    Abstract: Biometric identification and registration systems are being proposed by governments and businesses across the world. Surprisingly they are under most rapid, and systematic, development in countries in Africa and Asia. In this groundbreaking book Keith Breckenridge traces how the origins of the systems being developed in places like India, Mexico, Nigeria and Ghana can be found in a century-long history of biometric government in South Africa, with the South African experience of centralized fingerprint identification unparalleled in its chronological depth and demographic scope. He shows how empire, and particularly the triangular relationship between India, the Witwatersrand and Britain, established the special South African obsession with biometric government, and shaped the international politics that developed around it for the length of the twentieth century. He also examines the political effects of biometric registration systems, revealing their consequences for the basic workings of the institutions of democracy and authoritarianism

Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies. These studies shed light on how Muslims encounter particular faces and facets of the state as they go about their lives, seeking help and legitimacy as new citizens of a fast-changing Europe.

Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below.     Abstract: Toby Matthiesen traces the politics of the Shia in the Eastern Province of Saudi Arabia from the nineteenth century until the present day. This book outlines the difficult experiences of being Shia in a Wahhabi state, and casts new light on how the Shia have mobilised politically to change their position. Shia petitioned the rulers, joined secular opposition parties and founded Islamist movements. Most Saudi Shia opposition activists profited from an amnesty in 1993 and subsequently found a place in civil society and the public sphere. However, since 2011 a new Shia protest movement has again challenged the state. The Other Saudis shows how exclusionary state practices created an internal Other and how sectarian discrimination has strengthened Shia communal identities. The book is based on little-known Arabic sources, extensive fieldwork in Saudi Arabia and interviews with key activists. Of immense geopolitical importance, the oil-rich Eastern Province is a crucial but little known factor in regional politics and Gulf security

    Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: "Drawing on an original survey of more than 5,000 respondents, this book argues that, contrary to claims by the 1994 Zapatista insurgency, indigenous and non-indigenous respondents in southern Mexico have been united by socioeconomic conditions and land tenure institutions as well as by ethnic identity. It concludes that--contrary to many analyses of Chiapas's 1994 indigenous rebellion--external influences can trump ideology in framing social movements. Rural Chiapas's prevalent communitarian attitudes resulted partly from external land tenure institutions, rather than from indigenous identities alone. It was insider-dominated and gradualist, and it involved free elections before a lengthy process of constitutional reform. At the end of the process, Indonesia,Ŵs amended constitution was essentially a new and thoroughly democratic document. By proceeding as they did, the Indonesians averted the conflict that would have arisen between adherents of the old constitution and proponents of radical, immediate reform. Gradual reform also made possible the adoption of institutions that preserved pluralism and pushed politics toward the center. The resulting democracy has a number of prominent flaws, largely attributable to the process chosen, but is a better outcome than the most likely alternatives. Donald L. Horowitz documents the decisions that gave rise to this distinctive constitutional process. He then traces the effects of the new institutions on Indonesian politics and discusses their shortcomings as well as their achievements in steering Indonesia away from the dangers of polarization and violence, all the while placing the Indonesian story in the context of comparative experience with constitutional design and intergroup conflict.

    Abstract: The concept of toleration plays a central role in pluralistic societies. It designates a stance which permits conflicts over beliefs and practices to persist while at the same time defusing them, because it is based on reasons for coexistence in conflict - that is, in continuing dissension. A critical examination of the concept makes clear, however, that its content and evaluation are profoundly contested matters and thus that the concept itself stands in conflict. For some, toleration was and is an expression of mutual respect in spite of far-reaching differences, for others, a condescending, potentially repressive attitude and practice. Rainer Forst analyses these conflicts by reconstructing the philosophical and political discourse of toleration since antiquity.     Abstract: This book argues that political and economic inequalities following group lines generate grievances that in turn can motivate civil war. Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

Concentrating on Vladimir Putin's system of governance - referred to as sistema - she identifies four key types of networks: his inner circle, useful friends, core contacts and more diffuse ties and connections. These networks serve sistema but also serve themselves. Reliance on networks enables leaders to mobilise and to control, yet they also lock politicians, bureaucrats and businessmen into informal deals, mediated interests and personalised loyalty. This is the 'modernisation trap of informality': one cannot use the potential of informal networks without triggering their negative long-term consequences for institutional development.     Abstract: The former Soviet empire spanned eleven time zones and contained half the world's forests; vast deposits of oil, gas and coal; various ores; major rivers such as the Volga, Don and Angara; and extensive biodiversity. These resources and animals, as well as the people who lived in the former Soviet Union - Slavs, Armenians, Georgians, Azeris, Kazakhs and Tajiks, indigenous Nenets and Chukchi - were threatened by environmental degradation and extensive pollution. This environmental history of the former Soviet Union explores the impact that state economic development programs had on the environment. The authors consider the impact of Bolshevik ideology on the establishment of an extensive system of nature preserves, the effect of Stalinist practices of industrialization and collectivization on nature, and the rise of public involvement under Khrushchev and Brezhnev, and changes to policies and practices with the rise of Gorbachev and the break-up of the USSR.

    Abstract: In this collection of essays, Theda Skocpol, author of the award-winning book States and Social Revolutions (1979), updates her arguments about social revolutions. How are we to understand recent revolutionary upheavals in countries across the globe? Why have social revolutions happened in some countries, but not in others that seem similar? Skocpol shows how she and other scholars have used ideas about states and societies to identify the particular types of regimes that are susceptible to the growth of revolutionary movements and vulnerable to transfers of state power to revolutionary challengers. Skocpol engages in thoughtful dialogue with critics, and she suggests how culture and ideology can properly be incorporated into historical and comparative studies. She also vigorously defends the value of an institutionalist, comparative and historical approach against recent challenges from Marxists, rational choice theorists, and culturally oriented interpreters of particular revolutions
