    Abstract: Die Erziehungswissenschaft hat die theoretischen Diskussionen, die in anderen geistes- und sozialwissenschaftlichen Disziplinen um die Differenz von 'sex' und 'gender', um den radikalen Dekonstruktivismus Judith Butlers und um Fragen der Performativität und Intersektionalität geführt wurden, aufgegriffen und an diese angeschlossen. 'Doing gender' hat Studien nach sich gezogen, die die Konstruktion von Geschlecht durch Praxen rekonstruiert. Parallel hat sich in den letzten Jahren eine explizite Männlichkeitsforschung herausgebildet, die sich in interdisziplinären Arbeitszusammenhängen organisiert und stark an die theoretischen Arbeiten von Connell, aber auch an Bourdieus Konzept des 'männlichen Habitus' anschließt. Im Rahmen der Erziehungswissenschaft entstanden etwa Arbeiten zu männlicher Sozialisation, zu entgrenzter Männlichkeit und zu Vaterschaft. Den Zusammenhang von Erziehung, Bildung und Geschlecht behandelt der vorliegende Band in interdisziplinären Perspektiven, in denen neben der Erziehungswissenschaft auch die Soziologie und die Literaturwissenschaft vertreten sind.

    Abstract: Within compulsory education, prevocational education is intended primarily to introduce participants to the world of work. This book considers curriculum design and pedagogical practice in pre-vocational education during the last two years of compulsory education. Anja Osei analyses how parties in Ghana and Senegal adapt to their local context by employing locally embedded strategies.     Abstract: The basic concern of the volume is to determine the preconditions of personality development and to show their significance and their perspectives for educational science and for pedagogical practice. First, these basic preconditions of becoming oneself are collected in a single volume and discussed in terms of their significance for science and for educational practice. In all fundamental dimensions are understood as precondition of becoming oneself. "Bildung is here for the first time understood as the formation of the overall individual personality, which the OECD postulates to be the key qualification of the Twenty-first Century. From a pedagogical perspective, it is a matter of furthering the personality. It provides research with a new perspective, in that it makes the furthering of the overall personality the object of education.

    Abstract: Modern direct democracy has become an essential element of political life in many countries in Europe and worldwide. The initiative and referendum process offers extra channels for citizen participation and thus represents an important supplementary institution in modern democracies. La methodologie de l'etude s'est appuyee sur des informations obtenues selon trois modalites : a) une analyse du corpus documentaire disponible ; b) des entretiens approfondis et des 〈〈 focus groups 〉〉 organises avec des prestataires impliques dans les quatre domaines d'analyse etudies ; c) une enquete realisee aupres d'un echantillon de 79 ESPS representatifs de la diversite des structures existantes et des contextes (geographiques notamment) dans lesquels ils interviennent, a l'aide d'un sondage stratifie a deux degres ; et d) l'animation de trois ateliers d'engagement avec les representants des secteurs public et prive destines a presenter la methodologie de l'evaluation, a discuter de ses principaux resultats, a identifier les principaux defis et a elaborer un plan d'action afin de mieux integrer le secteur prive dans le systeme de sante burkinabe et ameliorer ainsi les resultats en matiere de sante. Les principaux elements de diagnostic discutes dans cette etude concernent l'offre de soins, la formation, les medicaments et produits relatifs a la sante, l'assurance et le financement, et l'environnement. Ces reformes structurelles visent la restructuration du secteur public, le desengagement de l'Etat de la sphere de production, la restructuration et la promotion du secteur prive. Les structures du secteur prive sont representees par les cliniques, les centres medico-sociaux, les cabinets medicaux, et les cabinets de soins. L'une des orientations de la politique nationale de sante stipule que l'Etat doit redefinir ses responsabilites en ouvrant le secteur de la sante a d'autres acteurs institutionnels, prives, et associatifs. Cette redistribution des charges permettra a l'Etat de s'acquitter reellement de ses obligations de service public en matiere d'offre des soins de qualite et de participation a la lutte contre la pauvrete. Le rapport du bureau d'etudes HERA realise avec l'appui de la Societe Financiere Internationale (IFC) du groupe de la Banque mondiale indique que le developpement du secteur prive de la sante en vue de son integration dans les politiques globales publiques est possible a condition de travailler sur les points ci-apres : (i) Utiliser le secteur prive pour fournir des services en encourageant le secteur public et les donateurs a travailler plus etroitement avec lui ; (ii) Modifier les politiques et les reglementations locales de maniere a appuyer et mobiliser le secteur prive, en simplifiant les formalites administratives, en liberalisant les reglementations sur les ressources humaines, et en diminuant les droits de douanes et les autres obstacles a l'importation. En outre, ce rapport a conduit aux resultats ci-apres : (i) Une proposition de strategie claire et une serie de suggestions pour le gouvernement, afin d'ameliorer la collaboration des deux secteurs, public et prive ; (ii) Un interet accru a participer au developpement du secteur prive dans le pays manifeste par les partenaires financiers, assureurs, investisseurs et operateurs d'Afrique et d'ailleurs

    Abstract: Solidarität gehört zu den Schlüsselbegriffen soziologischen Denkens und ist ein zentrales Thema in unterschiedlichen Forschungsbereichen der Soziologie. Trotz der Prominenz des Themas ist das Konzept der Solidarität allerdings äußerst unscharf: Worum es sich bei Solidarität genau handelt und was ihre Grundlagen sind, ist nicht hinreichend geklärt. Ulf Tranow leistet einen Beitrag, der soziologischen Solidaritätsdebatte ein begriffliches und konzeptionelles Fundament zu verschaffen. In Auseinandersetzung mit handlungstheoretischen Grundsatzfragen entwickelt der Autor ein Solidaritätskonzept, das theoretisch gehaltvoll ist und eine substanzielle Grundlage für die empirische Solidaritätsforschung bietet. Dr. Ulf Tranow ist wissenschaftlicher Mitarbeiter am Institut für Sozialwissenschaften an der Heinrich-Heine-Universität Düsseldorf.

    Abstract: Der CO2-Handel stellt seit 2005 ein Entscheidungsproblem für viele europäische Unternehmen dar. Lisa Knoll zeigt, wie voraussetzungsvoll ein wirtschaftlich sinnvoller Umgang mit handelbaren Emissionsrechten ist.     Abstract: Die Kernfrage der Repräsentativstudie lautet: Wie haben sich Wohnverhalten und Wohnerleben in Deutschland in den vergangenen zwanzig Jahren verändert? Es wird behandelt, was den Menschen ihre Wohnung bedeutet, was sie alltäglich dort machen, wie sie die verschiedenen Räume nutzen, welche Kriterien ihnen bei der Einrichtung und Möblierung wichtig sind und welche Wohnstile sie haben. Die Untersuchung knüpft an die wohnsoziologischen Studien von Alphons Silbermann (1909-2000) an - an seine Pionier-Untersuchung 'Vom Wohnen der Deutschen' von Anfang der 60er Jahre und vor allem an die beiden nachfolgenden Studien 'Neues vom Wohnen der Deutschen (West)' und 'Das Wohnerlebnis in Ostdeutschland' von Anfang der 90er Jahre. In der um aktuelle Fragen ergänzten Wiederholungsstudie wird der Wandel des Wohnverhaltens und Wohnerlebens als Prozess der Pluralisierung, Individualisierung, Ästhetisierung und der Grenzverschiebung von Öffentlichem und Privatem diskutiert. Dr. Annette Harth und Priv.Doz. Dr. Gitta Scheller sind wissenschaftliche Mitarbeiterinnen in der Abteilung Planungs- und Architektursoziologie am Institut für Theorie und Geschichte der Architektur an der Leibniz Universität Hannover.

    Abstract: Afghanistan will experience a major security and development transition over the next three years. At the Kabul and Lisbon Conferences in 2010, NATO and the Afghan government agreed that full responsibility for security would be handed over to the Afghan National Security Forces (ANSF) by the end of 2014. Development progress since 2001 has been mixed. Some major achievements have been recorded, such as rapid economic growth (with large fluctuations), relatively low inflation (after hyperinflation in the 1990s), better public financial management, and gains in basic health and education. Key social indicators, including life expectancy and maternal mortality, have improved markedly (admittedly from an extremely low base), and women are participating more in the economy. Yet in other respects, particularly governance and institution building, the country has fared less well, and many indicators have worsened in recent years.     Abstract: Eight years of strong economic growth in Ukraine in 2000-2008, at an average of seven percent per year, ended with a sharp 15 percent decline in 2009. The national currency plummeted and the banking sector nearly collapsed, with non-performing loans increasing from 2.3 percent to 11.2 percent of total loans in 2008-2010. According to the 2010 USAID/FINREP financial literacy survey, 39 percent of adult Ukrainians are still unbanked and nearly half prefer holding savings in cash. Only 15 percent of consumers trust banks and just 6 percent trust investment funds or private pension funds. Only 17 percent believe in a fair resolution in a dispute with a financial institution. The Ukrainian authorities recognize that the financial system needs to be made more resilient to future crises and thus requires a substantial redesign of the legal and regulatory framework of consumer protection and market conduct in financial services. This World Bank's diagnostic review aims to help Ukraine design a 5-year strategy to strengthen financial consumer protection and financial education as the fundamentals for sustainable growth and deepening of the financial sector. The review is presented in two volumes. Volume I contains the main findings and recommendations of the review, and Volume II provides a detailed assessment of Ukraine's compliance with the international best practices summarized in the World Bank's Good Practices for Financial Consumer Protection

    Abstract: This study examines whether jobs created as a result of foreign direct investment (FDI) inflows can be considered to be good jobs both from the worker's and the country's perspective. For the worker, such jobs are likely to pay higher wages than jobs in indigenous firms in developing countries, and foreign employers tend to offer more training than local firms. From the country's perspective, jobs in foreign affiliates are good, because FDI inflows tend to increase the aggregate productivity of the host country. Existence of positive externalities associated with FDI may suggest that government intervention in the form of subsidies aimed at increasing FDI inflows may be warranted, but investment promotion activities may offer a less costly course of action, because obtaining information on investment opportunities in developing countries tends to be more difficult than gathering data in industrialized economies. Once FDI enters the country, governments may wish to maximize the productivity benefits by assisting local firms with becoming suppliers to foreign affiliates by extending subsidized credit to prospective suppliers of foreign affiliates or by setting up supplier development programs to bring local firms and foreign affiliates together

    Abstract: The report focuses on the social safety net, particularly cash and in-kind transfers. The safety net can play an important role in addressing poverty and vulnerability; however, the process by which the safety nets have been developed in Swaziland has produced a fragmented system that leaves many Swazis unprotected by the safety net. Improvements in efficiency and effectiveness are both necessary and possible. Poverty and extreme poverty in Swaziland are both overwhelmingly rural phenomena. The incidence of poverty is 73 percent in rural areas but only 31 percent in urban areas. Eighty-eight percent of the poor and 95 percent of the extreme poor live in rural areas, and the average consumption of the urban poor is 33 percent below the poverty line while it is 51 percent below the poverty line among the rural poor. Also, poverty is deeper in rural areas than it is in urban areas. The objective of this study is to identify viable ways to make the safety net more relevant and efficient through an in-depth analysis of poverty and vulnerability and of the efficacy of current safety net programs. The report focuses on publicly financed social transfers in Swaziland, including cash and in-kind transfers. This includes programs funded by either national or official international aid. Chapter two explores the risks faced by the Swazis, including but not limited to poverty. Chapter three reviews current social net programs and expenditures and analyzes the efficiency and effectiveness of social transfers. Chapter four analyzes ways to target safety net programs, and chapter five discusses options to increase the relevance and efficiency of the safety net, particularly in light of the recent financial crisis

    Abstract: Indonesia's real Gross Domestic Product (GDP) growth has proven robust to the weakness in external demand in 2012. Real GDP rose by 6.2 percent year-on-year in the third quarter. This was slightly lower than the 6.4 percent growth seen in the second quarter and was the eighth consecutive quarter of above 6 percent growth. On a seasonally-adjusted quarter-on quarter basis the economy grew by 1.3 per cent in the third quarter, down from 1.6 percent in the second quarter. While real GDP growth eased only slightly, nominal GDP growth slowed significantly in the third quarter, falling to 9.9 per cent year-on-year, from 12.5 percent year-on-year in the second quarter. The level of investment spending remained high, up 10 percent year-on-year in the third quarter. However, investment did contract in seasonally adjusted quarter on quarter terms by 0.4 percent. This sequential contraction was largely driven by falls in spending on foreign transportation, machinery and equipment, consistent with the weakness in capital goods imports seen in the quarter. In contrast to the sharp drop in government consumption and moderation in investment, private consumption growth picked up in the third quarter, increasing by 5.7 percent year on-year. Growth in the services sectors moderated somewhat but was still solid at 7.3 percent year-on-year, compared to 8.1 year-on-year in the second quarter. Communications and transport remained one of the strongest of the service sectors (up 10.5 per cent year-on year). There was some moderation in the trade, hotel and restaurant sector in the quarter

    Abstract: From September 21 to September 28, 2012, a joint World Bank and Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) team visited Maseru, Lesotho to undertake a comprehensive assessment of debt management functions. The team used the Debt Management Performance Assessment (DeMPA) tool. In the governance and strategy area, there is a clear delegation to the minister of finance for borrowing and issuance of guarantees, but the mechanisms for coordination are not well developed. The coordination with macroeconomic policies generally meets the minimum requirements even though there is no clear separation with monetary operations. Cash management is not actively conducted despite very large cash balances in the Central Bank of Lesotho (CBL). There is no cash flow forecasting and no interest is earned on government cash balances. Strengths have been identified in the operational risk management area. There is a duality requirement for recording of both domestic and external loans. The debt records are not complete as domestic guarantees generally are not recorded. The treasury bonds and bills are recorded by the Public Debt Management Division (PDMD) with an average lag of three months

    Abstract: The Republic of Sudan is the third largest country in Africa, following the July 2011 secession of South Sudan, with an area of 1.8 million square kilometers and a population of 33.4 million, half of which live in urban areas. It is strategically located between Sub-Saharan Africa and the Middle East, with direct borders with Central African Republic, Chad, Egypt, Eritrea, Ethiopia, Libya, and South Sudan. Sudan is a federal republic, and the vertical structure of government consists of three tiers. The central government is embodied in the office of the President, the Council of Ministers, and the National Assembly and the two main tiers at the sub-national levels are the state tier (with 17 states) and the locality tier. The implications of the country's current political and economic transition on debt management are fundamental. The permanent fiscal shock from lower oil revenues has put heavy pressure on the budget, with fewer resources available for debt repayment and with increased needs for borrowing for deficit financing, including monetization. External resources are limited given the arrears Sudan has with many creditors and associated lack of access to concessional financing, plus traditional global markets are stressed from fiscal problems in many countries. The government has already been very active in domestic markets, and the availability of additional resources from the private sector is a concern. The DeMPA focuses on central government debt management activities and closely-related functions, such as the issuance of loan guarantees, on-lending, cash flow forecasting, and cash balance management. Thus, the DeMPA does not assess the ability to manage the wider public debt portfolio, including implicit contingent liabilities (such as liabilities of the pension system) or the debt of state-owned enterprises (SOEs), if these are not guaranteed by the central government

    Abstract: This report - the first phase of a programmatic Iraq country economic memorandum (CEM) is structured around the themes of revenue management and economic diversification. These themes accord with the economic challenges faced by Iraq in the medium term but contrast with the short-termism of current Iraqi decision making, which is pushing for a rapid ramp-up of oil production - reducing diversification to finance a large up-front spending program which is detached from a vision of how to diversify the economy. Iraq's oil revenue boom will not be able to meet the expectations placed upon it without a range of supporting policies. Iraq should aim towards adapting its economy to strong weight of oil, as opposed to complete insulation of the non-oil economy from it or dependence on it. To address the myriad links between Iraq's economic challenges, the report takes a sequential approach to the analysis. Chapter one presents an overview of the fiscal aspects of prospective developments in the energy sector, and an outline of major obstacles to growth in the non-oil economy. Chapter two, a relatively high-level and abstract economic model is developed to study the impact of various options for spending the oil revenue windfall on the non-oil economy. Chapter three, the opportunities for the development of the non-oil economy are set out in more detail along with recommended next steps in the World Bank support to the government of Iraq

Civil unrest over some 20 years and frequent drought in southern Mozambique, coupled with floods near the many waterways that transect the country (mainly east-west), have inhibited an agricultural transformation. Even so, Mozambique could be a regional breadbasket. The country has much potentially usable arable land, along with access to river water for irrigation in many agricultural production zones, particularly in central and northern Mozambique.     Abstract: The Mongolian economy has grown very rapidly following the discovery of significant mineral deposits. Large investments in the mining sector have led to increased capital inflows, resulting in cheap external funding for banks and rapid credit expansion. Loans to households increased at the staggering pace of 80 percent from 2010 to 2011, despite Mongolia's history of banking crises. Loans to Small and medium sized enterprises (SMEs) have increased by some 65 percent in the same year. Although over 78 percent of adult Mongolians have accounts at formal financial institutions and over 61 percent have debit cards - far exceeding the average in the East Asia and Pacific region - in many respects the legal and regulatory framework and enforcement have not kept pace with the expansion of lending. Some important segments of the financial sector, such as securities and insurance, are still lagging due to low consumer awareness and low levels of savings. A number of reforms have been introduced to expand the financial services market but it is clear that consumer protection and financial literacy need to be addressed in a more systematic way. This World Bank's diagnostic review provides a detailed assessment of the institutional, legal, and regulatory framework in three segments of the financial sector: banking, securities, and insurance.     Abstract: According to FinScope surveys in 2008 and 2014, the number of financially included adult Malawians grew from 45 percent to 49 percent, and the proportion of adults using formal banking services expanded from 19 percent to 27 percent. These significant improvements were achieved based on Malawi's Financial Sector Development Strategy for 2010-2015 that identified consumer protection and financial literacy as priorities in developing a financial sector that supports inclusive and sustainable growth. In 2012 the World Bank conducted a diagnostic review in Malawi that aimed to highlight the progress made, compare Malawi's legal and institutional frameworks with international benchmarks, and provide a series of concrete recommendations. Although key initial steps have been taken in financial consumer protection, especially at the institutional level, Malawi is still at an early stage of development in this area, based on international good practices. Jim Yong Kim, President of the World Bank Group, discusses that gender and equity is critical for sustainable economic development, as are good jobs for youth. He believes that along with the South African government, social inclusion and economic growth, especially in the private sector, are not mutually exclusive. The Bank is focused around this issue, and so the Bank needs to figure out a way to be the most effective organization in ending poverty and boosting prosperity. South Africa needed energy in order for the economy to grow and provide good jobs. The Bank is working with the government on many clean energy projects. Makhtar Diop, World Bank Vice President for Africa, joined Gordhan and Kim in answering questions. Issues included South Africa's infrastructure program, inclusive growth, new directions at the Bank, energy options, the euro crisis, mining, pension plans and other social infrastructure, the Bank's budget for Africa. SABER-Teachers is a core component of SABER (Systems Approach for Better Education Results), an initiative launched by the Human Development Network of the World Bank. SABER collects information about different education systems' policy domains, analyzes it to identify common challenges and promising solutions, and makes it widely available to inform countries' decisions on where and how to invest in order to improve education quality. SABER-Teachers collects data on ten core teacher policy areas to offer a comprehensive descriptive overview of the teacher policies that are in place in each participating education system. Data are collected in each participating education system by a specialized consultant using a questionnaire that ensures comparability of information across different education systems. Data collection focuses on the rules and regulations governing teacher management systems. This information is compiled in a comparative database where interested stakeholders can access detailed information organized along relevant categories that describe how different education systems manage their teacher force, as well as copies of supporting documents

    Abstract: Much of the world's built environment is found in urban areas, and cities are thought to be responsible for up to 70 percent of global greenhouse gas (GHG) emissions, and up to 80 percent of primary energy demand. Most of the energy consumed in the world fuels urban industry, powers urban homes and offices, and moves people within and between cities. This paper is about climate change mitigation in cities, and will primarily look at how local authorities can provide a higher quality of life for their citizens while at the same time achieving higher resource efficiency. It will also look at how climate change mitigation measures could help boost local employment and drive economic growth. The focus will be on buildings (residential, commercial, and office), public services infrastructure (water, sewage, solid waste management, and public lighting), and urban form. Other topics of interest in this respect, such as transport and industrial production will be discussed tangentially in relation to the other topics (e.g. urban form influences and is influenced by transport patterns and strategies)

    Abstract: Colombia has the seventh highest Gini coefficient of income inequality in the world. The Santos Administration is aware of this challenge and is taking important measures to reduce disparities. The government is also aspiring to join the OECD, which exhibits much lower income disparities, mainly as a result of effective policies of fiscal redistribution. In Colombia, meanwhile, direct taxes, indirect taxes, and monetary transfers hardly dent the high Gini coefficient. To reduce income inequality, Colombian policy makers could consider introducing a more progressive tax-transfer system. This paper ranks alternative inequality-reducing fiscal policy options based on their effectiveness. It argues that there are potentially important redistributive potential gains available from tax reforms if combined with good spending decisions. It presents an illustrative reform package that would be sufficient for Colombia to reach levels of inequality similar to Chile or Costa Rica in a fiscally neutral manner. Nonetheless, further analysis is needed to explore all available policy options and identify those best suited for Colombia

The aim of this technical note is to assess the level of access to finance in Mongolia, and especially for Micro, Small and Medium Enterprises (MSMEs), to identify key obstacles to improving access, and to provide recommendations to overcome these obstacles. The technical note is organized as follows. Section one provides a broad overview of the macroeconomic environment and is followed by section two on the status of access to finance in Mongolia. Section three discusses products and market segments. Section four examines the supply of financial services by analyzing the role of key market players. Section five examines the demand for financial services by drawing on enterprise surveys to assess firms perceptions of their access to finance, and analyzes financing conditions for MSMEs. Section six examines obstacles in the regulatory, supervisory framework, and financial infrastructure for access to finance. Section seven describes the main government programs related to access to finance. In conclusion, section eight provides policy recommendations for overcoming obstacles to enhancing access to finance

The region contains around 43 million inhabitants (0.6 percent of total world population) who generate around 0.25 percent of the world's Gross Domestic Product (GDP). While the region has successfully embarked on a regional integration agenda and has strong commercial links with the US, extra-regional trade-mainly with large fast-growing emerging economies-remains a challenge. Export performance is analyzed along three dimensions that, together, give a fairly comprehensive picture of competitiveness: 1) the composition, orientation and growth of the export basket; 2) the degree of export diversification across products and markets; and 3) the level of sophistication and quality of their main exports. This analysis allows exports dynamics at the different margins of trade (intensive, extensive, and quality) to be evaluated and individual countries' to be benchmarked with peers in the Central American region. The results of this report allow policy makers to identify key areas to explore in the overall discussion of export competitiveness in the Central American region. This paper relates to the literature on challenges and opportunities that trade liberalization can bring to the Central American region.     Abstract: Jobs provide higher earnings and better benefits as countries grow, but they are also a driver of development. Poverty falls as people work their way out of hardship and as jobs empowering women lead to greater investments in children. Efficiency increases as workers get better at what they do, as more productive jobs appear, and less productive ones disappear. Societies flourish as jobs bring together people from different ethnic and social backgrounds and provide alternatives to conflict. Jobs are thus more than a byproduct of economic growth. They are transformational ?they are what we earn, what we do, and even who we are. High unemployment and unmet job expectations among youth are the most immediate concerns. But in many developing countries, where farming and self-employment are prevalent and safety nets are modest are best, unemployment rates can be low. In these countries, growth is seldom jobless. Most of their poor work long hours but simply cannot make ends meet. And the violation of basic rights is not uncommon. Therefore, the number of jobs is not all that matters: jobs with high development payoffs are needed. Confronted with these challenges, policy makers ask difficult questions. Should countries build their development strategies around growth, or should they focus on jobs? Can entrepreneurship be fostered, especially among the many microenterprises in developing countries, or are entrepreneurs born? Are greater investments in education and training a prerequisite for employability, or can skills be built through jobs? In times of major crises and structural shifts, should jobs, not just workers, be protected? And is there a risk that policies supporting job creation in one country will come at the expense of jobs in other countries? The World Development Report 2013: Jobs offers answers to these and other difficult questions by looking at jobs as drivers of development?not as derived labor demand?and by considering all types of jobs?not just formal wage employment. The Report provides a framework that cuts across sectors and shows that the best policy responses vary across countries, depending on their levels of development, endowments, demography, and institutions.     Parallel Title: Silber, Jacques Relative Deprivation, Reference Groups and the Assessment of Standard of Living
    Abstract: This paper proposes two new indices of relative deprivation, derived from an extension of the concept of the generalized Gini for the measurement of distributional change. Population- and income-weighted relative deprivation indices are then defined and, using panel data from the Consortium of Household Panels for European Socio-Economic Research, this paper checks which of the various ways of defining individual deprivation best fits the answers given by individuals on the degree of their satisfaction with income. The analysis finds that the deprivation indices proposed are consistently and negatively correlated with income satisfaction as reported by respondents, that income weighted measures fit better than population weighted measures, and that this fit improves with countries that experienced deep institutional changes such as the transitional economies of Eastern Europe

    Abstract: This paper contributes new evidence from two large household surveys on the compliance of firms with severance pay regulations in Indonesia, and the extent to which changes in severance pay regulations could affect employment rigidity. Compliance appears to be low, as only one-third of workers entitled to severance pay report receiving it, and on average workers only collect 40 percent of the payment due to them. Eligible female and low-wage workers are least likely to report receiving payments. Widespread non-compliance is consistent with trends in employment rigidity, which remained essentially unchanged following the large increases in severance mandated by the 2003 law. These results suggest that workers may benefit from a compromise that relaxes severance pay regulations while improving enforcement of severance pay statutes, and possibly establishing a system of unemployment benefits

    Abstract: This study tests two opposing hypotheses about the impact of aid fragmentation on the practice of aid tying. In one, when a small number of donors dominate the aid market in a country, they may exploit their monopoly power by tying more aid to purchases from contractors based in their own countries. Alternatively, when donors have a larger share of the aid market, they may have stronger incentives to maximize the development impact of their aid by tying less of it. Empirical tests strongly and consistently support the latter hypothesis. The key finding - that higher donor aid shares are associated with less aid tying - is robust to recipient controls, donor fixed effects and instrumental variables estimation. When recipient countries are grouped by their scores on corruption perception indexes, higher shares of aid are significantly related to lower aid tying only in the less-corrupt sub-sample. This finding is consistent with the argument that aid tying can be an efficient response by donors when losses from corruption may rival or exceed losses from tying aid. When aid tying is more costly, as proxied by donor country size and income, it is less prevalent. Aid tying is lower in the Least Developed Countries, consistent with the OECD Development Assistance Committee's recommendation to its members
