    Abstract: The Euro crisis of 2008 had a deep impact on German-Greek relations. The exchange of blows in media, and amongst politicians created a deep divide and made old wounds visible - wounds that lie in the Occupation of Greece by Nazi Germany and its fascist allies during World War 2. In 2014 German foreign policy towards Greece shifted to include reconciliatory measures, marking the beginning of Germany's foreign policy of reconciliation. One area of focus is memory culture and the Greek martyr communities, meaning villages and towns that experienced extreme violence, destruction, and executions. Diving into these places of terror and memory, the book analyzes German foreign policy of reconciliation while providing a profound view onto history, diplomacy, and the widely unknown Greek memory landscape. It entails a thorough review of German-Greek relations, more than seven unique maps and 10 case studies, accompanied by photographs and over 35 interviews. It shows how foreign policy, conflict and reconciliation intertwine and how international affairs meet the local level of everyday citizens. About the author Charalampos Babis Karpouchtsis is a political scientist with a background in foreign policy, strategy and memory studies. He finished his PhD in conflict and reconciliation studies in the Jena Center for Reconciliation Studies. He is a research associate in the University of the Armed Forces in Hamburg and a JCRS fellow.

    Abstract: In den vergangenen 20 Jahren mit den intensiven chinesischen Aktivitäten auf dem afrikanischen Kontinent sind die Beziehungen zwischen China und Afrika zu einem wichtigen Forschungsgegenstand in der internationalen Politikwissenschaft geworden. Der Großteil dieser Abhandlungen analysiert das Thema aus der Perspektive Chinas, dagegen sind kaum systematische Untersuchungen aus dem Blickwinkel der Afrikaner zu finden. In diesem Buch werden die Wahrnehmungen der südafrikanischen Eliten in Bezug auf China in den Jahren von 2006 bis 2016 systematisch untersucht. Die Wahrnehmungen konzentrierten sich dabei auf Chinas Auswirkungen auf Südafrika bezogen auf vier Aspekte: Chinas wirtschaftliche Aktivitäten, die chinesische globale politische Strategie, das chinesische Entwicklungsmodell sowie Chinas Soft Power. Es kommen die Konstruktivismus-Theorie von Alexander Wendt als Forschungstheorie und die Diskursanalyse von Jürgen Habermas als Forschungsmethode zur Anwendung. Durch die Analyse kann geschlussfolgert werden, dass die südafrikanischen Eliten in Bezug auf die Wirtschaft hauptsächlich Wahrnehmungen der Kategorie Freund äußern und bezüglich der Politik, Kultur und Medien finden sich in der Regel Wahrnehmungen der Kategorie Konkurrent. Im Allgemeinen lassen sich die Wahrnehmungen gegenüber China als positiv identifizieren, gehören also der Kategorie Freund an.     Abstract: Es kennzeichnet gegenwärtige Wahrnehmungen, dass sich die verschiedenen krisenhaften Entwicklungen, seien sie im Ursprung biologischer (Corona), technischer (Klima), kultureller (Identität) oder grundlegend politischer (Macht und Legitimität) Natur, in unklarer Weise aufeinander beziehen und zu vermischen scheinen. Und je stärker die eigentlichen Merkmale einer Krise – die fundamentale Unsicherheit und die Überforderung etablierter Managementstrategien – eine Situation dominieren, desto krasser können Glaubenssätze und Narrative auseinanderdriften und desto unvereinbarer werden die Rezepte für das jeweils geeignete Krisenmanagement. Die Unkenntnis über das Coronavirus rechtfertigte im Grunde jegliche Strategie der Krisenbewältigung, vom Laissez-faire bis zur absoluten Kontrolle, alles dazwischen oder auch fortwährende Richtungsanpassungen („Auf Sicht fahren“).     Abstract: Gibt es andere Maßstäbe für die Entscheidungen, die Verfassungsrichter treffen, als das geltende Recht und Präzedenzfälle? Die Autorin Martina Schlögel hat Politische Wissenschaft und Soziologie in Erlangen und Budapest studiert. Collectively, we look to them to tackle the big problems – from long-term climate and demographic change to short-term crises like pandemics or war.     Abstract: In this textbook readers will acquire knowledge of problem-solving and learning to enhance both efficiency and the experience of service users in rapidly changing service environments, that can create new service models. Emphasizing that, above all else, individuals are at the centre of services, the book goes deeply into the nature of public services and their logic-of-practice. By applying learning and problem-solving approaches, the reader gains practical capabilities in addition to an appreciation of the latest research literature. Following a multidisciplinary, international approach, the book suggests a new typology of problem-framing and presents many examples of how new service solutions can be created in any public service context.     Abstract: In diesem Buch wird erstens Hegels ideengeschichtlicher Beitrag zur Genese von Sozialstaatstheorien herausgearbeitet und zweitens seine politische Theorie für die politiktheoretische Modellierung von Sozialstaatlichkeit fruchtbar gemacht. Im genuin modernen Konflikt des Auseinandertretens von Gesellschaft und Staat, von sich selbst verwirklichendem Individuum auf dem Markt und der Gemeinschaft, zeichnet sich eine neue zentrale Funktion des Staats ab: Die Garantie der Freiheit für seine Bürger. Der Sozialstaat als Mittel dieser staatlichen Freiheitsgarantie erfüllt somit nicht nur eine bedeutende Rolle in der Versöhnung von Individuum und Gemeinschaft, sondern bildet hierdurch zugleich ein zentrales Legitimationselement des modernen Staats. Rekurrierend auf eine Analyse des Forschungsstandes zur EU-Energiepolitik wird in diesem Buch argumentiert, dass eine theoretische Synthese der Arbeiten zur Diskursanalyse und zum Policy-Wandel die bisherigen Defizite der klassischen Theorieschulen ausgleichen kann.     Abstract: This book investigates water issues in the Euphrates-Tigris basin between Turkey, Syria and Iraq (Iran). It presents the importance of water in the world and especially for the countries of the Euphrates-Tigris basin, the water resources of the three riparian countries, their advantages and disadvantages, the amount of reservoir construction in the three riparian countries, their water disagreements and conflicts, international water law. The importance of water in the Ottoman period is presented, the evolution of Turkey's water policy in the 20th and 21st centuries, the connection and interdependence of Turkey's water policy with its foreign and domestic policies are shown in detail. Separate reference is made to non-state actors, such as the Kurds of Turkey, Syria and Iraq. The work emphasizes that Turkey is a unique country in the world with its water policy in the Euphrates-Tigris basin: no other country is able to use water in such a multi-purpose way to achieve various goals. About the author Hayk Gabrielyan graduated from Yerevan State University, receiving a bachelor's degree in Օriental Studies and a master's degree in Turkish Studies. In 2023 he successfully completed the doctorate at Friedrich Schiller University Jena (Faculty of Social and Behavioral Sciences). H.     Abstract: This book charts John W. Burton's transition from practitioner in diplomacy to pioneer in the theory of peace research, thinking on world society and conflict resolution. Born in 1915, given his father's name, it was assumed that he would follow his father and become a Christian missionary. He did not: he joined the Australian Public Service. From a junior position he rose rapidly. He was forthright and some found him irritating, or worse. He progressed to the highest levels of policy-making. Amidst some controversy, he resigned abruptly in 1951. He then worked on his farm outside Canberra, writing avidly. He did not intend to become an academic, but in 1963 he was offered a position in International Relations at University College in London and he accepted. He was key to the foundation of the International Peace Research Association (IPRA) in 1964 and of the Conflict Research Society in the UK, because he thought that words and ideas were not enough: there needed to be instruments of change. Looking back, he was, in fact, a secular missionary. His aim? Simple: to change the world. · This book is an exploration of how conflict should be reinterpreted. · The ideas of his work are a product not of any metaphysical approach, but of experience. · Burton knew the field: Cold War diplomacy, civil strife, reforming organisations, resistance to change. He had 'been there' and he found much to criticise. · This book illustrates what he had to offer and explains why.     Abstract: This book explores the intersections of affect, memory and privilege among Bogota’s upper middle class. Combining approaches from memory studies, anthropology, feminist and affect theory, this work is concerned with the implications for the present and potential futures contained in affective encounters. It is structured along four affects describing the social, spatial, historical and political aspects of ‘being affected’ by the Colombian conflict. After showing how the Colombian conflict is rooted in specific affective relationships to land, disappointment and crushed hopes in the context of various peace negotiations are portrayed as the central experiences nurturing a sense of a doubling or re-experiencing of past emotions. Then, a specifically upper-middle class emotional habitus and its implication for the social connections to people more directly affected by the conflict are outlined, and peace as an upper middle-class affect is revealed as a privilege not everyone deserves. Hendrikje Grunow is coordinator of the German-Colombian MA program Conflict, Memory and Peace at the Catholic University of Eichstätt-Ingolstadt. She holds a doctorate from the University of Konstanz and studied Anthropology and Latin-American Studies in Berlin, Bogota, Zurich and Bern. She co-coordinates the Latin-American regional group at the Memory Studies Association.

    Abstract: As a contribution to critical social theory, this book reconsiders Marx’s critique of political economy through the concept of labour as “not-capital”. Engaging with thinkers who have dealt with Marx’s concepts of “not-capital” and “not-value”, Tetler examines whether and how these concepts can contribute significantly towards a renewal of the critique of political economy beyond the limits of traditional Marxism. In doing so he provides the first in depth interrogation of these concepts, both within Marx’s work itself and within and across the various intellectuals who have put them to use in their attempts to address the faults of traditional Marxism. He argues that the theory of value that sits at the heart of Marx’s critique of political economy requires a negative conception of labour. In helping establish this, the notions of labour as not-capital/value are shown to have formidable ramifications concerning the crisis-ridden nature of capitalist social relations and the struggles operative within and against them.     Abstract: Bei digitalen Bürgerbeteiligungsverfahren reichen Bürger Beiträge ein, damit Politiker diese in ihre Willensbildungs- und Entscheidungsprozesse einbeziehen. Bisher wird jedoch nur unzulänglich verstanden, wie solche Beiträge in politische Entscheidungen übersetzt werden. Deshalb ergründet dieses Buch folgende zweiteilige Fragestellung: Welche Akteure wirken im Milieu digitaler Bürgerbeteiligung in Deutschland? Und wie können sie das Zustandekommen politischer Entscheidungen beeinflussen? Denn wenn besser verstanden würde, wer oder was sich wie auf diese Übersetzungsprozesse auswirkt, könnten solche Verfahren im Sinne authentischer Demokratisierung effektiver gestaltet werden. Hierzu wurde ein eigens entwickelter theoretisch-methodischer Synkretismus aus Akteur-Netzwerk-Theorie und Grounded-Theory-Methodologie angewendet. Die Ergebnisse zeigen unter anderem, wie digitale Strukturen und Mechaniken zur Disziplinierung der sich beteiligenden Bürger führen, wie Verwaltungsmitarbeiter Plattformgeschehen verfälschen und wie Entscheidungsprozesse manipuliert werden können. Daher werden zuletzt Gütekriterien für digitale Partizipationsprozesse angeboten, um subpolitische Einflussnahme und Kontrolle in der Praxis wahrscheinlicher zu machen und Mängel in existierenden Verfahren erkennen und nachjustieren zu können.     Abstract: This open access book raises some central questions: Do we need moonshot policies to spur innovation and economic growth? What are the risks associated with such policies? Economic turbulence, the COVID-19 pandemic, and mounting environmental concerns have paved the way for a renaissance of targeted industrial policy. In particular, the idea that society should be organized around large missions is gaining momentum among high-income economies. However, the authors and editors of this volume contend that this shift has occurred without much critical examination, especially as the European Union has adopted these ideas, and Western economies are now increasingly organizing toward the achievement of large, state-formulated goals.     Abstract: Over a million Kurdish-Yezidi refugees are dispersed across European cities and towns. However, they are neither recognized as a distinct community of stateless immigrants nor as a distinct European ethnic or religious minority. They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London.     Abstract: The book systematically presents Derrida’s views on hospitality, as reflected in his texts and lectures from 1995 until his death in October 2004. Derrida’s engagement with hospitality is perhaps the most important and extensive philosophical attempt to respond critically to the growing hostility of many governments worldwide towards specific categories of foreigners, such as refugees and immigrants. Particular emphasis is placed on the ‘aporetic’ nature of hospitality that Derrida describes: namely, that, on the one hand, the provision of hospitality brings us face to face with the hyper-ethical ‘law’ of ‘unconditional hospitality,’ which requires the unconditional reception of the other, i.e. the provision of hospitality to the foreigner without conditions, restrictions or expecting anything in return. On the other hand, the provision of hospitality forces us to face the ‘conditional’ laws of hospitality, which, while establishing a right to and a duty of hospitality, simultaneously restrict hospitality by setting conditions for the arrival and stay of the foreigner. The book also analyses the ‘decision’ and the ‘event’ of hospitality, as well as the unresolved ‘aporia’ at the heart of the ethics of hospitality (or of ethics in general), an aporia or contradiction related to the fact that we cannot be hospitable towards a singularity without ‘sacrificing’ some other singularities. Attention is paid to Derrida’s attempt to open the provision of hospitality beyond humans, that is, to other living beings. Derrida’s views on hospitality are examined in the book in the light of the philosophical thought of Emmanuel Levinas, Immanuel Kant and René Schérer. Gerasimos Kakoliris is Associate Professor in Contemporary Continental Philosophy at the National and Kapodistrian University of Athens, Greece. His previous publications include Derrida’s Deconstructive Double Reading: The Case of Rousseau (2022, open access).

Democratic Literacy beinhaltet dabei solche Merkmale von Bürgerinnen und Bürgern, die sie dazu befähigen, sowohl die Chancen der bürgerlichen Einflussnahme in liberalen Demokratien zu ergreifen, als auch die Zumutungen dieses politischen Herrschaftssystems zu ertragen. Dieses Konzept unterscheidet sich hierbei von bestehenden Konzepten der Bürgerkompetenz zum einen dadurch, dass ihm – dem Literacy-Begriff entsprechend – ein funktionales Kompetenzverständnis innewohnt. Zum anderen ist Democratic Literacy ein domänenspezifisches Konzept der politischen Kompetenz, dessen Attribute sich von den systemischen Ansprüchen liberaler Demokratien ableiten lassen.     Abstract: It is a well-known fact both among scholars of propaganda and disinformation, and among political leaders that Sputnik and RT are using their news coverage for disinformation purposes to harm Western and European societies. Following the Russian invasion of Ukraine, which enhanced the security threat by disinformation, the EU decided to ban these two media. Against this backdrop, the study asks what the disinformation about Sweden in Sputnik and RT looked like prior to the ban (It should be noted that both channels still publish news for a European audience by way of VPN and other pathways.) It is done by way of a narrative approach, which means that the analyses seek to trace what stories that were told and how. The study thus analyzes the narrative logic of propaganda and disinformation narratives promulgated by Russian state-sponsored media platforms Sputnik and RT, and aim to show how these media have sought to denigrate Sweden. This is an open access book. Maria Hellman is Associate Professor of Political Science at the Department of Economic History and International Relations, Stockholm University.     Abstract: This book examines what the justification of political power and the character of a liberal political community in the conditions of pluralism should look like, with the aim of equal respect for all. Sylvie Bláhová argues that if those who understand the principle of respect as the basis of political liberalism are to fulfill all the prerequisites of this principle, they must ensure respect within the liberal political community as a whole. The classic interpretation of political liberalism ensures respect during the process of justification of political power, yet many individuals in the liberal political community remain disrespected, mainly due to their group membership. Accordingly, Bláhová looks for a more complex interpretation of the principle of respect within political liberalism, one that ensures respect beyond the justification of political power. The author argues that the way to achieve respect in the liberal political community is to interpret the criterion of reciprocity in a dual way. Specifically, Bláhová claims that respect can be ensured only only in conjunction with the principle of civic friendship, which makes respect more comprehensive. This novel interpretation can ensure unity of the liberal political community and make it stable, which is crucial in conditions of pluralism.     Abstract: The book proposes an analytical map of developments in deliberative democracy (DD) that departs from previous attempts to explain them by using alleged "turns" (epistemic turn, empirical turn, etc.), or "generational shifts". This analytical approach clarifies what is at stake each time new “conceptual innovations” are proposed. The analysis of the various conceptual innovations proposed is then connected to the possible "institutional solutions" devised to boost the legitimacy of current liberal democratic regimes. The scope of the book is not merely academic, devoted to tracking the progress of a subdisciplinary field in democratic theory, but includes assessment of the public relevance of the academic debates developed in that subfield. The aim of the book is finally that of challenging the methodological tenets employed by deliberative democracy authors working within the four conceptual areas identified, and the vision of democracy they uphold. Developments in DD have been dominated by liberal perspectives subscribing to the minimalist notion of democracy defended by political economists. In challenging this minimalist notion of democracy, the book proposes an alternative way of seeing democracy.     Abstract: This book is about Russia. Yet, this book is not about Russia per se. To those, whose sole interest is a better understanding of the Kremlin’s decision making and how it shapes Russia’s present and future, we would refer to a rather long list of sources that we dutifully noted throughout the book.     Abstract: This book discusses the impact of the process of accession to the European Union (EU) – i.e. Europeanisation – on the formulation of the ethnic identity of Bosnian Serbs and the political identity of Republika Srpska (RS) in Bosnia and Herzegovina (BiH). The centrepiece of the book is an examination of how it is possible that the expected effect of Europeanisation on ethnic identities in a post-conflict environment – a transformation of ethnic identities through desecuritisation – does not materialise in the case of BiH and the RS. The book starts from the assumption that the political elite in the RS uses Europeanisation as a context for the securitization of two sources of threats – the internal and external Other. This prevents the transformation of ethnic identities in BiH, and as a result also the desecuritisation of antagonisms among the ethnic groups of BiH. The results show that any attempt at a more active engagement by the EU and international community was interpreted by the RS political elite as Bosniak agenda aimed against the RS. In this respect, the book demonstrates that BiH’s EU accession process or a clearer EU perspective alone in scrutinized critical junctures did not outweigh the potential costs for the RS political elite if reforms aimed at creating a more functional BiH were to succeed. In all three analysed critical junctures, the political elite in RS presented motions for a more functional BiH as attempts to centralise the country and framed them as the beginning of the end for the RS as a political entity. Faris Kočan is Assistant Professor at University of Ljubljana, Faculty of Social Sciences. His research is focused on the Europeanisation of the Western Balkans and the role of the European integration in addressing the troubled past of post-Yugoslav space. He has published, among others, in the Nationalities Papers, Ethnopolitics, Southeast European and Black Sea Studies, and contributed chapters to monographs published in international publishing houses (Peter Lang, Ibidem). He has been working on many research projects, including those funded by Horizon 2020, JM/Erasmus+ and Slovenian Research Council.

    Abstract: Following a dialogic and interdisciplinary approach, this book highlights changes in the concept and action of disobedience, presenting a theoretical framework and applied case studies. Disobedience has traditionally been played out through collective actions and protests which configure and propose alternative social scenarios to the status quo. Today, in a changing socio-historical context, disobedience represents a mode of political participation and a form of an active citizenship attempt to correct authoritarian drifts. Furthermore, it often highlights social problems and morally controversial issues. Disobedience is not only a right granted to the individual within democratic systems and/or duty imposed in the interest of society in a pro-social sense, i.e. defense of human rights and a tendency towards equalization, but it also became an alternative process, often symbolic, of construction of reality. The book focuses on a) reconstructing the concept of social disobedience and the field's state of the art from an innovative, contemporary, theoretical, and conceptual perspective and b) analyzing its phenomenology within a specific territorial horizon, with the objective of uncovering social and pro-social aspects related to today’s forms of disobedience.     Abstract: The book aims to complement the existing research on democratic innovations mainly by making unique comparative analyses of the democratic innovations at the local level in selected European post-communist countries, i.e. the Czech Republic, Poland and Slovakia. Democratic innovations can help overcome political apathy, decreased confidence in democracy and improve efficiency of governance. We traditionally consider cities and municipalities to be cradles of democracy and connect them with deliberations on the further development of democratic theory and political practice. We therefore argue that the local level is a suitable arena and laboratory for both changes of institutional settings within the traditional model of representative democracy, and the structural changes, which concern changing relations between local representatives and citizens.     Abstract: Wie kann eine plurale Demokratie einerseits den Zusammenhalt der Bürgerinnen und Bürger ermöglichen, aber dennoch den Wettstreit zwischen spezifischen politischen Identitäten fördern? Offenheit und Wettbewerb sind konstitutiv für demokratische Ordnungen, allerdings benötigt es die Einbettung in eine demokratische Identität, um die dysfunktionale Polarisierung dieser Konflikte zu verhindern. Die zentrale These lautet, dass ein einseitiges politisches Identitätsmodell den Ausgleich legitimer Pole der Demokratie und die Herausbildung demokratischer Identität verhindert. Mit dem Liberalismus und dem Republikanismus werden zwei politische Identitäten konstruiert, die jeweils Möglichkeiten und Spannungen zu einer solchen demokratischen Identität aufweisen. Die Arbeit plädiert daher für eine Ausbalancierung beider politischen Identitäten: Eine empirische Analyse für den Zeitraum 2005 bis 2021 bestätigt, dass eine ausgeglichene Kombination aus liberaler und republikanischer politischer Identität in 27 untersuchten Demokratien in Zusammenhang mit einer niedrigeren politischen Polarisierung steht.     Abstract: This book compares network governance practices and public service delivery in England and China. Adopting a political ethnographic approach, it assesses whether networked forms of governance are used in provision of care for the elderly and those with learning disabilities in the two countries.     Abstract: This book conceptualizes the EU’s ambition at exercising a “joined up approach” (i.e. the mobilization of EU sectoral policies to realize EU foreign policy goals towards a third country). The framework is applied to three case studies: Switzerland and the Institutional Framework Agreement, Morocco and the Western Sahara issue, and Israel and the Israeli-Palestinian conflict. With the help of these, the author argues that the EU is more likely to follow foreign policy objectives by leveraging on sectoral cooperation ties when the foreign policy objective concerns the conditions of participation in the single market (Switzerland). He also shows that a lack of member states’ coherence concerning the compatibility of the foreign policy objective with overarching economic (Israel) or regional/geopolitical (Israel and Morocco) interests counteracts the exercise of a joined-up approach.     Abstract: This book challenges the notion that bigger local government is always better. Whilst the central government in Britain has often supported increases in local government size, the book argues that this has been detrimental, and has caused the erosion of distinctive community identities that were previously represented by local authorities empowered to make significant local choices about services and future strategy. Drawing from national and international evidence, it offers an alternative narrative about the size, role, function and purpose of local government to that currently dominating policy discussion. It aims to provide readers who oppose size increases in local government with the evidence and arguments to influence change in their areas. The book will appeal to policymakers working in central and local government, as well as academics interested in public policy, public administration and local government. Steve Leach is Emeritus Professor of Local Government at De Montfort University, England. Colin Copus is Emeritus Professor of Local Politics at De Montfort University, England and a Visiting Professor at the University of Ghent, Belgium.

    Abstract: Das Lehrbuch verbindet eine bewährte Orientierung an Schlüsselautor*innen mit einer innovativ-systematischen Darstellungsweise. Mit dem Verständnis von Politischer Theorie als Systematisierung der Rechtfertigung und Kritik politischer Verhältnisse wird ein weiter, aber zugleich eingegrenzter Fokus gesetzt. Im ersten Teil („Klassische Perspektiven“) werden jeweils zwei Figuren der politischen Ideengeschichte kapitelweise gegenübergestellt. Auch im zweiten Teil („Zeitgenössische Perspektiven“) werden zentrale Argumentationsansätze mittels einer vergleichenden Betrachtung von Theoretiker*innen erschlossen. Darüber hinaus werden Forderungen nach einer grundlegenden Neuausrichtung der Politischen Theorie behandelt. Eine übergreifende Klammer bilden Reflexionen zu den Konzepten „Macht“, „Gerechtigkeit“ und „Demokratie“. Der Autor Dr. Michael Haus ist Professor für moderne Politische Theorie am Institut für Politische Wissenschaft der Universität Heidelberg.
