    Abstract: Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages – embedded in specialised firms, skilled labour and innovation capacity – remain a significant source of productivity gain for firms, even for the largest multinational enterprises. A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs. This report looks at how different regions are responding to these challenges and the strategies they have adopted to support existing competitive advantages and to transform their assets to develop new competitive strengths.

    Abstract: Cutting red tape and improving business conditions have become a priority in OECD countries. This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.

    Abstract: Interest in nuclear energy continues to grow in many countries as a means to ensure security of energy supply and to limit greenhouse gas emissions from the power sector. In this context, recyclable materials constitute an asset for broadening the resource base for nuclear fuel supply, especially in medium- and long-term perspectives. This report provides an overview of recyclable fissile and fertile materials inventories which can be reused as nuclear fuel. It reviews the options available for managing those materials, through recycling and/or disposal. The potential energetic value of recyclable materials is assessed, taking into account the variability of retrievable energy contents of various materials according to technology and strategy choices made by the owners of the materials. The analyses contained in this report will be of particular interest to energy policy makers and to nuclear fuel cycle experts.     Abstract: No More Failures challenges the assumption that there will always be failures and dropouts, those who can’t or won’t make it in school. In fact, initiatives in many countries demonstrate that it is possible to successfully tackle school failure and dropout rates – and to reduce the huge social cost of adults without basic skills. This book offers a valuable comparative perspective on how different countries have handled equity in education. Among the issues it explores are tracking, streaming and academic selection; school choice; secondary education structures and second chance programmes; grade repetition; links between school and home; early childhood education; resource allocation; targets for equity; and the special needs of migrants and minorities. The book identifies three key areas for delivering equity in education (the design of education systems, classroom practices and resourcing) and proposes ten concrete policy measures, backed by evidence, on how to reduce school failure and dropout rates.

    Abstract: Education is vital for economic success, both at the national and the individual level. But education also has significant social effects. This report is OECD’s first attempt to gather and synthesise developments in measuring these social effects. The report focuses on two broad areas: health, and civic and social engagement. In general, better educated people are healthier, and take more part in civic activities. Why should this be so? This publication draws on findings from 13 OECD countries (Austria, Flemish Belgium, Canada, Japan, Luxembourg, the Netherlands, New Zealand, Norway, South Korea, Sweden, Switzerland, the United Kingdom [England and Scotland] and the United States) to provide new models and insights into these important contemporary issues.

    Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

Particularmente para las universidades más antiguas o que poseen un marcado perfil investigador, y que se concentran más en su reputación y en la búsqueda del conocimiento, sin considerar su entorno más cercano. Sin embargo, las políticas públicas al respecto han empezado a cambiar. La posición nacional e internacional y el compromiso regional de las instituciones de educación superior ahora son considerados como complementos y existe un nuevo enfoque en la competitividad regional asociada a ellas y en los sistemas de innovación regional. Se espera que las instituciones de educación superior se comprometan con otros actores en la región, incluyendo a las empresas privadas y a los pequeños negocios. Asimismo, deben ofrecer oportunidades de educación continua y contribuir al desarrollo de empleos basados en el conocimiento, los cuales permitirán a los graduados encontrar empleos locales y permanecer en sus comunidades. ¿Cómo pueden las instituciones de educación superior enfrentarse a este reto? La presente publicación explora un amplio abanico de medidas de políticas y reformas institucionales. A través de un extenso estudio de 14 regiones a través de 12 países, así como de estudios regionales de la OECD, se considera el compromiso regional de las instituciones de educación superior con respecto a la enseñanza, la investigación y los servicios a la comunidad.     Abstract: Infrastructure systems play a vital role in economic and social development. Demand for infrastructure is set to continue to expand significantly in the decades ahead, driven by major factors of change such as global economic growth, technological progress, climate change, urbanisation and growing congestion. However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Abstract: Our climate is changing. Less certain, however, is the timing and magnitude of climate change, and the cost of transition to a low-carbon world. This book identifies how climate change policy uncertainty may affect investment behaviour in the power sector. For power companies, where capital stock is intensive and long-lived, those risks rank among the biggest and can create an incentive to delay investment. Our analysis results show that the risk premiums of climate change uncertainty can add 40% of construction costs of the plant for power investors, and 10% of price surcharges for the electricity end-users. Climate Policy Uncertainty and Investment Risk tells what can be done in policy design to reduce these costs.

    Abstract: To meet future energy demand growth and replace older or inefficient units, a large number of fossil fuel-fired plants will need to bebuilt worldwide in the next decade. Yet CO2 emissions from fossil-fired power generation are a major contributor to climate change. As a result, new plants must be designed and operated at highest efficiency. The case studies in this report respond to a request to the IEA from the G8 Summit in July 2005 to illustrate the degree of efficiency now achieved in modern plants in different parts of the world using various grades of fossil fuels. The plants were selected from different geographical areas, because local factors influence attainable efficiency. The results of these analyses show that the technologies for high efficiency (low CO2 emissions) and very low conventional pollutant emissions (particulates, SO2, NOx) from fossil fuel-fired power generation are available now through PCC, IGCC or NGCC at a commercially acceptable cost.

    Abstract: In the deep disposal of radioactive waste, the presence of several barriers serving complementary safety functions enhances confidence that the waste will be isolated and contained to protect human health and the environment. The barriers include the natural geological barrier and the engineered barrier system (EBS). The EBS itself may comprise a variety of sub-systems or components, such as the waste form, container, buffer, backfill, seals and plugs. These proceedings include the main findings and presented papers from the third NEA-EC workshop on engineered barrier systems, which focused on the role of EBS modelling in the safety case for deep disposal. The workshop examined the modelling tools currently available and identified complex areas of assessment in which further dialogue is needed.

    Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: Of all government activities, public procurement is most vulnerable to corruption. In OECD countries, bribery by international firms is more pervasive in public procurement than in utilities, taxation, or judiciary. Most international efforts to fight corruption have focused exclusively on the bidding process. But this is only the tip of the iceberg. Recent corruption scandals have spotlighted grey areas throughout the whole public procurement cycle, including in needs assessment and contract management. Reform efforts have also often neglected exceptions to competitive procedures such as emergency contracting and defence procurement. This book offers practical insights into how the profession of procurement is evolving to cope with the growing demand for integrity, drawing on the experience of procurement practitioners as well as audit, competition and anti-corruption specialists. It provides, for the first time, a comparative overview of practices meant to enhance integrity throughout the whole procurement cycle, with examples from both OECD and non-OECD countries.

    Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

    Abstract: Declining fish stocks and expanding fishing fleets have combined with growing competition from aquaculture to put increased pressure on the fishing sector to adjust the size and nature of its operations in many countries. In some fishing communities, almost sixty percent of jobs are linked to fishing and in many coastal areas there are few alternative employment opportunities for fishers. This conference proceedings analyses the social issues and policy challenges that arise from fisheries adjustment policies, and how OECD member countries are meeting those challenges.

    Abstract: This paper examines how uncertainty regarding future mortality and life expectancy outcomes, i.e. longevity risk, affects employer-provided defined benefit (DB) private pension plans liabilities. For this purpose, it examines the different approaches that private pension plans follow in practice when incorporating longevity risk in their actuarial calculations. Unfortunately, most pension funds do not fully account for future improvements in mortality and life expectancy. The paper then presents estimations of the range of increase in the net present value of annuity payments for a theoretical DB pension fund. Finally, the paper discusses several policy issues on how to deal with longevity risk emphasising the need for a common approach. In this regard, it argues, following Antolin (2007), that to assess uncertainty and associated risks adequately, a stochastic approach to model mortality and life expectancy is preferable because it permits to attach probabilities to different forecasts.

    Abstract: Les entreprises en position dominante peuvent utiliser diverses stratégies en vue d’éliminer ou de dissuader la concurrence, notamment les baisses de prix illicites, également appelées « prix d’éviction ». Cette stratégie suppose une volonté d’absorber à court terme des pertes qui ne se justifient que par les bénéfices plus importants qui en découleront à plus long terme, une fois les concurrents mis au pas ou éliminés. Malgré les dispositions différentes existant d’un pays à l’autre, les débats de la Table ronde organisée par le Comité de la concurrence en octobre 2004 ont rapidement mis en évidence une quasi unanimité de vue sur le fait que le droit de la concurrence est destiné à protéger et à promouvoir la concurrence plutôt que les concurrents. En ce qui concerne les méthodes de détection des prix d’éviction, notamment les tests prix/coûts, les positions ont été plus diverses car les indicateurs de coûts qu’il convient d’utiliser diffèrent selon les situations. Les pays membres ont largement admis qu’il faut notamment examiner, lors des enquêtes, si une entreprise présumée pratiquer des prix d’éviction serait susceptible de récupérer les pertes résultant de cette pratique et si rien ne l’indique, en conclure que la pratique en cause ne risque guère d’être préjudiciable à la concurrence.

    Abstract: Uncertainty about length of life, longevity risk, is a growing financial problem for pension funds and annuity providers. Unfortunately, there is a lack of financial instruments to hedge against this longevity risk, thereby complicating risk management by pension funds and hindering the expansion of the annuity market. Consequently, this paper examines the role of government in promoting a private market solution for longevity hedging financial products. Governments could in principle improve the market for annuities by issuing longevity-indexed bonds and by producing a longevity index. The paper argues that the first public policy role is hampered by the fact that governments are themselves already exposed to significant longevity risk. However, governments could take other steps such as producing a reliable longevity index.

    Abstract: This paper argues that the sustained provision of adequate financial resources for the environment is a prerequisite for addressing environmental challenges in Eastern Europe, the Caucasus and Central Asia (EECCA) and South-Eastern Europe (SEE). It sets out options for how optimal use could be made of the various available sources of environmental finance, including domestic public expenditure, private sector participation and official development assistance. Recommendations are provided for Ministers on priority actions for ensuring that financial resources are made available for the environment. EECCA and SEE governments need to continue to prioritise the environment in policy and public expenditure frameworks, and make better use of incentive-based instruments. They also need to create a suitable climate for the private sector to participate in environmental financing. The international community must ensure that IFI loans for environmental investments are more accessible, especially for low-income countries, including by providing adequate grant co-financing. Finally, EECCA and SEE countries should strengthen their capacity to prepare environmental investment projects, with effective support from IFIs and donors.

    Abstract: The OECD, via its Ethics Infrastructure concept and Integrity Assessment Framework, is in the forefront as efforts to check corruption shift from diagnosing problems and prescribing countermeasures to the institutionalization and assessment of integrity. In such an effort OECD possesses significant resources: a generation’s worth of anti-corruption expertise; unparalleled networks, information and data resources; and strong credibility based both on anti-corruption and integrity instruments (such as the OECD Convention on Bribery of Foreign Public Officials in International Business Transactions, 1998 OECD Recommendation on Improving Ethical Conduct in the Public Service and the 2003 Recommendation on Guidelines For Managing Conflict Of Interest in the Public Service) and a half-century of effective dealings with the world’s major economies. But it also faces significant challenges, made all the more difficult by the fact that in some ways it is venturing into unknown territory.     Abstract: Comment les institutions universitaires ont-elles généralement entrepris de lutter plus efficacement contre la fraude scientifique ? Nous voulons porter un éclairage sur le processus de révélation publique des fraudes scientifiques en lui-même, tel qu'il s'est transformé ces 30 dernières années dans le cadre des établissements de recherche scientifique. En mettant au centre de notre analyse le « processus de dénonciation », nous entendons nous référer à la double question de la responsabilité individuelle du chercheur d'une part, et à la responsabilité institutionnelle des structures d'autre part. Passant du stade individuel qui met en jeu des critères de vérité dans la recherche, à un stade institutionnel qui met en jeu des références éthiques communes, l'analyse mettra en lumière que la seule question de l'intégrité de la recherche (adéquation entre une hypothèse exprimée par le chercheur et son objet dans la réalité), est dépassée au profit d'une valeur éthique plus largement partagée par la communauté scientifique internationale. Dans le chapitre 3 ci-dessous, on verra que cette valeur éthique peut être définie soit comme « confiance en la science dans son ensemble », soit comme « devoir d’objectivité lié à la liberté de la recherche ». Le processus de révélation de la fraude scientifique n'est pas seulement une scène privée sur laquelle se joue un « drame individuel » relevant de la conscience personnelle du chercheur ou de ses proches collaborateurs, mais une « scène publique » sur laquelle s'affrontent des références intersubjectives à des valeurs collectives. Ce passage d'un enjeu privé à un enjeu public dans le contexte institutionnel n'est pas encore tout à fait clarifié dans la société du savoir, car si l'on sait exactement quelles normes éthiques et déontologiques le chercheur transgresse en ne respectant pas les critères de vérité, il reste encore à s'interroger sur les valeurs collectives institutionnelles qui sont en jeu en cas de fraude scientifique.

    Abstract: L’avènement du marché en tant qu’instrument de régulation du secteur public et l’incitation des établissements à la concurrence reposent sur l’idée que ces phénomènes favorisent la réceptivité des établissements à la société et une utilisation plus efficace des fonds publics. Toutefois, des établissements autonomes contraints à entrer en concurrence dans des conditions de marché pourraient bien adopter des stratégies favorisant « leur propre intérêt », tout particulièrement dans un contexte de restrictions budgétaires. Cela ne garantit en rien que les objectifs stratégiques de ces établissements coïncideront avec ou convergeront vers le « bien public » ou les objectifs gouvernementaux, ce qui ouvre la voie à l’ingérence de l’État. Au Portugal, les effets combinés de l’expansion rapide du système d’enseignement supérieur et de la baisse du taux de natalité national ont conduit à une situation de forte concurrence pour attirer les étudiants. Cet article analyse les effets de cette concurrence sur le comportement des établissements publics et privés sous l’angle des politiques d’offre de nouveaux programmes d’études et de promotion de l’accès à de nouveaux étudiants adoptées par les établissements en question. Le comportement des secteurs public et privé est ensuite comparé de manière à vérifier dans quelle mesure une forte concurrence favorise une attitude convergente des deux sous-secteurs, aboutissant à un relâchement des efforts de poursuite du bien public, voire à une ignorance totale de ce dernier.

    Abstract: CO2 emissions from energy production and consumption are a major contributor to climate change. Thus, stabilising CO2 concentrations in the atmosphere by reducing these emissions is an increasingly urgent international necessity. Carbon capture and storage (CCS) represents one of the most promising potential solutions to contain emissions resulting from continued use of coal and other fossil fuels. However, challenges such as a lack of legal and regulatory frameworks to guide near-term demonstration projects and long-term technology expansion must be addressed to facilitate the expanded use of CCS. In October 2006, the International Energy Agency (IEA) and the Carbon Sequestration Leadership Forum (CSLF) convened with legal experts,to discuss the range of legal issues associated with expanded use of CCS and to identify ways to facilitate further CCS development and implementation Participants examined gaps and barriers to the deployment of CCS and identified recommendations to guide further development of appropriate legal and regulatory frameworks. This publication provides policymakers with a detailed summary of the main legal issues surrounding the CCS debate, including up-to-date background information, case studies and conclusions on the best legal and regulatory approaches to advance CCS. These strategies can be used to enable further development, deployment and demonstration of CCS technology, potentially an essential element in global efforts to mitigate climate change.

Ainsi peut-on, pour la première fois, obtenir une vision globale de la production et de la demande annuelles et cumulées d’uranium depuis l’avènement de l’ère atomique.     Abstract: Unsustainable subsidies are pervasive in the industry, agriculture, transport and energy sectors of most OECD countries. They are expensive for governments and can have harmful environmental and social effects. Eliminating these supports requires comprehensive approaches which are supported by top political leadership, transparent in their potential effects on all parties, consistent over the long-term, and often accompanied by transition supports. This volume uses sectoral case studies to illustrate that achieving change in structural policies such as subsidies depends largely on good governance practices.

    Abstract: Public works contracts mean big business. From road-building to high-tech communication infrastructure, public procurement averages 15% of GDP in OECD countries--substantially more in non-OECD economies--and it is a major factor in the world trade of goods and services. Given the growing complexity of bribe schemes in today’s globalised markets, the problem is how to identify corruption in public procurement so governments can work toward effective prevention and apply sanctions if necessary. This report provides insights on all three fronts. Based on contributions from law enforcement and procurement specialists, the report describes how bribery is committed through the various stages of government purchasing; how bribery in public procurement is related to other crimes, such as fraud and money laundering; and how to prevent and sanction such crimes. The typical motivations and conduct of the various actors engaging in corruption are also highlighted, as well as ten case studies.

    Abstract: Le Grand-Duché de Luxembourg a engagé avec succès une profonde mutation de son économie en l’espace de quelques décennies, passant d’un tissu productif basé essentiellement sur la sidérurgie à une économie basée sur le secteur financier. Cette reconversion, plaçant le Grand-Duché en tête des pays de l’OCDE pour le revenu par habitant, a fait largement appel à une main-d’œuvre étrangère dans différents secteurs et tout particulièrement celui de la finance. 39,5% des habitants sont étrangers (taux le plus élevé parmi les pays membres) et plus de 130 000 étrangers franchissent quotidiennement la frontière pour travailler au Luxembourg. Ces flux augmentent régulièrement et cela pose de sérieux problèmes en termes d’infrastructures de transport, d’environnement et de logement, d’autant que le prix élevé des terrains, surtout dans la région capitale, induit également un développement du navettage des résidents. Comment mieux maîtriser ces flux pour assurer un développement durable de l’économie? Comment opérer ces mutations stratégiques en coopération avec les pays voisins dans le cadre de la « Grande-Région » en conjuguant l’intérêt national du Grand Duché avec les aspirations des régions voisines de trois autres pays ? Les stratégies ambitieuses mises en place par le Luxembourg, notamment par un développement significatif des transports en commun et de logements neufs, peuvent-elles répondre aux attentes sans un concours plus actif de ses partenaires ? Enfin, la réforme régionale peut-elle, par ses liens directs avec l’aménagement du territoire, contribuer à mieux équilibrer la répartition des activités ? L’Examen territorial du Luxembourg s’inscrit dans le cadre d’un programme plus large d’examens territoriaux nationaux entrepris par le Comité des politiques de développement territorial de l’OCDE. L’objectif général de cette série est de formuler des recommandations d’action pratiques aux gouvernements nationaux. La substance active doit être marquée, pour permettre la quantification ; le radio-isotope préféré est 14C ; 32P, 35S peuvent être utilisés. L'étude doit être réalisée en utilisant un sol de limon sableux traité avec la substance d'essai radiomarquée. L'étude peut être réalisée dans une serre ou dans une parcelle ou une chambre de culture. Trois intervalles de rotation appropriés doivent être employés (7-30 jours pour les récoltes alternées, 60-270 jours pour refléter une rotation typique après la moisson de la récolte primaire et 270-365 jours pour des récoltes en rotation de l'année suivante). Trois plantes de culture en rotation doivent être employées et être représentatives de chacun des groupements suivants de culture : légumes-racines et tubercules ; petits grains ; et légume à feuilles.

    Abstract: As part of its work on regionalism, the OECD Trade and Agriculture Directorate has completed a series of studies that compare rule-making provisions in regional trade agreements with those in the World Trade Organisation (e.g., in the area of services, investment and competition). This paper aims to complement existing studies, by examining legal provisions regarding "technical barriers to trade" (i.e., technical regulations, standards and conformity assessment procedures) in selected bilateral and regional trade agreements, and their degree of similarity and convergence with the WTO Agreement on Technical Barriers to Trade, and with each other. The study reveals that most provisions regarding technical barriers to trade (TBT) included in bilateral and regional trade agreements converge towards the multilateral trading system. When implemented effectively, agreements seeking deeper economic integration and regulatory cooperation, in particular, can complement and strengthen the implementation the WTO Agreements on Technical Barriers to Trade by setting the pace for improved regulatory practices and TBT-related infrastructure in member countries (e.g., through regional consultation fora and joint standardisation and accreditation bodies). Some caveats however remain. When overlapping agreements promote different criteria for the harmonisation of standard-related measures and when bilateral or regional initiatives are conducted in isolation from international efforts and divert attention from multilateral trade and standards-related negotiations, new obstacles may arise both for regulators and businesses. Such constraints are further magnified for low income countries afflicted by administrative and technical capacity-related problems. To remedy these potential problems, the study proposes a number of policy recommendations.

The analysis shows that the BPS and ITS sectors in the four emerging economies are very differently structured: Chinese and Czech companies are predominantly supplying their domestic markets while Indian and Philippine companies are focused mainly on supplying foreign markets. In terms of exports, they also supply different geographies: China is mainly exporting to Japan; the Czech Republic to the European Union; the Philippines to the United States; and India to the United States and UK. Several of the larger home-grown companies in the four countries are establishing significant presence in foreign markets, in particular in other emerging markets, to build capacity and leverage local comparative advantage. This highlights the fact that different geographies have different strengths and BPS and ITS-related FDI between emerging economies is likely to expand rapidly in the future. All four countries are facing supply side constraints. The low supply of senior personnel with industry-relevant experience in China, the Czech Republic and the Philippines acts as a break on growth. Many companies are also struggling to manage high levels of staff attrition and salary inflation. Regulatory restrictions are relatively few but still affect some companies. In the ITS sector, temporary movement of personnel can pose a significant challenge for home-grown exporters. The issue is most relevant for the Indian ITS sector that is dependent on sending professionals for longer visits to client premises. Slow and unpredictable procedures for issuing business visas and work permits, and quota limitations for work permits, give rise to operational challenges. In the BPS sector, and to a lesser extent in the ITS sector, data privacy and security legislation can have a negative effect on international outsourcing. But new regulations have also created entirely new business opportunities, including the medical transcription sector.

    Abstract: This paper investigates the macroeconomic policy challenges associated with a prospective continuation of international trade and financial integration over the next two decades, making use of a global macroeconomic model newly developed by the OECD. The analysis has several important policy implications. First, with the shares of non-OECD economies in world output, trade, and capital markets rising substantially, global economic developments would become much more dependent on developments in these economies than they used to be. Second, the sustainability of existing global current account imbalances will depend in part on the future build-up and composition of international assets and liabilities. While the imbalances could be sustainable for some time if economic integration continues at its current pace, a slowdown of the globalisation process would raise the likelihood of a disruptive adjustment in financial markets. Third, the increase in trade and financial linkages implies that macroeconomic shocks in a given country or region have a larger impact on other economies in the future than they do today. Policymakers in the OECD may have to act more promptly and more vigorously to economic 'shocks' in the non-OECD economies in order to limit the impact on OECD economies.

    Abstract: There are no ready-made data on hospital outputs and inputs which would allow comprehensive international comparisons of hospital efficiency to be carried out. This paper, therefore, relies on selected evidence to compare hospital efficiency in a subset of OECD countries, based on three different approaches relying on, respectively: i) unit costs for standard hospital treatments; ii) overall efficiency levels in a set of paired countries; iii) within-country dispersion in individual hospital efficiency. The analysis suggests substantial cross-country differences in hospital performance. Although country coverage varies between the different approaches, making it difficult to assess the extent to which comparisons provide a consistent picture of national efficiency levels, cross-checks between the different indicator sets tend to support the robustness of the country rankings.

    Abstract: Evidence suggests that differences in regulatory requirements of individual economies may actually impede gains from trade liberalization, while a smooth functioning, transparent regulatory system can have positive effects on trade and investment flows. This has increasingly induced policy makers to pay closer attention to the complementarities and interconnectedness between domestic regulatory reform and market openness. This study focuses on identifying regulatory processes, tools and policies adopted in order to support market openness and improve trade and investment opportunities. Although the elaboration of a market openness assessment toolkit is still at early stages, a number of promising approaches do come out, even if a number of issues call for further attention and work, on which the trade policy community might wish to focus in the future.
