presents findings from a Wallace Foundation — funded survey of RAND's American School Leader Panel, a nationally representative sample of principals, regarding the quantity, content, and perceived quality of on-the-job support offered to them by their school districts. It focuses on three particular types of support — supervision, mentoring, and professional development — and investigates not only the prevalence of support for school leaders but also how this support reflects the role of leadership in instruction. In addition, responses of principals from small, midsize, and large school districts are examined to consider whether school leader support may look different depending on district size. This report was updated in October 2016. The current version provides estimates based on updated weights for a small percentage of the respondents.     Abstract: "How safe are autonomous vehicles? The answer is crucial for developing sound policies to govern their deployment. One proposal to assess safety is to test-drive autonomous vehicles in real traffic, observe their performance, and make statistical comparisons to human driver performance. This approach is logical, but it is practical? In this report, we calculate the number of miles that would need to be driven to provide clear statistical evidence of autonomous vehicle safety. Given that current traffic fatalities and injuries are rare events compared with vehicle miles traveled, we show that fully autonomous vehicles would have to be driven hundreds of millions of miles and sometimes hundreds of billions of miles to demonstrate their safety in terms of fatalities and injuries. Under even aggressive testing assumptions, existing fleets would take tens and sometimes hundreds of years to drive these miles--an impossible proposition if the aim is to demonstrate performance prior to releasing them for consumer use. Our findings demonstrate that developers of this technology and third-party testers cannot simply drive their way to safety. Instead, they will need to develop innovative methods of demonstrating safety and reliability. And yet, it may still not be possible to establish with certainty the safety of autonomous vehicles. Despite the mounting rate of these breaches, the continuing harms imposed on consumers and firms, and over a decade of breach notification laws, very little research exists that examines consumer response to these developments. This report sets out the results of a nationally representative survey of the consumer experience with data breaches: the frequency of notifications of data breaches and the type of data taken; consumer attitudes toward data breaches, breach notifications, and company follow-on responses; and perceived personal costs resulting from the breach, with the goal to establish a baseline of information about consumer attitudes toward data loss and company practices in responding to such events. Key findings include: (1) Twenty-six percent of respondents, or an estimated 64 million U.S. adults, recalled a breach notification in the past 12 months; (2) 44 percent of those notified were already aware of the breach; (3) 62 percent of respondents accepted offers of free credit monitoring; (4) only 11 percent of respondents stopped dealing with the affected company following a breach; (5) 32 percent of respondents reported no costs of the breach and any inconvenience it garnered, while, among those reporting some cost, the median cost was 500 dollars; and (6) 77 percent of respondents were highly satisfied with the company's post-breach response"--Publisher's description

    Abstract: "The Centers for Medicare & Medicaid Services (CMS) uses a fee schedule to pay physicians and nonphysician practitioners for their professional services. For many surgeries and other types of procedures, Medicare's payment for the procedure includes post-operative visits delivered during a global period of ten or 90 days anchored on the surgery date. The Medicare Access and CHIP Reauthorization Act of 2015 requires CMS gather the necessary data to appropriately value post-operative care. The law requires CMS to collect data on the "number and level" of visits in the global period from a representative sample of physicians beginning January 1, 2017. Congress suggested, but does not require, that the data be collected through claims. CMS asked the RAND Corporation to provide recommendations on how to best collect the number and level of post-operative visits through the use of nonpayment claims. To do so, RAND first gathered input from individuals performing surgical procedures on the range of post-operative care provided during the global period. RAND consulted with an expert panel on how to categorize the care into codes that capture the major differences in the breadth and intensity of post-operative care across care settings. This report provides recommendations for a set of nonpayment codes that combine visit times with the complexity of services, for both inpatient and office-based services. The recommended codes attempt to balance the need for a simple and straightforward system with the demand for a set of codes to capture the granularity and heterogeneity associated with post-operative care delivery"--Publisher's description

    Abstract: "Space is now a congested, contested, and competitive environment. Space systems must become more resilient to potential adversary actions and system failures, but changes to space systems are costly. To provide a complete look at resilience and possibly realize some benefit at lower cost, the Air Force asked RAND to identify non-materiel means--doctrine, organization, training, leadership and education, personnel, facilities, and policy--to enhance space resilience over the near and far terms.The authors developed implementation options to improve resilience based on a notional space protection operational concept: enhancing the capability of space operators to respond, in a timely and effective manner, to adversary counterspace actions. Operators need actionable information, appropriate organization and tactics, and dynamic command and control, supported by appropriate tools and decision aids, relevant training and exercises, and qualified personnel brought into the career field. The authors also recommend that Air Force Space Command develop a formal, end-to-end, space protection concept of operations (CONOPS) that captures all elements needed to improve resilience. In addition, the CONOPS could potentially follow the tenet of centralized control and decentralized execution in certain situations, such as when responding to adversary counterspace actions. For the near-term options, the rough order of magnitude (ROM) nonrecurring engineering (NRE) cost of implementation is estimated to be between 2.5 million dollars and 3.6 million dollars. For the far-term options, the ROM NRE cost is estimated to be between 109 million dollars and 166 million dollars, with the ROM recurring cost between 4 million dollars and 5.4 million dollars per year"--Publisher's description

    Abstract: "This report explores China's rapidly expanding involvement in Africa in order to better inform U.S. thinking about its relations both with China and with African states. The report pays particular attention to geostrategic competition in Africa, potential security threats, and opportunities on the continent. It examines the economic, political, and security interests driving Chinese engagement with African states and assesses potential medium-term changes in Sino-African relations across these three dimensions. It then assesses how China's interests and behavior on the continent affect the interests of the United States. In this matter, misperceptions often result from faulty assumptions about the potential for conflict over resources, images of Cold War-style geopolitical competition, and the nature of China's economic engagement with the continent. The report concludes by offering policy recommendations for U.S. and Army leaders concerned with U.S. security relationships with African states and with managing Sino-American relations in Africa.     Abstract: This report examines the prospects for stabilization in Mali following the political and military crisis that began in 2012. To this end, it examines Mali's peace settlements since the early 1990s to identify flaws and successes. The authors find that five recurrent issues have impeded the implementation of successive accords: the lack of representativeness of the peace-accord signatories; a flawed understanding of decentralization and democracy; the limited perceived legitimacy, in the north, of Bamako; persistent insecurity; and an absence of transitional justice and reconciliation. The report recommends building representativeness through a variety of measures to simultaneously address these issues and help craft a peaceful way forward for Mali. The report also explores whether Mali's neighbor Niger owes its current stability to a more favorable context, shrewd policies, or sheer luck and whether it might offer a model of resilience for Mali. The authors recommend emulating some of the policies that could account for Niger's sustained stability, such as better integration of Tuareg populations and a focus on development programs in addition to security, while recognizing that these do not make Niger impervious to a resurgence of the political turmoil it experienced in the past

    Abstract: Guatemala is a major transit point for drugs bound for the United States and the recipient of U.S. counternarcotics aid and technical assistance, much of which is provided through U.S. Southern Command (USSOUTHCOM) and U.S. Army South. As a first step by Guatemala in putting this aid to work toward developing its own counternarcotics capacity, the president of Guatemala established the Interagency Task Force (IATF) Tecún Umán. USSOUTHCOM has expressed the intent to apply the IATF as a model to other similarly porous border regions in the area. Thus, documenting and using lessons from the IATF Tecún Umán will help in the development of new and similar units. This report is intended to support that lessons-learned function, demonstrate how these preliminary lessons are being applied to future IATF development, and provide recommendations on how to resolve remaining IATF challenges. Lessons learned include the importance of establishing the interagency legal framework early, clearly defining the interagency relationships, developing an intelligence capability organic to the task force, implementing police authority and leadership, identifying measures of success, communicating the IATF's purpose and success to the public, and maintaining equipment. Remaining tasks include resolving the duality-of-command issue, improving operational planning capability, addressing corruption problems, and addressing IATF Tecún Umán issues before refocusing efforts to IATF Chortí. The United States has played a key role in supporting Guatemala's efforts to overcome these challenges.     Abstract: The California Budget Act of 2012, also known as Senate Bill (SB) 1041, contained significant reforms to the California Work Opportunity and Responsibility to Kids (CalWORKs) program. CalWORKs, administered by the California Department of Social Services (CDSS), is California's Temporary Assistance for Needy Families (TANF) program, a central component of the safety net that provides cash aid for low-income families with children. The SB 1041 reforms to CalWORKs included changes to requirements for work, the types of eligible work activities, the time clock that governs the work requirements, and the financial incentives to work--all with goal of engaging recipients in more-intensive work activities as early as possible, while also providing more flexibility in work activity options and increased incentives for work as recipients move toward self-sufficiency. The California legislature included a provision in the bill for an independent evaluation to determine if SB 1041 achieves its objectives and if there are any unintended consequences. The purpose of this report is to provide background on the SB 1041 reforms and offer an overview of the evaluation plan. In the remainder of this summary, we first highlight the factors that motivated the changes to CalWORKs and summarize the key reforms. We then delineate the questions underlying the SB 1041 evaluation and the evaluation approach. A final section covers the evaluation timetable, products, and expected utility

    Abstract: This study for the U.S. Marine Corps consisted of four tasks: (1) review the literature on the integration of women in ground combat and other physically demanding occupations, (2) conduct interviews with representatives of organizations that have integrated women into physically demanding occupations, (3) estimate the costs of potential initiatives to promote successful gender integration, and (4) develop an approach for monitoring implementation of gender integration of the infantry. RAND researchers present a historical overview of the integration of women into the U.S. military and explore the importance of cohesion and what influences it. The gender integration experiences of foreign militaries, as well as those of domestic police and fire departments, are examined for insights on effective policies. The potential one-time and recurring costs associated with integration are estimated as well. The report culminates in a summary of previous monitoring efforts and broad strategic monitoring issues, as well as recommendations to the Marine Corps for implementation
