    Abstract: Early childhood education and care (ECEC) can help lay the foundations for future skills development, well-being and learning. Having timely, reliable and comparable international information is essential to help countries improve their ECEC services and systems. For over 15 years, the OECD has been conducting policy analysis and gathering new data on ECEC. For the first time, this report brings together all the key ECEC indicators in one volume. It presents an exhaustive overview of ECEC systems and provision as well as trend data and information on recent reforms. The report takes a hard look at issues such as access and governance, equity, financing, curriculum, the teaching workforce and parent engagement. Key challenges for improving the ECEC sector are identified. With around 45 charts and data for the 35 OECD countries and a number of partner countries, the publication also includes a great deal of new material. It offers new data on ECEC provision and intensity of participation for children under the age of three (based on an improved typology of settings). It also presents new indicators on the profile of ECEC staff (e.g. level of qualification, teacher salary and organisation of working time) and on equity in access to ECEC. New PISA 2015 analyses help highlight the relationship between the number of years of ECEC and academic performance at age 15, and the effects of ECEC attendance on health and well-being, and mothers’ employability.

    Abstract: "In Educations in Ethnic Violence, Matthew Lange explores the effects education has on ethnic violence. Lange contradicts the widely held belief that education promotes peace and tolerance. Rather, Lange finds that education commonly contributes to aggression, especially in environments with ethnic divisions, limited resources and ineffective political institutions. He describes four ways in which organized learning spurs ethnic conflicts. Socialization in school shapes students' identities and the norms governing intercommunal relations. Education can also increase students' frustration and aggression when their expectations are not met. Sometimes, the competitive atmosphere gives students an incentive to participate in violence. Finally, education provides students with superior abilities to mobilize violent ethnic movements. Lange employs a cross-national statistical analysis with case studies of Sri Lanka, Cyprus, the Palestinian territories, India, sub-Saharan Africa, Canada and Germany"--

    Abstract: No More Failures challenges the assumption that there will always be failures and dropouts, those who can’t or won’t make it in school. In fact, initiatives in many countries demonstrate that it is possible to successfully tackle school failure and dropout rates – and to reduce the huge social cost of adults without basic skills. This book offers a valuable comparative perspective on how different countries have handled equity in education. Among the issues it explores are tracking, streaming and academic selection; school choice; secondary education structures and second chance programmes; grade repetition; links between school and home; early childhood education; resource allocation; targets for equity; and the special needs of migrants and minorities.     Abstract: Here is a review of worldwide economic, political, cultural and educational changes since the beginning of the 1980s, examining new trends in educational governance. It describes the processes of globalization and shows how national education systems have responded. The book explains how world education models have emerged in international agencies and traces the ways these models are borrowed, imitated, imposed and adapted as different countries reform primary and secondary education.
    Abstract: The book makes an overview of the world wide economic, political, cultural and educational changes since the beginning of the 1980's and presents the new type of educational governance. It describes the processes of globalization and how national education systems have responded to these processes. It argues that symbolic world models (for the way of organizing national societies and education) have emerged in international agencies and how these models are borrowed, imitated, imposed and so on, when different countries reform their primary and secondary education. This book extensively reviews outcomes of educational decentralization using research findings from Australia, China, Kyrgyz Republic, Czech Republic, Sweden, England, Mozambique, South Africa, Senegal, Nicaragua, the USA. It also presents grassroots cases from different countries against the background of the overall changes in governance philosophy and applications. It reviews literature and reports on decentralization in the wider context of educational restructuring and gives a detailed account for different types of decentralization and their short and medium term impact. Also, it presents case studies from countries in Africa, Europe and Latin America and describes what is taking place at the local levels. Focus is on the outcomes in terms of parent and teacher participation in school.

It focuses on major issues that are confronting teacher educators now and in the next decade. These include the impact of globalization on the profession of teaching, and how teacher education must deal with changing accountability requirements from governments and establish a set of minimum standards acceptable to enable a person to teach. The work also considers aspects of the three major phases of teacher education: the period prior to commencing in the profession, successful induction into the profession, and the ongoing professional development of teachers. Finally, it identifies ways in which new technologies can be used to improve the training and ongoing development of teachers.     Abstract: This review of early childhood education and care (ECEC) in twenty OECD countries describes the social, economic, conceptual and research factors that influence early childhood policy. These include increasing women’s labour market participation; reconciling work and family responsibilities on a more equitable basis for women; confronting the demographic challenges faced by OECD countries; and in particular, addressing issues of access, quality, diversity, child poverty and educational disadvantage. Starting Strong II outlines the progress made by the participating countries in responding to the key aspects of successful ECEC policy outlined in the previous volume, Starting Strong (OECD, 2001). It offers many examples of new policy initiatives adopted in the ECEC field. In their conclusion, the authors identify ten policy areas for further critical attention from governments.     Abstract: Education is a universal priority. Currently, it is at a crossroad. In every society it is valued as a major road to produce more productive, more harmonious and healthier citizens. Yet, in every setting there is deep dissatisfaction with the overall performance of education and there are major moves towards reform, sometimes superficial but more often fundamental. These reform processes have had only moderate and very uneven success. Too often they are episodic, reflecting a short-term approach which is frequently changed for the latest enthusiasm or the most recent administration. In Asia and the Pacific countries many systems are in the process of construction or reconstruction. Can we learn from the experiences of others? Given the multiplicity of efforts at reform, and the variety of situations for reform, there may well be lessons we can learn from each other s efforts and each others failures and successes. This book features contributions from experienced researchers who have worked in many different settings and bring their own insights to attack this universal problem.

    Abstract: Following the burst of the dot-com bubble in 2000, scepticism about e-learning replaced over-enthusiasm. Rhetoric aside, where do we stand? Why and how do different kinds of tertiary education institutions engage in e-learning? What do institutions perceive to be the pedagogic impact of e-learning in its different forms? How do institutions understand the costs of e-learning? How might e-learning impact staffing and staff development? This book addresses these and many other questions. The study is based on a qualitative survey of practices and strategies carried out by the OECD Centre for Educational Research and Innovation (CERI) at 19 tertiary education institutions from 11 OECD member countries – Australia, Canada, France, Germany, Japan, Mexico, New Zealand, Spain, Switzerland, the United Kingdom and the United States – and 2 non-member countries – Brazil and Thailand. This qualitative survey is complemented by the findings of a quantitative survey of e-learning in tertiary education carried out in 2004 by the Observatory on Borderless Higher Education (OBHE) in some Commonwealth countries.

    Abstract: This study features a collection of eight case studies of exemplary cases from secondary schools as well as international literature reviews and policy analysis related to formative assessment – the frequent assessments of student progress to identify learning needs and shape teaching. It examines such issues as benefits and barriers for using formative assessment, policy frameworks and implications, and formative assessment in practice. Achievement gains attributed to formative assessment are reported as being quite high, but it is not yet practiced systematically. This book makes the case for use of formative assessment and shows how it can be put into practice.

    Abstract: This volume puts an emphasis on the question how children themselves experience and manage migration and by means of which they construct an identity for themselves which takes into account their experiences from both their places of origin and their host societies. What role does the cultural background of the society of origin on the one hand and the strategies of integration found in the host society on the other play in the creation of identity and of a concept of home, origin and belonging? How do children express processes of cultural orientation and integration (music, media, fashion, style) and what role do peer groups and social milieus play in this regard? How do migrant children experience xenophobia and a lack of acceptance on the side of the host society and how do they counter-balance such experiences?The approach taken is both comparative and interdisciplinary, the contributors having different theoretical and methodological backgrounds, the contributions dealing with different social and cultural settings both with regard to place of origin and host society.

    Abstract: The question of inclusive education is one which many societies are attempting to address. It is a fundamentally serious and complex issue raising challenges that cover conceptual, organizational, pedagogical, curricular and socio-economic concerns and questions. In this edited collection of papers the reader is confronted with these challenges through, on the one hand, a critical informative analysis of some of the key existing ideas and, on the other, a series of alternative insights and questions requiring further exploration and debate. Overall, the papers provide a serious critique of such factors as: the limitations of existing definitions of inclusive education; the narrowness of the focus within which inclusive issues are too often presented; the negative impacts of marketisation, performativity and the standards agenda on the realisation of inclusive values and practice and the constraints of significant socio-economic inequalities and disadvantages within and between communities and schools. These raise serious questions concerning the extent to which schools can make a positive difference in the lives of many pupils.

    Abstract: The papers which make up this volume have for the most part emerged from the work of a team of young researchers based for varying periods at the Department of Educational Studies of the University of Oxford as part of an international network funded by the European Union. The network, known as PRESTiGE (Problems of Educational Standardisation and Transition in a Global Environment), involves teams at six European universities, each of which can only employ young researchers from Member States other than that in which it is situated. The Oxford part of PRESTiGE has been concerned with the interpretation, transmission and implementation of European Union education and training policy in four Member States: France, Germany, Sweden and the United Kingdom. As the leader of the Oxford team I had the good fortune to work with young researchers from Denmark, Germany, Greece, Sweden and Portugal. Their work is included here. So too are contributions from Jake Murdoch (a member of the Dijon team, based at the Université de Bourgogne) and Professor António Nóvoa, the leader of the Lisbon team. Together the papers (which we have allowed to overlap to some extent, so that each one can be read independently) represent a genuinely international collaborative effort to understand the intentions and the effects of EU education and training policy, and we hope that they will contribute to further discussion of the important issues that those with an interest in European co-operation and development will wish to pursue.

    Abstract: Literacy in the Information Age, the final report from the International Adult Literacy Survey, presents evidence on the nature and magnitude of the literacy gaps faced by OECD countries. It offers new insights into the factors that influence the development of adult skills in various settings - at home, at work and across the 20 countries for which comparable household assessment results are included. Findings point to large differences in the average level and population distribution of literacy skills both within and between countries. Low literacy skills are evident among all adult groups in significant - albeit varying - proportions. Literacy proficiency varies considerably according to home background factors and educational attainment in most of the countries surveyed. However, the relationship between literacy skills and educational attainment is complex. Many adults have managed to attain high levels of literacy proficiency despite a low level of education; conversely, some have low literacy skills despite a high level of education. These differences matter both economically and socially: literacy affects, inter alia, labour quality and flexibility, employment, training opportunities, income from work and wider participation in civic society. Improving the literacy skills of the population remains a large challenge for policy makers. The results suggest that high-quality foundation learning in schools is important but insufficient as a sole means to that end. Policies directed at the workplace and family settings are also needed. The employers’ role in promoting and rewarding literacy skills is particularly important for skills development.

    Abstract: Structural transformations in the international economy and the restructuring of work have made the transition from education to employment increasingly problematic. School-to-work pathways have become more socially segmented and the risk of under-employment and joblessness has increased for both vocationally and academically educated youth. Continuous passages have become less common and have given way to multiple entries and exits between schooling and working, under-employment, unemployment and domestic work. This edited volume of empirical studies is based on a series of comparable longitudinal research projects which draw on survey and biographical data from important players in the international economy, the USA, Great Britain, Canada and Germany. The studies document that social and gender inequality is a persistent structural feature that restricts the possibilities to take advantage of educational opportunities and career options. Furthermore, different institutional arrangements are shown to play a crucial role in distributing transition opportunities in a more equal way.

    Abstract: Der Bericht der Bertelsmann Stiftung an den Club of Rome erkundet Möglichkeiten und Wege, wie gesellschaftlicher Zusammenhalt entstehen und gefestigt werden kann. Er wurde in einem internationalen Projektteam unter der Leitung von Peter L. Berger, Direktor des Institute for the Study of Economic Culture, Boston Universtiy, USA, erarbeitet. In vergleichender Analyse von elf Ländern wird nach den Grenzen der Gemeinschaft in einem doppelten Sinn gefragt: Einerseits wird die Freiheit der Individuen in einer pluralistischen Gesellschaft zu Grunde gelegt, andererseits werden die sozialen und kulturellen Ressourcen analysiert, die Gemeinschaft ermöglichen. Zwei Fragen lagen dem Bericht zu Grunde: Wer sind wir? Wie wollen wir miteinander leben? Die Ergebnisse zeigen klar, dass die sozialen und kulturellen Ressourcen, die eine Gesellschaft zu Integrationsleistungen befähigen, ebenso knapp und begrenzbar sind wie die natürlichen Lebensgrundlagen.
