    Abstract: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

    Abstract: Cities and regions play a fundamental role in the transition from a linear to a circular economy, as they are responsible for key policies in local public services such as transport, solid waste, water and energy that affect citizens’ well-being, economic growth and environmental quality. This synthesis report builds on the findings from 51 cities and regions contributing to the OECD Survey on the Circular Economy in Cities and Regions and on lessons learnt from the OECD Policy Dialogues on the circular economy carried out in Groningen (Netherlands), Umeå (Sweden), Valladolid (Spain) and on-going in Glasgow (United Kingdom), Granada (Spain), and Ireland. The report provides a compendium of circular economy good practices, obstacles and opportunities, analysed through the lens of its 3Ps analytical framework (people, policies and places). It concludes with policy recommendations, a Checklist for Action and a Scoreboard to self-assess the existence and level of implementation of enabling governance conditions to foster the transition towards the circular economy in cities and regions.

    Abstract: "This book concludes a trilogy that began with Intelligent Cities: Innovation, Knowledge Systems and digital spaces (Routledge 2002) and Intelligent Cities and Globalisation of Innovation Networks (Routledge 2008). Together these books examine intelligent cities as environments of innovation and collaborative problem-solving. In this final book, the focus is on planning, strategy and governance of intelligent cities. Divided into three parts, each section elaborates upon complementary aspects of intelligent city strategy and planning. Part I is about the drivers and architectures of the spatial intelligence of cities, while Part II turns to planning processes and discusses top-down and bottom-up planning for intelligent cities. Cities such as Amsterdam, Manchester, Stockholm and Helsinki are examples of cities that have used bottom-up planning through the gradual implementation of successive initiatives for regeneration. On the other hand, Living PlanIT, Neapolis in Cyprus, and Saudi Arabia intelligent cities have started with the top-down approach, setting up urban operating systems and common central platforms. Part III focuses on intelligent city strategies; how cities should manage the drivers of spatial intelligence, create smart environments, mobilise communities, and offer new solutions to address city problems. Studies of Arab/Islamic cities used to be the province of 'outsiders' who not only prematurely generalized to a genre, but encapsulated it in timelessness. In contrast, the case studies included in the earlier volume (Dubai, Sana'a, Baghdad, Algiers, Tunis, and Cairo), now supplemented in this volume by three older cities (Amman, Beirut, and Rabat) and five newer oil cities (Riyadh, Kuwait City, Manama, Doha and Abu-Dhabi), focus, often critically, on their rapid transformations. Each case study traces its colonial and post-colonial history, the evolution of its distinctive social and physical structures, and its intersection with the region and the world.     Abstract: As the hubs of economic activity, cities drive the vast majority of the world’s energy use and are major contributors to global greenhouse gas emissions. Because they are home to major infrastructure and highly concentrated populations, cities are also vulnerable to the impacts of climate change, such as rising sea levels, warmer temperatures and fiercer storms. At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends. This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. The book also explores policy tools and best practices from both OECD and some non-member countries. Cities and Climate Change reveals the importance of addressing climate change across all levels of government. Local involvement through “climate-conscious” urban planning and management can help achieve national climate goals and minimise tradeoffs between environmental and economic priorities at local levels.     Abstract: Every day, thousands are injured and almost 350 people are killed on the roads of OECD countries. New technologies could reduce this toll by as much as 40%. However, considerable challenges need to be overcome in order to achieve these benefits. Billions of dollars are currently being spent to develop new technologies which are not related to safety, and many of these may have a negative impact on road safety if action is not taken to ensure their compatibility with current road systems. This report evaluates the global impact of new technologies on road safety and provides recommendations to governments and industry to ensure that fatalities and injuries in road traffic are reduced.

    Abstract: All societies depend on biodiversity and biological resources, and policy-makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

    Abstract: Approximately 125 000 people die every year on the roads of OECD countries. In other words, one road crash victim dies every four minutes. The real tragedy is that, to a large extent, these crashes and the resultant deaths and injuries could be prevented. This report identifies and assesses "best practices" among road safety programmes in OECD countries. Emphasis is placed on those programmes that have been evaluated. In addition, the underlying criteria that influence the success or failure of these "best practices" are identified to facilitate the development of effective road safety policies in Member countries.

    Abstract: It is now widely recognised that a greater use of market based instruments is a key element of effective and economically efficient environmental policies, and an important framework condition for sustainable development. Hence, over the last decade, economic instruments have been playing a growing role in environmental policies of OECD countries. In this context, a distinctive feature is the increasing role of environmentally related taxes. All countries have introduced environmental taxes to a varying extent, and an increasing number of countries are implementing comprehensive green-tax reforms, while others are contemplating doing so. This report analyses current use of environmentally related taxes in OECD Member countries. Focus is given to their environmental effectiveness. The report identifies obstacles to a broader use of such taxes -- in particular the fear of loss of sectoral competitiveness -- and ways to overcome such problems.

    Abstract: De 1997 à 1999, la CEMT a consacré trois rapports et trois résolutions à la sécurité des usagers vulnérables, à savoir les cyclistes, les piétons et les utilisateurs de deux-roues motorisés (cyclomoteurs et motocyclettes). Ces études s’inscrivent dans un cadre plus large que celui de la seule sécurité routière puisqu’elles prennent en compte aussi bien l’évolution démographique des pays Membres de la CEMT -- vieillissement de la population -- que les problèmes désormais d’actualité de mobilité, d’aménagement du territoire, d’environnement et de santé publique. Les mesures préconisées (qu’elles soient globales ou spécifiques à chaque catégorie d’usagers concernée) montrent qu’il reste encore beaucoup à faire en faveur de la sécurité des usagers vulnérables. Il s’agit toutefois de ne pas promouvoir un modèle unique, mais de s’efforcer de développer plusieurs stratégies qui intègrent les particularités de chaque pays. Cette publication devrait permettre à chacun d'évaluer les différentes approches développées dans les pays de la CEMT et de s’inspirer de ce qu’il est convenu d’appeler les "bonnes pratiques".
