    Abstract: Food safety hazards are increasingly being recognized as a major public health problem worldwide, yetamong developing countries, there is limited understanding of the wider-ranging socio-economic costs ofunsafe food and the benefits of remedial or preventative measures. This limited evidence base has led manycountries to underinvest in food safety, or invest inefficiently in reaction to serious outbreaks of foodborneillness, other food scares, or trade interruptions. For many countries experiencing rapid urbanization anddietary changes, the growing complexity of food safety hazards is outpacing if not overwhelming prevailingfood safety management capacity-both in government and in supply chains.This report strengthens the economic case for increased public investment and other policy attention onfood safety in developing countries. It is directed primarily at policy-makers, although researchers,development practitioners and food safety specialists will also find its content of value. By synthesizing andinterpreting the available evidence on the economic costs of unsafe food in relation to both domesticmarkets and trade, the report positions food safety as an integral part of economic development and foodsystem modernization. It goes on to provide guidance on ways in which public policy and investment canimprove food safety awareness and behavior from farm to fork

    Abstract: Vietnamese agriculture has experienced remarkable growth over the past twenty years. Today, however, Vietnamese agriculture is edging toward the limits of a growth model rooted more in the intensification of production systems featuring heavy use of labor, chemicals, and natural resources than in efficiency or value addition gains. Agricultural growth is decelerating and Vietnam's competitiveness as a provider of bulk, undifferentiated commodities is flagging as the agricultural sector faces rising competition for labor, land, and other resources. The environmental fallout from intensification has also begun to adversely impact productivity and the position of Vietnam's commodities in international markets. If it is to fulfill its ambitions and remain a motor of economic development, Vietnam's agriculture will need to start producing More from Less. In this regard, tackling agricultural pollution represents a key challenge for Vietnam. Pollution has started to take a toll on the sector's own resource base, potentially impacting soil fertility and yields, the effectiveness of chemicals in combating pests and disease, farmer health and productivity, environmental health, and the safety of food. Growing evidence and public concern about pollution have led the Vietnamese government to adopt a new outlook and to take measures to address the problem. The research upon which this summary report is based represents the first attempt to assemble existing evidence on the nature and magnitude of agricultural pollution in Vietnam, looking across the livestock, aquaculture, and crops subsectors. It is also an attempt to shed light on the socioeconomic impacts and drivers of agricultural pollution, including the shortcomings of existing policies and programs to reign in the problem

    Abstract: The relative prosperity enjoyed by Uganda during the 1960s, based largely on the traditional exports of coffee, tea, cotton, and tobacco, was eroded by a devastating civil war over the period 1971 to 1985. The paper is based upon interviews with selected respondents, including government authorities, exporting companies, donors, and practitioner organizations, carried out in 2007 and 2008. The paper is divided into four sections. Section one provides a brief historical perspective on the emergence of the Ugandan fruit and vegetable export industry and examines the role played by different government and donor initiatives in the initial shaping of the sector, between the late 1980s and late 1990s. Section two highlights the strategic commercial approaches adopted by Ugandan exporting companies and farmers during the 2000s in response to past performance and in the face of evolving regulatory and market requirements, especially in the European Union. Section three examines the rationale for, means of support of, and apparent efficacy of a range of recent programs seeking to improve or sustain the competitiveness of Uganda's fruit and vegetable exports via improved compliance with regulatory or private standards. Lessons are drawn from this experience. Section four provides a brief set of general conclusions

    Abstract: This paper provides the results of an international survey of practitioners with experience in facilitating the participation of African smallholder farmers in supply chains for higher-value and/or differentiated agricultural products. It explores their perceptions about the constraints inhibiting and the impacts associated with this supply chain participation. It also examines their perceptions about the factors affecting the success of project and policy interventions in this area, about how this success is and should be measured, and about the appropriate roles for national governments, the private sector, and development assistance entities in facilitating smallholder gains in this area. The results confirm a growing 'consensus' about institutional roles, yet suggest some ambiguity regarding the impacts of smallholder participation in higher-value supply chains and the appropriateness of the indicators most commonly used to gauge such impacts. The results also suggest a need to strengthen knowledge about both the 'old' and 'new' sets of constraints (and solutions) related to remunerative smallholder inclusion, in the form of the rising role of standards alongside more long-standing concerns about infrastructure and logistical links to markets

    Abstract: Across Asia, cities are contending with a wide range of food-related issues but most lack a dedicated or coherent set of food policies. For most cities in Asia, food has been a policy and governance blind spot, while national food policy has distinctly lacked an urban perspective. Arguing that food system outcomes are central to the topmost priorities of Asian cities, RICH Food, Smart City calls for cities of all sizes to 'get smart to get RICH'-that is, to pursue food policies that foster reliable, inclusive, competitive, and healthy ('RICH') food systems, better aligned with cities' contemporary challenges and aspirations. Based on the first systematic survey of urban food policies in 170 Asian cities in 21 countries, RICH Food, Smart City finds that only 8 percent of surveyed cities are 'food-smart' and intervene in the food system in ways that are forward-looking, holistic, and inclusive. Nearly three-fourths are either at an early stage of effective engagement or fully in reactive mode, responding to problems as they emerge. Even before the COVID-19 crisis, the need for coherent multisectoral strategies and coordinated action was becoming apparent. The pandemic has now drawn attention to the essential functions of urban food supply chains and businesses and further exposed the vulnerability of urban populations to food insecurity, zoonosis, and foodborne disease. But the crisis has also shown us the potential of the food economy, through its displays of resilience coming from informal marketing channels and budding e-commerce networks and capacities. Rich Food, Smart City illustrates how Asian cities and urban leaders can take on vital food system issues, including food security, diet quality, environmental sustainability, and climate neutrality; and how building RICH food systems can help cities pursue their goals. The book will be of interest to urban planners, policy makers and leaders at the city and national levels, as well as to food system and development practitioners, and others interested in urban food policy and governance
