    Abstract: This paper constructs a broad measure of financial conditions for the United States, Japan, the Euro Area and the United Kingdom, by extending monetary condition indices which are traditionally used to gauge the impact of monetary policy on the economy. In addition to changes in the exchange rate and short and long interest rates, the change in credit availability, corporate bond spreads and household wealth are taken into account to gauge the evolution of financial conditions.     Abstract: There have been calls to increase the autonomy of higher education institutions in Europe for a number of years. They have been counterbalanced by demands for increasing accountability and a European quality assurance system. In London in 2007, the European ministers of education decided to implement a European register of accredited quality agencies, and defined standards for registration. Being part of the register requires “substantial compliance with all standards” instead of “full-compliance”. This might take into consideration the context of the national higher education system, the role of the agency in the quality assurance system, and even the national culture and traditions, allowing for different interpretations, some imprecision, and diverse degrees of flexibility and compliance. Indications from the United States suggest an emerging desire at the federal level to play a more visible role in regulating higher education through intervention in the accreditation system to ensure increased institutional accountability. This may have a parallel in the European situation. While in the United States the attempts at increased federal control have so far apparently failed, in Europe quality systems linked to higher education institutions were replaced with “independent” accrediting agencies. We analyse these changes and offer a possible interpretation for the differences on the two sides of the Atlantic. Accréditation supranationale, confiance et autonomie des établissements : Contrastes du développement de l’accréditation entre l’Europe et les États-Unis À l’échelon européen, certains soulignent depuis plusieurs années la nécessité de conférer une autonomie accrue aux établissements d’enseignement supérieur, alors même que d’autres exigent que ces derniers rendent davantage de comptes concernant leurs activités et leurs performances. À Londres en 2007, les ministres européens de l’éducation ont décidé la mise en place d’un registre européen où figureront les agences accréditées et où seront définies les normes auxquelles ces agences devront se plier pour être autorisées à y figurer. Les conditions à respecter pour pouvoir être inscrit au registre européen sont ainsi passées d’une « conformité totale à l’ensemble des normes » à une « large conformité ». L’interprétation de ces normes pourrait s’effectuer en tenant compte des spécificités propres à chaque système d’enseignement supérieur national, au rôle de chaque agence au sein du système d’assurance qualité, voire de la culture et des traditions nationales, laissant la voie ouverte à des divergences d’interprétation, à une certaine marge d’imprécision et à divers degrés de flexibilité et de conformité. Des indications provenant des États-Unis suggèrent l’émergence d’un souhait, au niveau fédéral, de jouer un rôle plus visible dans la régulation de l’enseignement supérieur, via l’intervention du système d’accréditation pour assurer un développement de la responsabilité institutionnelle. Cette tendance incite naturellement à établir un parallèle avec la situation observée en Europe. Tandis qu’aux États-Unis, les tentatives visant à renforcer le contrôle par les autorités fédérales semblent avoir échoué, en Europe, les systèmes de qualité liés aux établissements d’enseignement supérieur ont été remplacés par des agences d’accréditation « indépendantes ». Dans ce rapport, les auteurs proposent une analyse de ces changements et suggèrent une interprétation possible des différences existant des deux côtés de l’Atlantique.

    Abstract: In spite of improvements, on various measures of health outcomes the United States appears to rank relatively poorly among OECD countries. Health expenditures, in contrast, are significantly higher than in any other OECD country. While there are factors beyond the health-care system itself that contribute to this gap in performance, there is also likely to be scope to improve the health of Americans while reducing, or at least not increasing spending. This paper focuses on two factors that contribute to this discrepancy between health outcomes and health expenditures in the United States: inequitable access to medical services and subsidized private insurance policies; and inefficiencies in public health insurance. It then suggests two sets of reforms likely to improve the US health-care system. The first is a package of reforms to achieve close to universal health insurance coverage. The second set of reforms relates to payment methods and coverage decisions within the Medicare programme to realign incentives and increase the extent of economic evaluation of different medical procedures.

    Abstract: Capital planning for schools should include both qualitative and quantitative dimensions. And while building condition remains an important and necessary factor in short- and long-range facility planning, by itself it is not sufficient to reveal the full range of building performance issues or to guide decision making and strategies for prudent capital investments. Functionality – sometimes referred to as “serviceability” or “fitness of purpose” – has to do with how school buildings and sites support users’ activities. Its reference points are the owner’s operating requirements that represent the purposes and objectives for which the facility was originally designed and built, plus the many new functional requirements that have inevitably arisen over time (driven by such factors as enrolment growth or decline, grade reconfiguration, trends in curriculum, technology or educational philosophy, and community uses). In terms of functionality, a school can have positive attributes – it can be safe and secure, healthy and comfortable, cost-effective and environmentally sustainable, even uplifting and inspirational – or negative ones – it can be overcrowded or underutilised, dilapidated or obsolete, inefficient and expensive, or even dangerous. There is a welcome and growing body of literature on links between the functional quality of educational buildings and the academic performance of the students who occupy them. This research is also consistent with new attention to the environmental aspects of schools, which are significant in terms of embodied pedagogy, the health and comfort of educators and learners, and, indeed, the long-term prospects for life on the planet.

    Abstract: The aim of this paper is to assess the ability of social spending to smooth output shocks and to provide stabilization. The results show that overall social spending is able to smooth about 16 percent of a shock to GDP. Among its subcategories, social spending devoted to Old Age and Unemployment are those that contribute more to provide smoothing. Moreover, the stabilization effects of social spending are significantly larger in those countries where the size of social spending is higher. The empirical results are economically and statistically significant and robust.

    Abstract: Higher education in the United States has received much scrutiny in the recent past from the federal and state governments, the press and the general public. In response to this scrutiny, a number of blue ribbon panels have been formed to examine how effectively higher education is serving American society. In this article, I analyse the proceedings and impact of the most recent prominent panel, the Secretary of Education’s Commission on the Future of Higher Education, commonly known as the Spellings Commission. I also briefly examine how the new administration of President Barack Obama is likely to affect colleges and universities in light of the global economic crisis. Le contexte de la réforme de l’enseignement supérieur aux États-Unis Ces dernières années, le gouvernement fédéral, les États, la presse et l’opinion publique ont placé l’enseignement supérieur aux États-Unis au centre d’une attention toute particulière. En conséquence de cela, de nombreux groupes d’experts se sont formés pour étudier dans quelle mesure le système d’enseignement supérieur sert efficacement la société américaine. Cet article examinera les procédures et l’impact de la commission du ministre de l’Éducation sur le futur de l’enseignement supérieur, plus généralement dénommée la commission Spellings, qui constitue le plus important groupe d’experts récemment constitué.     Abstract: This study explores the ways in which the desert, as topographical space and cultural presence, shaped and reshaped concepts and images of America. Once a territory outside the geopolitical and cultural borders of the United States, the deserts of the West and Southwest have since emerged as canonical American landscapes. Drawing on the critical concepts of American studies and on questions and problems raised in recent debates on ecocriticism, The Poetics and Politics of the Desert investigates the spatial rhetoric of America as it developed in view of arid landscapes since the mid-nineteenth century. Gersdorf argues that the integration of the desert into America catered to the entire spectrum of ideological and political responses to the history and culture of the US, maintaining that the Americanization of this landscape was and continues to be staged within the idiomatic parameters and in reaction to the discursive authority of four spatial metaphors: garden, wilderness, Orient, and heterotopia

    Abstract: In the early years of the Republic, as Americans tried to determine what it meant to be an American, they also wondered what it meant to be an American child. A defensive, even fearful, approach to childhood gave way to a more optimistic campaign to integrate young Americans into the Republican experiment. In this work, historians unearth the experiences of and attitudes about children and youth during the decades following the American Revolution. Beginning with the revolution itself, the contributors explore a broad range of topics, from the ways in which American children and youth participated in and learned from the revolt and its aftermaths, to developing notions of ideal childhoods as they were imagined by new religious denominations and competing ethnic groups, to the struggle by educators over how the society that came out of the Revolution could best be served by its educational systems. The volume concludes by foreshadowing future child saving efforts by reformers committed to constructing adequate systems of public health and child welfare institutions. Rooted in the historical literature and primary sources, this book is a resource in our understanding of origins of modern ideas about children and youth and the conflation of national purpose and ideas related to child development

The authors reviewed the research literature and DoD policy documents and interviewed DoD personnel to make several observations about the current state of safety and occupational health (SOH) arrangements in DoD. Currently, SOH policy cuts across several organizations at high levels in the Office of the Secretary of Defense, and SOH programs are implemented by each of the military services. Recently, leadership attention has focused on safety, mostly apart from occupational health, as a separate priority. DoD and the services have made efforts to increase coordination, including both high-level formal councils and through informal relationships among SOH practitioners. Health promotion and wellness have received considerable attention within DoD through periodic health assessments and educational programs, yet these areas have not benefited from the same increased coordination. As DoD contemplates a more integrated approach, the authors considered what DoD might learn from civilian experience with integrating employee health activities. To address this, the authors reviewed civilian models of integration to identify promising approaches and practices that might inform DoD efforts. The review of activities related to employee health in DoD -- including industrial hygiene, safety, health promotion and wellness, occupational health, and its relatively mature health information technology infrastructure -- indicates that there might be little need for DoD to introduce new programs but more need to make use of the information generated by the existing programs in a more coordinated, integrated manner

    Abstract: The often tense relationship between Saudi Arabia and Iran has been at the center of many of the major political shifts that have occurred in the Middle East since the fall of Saddam Hussein in 2003. This volume documents a study of how relations between the two powers have unfolded in the Persian Gulf, Iraq, Lebanon, and Palestine from 2003 through January 2009. Wehrey et al. detail the complex and multidimensional relationship between Saudi Arabia and Iran and its implications for regional stability and U.S. interests. In doing so, the authors challenge conventional thinking about Saudi-Iranian relations, arguing, for example, that Sunni-Shi'a distinctions are not the key driver in dealings between the two nations, that the two states have a tendency to engage on areas of common interest, and that the notion of a watertight bloc of Gulf Arab states opposing Iran is increasingly unrealistic. With this growth has also come a contentious debate about the effects of the schools on their own students and on students in nearby traditional public schools (TPSs). In recent years, research has begun to inform this debate, but many of the key outcomes have not been adequately examined, or have been examined in only a few states. Do the conflicting conclusions of different studies reflect real differences in effects driven by variation in charter laws and policies? Or do they reflect differences in research approaches --some of which may be biased? This book examines four primary research questions: (1) What are the characteristics of students transferring to charter schools? (2) What effect do charter schools have on test-score gains for students who transfer between TPSs and charter schools? (3) What is the effect of attending a charter high school on the probability of graduating and of entering college? (4) What effect does the introduction of charter schools have on test scores of students in nearby TPSs?

    Abstract: The Treasury Executive Office for Asset Forfeiture (TEOAF) administers the Treasury Forfeiture Fund (TFF), which is the receipt account for the deposits of nontax forfeitures that result from law-enforcement actions against criminal enterprises, such as drug cartels, terrorist organizations, and individual embezzlers, by agencies that are currently, or were historically, part of the U.S. Treasury -- the Internal Revenue Service Criminal Investigation division, U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, and the U.S. Secret Service. High levels of forfeiture from the prosecution of these crimes serve to punish the individuals involved, help to dismantle the operations associated with the crime, may deter others from engaging in similar crimes, and provide funds to support future investigations among participating agencies. TEOAF commissioned the RAND Corporation to examine the relationship between targeted funding support of significant financial investigations and the forfeiture outcomes of such investigations. This report presents the findings of that analysis

    Abstract: RAND Arroyo Center examined the question of how the Army can help make key civilian agencies more capable partners in the planning and execution of stability, security, transition, and reconstruction (SSTR) operations. The authors identify the primary and secondary civilian agencies that should be involved in strategic-level planning and implementation of SSTR operations. Then, relying on available information on Provincial Reconstruction Teams and using a variety of federal databases, the authors identify the skill sets needed for the envisioned Field Advance Civilian Teams and where these skills reside in the federal government. The authors then assess the capacity of the main civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so. The authors suggest a series of options that are worth considering in order to improve the current situation. Even without much action at the national level, the Army can still improve the situation by improving Army Civil Affairs and by executing a well-thought-out strategy of liaison officers assigned to the civilian agencies most important for SSTR operations

Then, relying on available information on Provincial Reconstruction Teams and using a variety of federal databases, the authors identify the skill sets needed for the envisioned Field Advance Civilian Teams and where these skills reside in the federal government. The authors then assess the capacity of the main civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so. The authors suggest a series of options that are worth considering in order to improve the current situation. Even without much action at the national level, the Army can still improve the situation by improving Army Civil Affairs and by executing a well-thought-out strategy of liaison officers assigned to the civilian agencies most important for SSTR operations

    Abstract: Clinics have dealt with a range of victims' rights issues in trial courts, including the rights to be present, to be consulted about plea offers, to make an impact statement, to be notified of changes in defendants' detention status, to restitution, and to privacy. However, the principal issue has been victims' standing before the court to enforce their rights. In some states, standing has been acknowledged, at least in limited ways. In other states, clinics have made or are making steps toward such recognition or have been successful in representing victims without the issue being directly confronted. In one state, attorneys' ability to represent victims in criminal court is currently in serious question. This book discusses how some clinics have won significant gains at the appellate and federal court levels concerning victim standing, the rights to be consulted and heard, and the right to privacy. The authors conclude that the state clinics are beginning to fulfill the intentions of their architects and funders. All of the clinics have pushed the envelope of victims' rights in their state courts. Some have won significant victories in gaining standing for victims and expanding the definition of particular rights. Others are enjoined in the battle. But all have raised awareness of victims' rights with prosecutors, judges, defense attorneys, and police officials

    Abstract: This publication describes the application of the RAND Corporation's Portfolio Analysis and Management Method (PortMan) to the evaluation of the National Security Agency's (NSA) information dissemination program portfolio, which is managed by the NSA Information Sharing Services (ISS) division. RAND's PortMan method enables the data-driven analysis of project portfolios and provides a means to monitor the progress of potentially high-value projects. It also allows portfolio managers to monitor the impact of any mitigation strategies they undertake, ensuring that the portfolio's highest potential value is achieved. For this project, RAND researchers first employed the Delphi method, a process for eliciting group opinion by a series of questionnaires with selective feedback from earlier responses, to collect expert opinion from the ISS Senior Leadership Group. This allowed for an estimation of value and risk for each project. RAND then used these estimates, together with cost information provided by ISS, to develop project rankings and to estimate the expected value-to-cost ratio for each project. RAND selected portfolios of projects that maximized the total expected value for the available program budget using a linear programming method and compared these results to ISS management's funding priorities

And finally, more highly educated individuals are less likely to commit crimes, so increases in educational attainment reduce public spending on incarceration. Carroll and Erkut estimate the monetary value of these benefits over an individual's lifetime and how they vary as a result of education level

    Abstract: The military operations in Iraq and Afghanistan have been the United States' longest military engagements since the Vietnam War and the most severe test of the all-volunteer force, with the possible exception of the Gulf War in 1991. More than 1.5 million service members were deployed between 2002 and 2007, many of them more than once, and the fast pace of deployment has been felt throughout the military. Soldiers and marines have faced a steady cycle of predeployment training and exercises, deployment itself, and postdeployment reassignment and unit regeneration. Service members not on deployment are nonetheless busy planning and supporting military operations, caring for injured service members, and attending to recruiting, training, and other responsibilities at home and abroad. Many service members are married, and deployments have disrupted their family routines and created stress from separation and reintegration. At the same time, the long hours, tension, uncertainty, and violence of deployments have stressed the service members sent to fight. Remarkably, despite the pressures from deployments on service members and their families, reenlistment rates have been stable since 2002. The purpose of this monograph is to enhance understanding of whether deployments affected service members' willingness to stay in the military, as the stress caused by deployments would suggest, and how it was that reenlistment held steady

    Abstract: Exposure to community and interpersonal violence is a public health crisis that adversely affects many children in American communities. After witnessing or experiencing trauma, many children experience symptoms of Post-Traumatic Stress Disorder and depression, behavioral problems, substance abuse, and poor school performance. The Support for Students Exposed to Trauma (SSET) program is a series of ten lessons whose structured approach aims to reduce distress resulting from exposure to trauma. Designed to be implemented by teachers or school counselors in groups of 8-10 middle school students, the program includes a wide variety of skill-building techniques geared toward changing maladaptive thoughts and promoting positive behaviors. It is also intended to increase levels of peer and parent support for affected students. Designed for SSET group leaders, the Group Leader Training Manual introduces the SSET concept and provides detailed information on selecting student participants, scheduling lessons, assuring confidentiality, coordinating with clinical backup, managing difficult situations and issues, and conducting group meetings. The Lesson Plans section supplies group leader preparation information and in-depth plans for each lesson, including agendas, example scenarios, suggestions for troubleshooting specific problems, homework assignment instructions, and cross-references to other program documentation. Take-home worksheets, letters to parents, forms, and other program materials are supplied in the section entitled Lesson Worksheets and Materials

The contents include potential strategies for addressing special needs, summaries of promising practices implemented in communities across the country, information on how to select one or more practices that will work in a specific community, information on how to determine whether a practice is working, and a Web-based Geographic Information Systems (GIS) tool to identify and enumerate those with special needs in communities across the United States. Used together, this toolkit and the GIS tool are intended to provide a comprehensive resource to enable public health planners to account for special needs populations in their emergency preparedness efforts

    Abstract: As Russia's economy has grown, so have the country's global involvement and influence, which often take forms that the United States neither expects nor likes, as the August 2008 conflict in Georgia demonstrated. Despite the two countries' many disagreements and the rising tension between them, the United States and Russia share some key interests and goals. In this monograph, the authors assess Russia's strategic interests and the factors that influence Russian foreign policy broadly. They examine Russia's domestic policies, economic development, and views of the world, as well as how these translate into security policies at home and abroad. They then consider the implications of Russia's evolving approaches for U.S. interests. The authors find that Russia's rising confidence will continue to create challenges for U.S. policymakers. The U.S. goal must therefore be to improve relations with Russia and build on shared views and shared interests, rather than to pursue coercive mechanisms that can easily backfire. Among other steps, the authors recommend that Washington vigorously pursue new arms control agreements with Moscow allay Russian fears about proposed U.S. missile defenses in Europe reevaluate its promotion of energy pipeline routes that circumvent Russia resume consistent, high-level consultations, including military-to-military contacts. If Russo-U.S. relations do not improve, the United States must find ways to keep poor relations with Russia from turning into adversarial ones. The Department of Defense and U.S. Air Force have important roles to play in either scenario

    Abstract: In 2007, on a net basis, the United States imported 58 percent of the oil it consumed. This book critically evaluates commonly suggested links between these oil imports and U.S. national security. The major risk to the United States posed by reliance on oil is the economic costs of a major disruption in global oil supplies. On the other hand, the study found no evidence that oil exporters have been able to use embargoes or threats of embargoes to achieve key political and foreign policy goals. Oil revenues are irrelevant for terrorist groups' ability to launch attacks. The study also assesses the economic, political, and military costs and benefits of potential policies to alleviate challenges to U.S. national security linked to imported oil.     Abstract: In 2007, on a net basis, the United States imported 58 percent of the oil it consumed. This book critically evaluates commonly suggested links between these oil imports and U.S. national security. The major risk to the United States posed by reliance on oil is the economic costs of a major disruption in global oil supplies. On the other hand, the study found no evidence that oil exporters have been able to use embargoes or threats of embargoes to achieve key political and foreign policy goals. Oil revenues are irrelevant for terrorist groups' ability to launch attacks. The study also assesses the economic, political, and military costs and benefits of potential policies to alleviate challenges to U.S. national security linked to imported oil.     Abstract: "Nineteenth century Mormonism was a frontier religion with roots so entangled with the American experience as to be seen by some scholars as the most American of religions and by others as a direct critique of that experience. Yet it was also a missionary religion that through proselytizing quickly gained an international, if initially mostly Northern European, makeup. This mix brought it a roster of interesting characters: frontiersmen and hardscrabble farmers; preachers and theologians; dreamers and idealists; craftsmen and social engineers. Although the Mormon elite soon took on, as elites do, a rather fixed, dynastic character, the social origins of its first-generation members were quite diverse. The Mormon Church at its beginning provided a good study in upward mobility. George D. Watt was a self-educated English convert with both unusual, for the time and place of frontier Utah, clerical skills and ambitions to improve his status. A man with intellectual pretensions, he had little formal training but a strong will, avid curiosity, and appetite for knowledge. Those traits made up for what he lacked in schooling and drew him into what served as intellectual circles among the Mormon elite and, later, to the church's disenchanted fringe. They also made him, for a time, essential to Brigham Young as a clerk and reporter but sent him into religious and social exile, due to a contest of wills with his employer that Watt had no chance of winning. Reputed to have been the first of the many English converts to the LDS church, Watt's repeatedly demonstrated ability to learn quickly made him an early master of Pitman shorthand, just then coming into use. Employing this skill, he made two important contributions to Mormon literature: First, based on that shorthand, he, more than anyone, created the "Deseret Alphabet," which now is a curiosity but then was an innovation that, intended to create a unique Mormon orthography and pedagogy, stands well for the broad attempt to build in Utah the wholly self-sufficient culture of the Kingdom of God. Second, his efficient note taking allowed him to take down the sermons of Young and other church leaders and publish them in the Journal of Discourses, an indispensable historical record. In addition, Watt learned, thought, and wrote about a variety of subjects, from horticulture to spiritualism, which helped define him as a resident Utah intellectual.     Abstract: The author explores the representation of black middle class female sexuality by African American women authors in narrative literature, drama, film, and popular culture, showing how these depictions reclaim black female agency and illustrate the difficulties black women confront in asserting sexual agency in the public sphere. Drawing on the work of black feminist theorists, the author examines symptomatic autobiographies, novels, plays, and key episodes in contemporary American popular culture, including works by Anita Hill, Judith Alexa Jackson, P. J. Gibson, Julie Dash, Kasi Lemmons, Jill Nelson, Lorene Cary, and Andrea Lee

    Abstract: For the People is a historical docutext that examines the evolution of the struggle for peace and justice in America's past, from pre-colonial times to the present. Each chapter begins with a brief historical introduction followed by a series of primary source documents and questions to encourage student comprehension. Sample photographs illustrate the range of peace activists' concerns, while the list of references, focused on the most important works in the field of U.S. peace history, points students toward opportunities for further research. This is the only historical docutext specifically devoted to peace issues. The interpretive analysis of American peace history provided by the editors makes this more than just an anthology of collected documents. As such, the docutext is an extension and a complement to the editors' recently published popular scholarly survey, A History of the American Peace Movement from Colonial Times to the Present. A central idea in this work is that peace is more than just the absence of war. The documents, and the analysis that accompanies them, offer fresh perspectives on the ways in which the peace movement became transformed from one simply opposing war to one proclaiming the importance of social, political, and economic equality. The editors' premise is that the peace movement historically has been a collective attempt by numerous well-intentioned people to improve American society. The book illuminates the ways in which peace activists were often connected to larger reform movements in American history, including those that fought for the rights of working people, for women's equality, and for the abolition of slavery, to name just a few.     Abstract: Human trafficking is one of the most extreme forms of exploitation in the 21st century. It, therefore, is one of the most urgent political challenges of our global age. Christal Morehouse evaluates the anti-human trafficking policy in the United States of America and the Federal Republic of Germany. The author uncovers policy gaps and hidden policy agendas which weaken the German and American governments’ ability to combat human trafficking. She provides recommendations for policy and research which are designed to amend disparities in the anti-human trafficking policy in both countries. Finally, she examines the larger societal implications for the U.S. and German societies which could arise from failing to deal with this issue.

    Abstract: "Ethnic minority and economically disadvantaged populations have consistently been underrepresented in most social science research. Given the changing demographics of the United States, there appears to be some movement toward a greater research emphasis on these populations. The focus on gaining more support for research on these populations represents a substantial opportunity to move the field forward with respect to an understanding of diversity and a more nuanced understanding of human behavior and outcomes. Unfortunately, there is a relative dearth of information on the unique methodological challenges associated with conducting research with ethnic minority and economically disadvantaged populations. In our own efforts over the years teaching research methods to graduate students or mentoring students involved in our research on ethnic minority and economically disadvantaged populations, we have been frustrated by the challenge in accessing the sparse and difficult-to-find literature on methods that have been demonstrated to be most effective with these populations. This book evolved from many discussions in which we shared these frustrations with each other and with like-minded colleagues. In this book, Elizabeth Theiss-Morse develops a social theory of national identity and uses a national survey, focus groups, and experiments to answer these important questions in the American context. Her results show that the combination of group commitment and the setting of exclusive boundaries on the national group affects how people behave toward their fellow Americans. Strong identifiers care a great deal about their national group. They want to help and be loyal to their fellow Americans. By limiting who counts as an American, though, these strong identifiers place serious limits on who benefits from their pro-group behavior. Help and loyalty are offered only to "true Americans," not Americans who do not count and who are pushed to the periphery of the national group."--Jacket

    Abstract: In the early years of the Republic, as Americans tried to determine what it meant to be an American, they also wondered what it meant to be an American child. A defensive, even fearful, approach to childhood gave way to a more optimistic campaign to integrate young Americans into the Republican experiment.In Children and Youth in a New Nation, historians unearth the experiences of and attitudes about children and youth during the decades following the American Revolution. Beginning with the revolution itself, the contributors explore a broad range of topics, from the ways in which American children and youth participated in and learned from the revolt and its aftermaths, to developing notions of "ideal" childhoods as they were imagined by new religious denominations and competing ethnic groups, to the struggle by educators over how the society that came out of the Revolution could best be served by its educational systems. The volume concludes by foreshadowing future "child-saving" efforts by reformers committed to constructing adequate systems of public health and child welfare institutions.Rooted in the historical literature and primary sources, Children and Youth in a New Nation is a key resource in our understanding of origins of modern ideas about children and youth and the conflation of national purpose and ideas related to child development

    Abstract: Society consists of numerous interconnected, interacting, and interdependent groups, which differ in power and status. The consequences of belonging to a more powerful, higher-status 'majority' versus a less powerful, lower-status 'minority' can be profound, and the tensions that arise between these groups are the root of society's most difficult problems. To understand the origins of these problems and develop solutions for them, it is necessary to understand the dynamics of majority-minority relations. This volume brings together leading scholars in the fields of stigma, prejudice and discrimination, minority influence, and intergroup relations to provide diverse theoretical and methodological perspectives on what it means to be a minority. The volume, which focuses on the strategies that minorities use in coping with majorities, is organized into three sections: 'Coping with Exclusion: Being Excluded for Who You Are'; 'Coping with Exclusion: Being Excluded for What You Think and Do'; and 'Coping with Inclusion'
