    Abstract: Im Zeitraum 1989 bis 2005 sind per Saldo 1,6 Millionen Menschen aus den neuen in die alten Bundesländer gezogen. Die Mehrheit dieser Binnenwanderer war zwischen 18 und 29 Jahre alt und die Mehrheit war weiblich. Als Ergebnis dieser anhaltenden geschlechtsselektiven Wanderung ist in den neuen Bundesländern eine stark unausgewogene Geschlechterproportion in der Wohnbevölkerung entstanden. In der Altersgruppe der 18- bis 29-Jährigen lag die Geschlechterproportion in den neuen Bundesländern (einschließlich Berlin) im Jahr 2005 nur bei 90 Frauen zu 100 Männern und sank in zahlreichen Landkreisen auf Werte von weniger als 85 zu 100. Eine so unausgewogene Geschlechterproportion ist auch im europäischen Maßstab ungewöhnlich und kommt in keinem ähnlich großen und dicht besiedelten Gebiet vor. Als eine wesentliche Ursache der disproportionalen Wanderung wird ein erhebliches Bildungsgefälle zwischen jungen Frauen und Männern in den neuen Bundesländern identifiziert. Das hohe Bildungsniveau von Frauen ist dabei nicht nur als ökonomischer Faktor für den Fortzug zu sehen: Da Frauen Partnerschaften mit geringer gebildeten Partnern meiden, werden auch Paarbeziehungen mit westdeutschen Männern und damit das Verbleiben in Westdeutschland wahrscheinlicher. Als Ursache für die Auseinanderentwicklung des Bildungsniveaus von Frauen und Männern in den neuen Bundesländern sieht die Studie die Kollision eines Geschlechterarrangements, das seine Wurzeln in der DDR-Geschichte hat, mit den ökonomischen und gesellschaftlichen Veränderungen nach der Wiedervereinigung. Das Rollenbild von Frauen, gekennzeichnet durch hohe Wertschätzung ökonomischer Selbstständigkeit und Orientierung auf Tätigkeiten im qualifizierten Dienstleistungsbereich, erweist sich im wirtschaftlichen und gesellschaftlichen Strukturwandel als prinzipiell anpassungsfähiger als jenes der Männer, deren klassische Tätigkeiten in Industrie und Handwerk eine tief greifende Entwertung erfahren haben.
    Abstract: Between the fall of the Berlin Wall in 1989 and the year 2005, 1.6 million people have migrated from East Germany (the former German Democratic Republic – GDR) to West Germany. The majority of these migrants were female and between the ages of 18 and 29. This unbalanced migration has caused a disproportionate sex ratio in the East German population. The sex ratio (in the age group between 18 and 29) in 2005 was only 90 women per 100 men and in many remote counties the ratio was less than 85 to 100. In such a large and densely populated area this phenomenon is unique within Europe. This study identifies the development of a considerable discrepancy in educational levels between women and men in Eastern Germany as one important cause for the disproportionate sex ratio in migration. The higher educational level of women is not only an economic factor: Since women generally prefer partners with at least the same educational level, relationships between East German women and West German men has become much more likely than the opposite. As a cause for the discrepancy in educational levels the study highlights a clash between gender roles rooted in GDR history and structural changes that took place after German reunification. The role model of women – a high valuation of economic independence and orientation towards professions in the service sector – proves to be more adaptable to the economic and social changes in East Germany than the role model of men, whose classical vocations in industry and crafts experience a considerable devaluation.

    Abstract: Wie sieht gute und alltagstaugliche Wohnarchitektur aus Sicht der Bewohner aus? 1.600 Mieterhaushalte in städtischen Wohnungen von acht deutschen Städten und eine kleine Kontrollgruppe von Eigentümern wurden in Face-To-Face-Interviews befragt. Ein Standardfragebogen wurde mit Computergraphiken und Animationen kombiniert. Der Blick gilt nicht der Gebäudehülle, sondern dem Inneren, dem Raumkonzept, der inneren Erschließung und der Freiraumzuordnung. Die Ergebnisse sind ein Leitfaden zum bedarfsgerechten Neu- und Umbau von städtischen Wohnungen für Bauherren und Planer. Die Architekturnutzer, überwiegend städtische Mieter, erhalten eine Stimme im Qualitätsdialog. Dem interessierten Laien wird eine Übersicht über vorhandene und mögliche Typologien des städtischen Wohnens vorgelegt. In den raumsoziologischen Diskurs wird ein Beleg dafür eingebracht, dass das Gebaute die Wohnweise und die Vorstellungswelt über richtiges Wohnen prägt. Die Studie ist ein Brückenschlag zwischen wohnsoziologischer Grundlagen- und anwendungsorientierter Marktforschung. Der Wunsch nach intelligenten Verbindungen von besonntem privaten Außenraum und Wohnung durchzieht die Ergebnisse wie ein grüner Faden. Es ist aus Sicht der Nutzer das Qualitätskriterium Nummer Eins und eine Kritik an vielen Defiziten städtischen Wohnens. Dem Planer zeigt es die Prioritäten eines bedarfsgerechten Neu- und Umbaus von städtischen Wohnungen auf. Das Gewohnte prägt das Gewünschte. Bewohnergruppen mit vergleichbaren soziodemographischen Merkmalen urteilen in Berlin anders als in Dresden oder Bochum. Der vorhandene Wohnungsbestand ist nicht nur das Ergebnis einer historisch spezifischen Wohnweise, sondern zugleich Prägestock und Begrenzung für das gelebte und das gewünschte Wohnen.
    Abstract: What has good housing architecture to be like, when the occupants are questioned.This leading question guidelines a survey among 1,600 tenants-households in eight German cities. Mainly designed as a post occupancy-evaluation the study contributes guidelines for a more userfriendly planning in urban housing construction and renovation. The survey was carried out by face-to-face interviews assisted by a standardized questionnaire, computer graphics and animation. It focuses on the inside, on floorplans, the idea of the floor plan, interior access and the combination of the interior and the private space outdoors. Space- sociology benefits from the results, as they prove, that the way of construction determines housing habits and housing needs. By means of a catalogue showing several common types of floor plans the occupants were consulted and got basic informations in order to distinguish, to evaluate and to choose among existing types of apartments. This work builds a bridge between basic resarch in housing sociology and user oriented market surveys. Unlike most studies on housing needs and demands, this survey does not operate by the fiction of a transparent line of products at housing markets and freedom of choice. Both, the design of the questionnaire and the shown types of floor-plans take the restrictions of the urban housing market into consideration as well as they mark the boundary of lower income demand and a limited knowledge about housing architecture. Many results underline the importance of intelligent links between interior and private space outdoors. Like a “green thread” running through the evaluation it’s a lesson about Number One quality issue from the view of users. We want, what we are used to. The existing housing stock engraves and restricts both, the historical residential manner and housing needs.

    Abstract: Die Meinungen über die Chancen einer Demokratisierung im Nahen und Mittleren Osten sind geteilt. Diese Arbeit versucht für Ägypten eine Einschätzung zu geben. Als bevölkerungsreichstes und eines der politisch bedeutsamsten Länder der Region könnte es eine Vorbildfunktion einnehmen. Die Dissertation untersucht an einem Fallbeispiel, den Ausschreitungen zwischen Muslimen und Christen in einem oberägyptischen Dorf 1999/ 2000, in welcher Form und in welchem Ausmaß sich staatliche Akteure, religiöse Institutionen und die Bürger zum heiklen Thema der Gefährdung der Rechte von Minderheiten im öffentlichen Diskurs zu Wort melden und dabei das Kriterium des Pluralismus, im Sinne von Toleranz und Ablehnung von Gewalt, erfüllen. Pessimistische Stimmen versagen dem Nahen und Mittleren Osten insbesondere wegen der dort vorherrschenden Religion eine Reformierbarkeit der politischen Kultur und stigmatisieren den Islam als Demokratisierungshindernis. Diese Arbeit beobachtet jedoch, dass es empirisch bereits einige Merkmale gibt, die auf eine Zunahme von Pluralismus in der ägyptischen Gesellschaft hindeuten. Sie zeigt die Anzeichen für die Herausbildung einer freien Öffentlichkeit und einer Zivilgesellschaft auf, die langfristig auf die Konsolidierung von Demokratie und nicht auf deren Zerstörung hinarbeitet. Gleichzeitig ist diese Arbeit eine Art in Szene gesetztes, lebendiges „Who is who?“ der gegenwärtigen Minderheiten- und Menschenrechtsbewegung in Ägypten. 1
    Abstract: The current status of democratization and civil society development in Egypt through the example of the discourse on the indigenous Christian minority of the Copts. Opinions regarding the chances of democratization in the Middle East are divided. The thesis attempts to give an evaluation in the case of Egypt. As the most populous and one of the politically most influencing countries of that region Egypt could take the function of a role model. The dissertation investigates, on the basis of a case study – the clashes between Muslims and Christians in an Upper Egyptian village in 1999/ 2000 - in what form and to what extent state actors, religious institutions and citizens take a stand in public discourse on the sensitive issue of endangering the rights of minorities and thereby meet the criteria of pluralism in the sense of tolerance and rejection of violence. Pessimistic voices deny the Middle East a reformability of its political culture particularly with regard to the predominating religion there and stigmatize Islam as an obstacle to democratization. This study however, shows empirically that there are already some indications that point towards an increase of pluralism in Egyptian society and towards the development of a free public sphere and a civil society that in the long term can lead to the consolidation of democracy and not to its destruction. At the same time this study is a kind of status report and “Who’s who?” of the current minority – and human rights movement in Egypt.

    Abstract: Vor dem Hintergrund des demografischen Wandels und einer steigenden Zahl Älterer, steht die Gesellschaft vor der Aufgabe, Ideen und Konzepte zu entwickeln, engagierten Älteren sinnvolle Perspektiven zur gleichberechtigten Partizipation zu bieten. Die vorliegende Arbeit beschäftigt sich vor diesem Hintergrund mit der Motivation älterer Menschen, sich in der nachberuflichen Lebensphase für das Gemeinwohl zu engagieren. Empirischer Ausgangspunkt für die Fragestellung war das Modellprogramm „Erfahrungswissen für Initiativen“, das im Auftrag des Bundesministeriums für Familie, Senioren, Frauen und Jugend in zehn Bundesländern mit der Zielstellung durchgeführt worden ist, ein Handlungs- und Strukturkonzept zu entwickeln, mit dem das Erfahrungswissen Älterer für den Freiwilligenbereich nutzbar gemacht werden kann. Die auf der Grundlage von leitfadengestützten Interviews erhobenen Daten der Stichprobe mit einem Durchschnittsalter von 63 Jahren weisen einen eindeutigen Zusammenhang zwischen lebensgeschichtlichen Ereignissen und konkreten Engagementtätigkeiten nach. Engagement in der nachberuflichen Lebensphase speist sich demnach aus historischen, gesellschaftlichen, kulturellen und familiären Erfahrens- und Erlebensräumen, die in gemeinwohlorientierten Projekten erneut sichtbar werden. Als maßgebliche Einflussfaktoren gelten die Lebensphase der Kindheit und Jugend im Kontext der Kriegs- und Nachkriegszeit, elterliches Vorbild und familiäre Prägung, die Familiengründung, berufliche Entwicklungen und Weiterbildungsteilnahme sowie krisenhafte Lebensereignisse und das Erleben der Phase des Übergangs vom Arbeitsleben in die Phase der Nachberuflichkeit.
    Abstract: In the content of the demographic challenge an increasing number of older people has been searching for a new and active role in society. Therefore voluntary work becomes more and more necessary and develops as an important component in society. It is necessary to develop innovative ideas and concepts according of getting chances for the involvement of these people in local communities. The actual study works on the topic of individual motivation of older people, who decide to become volunteers after their career. The empiric background of the research was the Federal Model Programme „Experience for Initiatives“, that took place under authority of the Federal Ministry für Familiy Affairs, Senior Citizens, Women and Youth. About 1.000 older people at the age range from 55 to 70 and older have taken part in courses to become a seniortrainer and get active across the ages. Their aim is to work with children, young and older people and become ambassadors for a new image of old age. The results of the study show the very high importance of individual biography according to the decision to start volunteer work after the family phase and career. Especially the familiar background, historical events (World War Two and the Political Change in Germany) and critical life events influence the way of volunteering. Biographical themes become topical in present volunteer projects of the older people and they are to find in the different fields of community life, where seniors are active. It is obvious, that there exists a great wealth of knowledge and life long experience, that can establish community life and innovation apart from traditional ways of volunteer work.

    Abstract: Großstädte in Deutschland und Europa befinden sich im Zuge des Strukturwandels von der Industriegesellschaft zur Dienstleistungsgesellschaft in einem tiefgreifenden ökonomischen, sozialen und politischen Wandlungsprozess, der zu einer schärferen Segregation der Städte führt. Die sozialräumliche Konzentration von Arbeitslosigkeit, Armut und sozialer Ausgrenzung in benachteiligten Großstadtgebieten entfernt solche Stadtgebiete in ihren sozialen Standards und Lebenschancen immer weiter vom urbanen Leben der Mehrheit. Dies wirft die Frage nach der sozialen und politischen Integration der Städte auf. Die vorliegende Arbeit widmet sich einem Teilaspekt der Frage nach der Integration in den Städten und fokussiert die Wahrnehmungen und Einstellungen ihrer Bürgerinnen und Bürger. Anlass dazu geben rückläufige Wahlbeteiligungen und eine zunehmende „Politikverdrossenheit“ in benachteiligten Stadträumen, die die Enttäuschung und Resignation benachteiligter Gruppen gegenüber der Politik signalisieren, sowie Entsolidarisierungstendenzen in privilegierten Gebieten. Die Arbeit beschäftigt sich mit den lokalen politischen Einstellungen und vergleicht diese in sozialstrukturell benachteiligten und privilegierten Stadtquartieren in vier Großstädten: Berlin, Köln, Leipzig und Mannheim. Unter politischen Einstellungen werden das lokale politische Vertrauen, die Wahrnehmung der lokalen Politik und die politische Partizipation sowie die Solidaritätsbereitschaft, das soziale Vertrauen und das bürgerschaftliche Engagement verstanden. Insgesamt wurden 3200, d.h. in jedem untersuchten Stadtgebiet 400 standardisierte Telefoninterviews durchgeführt und statistisch ausgewertet.
    Abstract: In the course of structural change from an industrial society to a service society large cities in Germany and Europe undergo a profound economic, social and political process of change, which leads to a sharper segregation in the cities. The social spatial concentration of unemployment, poverty and social exclusion in underprivileged city areas removes such areas in their social standards and life chances far from the urban life of the majority. This raises the question of urban social and political integration. The doctoral thesis is dedicated to one aspect of the question regarding integration of cities. It focuses on the political perceptions and attitudes of their citizens. A noticeable declining of turnouts of voters and an increasing “disenchantment with politics”, which signal the disappointment and resignation of disadvantaged groups toward policy, and a tendency towards desolidarization in privileged areas give reason to analyze political attitudes in cities. Therefore, the doctoral thesis deals with local political attitudes in privileged and underprivileged city areas in four cities: Berlin, Cologne, Leipzig and Mannheim. Political attitudes are operationalized as political trust, the perception of responsivity of local policy, political participation as well as solidarity, social confidence and social commitment. A telephone poll was carried out with 400 standardized interviews in each of four privileged and four underprivileged quarters. In total, 3200 interviews were conducted and included in the statistical analysis.

    Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: Die Arbeit über Lebensstilkonflikte sozialer Minderheiten im Berliner Quartiersmanagement Schöneberger Norden widmet sich einem Konflikt zwischen zwei Gruppen in einem Quartier. Es handelt sich um die Angriffe vor allem arabischer Jugendlicher gegen Homosexuelle und Einrichtungen von Homosexuellen-Initiativen im Schöneberger Norden. Im Kontext der Diskussion um kulturelle Desintegrationstendenzen steht hier die Frage im Mittelpunkt, wie ein konfliktfreies Zusammenleben von sozialen Gruppen mit extrem unterschiedlichen Auffassungen zur sexuellen Freiheit gelingen kann. Simmels Theorie einer gleichgültigen Toleranz als Garant eines friedlichen Nebeneinanders verschiedener Individuen mit unterschiedlichen Lebensstilen in Großstädten wird als Basiskonzept der Untersuchung angenommen. Lebensstile als Integrationsmomente werden darüber hinaus zum zentralen theoretischen Bezugsrahmen der Arbeit. Die an Fallbeispiele geknüpfte These, dass die Integration der Stadtgesellschaft im Untersuchungsgebiet nicht länger gelingt, wird in Bezug auf die o.g. Minderheiten mit Hilfe von Experteninterviews qualitativ überprüft. Die Auswertungen der Experteninterviews und eines Gruppeninterviews mit arabischen Jugendlichen führt zum Ergebnis, dass das hier zu konstatierende Misslingen des Integrationsprozesses vor allem an eine stark akzeptierte Gewaltanwendung der sozial benachteiligten Jugendlichen mit Migrationshintergrund geknüpft ist. Verschiedene niedrig schwellige Angebote zur Förderung wechselseitiger Akzeptanz gewaltfreier Kommunikation der unterschiedlichen Minderheiten folgen der Ergebnisdarstellung.
    Abstract: This dissertation, about lifestyle-related problems in the Berlin district of “Schöneberger Norden,” addresses the conflict between two culturally very different groups within the neighbourhood. It concerns primarily the offences by mainly Arabic young men against homosexuals and homosexual initiatives in Schöneberger Norden. In the debate over cultural disintegration, the question arises how these different groups can manage to live together in peaceful coexistence, given their radically different attitudes towards sexual freedom. The theoretical context of this research is informed: by Simmel´s urban theory that an indifferent tolerance is the guarantor of peaceful coexistence among individuals with different lifestyles; and by the idea that lifestyles form moments of integration. The thesis relates three different case studies and shows that the peaceful coexistence in “Schöneberger Norden” is under threat for the above mentioned minorities. This assumption is tested and verified through the qualitative analysis of expert interviews. An evaluation of the interviews and of a group discussion with young Arabic men showed that the failure of the integration process was correlated to a strong common acceptance of the use of violence among socially disadvantaged youth with migration backgrounds. Various proposals to promote mutual acceptance among the minority groups through modes of non-violent communication conclude the presentation of the results.

    Abstract: Die Arbeit stellt sich die Frage, inwieweit es externen Akteuren möglich ist, zivilgesellschaftli-che Strukturen eines in der Transformation befindlichen Staates zu stärken, um damit einen Beitrag zur Konsolidierung nachkommunistischer Gesellschaften zu leisten. Resultiert die externe Förderung tatsächlich in eine „zivilere“ Gesellschaft, welche sich auf mündige und aktive Bürger stützt, oder führt sie zu einem bloßen Transfer von Strukturen in Form von Nicht-Regierungsorganisationen (NRO), welche jedoch keine gesellschaftliche Anbindung haben und bloße Zuarbeiter westlicher Geberorganisationen sind? // Um diese Frage zu beantworten, werden im theoretischen Teil der Arbeit ausgehend vom akteurszentrierten Institutionalismus zwei wesentliche Mechanismen identifiziert, durch wel-che die Aktivitäten der Geber Veränderungen bei den Nehmern erzielen: Ermächtigung und Lernen. Während Ersteres die Einsatzmöglichkeiten und Ressourcen einiger Akteure stärkt und damit vorhandene Akteurskonstellationen ändert, führt Letzteres dazu, dass neue Ideen Eingang in die politische Arena finden. // Die Arbeit stellt die Aktivitäten vier verschiedener Geberländer und –organisationen in Polen und der Slowakei in den 1990er Jahren vor; der Europäischen Union, Deutschlands, der Vereinigten Staaten von Amerika und dem privaten Netzwerk der Soros Stiftungen; und un-tersucht deren Beitrag zur zivilgesellschaftlichen Entwicklung beider Länder. Hierzu werden lokale NROs in den Blick genommen, welche maßgeblich von westlichen Gebern unterstützt werden und untersucht, inwieweit diese als Träger der Zivilgesellschaft fungieren, welche Legitimität sie bei der Bevölkerung besitzen und ob sie nach Rückzug der Geber weiter exis-tieren. // Die Arbeit kommt zu dem Schluss, dass westliche Zivilgesellschaftsförderung in beiden un-tersuchten Ländern einen positiven Effekt hatte in dem Sinne, dass maßgeblich geförderte NROs tatsächlich als Träger der Zivilgesellschaft fungierten. Sie bemühten sich um die Un-terstützung anderer NROs, erweitern gesellschaftliche Partizipationsmöglichkeiten und sind soweit in nationale Strukturen und in der Gesellschaft verankert, dass auch ein Fortbestand ohne westliche Gelder möglich ist.
    Abstract: With the end of the communist bloc and the transformations taking place in Central and Eastern Europe the promotion and protection of democracy from abroad became a major field of assistance. Especially civil society assistance, understood as direct support granted to non-governmental actors of the target state with the explicit aim to promote the consolida-tion of democracy, became a major pillar of democracy aid. The dissertation analyzes civil society assistance and aims to tackle the question whether it is feasible to promote and strengthen civil society from abroad. Does civil society assistance result in more civil society or does it result in nothing more than the establishment of donor driven NGOs which are nei-ther voluntary nor independent but solely function as puppets of donors? // In order to answer this question and following the insights of actor-centered institutionalism, the dissertation identifies to modes of external intervention labeled „empowerment” and “learning. In the first case, donors may increase the action resources of chosen domestic actors, thus altering domestic actor constellations, by providing finances, technical equip-ment, information and know-how. In the latter case, external actors may impact upon the ori-entations, that is, the perceptions and preferences, of domestic actors. // The dissertation analyses the contribution of the activities of four different donors; the Euro-pean Union, the USA, Germany and the private network of Soros Foundations; to the devel-opment of civil society in Poland and Slovakia. In order to pinpoint outcomes of civil society assistance the dissertation focuses on recipients and their activities. The dissertation thus clarifies to what extent main recipient organizations act as carriers of civil society, whether they transmit the interests of their constituency into politics, whether they fulfill a watch-dog function and democratic functions attributed to civil society. It therefore analyzes main recipi-ents, their sustainability, legitimacy and effectiveness as carriers of civil society. // The dissertation jumps to the conclusion that externally driven civil society assistance had positive effects in both countries under investigation as supported NGOs acted as carriers of civil society.

    Abstract: No More Failures challenges the assumption that there will always be failures and dropouts, those who can’t or won’t make it in school. In fact, initiatives in many countries demonstrate that it is possible to successfully tackle school failure and dropout rates – and to reduce the huge social cost of adults without basic skills. This book offers a valuable comparative perspective on how different countries have handled equity in education.     Abstract: Education is vital for economic success, both at the national and the individual level. But education also has significant social effects. This report is OECD’s first attempt to gather and synthesise developments in measuring these social effects. The report focuses on two broad areas: health, and civic and social engagement. In general, better educated people are healthier, and take more part in civic activities. Why should this be so? This publication draws on findings from 13 OECD countries (Austria, Flemish Belgium, Canada, Japan, Luxembourg, the Netherlands, New Zealand, Norway, South Korea, Sweden, Switzerland, the United Kingdom [England and Scotland] and the United States) to provide new models and insights into these important contemporary issues.

    Abstract: This edition of the Development Centre's annual report on policy coherence focuses on migration. The book examines the costs and benefits of migration for developing countries and how these flows can be better organised to yield greater benefits for all parties concerned -- migrant-sending countries, migrant-receiving countries, and the migrants themselves. It takes stock of what we know about the effects of migration on development, and distills from that knowledge a set of policy recommendations for sending and receiving countries alike.     Abstract: Ein Viertel der britischen Beschäftigten und mehr als ein Fünftel der Beschäftigten in Deutschland arbeiten Teilzeit, mit steigender Tendenz in beiden Ländern. In der vorliegenden Arbeit werden die Teilzeit als am weitesten verbreitete Form flexibler Beschäftigung und ihre Konsequenzen untersucht, um zu diskutieren, welche Möglichkeiten und Schwierigkeiten hieraus für die Erwerbstätigen entstehen. Darüber hinaus werden die Konsequenzen für den regulierten deutschen und den flexiblen britischen Arbeitsmarkt kontrastiert. Befürworter der Arbeitsmarktflexibilisierung argumentieren, dass Teilzeit als Arbeitsmarktchance anzusehen ist, etwa für solche Beschäftigtengruppen wie Frauen, die bislang vom Normalarbeitsverhältnis, durch unbefristete Vollzeitbeschäftigung charakterisiert, ausgeschlossen waren (Inklusionsthese). Deshalb ist eine Egalisierung von weiblichen und männlichen Erwerbsverläufen zu erwarten. Im Gegensatz dazu argumentieren Gegner flexibler Beschäftigung, eine Ausweitung der Teilzeit bedroht gültige Beschäftigungsstandards und führt zu einer Zunahme sozialer Ungleichheit im segmentierten Arbeitsmarkt (Exklusionsthese). Ergebnisse auf der Basis des British Household Panel Survey 1991 bis 2001 und des Deutschen Sozio-ökonomischen Panel 1984 bis 1991 zeigen auf, dass Teilzeit großes Potenzial hat, Individuen in den Arbeitsmarkt zu integrieren, das bislang jedoch nicht vollständig genutzt wird. Besonders für Frauen entstehen Arbeitsmarktchancen durch Teilzeit. Allerdings sind Beschäftigte mit höheren Bildungsinvestitionen, wie nach der Humankapitaltheorie zu erwarten war, stärker an Vollzeitbeschäftigung interessiert, um ihre Einkommen zu maximieren. Außerdem sind Teilzeitbeschäftigungsverhältnisse von durchschnittlich geringerer Dauer und Teilzeitbeschäftigte weisen ein höheres (geringeres) Risiko auf, im Falle eines beruflichen Wechsels abzusteigen (aufzusteigen) als Vollzeitbeschäftigte. Zusammengenommen weisen diese Ergebnisse darauf hin, dass die Ungleichheit zwischen den Geschlechtern auf dem Arbeitsmarkt zwar abnimmt, bedingt durch die Heterogenisierung sowohl der weiblichen als auch der männlichen Beschäftigten, jedoch ein Bedarf an attraktiven Teilzeitstellen auf dem Level qualifizierter Beschäftigung fortbesteht.
    Abstract: A quarter of British employees and more than one in five German employees are part-timers, with a rising tendency in both countries. In this study, part-time as the most widespread type of flexible employment and their consequences are investigated to discuss opportunities and problems emerging for individual employees. Additionally, these consequences are compared for the strongly regulated German and the highly flexible British labour market. Proponents of flexible employment state that part-time gives labour market opportunities to those groups such as women which have been formerly excluded from the standard employment relationship, characterised by permanent full-time contracts (Inclusion hypothesis). Therefore, an equalisation between male and female employees is expected. In contrast, opponents of flexible employment argue that an expansion of part-time threatens existing employment standards and produces higher social inequality in a segmented labour market (Exclusion hypothesis). Evidence based on the British Household Panel Survey from 1991 to 2001 and the German Socio-economic Panel from 1984 to 1991 shows that part-time employment has a huge potential to integrate individuals in the labour market which has not been fully used so far. Especially for women, employment opportunities emerge. However, employees with high investments in their human capital are more interested in full-time employment to maximise their income as expected according to the human capital theory. Moreover, part-time episodes are on average of shorter duration and part-timers have a higher (lower) risk to experience downward (upward) mobility than their full-time employed counterparts. These results suggest that while there is a decrease of gender inequality in the labour market due to the increasing heterogeneity of both, female and male employees, there is still a need for more attractive part-time positions on the level of skilled work.

    Abstract: In der soziologischen Theoriebildung besteht ein weitgehender Konsens darüber, dass die theoriebildende Leitdifferenz von Handlung und Struktur nicht mehr dichotom konzeptualisiert werden kann, sondern analytisch überwunden werden muss. Die vorliegende Arbeit konzentriert sich auf die Arbeiten von Anthony Giddens und prüft, inwiefern der hierin entwickelte Ansatz eines strukturierungstheoretischen Theoriemodells die bestehenden Defizite der soziologischen Theorie überwinden kann. Hierfür werden Kategorien für einen Theorievergleich entwickelt, auf Grundlage derer die Kernannahmen der Strukturierungstheorie in sozialtheoretischer, soziologischer und analytischer Hinsicht systematisch rekonstruiert werden. Angesichts der zentralen Thesen von Giddens, wonach das bislang dualistisch bestimmte Verhältnis von Handeln und Struktur in eine wechselseitige Dualität überführt werden müsse, die soziologische Ordnungsproblematik von ihrer Norm- und Wertzentriertheit auf eine Formzentriertheit, die die Kategorien von Raum und Zeit in die Analyse mit auf nimmt, umgestellt wird und sich damit auch die Bestimmung der Grunddimensionen der Moderne grundlegend ändern, lässt sich die Theorie der Strukturierung als eine Theorie mit Allgemeinheitsanspruch charakterisieren. Zwar finden sich in Giddens Arbeiten theoretisch weitreichende Vorschläge, die soziologischen Grundprobleme neu zu bestimmen, gleichzeitig zeigt sich aber auch, dass er es versäumt hat, die Relationen zwischen den einzelnen Problemebenen ausreichend zu reflektieren. Es wird aber auch deutlich, dass auf der Grundlage der bisher vorliegenden strukturierungstheoretischen Begriffe und Methoden ein analytisches Modell entwickelt werden kann, auf dessen Basis sich konkrete soziale Prozesse und Felder aufklären lassen. Strukturierung stellt somit kein neues Paradigma im Sinne einer Metatheorie dar, sondern umfasst eine Vielzahl von grundlegenden Einsichten und analytischen Möglichkeiten für ein soziologisches Forschungsprogramm, das es noch deutlicher auszuarbeiten gilt.
    Abstract: In the sociological theory formation, there is a far-reaching agreement that a theory forming difference between action and structure cannot be conceptualised bipartitely but has to be overcome analytically. This paper is concentrating on the works of Anthony Giddens and examines to what extent the developed approach of a theoretical concept may overcome the existing deficits of the sociological theory. For a theory comparison, categories have been developed which systematically reconstruct the central acceptances of the theory of structuration in theoretical, sociological, and analytical regard. In view of Giddens’s major theses, according to which the relationship of action and structure determined till now dualistically must be convicted into a mutual duality, the questions of sociological order must change from a concentration on standards and values to a category which includes in its analysis both scope and time and thus fundamentally change the basic dimensions of the modern age, the theory of structuration can be characterized as a theory of general validity. However, in Giddens’s work we find far-reaching theoretical suggestions for a determination of the sociological basic problems, however, it turns out that he failed to reflect the relation between the individual problem levels sufficiently. On the other side, it is evident that on the basis of the theoretical concepts and methods existing till now an analytical model can be developed which contributes to the solution of concrete social processes and fields. Therefore, the theory of structuration doesn’t represent a new paradigm in the sense of a metatheory but contains a variety of basic insights and analytical possibilities for a sociological research program which has to be worked out still more considerably.

    Abstract: For the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. While immigration policy is often determined, designed and funded at the national level, its impact on migrants and society is more strongly felt at the local level where other policies interact. This publication highlights principles and factors which are important in supporting integration locally. A comparison of local initiatives implemented in five OECD countries - Canada, UK (London), Spain, Italy, and Switzerland - answers key questions facing all policy makers and stakeholders working in this field. This book provides a set of concrete policy recommendations for implementation at both local and national levels.

While a number of factors make a strong case for governmental action in the area of information security, there are also important limits to what governments can achieve. This review, the first in a series of risk management policy reviews being conducted by the OECD, identifies areas of good practice in Norway's policies for information security, as well as areas where improvements could be made. For areas that could benefit from improvement, it proposes opportunities for action and, when possible, suggests alternatives.

    Abstract: The integration of immigrants at the local level is a topic of significant interest for OECD countries. The growing importance of the knowledge economy means that the battle for talent is becoming as important as the battle for inward investment, and skilled migrants can offer a significant comparative advantage to local labor markets, as long as their potential is harnessed. Unskilled migrants are also in demand, particularly where rising living costs make lower paid jobs unattractive to the native population, and where demographic change and population movement combine to reduce the self-sufficiency of local labor markets. For the potential advantages of migration to be maximized, however, it is crucial that immigration is accompanied by integration, that is, effective mechanisms for ensuring immigrants are effectively incorporated into local labor markets. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favorable in a number of countries as they were in the past.--Publisher summary

    Abstract: This DAC Reference Paper outlines key issues faced when designing Environmental Fiscal Reform (EFR). EFR refers to a range of taxation and pricing measures which can raise fiscal revenues while furthering environmental goals. The objective is to provide insights and “good practice” on how development co-operation agencies can help developing countries take advantage of EFR approaches in both their development and poverty reduction strategies. Following a review of the instruments of EFR and related technical issues, Environmental Fiscal Reform for Poverty Reduction focuses on the political economy and governance aspects of EFR. This includes an examination of the precondition for successful design and implementation, the various steps involved through the EFR Policy Cycle, the challenges faced at each stage, and the main stakeholders involved. The role of donors in supporting EFR processes is also outlined. Subsequently, these issues are reviewed in relation to sectors of particular relevance for developing countries: forestry, fisheries, fossil fuel, electricity, drinking water and industrial pollution control.
