Focusing on the built environment, Tasha Rijke-Epstein considers the complex dynamics between African groups and the spatial and formal ways that they asserted their presence and claimed space in the city before, during, and after colonization. Rijke-Epstein focuses on the articulation of Malagasy power through indigenous architectural forms; then shifts her focus to consider how Comorian migrants shaped the city's spatial and cultural terrain, marrying into existing Malagasy families, constructing mosques, and animating street life. Yet despite their longstanding ties to Madagascar and shared cultural lexicon, Comorian migrants were targeted in a series of violent uprisings in 1976 that resulted in the deaths of at least 1,000 people and the expulsion of more than 16,000 people from Mahajanga. Children of the Soil gives readers a new way to understand the role of material environments in shaping national and urban belonging, as well as to understand the wave of expulsions that happened across post-colonial societies"--

    Abstract: This book highlights the geopolitical and economic consequences of the Russia’s invasion of Ukraine. The author, a key architect of Polish eco- nomic reforms and the most frequently cited economist from post-Com- munist countries, shares new insights into the causes and mechanisms of the Second Cold War. A comprehensive analysis indicates that novelties are rooted in geoeconomic considerations, through which a fundamental shift is underway towards the adoption of comprehensive bilateral trade agreements. Whilst innovation has the potential to significantly harmonise cross-border regulatory frameworks, it can also trigger significant fractures, particularly when applied restrictively and asymmetrically. Arguably, the ‘Brussels effect’ will to a certain extent foster a progressive development of international economic regulation, while in some respects being constrained by the status quo of the international economic regime. This volume is part of the Jean Monnet project Third Country Engagement with EU Trade Policy led by the ANU Centre for European Studies at the Australian National University, and supported by the European Commission under the Erasmus+ actions. The project seeks to explore and improve understanding of the EU’s evolving trade policy and its implications for third countries, including Australia and countries in the Asia-Pacific region.

    Abstract: This handbook brings together scholars from various disciplines and from around the world to examine the history, characteristics, effects, viability and implementation of basic income. The first edition of this book contributed a comprehensive treatment of multiple aspects of the basic income debate. This updated, expanded edition tackles new topics that are becoming increasingly prominent in the global debate. New chapters are devoted to recent research on the history of basic income; the development and peacemaking potential of basic income in conflict zones; municipal experiments in the United States; requirements for pilot projects and experiments; and the public health implications of basic income. Existing chapters on the implementation of basic income have also been substantially updated to take account of new research on microsimulation, land value tax, local currencies, and blockchain technology and cryptocurrency, along with new material on the increasing use of opinion polls and the difficulties related to that.     Abstract: This book explores the role of capital and labor migration in the expansion of the capitalist world-system. It presents comprehensive case studies on various historical periods of hegemony recognized by world-system theory: the Dutch hegemony (1625-1675), British hegemony (1815-1873), and US hegemony (1945-1970). Moreover, the book identifies an earlier period of economic dominance in Western Europe when merchant-bankers from Florence dominated the regional wool trade in the early thirteenth century. In these four intervals of dominance, i.e., from the medieval period to the late twentieth century, capital and labor migration formed the basis of capitalist development in the hegemonic core states as well as in peripheral regions under their economic and political influence. In turn, the book analyzes the migration patterns associated with the rise of hegemony from the perspectives of class relations between employers and workers, technological advances at the workplace, economic cycles, and state policies on labor migration. It concludes with a projection that heightened migration will continue to characterize the capitalist world system, especially as many poor and displaced populations in peripheral regions resort to migration for survival. Accordingly, it appeals to scholars in the fields of politics, sociology, history, anthropology, and economics who are interested in globalization and world-system analysis.

    Abstract: This book deals with a central aspect of Marx’s critique of society that is usually not examined further since it is taken as a matter of course: its scientific claim of being true. But what concept of truth underlies his way of reasoning which attempts to comprehend the social and political circumstances in terms of the possibility of their practical upheaval? In three studies focusing specifically on the development of Marx’s scientific critique of capitalist society, his journalistic commentaries on European politics, and his reflections on the organisation of revolutionary subjectivity, the authors carve out the immanent relation between the scientifically substantiated claim to truth and the revolutionary perspective in Marxʼs writings. They argue that Marx does not grasp the world ‘as it is’ but conceives it as an inverted state which cannot remain what it is but generates the means by which it can eventually be overcome. This is not something to be taken lightly: Such a concept has theoretical, political and even violent consequences – consequences that nevertheless derive neither from a subjective error nor a contamination of an otherwise ‘pure’ science. By analyzing Marx’s concept of truth the authors also attempt to shed light on a pivotal problematique of any modern critique of society that raises a reasoned claim of being true. Matthias Bohlender is Professor of Political Theory at the School of Cultural Studies and Social Sciences, Universität Osnabrück, Germany.     Abstract: Despite massive investments in mitigation capabilities, financial crime remains a trillion-dollar global issue with impacts that extend well beyond the financial services industry. Worldwide, there are between $800 billion and $2 trillion laundered annually with the United States making up at least $300 billion of that figure. Although it is not possible to measure money laundering in the same way as legitimate economic activity, the scale of the problem is considered enormous. The cybersecurity landscape is always shifting, with threats becoming more sophisticated all the time. Managing risks in the banking and financial sectors requires a thorough understanding of the evolving risks as well as the tools and practical techniques available to address them. Cybercrime is a global problem, which requires a coordinated international response. This book outlines the regulatory requirements that come out of cyber laws and showcases the comparison in dealing with AML/CFT and cybersecurity among the G-20, which will be of interest to scholars, students and policymakers within these fields.     Abstract: Across Europe, people are deeply concerned about the state of democracy. This book shifts the attention away from ever-changing populist politicians that capture newspaper headlines to the centre-left and centre-right people's parties that used to buttress the democratic order over the past decades, but which are now in steep decline. Why does the crisis of these parties contribute so profoundly to today's crisis of democracy? And why were these parties so important for the stabilization and legitimation of democracy in the past century in the first place? By providing a long-term and transnational account of the history of democracy in modern Europe, the book reveals the striking parallels between the history of democracy and the history of the people's parties since 1918. The first part of the book shows how the failure to turn traditional working-class and confessional mass parties into people's parties played a vital role in the collapse of democracy in the 1920s and 1930s. It also explores the attractiveness of the people's party ideal centred on moderation, compromise and openness to pioneering politicians in the mid-century. The second part of the book then traces the practical application and breakthrough of this ideal in the decades after World War II and shows how this contributed to the stabilization and legitimation of democracy in the postwar decades. In the final part of the book, Corduwener turns to the slow decline of the people's parties since the mid-1970s. It explores how their failure to represent volatile and polarized societies was reflected in their aim to turn into 'open' and 'flexible' parties focused primarily on providing governmental efficiency - and how this eventually turned against them by alienating their members and voters. In so doing, Corduwener offers an original and timely study of twentieth century democracy that transcends traditional party groupings, divisions between eras, and national boundaries.

    Abstract: "In Hailing the State, Lisa Mitchell explores the methods of collective assembly that people in India use to hold elected officials and government administrators accountable, demand inclusion in decision making, and stage informal referendums. Mitchell traces the colonial and postcolonial lineages of collective forms of assembly, in which participants-rather than rejecting state authority-mobilize with expectations that officials will uphold the law and fulfill electoral promises. She shows how assembly, which ranges from sit-ins, hunger strikes, and demands for meetings with officials to massive general strikes and road and rail blockades, is fundamental to the functioning of democracy in India. These techniques are particularly useful for historically marginalized groups and others whose voices may not be easily heard. Moving beyond an exclusive focus on electoral processes, Mitchell argues that to understand democracy-both in India and beyond-we must also pay attention to what occurs between elections, thereby revising understanding of what is possible for democratic action around the world"--

    Abstract: Waiting for the Revolution to End explores the Syrian revolution through the experiences of citizens in exile. Based on more than three years of embedded fieldwork with Syrians displaced in the border city of Gaziantep (southern Turkey), the book places the Syrian revolution and its tragic aftermath under ethnographic scrutiny. It charts the evolution from peaceful uprising (2011) to armed confrontation (2012), descent into fully fledged conflict (2013) and finally to proxy war (2015), to propose an understanding of revolution beyond success and failure. While the Assad regime remains in place, the Syrian revolution (al-thawra) still holds a transformational power that can be located on intimate and world-making scales. Charlotte Al-Khalili traces the unintended consequences of revolution and its unexpected consequences to reveal the reshaping of Syrian life-worlds and exiles’ evolving theorizations, experiences and imaginations of al-thawra. She describes the in-between spatio-temporal realm inhabited by Syrians displaced to Turkey as they await the revolution’s outcomes, and maps the revolution’s multidimensional and multi-scalar effects on their everyday life.     Abstract: This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies.     Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Dr. Johannes Pollak is a Professor of International Relations and rector of Webster Vienna Private University, Austria. Prior to this position, he headed the Department of Political Science at the Institute for Advanced Studies in Vienna. In summer 2019, he was elected Chairperson of the Board of the Institute of European Politics in Berlin.     Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order.     Abstract: Global Labour History has rapidly gained ground as a field of study in the 21st century, attracting interest in the Global South and North alike. Scholars derive inspiration from the broad perspective and the effort to perceive connections between global trends over time in work and labour relations, incorporating slaves, indentured labourers and sharecroppers, housewives and domestic servants. Casting this sweeping analytical gaze, this book discusses the core concepts ‘capitalism’ and ‘workers’, and refines notions such as ‘coerced labour’, ‘household strategies’ and ‘labour markets’. It explores in new ways the connections between labourers in different parts of the world, arguing that both ‘globalisation’ and modern labour management originated in agriculture in the Global South and were only later introduced in Northern industrial settings. It reveals that 19th-century chattel slavery was frequently replaced by other forms of coerced labour, and it reconstructs the laborious 20th-century attempts of the International Labour Organisation to regulate labour standards supra-nationally. The book also pays attention to the relational inequality through which workers in wealthy countries benefit from the exploitation of those in poor countries. The final part addresses workers’ resistance and acquiescence: why collective actions often have unanticipated consequences; why and how workers sometimes organise massive flights from exploitation and oppression; and why ‘proletarian revolutions’ took place in pre-industrial or industrialising countries and never in fully developed capitalist societies.

    Abstract: This book introduces a new theoretical framework that examines Iran in relation to the theological concept of Anfal, a confiscatory regime seen in Iran since 1979 where public assets belong to the leader of Iran. Through analysing the economic impacts of Anfal, the effects of political capitalism and destructive coordination and how they lead to the economics of hoarding and the flight of capital and labour are highlighted. The economics of predation, ecological disaster, and cooperative coordination are also discussed. This book aims to highlight the economic consequences of Anfal and its role in sustaining destructive condition and shaping the Islamic political capitalism. It will be relevant to students and researchers interested in the political economy, Middle Eastern and Islamic studies. Mehrdad Vahabi is Professor of Economics at University Sorbonne Paris Nord and director of the research center on Economics at North Paris (CEPN) affiliated to the French National Center for Scientific Research (CNRS). He has published many books in English, French and Persian among them The Political Economy of Destructive Power (Edward Elgar, 2004), The Political Economy of Predation (Cambridge University Press, 2015).     Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general.     Abstract: This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to “expect the unexpected”. This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account “traditional” security themes, but also unexpected and under explored themes such as narratives from the local context of the users’ towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies’ non-elite approach. Rather, social media’s topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a “thin” notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline. Joseph Downing is Senior Lecturer in International Relations and Politics, Aston University, UK, and Visiting Fellow in the European Institute, London School of Economics and Political Science, UK. He was previously Marie-Curie Fellow at the Laboratoire méditerranéen de sociologie, CNRS, Université Aix-Marseille Marseille, and the School of Oriental and African Studies, University of London.     Abstract: "What explains neo-nationalism - the surge of populist nationalism in the contemporary phase of globalized development? Drawing on Karl Polanyi's study of the "great transformation," Oleksandr Svitych argues that neo-nationalism is a societal protective reaction against the pro-market structural changes in the political economies of nation-states - conceptualized as the capital-state transformation. He shows that there is an inextricable link between free market reforms, declining state legitimacy, and identity-based mobilization. To test the book's argument, Svitych adopts a mixed methods approach of quantitative statistical analysis and qualitative case studies. First, he examines the relationship between the capital-state and neo-nationalism by using a time-series cross-sectional analysis of thirty-five member-states of the Organization for Economic Cooperation and Development. Estimates suggest that the capital-state - measured through the composite capital-state index - is a significant and powerful predictor of the neo-nationalist vote. Second, through four case studies (Australia, France, Hungary, and South Korea) the mechanisms that link macro-economic transformations to neo-nationalist vote or lack thereof are explored. Svitych finds that discontented voters gravitate toward these political forces and embrace identity-based solutions - often in exclusivist and scapegoating forms - to harness their anxieties and insecurities triggered by the capital-state restructuring. Both methods demonstrate that populist nationalism of both the Left and the Right has emerged to compensate for the real and perceived inability of the state to shield citizens from the corrosive effects of market fundamentalism. The book contributes to our understanding of the dynamics of the inter-related nature of state, capital, and identity politicization through a broader social theoretical perspective"--

    Abstract: How did the Ukrainian oligarchy survive the institutional disruption of the Euromaidan revolt of 2013/2014? How did it manage to continue its extractive political and economic practices, amid deep changes in Ukraine’s society and polity? To answer these questions, this book analyzes the evolution of the Ukrainian super-rich in 2006-2017, tracing the process of conversion of wealth into political influence through vote-buying in the Verkhovna Rada (the Ukrainian parliament) and of the transformation of political influence back into wealth via elite rent-extraction schemes within the Ukrainian gas sector. A key argument is that continuity in informal practices between the Yanukovych and Poroshenko presidencies, and of the networks that conduct them, meant a prolongation of the dominant political economy regime. The study conceptualizes the processes of the recreation of Ukrainian oligarchy as a “currency flow,” or circuit, of wealth and power. It adds to the literature on the dynamics of informally dominated post-communist political economy regimes a detailed, integrated, and internally comparative case study of Ukraine.

    Abstract: "How do individuals protect and provide for themselves in a world where so many people live, work, study, and retire outside their countries of citizenship and where many states are reneging on their contract to provide basic social welfare to their citizens? The conventional wisdom is that access to social protections is limited by proximity-membership in the nation-state of residence via citizenship, geographic proximity to the distribution of services within a given territory, and embeddedness in specific local family or social networks all place natural limits on the availability of social protection. We believe this conventional wisdom is sorely out of date. How and where people earn their livelihoods, the communities with which they identify, and where the rights and responsibilities of citizenship get fulfilled has changed dramatically. Societies are increasingly diverse-racially, ethnically, and religiously, but also in terms of membership and rights. There are increasing numbers of long-term residents without membership who live for extended periods in a host country without full rights or representation. There are also more and more long-term members without residence who live outside the countries where they are citizens but continue to participate in the economic and political life of their homelands. There are professional-class migrants who carry two passports and know how to make claims and raise their voices in multiple settings, but there are many more poor, low-skilled, and undocumented migrants who are marginalized in both their home and host countries. Our book analyzes how these changes are transforming social welfare as we know it. We argue that a new set of social welfare arrangements has emerged that we call Hybrid Transnational Social Protection (HTSP). We find that HTSP sometimes complements and sometimes substitutes for traditional modes of social welfare provision. Migrants and their families unevenly and unequally piece together resource environments across borders from multiple sources, including the state, market, nongovernmental organizations (NGOs) and their social networks. Local, subnational (i.e., states and provinces), national, and supranational actors (i.e., regional and international governance bodies) are all potential providers of some level of care. Changing understandings of how and where rights are granted that go beyond national citizenship will aid migrants and non-migrants in their efforts to protect themselves across borders. In fact, we suggest four logics upon which rights are based: the logic of citizenship, the logic of personhood/humanity, the logic of the market, and the logic of community. The conflicts between these different logics are at the core of the contemporary controversies and conflicts over what we can and what we should do to protect dispersed individuals and families from risk, danger, and precarity"--

    Abstract: Elinor C. Ostrom, a Nobel prize winning political economist, made important contributions to common pool resources, economic governance, and polycentricity. Viviana A. Zelizer, a prominent economic sociologist, has done groundbreaking work on how culture shapes our economic lives. Together, the work of Ostrom and Zelizer spans the disciplines of economics, sociology, political science, and public policy by exploring the social relations and community-based organization of everyday life. Both scholars examine the norms, social connections, and cultural impacts of exchange and governance. This volume explores their contributions and builds off of their research programs to explore the social movements, community recovery, and war, and women’s issues across a variety of disciplines, including economics, political science, sociology, history, and archaeology. Inspired by Zelizer’s 2019 Ostrom Speaker Series lecture for the F. A. Hayek Program for Advanced Study in Philosophy, Politics, and Economics at the Mercatus Center at George Mason University, this volume explores the connections between the work of Elinor Ostrom and Viviana Zelizer. Beginning with a lead chapter by Zelizer where she reflects on the connections between her work and Ostrom’s oeuvre, the volume brings together scholars who tease out some of the important concepts and implications of Ostrom and Zelizer’s research. This volume furthers economic inquiry by ensuring that the critical examinations of these timely and important themes are made available to students and scholars. Stefanie Haeffele is Senior Research Fellow, Senior Program and Operations Director of Academic and Student Programs, and Senior Fellow for the F. A.     Abstract: The first work to systematically investigate the potential for a dialogue between postcolonial studies and the history of Zionism. There is an "unacknowledged kinship" between studies of Zionism and post-colonial studies, a kinship that deserves to be both discovered and acknowledged. Unacknowledged Kinships strives to facilitate a conversation between the historiography of Zionism and postcolonial studies by identifying and exploring possible linkages and affiliations between their subjects as well as the limits of such connections. The contributors to this volume discuss central theoretical concepts developed within the field of postcolonial studies, and they use these concepts to analyze crucial aspects of the history of Zionism while contextualizing Zionist thought, politics, and culture within colonial and postcolonial histories. This book also argues that postcolonial studies could gain from looking at the history of Zionism as an example of not only colonial domination but also the seemingly contradictory processes of national liberation and self-empowerment. Unacknowledged Kinships is the first work to systematically investigate the potential for a dialogue between postcolonial studies and Zionist historiography.     Abstract: The responses to new political conflicts and wars that shape the post-Cold War order often remain informed by old patterns of thinking in terms of Realism, Liberalism, or critical theories. These established theoretical frameworks frequently reject the legacy of normative political theory and instead promote their own intellectual credentials. Such an approach means that political philosophy, on the one side, and IR theory, on the other, go their separate ways. When it comes to finding solutions for political conflict and war, the application of a distinct normative conception derived from sub-disciplines within the neighbourhood of political theory and international political theory offers an alternative to exclusive reliance on traditional IR paradigms. Critical-Political Cosmopolitanism is such an alternative notion. It integrates liberalism's focus on individualism and critical theories' communicative paradigm into a set of binding principles that allow this conception to be 'empirically meaningful' for directing conflict prevention and resolution within a concrete political context. The case of the de jure Ukrainian Autonomous Republic of Crimea, which has been occupied since February 2014 by the Russian Federation, and the following war in the Donets Basin (Donbas) offer illustrative challenges to which cosmopolitanism and its principles can be applied. Attempts to resolve the situation before larger escalation ended when Russia first started the building up troops over months along the Ukrainian and Belarusian borders and eventually launched a large-scale invasion of Ukraine on 24 February 2022.

    Abstract: This book discusses some of the most urgent current debates over the study, commemoration, and politicization of the Holocaust through key critical perspectives. Omer Bartov adeptly assesses the tensions between Holocaust and genocide studies, which have repeatedly both enriched and clashed with each other, whilst convincingly arguing for the importance of local history and individual testimony in grasping the nature of mass murder. He goes on to critically examine how legal discourse has served to both uncover and deny individual and national complicity. Genocide, the Holocaust and Israel-Palestine outlines how first-person histories provide a better understanding of events otherwise perceived as inexplicable and, lastly, draws on the author s own personal trajectory to consider links between the fate of Jews in World War II and the plight of Palestinians during and in the aftermath of the establishment of the state of Israel. Bartov demonstrates that these five perspectives, rarely if ever previously discussed in a single book, are inextricably linked, and shed much light on each other. Thus the Holocaust and other genocides must be seen as related catastrophes in the modern era; understanding such vast human tragedies necessitates scrutinizing them on the local and personal scale; this in turn calls for historical empathy, accomplished via personal-biographical introspection; and true, open-minded, and rigorous introspection, without which historical understanding tends toward obfuscation, brings to light uncomfortable yet clarifying connections, such as that between the Holocaust and the Nakba, the mass flight and expulsion of the Palestinians in 1948

    Abstract: After the break-up of the Soviet Union, the escalating rivalry between the EU and Russia in their shared neighbourhood created major economic, political and security challenges for the two states that border them: Belarus and Ukraine. Both countries were made integration offers by the EU and Russia. Their responses, and the consequences of these choices, were driven by a complex range of domestic and foreign policy factors. Drawing widely on extensive empirical research, Dr Leukavets shows how the EU’s and Russia’s rival integration projects challenged the leaders of Belarus and Ukraine to make major strategic choices while aiming to ensure the independence and sovereignty of their countries. The study sheds important light on the genesis of the 2020 Belarus crisis and the 2022 Russia-Ukraine war.

    Abstract: How does governing work today? How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are (not) democratic, effective, fair, peaceful, and sustainable? This volume addresses these key questions with reference to the theme of 'polycentrism', i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from the perspectives of a broad spectrum of academic disciplines and theoretical approaches, offering comprehensive coverage of exciting new thinking about how today's world is (mis)ruled. The book identifies four paradigms of knowledge about polycentric governing - organizational, legal, relational, and structural - and pursues conversations across the divides that normally keep these approaches within separate research communities. These exceptional inter-paradigm exchanges focus particularly on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful). Comparisons between the multiple perspectives on polycentric governing highlight, and help to clarify, the distinctive emphases, potentials, and limitations of each approach. In addition, various combinations of the different theories generate promising novel avenues of thought about polycentrism. The book will allow readers to develop and refine their own understandings of governing today and hence to become more empowered political subjects.

    Abstract: "At the turn of the millennium, Middle Eastern and Muslim Germans had rather unexpectedly become central to the country's Holocaust memory culture--not as welcome participants, but as targets for re-education and reform. Since then, Turkish- and Arab-Germans have been considered as the prime obstacles to German national reconciliation with its Nazi past, a status shared to a lesser degree by Germans from the formerly socialist East Germany. It is for this reason that the German government, German NGOs, and Muslim minority groups have begun to design Holocaust education and anti-Semitism prevention programs specifically tailored for Muslim immigrants and refugees, so that they, too, can learn the lessons of the Holocaust and embrace Germany's most important postwar democratic political values. Based on ethnographic research conducted over a decade, Subcontractors of Guilt explores when, how, and why Muslim Germans have moved to the center of Holocaust memory discussions. Esra Özyürek argues that German society "subcontracts" guilt of the Holocaust to new minority immigrant arrivals, with the false promise of this process leading to inclusion into the German social contract and equality with other members of postwar German society. It presents research on the historical preconditions and spread of the secessionist movement in Transnistria, the war in the Dniester River valley, and the diplomatic deadlock of the Transnistrian problem. It examines the conflicting positions that political parties, the public, and experts have taken towards the problems that challenge the nation- and state-building processes in this post-Soviet state. Additional focal points include the reassertion of Russia's power in the post-Soviet space, Ukraine's effort to become a major political player in the region, and Romania’s attempt to retrieve its influence in Moldova. This study demonstrates that separatism generates mutually exclusive nation-building projects on the territory of a single state, that international actors play a significant role in this process, and that domestic and external factors hinder the development of a resolution of the so-called "frozen conflict" over Transnistria.

    Abstract: In most countries, it is the norm for state courts to operate alongside powerful non-state justice systems, whose roots lie in custom, religion, or tradition. Indeed, non-state justice is frequently the dominant form of legal order. In the developing world, an estimated 80 to 90 percent of disputes are handled outside the state justice system, and nearly all post-conflict states feature extensive legal pluralism because of the weak institutions and contested authority endemic to conflict and post-conflict states. Yet the role of legal pluralism is frequently misunderstood and when different justice systems clash, prolonged, potentially even violent conflict, can result. In Contending Orders, Geoffrey Swenson proposes a new way to understand how state and non-state authorities interact by exploring the full range of legally pluralist environments-combative, competitive, cooperative, and complementary. Drawing upon insights from Afghanistan and Timor-Leste, two countries with extensive legal pluralism, he identifies and critically examines commonly used strategies in legally pluralistic environments. Swenson also illustrates how national and international actors can better engage non-state justice systems. Further, Swenson shows how multiple justice systems can not only co-exist but work together to contribute to the development of a democratic state bound by the rule of law. It is not enough to merely recognize that legal pluralism exists; scholars and policymakers must understand how legal pluralism actually functions. Contending Orders both analyzes the forces that are shaping the relationship between the state and non-state justice worldwide and offers policy strategies to promote the rule of law and good governance wherever legal pluralism thrives.

    Abstract: "Colombia's 2016 peace agreement with the FARC guerrilla sought to end fifty years of war, and won President Juan Manuel Santos the Nobel Peace Prize. Yet Colombian society rejected it in a polarizing referendum, amid an emotive disinformation campaign. A renegotiated deal began to be implemented, albeit haunted by a legitimacy deficit. Gwen Burnyeat, a political anthropologist and peace practitioner, joined the Office of the High Commissioner for Peace, the government institution responsible for peace negotiations, which created a "peace pedagogy" strategy, a world first in peace processes, to explain the agreement to Colombian society. Her multi-scale ethnography, based on unprecedented access to government officials, reveals the challenges they experienced in representing the government to skeptical audiences and translating the peace process for public opinion. Through peace pedagogy, officials embodied the government and became the relay between state and citizens--effectively, the face of the Santos government. Burnyeat argues that Santos' failure to mobilize society was the fatal flaw in the peace process. As in the UK's Brexit referendum and the US Trump election, rational explanations were powerless against disinformation because political views are shaped by emotions, culture, history, and identity. The Face of Peace offers the Colombian case as a mirror to the global crisis of liberalism, shattering the fantasy of rationality that haunts liberal responses to "post-truth" politics."--

Yet very few studies have theorized about the link between constitution-making and democratization. Shifting the focus on democratization away from autocratic regime break down, this book considers the importance of inclusive constitution-building for democratization. In this pathbreaking volume, Tofigh Maboudi draws on a decade of research on the Arab Spring to explain when and how constitutional bargains facilitate (or hinder) democratization.
