    Abstract: 'This book presents Latin America's innovation systems in a new theoretical and political light. The focus is upon how innovation processes can become inclusive; a major challenge for the non-egalitarian Latin American countries. The analytical framework combines Amartya Sen's capacity approach with a knowledge economics perspective. One major conclusion is that there is a need for ambitious public policy initiatives aiming explicitly at inclusiveness. The book offers a new perspective on innovation systems and innovation policy and it is of interest for innovation scholars as well as for policy makers responsible for the design of development strategies in emerging economies.' (Bengt-Åke Lundvall, Aalborg University, Denmark). -- This unique book brings together new perspectives on inclusive development and the kinds of science, technology and innovation that can foster this form of development. The individual contributions provide distinct yet interrelated reflections on the diverse experiences of Latin American countries. While the existing literature on inclusive growth tends to examine the trend and extent of economic inequality over years, or discusses inclusive growth in a wide range of social and economic areas, this book, building on the findings of Inclusiveness in India: A Strategy for Growth and Equality, critically examines inclusive growth and development by paying particular attention to widening disparities between regions, and social and economic stratifications. A team of renowned scholars bring together a wealth of research to illustrates the important aspects of underdevelopment and the process by which the underclass has been left behind through focusing on the country's most neglected regions. Based on original surveys and fieldwork, individual chapters focus on critical issues such as; agricultural underdevelopment; economic growth and increasing intrastate disparity; the process and impact of migration, both at place of origin and destination; and administrative constraints to the implementation of pro-poor policies.     Abstract: The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The aging of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank’s mission of poverty reduction and supporting sustainable economic development in the region. In this context, this study analyzes the impact of migration on development of the region and how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers: trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration.”

    Abstract: This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

Tax and Development: Aid Modalities for Strengthening Tax Systems highlights how taxation can have a positive effect on the quality of governance and a government’s relationship with citizens and, in turn, how good governance can have a positive effect on compliance and revenue mobilisation. How can international assistance providers, including OECD members, international and regional organisations, support the development of tax systems in developing countries? Tax and Development: Aid Modalities for Strengthening Tax Systems provides practical guidance for policy makers and practitioners based on the results of an extensive literature review, a survey of aid agency officials and six country case studies (Ghana, Guatemala, Liberia, Mali, Mozambique, and Tanzania). It examines the aid instruments that donors use to assist developing countries including general and sector budget support, basket financing, stand-alone bilateral aid and funding South-South organisations. The strengths and weaknesses of each modality for supporting tax systems are identified, and some 50 recommendations to support the development of effective, efficient and growth-oriented tax systems in developing countries are provided.

    Abstract: Immer weniger Franzosen lernen Deutsch und auch in Deutschland werden dem Französischen immer häufiger andere Sprachen vorgezogen. Der Grund ist meistens gleich: Sprachen wie Spanisch gelten als einfacher, als weltweit bedeutender oder, schon allein des Landes und der Leute wegen, als attraktiver. Matthias Lahr-Kurten untersucht auf Basis von mehr als 70 Experteninterviews und umfangreicher Literatur, welche Bedeutung der jeweils anderen Landessprache beigemessen wird, welche Maßnahmen zur Förderung ergriffen werden und welche Probleme sich dabei ergeben. Abgesehen von gegenseitigen Vorurteilen, die durch die Weltkriege geprägt wurden, steht der Unterricht beider Sprachen im Ruf, zu sehr auf Grammatik und deshalb zu wenig auf Kommunikation ausgerichtet zu sein. Trotz starker Initiativen im Bereich der Sprachförderung - etwa durch das Institut Français und die Goethe-Institute, durch Austauschprogramme und privates Engagement - nehmen die Schülerzahlen ab. Viele Experten sind sich sicher, dass vor allem persönliche Begegnungen zum Weiterlernen animieren. Zusätzlich wird für die Entscheidung zur Partnersprache Deutsch oder Französisch geworben, nicht nur von Lehrern, deren Kurse sonst oft nicht zustande kommen, sondern sogar im Fernsehen. Durch die Freude am Medium erzielt etwa der Fernsehsender ARTE ein spielerisches Lernen, erreicht allerdings nur Menschen, die sich ohnehin für beide Sprachen oder den europäischen Kontext interessieren. Matthias Lahr-Kurten schlägt beispielsweise eine langfristige Imagekampagne vor. Diese soll die negativen Deutschland- und Frankreichbilder abbauen, Vorteile am Erlernen der Sprache aufzeigen und möglichst in den öffentlich-rechtlichen Sendern eingesetzt werden. Schließlich überträgt sich Interesse nicht, sondern muss bei jeder Generation und jeder Person neu geweckt werden. (ifa)

    Abstract: This book critically investigates the patent protection of medication in light of the threats posed by HIV/AIDS, malaria and tuberculosis epidemics to the citizens of countries in Sub-Saharan Africa (hereinafter “SSA” or “Africa”). The book outlines the systemic problems associated with the prevailing globalized patent regime and the regime’s inability to promote access to life-saving medication at affordable prices in SSA. It argues that for pharmaceutical patents to retain their relevance in SSA countries, human development concepts must be integrated into global patent law- and policy-making. An integrative approach implies developing additional public health and human development exceptions/limitations to the exercise of patent rights with the goal of scaling up access to medication that can treat epidemics in SSA. By drawing on multiple perspectives of laws, institutions, practices, and politics, the book suggests that SSA countries adopt an evidence-based approach to implementing global patent standards in domestic jurisdictions. This evidence-based approach would include mechanisms like local need assessments and the use of empirical data to shape domestic patent law-making endeavors. The approach also implies revising patent rules and policies with a pro-poor and pro-health emphasis, so that medication will be more affordable and accessible to the citizens of SSA countries. It also suggests considering the opinions of individuals and pro-access institutions in enacting crucial pieces of health-related statutes in SSA countries. The approach in this book is sensitive to the public health needs of the citizens affected by epidemics and to the imperative of building local manufacturing facilities for pharmaceutical research and development in SSA.

    Abstract: Until recently, economists studying economic development have tended to consider it a universal process, or focussed their attention on common aspects. This book originates from the growing recognition of significant sectoral differences in economic development and examines the catching-up process in five different economic sectors: pharmaceuticals, telecommunications equipment, semiconductors, software, and agro-food industries. Each of these sector studies explore the learning and catch-up processes in various developing countries, in order to identify both the common features, and those which differ significantly across sectors and nations. The authors pay particular attention to China, India, Brazil, Korea and Taiwan.

    Abstract: How did the industrialized nations of North America and Europe come to be seen as the appropriate models for post-World War II societies in Asia, Africa, and Latin America? How did the postwar discourse on development actually create the so-called Third World? And what will happen when development ideology collapses? To answer these questions, Arturo Escobar shows how development policies became mechanisms of control that were just as pervasive and effective as their colonial counterparts. The development apparatus generated categories powerful enough to shape the thinking even of its occasional critics while poverty and hunger became widespread. "Development" was not even partially "deconstructed" until the 1980s, when new tools for analyzing the representation of social reality were applied to specific "Third World" cases. Here Escobar deploys these new techniques in a provocative analysis of development discourse and practice in general, concluding with a discussion of alternative visions for a postdevelopment era. Escobar emphasizes the role of economists in development discourse - his case study of Colombia demonstrates that the economization of food resulted in ambitious plans, and more hunger. To depict the production of knowledge and power in other development fields, the author shows how peasants, women, and nature became objects of knowledge and targets of power under the "gaze of experts".

    Abstract: Innovation drives long-term economic growth. It has a crucial role to play as global economies recover from the current financial crisis. This book examines the role of innovation in developing countries, with a focus on Africa. It investigates innovation systems and their application; the key role of knowledge in innovation for development; and the importance of comparable country studies and official statistics on innovation. It stresses the need for innovation to become part of a comprehensive development agenda, and makes recommendations for promoting activities in both the formal and informal sectors, with the aim of transforming agriculture into a knowledge-based industry capable of stimulating economic growth. Innovation and the Development Agenda is an important component of the overall OECD Innovation Strategy, which seeks to create stronger and more sustainable growth, while addressing the key global challenges of the 21st century.
