    Abstract: This 2002 book discusses the classical foundations of field theory, using the language of variational methods and covariance. It explores the limits of what can be achieved with purely classical notions, and shows how these have a deep and important connection with the second quantized field theory, which follows on from the Schwinger Action Principle. The book takes a pragmatic view of field theory, focusing on issues which are usually omitted from quantum field theory texts and cataloging results which are hard to find in the literature. In the theoretical realm, Chinese intellectuals and government officials have challenged the idea that the term "human rights" can be universally understood in one single way and have often opposed attempts by Western countries to impose international standards on Asian countries." Human Rights and Chinese Thought gives an extended answer to these questions in the first study of its kind. Stephen C. Angle integrates a full account of the development of Chinese rights discourse - reaching back to important, although neglected, origins of that discourse in seventeenth- and eighteenth-century Confucianism - with philosophical considerations of how various communities should respond to contemporary Chinese claims about the uniqueness of their human rights concepts."     Abstract: The Sport of Kings is an ethnography of the British racing industry based upon two years of participant observation in Newmarket, the international headquarters of flat racing. Racing in Britain provides a lens through which ideas of class, status, tradition and hierarchy can be examined in an environment which is both superficially familiar and richly exotic. This book explores concepts about 'nature' specific to thoroughbred racehorse breeding, and pursues the idea that in making statements about animals, we reveal something of ourselves. It explains the action that takes place on racecourses, in training yards, on studs and at bloodstock auctions. It analyses the consumption of racing through betting on the racecourse and in betting shops, and it proffers an insightful description of a unique class system: that of the humans and animals involved in the production of British flat racing

One side of the policy debate focuses on fathers as deadbeat dads who do not provide financial support and care for their children.     Abstract: L'Accord général sur le commerce des services (AGCS) est l’un des principaux succès de la diplomatie commerciale multilatérale de la fin du 20ème siècle, mais il est au centre des controverses que suscite la politique commerciale en ce début du nouveau millénaire. Comme le prévoyait le « programme incorporé » du cycle d’Uruguay, les négociations menées à l’OMC dans le domaine des services ont officiellement repris le 1er janvier 2000. A mesure que les négociations sur les services ont progressé, l’AGCS est devenu le point de mire d’un certain nombre de groupes de la société civile représentant des intérêts divers. Les arguments avancés à l’encontre de l’AGCS concernent principalement la menace qu’il ferait prétendument peser sur le droit souverain des pays de réglementer la production, la vente, la distribution ou l’importation de services, et d’assurer eux-mêmes la fourniture de services au plan international. Si, pour la plupart, ces arguments reposent sur des malentendus que cette étude vise à corriger, les préoccupations suscitées par l’AGCS, par ses effets sur les services publics et ses conséquences pour la souveraineté nationale et pour le pouvoir de réglementation des autorités n’en sont pas moins bien réelles et ne doivent pas être ignorées. Les négociations en cours offrent précisément aux gouvernements l’occasion de donner à toutes les parties concernées des informations sur le contenu de l’AGCS et sur ce qu’il implique pour les objectifs économiques et sociaux au niveau national. Pour être utile, toutefois, il est indispensable que le débat soit fondé sur des faits et non sur des malentendus. Cette étude a un triple objectif. Premièrement, rappeler les raisons économiques qui sous-tendent la réforme des secteurs de services et le bien-fondé de l’action menée par les pouvoirs publics pour ouvrir les marchés de services par le biais d’une libéralisation des échanges et de l’investissement. Deuxièmement, répondre aux préoccupations suscitées par les effets de l’AGCS en expliquant le fonctionnement de l’accord, les obligations auxquelles souscrivent les membres de l’OMC et les options qui s’ouvrent à eux dans ce contexte. Troisièmement, mettre en lumière quelques-uns des principaux enjeux du cycle actuel de négociations au titre de l’AGCS, en attirant particulièrement l’attention sur les intérêts et les préoccupations des pays en développement et en rappelant les possibilités qu’offre l’AGCS pour jeter les bases d’une réforme des marchés de services propre à favoriser le développement.

Les scores d'irritation oculaire doivent être évalués en conjonction avec la nature et la sévérité des lésions et leur réversibilité ou leur absence de réversibilité. Les scores individuels ne livrent pas une valeur absolue des propriétés irritantes d’un matériau, celles-ci étant évaluées parallèlement à d’autres effets de la substance.

De 50 à 200 g d’échantillons de sol (un limon sableux, un limon fin, un limon ou un sable limoneux) sont traités avec la substance d'essai et incubés dans l'obscurité dans des flacons biométriques ou des appareils dynamiques, dans des conditions de laboratoire bien définies. La dose du traitement devrait correspondre à la dose la plus élevée d'application du produit phytosanitaire recommandée dans le mode d'emploi. Des échantillons non traités de sol sont également incubés dans les conditions d'essai. Ces échantillons sont employés pour des mesures de biomasse pendant et à la fin des études. Les études portant sur la vitesse et la voie de transformation ne doivent normalement pas dépasser 120 jours. Deux flacons d'incubation sont prélevés à l'issue d'intervalles de temps appropriés et des échantillons de sol sont extraits avec des solvants adéquats, de polarité différente, afin de doser la substance d'essai et/ou les produits de transformation. Les produits volatils sont recueillis pour analyse par des dispositifs appropriés d'adsorption. Grâce aux produits marqués au 14C, les différentes vitesses de minéralisation de la substance d'essai peuvent être mesurées en piégeant le 14CO2 qui se dégage, un bilan massique incluant la formation de résidus fixés aux constituants du sol peut être établi.

    Abstract: OECD's territorial review of the Tzoumerka region of Greece. The Tzoumerka is a mountainous area in Northwestern Greece that presents considerable development challenges with respect to economic growth, social cohesion and governance. The area is highly dependent on traditional agricultural activities that are only made viable by considerable Common Agricultural Policy (CAP) support. Unfortunately, this support will almost inevitably decline. As incentives to modernise agricultural activities and promote other business activity have been ineffective, local development policy will need to go farther. It must direct the local population away from old survival habits to investing in capabilities required of new economic projects. The policy instruments that are likely to be most effective in creating a new mindset will consist in identifying and incubating a small number of successful initiatives with strong demonstration effects. Strategies identified include processing raw agricultural products into premium foodstuffs, to appeal to contemporary demand trends, and harnessing the valuable tourism resources of the area in order to attract visitors who increasingly seek out authenticity in their tourism experiences.

Le principal objectif de la Hongrie est maintenant d’aligner les performances de ses marchés sur celles des marchés de ses pairs par le renforcement de la concurrence, une meilleure gestion de la réglementation et le perfectionnement de la protection sociale. D’autres réformes permettront des progrès notables dans la création d’emplois, les performances sectorielles et régionales, et la réduction du coût des politiques publiques. La Hongrie, comme plusieurs pays Membres, a demandé à l'OCDE de procéder à un examen général de ses pratiques réglementaires nationales et de ses réformes internes de la réglementation. Cet ouvrage présente une évaluation approfondie de la réforme de la réglementation dans des domaines cadres comme la qualité du secteur public, la politique de la concurrence et sa mise en œuvre et l’ouverture des marchés. Il comprend aussi des chapitres sectoriels, portant par exemple sur l’électricité et sur les télécommunications, ainsi qu’une évaluation du contexte macroéconomique de la réforme. Les politiques recommandées offrent un plan d'action équilibré à court et à long terme, fondé sur les meilleures pratiques réglementaires à l’échelon international.     Abstract: OECD's review of regulatory reform in Poland. It finds that like other central and eastern European countries, Poland underwent fundamental change in the 1990s as it made the transition from a planned to a market economy. The liberalisation of economic activity and the democratisation of government institutions were deep and strong. Today Poland has a functioning market economy together with a democratic framework of state institutions, with the EU accession process fostering further liberalisation and modernisation. However, this is only the "end of the beginning". Achievements, especially in economic performance, need to be consolidated, and new legislation must be implemented in an efficient manner. Major challenges lie ahead in enhancing the state’s regulatory capacities; these include improving the quality of human resources in the public sector and the effectiveness of regulation at all levels of government. Liberalisation of the remaining state monopolies calls for a more courageous approach and points to the need for further regulatory reform in support of the structural changes required in these sectors. A business environment more conducive to entrepreneurship is also desirable. The key message of this review is the necessity for continuous reform.

    Abstract: The International Energy Agency's 2001 review of the energy policies and programmes of Norway. It finds that oil and gas contribute about 40% of Norway’s exports, and up to 16% of GDP, depending on world oil prices. The government used production controls as a means of influencing prices in 1986, in 1998 and again in 2002. Important changes are occurring in the oil and gas sector. Statoil has been partially privatised, the State Direct Financial Interest in oil and gas developments has been restructured, and the Gas Negotiations Committee is to be abolished. Private marketing of gas should be a guiding principle in future marketing policy, and depletion policy generally should balance the goals of optimising recovery with ensuring competition. Growth in energy consumption has been limited by government policies, but consumption is rising with strong economic growth. A new agency has been established to promote energy efficiency and new renewables. Norway has the highest per capita electricity consumption in the world. New large-scale hydro is unlikely, and the future of gas-fired power is uncertain. New generating and transmission capacity may be necessary to avoid price instability or even failure of supply in a dry year. There are limited opportunities for reducing greenhouse gases in the energy sector in Norway because of the extensive use of hydro in electricity generation. The Kyoto flexible mechanisms are therefore particularly important. Decisions on developing new generating capacity will also be influenced by environmental policies.

    Abstract: The societal aspects of risk governance are increasingly becoming a part of public decision-making processes. This tendency is particularly evident in matters dealing with the protection of human health and the environment. The NEA Committee on Radiation Protection and Public Health organised a workshop to examine stakeholder involvement processes through which governments and regulators can arrive at accepted decisions regarding radiological protection. An example of an area in which stakeholder involvement is important is the clean-up of sites contaminated by accidents or by past industrial or research activities. These proceedings address the roles of various stakeholders in the decision-making process, and their expectations regarding how a modern system of radiological protection should be integrated within the broader context of risk governance. Case studies are presented to illustrate good practice and as a basis for drawing conclusions regarding general lessons that can be applicable in many different national contexts. These proceedings will be of interest to policy makers, radiation protection experts and interested members of the public.

The report brings information on all energy sectors (oil, gas, coal, nuclear, electricity, renewables) showing what role different energy sources could play in the context of a heavily dependency on external sources of energy. The report analyses the effect of efficiency measures to reduce the energy intensity of the Korean economy, still one of the highest of the IEA countries. A special attention is paid to the assessment of the energy policy reforms currently unfolding in Korea, in particular in the electricity and in the gas sectors. The report analyses in details the electricity reforms, the gradual emergence of an electricity market in Korea and their implications. KEPCO has now been restructured and its partial privatisation is a matter of time. The report shows how the government’s ambitious plans still require a number of measures for the market to achieve a satisfactory outcome, the role of nuclear remaining a source of uncertainty for future competition in the generation industry. Though less advanced, the reforms in the gas sector are progressing well. The report shows the main challenges which the government will need to resolve for the market to deliver its promises.

    Abstract: Using two waves of the Community Innovation Survey (CIS) for the Netherlands, this paper integrates recent lines of research to estimate the contribution of innovation to manufacturing multifactor productivity (MFP) growth. The model uses CIS data to control for the complementarity between internal and external knowledge bases, and investigates the importance of within-firm time interdependencies for inputs into innovation and innovation output.     Abstract: The unprecedented 11 September 2001 terrorist attacks in the United States caused massive casualties and damage, and ushered in an era of greater uncertainty. While a prompt and vigorous policy response helped limit the immediate economic impact of the aggression, the heightened terrorist threat has some long-lasting, if diffuse, macroeconomic repercussions. Three channels of influence are explored in this paper: shrinking insurance coverage stemming from the perception of greater risk, higher trade costs possibly affecting international trade, and stepped-up security spending partially rolling back the “peace dividend” of the 1990s.
