    Abstract: Tobias Haas beschäftigt sich mit der umkämpften Entwicklung hin zu einem regenerativen Stromsystem bzw. dem Ausbau erneuerbarer Energien in der EU mit Schwerpunkt auf Deutschland und Spanien seit den 2000er Jahren. Aus einer politökonomischen Perspektive analysiert er die divergierenden energiepolitischen Entwicklungspfade beider Länder, in denen zunächst ein rasanter Zubau an erneuerbaren Energien im Strombereich stattgefunden hatte. Die größere Kontinuität der Energiewende in Deutschland erklärt der Autor mit dem Einfluss der Finanz- und Wirtschaftskrise in Verbindung mit Dynamiken ungleicher Entwicklung in der EU sowie der Beschaffenheit der Zivilgesellschaften und der staatlichen Institutionengefüge. Er argumentiert, dass in allen drei Fällen (EU, Deutschland, Spanien) die Dynamiken des Wandels ausgebremst wurden und viel zu kurz greifen, um einen raschen Umstieg auf eine nachhaltige Energieversorgung zu gewährleisten.     Abstract: How can the Netherlands move its school system “from good to great”? This report draws on international experience to look at ways in which the strong Dutch school system might go further still on the path to excellence. Clearly the Dutch school system is one of the best in the OECD, as measured by PISA and PIAAC and is also equitable, with a very low proportion of poor performers. The report therefore proposes an incremental approach to reform, building on strengths while responding to some emerging challenges. The Netherlands should strengthen the quality of early childhood education and care, revisit policies related to early tracking with more objective testing and track decisions, and enhance the permeability of the system. It should develop the professionalism of teachers and school leaders through enhanced collective learning and working, while at the same time strengthening accountability and capacity in school boards. This report will be valuable not only for the Netherlands, but also to the many other education systems looking to raise their performance who are interested in the example of the Netherlands.

    Abstract: Philipp Pirmanschegg untersucht die Besonderheiten der Führungsnachfolge in Familienunternehmen. Er zeigt auf, dass dabei häufig Konflikte zutage treten, die nicht nur negativ zu betrachten sind, sondern positiv gedeutet und produktiv gemacht werden können. Anhand einer qualitativ-empirischen Untersuchung modelliert der Autor den Prozesscharakter der Führungsnachfolge hypothetisch. Auf Grundlage von Interviews zeigt er, wie Konflikte im Rahmen der innerfamiliären Führungsnachfolge als Lernanlass gefasst und im Rückgriff auf erwachsenendidaktische Ansätze in Lernen überführt werden können. Dabei kommt dem Dialog im Unternehmen und in der Familie eine zentrale Rolle für eine erfolgversprechende Unternehmensnachfolge zu. Eine derartige Vorgehensweise ist bislang einzigartig.

Durch seine systematisch angelegte Untersuchung wird die Wirksamkeit und Effizienz experimentellen Lernens im Rahmen schulischer Lernprozesse erstmals empirisch belegt. Mithilfe methodisch ausgereifter Interventionsstudien im Feld unterzieht er zudem Curricula und Unterrichtsmaterialien für das Inhaltfeld „Wirtschaftsordnung“ einem Re-Design.     Abstract: In der Arbeit werden Merkmale des kollegialen Feedbacks beschrieben und ein Überblick über Befunde zur Wirksamkeit gegeben. Das kollegiale Feedback ist eine Form arbeitsplatzbezogenen, kooperativen Lernens. Allgemein wird davon ausgegangen, dass mit diesem Lernarrangement die berufliche Entwicklung von Lehrpersonen unterstützt wird. Zentrale Fragestellungen der empirischen Studie, bei der über 1000 Lehrpersonen beruflicher Schulen aus Baden-Württemberg und Hamburg befragt wurden, sind die Bewertung des kollegialen Feedbacks durch Lehrpersonen und die Beziehung zwischen Bewertung und beruflicher Zielorientierung.     Abstract: Gender gaps are pervasive in all walks of economic life and imply large losses in terms of foregone productivity and living standards to the individuals concerned and the economy. This new OECD report focuses on how best to close these gender gaps under four broad headings: 1) Gender equality, social norms and public policies; and gender equality in 2) education; 3) employment and 4) entrepreneurship. Key policy messages are as follows:-Greater gender equality in educational attainment has a strong positive effect on economic growth;-Stereotyping needs to be addressed in educational choices at school from a young age. For example, adapt teaching strategies and material to increase engagement of boys in reading and of girls in maths and science; encourage more girls to follow science, engineering and maths courses in higher education and seek employment in these fields;-Good and affordable childcare is a key factor for better gender equality in employment. But change also has to happen at home as the bulk of housework and caring is left to women in many countries. Policy can support such change, for example, through parental leave policies that explicitly include fathers.-Support policies for women-owned enterprises need to target all existing firms, not just start-ups and small enterprises. Equal access to finance for male and female entrepreneurs needs to be assured

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Abstract: As human capital is the source of innovation, one of the policy principles of the OECD Innovation Strategy is to "foster innovative workplaces". Education and training systems must rise to the challenge of providing people with the means to learn and re-train throughout their life. Companies and organisations need to maximise the human resources they have at their disposal. Do employers make the best use of people’s skills for innovation? Are some work organisations more associated with innovation than others? If so, are these organisations more widespread in some countries than in others? Are they associated with particular labour market policies, managerial practices, learning cultures or certain levels of education? What are the challenges for innovation within organisations?This volume shows that interaction within organisations - as well as individual and organisational learning and training - are important for innovation. The analytical tools and empirical results this study provides show how some work organisations may foster innovation through the use of employee autonomy and discretion, supported by learning and training opportunities. Innovative Workplaces will be of interest to policy makers in the fields of education, employment and innovation as well as business leaders, academics and all readers interested in social issues.

    Abstract: Measuring Innovation: A New Perspective presents new measures and new ways of looking at traditional indicators. It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes some experimental indicators that provide insight into new areas of policy interest. It highlights measurement gaps and proposes directions for advancing the measurement agenda. This publication begins by describing innovation today. It looks at what is driving innovation in firms, and how the scientific and research landscape is being reconfigured by convergence, interdisciplinarity and the new geography of innovation hot spots. It presents broader measures of innovation, for example using new indicators of investment in intangible assets and trademarks. Human capital is the basic input of innovation, and a series of indicators looks at how well education systems are contributing to the knowledge and research bases. Further series examine how firms transform skills and knowledge, and shed light on the different roles of public and private investment in fostering innovation and reaping its rewards, with concrete examples from major global challenges such as health and climate change. Measuring Innovation is a major step towards evidence-based innovation policy making. It complements traditional “positioning”-type indicators with ones that show how innovation is, or could be, linked to policy. It also recognises that much more remains to be done, and points to the measurement challenges statisticians, researchers and policy makers alike need to address.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

This report is OECD’s first attempt to gather and synthesise developments in measuring these social effects. The report focuses on two broad areas: health, and civic and social engagement.     Abstract: Ireland was one of the first European countries to grasp the economic importance of education. But higher education in Ireland is now at a crossroads, with significant challenges to overcome. High levels of investment are needed for a major expansion of postgraduate studies and capacity for research, development and innovation. Mechanisms should be established to achieve the right balance between different components of the tertiary education system, which includes universities, institutes of technology and colleges that provide post-secondary level instruction. Further, there is a need to meet the demands of specialisation, competition and complementarities within the system. This report addresses the full range of higher education issues, offers recommendations for action within the framework of the government’s ambitions for the sector and suggests policy approaches to developing required additional sources of funding.

A wide range of actors from government, business and civil society have joined efforts and embarked on initiatives that indeed fill the gap between labour market policy and vocational training, and workers’ weaknesses and employers’ evolving needs. There are rich lessons to be learned from the experiences of Belgium (Flanders), Canada, Denmark, the United Kingdom and the United States, which are investigated in this book.

    Abstract: Agriculture is no longer the dominant sector in rural economies in OECD countries. But it is still the key sector in managing the land, and many ancillary industries are dependant on agriculture. Both agricultural and rural policy are changing to respond to society's concerns regarding food safety, food security, animal welfare, environmental protection and the viability of rural areas. These proceedings of the OECD Workshop on Coherence of Agricultural and Rural Development Policies examined these issues through thematic studies and country experiences. They find that rural is not synonymous with agriculture and agriculture is not always rural as much agricultural production occurs in peri-urban areas. The goals of agricultural and rural policies are different, but policy coherence is essential.

    Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Abstract: Public procurement – the purchase of goods and services by governments and state-owned enterprises – accounts for about 15 per cent of GDP in OECD countries and is highly exposed to corruption. Both public and private actors in the procurement process may be tempted to divert goods and services or public funds for their personal use. To identify “weak links” in the public procurement process where the risk of corruption is high, to explore the best ways of improving transparency and accountability and to identify effective actions to prevent, detect and sanction corruption in this field, the OECD organised a Global Forum on Governance event on “Fighting Corruption and Promoting Integrity in Public Procurement”, hosted by the French Ministry of Economy, Finance and Industry in Paris in November 2004. This publication captures the main points of the Global Forum discussions and presents expert analysis of the main issues and case studies from the varied experiences of countries and specialised bodies, mainly in Europe, Asia and Latin America, that contributed to the event.

    Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

    Abstract: In the former Soviet Union, extensive networks were constructed to supply urban populations with clean, safe water. However, the networks were not well designed and this resulted in low quality water services and high operation and maintenance costs. With the dissolution of the Soviet Union in 1991, the condition of water infrastructure deteriorated more dramatically following sharp decreases in public budgets and the continued tradition of providing water services virtually free of charge. Without urgent action, the quality of services will continue to worsen and, in some of the New Independent States (NIS) of the former Soviet Union, may even collapse, with serious consequences for human health and economic activity. This volume analyses the causes underlying this dire situation and presents recommendations for addressing it which were adopted at a meeting of Economic/Finance and Environment Ministers held in Almaty, Kazakhstan, in October 2000. The meeting was organized within the framework of the EAP Task Force, with its Secretariat at OECD, and involved key stakeholders from the governmental and non-governmental sectors. The EAP Task Force will implement a focused programme of work guided by the main recommendations agreed by participants.

    Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning.

    Abstract: The rights of students with disabilities to be educated in their local mainstream school is becoming more and more accepted in most countries, and many reforms are being put in place to achieve this goal. Further, there is no reason to segregate disabled students in public education systems; instead, education systems need to be reconsidered to meet the needs of all students. Based on in-depth analysis of inclusive practice in eight countries, this book addresses the issues that arise for such practices to be successful. The most detailed international comparative study ever carried out, this book shows that all students, whatever the type and extent of their disability, can be successfully included in mainstream schools, as long as certain safeguards are ensured. Nine areas emerge as being of crucial importance: funding models, systems of public accountability for schools, pupil assessment, curriculum development, adult-to-student ratios, the role of classroom assistants, the functioning of support services, the training of teachers and other professionals and community and parental involvement. The country case studies are complemented by comprehensive annexes describing how teachers can be most efficiently prepared for special education, and developing a procedure for cost-effectiveness analysis of special education.

    Abstract: This book provides a full account of a totally new approach to making international comparisons in the field of special needs education. It makes comparisons of students with disabilities, learning or behaviour difficulties and disadvantages on the basis of the additional resources made available to them to access the curriculum, which in some countries covers some 35% of school-age students. To improve the quality of the comparisons made countries re-classified their own classification schemes and data into a new tri-partite cross-national classification system:-Category A covers those students whose disabilities have clear biological causes.-Category B covers those students who are experiencing learning and behaviour difficulties for no particular reason. -Category C covers those students who have difficulties arising from disadvantages.Among the many analyses provided, the book highlights the numbers of students involved, where they are educated (special schools, special classes and regular schools), and a breakdown by gender. Data has been provided by 23 countries: Austria, Belgium (Flemish Community), Canada (New Brunswick), the Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Korea, Mexico, the Netherlands, New Zealand, Portugal, Spain, Sweden, Switzerland, Turkey, the United Kingdom and the United States.

    Abstract: The OECD countries have widely differing traditions regarding basic vocational training. This publication, prepared as part of the VOTEC project on "The Changing Role of Vocational and Technical Education and Training", is designed to help towards a better understanding of the internal logic and workings of these different systems. Education and training systems propose differentiated and interconnected pathways, each of which can be broken down into a series of programmes. But what are the factors that explain participation of young people in VOTEC and the way it has developed over time? A number of answers have been formulated and are examined here in the light of ten national reports.
