    Abstract: This volume examines the effects of the COVID-19 pandemic on the labor market and the business environment in the European Union (EU), with a specific focus on Romania, the least developed country in the EU. The book emphasizes the need to rethink recovery models and suggests a new normal based on the pillars of economic, climatic, and social resilience. Is proposed the redefinition the policies’ mix that will allow fundamental changes in development, focused also on social and societal profit, the redefinition of productivity and environmental performance of businesses, and the rebalancing of work and leisure life. The COVID-19 crisis not only accelerated the digital transformation of society but also reconfigured the coordinates of economic development by prioritizing sustainable development for all, based on green jobs as a starting point for business innovation and decent jobs for active social protection. Following this approach, the contributions discuss selected issues with importance to the development of society in the post-pandemic world.     Abstract: This report is intended to inform public debate and policymaking on income inequality in Thailand. It aims to provide a comprehensive analysis of income inequality in Thailand and identify opportunities to promote more inclusive growth. The analysis uses a wealth of data from a variety of sources (detailed in Appendix A) to examine the pattern, structure, and drivers of income inequality in the country, with a special focus on inequality and labor market supply-side factors. It is structured as follows. This section has laid the foundation for analysis, examining historical trends in both consumption - and income-based measures of inequality while providing geographic context and data on public perceptions about inequality. It also provided a summary of literature findings. Section 2 analyzes the pandemic's impacts on inequality, including the role that social assistance played in mitigating its effects but also the potential scarring effects on children's human capital development. Section 3 examines the structural drivers of inequality and its persistence, focusing on the role of inequality of opportunity in human capital development and access to basic services. Finally, Section 4 provides policy options to create a more inclusive society by addressing the root causes of persistent inequality and mitigating the challenges brought about by the pandemic. In particular, since a significant share of the poor in Thailand are engaged in agriculture, the report underscores that improving farm incomes is crucial for alleviating poverty and reducing inequality. As such, Section 4 draws its recommendations from a recent study on the key challenges and opportunities facing Thai farmers to raise agricultural productivity and incomes

    Abstract: This paper investigates whether the expansion of fast internet networks complements or substitutes for the development of roads to improve market access and create more and higher-skilled jobs in Africa. The paper combines the geographic locations of households and firms with the locations of main roads and optical-fiber nodes in 25 Sub-Saharan African countries. Using the difference-in-differences and instrumental variables approaches and leveraging the history of post-independence road building and the timing of the arrival of submarine internet, the paper examines the impacts of access to these two types of infrastructure, both in isolation and in combination. The findings show that improving access to both has large and positive complementary effects. On average, the additional impacts on employment from combining access to both types of infrastructure are 22 percent larger than the sum of their isolated effects. The findings suggest that a big push for combined investments in fast internet and road access could enhance economic development in Africa overall. Firms and workers in urban locations, female workers, and workers with higher levels of education gain the most from the complementarities that emerge

The review also estimates the impact of the COVID-19 pandemic on human capital outcomes using a multi-sectoral approach. The analysis compares human capital outcomes in the decade before the COVID-19 pandemic (2010-2019) against trends during the pandemic (2020-2021). Lastly, the report focuses on these four countries, which are the only UMI in Central America to take advantage of new data collected during the pandemic, which allowed to quantify some of the impacts of COVID-19 and understand some of their long-term implications for human development outcomes

    Abstract: Kosovo has gained a creditable reputation for prudent macro-fiscal management; yet necessary structural reforms and related fiscal pressures lie ahead. The country's track record includes consistently high output growth rates, prudent fiscal deficits supported by fiscal rules, and one of the lowest public debt levels among peers. The Government was able to successfully weather the COVID-19 crisis and mitigate the impact of the ongoing inflationary crisis caused by the Russian invasion of Ukraine thanks to its healthy fiscal accounts and stable financial sectors. At the same time, however, the overlapping external shocks have highlighted the inherent volatility that mirrors Kosovo's structural limitations - especially in health, energy, and education - and accentuates gaps in both human and physical capital. The objective of this Public Expenditure Review (PER) is to help the government identify means for improving the structure and quality of public services, enhance the equity of government spending, and take a holistic view of policies that will affect financing needs over time. To do so, the PER has analyzed fiscal issues that have not been explicitly detailed in, or are in the process of being incorporated into, the medium-term expenditure framework and the economic reform program. The most notable issues include the urgently needed energy investments, the ramifications of the new law on public salaries on the budget, the sustainability of the untargeted social protection system, and possible pathways of the cost of pensions in light of expected changes to eligibility criteria, and the health spending and health financing conundrum. The PER also looks back at past World Bank PER recommendations and their implementation record, in the attempt to shine a light on measures that remain valid and could still be implemented

    Abstract: This paper provides new evidence on the macroeconomic impact of cash transfers in developing countries. Using a Bartik-style identification strategy, the paper documents that Brazil's Bolsa Familia transfer program leads to a large and persistent increase in relative state-level GDP, formal employment, and informal employment. A state receiving 1% of GDP in extra transfers grows 2.2% faster in the first year, with RD 100,000 of extra transfers generating five formal-equivalent jobs, half of which are informal. Consistent with a demand-side mechanism, the effects are concentrated in non-tradable sectors. However, an open-economy New Keynesian model only partially captures the high multipliers estimated

    Abstract: In most disability insurance programs, beneficiaries lose some or all of their benefits if they earn above an earnings threshold. While intended to screen out applicants with high remaining working capacity, earnings limits can also distort the labor supply of beneficiaries. This paper develops a simple framework to evaluate this trade-off. It uses a reduction in the earnings limit in Hungary to examine screening and labor supply responses. The findings show that the policy changed selection into the program modestly, but it reduced labor supply significantly.     Abstract: This study provides new evidence on the local labor market impacts of trade, differentiating between the employment, income, migration, and informality channels. It uses a unique dataset matching information on exports and imports from customs with indicators on employment and labor incomes for around 2,000 Mexican municipalities over 2004-14. The analysis uses an instrumental variable approach that combines the initial structure of trade across municipalities with global trends in trade between low- and middle-income countries (excluding Mexico) and the United States by sector. First, the study finds that expanding exports per worker in Mexico's municipalities increased labor force participation but not employment rates. Exports also raised total labor incomes but not average labor incomes, implying a growing labor supply. The results also find that export and import expansion increased immigration and lowered the rate of informal workers. Second, the analysis examines differences by geography and sectors. It finds that trade affected labor markets in the North through the income and migration channels and in the South through the employment and informality channels. Exports benefitted the total incomes of workers in both the manufacturing and service sectors but reduced informality only in manufacturing. Third, the study suggests a more favorable role of intermediate relative to final imports, driven by manufacturing imports. It also finds evidence for positive spillovers from global value chain participation through the employment and income channels. Finally, it examines how local policy mediates the labor market effects from trade, focusing on connectivity, labor market flexibility, and education spending

    Abstract: This paper assesses the medium-run effects of government support to firms during the COVID-19 crisis and whether the effectiveness of this support varied with its timing. Using data from three rounds of the World Bank's Enterprise Surveys COVID-19 Follow-up Surveys carried out between May 2020 and April 2022, it relates government support in Round 1 (received in the first half of 2020) and Round 2 (received during the second half of 2020 or early 2021) with firm performance in Round 3 (generally mid-2021). Controlling for a host of background characteristics, firms that received support in Round 1 performed better in terms of Round 3 sales, but only if they did not have continued support. Firms that also received support in Round 2 had similar Round 3 sales as those that received no support and were more likely to decrease employment. Firms that received government support only in Round 2 experienced no boost in Round 3 performance. The findings suggest that government support should be provided promptly, but it should also be phased out quickly

    Abstract: This advisory services and analytics (ASA) study focuses on the empowerment of South Sudanese girls and women. The report provides a cohesive overview of the barriers to empowering girls and women in South Sudan, as well as evidence-based programs and strategies that have been successful in the country and other similar fragile contexts. Focusing on both global and country-specific evidence, which has been informed by a desk review, the report also focuses on successful strategies and programs to understand what is being done and what works worldwide for women and girls. This ASA builds on several programs currently in place for South Sudan, providing synergies across various sectors. The findings from this ASA will be particularly impactful for an emerging operation in South Sudan that focuses on the empowerment of women. Specifically, this ASA will create synergies with the South Sudan Women's Social and Economic Empowerment Project, given that its target population is also girls and women. This report will attend to strategies to empower women from the social and economic perspective and its support to the institutional environment to facilitate this. Further, the South Sudan Women's Social and Economic Empowerment Project may benefit from the findings and recommendations from this ASA, especially from an economic perspective, as it embarks on implementation and seeks to empower women in South Sudan

    Abstract: This paper describes a new survey designed to collect comprehensive and granular information about required skills and tasks for detailed occupations in Vietnam. The Survey of Detailed Skills asks workers in Vietnam about their skills and tasks for a set of 30 occupations that are in demand or of strategic importance for economic growth. In doing so, the survey generates practical, detailed information at the occupation level that policy makers and practitioners can use to inform their efforts to build skills in Vietnam. The Survey of Detailed Skills makes several contributions. Most existing efforts to profile occupational skills and tasks in developing countries draw on data from other countries, most frequently the Occupational Information Network (O*NET) in the United States. However, recent research has shown that translating these data across countries via occupational crosswalks yields inaccurate results. The Survey of Detailed Skills is among the first surveys to collect detailed O*NET-type information at the detailed occupational level in a developing country setting. The collection of information about detailed skills means that these skills can be flexibly grouped into different categories (for example, socioemotional skills, digital skills, routine skills, and interpersonal skills) as needed. The use of a consistent scale anchored to the time spent using or performing a skill or task creates clarity for respondents while also yielding a measure of skill and task importance that is easily interpreted. The Survey of Detailed Skills requires outlays on administering the survey, and inclusion of all occupations in Vietnam with regular updating would require ongoing investment

    Abstract: This paper estimates worker and firm impacts of foreign shocks, and the income support provided by assistance programs. It exploits quasi-experimental variation in firms' foreign demand resulting from the global financial crisis, using employer-employee data for Brazil in 2004-2017, linked with firm customs and financial data, and administrative data covering the universe of cash transfer, unemployment insurance, and training beneficiaries. Negative employment effects take over a decade to dissipate fully, wage effects persist, and firm restructuring involves occupational adjustment, increasing permanently skilled workers while reducing unskilled workers. Brazilian workers suffer smaller employment losses in highly informal locations and concentrated sectors. Underlying labor scarring is firm scarring caused by selection (exit) and (revenue, employment and productivity) downsizing. Unemployment insurance and cash transfers yield limited wage loss replacement (6 percent). Training does not increase. The evidence shows that a temporary shock induces persistent effects: firm restructuring scars incumbent workers and increases long-run inequality. Firm scarring may be even more severe in less flexible labor markets. Using data from Ecuador, analysis finds that firms do not adjust workforce composition, but they permanently reduce capital which increases scarring

    Abstract: Through various decrees from the Interim Taliban Administration (ITA), women and girls have been systematically excluded from public and political domains, and restricted in their freedom of expression, access to education, and some forms of employment. As the restrictions continue to mount, it is increasingly important to safely consult with women and girls on their needs and priorities. The Afghanistan gender monitoring survey (AGMS) is intended to provide a snapshot of women's own perceptions of their situation and to bring the voices of Afghan women into data collection efforts to inform the humanitarian-development response. The AGMS interviews were conducted in September and October 2022. This first round of data collection will provide an important baseline from which to assess the additional impacts of the December bans.     Abstract: More than three years after the first COVID-19 case was discovered in the East Asia and Pacific (EAP) region, it is time to take stock of the lasting effects-and opportunities-of the pandemic and identify which policies may have helped stem the economic losses suffered by households and firms. To do so, this regional report examines the economic impact of the COVID-19 pandemic on households and firms in six countries: Cambodia, Indonesia, Malaysia, Mongolia, the Philippines, and Vietnam. This volume examines: (a) the links between impacts on firms and households, in particular through the employment channel, and (b) governments' fiscal responses to the COVID crisis, through transfers, subsidies, and taxes. It identifies and explains changes in household well-being by examining the economic effects of the pandemic on labor markets. As the source of employment and wage income, businesses have a direct role in determining jobs and earnings, and, indirectly, welfare, poverty, and inequality. When faced with a shock, firms responded by adjusting employment, reducing wages, increasing prices, and reducing services provided. All of these channels directly affected households' wellbeing. For this reason, the report focuses on firms in addition to households. Governments responded through various instruments, providing transfers and subsidies and lowering the tax burden to both households and firms

    Abstract: This paper studies the effect of Russia's invasion of Ukraine on the performance of firms in Central Asia. It uses unique data from the Business Pulse Survey run by the World Bank in the Kyrgyz Republic, Tajikistan, and Uzbekistan, which tracks the sales and employment-along with other main characteristics-of about 1,200 to 1,800 firms in a panel structure. The survey contains two waves before and one wave after Russia's invasion of Ukraine. Using the difference-in-differences methodology in a regression setup, the analysis finds that Central Asian firms with pre-invasion trade links to Russia suffered greater drops in sales and employment after the invasion-even though exporters to Russia may have experienced, on average, higher sales during the studied period. Considering the pre-invasion digitization of firms, the findings show that digitization helped firms increase their average employment during the studied period. However, the analysis does not find any significant mitigating effect of digitalization associated with the impact of the invasion

    Abstract: Informality is a multidimensional development challenge with features that potentially differ across workers, firms, and countries. This paper first briefly summarizes the literature, discusses the multiple existing definitions of informality, and adapts the cross-country analytical framework on informality to the context of Indonesia. It then uses several novel datasets and a range of modeling approaches to capture the levels and trends of both output and employment informality in Indonesia. It further contributes to the existing literature by estimating informality in Indonesia at the regional, provincial, and sectoral levels. Those estimates were then benchmarked to the levels, trends, and features of the informal sector in emerging markets and developing economies to examine whether the major features of the informal sector in Indonesia deviate from those observed in other emerging markets and developing economies. The paper finds that despite the declining trend, both output and employment informality remain elevated and broadly above the comparator countries in the region. Informality in Indonesia is mostly concentrated in agriculture and low-skilled services and is associated with higher poverty at the provincial level. There also appear to be productivity, education, and salary gaps between formal and informal workers. Moreover, markets are not segregated as informal firms compete strongly with formal ones. Finally, informality seems to pose macroeconomic challenges as tax efforts and financial sector depth remain below the averages for emerging markets and developing economies

    Abstract: Trade expansion can create more and better jobs. This paper revisits the linkages between trade and jobs, focusing on employment, labor incomes, and job activities across a large sample of countries and sectors over 1995 to 2018. Instrumental variables regressions and new input-output measures of jobs and activities in exports highlight several patterns: Exports and especially imports of intermediate inputs are associated with more jobs and higher incomes, while final imports show weaker correlations. Manufacturing has the biggest potential for job and income creation both directly and indirectly in supplying sectors. As countries move from specialization in commodities to limited manufacturing to advanced manufacturing and services global value chains, export-employment and export-income elasticities increase. Global value chain-intensive developing countries tend to have larger shares of production activities in exports compared to resource-intensive countries. As countries get richer, nonproduction activities in exports, such as support, engineering, and managerial services, become increasingly important. Finally, the paper explores the role of policy for the export job share across countries

    Abstract: How poor migrants shape city politics during urbanizationAs the Global South rapidly urbanizes, millions of people have migrated from the countryside to urban slums, which now house one billion people worldwide. The transformative potential of urbanization hinges on whether and how poor migrants are integrated into city politics. Popular and scholarly accounts paint migrant slums as exhausted by dispossession, subdued by local dons, bought off by wily politicians, or polarized by ethnic appeals. Migrants and Machine Politics shows how slum residents in India routinely defy such portrayals, actively constructing and wielding political machine networks to demand important, albeit imperfect, representation and responsiveness within the country’s expanding cities.Drawing on years of pioneering fieldwork in India’s slums, including ethnographic observation, interviews, surveys, and experiments, Adam Michael Auerbach and Tariq Thachil reveal how migrants harness forces of political competition—as residents, voters, community leaders, and party workers—to sow unexpected seeds of accountability within city politics. 'Informality and Inclusive Growth in the Middle East and North Africa' aims to better understand the characteristics and incentive structure that have led to the prevalence of informal employment in three MENA countries--the Arab Republic of Egypt, Morocco, and Tunisia.     Abstract: This paper examines the evolution of the gender employment gap post COVID-19 in the Egyptian manufacturing sector, using a unique firm-level data set. The findings show that the COVID-19 shock led to a slight improvement in the gender employment gap, both in absolute and relative terms, driven by a larger reduction in male employment compared to that for female employment. The heterogeneity analysis shows that exporting firms and firms in industrial zones on average increased both types of employment post COVID-19. Two types of firms contributed to a worsening of the gender gap, namely firms that adopted technology and those that provided worker training prior to the pandemic, pushing male employment up while not doing the same for female employment. Additionally, the informal sector contributed to a worsening of the gender gap during the pandemic

    Abstract: This book uses the state-level panel data to identify some of the important correlates of employment growth/elasticity and indicators of quality-employment. To do so, it considers a wide spectrum of variables including physical, financial and social infrastructure specific indicators and government spending in certain key areas. In addition to the aggregate employment, the book also comprises analysis of different sectors, regions and gender categories. Based on the results, it identifies crucial determinants which bear important policy implications. The book presents evidence showcasing how the overall investment climate and an effective state, as envisaged in terms of increased social expenditure, are instrumental to improvements in employment elasticity. The findings also reinforce the role of industry-led growth and agglomeration economies in contributing to employment growth. Besides, based on the unit-level data from the periodic labour force surveys, the book tries to answer a wide range of questions such as, what restricts a person from getting absorbed in a high productivity activity; within a given sector why one is in a casual or self-employed job and not in regular wage job; are casual wage jobs in the informal sector different from those in the formal sector; and why the wage variations exist across sectors and activities. The three rounds of periodic labour force surveys reflect on certain individual and household characteristics; in particular, the role of education is seen to be crucial in determining the occupational choice and the wage rate. Finally, the book focuses on the enterprise-level data and identifies the types of units which are vulnerable within the unorganized sector. It assesses the links of the unorganized sector units with their organised sector counterpart and identifies the factors which reduce the economic viability of the units.

    Abstract: Two out of five OECD countries contract out some of the job brokerage and counselling functions of publicly financed employment services using outcome-based payment models. This paper examines several important aspects related to the design and implementation of such outsourcing. First, innovative payment models can improve incentives for external providers to offer training and more effective services for hard-to-place clients. Second, providing forward guidance to providers and accounting for contingencies can mitigate their risks, e.g. of being underpaid relative to expenses incurred, thus lowering service costs. Third, letting individuals choose a provider can result in services that are better tailored and foster ongoing competition between providers. Finally, automating data exchange can, somewhat paradoxically, improve data privacy and data protection while enabling new payment models. These and related findings are discussed with country examples based on desk research and interviews with stakeholders in several OECD countries. The paper builds on work conducted in the project “Reforming the Swedish Public Employment Service”, which was carried out with funding from the European Union via the Technical Support Instrument and was implemented by the OECD in cooperation with the European Commission's Directorate-General for Structural Reform Support.

To address these issues, the OECD and the Umbrian regional agency for active labour market policies (ARPAL) have collaborated to investigate the labour and skills demand of the region using big data techniques applied to online job postings. This report provides new insights into the alignment between labour and skills demand and the training options available in the training and education programmes contained in the Umbrian Regional Training Catalogue. This report builds new indicators to measure the alignment of course content with employer demands in Umbria, with results showing that alignment is relatively good for some occupations but that this can be strengthened to provide job seekers with up-to-date training options that match the demand of the labour market.

    Abstract: This paper examines the experiences of self-employed online freelancers working on digital labour platforms during the COVID-19 pandemic. It is based on interviews with freelancers and platform managers and experts in Belgium, France, Italy, the Netherlands and Poland. Their experiences during COVID-19 reveal issues of asymmetric power vis-à-vis platforms. Notably, they reported lack of transparency and certainty in their contracts with platforms, lack of power in negotiating with clients, and limited ability to engage with clients on other platforms. In addition, they often experienced difficulties in accessing government temporary supports for businesses during the pandemic. The paper puts forward policy recommendations to address these issues.

This report outlines the process used to conduct the forum, reveals its findings and encourages the nuclear community to further reflect and take relevant action.

The current assessment process can sometimes deny services to people in need of support while being generous to people with significant health problems but who are not experiencing severe disability. A disability assessment that takes medical and functional aspects into account helps to direct services and resources to those most in need and to harmonise access to disability support across the country. Implementing disability reform has proved to be difficult in Italy in the past decade. This report provides evidence that reform can improve outcomes for people with disability.

    Abstract: The green transformation of the economy is expected to lead to a sharp reduction in employment in carbon-intensive industries. For designing policies to support displaced workers, it is crucial to better understand the cost of job loss, whether there are specific effects of being displaced from a carbon-intensive sector and which workers are most at risk. By using German administrative labour market data and focusing on mass layoff events, we estimate the cost of involuntary job displacement for workers in high carbon-intensity sectors and compare it with the displacement costs for workers in low carbon-intensity sectors. We find that displaced workers from high carbon-intensity sectors have, on average, higher earnings losses and face stronger difficulties in finding a new job and recovering their earnings. Our results indicate that this is mainly due to human capital specificity, the regional clustering of carbon-intensive activities and higher wage premia in carbon-intensive firms. Workers displaced in high carbon-intensity sectors are older, face higher local labour market concentration and have fewer outside options for finding jobs with similar skill requirements. They have a higher probability to switch occupations and sectors, move to occupations that are more different in terms of skill requirements compared to the pre-displacement job, and are more likely to change workplace districts after displacement. Women, older workers and those with vocational degrees as well as workers in East Germany, experience particularly high costs in case they are displaced from high carbon-intensity sectors.

    Abstract: How artificial intelligence (AI) will impact workplaces is a central question for the future of work, with potentially significant implications for jobs, productivity, and worker well-being. Yet, knowledge gaps remain in terms of how firms, workers, and worker representatives are adapting. This study addresses these gaps through a qualitative approach. It is based on nearly 100 case studies of the impacts of AI technologies on workplaces in the manufacturing and finance sectors of eight OECD countries. The study shows that, to date, job reorganisation appears more prevalent than job displacement, with automation prompting the reorientation of jobs towards tasks in which humans have a comparative advantage. Job quality improvements associated with AI – reductions in tedium, greater worker engagement, and improved physical safety – may be its strongest endorsement from a worker perspective. The study also highlights challenges – skill requirements and reports of increased work intensity – underscoring the need for policies to ensure that AI technologies benefit everyone.

    Abstract: OECD countries continue to face persistent gender inequalities in social and economic life. Young women often reach higher levels of education than young men, but remain under-represented in fields with the most lucrative careers. Women spend more time on unpaid work, face a strong motherhood penalty, encounter barriers to entrepreneurship and fare worse in labour markets overall. They are also under-represented in politics and leadership positions in public employment. These elements permeate many policy areas and economic sectors - from international trade and development assistance to energy and the environment - in which policy often lacks a strong gender focus. Violence against women, the most abhorrent manifestation of gender inequality, remains a global crisis. This publication analyses developments and policies for gender equality, such as gender mainstreaming and budgeting, reforms to increase fathers' involvement in parental leave and childcare, pay transparency initiatives to tackle gender pay gaps, and systems to address gender-based violence. It extends the perspective on gender equality to include foreign direct investment, nuclear energy and transport. Advancing gender equality is not just a moral imperative; in times of rapidly ageing populations, low fertility and multiple crises, it will strengthen future gender-equal economic growth and social cohesion

    Abstract: Before the Fukushima Daiichi Nuclear Power Plant accident in Japan in 2011, the nuclear industry had strongly promoted the idea that the time of nuclear renaissance had come after a long, fallow period in the wake of the nuclear accidents at Three Mile Island (1979) and Chernobyl (1986). During the post-Fukushima period, there were few new projects, but growing demand for energy and anxieties raised by climate change have brought us to a turning point. Despite the Fukushima accident, which led to some nuclear projects being delayed or cancelled, there is still a great deal of interest in the use of nuclear power for civil purposes. This is primarily because, as the International Energy Agency’s (IEA) Executive Director Fatih Birol has rightly pointed out: “Without an important contribution from nuclear power, the global energy transition will be that much harder.”1 In this regard, in 2010, 67 reactors were under construction, 120 planned and 441 in operation.2 In 2022, 11 years after the Fukushima Daiichi accident, there were 60 under construction, 104 planned and 338 proposed.3 The International Atomic Energy Agency (IAEA) estimates that nuclear electric power capacity will have increased by as much as 23% by 2030 and more than doubled by 2050.4 In addition to this renewed interest, many projects are now in development, opening up new prospects for the use of the atom for civil purposes. Nuclear fusion, small modular reactors (SMRs), the use of artificial intelligence, floating, underwater and space reactors, and nuclear batteries, to name but a few of the projects on the table, lead us to think that the “nuclear renaissance” is slowly shifting to a “nuclear spring”. In this view, where the concept of a renaissance involves new impetus for nuclear energy, with the construction of new facilities, the concept of “spring” refers to a determination to break with nuclear traditions, in terms of concepts, means and players. Consequently, this phenomenon calls for new legal rules which, in some cases, have already started to be debated.

The survey results were examined by the WPNCS Subgroup on Experimental Needs for Criticality Safety Purposes (SG-5), which ranked the 25 identified needs in terms of priority as well as describing these needs in detail. A dedicated section of the report describes the existing proprietary experiments that might be used to meet some of the identified needs. Another section highlights some of the many facilities available to perform some of the prioritised criticality experiments.

    Abstract: Using panel data for Indonesia, Malawi, Peru and South Africa, this paper investigates the relationship between transitions to formal employment and workers' labour income. It shows that transiting from informal to formal employment increases the probability of improving workers' labour income in both absolute and relative terms. However, income gains from formalisation do not accrue to all workers equally. Switching to formal employment has the greatest potential to improve the labour income of the richest workers. The chances of improving the labour income of the poorest workers through formalisation are slim. Transitions between formal and informal employment affect income gains and losses differently for men and women, older and younger workers, and workers with different levels of schooling. The effects of labour market transitions on income changes are considerably greater in magnitude than other life events such as a births, separation, or death of a partner or spouse.

Skills related to Machine Learning were the most sought after. The US-focused part of the study reveals a consistent demand for socio-emotional, foundational, and technical skills across all AI employers. However, leading firms – those who posted the most AI jobs – exhibited a higher demand for AI professionals combining technical expertise with leadership, innovation, and problem-solving skills, underscoring the importance of these competencies in the AI field.

    Abstract: This paper estimates the data intensity of occupations/sectors (i.e. the share of job postings per occupation/sector related to the production of data) using natural language processing (NLP) on job advertisements in the United Kingdom, Canada and the United States. Online job advertisement data collected by Lightcast provide timely and disaggregated insights into labour demand and skill requirements of different professions. The paper makes three major contributions. First, indicators created from the Lightcast data add to the understanding of digital skills in the labour market. Second, the results may advance the measurement of data assets in national account statistics. Third, the NLP methodology can handle up to 66 languages and can be adapted to measure concepts beyond digital skills. Results provide a ranking of data intensity across occupations, with data analytics activities contributing most to aggregate data intensity shares in all three countries. At the sectoral level, the emerging picture is more heterogeneous across countries. Differences in labour demand primarily explain those variations, with low data-intensive professions contributing most to aggregate data intensity in the United Kingdom. Estimates of investment in data, using a sum of costs approach and sectoral intensity shares, point to lower levels in the United Kingdom and Canada than in the United States.

The surveys also indicate that, while many workers trust their employers when it comes to the implementation of AI in the workplace, more can be done to improve trust. In particular, the surveys show that both training and worker consultation are associated with better outcomes for workers.

    Abstract: At a time of rising cost of living, wide wage inequalities and widespread in-work poverty, the demand for a living wage has heightened. The concept of a “living wage” has some limitations, including that it is operationalised in a variety of ways. This variety may serve the purpose of making it a more relevant instrument, typically by providing information on the cost of living that firms and social partners may embed in their wage-setting processes; however, the variety can also increase a lack of transparency. The paper reviews some of the most common methodologies, by identifying points of convergence and divergence. Living wage estimates produced by the Fair Wage Network are then put into context by benchmarking them against internationally comparable wage metrics and poverty lines. Finally, the paper presents a number of critical steps to strengthen the concept of a living wage. This paper does not assess the economic cost or feasibility of living wages, not at the firm level or at the broader industry and economy level. This paper advises using the living wage as one of the pieces of information that – when properly contextualised – could inform wage negotiations and wage policies set in consultation with social partners.

    Abstract: This working paper proposes a methodology to monetise five aspects of employee well-being (wage inequality, being employed, excess working hours, relationships with management and job security) using theoretical and empirical frameworks drawn from welfare economics. Preliminary results highlight a large loss of welfare arising from within-firm wage inequality as well as a strong impact of working conditions on workers’ well-being. On the aggregate, suppressing the negative externalities of the firm linked to excess working hours, tensions with management and job insecurity would yield an increase in social welfare equivalent to a 25% increase in household income, representing many years of economic growth. Greater transparency on company wage distributions and working conditions is necessary to apply these methodologies to real firms.

    Abstract: Knowledge of basic nuclear physics data is essential for the modelling and safe operation of all types of nuclear facilities. The de facto international standard format, Evaluated Nuclear Data File 6 (ENDF-6) format, was designed originally for 1960s era punch-card readers. The replacement of the system of codes built off this format has been recognised as an important initiative. The ability to use increasingly high-fidelity nuclear physics, coupled to accurate uncertainties, is crucial for advanced simulations. This in turn requires more detailed and accurate data, then requiring improvements to the data storage standards, simultaneously enabling robust Quality Assurance and transfer of knowledge to the next generation. In 2013, the NEA Working Party on International Nuclear Data Evaluation Co-operation (WPEC) launched a project to review the requirements for an international replacement for ENDF-6. The recommendations prompted the creation of a new Expert Group on a Generalised Nuclear Data Structure (GNDS) in 2016 that has used these requirements as the framework for a new format specification. Following rigorous international review, version 1.9 was unanimously approved as the first official published format in 2020. Since then, some 149 formal change requests were made to add new features and clarifications to the specifications, which were unanimously approved for publication in this release as version 2.0.

    Abstract: This paper analyses the impact of Pandemic Unemployment Assistance (PUA) extensions on jobseeker households in selected US states and examines how these extensions compare to the pre-pandemic policies. The analysis finds that PUA extensions increase benefit duration for all jobseekers, but due to interactions between other government benefits, this translates to significant increases in benefit generosity only for jobseekers without children. This has an impact on the financial incentives to take up employment, although incentives are still above the OECD average. PUA extensions have little impact for people who have been unemployed for a very long time, and jobseekers with no recent contribution history. PUA extensions also have minimal impact on jobless families with children who continue to receive less support compared to other OECD countries.

    Abstract: There is significant international interest in the effects of temperature on criticality safety evaluations. Improved access to nuclear data, notably thermal scattering data S(α,β) for hydrogen in ice, has made it possible to assess and deepen the understanding of the variation of criticality calculations associated with temperature. Under the auspices of the Nuclear Energy Agency (NEA) Nuclear Science Committee (NSC) and of the Working Party on Nuclear Criticality Safety (WPNCS), Subgroup 3 was launched to study the impact of temperature through a wide range of codes, data libraries and methods. The group studied a pressurised water reactor (PWR) assembly in a thick water reflector at five different temperatures, ranging from ice to room temperature and up to reactor operation temperature. Ten organisations in eight countries participated, providing 34 sets of results. With a view to launching the activity and obtaining results in a timely fashion, geometrical and material data from a previous WPNCS benchmark model were used in a new study to help examine the effect of temperature on criticality safety calculations. The exercise was successful in bringing together a large number of institutions and employing a wide range of calculation codes and nuclear data libraries, thereby providing solid evidence for the conclusions drawn. The participants' dedication made it possible to complete the exercise in two years, providing timely support to end users. This report contains the benchmark study and results, and was endorsed at the WPNCS Subgroup 3 meeting in July 2020.

To verify these discrepancies and help define a reference calculation, an international benchmark was carried out under the framework of the Nuclear Energy Agency (NEA) Expert Group on Advanced Fuel Cycle Scenarios (EGAFCS). The benchmark aimed to verify updated dose rate calculation procedures (new modelling approaches, new nuclear data, new versions of calculation codes) and share the benchmark results at the international level. The benchmark, including code-to-code verification and validation against experimental data, has shown and validated a methodology for the adequate estimation of the radiation dose rate from pressurised water reactor spent fuel assemblies (UOX and MOX) after certain periods of decay, confirming also the self-resistance of the simulated assemblies. This report outlines the exercise, its results and a series of recommendations for calculations.

At the same time, the PES is undergoing a significant restructuring, resulting in a downscaling of physical presence across the country and an increased digitalisation of services. To support this reform and services to jobseekers across urban and rural settings, this report a describes the main features of the Swedish labour market and employment system and analyses the challenges of the reform from a local perspective. In light of international examples, it outlines policy options for contracting services to ensure coverage in all places and for all jobseekers, managing the balance between physical and digital services, and coordinating services at the local level.

    Abstract: Sweden is undergoing a major reform of its public employment service Arbetsförmedlingen towards contracting out employment services to independent providers. At the same time, Arbetsförmedlingen is also undergoing a significant restructuring, resulting in a downscaling of physical presence across the country and an increased digitalisation of services. As this report shows, the social economy and in particular work integration social enterprises can play an important role in the delivery of publicly-financed employment services. The report analyses the main features of the social economy in general as well as its current role in employment policies in Sweden. Moreover, it discusses challenges in engaging social economy organisations as providers in the market for contracted-out employment services in Sweden with respect to the legal framework, contracting rules, financial barriers, payment models, and co-operation structures. Lastly, it offers recommendations based on international practice to help design and implement the proposed policy recommendations in the Swedish context.

    Abstract: Even though much uncertainty remains regarding the length of stay of Ukrainian refugees in host countries, continued fighting has dimmed prospects of an early return and the issue of labour market integration is becoming increasingly pertinent. Finding gainful employment commensurate with refugees’ educational and professional qualifications supports new arrivals in becoming self-sufficient and boosts the local economy. It also enables them to use and possibly further enhance their skills, which is crucial for the future recovery of Ukraine. This policy response outlines the existing evidence on the socio-economic profiles and labour market integration of Ukrainian refugees in OECD countries as well as relevant policies to further support labour market integration. Findings suggest that the labour market inclusion of Ukrainian refugees has been faster compared to other refugee groups. That said, much of the early employment uptake by Ukrainian refugees has been concentrated in low-skilled jobs, thus skills mismatches are widespread.
