    Abstract: This book tells the uncommon story of a missionary family in the Midwestern United States, and their interactions with the indigenous Ojibwe. When Leonard and Harriet Wheeler arrived at La Pointe, Wisconsin in July of 1841, hoping to help the Ojibwe understand and accept the value of Christian civility, they did not expect such a profound transformation of their own lives. The Wheelers’ empathy for the Ojibwe not only grew during their twenty-five years of mission work in Northern Wisconsin, much of it spent trying to protect the Ojibwe from predatory whites, it also influenced the lives of their children. Nancy Bunge, a Professor Emerita at Michigan State University, also served as a Senior Fulbright Lecturer in American Literature and Culture at the University of Vienna, the Free University of Brussels, the University of Ghent, and the University of Siegen.     Abstract: Singing the Land: Hebrew Music and Early Zionism in America examines the proliferation and use of popular Hebrew Zionist music amongst American Jewry during the first half of the twentieth century. This music--one part in a greater process of instilling diasporic Zionism in American Jewish communities--represents an early and underexplored means of fostering mainstream American Jewish engagement with the Jewish state and Hebrew national culture as they emerged after Israel declared its independence in 1948. This evolutionary process brought Zionism from being an often-polemical notion in American Judaism at the turn of the twentieth century to a mainstream component of American Jewish life by 1948. Hebrew music ultimately emerged as an important means through which many American Jews physically participated in or 'performed' aspects of Zionism and Hebrew national culture from afar. Exploring the history, events, contexts, and tensions that comprised what may be termed the 'Zionization' of American Jewry during the first half of the twentieth century, Eli Sperling analyzes primary sources within the historical contexts of Zionist national development and American Jewish life. Singing the Land offers insights into how and why musical frameworks were central to catalyzing American Jewry's support of the Zionist cause by the 1940s, parallel to firm commitments to their American locale and national identities. The proliferation of this widespread American Jewish-Zionist embrace was achieved through a variety of educational, religious, economic, and political efforts, and Hebrew music was a thread consistent amongst them all

    Abstract: This paper reviews the main findings from 110 studies produced between 1990 and 2023, focusing on the impact of migration on various child groups affected through the migration path, including left-behind, immigrant (including voluntary and forced), and native children. The findings reveal that migration's influence on children's outcomes is complex and context- dependent, and it is dramatically influenced by household demographics and public policies. Key findings include the following: (i) left-behind children benefit from remittances but experience dramatic declines in their cognitive and non-cognitive development due to parental absence; (ii) immigrant children generally fare better than those in their origin countries but still underperform compared to native children in host countries; and (iii) the impacts of migration on native children is largely dependent on the adjustment of public service supply to the increased demand for public services. In cases where education services expand to meet rising demand, the effect on native children can be minimal or even positive. The paper emphasizes the need for more experimental or quasi-experimental research examining the effectiveness of programs supporting migrant and minor host children and calls for longitudinal data collection for better understanding the challenges and needs of migrant children, particularly in developing countries

    Abstract: About a third of the 7.7 million Venezuelans who have left their country due to political and economic turmoil have settled in neighboring Colombia. The extent to which the Colombian schooling system can absorb the massive demand for education of Venezuelan children is key for their future trajectory of human capital accumulation, as well as that of Colombian students in receiving communities. This paper estimates the effect of Venezuelan migration on educational outcomes of children living in settlement municipalities in Colombia, distinguish between the effect of the migration shock on native and migrant students. Specifically, it estimates the effect of the migration shock on school enrollment, dropout/promotion rates and standardized test scores. The identification relies on a plausibly exogenous measure of the predicted migration shock faced by each Colombian municipality every year. The findings show that the migration shock increased the enrollment of Venezuelan students in both public and private schools and in all school grades, but also generated negative spillovers related to failing promotion rates and increasing dropout. This paper documents that these negative effects are explained by the differential enrollment capacity of schools, as well as by the deterioration of key school inputs

Using new data and methods, it shows that deindustrialization, distance, and divisions offer intertwined explanations for an urban productivity paradox in the LAC region: its highly dense cities should be among the world's most productive, yet they are not. LAC cities have been held back by lack of dynamism, poor connectivity, and divisions into disconnected poor and affluent neighborhoods. Deindustrialization has shifted urban employment, especially in the largest LAC cities, away from manufacturing and toward less dynamic, low-productivity nontradable activities, such as retail trade and personal and other services, that profit less from agglomeration, especially in highly congested cities. Although employment in urban tradable services has risen, the increase has not been strong enough to offset the decline in manufacturing employment. Meanwhile, intercity connectivity issues have undermined the performance of the region's network of cities by restricting market access and firms' ability to benefit from specialization in smaller cities. Within cities, poor connectivity and residential labor market segregation have limited the gains from agglomeration to neighborhoods in central business districts where formal firms operate. Informality has persisted in low-income neighborhoods, where residents face multiple deprivations. By contrast, many agricultural and mining areas have benefited from the strong demand for commodities by China and other fast-growing economies, particularly during the Golden Decade (2003-13), leading to a decline in territorial inequality in most countries in the region. The report concludes that to encourage inclusive growth, countries must more efficiently transform natural wealth into human capital, infrastructure, and institutions and improve the competitiveness of the urban economy. It then sketches out the contours of such a development strategy, identifying policy priorities at the national, regional, and local levels

Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa's Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa's secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants' potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities' labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa's secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike.     Abstract: Deindustrializing and revitalizing cities in the United States are at a particular crossroads when it comes to the contest over refugees. Do refugees represent opportunity or danger? These cities are in desperate need to stem population and resource loss. However, they are also dealing with local communities that are feeling internally displaced by economic and technological flux. Few U.S. locations provide a more vivid case study of this fight than Metro Detroit, where competing interest groups are waging war over the meaning of the figure of the refugee. This book dives deeply into the discourse on refugees that various institutions in Metro Detroit are producing. The way in which local institutions talk about refugees gives us vital clues as to how they are negotiating competing pressures and how the city overall is negotiating competing imperatives. Indeed, the way various groups talk about refugees in Metro Detroit gives us a crucial glimpse into how U.S. cities are defining and redefining themselves today. The figure of the refugee becomes a slate on which groups with varied interests write their stories, aspirations, and fears. Consequently, we can figure out from local refugee discourses the ongoing question of what it means to be a Metro Detroiter now--and by extension, what it means to be a revitalizing U.S. city at this time

    Abstract: This book shows how inflation can disrupt politics and society. With no recent precedent, mild inflation spurred mass protests, myriad remedial schemes, and partisan political reversals between 1910 and 1914. Then wartime demand and inflationary fiscal policy doubled consumer prices from 1915 to 1920, triggering waves of strikes, food riots by immigrant housewives, class conflict, and elite fears of revolution. Middle-class households resented falling real incomes. Even more than today, food prices dominated consumer concerns. Yet farmers wanted high commodity prices. Accordingly, both sides blamed and attacked meatpackers, wholesalers, and retailers. Then as now, inflation hurt whichever party held the White House. Fumbling responses by Wilson’s administration and the Federal Reserve led to hesitant price controls, punitive raids and prosecutions, and a now-familiar fallback—high interest rates in 1920 and subsequent recession. An epilogue traces continuing popular and political responses to changes in the consumer price index down to 2020. David I. Macleod is Professor Emeritus of History at Central Michigan University, where he taught American social and political history.     Abstract: This study provides new evidence on the local labor market impacts of trade, differentiating between the employment, income, migration, and informality channels. It uses a unique dataset matching information on exports and imports from customs with indicators on employment and labor incomes for around 2,000 Mexican municipalities over 2004-14. The analysis uses an instrumental variable approach that combines the initial structure of trade across municipalities with global trends in trade between low- and middle-income countries (excluding Mexico) and the United States by sector. First, the study finds that expanding exports per worker in Mexico's municipalities increased labor force participation but not employment rates. Exports also raised total labor incomes but not average labor incomes, implying a growing labor supply. The results also find that export and import expansion increased immigration and lowered the rate of informal workers. Second, the analysis examines differences by geography and sectors. It finds that trade affected labor markets in the North through the income and migration channels and in the South through the employment and informality channels. Exports benefitted the total incomes of workers in both the manufacturing and service sectors but reduced informality only in manufacturing. Third, the study suggests a more favorable role of intermediate relative to final imports, driven by manufacturing imports. It also finds evidence for positive spillovers from global value chain participation through the employment and income channels. Finally, it examines how local policy mediates the labor market effects from trade, focusing on connectivity, labor market flexibility, and education spending

    Abstract: This descriptive paper provides a nuanced perspective on the relationship between development and migration, extending the non-parametric analysis in Clemens (2020). A few stylized patterns of migration emerge as countries develop. First, the migration response to development differs by the types of origin and destination countries. As low-income countries develop, their migration to high-income destinations increases slowly but steadily, whereas migration to other low-income or neighboring countries decreases at early levels of development. As middle-income countries develop, their migration to high-income countries increases steadily and plateaus once they reach sufficiently high levels of income. Second, the composition of migrants changes as countries develop. In particular, migrants to high-income destination countries become more educated. Third, the emigration response from middle-income countries is muted for countries with larger populations, particularly toward high-income destinations. These patterns suggest a strong role multiple transformations-such as increasing incomes, increased global integration, a demographic transition, increased human capital, and domestic structural change-play in changing migration patterns as countries develop. The paper explores these migration patterns in light of these transformations

    Abstract: This paper investigates the effects of severe drought shocks in Morocco's agriculture sector. Using a staggered difference-in-differences design, the estimates show that climatic shocks produced job displacement of about 6.5 percentage points for workers who were exposed to severe drought events. Overall, about 45 percent of these workers remained unemployed, generating a partial reallocation failure. The effects are significant only for severe and extreme shocks; they last for at least five years, and are more pronounced among females and the least educated workers

    Abstract: Existing research points to a possible link between slow-onset symptoms of climate change and migration. It is also known that rates of urbanization are fastest in some of the world's poorest countries, which are incidentally also at greater risk of climate-induced migration. These separate findings suggest that slow-onset climate phenomena such as droughts have likely become a key driver of urbanization across much of the developing world. While intuitive, this link has not been convincingly established by extant research. This study examines the climate-urbanization nexus by constructing a novel measure of urban growth that uses remotely sensed information from the World Settlement Footprint dataset. Relying on panel data that cover the entire globe between 1985 and 2014, the paper shows that drought leads to faster urban growth. The results indicate that a hypothetical drought lasting 12 months is associated with a 27 percent increase in the average annual increment of built-up area. The paper leverages novel data from several Sahelian cities to illustrate that much of this growth takes the form of non-infill development that extends outward from previously built-up localities

    Abstract: Migration changes how families form and dissolve, and how one should conceptualize the family. This has implications for thinking about how the migration decision is modelled when individuals are unable to picture the counterfactual families they may have. Differences in marital status can induce two otherwise identical individuals to make different migration decisions. It also has implications for attempts to causally estimate impacts of migration, when the family composition changes with the migration decision itself. This paper shows empirically that changing marital status after migration is widespread, and that the traditional model of a fixed family sending off a migrant who remains part of that same family only describes a minority of migrants moving from developing countries to the U.S. The authors draw out lessons from thinking about counterfactual families for empirical research and for migration policy

    Abstract: Migration will likely become increasingly important for Tunisia in terms of both inflows and outflows, given the demographic transition in both Tunisia and Europe. As such Tunisia can work (also with partner countries) to maximize the benefits of migration. As a country of mainly emigration, Tunisia could help strengthen the match of its emigrants with the demand abroad, including through enhanced cooperation with destination countries. Such cooperation should include focusing international assistance towards development objectives in Tunisia. Based on available evidence, increasing household incomes will contribute to reducing the propensity to consider emigrating through irregular channels. As its importance as a destination country (hence migrants who want to settle in Tunisia) is likely to increase, Tunisia can also enhance the economic benefits from immigrants by facilitating migrants' regular status and streamlining the recognition of their qualifications, which has been identified as one of the key aspects for the successful implementation of bilateral mobility agreements involving skill partnerships

    Abstract: While urbanization has great potential to facilitate poverty reduction, climate shocks represent a looming threat to such upward mobility. This paper empirically analyzes the effects of climatic risks on the function of urban agglomerations to support poor households to escape from poverty. Combining household surveys with climatic datasets, the panel regression analysis for Chile, Colombia, and Indonesia finds that households in large metropolitan areas are more likely to escape from poverty, indicating better access to economic opportunities in those areas. However, the climate shocks offset such benefits of urban agglomerations, as extreme rainfalls and high flood risks significantly reduce the chance of upward mobility. The findings underscore the need to enhance resilience among the urban poor to allow them to fully utilize the benefits of urban agglomerations

    Abstract: The global economic recovery remains fragile, creating choppy seas for the recovering Pacific. While global conditions have gradually improved since the pandemic and spillovers from Russia's invasion of Ukraine, progress on reducing inflation in major economies has proven more challenging than expected. Given that all Pacific countries are net importers, this has resulted in persistently high imported inflation. The speed of monetary policy tightening by major central banks has slowed, but easing is unlikely in the near term. Aggregate demand in major trading partners of the Pacific (particularly Australia and New Zealand) remains lackluster. This could limit demand for travel and tourism services and other income sources such as remittance and commodity exports. Despite uncertainties in the global economic recovery, Pacific economies are expected to see ongoing expansion in 2023 and 2024. Fiji led the Pacific's post-COVID-19 recovery with open borders and a strong rebound in 2022 and is now on track to reach its pre-pandemic output level in 2023. Ongoing recovery expectations in the Pacific are broadly in line with March 2023 World Bank projections except for Tuvalu and Palau, where growth has been revised down given weaker than expected outcomes in construction and tourism. In 2023, Pacific growth is expected to reach 3.9 percent and then moderate to 3.3 percent in 2024 as the initial post-COVID-19 rebound dissipates and the region moves towards its long-term trend growth of 2.6 percent. Nonetheless, uncertainty remains high and depends on whether a soft landing can be achieved among key trading partners as they battle ongoing inflation. Inflation remained stubborn across the Pacific at an average of over 6.7 percent in 2022, a substantial increase from the 1.5 percent average during 2019-2021. This has increased the risk of vulnerable populations falling into poverty. In line with global trends, Pacific inflation is expected to decline to an average of 6.0 percent in 2023 and gradually subside thereafter

    Abstract: This paper assesses the reliability and validity of cognitive and socioemotional skills measures and investigates the correlation between schooling, skills acquisition, and labor earnings. The primary data from Pakistan incorporates two innovations related to measurement and sampling. On measurement, the paper develops and implements a battery of instruments intended to capture cognitive and socioemotional skills among young adults. On sampling, the paper uses a panel that follows respondents from their original rural locations in 2003 to their residences in 2018, a period over which 38 percent of the respondents left their native villages. In terms of their validity and reliability, our skills measures compare favorably to previous measurement attempts in low- and middle-income countries. The following are documented in the data: (a) more years of schooling are correlated with higher cognitive and socioemotional skills; (b) labor earnings are correlated with cognitive and socioemotional skills as well as years of schooling; and (c) the earnings-skills correlations depend on respondents' migration status. The magnitudes of the correlations between schooling and skills on the one hand and earnings and skills on the other are consistent with a widespread concern that such skills are underproduced in the schooling system

    Abstract: Using data on the paths of all hurricanes in the Atlantic Basin from 1992 to 2017, this paper studies whether migration has served as a form of adaptation to hurricane risk. The findings show that on average hurricanes have little to no impact on county out-migration, with population-weighted exposure to hurricanes increasing slightly over the sample period. Counties with high economic activity see net in-migration in the years after a hurricane. Further, return migration likely plays a role in offsetting any out-migration in the year of the storm. The intensity of pre-hurricane migration between county pairs is a strong predictor of excess migration after a hurricane, suggesting that existing economic and social ties dominate in post-hurricane migration decisions. Given existing policies and incentives, the economic and social benefits that people derive from living in high-risk areas currently outweigh the incentive to adapt to future storms by relocating across counties

    Abstract: Given increasing levels of displacement due to conflict and climate change, it is important to establish robust monitoring systems. This paper explores how remote sensing data, particularly geospatial data, can be leveraged to monitor displacement flows. It draws lessons from northeastern Afghanistan, namely the 2018 drought, which is considered one of the worst in decades. The analysis identifies displacement patterns by combining displacement data from the International Organization for Migration Displacement Tracking Matrix with nighttime lights. The results suggest that the cumulated displacement movements from 2018 to 2020 can be proxied by trends in nighttime light imagery. Settlements with higher net inflows of displaced persons between 2018 and 2020 have comparatively larger nighttime light growth. Allowing for nonlinearity suggests decreasing marginal returns of displacement on nighttime lights, as settlements showing the largest expansion of nighttime lights are those with the lowest displacement inflows. The model uses data on nighttime lights to predict whether a settlement was a net receiver of displacement flows during 2018-20 and correctly classifies 63.2 percent of the settlements as net inflow or net outflow. This study provides a proof of concept to test whether population displacements can be proxied using geospatial data trained on administrative records in a data-scarce environment, where real-time insights can inform humanitarian assistance. This work was done before the political crisis of August 2021

    Abstract: For much of the twentieth century, the iconic figure of the U.S. working class was a white, male industrial worker. But in the contemporary age of capitalist globalization new stories about work and workers are emerging to refashion this image. Living Labor examines these narratives and, in the process, offers an innovative reading of American fiction and film through the lens of precarious work. It argues that since the 1980s, novelists and filmmakers--including Russell Banks, Helena Víramontes, Karen Tei Yamashita, Francisco Goldman, David Riker, Ramin Bahrani, Clint Eastwood, Courtney Hunt, and Ryan Coogler--have chronicled the demise of the industrial proletariat, and the tentative and unfinished emergence of a new, much more diverse and perilously positioned working class. In bringing together stories of work that are also stories of race, ethnicity, gender, and colonialism, Living Labor challenges the often-assumed division between class and identity politics. Through the concept of living labor and its discussion of solidarity, the book reframes traditional notions of class, helping us understand both the challenges working people face and the possibilities for collective consciousness and action in the global present

    Abstract: The State You See uncovers a racial gap in the way the American government appears in people's lives. It makes it clear that public policy changes over the last fifty years have driven all Americans to distrust the government that they see in their lives, even though Americans of different races are not seeing the same kind of government. For white people, these policy changes have involved a rising number of generous benefits submerged within America's tax code, which taken together cost the government more than Social Security and Medicare combined. Political attention focused on this has helped make welfare and taxes more visible representations of government for white Americans. As a result, white people are left with the misperception that government does nothing for them, apart from take their tax money to spend on welfare. Distrust of government is the result. For people of color, distrust is also rampant but for different reasons. Over the last fifty years, America has witnessed increasingly overbearing policing and swelling incarceration numbers. These changes have disproportionately impacted communities of color, helping to make the criminal legal system a unique visible manifestation of government in these communities. While distrust of government emerges in both cases, these different roots lead to different consequences. White people are mobilized into politics by their distrust, feeling that they must speak up in order to reclaim their misspent tax dollars. In contrast, people of color are pushed away from government due to a belief that engaging in American elections will yield the same kind of unresponsiveness and violence that comes from interactions with the police. The result is a perpetuation of the same kind of racial inequality that has always been present in American democracy.     Abstract: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an "etcetera clause." It states that there are other rights beyond those specifically listed: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or "Baby Ninth Amendments," worded similarly to the Ninth Amendment. This book is the story of how the "Baby Ninths" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an "etcetera, etcetera" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights "retained by the people" that these "etcetera clauses" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly

    Abstract: The early drama of Eugene O'Neill, with its emphasis on racial themes and conflicts, opened up extraordinary opportunities for Black performers to challenge racist structures in modern theater and cinema. By adapting O'Neill's dramatic text-changing scripts to omit offensive epithets, inserting African American music and dance, or including citations of Black internationalism-theater artists of color have used O'Neill's dramatic texts to raze barriers in American and transatlantic theater. Challenging the widely accepted idea that Broadway was the white-hot creative engine of U.S. theater during the early 20th century, author Katie Johnson reveals a far more complex system of exchanges between the Broadway establishment and a vibrant Black theater scene in New York and beyond to chart a new history of American and transnational theater. In spite of their dichotomous (and at times problematic) representation of Blackness, O'Neill's plays such as The Emperor Jones and All God's Chillun Got Wings make ideal case studies because his work stimulated extraordinary, and underappreciated, traffic between Broadway and Harlem-between white and Black America. While it focuses on investigating Broadway productions of O'Neill, the book also attends to the vibrant transnational exchange in early to mid-20th century artistic production. Vilja Hulden delves into the decades-long effort to not only counter but discredit labor's attempts to exercise its own power. The employer-invented term closed shop was a potent rhetorical tool that shifted public opinion from concerns about inequality and dangerous working conditions to a belief that unions trampled an individual's right to work. As Hulden shows, employers used different methods to conduct closed-shop campaigns. Conciliators assumed a pose of benevolent cooperation while hardliners like the National Association of Manufacturers condemned the closed shop and used financial and social networks to lobby government, purchase newspaper space, and place sympathizers in politics.     Abstract: In recent years, the federal government's increasing inability to address major societal challenges has arguably hampered America's commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America's renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America's states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world's largest electricity markets

    Abstract: Police are required to obey the law. While that seems obvious, courts have lost track of that requirement due to misinterpreting the two constitutional provisions governing police conduct: the Fourth and Fourteenth Amendments. The Fourth Amendment forbids "unreasonable searches and seizures" and is the source of most constitutional constraints on policing. Although that provision technically applies only to the federal government, the Fourteenth Amendment, ratified in the wake of the Civil War, has been deemed to apply the Fourth Amendment to the States. This book contends that the courts' misinterpretation of these provisions has led them to hold federal and state law enforcement mistakenly to the same constitutional standards. The Fourth Amendment was originally understood as a federalism, or "states' rights," provision that, in effect, required federal agents to adhere to state law when searching or seizing. Thus, applying the same constraint to the States is impossible. Instead, the Fourteenth Amendment was originally understood in part as requiring that state officials (1) adhere to state law, (2) not discriminate, and (3) not be granted excessive discretion by legislators. These principles should guide judicial review of modern policing. Instead, constitutional constraints on policing are too strict and too forgiving at the same time. In this book, Michael J.Z. Mannheimer calls for a reimagination of what modern policing could look like based on the original understandings of the Fourth and Fourteenth Amendments

Shared values define us and build academic rigor. There is a hidden curriculum that schools teach. Good schools teach intellectual virtues, moral virtues, civic virtues and performance virtues. Teaching students how to be successful contributors to shared endeavor and community how to be connected to things that are greater than the sum of the individual parts is essential to making productive and happy citizens. Reconnect provides practical solutions for rebuilding community, structure, and a sense of belonging in schools"--

    Abstract: This book explores the political, legal, medical, and social battles that led to the widespread institutionalization of Californians with disabilities from the gold rush to the 1970s. By the early twentieth century, most American states had specialized facilities dedicated to both the care and the control of individuals with disabilities. Institutions reflect the lived historical experience of many Americans with disabilities in this era. Yet we know relatively little about how such state institutions fit into specific regional, state, or local contexts west of the Mississippi River; how those contexts shaped how institutions evolved over time; or how regional institutions fit into the USA’s contentious history of care and control of Americans with mental and developmental disabilities. This book examines how medical, social, and political arguments that individuals with disabilities needed to be institutionalized became enshrined in state law in California through the creation of a “bureaucracy of disability.” Using Los Angeles County as a case study, the book also considers how the friction between state and county policy in turn influenced the treatment of individuals within such facilities. Furthermore, the book tracks how the mission and methods of such institutions evolved over time, culminating in the 1960s with the birth of the disability rights movement and the complete rewriting of California’s laws on the treatment and rights of Californians with disabilities. This book is a must-read for those interested in the history of California and the American West and for anyone interested in how the intersections of disability, politics, and activism shaped our historical understanding of life for Americans with disabilities. Eileen V. Wallis is Professor of History at California Polytechnic State University, Pomona, in Pomona, California, USA.     Abstract: Monte Carlo and Las Vegas have become synonymous with casino gambling. Both destinations featured it as part of a broad variety of leisure and consumption opportunities that normalized games of chance and created emotional atmospheres that supported the hedonistic aspects of gambling. Urban spaces and architecture were carefully designed to enable a rapid growth of the casino industry and produce experiences on previous unimaginable scale. Feeling Lucky, is a “making of story,” about cities which acquired a strange and captivating allure of mystery around them. It is more than a mere descriptive account, however. Combining urban history, the history of consumption, and sociological approaches it presents a compelling comparative history of Monte Carlo and the Las Vegas Strip between the 1860s and 1970s. Paul Franke takes the reader on a journey from arriving at the cities, through the carefully planned urban environments and into the famous casinos. The analysis follows the paths contemporary gamblers would have taken, right to the gambling tables and to the shifting gambling practices across a century. Franke shows that casino entrepreneurs succeeded in producing and selling gambling experiences by controlling spaces, adapt leisure practices and appeal to specific markets. Gamblers on the other hand regarded Monte Carlo and Las Vegas as places to engage in games of chance that would allow them to preserve their political, cultural, and moral identities. Paul Franke is an Assistant Professor at the Philipps University Marburg and Associated Researcher at Centre Marc Bloch, Germany. He specializes in the cultural history of markets and economies, urban history, and the history of gambling.

    Abstract: This book provides a detailed account of the Czechoslovak-American dispute that arose over monetary gold which was forcibly seized by Nazi Germany in the 1930s. After the Second World War, the Czechoslovak gold was found by the American armed forces in the salt mines in Merkers, Germany. Over the next 37 years, it became a part of complicated Czechoslovak-American relations, international economic trade, and political-ideological disputes and conflicts. Only in February 1982, after extensive diplomatic discussions, was a sufficient portion of the gold returned to the Czechoslovak State Bank in Prague. This book maps the story of this gold, how it was seized, blocked and finally, returned. Tracing the path of the monetary gold from its seizure by Nazi Germany in the 1930s to the last decade of the Cold War, the author outlines the main diplomatic steps taken to resolve the dispute, which framed the shape of bilateral relations between Communist Czechoslovakia and the USA. Offering a new contribution to the history of the Second World War and shedding light on East-West relations during the Cold War period, this book will provide useful reading for those researching modern European history, the Cold War, and international history.     Abstract: "Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This book explores the Canada and US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of crossborder interdependence of what remains the world's largest bilateral trade relationship makes the US and Canada border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book's findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and U.S. Great Plains"--
