    Kurzfassung: The Zia are a Keres-speaking pueblo tribe who live on the Jemez River, 35 miles northwest of Albuquerque, New Mexico. This collection of eight documents is about the Zia. The classic work is by Leslie White and was based on his fieldwork from 1928-1929 and return visits during the 1930s, 1940s and 1950s. He focused mostly on secret societies, including membership, recruitment, and ceremonies. Two of the documents are by Hoebel. The first is a brief account of Zia history and culture that was also published in the Handbook of North American Indians. The second is about Zia law. There is no private law. Clans and lineages have no role in the legal process. All cases are brought before the governor and a council comprised of the heads of secret societies. Lange has written a detailed account of the famous Green Corn Dance; Hawley et al. a nutritional study; Polese on the Zia sun symbol; and Stevenson on child birth. Much of the cultural data gathered for this period comes from the analysis and interpretation of a number of Icelandic sagas written primarily in the thirteenth century. The most comprehensive study of the social, economic, and political changes taking place in Medieval Iceland over a four hundred year period is The dynamics of medieval Iceland by Durrenberger. This study begins with the first Norse settlement in Iceland around 874 A.D. and ends with the incorporation of Iceland into the kingdom of Norway in 1264 A.D.     Kurzfassung: This collection of 7 documents is about the Bakairi, a Carib-speaking group living on Upper Xingu River in the state of Mato Grosso in south central Brazil. The German explorer Steinen wrote the earliest accounts of the Bakairi based on his one-month stay with them during his 1884 trip down the Xingu river and his travels among the tribes located along the Kulisehu River, in the Upper Xingu area in 1887. Abreu wrote an early account of Bakairi language, mythology, and religion based on 1892 Portuguese texts. Schmidt includes the history of the Bakairi subsequent to Steinen's expedition and up to the year 1927. During this period of time, numerous socio-political and cultural changes took place among the Bacairi. He describes three different Bacairi groups: the Eastern, Western, and Xinguanos. Altenfelder Silva describes the culture of the Bakairi Indians of Mato Grosso circa 1940 including their technology, kinship terminology, pantheon, ceremonies, shamanism, and the series of ritualistic seclusions, or uanki, that occur at intervals during the life cycle. Oberg's account is based on his fieldwork among the people living on the Government Indian Post on the Rio Paranatinga during June 1947. It should be noted that the information presented in this source, obtained primarily from informants, relates to an earlier period in Bacairi history (ca. 1907) when they lived on the Rio Kuliseu. Data presented pertain to settlement patterns, subsistence activities, house types, furniture, language, culture history and early European contacts, population, dress and personal ornaments, organization of labor, social organization, the life cycle, puberty rites, marriage, burial, shamanism, games, ceremonialism and mythology

    Kurzfassung: This collection of three documents about the Bagisu, all in English, covers a time span from the late nineteenth century to approximately 1989. The Bagisu or Gisu live on the western slopes of the now extinct volcano Mount Elgon in eastern Uganda. Lugisu (Masaba), the language of the Bagisu, is a Bantu language in the larger Niger-Congo group of languages. A concise summary of most major features of Bagisu ethnography from around the 1890s to 1954 can be found in LaFontaine. This is supplemented by Roscoe's earlier account of Bagisu ethnography that deals with information from the late nineteenth through the early twentieth centuries. While this latter document does contain some unique cultural data, LaFontaine questions the validity of some of Roscoe's information (e.g., the existence of cannibalism among the Bagisu). Heald's work on the Bagisu is based on the author's fieldwork in Central Bugisu from 1965-1969, and is a detailed study of the various ways in which violence is expressed in Bagisu society and the manner in which it is brought under control. This document presents data on the reputation and history of violence among the Bagisu, statistics on homicide, the association of violence with manhood and the expression of anger, the ordeal of circumcision, behavior and treatment of witches and thieves, hostility management in the community, and the establishment of vigilante groups and drinking companies to control violence

    Kurzfassung: This collection of 7 documents is about the Bakairi, a Carib-speaking group living on Upper Xingu River in the state of Mato Grosso in south central Brazil. The German explorer Steinen wrote the earliest accounts of the Bakairi based on his one-month stay with them during his 1884 trip down the Xingu river and his travels among the tribes located along the Kulisehu River, in the Upper Xingu area in 1887. Abreu wrote an early account of Bakairi language, mythology, and religion based on 1892 Portuguese texts. Schmidt includes the history of the Bakairi subsequent to Steinen's expedition and up to the year 1927. During this period of time, numerous socio-political and cultural changes took place among the Bacairi. He describes three different Bacairi groups: the Eastern, Western, and Xinguanos. Altenfelder Silva describes the culture of the Bakairi Indians of Mato Grosso circa 1940 including their technology, kinship terminology, pantheon, ceremonies, shamanism, and the series of ritualistic seclusions, or uanki, that occur at intervals during the life cycle. Oberg's account is based on his fieldwork among the people living on the Government Indian Post on the Rio Paranatinga during June 1947. It should be noted that the information presented in this source, obtained primarily from informants, relates to an earlier period in Bacairi history (ca. 1907) when they lived on the Rio Kuliseu. Data presented pertain to settlement patterns, subsistence activities, house types, furniture, language, culture history and early European contacts, population, dress and personal ornaments, organization of labor, social organization, the life cycle, puberty rites, marriage, burial, shamanism, games, ceremonialism and mythology

    Kurzfassung: This collection of three documents about the Bagisu, all in English, covers a time span from the late nineteenth century to approximately 1989. The Bagisu or Gisu live on the western slopes of the now extinct volcano Mount Elgon in eastern Uganda. Lugisu (Masaba), the language of the Bagisu, is a Bantu language in the larger Niger-Congo group of languages. A concise summary of most major features of Bagisu ethnography from around the 1890s to 1954 can be found in LaFontaine. This is supplemented by Roscoe's earlier account of Bagisu ethnography that deals with information from the late nineteenth through the early twentieth centuries. While this latter document does contain some unique cultural data, LaFontaine questions the validity of some of Roscoe's information (e.g., the existence of cannibalism among the Bagisu). Heald's work on the Bagisu is based on the author's fieldwork in Central Bugisu from 1965-1969, and is a detailed study of the various ways in which violence is expressed in Bagisu society and the manner in which it is brought under control. This document presents data on the reputation and history of violence among the Bagisu, statistics on homicide, the association of violence with manhood and the expression of anger, the ordeal of circumcision, behavior and treatment of witches and thieves, hostility management in the community, and the establishment of vigilante groups and drinking companies to control violence

    Kurzfassung: The Zia are a Keres-speaking pueblo tribe who live on the Jemez River, 35 miles northwest of Albuquerque, New Mexico. This collection of eight documents is about the Zia. The classic work is by Leslie White and was based on his fieldwork from 1928-1929 and return visits during the 1930s, 1940s and 1950s. He focused mostly on secret societies, including membership, recruitment, and ceremonies. Two of the documents are by Hoebel. The first is a brief account of Zia history and culture that was also published in the Handbook of North American Indians. The second is about Zia law. There is no private law. Clans and lineages have no role in the legal process. All cases are brought before the governor and a council comprised of the heads of secret societies. Lange has written a detailed account of the famous Green Corn Dance; Hawley et al. a nutritional study; Polese on the Zia sun symbol; and Stevenson on child birth. The bibliography of citations to works on Zia Pueblo is also taken from vol. 9 of the Handbook on North American Indians, Southwest

    Kurzfassung: This collection of three documents about the Bagisu, all in English, covers a time span from the late nineteenth century to approximately 1989. The Bagisu or Gisu live on the western slopes of the now extinct volcano Mount Elgon in eastern Uganda. Lugisu (Masaba), the language of the Bagisu, is a Bantu language in the larger Niger-Congo group of languages. A concise summary of most major features of Bagisu ethnography from around the 1890s to 1954 can be found in LaFontaine. This is supplemented by Roscoe's earlier account of Bagisu ethnography that deals with information from the late nineteenth through the early twentieth centuries. While this latter document does contain some unique cultural data, LaFontaine questions the validity of some of Roscoe's information (e.g., the existence of cannibalism among the Bagisu). Heald's work on the Bagisu is based on the author's fieldwork in Central Bugisu from 1965-1969, and is a detailed study of the various ways in which violence is expressed in Bagisu society and the manner in which it is brought under control. This document presents data on the reputation and history of violence among the Bagisu, statistics on homicide, the association of violence with manhood and the expression of anger, the ordeal of circumcision, behavior and treatment of witches and thieves, hostility management in the community, and the establishment of vigilante groups and drinking companies to control violence

By using an array of indicators, each of which represents an aspect of knowledge, as independent variables in cross-section regressions that span 92 countries for the period 1960 to 2000, they show that knowledge is a significant determinant of long-term economic growth. In particular, the authors find that the stock of human capital, the level of domestic innovation and technological adaptation, and the level of information and communications technologies (ICT) infrastructure all exert statistically significant positive effects on long-term economic growth. More specifically with regard to the growth effects of the human capital stock, they find that an increase of 20 percent in the average years of schooling of a population tends to increase the average annual economic growth by 0.15 percentage point. In terms of innovation, the authors find that a 20 percent increase in the annual number of USPTO patents granted is associated with an increase of 3.8 percentage points in annual economic growth. Lastly, when the ICT infrastructure, measured by the number of telephones per 1,000 persons, is increased by 20 percent, they find that annual economic growth tends to increase by 0.11 percentage point. Drawing on an example from Cali, Colombia, Hentschel describes a tool for such policy formulation at the local level a rapid city household survey. Although the survey uses pre-coded and closed- ended questions, it is contextual in the sense that it is tailor-made to social and economic conditions in Cali. The survey places particular emphasis on collecting key quantitative information, such as household welfare and service access, as well as qualitative information, such as service evaluations and population priorities. Combining the quantitative and qualitative data allows, for example, the mapping of population budget priorities or service satisfaction levels by welfare group. Rapid city household surveys could provide an important tool for the development of local social policies.     Kurzfassung: "Estache and Pinglo present a basic assessment of the financial performance of infrastructure service operators in developing countries. They rely on a new database of 120 companies put together to track the evolution of the cost of capital, the cost of equity, and the return of equity for electricity, water and sanitation, railways, and port operators in 32 developing countries distributed evenly across low-income, low-middle-income, and upper-middle-income countries. The authors show that between 1998 and 2002, the average cost of capital in developing countries varied from less than 11 percent to over 15 percent across regions and sectors, while the cost of equity varied from around 13 percent to over 22 percent. Low-middle-income countries have recovered relatively well from the East Asia crisis, while low-income and upper-middle-income countries have seen their situation deteriorate since the crisis. At the regional level, the main story is that East Asia is recovering quite well from its crisis, and that the financial performance of the operators in Africa and Latin America has deteriorated. Eastern Europe and South Asia are doing relatively better but show a large volatility of returns over time and within sectors. At the sector level, the railways and the energy sectors have seen their performance deteriorate significantly over the period, while the water and port sectors have done relatively better. In all sectors and regions, the average return to equity has been lower than the cost of equity since the Asian crisis. "Golden rice" has been genetically engineered to contain a higher level of vitamin A and thereby boost the health of poor people in developing countries. Anderson, Jackson, and Nielsen analyze the potential economic effects of adopting both types of innovation in Asia, including its impact on rice producers and other consumers. They do so using the global economywide computable general equilibrium model known as GTAP. The results suggest that farm productivity gains could be dwarfed by the welfare gains resulting from the potential health-enhancing attributes of golden rice which would boost the productivity of unskilled workers among Asia's poor.     Kurzfassung: "Until recently, there has been no systematic empirical assessment of the economic impact of the brain drain. Despite many case studies and anecdotal evidence, the main reason for this seems to be the lack of harmonized international data on migration by country of origin and education level. An exception is the paper by Carrington and Detragiache (1998), which provided skilled migration rates for 61 developing countries in 1990. This study relies on a set of tentative assumptions. For example, they transpose the skill structure of U.S. immigrants on the OECD total immigration stock. In this paper, Docquier and Marfouk provide new estimates of skilled workers' emigration rates for about 190 countries in 2000 and 170 countries in 1990, in both developing and industrial countries. Using various statistical sources, they revisit Carrington and Detragiache's measures by incorporating information on immigrants' educational attainment and country of origin from almost all OECD countries. The set of receiving countries is restricted to OECD nations. The authors' database covers 92.7 percent of the OECD immigration stock. In absolute terms, the authors show that the largest numbers of highly educated migrants are from Europe, Southern and Eastern Asia, and, to a lesser extent, from Central America. Nevertheless, as a proportion of the potential educated labor force, the highest brain drain rates are observed in the Caribbean, Central America, and Western and Eastern Africa. Repeating the exercise for 1990 and 2000 allows the authors to evaluate the changes in brain drain intensity. Western Africa, Eastern Africa, and Central America experienced a remarkable increase in the brain drain during the past decade. The database delivers information that is rich enough to assess the changes in the international distribution of migration rates, to test for the (push and pull) determinants per skill group, to evaluate the growth effects of migration on source and destination countries, and to estimate the relationships between migration, trade, foreign research and development, and remittances. Using an innovative grassroots and public awareness methodology, the initiative mobilized the local business community to bulldoze barriers by identifying concrete legislative changes and advocating for their adoption and implementation. By delivering fast results--50 reforms in 150 days--the initiative won the confidence of entrepreneurs and empowered them to institutionalize permanent grassroots reform committees. The force of this lobby group created political will by putting public pressure on the politicians to do their part to enact the reforms. Most important, it carried investment climate reform the last mile by delivering concrete, quantifiable results in all sectors of the economy. Over time, the initiative is establishing a dynamic of reform and public-private partnership that will facilitate the tackling of more complicated structural reforms. Complementing the systemic approach and framework reform efforts of governments and international agencies, competitiveness partnerships mobilize the local business community to catalog concrete problems across the full spectrum of investment climate concerns, pinpoint solutions, campaign for their adoption, and follow up on reform implementation. The author attempts to determine the applicability of competitiveness partnerships to different settings by modeling the interactions between several key success factors, thus providing a pertinent tool for development professionals, government officials, and private sector advocates who wish to establish a renewed implementation dynamic through this kind of results-oriented reform process. He shows that whether economic growth is considered pro-poor depends fundamentally on the choice of evaluative weights. In addition, the author's framework leads to a new indicator of the rate of pro-poor growth that can be interpreted as the equally distributed equivalent growth rate. This is a distribution-adjusted rate of growth that depends on the chosen level of inequality aversion. Illustrations based on data for Indonesia in the 1990s show a strong link between growth and poverty reduction in that country. A decomposition of the observed poverty outcomes reveals the extent to which changes in inequality have blunted the poverty impacts of both growth and contraction. Finally, the results also demonstrate that absolute and relative indicators of pro-poor growth can lead to conflicting conclusions from the same set of facts. Yet for an individual city attempting to tackle the problems of urban poverty, this level of aggregation is not sufficient for answering specific questions such as where the poor are located in the city, whether there are differences between poor areas, if access to services varies by subgroup, whether specific programs are reaching the poorest, and how to design effective poverty reduction programs and policies. Answering these questions is critical, particularly for large, sprawling cities with highly diverse populations and growing problems of urban poverty. Understanding urban poverty presents a set of issues distinct from general poverty analysis and thus may require additional tools and techniques. Baker and Schuler summarize the main issues in conducting urban poverty analysis, with a focus on presenting a sample of case studies from urban areas that were implemented by a number of different agencies using a range of analytical approaches for studying urban poverty. They find that Latin America lags behind the international norm in terms of infrastructure quantity and quality, and there is little evidence that the gap may be closing--except in the telecommunications sector. Furthermore, overall infrastructure investment has fallen, as a combined result of the retrenchment of public investment and the limited response of the private sector, which has been mostly confined to the telecommunications industry. However, there is considerable disparity across countries. On the whole the data show that the countries most successful in attracting large volumes of private investment (Bolivia, Chile, and Colombia) are precisely those where public investment has remained high. When banks efficiently mobilize and allocate funds, this lowers the cost of capital to firms, boosts capital formation, and stimulates productivity growth. So, weak governance of banks reverberates throughout the economy with negative ramifications for economic development. After reviewing the major governance concepts for corporations in general, the author discusses two special attributes of banks that make them special in practice: greater opaqueness than other industries and greater government regulation. These attributes weaken many traditional governance mechanisms. Next, he reviews emerging evidence on which government policies enhance the governance of banks and draws tentative policy lessons. In sum, existing work suggests that it is important to strengthen the ability and incentives of private investors to exert governance over banks rather than to rely excessively on government regulators. These conclusions, however, are particularly tentative because more research is needed on how legal, regulatory, and supervisory policies influence the governance of banks. Recent empirical research in the field has established that law matters. Mandatory disclosure requirements, insider trading laws, safeguards against self-dealing transactions, adequate regulatory powers, and simple laws that are easily enforced aid in the development of capital markets. The debate is now focused on identifying which components of securities laws matter most and on what the optimal regulatory framework for each country should be. Although public enforcement of securities laws is important, the author finds that the largest impact comes from aspects of the law that facilitate private enforcement. This means that the development of capital markets depends crucially on creating laws that facilitate enforcement and improving court procedures that allow for a more efficient dispute resolution. They find that wider trading domains drastically reduce landholder costs of complying with this regulation and result in environmentally preferable landscapes.     Kurzfassung: "Although Tanzania experienced relatively rapid growth in per capita GDP in the 1995-2001 period, household budget survey (HBS) data show only a modest and statistically insignificant decline in poverty between 1992 and 2001. To assess the likely trajectory of poverty rates over the course of the period, changes in poverty are simulated using unit-record HBS data and national accounts growth rates under varying assumptions for growth rates and inequality changes. To this end the projection approach of Datt and Walker (2002) is used along with an extension that is better suited to taking into account distributional changes observed between the two household surveys. The simulations suggest that following increases in poverty during the economic slowdown of the early 1990s, recent growth in Tanzania has brought a decline in poverty, particularly in urban areas. Unless recent growth is sustained, the country will not meet its 2015 Millennium Development Goal (MDG). Poverty reduction is on track in urban areas, but reaching the MDG target for bringing down poverty in rural areas, where most Tanzanians live, requires sustaining high growth in rural output per capita.     Kurzfassung: "Based on static analysis, a number of studies argue that forming a regional trade agreement is more likely to raise welfare if member countries are "natural trading partners," while other studies claim that the opposite is true. Schiff and Wang look at the argument from a dynamic viewpoint by examining the impact of North-South trade on technology diffusion and total factor productivity (TFP) in the South. Specifically, it examines the impact on TFP in the Republic of Korea, Mexico, and Poland of trade with Japan, Canada plus the United States (North America) and the European Union. Using industry-level data, they find that (1) technology diffusion and productivity gains tend to be regional: Korea benefits mainly from trade with Japan, Mexico with the United States, and Poland with the European Union; and (2) though these results suggest that the dynamic version of the "natural trading partners" hypothesis holds for all three countries, careful analysis shows that it holds for Korea and Mexico but not necessarily for Poland.     Kurzfassung: "De Walque studies the long-term impact of genocide during the period of the Khmer Rouge (1975-79) in Cambodia and contributes to the literature on the economic analysis of conflict. Using mortality data for siblings from the Cambodia Demographic and Health Survey in 2000, he shows that excess mortality was extremely high and heavily concentrated during 1974-80. Adult males had been the most likely to die, indicating that violent death played a major role. Individuals with an urban or educated background were more likely to die. Infant mortality was also at very high levels during the period, and disability rates from landmines or other weapons were high for males who, given their birth cohort, were exposed to this risk. The very high and selective mortality had a major impact on the population structure of Cambodia. Fertility and marriage rates were very low under the Khmer Rouge but rebounded immediately after the regime's collapse. Because of the shortage of eligible males, the age and education differences between partners tended to decline. The period had a lasting impact on the educational attainment of the population. The education system collapsed during the period, so individuals--especially males--who were of schooling age during this interval had a lower educational attainment than the preceding and subsequent birth cohorts.     Kurzfassung: "Klinger and Lederman use disaggregated export data to explore the relationship between economic discovery and economic development. They find that discoveries, or episodes, when countries begin exporting a new product are not limited to so-called 'dynamic' industries. Rather, they also occur in traditional sectors such as agriculture. In addition, the data suggest discovery is a component of the stages of productive diversification that occur with development, following a consistent pattern--discovery activity peaks at the lower-middle income level and then declines. Based on this pattern, the authors show that discovery in the 1990s occurred with a higher than expected frequency in Eastern Europe and Central Asia, and lower than expected frequency in Sub-Saharan Africa. Discovery is not found to be a product of structural transformation based on changing factor endowments across income levels. Beyond export growth, population, and development, there are no significant and positive relationships between the expected drivers of entrepreneurship and the frequency of discovery. Combined with the finding that higher absorptive capacity and lower barriers to entry are associated with a reduction in discovery, this suggests that market failures arising from imitation and free-riding may be inhibiting the emergence of new export products in developing countries.
