    Abstract: Im ausgehenden 19. Jahrhundert standen alle Städte vor dem Problem, eine rasch wachsende Bevölkerung mit öffentlichen Dienstleistungen zu versorgen. Diese Aufgabe ging weit über den bisherigen Tätigkeitsbereich der Gemeinden hinaus. In unterschiedlichem Ausmaß und Breite boten die Städte Leistungen an, die bislang als gänzlich private Angelegenheit gegolten hatten. Während einerseits "Munizipalsozialismus" eine Politik bezeichnete, die am Anfang des modernen Wohlfahrtsstaates steht, galt er andererseits als Staatsintervention, welche die Grundlagen der liberal-kapitalistischen Gesellschaft bedrohte. Die aktuellen Debatten über Deregulierung und die bereits verwirklichten Schritte in diese Richtung lassen es sinnvoll erscheinen, einen Blick darauf zu werfen, was denn "Munizipalsozialismus" in Europas zwischen 1880 und 1939 tatsächlich bedeutete. Die Beiträge über Frankreich, Spanien, Deutschland, England und die Schweiz zeigen die ganze Spannweite kommunaler Interventionspolitik auf, die sich je nach den politischen Rahmenbedingungen von purem Fiskalismus bis zu Maßnahmen erstreckte, die eindeutig sozialistischer Theorie entsprangen.

    Abstract: In einer vom Christentum geprägten Kultur geht es (...) darum, die ihr zugrundeliegenden religiösen Figuren zu entschlüsseln. Dazu will die vorliegende Arbeit einen Beitrag leisten. Es geht darum, eine Figur zu untersuchen, die das "Funktionieren" der altrussischen Kultur begründete, und die gemeinhin "das neoplatonische Urbild-Abbild-Denken" genannt wird. Implizit wird hier davon ausgegangen, daß im 10. und 11. eine Beeinflussung der slavischen Kultur durch das byzantinische Christentum orthodoxer Prägung stattgefunden hat, deren genaue Art und Weise nicht eruiert werden soll. Der Untersuchung des Urbild-Abbild-Denkens in der byzantinischen Kultur und seiner Bindung an die Ikonenverehrung ist deshalb ein erster Teil dieser Arbeit gewidmet, der Untersuchung des altrussischen Urbild-Abbild-Denkens der nächste und größte Teil.     Abstract: Annotation The discipline of architecture depends on the transmission in space and time of accumulated experiences, concepts, rules, and models. From the invention of the alphabet to the development of ASCII code for electronic communication, the process of recording and transmitting this body of knowledge has reflected the dominant information technologies of each period. In this book Mario Carpo discusses the communications media used by Western architects, from classical antiquity to modern classicism, showing how each medium related to specific forms of architectural thinking. Carpo highlights the significance of the invention of movable type and mechanically reproduced images. He argues that Renaissance architectural theory, particularly the system of the five architectural orders, was consciously developed in response to the formats and potential of the new printed media. Carpo contrasts architecture in the age of printing with what preceded it: Vitruvian theory and the manuscript format, oral transmission in the Middle Ages, and the fifteenth-century transition from script to print. He also suggests that the basic principles of "typographic" architecture thrived in the Western world as long as print remained our main information technology. The shift from printed to digital representations, he points out, will again alter the course of architecture

    Abstract: In American Foundations , Mark Dowie argues that organized philanthropy is on the verge of an evolutionary shift that will transform America's nearly 50,000 foundations from covert arbiters of knowledge and culture to overt mediators of public policy and aggressive creators of new orthodoxy. He questions the wisdom of placing so much power at the disposal of nondemocratic institutions. As American wealth expands, old foundations such as Ford, Carnegie, Rockefeller, Pew, and MacArthur have grown exponentially, while newer trusts such as Mott, Johnson, Packard, Kellogg, Hughes, Annenberg, Hewlett, Duke, and Gates have surpassed them. Foundation assets now total close to $400 billion. Though this is a tiny sum compared to corporate and government treasuries, and foundation grants still total less than 10 percent of contributions made by individuals, foundations have power and influence far beyond their wealth. Their influence derives from the conditional nature of their grant making, their power from its leverage. Unlike previous historians of philanthropy who have focused primarily on the grant maker, Dowie examines foundations from the public's perspective. He focuses on eight key areas in which foundations operate: education, science, health, environment, food, energy, art, and human services. He also looks at their imagination, or lack thereof, and at the strained relationship between American foundations and American democracy. Dowie believes that foundations deserve to exist and that they can assume an increasingly vital role in American society, but only if they transform themselves from private to essentially public institutions. The reforms he proposes to make foundations more responsive to pressing social problems and more accountable to the public will almost certainly start an important national debate

    Abstract: A look at medieval literature and society through a queer lens. The essays in this volume present new work that, in one way or another, "queers" stabilized conceptions of the Middle Ages, allowing us to see the period and its systems of sexuality in radically different, off-center, and revealing ways. While not denying the force of gender and sexual norms, the authors consider how historical work has written out or over what might have been non-normative in medieval sex and culture, and they work to restore a sense of such instabilities. At the same time, they ask how this pursuit might allow us not only to re-envision medieval studies but also to rethink how we study culture from our current set of vantage points within postmodernity.The authors focus on particular medieval moments: Christine de Pizan's representation of female sexuality; chastity in the Grail romances; the illustration of "the sodomite" in manuscript commentaries on Dante's Commedia; the complex ways that sexuality inflected English national politics at the time of Edward II's deposition; the construction of the sodomitic Moor by Reconquista Spain. Throughout, their work seeks to disturb a logic that sees the past as significant only insofar as it may make sense for and of a stabilized present.     Abstract: An estimated 5 million U.S. children have asthma. Too many of these children are unnecessarily impaired. Much of the money spent on asthma is for high-cost health care services to treat acute periods of illness. Many asthma attacks could be avoided--and much suffering prevented and many medical costs saved--if more children received good-quality, ongoing asthma care and if the 11 policy recommendations presented in this report were implemented in a coordinated fashion. A national call to action, the policy recommendations span public and private interests and compel integration of public health activities across local, state, and federal levels. This report summarizes the findings of an effort funded by the Robert Wood Johnson Foundation as part of the Pediatric Asthma Initiative, whose purpose is to address current gaps in national childhood asthma care. It is the first national initiative that simultaneously addresses treatment, policy, and financing issues for children with asthma at the patient, provider, and institutional levels. The purpose of RAND's effort was to 1) identify a range of policy actions in both the public and private sectors that could improve childhood asthma outcomes nationwide; 2) select a subset of policies to create a blueprint for national policy in this area; 3) outline alternatives to implement these policies that build on prior efforts. The effort developed a comprehensive policy framework that maps the identified strategies to one overall policy objective: to promote the development and maintenance of "asthma-friendly" communities--communities in which children with asthma are swiftly diagnosed, receive appropriate and ongoing treatment, and are not exposed to environmental factors that exacerbate their condition. This report is intended as a working guide for coordinating the activities of both public and private organizations at the federal, state, and local community levels

These well-honed essays apply diverse economic analyses to a wide range of unsafe activities, including teen drinking and driving, smoking, drug use, unprotected sex, and criminal activity.     Abstract: As America experiences the growing pains associated with the rapid social changes in the economy, technology, and culture, various groups must develop coping mechanisms to help them deal with the anxiety that is brought on by such changes. Generation Xers, on the cutting edge of these changes, are no exception. More so than any other group, elite Xers, those who are succeeding in the new economy, have adopted a unique personality style, chameleonism, as a defense mechanism. People with a chameleon personality pretend to be what others want them to be in an effort to obtain for themselves the kind of security Xers feel previous generations have enjoyed, but which may not be available to their own generation. This examination of the Xer generation sheds new light on the survival mechanisms employed by those who feel threatened by social changes, even as they participate in and benefit from them

    Abstract: In recent years, a host of long-term trends -- including an increase in the number of working parents, a rise in violent incidents involving children, and a move toward academic accountability -- have led the American public to pay increasing heed to how and where their children spend their time after school. In response to these growing concerns, the past decade has seen a steady increase in the number of programs devoted to after-school care. Yet this proliferation of after-school programs has brought with it a concomitant need for sound program evaluation. Accordingly, this report summarizes RAND's effort to gauge the effectiveness of Stone Soup Child Care Programs, a nonprofit organization that administers school-based after-school care to children throughout California. In pursuit of its goal, RAND undertook three tasks: a thorough review of the literature, carried out to identify relevant "best practices"; the development and implementation of a data collection tool designed to measure Stone Soup's adherence to such practices; and a thoroughgoing analysis of the data compiled. After collecting extensive data from Stone Soup's central office and site supervisors, RAND concluded that, on average, Stone Soup does a competent job of adhering to good practices. At the same time, however, RAND's synthesis of the literature revealed a paucity of reliable studies on what practices constitute the provision of quality care. More research must therefore be conducted to better identify sound management practices in the critical arena of after-school care. The tool is included in the report to be useful for practitioners or funding organizations interested in evaluating how well after-school care programs are adhering to currently recognized practices

    Abstract: In the Vietnam War and the Persian Gulf conflict, special operations forces (SOF) conducted reconnaissance operations to locate hidden targets when political and other considerations prevented the deployment of conventional ground units and air power alone was unable to locate and eliminate elusive objectives. In Vietnam, SOF teams crossed the border into Laos to search for truck parks, storage depots, and other assets along the Ho Chi Minh Trail that were obscured by jungle canopy and camouflage. In western Iraq, British and American SOF patrolled vast areas searching for mobile Scud launchers. In both cases, the nature of the terrain combined with adversary countermeasures made it extremely difficult for ground teams to achieve their objectives. There are a number of implications for future operations. Although new technology, such as mini- and micro-unmanned aerial vehicles, may make it easier to teams to reconnoiter wide areas, using SOF in this fashion is unlikely to achieve U.S. objectives. Concerns about casualties and prisoners of war are likely to limit the use of SOF to the most vital national interests. However, unattended ground sensors could play an enhanced role in future operations. Although most will be delivered by air, some will require hand emplacement in difficult enemy terrain, a mission well suited to SOF. SOF in a battle damage assessment role could help ensure that critical targets have been destroyed. Finally, SOF might disable, destroy, or recover nuclear, biological, or chemical weapons

    Abstract: In this volume James P. Young seeks to revive interest in the thought of Henry Adams by extracting core ideas from his writings concerning both American political development and the course of world history and then showing their relevance to the contemporary longing for a democratic revival. In this revisionist study, Young denies that Adams was a reactionary critic of democracy and instead contends that he was an idealistic advocate of representative government. Young focuses on Adams's belief that capitalist industrial development during the Gilded Age had debased American ideals and then turns to a careful study of Adams's famous contrast of the unity of medieval society with the fragmentation of modern technological society. Though fully aware of Adams's concerns about technology, Young rejects the idea that Adams was bitterly opposed to twentieth century developments in that field. He shows that though a liberal democrat with inclinations toward reform, Adams is much too sophisticated to be captured by any simple label

    Abstract: Until the 1980s, it was presumed that technical change in most communications services could easily be monitored from centralized state and federal agencies. This presumption was long outdated prior to the commercialization of the Internet. With the Internet, the long-forecast convergence of voice, video, and text bits became a reality. Legislation, capped by the Telecommunications Act of 1996, created new quasi-standards such as "fair" and "reasonable" for the FCC and courts to apply, leading to nonstop litigation and occasional gridlock. This book addresses some of the many telecommunications areas on which public policy makers, corporate strategists, and social activists must reach agreement.     Abstract: Changes in biological processes, relationships, and community interactions influence the emergence of sexuality in all young people. The process is more complex and difficult for lesbian, gay and bisexual (LGB) teenagers. Fortunately, the cultural changes that have allowed LGB youths to become more open about themselves at earlier ages have also allowed social and behavioral scientists the opportunity to study them. The essays in this volume explore the psychological dimensions of LGB identities from puberty to adulthood.     Abstract: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe.
