    Abstract: As we face new global challenges - from climate change to the international political order - the need to re-examine the historical roots of cosmopolitanism and liberal principles on a global scale has become increasingly central to the political conversation. Cosmopolitanism and the Enlightenment brings together leading scholars in cultural history, the history of ideas and global politics in order to reassess the complexity of cosmopolitanism during the Enlightenment and its various interpretations over time. Through a fresh and revisionist perspective, the volume explores issues of universalism and cultural diversity, the idea of civilization, race, gender, empire, colonialism, global inequality, national patriotism, international and civil conflict, and other forms of political discourse, challenging the simple negative stereotype that the Enlightenment was inevitably hierarchical and Eurocentric. This timely intervention into the debate about the legacy of the Enlightenment highlights both the plurality and the continuing relevance of Enlightened cosmopolitanism to contemporary global concerns

    Abstract: 'New speakers' is a term used to describe those who have learnt a minority language not within their home or community settings, but through bilingual education, immersion or migration. Looking specifically at the impact of new speakers on language policy, this book provides an authoritative and detailed examination of minority language policy in Wales, Scotland, Ireland, the Basque Autonomous Community, Navarre, Catalonia and Galicia. Based on interviews with politicians, senior civil servants, academics and civil society activists, it assesses the extent to which interventions derived from a new speakers' perspective has been incorporated into official language practice. It describes several challenges faced by new speakers, before proposing specific recommendations on how to integrate them into established minority language communities.     Abstract: A dictator's power is secure, the authors begin in this muscular, impressive study, only as long as citizens believe in it. When citizens suddenly believe otherwise, a dictator's power is anything but, as the Soviet Union's collapse revealed. This conviction - that power rests ultimately on citizens' beliefs - compels the world's autocrats to invest in sophisticated propaganda. This study draws on the first global data set of autocratic propaganda, encompassing nearly eight million newspaper articles from fifty-nine countries in six languages. The authors document dramatic variation in propaganda across autocracies: in coverage of the regime and its opponents, in narratives about domestic and international life, in the threats of violence issued to citizens, and in the domestic events that shape it. The book explains why Russian President Vladimir uses Donald Trump as a propaganda tool and why Chinese state propaganda is more effusive than any point since the Cultural Revolution.

    Abstract: SSR is a key element of the transitions out of war, aiming at the establishment of accountable and legitimate institutions able to prevent and sanction the use of violence. While recognizing the need to include local actors, donor policies still focus mostly on the state as a provider of security. Second generation SSR has emphasized the need to include local communities and recognize the existence of non-state actors in the provision of security and justice. However, recognition is not enough. This Element promotes a radical re-think of SSR in the context of conflict and war. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace?     Abstract: Every year, over 1,000 public schools are permanently closed across the United States. And yet, little is known about their impacts on American democracy. Closed for Democracy is the first book to systematically study the political causes and democratic consequences of mass public school closures in the United States. The book investigates the declining presence of public schools in large cities and their impacts on the Americans most directly affected - poor Black citizens. It documents how these mass school closure policies target minority communities, making them feel excluded from the public goods afforded to equal citizens. In response, targeted communities become superlative participators to make their voices heard. Nevertheless, the high costs and low responsiveness associated with the policy process undermines their faith in the power of political participation. Ultimately, the book reveals that when schools shut down, so too does Black citizens' access to, and belief in, American democracy.

This pioneering book argues that globalization offers an unprecedented opportunity to revisit fundamental assumptions about what distinguishes languages and cultures from each other in the first place. (2) Should we actively incorporate values in science? (3) How can we manage values in science responsibly? (4) What are some next steps for those who want to help promote responsible roles for values in science? It explores arguments for and against the "value-free ideal" for science (i.e., the notion that values should be excluded from scientific reasoning) and concludes that it should be rejected. Nonetheless, this does not mean that value influences are always acceptable. The Element explores a range of strategies for distinguishing between appropriate and inappropriate value influences. It concludes by proposing an approach for managing values in science that relies on justifying, prioritising, and implementing norms for scientific research practices and institutions

    Abstract: Does power sharing bring peace? Policymakers around the world seem to think so. Yet, while there are many successful examples of power sharing in multi-ethnic states, such as Switzerland, South Africa and Indonesia, other instances show that such arrangements offer no guarantee against violent conflict, including Rwanda, Yugoslavia, Zimbabwe and South Sudan. Given this mixed record, it is not surprising that scholars disagree as to whether power sharing actually reduces conflict. Based on systematic data and innovative methods, this book comes to a mostly positive conclusion by focusing on practices rather than merely formal institutions, studying power sharing's preventive effect, analyzing how power sharing is invoked in anticipation of conflict, and by showing that territorial power sharing can be effective if combined with inclusion at the center. The authors' findings demonstrate that power sharing is usually the best option to reduce and prevent civil conflict in divided states

    Abstract: This Element details how elites provide policy concessions when they face credible threats of revolution. Specifically, the authors discuss how the Bolshevik Revolution of 1917 and the subsequent formation of Comintern enhanced elites' perceptions of revolutionary threat by affecting the capacity and motivation of labor movements as well as the elites' interpretation of information signals. These developments incentivized elites to provide policy concessions to urban workers, notably reduced working hours and expanded social transfer programs. The authors assess their argument by using original qualitative and quantitative data. First, they document changes in perceptions of revolutionary threat and strategic policy concessions in early inter-war Norway by using archival and other sources. Second, they code, for example, representatives at the 1919 Comintern meeting to proxy for credibility of domestic revolutionary threat in cross-national analysis. States facing greater threats expanded various social policies to a larger extent than other countries, and some of these differences persisted for decades

    Abstract: Our conception of the culture and values of the ancient Greco-Roman world is largely based on texts and material evidence left behind by a small and atypical group of city-dwellers. The people of the deep Mediterranean countryside seldom appear in the historical record from antiquity, and almost never as historical actors. This book is the first extended historical ethnography of an ancient village society, based on an extraordinarily rich body of funerary and propitiatory inscriptions from a remote upland region of Roman Asia Minor. Rural kinship structures and household forms are analysed in detail, as are the region's demography, religious life, gender relations, class structure, normative standards and values. Roman north-east Lydia is perhaps the only non-urban society in the Greco-Roman world whose culture can be described at so fine-grained a level of detail: a world of tight-knit families, egalitarian values, hard agricultural labour, village solidarity, honour, piety and love

    Abstract: Sociability is friendly behavior that is performed by a variety of positive social acts that are aimed to establish, promote, or restore relationships. However, attempts to achieve these interactional goals can fail or backfire; moreover, interactants may abuse these strategies. A pragmatic focus on positive social acts illuminates the ways they succeed in promoting sociability and why they sometimes fail to enhance social relations. This Element analyzes positive social actions receiving positive and negative meta-pragmatic labels, such as firgun and flattery, in the Hebrew speaking community in Israel. Adopting a meta-pragmatic methodology enables a differentiation between positive communication and its evaluation as (in)appropriate in context. The conclusion discusses the fuzzy line between acceptable and unacceptable positive behavior and the benefits and perils of deploying positive social acts in interaction. It also suggests a conceptualization of the darker and brighter sides of sociability as intrinsically connected, rather than polar ends

    Abstract: Malešević offers a novel sociological answer to the age-old question: 'Why do humans fight?'. Instead of focusing on the motivations of solitary individuals, he emphasises the centrality of the social and historical contexts that make fighting possible. He argues that fighting is not an individual attribute, but a social phenomenon shaped by one's relationships with other people.     Abstract: China has witnessed numerous incidents of social protests over the past three decades. Protests create uncertainty for authoritarian governments, and the Chinese government has created, strengthened, and coordinated multiple dispute-resolution institutions to manage social conflicts and protests. Accommodating the aggrieved prevents the accumulation of grievances in society, but concessions require resources. As the frequency and scale of collective action are closely tied to the political opportunity for action, the Chinese government has also contained protest by shaping the political opportunity available to the aggrieved. Cai and Chen show that when the Chinese central government prioritizes social control, as it has under Xi Jinping's leadership, it signals that it will tolerate local governments' use of coercion. The result is an environment that is not conducive to the mobilization of collective action, large-scale occurrences of which have been uncommon in China in recent years

    Abstract: Does interpersonal political communication improve the quality of individual decision making? While deliberative theorists offer reasons for hope, experimental researchers have demonstrated that biased messages can travel via interpersonal social networks. We argue that the value of interpersonal political communication depends on the motivations of the people involved, which can be shifted by different contexts. Using small-group experiments that randomly assign participants' motivations to seek or share information with others as well as their motivations for evaluating the information they receive, we demonstrate the importance of accounting for motivations in communication. We find that when individuals with more extreme preferences are motivated to acquire and share information, collective civic capacity is diminished. But if we can stimulate the exchange of information among individuals with stronger prosocial motivations, such communication can enhance collective civic capacity. We also provide advice for other researchers about conducting similar group-based experiments to study political communication

    Abstract: At noon on August 9, 2014 when Michael Brown was killed on Canfield Drive in Ferguson, there was little protest. But by 9 pm, dozens were nonviolently defying police armed with military style weapons, armored vehicles, helicopters, and snarling dogs. The structural situation alone cannot account for the emergence of insurgency in Ferguson. To explain mobilization, I advance a theory of Contested Legitimacy. The stakes of each action by insurgents, authorities, and third parties for mobilization concern regulatory repression. Actions that undercut the validity of repression encourage mobilization. Video, photo, and textual data make it possible to unpack the complex interactive process of mobilization. Given longstanding grievances concerning racist policing in Ferguson, reclaiming the site where Michael Brown was killed on Canfield Drive as a memorial provided means to challenge unjust police authority. When police responded as accustomed- disproportionately, callous, and indiscriminate - their actions galvanized local Black support for activists

    Abstract: Moving beyond two main concepts of 'interlingual' and 'intralingual' discrimination, this Cambridge Element addresses the concept of 'translingual discrimination', which refers to inequality based on transnational migrants' specific linguistic and communicative repertoires that are (il)legitimized by the national order of things. Translingual discrimination adds intensity to transnational processes, with transnational migrants showing two main characteristics of exclusion - 'translingual name discrimination' and its associated elements such as 'name stigma' and 'name microaggression'; and 'translingual English discrimination' and its elements such as 'accentism', 'stereotyping' and 'hallucination'. The accumulation of these characteristics of translingual discrimination causes negative emotionality in its victims, including 'foreign language anxiety' and 'translingual inferiority complexes'. Consequently, transnational migrants adopt coping strategies such as 'CV whitening', 'renaming practices', 'purification', and 'ethnic evasion' while searching for translingual safe spaces

    Abstract: In 1893, a group of colonial officials from thirteen countries abandoned their imperial rivalry and established the International Colonial Institute (ICI), which became the world's most important colonial think tank of the twentieth century. Through the lens of the ICI, Florian Wagner argues that this international cooperation reshaped colonialism as a transimperial and governmental policy. The book demonstrates that the ICI's strategy of using indigenous institutions and customary laws to encourage colonial development served to maintain colonial rule even beyond the official end of empires. By selectively choosing loyalists among the colonized to participate in the ICI, it increased their autonomy while equally delegitimizing more radical claims for independence. The book presents a detailed study of the ICI's creation, the transcolonial activities of its prominent members, its interactions with the League of Nations and fascist governments, and its role in laying the groundwork for the structural and discursive dependence of the Global South after 1945

    Abstract: This Element explores approaches to locating and examining social identity in corpora with and without the aid of demographic metadata. This is a key concern in corpus-aided studies of language and identity, and this Element sets out to explore the main challenges and affordances associated with either approach and to discern what either approach can (and cannot) show. It describes two case studies which each compare two approaches to social identity variables - sex and age - in a corpus of 14-million words of patient comments about NHS cancer services in England. The first approach utilises demographic tags to group comments according to patients' sex/age while the second involves categorising cases where patients disclose their sex/age in their comments. This Element compares the findings from either approach, with the approaches themselves being critically discussed in terms of their implications for corpus-aided studies of language and identity

    Abstract: Ritual deposition is not an activity that many people in the Western world would consider themselves participants of. The enigmatic beliefs and magical thinking that led to the deposition of swords in watery places and votive statuettes in temples, for example, may feel irrelevant to the modern day. However, it could be argued that ritual deposition is a more widespread feature now than in the past, with folk assemblages - from roadside memorials and love-lock bridges, to wishing fountains and coin-trees - emerging prolifically worldwide. Despite these assemblages being as much the result of ritual activity as historically deposited objects, they are rarely given the same academic attention or heritage status. As well as exploring the nature of ritual deposition in the contemporary West, and the beliefs and symbolisms behind various assemblages, this Element explores the heritage of the modern-day deposit, promoting a renegotiation of the pejorative term 'ritual litter'

    Abstract: Cinderella's Glass Slipper studies Renaissance material cultures through the literary prism of fairy-tale objects. The literary fairy-tale first arose in Renaissance Venice, originating from oral story-telling traditions that would later become the Arabian Nights, and subsequently in the Parisian salons of Louis XIV. Largely written by, for, and in the name of women, these literary fairy-tales took a lightly comic view of life's vicissitudes, especially female fortune in marriage. Connecting literary representations of bridal goods - dress, jewellery, carriages, toiletries, banqueting and confectionary foods - to the craft histories of their making, this Element offers a newly-contextualised socio-economic account of Renaissance luxe, from architectural interiors to sartorial fashioning and design. By coupling Renaissance luxury wares with their fairy-tale representation, it locates the recherché materialities of bridal goods - gold, silver, diamonds and silk - within expanding colonialist markets of a newly-global early modern economy in the age of discovery

    Abstract: This Element details how elites provide policy concessions when they face credible threats of revolution. Specifically, the authors discuss how the Bolshevik Revolution of 1917 and the subsequent formation of Comintern enhanced elites' perceptions of revolutionary threat by affecting the capacity and motivation of labor movements as well as the elites' interpretation of information signals. These developments incentivized elites to provide policy concessions to urban workers, notably reduced working hours and expanded social transfer programs. The authors assess their argument by using original qualitative and quantitative data. First, they document changes in perceptions of revolutionary threat and strategic policy concessions in early inter-war Norway by using archival and other sources. Second, they code, for example, representatives at the 1919 Comintern meeting to proxy for credibility of domestic revolutionary threat in cross-national analysis. States facing greater threats expanded various social policies to a larger extent than other countries, and some of these differences persisted for decades

    Abstract: There are so many roadblocks in Central Africa that it is hard to find a road that does not have one. Based on research in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR), Peer Schouten maps more than a thousand of these roadblocks to show how communities, rebels and state security forces forge resistance and power out of control over these narrow points of passage. Schouten reveals the connections between these roadblocks in Central Africa and global supply chains, tracking the flow of multinational corporations and UN agencies alike through them, to show how they encapsulate a form of power, which thrives under conditions of supply chain capitalism. In doing so, he develops a new lens through which to understand what drives state formation and conflict in the region, offering a radical alternative to explanations that foreground control over minerals, territory or population as key drivers of Central Africa's violent history
