    Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: Growing up in socio-economic disadvantage has important and long-lasting effects on children’s lives. Children from disadvantaged households often fall behind in many areas of well-being and development, with effects that continue to limit their opportunities and outcomes – including their health and labour market outcomes – long after they reach adulthood. Drawing on Europe-wide survey data from 27 countries, this paper explores how childhood socio-economic disadvantage affects later adult labour market and health outcomes, and evaluates the country-level GDP-equivalent cost of childhood disadvantage due to lost employment, lost earnings, and lost health, as well as the costs of lost government revenue and benefit spending. Results point to large costs for societies from childhood socio-economic disadvantage, totalling on average the equivalent of 3.4% of GDP annually.

    Abstract: During COVID-19 lockdowns it became visible that migrants are often important in sectors that are crucial for the functioning of everyday life. Informed by this experience, this note provides an assessment of the role of foreign-born workers in essential services (referred to as migrant key workers) at regional level for 31 European countries. It examines the share of migrant key workers in regional labour markets, their importance in jobs with different skill requirements, and differences between EU and non-EU migrants. Migrants play a crucial role in health care, where 23% of doctors and 14% of nurses are foreign-born. In cities such as London or Brussels, around half of all doctors and nurses are migrants. Overall, capital regions have the highest share of migrant key workers (20%). Similarly, cities rely more on migrant key workers than other areas, especially in low-skilled occupations where migrants make up 25% of workers.

    Abstract: Quality improvement initiatives take many forms, from the creation of standards for health professionals, health technologies and health facilities, to audit and feedback, and from fostering a patient safety culture to public reporting and paying for quality. For policymakers who struggle to decide which initiatives to prioritise for investment, understanding the potential of different quality strategies in their unique settings is key. This volume, developed by the Observatory together with OECD, provides an overall conceptual framework for understanding and applying strategies aimed at improving quality of care. Crucially, it summarizes available evidence on different quality strategies and provides recommendations for their implementation. Quality of care is a political priority and an important contributor to population health.     Abstract: Als im November 1989 die Mauer fiel, begann ein Großexperiment kontinentalen Ausmaßes: Die ehemaligen Staaten des "Ostblocks" wurden binnen kurzer Zeit auf eine neoliberale Ordnung getrimmt und dem Regime der Privatisierung und Liberalisierung unterworfen. Philipp Ther war vor Ort, als die Menschen damals in Prag auf die Straße gingen, später lebte er mehrere Jahre in Tschechien, Polen und der Ukraine. In diesem Buch legt er eine umfassende zeithistorische Analyse der neuen Ordnung auf dem alten Kontinent vor - und zwar erstmals in gesamteuropäischer Perspektive. Angereichert durch persönliche Erfahrungen, rekapituliert Ther den Verlauf der "verhandelten Revolutionen". Er zeigt, dass der Umbau der mittel- und osteuropäischen Ökonomien auch auf Länder im Westen zurückwirkte, die Arbeitsmarktreformen der rot-grünen Bundesregierung interpretiert er zum Beispiel als "nachholende Modernisierung"

    Abstract: The first years of life lay the foundations for a child’s future development and learning. Many countries have increased their financial support for provision of early childhood education and care (ECEC) over the past years. More recently, the focus of debate has been shifting from expanding access to affordable ECEC to enhancing its quality. A growing body of research suggests that the magnitude of the benefits for children will depend on the level of quality of early childhood services, with especially strong evidence in the case of disadvantaged children. In light of budgetary constraints, policy makers require the latest knowledge base of the quality dimensions that are most important for ensuring children's development and early learning. However, current research is often narrow in focus or limited to programme-level or national-level conclusions. This book expands the knowledge base on this topic. It draws lessons from a cross-national literature review and meta-analysis of the relationship between early childhood education and care structure (e.g. child-staff ratios, staff training and qualifications), process quality (i.e. the quality of staff-child interactions and developmental activities), and links to child development and learning. This report concludes with key insights, as well as avenues for further research. It was co-funded by the European Union.

    Abstract: Migration flows are profoundly changing the composition of classrooms. Results from the OECD Programme for International Student Assessment (PISA) reveal that in 2015, almost one in four 15-year-old students in OECD countries reported that they were either foreign-born or had at least one foreign-born parent. Between 2003 and 2015, the share of students who had either migrated or who had a parent who had migrated across international borders grew by six percentage points, on average across OECD countries. The Resilience of Students with an Immigrant Background: Factors that Shape Well-being reveals some of the difficulties students with an immigrant background encounter and where they receive the support they need. The report provides an in-depth analysis of the risk and protective factors that can undermine or promote the resilience of immigrant students. It explores the role that education systems, schools and teachers can play in helping these students integrate into their communities, overcome adversity, and build their academic, social, emotional and motivational resilience.

    Abstract: Flucht und Integration gehören zu den beherrschenden Themen der Gegenwart. Sie sind ein maßgeblicher Grund für den Aufstieg rechtspopulistischer Parteien und drohen, die EU zu spalten. Ein Blick in die Tiefen der Geschichte relativiert allerdings die "Flüchtlingskrise" des Jahres 2015. Seit 1492 die sephardischen Juden von der iberischen Halbinsel vertrieben wurden, ist Europa immer ein Kontinent der Flüchtlinge gewesen. Philipp Ther geht den Gründen der Flucht nach: religiöser Intoleranz, radikalem Nationalismus und politischer Verfolgung. Anhand von Lebensgeschichten veranschaulicht er die Not auf der Flucht, identifiziert Faktoren für gelingende Integration und erörtert das wiederholte Versagen der internationalen Politik sowie die Lehren, die daraus etwa in der Genfer Flüchtlingskonvention von 1951 gezogen wurden. Der Humanitarismus ist, wie Ther zeigt, in der Flüchtlingspolitik stets brüchig gewesen. Doch auch wenn heute einmal mehr die Angst vor einem Scheitern der Integration dominiert, haben die Zielländer fast immer von der Aufnahme von Flüchtlingen profitiert. Das belegt insbesondere die deutsche Nachkriegsgeschichte, als gerade die junge Bundesrepublik zu einem Flüchtlingsland wurde

Angereichert durch persönliche Erfahrungen, rekapituliert Ther den Verlauf der "verhandelten Revolutionen".     Abstract: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

Cette publication contient le document approuvé par les Ministres ainsi qu’un rapport qui a servi de support au débat ministériel de Moscou et qui fait le point sur l’évolution des échanges Europe-Asie et leurs conséquences sur les transports. Dans cette publication sont également reproduits le texte du plan d’action approuvé par ces mêmes Ministres afin de faciliter le transport intermodal entre l’Europe et l’Asie ainsi que les conclusions d’un séminaire organisé précédemment à Kiev sur « L’intermodalité Europe-Asie : pertinence et potentiels».

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: Au cours des dernières années, le transport intercontinental a connu une véritable révolution : l’expansion considérable de la conteneurisation, le développement des mégatransporteurs, des navires porte-conteneurs toujours plus gros et la massification des flux en sont autant de signes tangibles. Ces changements se sont traduits par un abaissement considérable des coûts du transport maritime qui a rendu les pays lointains beaucoup plus accessibles. Le transport terrestre est donc souvent devenu le maillon le plus onéreux de la chaîne de transport en trafic international, d'où la pression croissante des armateurs pour contrôler ce secteur d'activité. Sur terre, la route reste dominante, mais face à la congestion des infrastructures, le rail et la voie d’eau peuvent jouer un rôle. Dans quelles conditions ces deux derniers modes peuvent-ils prendre une part plus importante dans les transports terrestres ? Il faut savoir que faute d'un réseau spécifiquement dédié au fret, le rail ne peut pas vraiment être compétitif tandis que la navigation fluviale ne pourra jouer un rôle significatif que si elle parvient à diminuer ses coûts de transbordement. Une plus grande concurrence au sein de ces deux modes de transport ne pourrait-elle engendrer des gains de productivité et de qualité de service ? La Table Ronde a permis d'aborder l’ensemble des questions relatives à la compétitivité des modes de transport terrestre en dégageant des lignes directrices pour l’action des pouvoirs publics en matière de desserte des ports maritimes.

    Abstract: This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another.     Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: For some years now, short sea shipping (SSS) has benefited from a number of government initiatives aimed at promoting its development. The aim has been to promote a more balanced modal split in transport in Europe while also reducing the impact of transport on the environment, ensuring greater European cohesion and promoting a sustainable transport system. Up to now, SSS has aroused interest at policy level mainly as an alternative to road transport, the predominant mode in Europe. Yet, is SSS only an alternative to road transport?     Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: Environmental impact assessments are an essential component of making decisions on transport infrastructure investments. Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation. Strategic environmental assessment has emerged in response, to address large scale effects including impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions as opposed simply to individual projects. This report examines recent experience in developing environmental assessment internationally and makes recommendations on maximising the effectiveness of this new tool.

    Abstract: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America. Three complementary issues are addressed to help make pragmatic recommendations:- What are the effects of scrapping schemes on the car market and the national economy?- What are the effects of these programmes on the environment?- And can scrappage schemes be useful in former socialist countries?

    Abstract: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Der Film gibt Einblicke in den Arbeitsalltag des Senn und seiner Gehilfen auf der Alpe Ornach oberhalb von Bolsterlang im Allgäu im Jahre 1975. Neben den mit der Viehhaltung verbundenen Tätigkeiten bestehen ihre Hauptaufgaben im Buttern und Käsen. Der mit der Alpbewirtschaftung verbundene Aspekt des Landschaftsschutzes wird ausführlich erläutert. Vergleichende Aufnahmen aus dem Jahre 1996 zeigen, was sich in den vergangenen zwanzig Jahren in der Region und auf der Alpe geändert hat. Der Tourismus hat erheblich zugenommen und bei der Alparbeit, früher reine Männersache, hilft mittlerweile die Frau des Senn mit. Europaweit vereinheitlichte Regelungen für die Landwirtschaft aber - insbesondere in Bezug auf die Milchhygiene - machen die Arbeit auf der Alpe zunehmend unrentabler, so daß die Zukunft der Almwirtschaft im Allgäu in Frage gestellt ist.
    Abstract: The film provides insights into the working day routine of the Alpine dairyman and his helpers on the Ornach Alp (Alpine pasture) above Bolsterland in the Allgäu in 1975. Besides the activities connected with animal husbandry, making butter and cheese are their main tasks. The aspect of landscape protection that is linked to alpine dairy farming is discussed in detail. Comparative pictures from 1996 show what has changed in the region and on the Alp in the last 20 years. Tourism has substantially increased, and the Alpine dairyman's wife now helps in the alpine farm work, which was strictly men's business in the past. Throughout Europe, the standardised regulations for agriculture - but in particular those treating milk hygiene - are making the work on the Alp increasingly less profitable. Thus, the future of Alpine farming in the Allgäu is jeopardised.

Internalisation aims to create incentives to reduce these external costs by factoring them into markets. This report summarises the theoretical and practical dimensions to internalisation; reviews recent estimates of external costs; explores the mix of policies that might be used to promote internalisation successfully; and estimates the size of incentives required in monetary terms.

    Abstract: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

Besuche im Kindergarten und bei einer Familie dokumentieren die lebendige Zweisprachigkeit, ebenso Äußerungen von Dorfbewohnern, die über die Handwerkstradition, aber auch von Verschleppungsschicksalen der Nachkriegszeit berichten. Karfreitags- und Auferstehungsprozession zeigen die Volksfrömmigkeit, eine Hochzeitsfeier und ein Wirtshausbesuch das Dorfleben mit deutschen Liedern, Musik und Tanz. Die Frage nach der Zukunft findet neben einer vorsichtigen Tourismusorientierung ihre Antwort aus dem Munde eines Bewohners: "Wenn sie bleiben und zusammenhalten...".

Bei Veranstaltungen wie dem Kirchweihfest oder beim winterlichen Schweineschlachten wird der Zusammenhalt der Dorfgemeinde unmittelbar augenfällig.

    Abstract: In dem Überschwemmungsgebiet der Theiß - auf einer Länge von ungefähr 100 Kilometern - in der großen ungarischen Tiefebene lebten in den vergangenen Jahrzehnten mehrere Roma-Gemeinschaften auch davon, daß sie aus den Bäumen des Waldes Holztröge, Werkzeuge, ja sogar Einbäume schnitzten. In dem Gebiet von Poroszló fällen sie Pappeln und stellen aus ihnen Tröge her, in Tiszafüred Holzlöffel. Sie arbeiten mit Zimmermannswerkzeugen. In ihren Arbeiten vermischen sich die Kunstgriffe des Holzhandwerks von professionellen Handwerkern und von Bastlern.
    Abstract: In the flood area of the Theiss - at a length of about 100 kilometres - in the Great Plain of Hungary several Rroma groups, in the past decades, earned their living also by making throughs, tools, even dugouts, from tree trunks. In the region Poroszló they cut down poplars in the forest and hollow out troughs, at Tiszafüred they carve ladles. They use carpenter's tools. Their techniques are a mixture of professional and amateur methods.

    Abstract: Drei Männer der Handwerkerfamilie Pantelakis aus Pyrgos demonstrieren an einer Hauswand die Technik der Kratzputzmalerei (Xista). Weiße Kalkfarbe wird auf den noch feuchten Putz aufgetragen und gleichmäßig verstrichen. Bevor Farbe und Putz trocknen, wird mit Hilfe von Gabeln und Nägeln durch die Kalkschicht hindurch die Oberfläche des Putzes an vorgezeichneten Stellen abgekratzt. Zurück bleibt eine schwarzweiß ornamentierte Fläche.
    Abstract: Three men from Pyrgos, members of the Pantelakis craftsmen family, demonstrate the technique of sgraffito (Xista) on the wall of a house. Whitewash is spread on the moist plaster and brushed evenly over the surface. Before whitewash and plaster dry, the plaster surface, with forks and nails, is scratched through the whitewash in marked places. The result is a black and white ornament on the wall.

    Abstract: The game "Fox and Hen", which requires the faculty of combinatorial thinking, is known in St. Magdalena (Gsies Valley) from time immemorial. The square board and the 22 wooden pieces are manufactured by the people themselves. Holes are made in the board so that the game may be played even in the open air, on an uneven ground.

    Abstract: An den Vorabenden des Nikolaustages geht eine Gruppe bestehend aus dem hl. Nikolaus, einer zweiten Nikolausfigur, einer Figur mit Tierkopfmaske (dem Klausenbigger) und einer Figur in Fellgewand (dem Rubelz) von Haus zu Haus. Der hl. Nikolaus sagt einen Spruch auf, der Nikolausbegleiter beschenkt die Kinder und der Rubelz droht ihnen. Der Klausenbigger hat keine aktive Funktion.
    Abstract: On the eve of St. Nicholas day (December 6th) a group of mummed young men goes from house to house. The group consists of St. Nicholas, a second Nicholas figure, a figure with an animal mask (the Klausenbigger, which lent the custom its name), and a figure with fur clothing, the so-called Rubelz. In the individual houses parents and children await together the group's visit. Saint Nicholas utters a rhymed saying and then checks to see if the children have learned their prayers and songs. St. Nicholas' companion gives the children sweets, apples, and nuts and leave a switch behind. The Rubelz threatens to tie disobedient children onto his chain. During the visit the Klausenbigger has no active function. In the end, the four masked figures visit a restaurant.

Wesentliche Phasen des Brauchs: Ankunft der Reiter, Sammlung, Prozession durch die Stadt und die angrenzenden Felder, Wettersegen am Altar, Rückkehr in die Basilika.
    Abstract: The film is a comprehensive documentation of the so-called "blood riders" ceremonial procession which is held on the first friday of the Crist's Ascension. The film explains the meaning of the ceremony and describes all details: the preparation, the assembly of the horsemen, the procession around the fields when the holy-blood relic is carried along, prayer for favourable wheather and finally the return to the cathedral.

    Abstract: The film shows a custom during carneval season which occurs quadrannually under participation of the male population of the village. It depicts the events the day before and the main day of performance that is thursday before carneval sunday. The performance takes place on the market square, on the streets, and in the courtbuilding.
