    Kurzfassung: How do firm-level collective agreements affect firm performance in a multi-level bargaining system? Using detailed Belgian linked employer-employee panel data, our findings show that firm agreements increase both wage costs and labour productivity (with respect to sector-level agreements). Relying on a recent approach developed by Bartolucci (2014), they also indicate that firm agreements exert a stronger impact on wages than on productivity, so that on average profitability is hampered. However, this rent-sharing effect only holds in sectors where firms are more concentrated. Firm agreements are thus mainly found to raise wages beyond labour productivity when the rents to be shared between workers and firms are relatively big. Overall, this suggests that firm-level agreements benefit both employers and employees – through higher productivity and wages – without being detrimental to firms’ gross profits.

    Kurzfassung: The paper examines the evolution and the contemporary state of civil-military relations in the francophone Sahel (Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal). In a first step, the paper traces the emergence of excessive political influence of the armed forces (praetorianism) in the Sahel. Out of these, only Senegal has remained under civilian rule since independence. The other countries have experienced military dictatorship at some point. Over the last thirty years, the Sahel has seen a shift toward more civilian oversight in political affairs. In Chad and Mauritania, however, the armed forces remain the pre-eminent political actor. In Burkina Faso, Mali and Niger, sections of the armed forces refuse to accept civilian rule. The second part examines the various challenges and tasks the armed forces in all six countries have been involved in over the last two decades. Although these challenges differ substantially across the six individual countries, the Sahel as a whole continues to struggle primarily with domestic security threats. The paper concludes with guidelines designed to foster civilian oversight and democratic reform.

    Kurzfassung: This paper studies the effects of a voluntary skill certification scheme in an online freelancing labour market. The paper show that obtaining skill certificates increases a worker’s earnings. This effect is not driven by increased worker productivity but by decreased employer uncertainty. The increase in worker earnings is mostly realised through an increase in the value of the projects obtained (up to 10%) rather than an increase in the number of projects obtained (up to 0.03 projects). In addition, the paper finds evidence for negative selection to completing skill certificates, which suggests that the workers who complete more skill certificates are, on average, in a more disadvantaged position in the labour market. Finally, skill certificates are found to be an imperfect substitute to other types of standardised information. On the whole, the results suggest that certificates play a role in helping new workers break into the labour market, but are more valuable to workers with at least some work experience. More stringent skill certification tests could improve the benefits to new workers.

    Kurzfassung: This study proposes experimental estimates of the monetary cost of the training needed to move workers across occupations. Occupations of destination are held “acceptable” if they are close, in terms of skills requirements, and entail small wage cuts and skills excesses (if any) relative to the occupation of origin. The total estimated cost encompasses the direct cost of undertaking the training, and workers’ opportunity cost, in terms of foregone wages. The minimum cost of moving workers in occupations at high risk of automation (ROA) to occupations where they are not at such risk (so called “safe haven”) is estimated to range between 1-5% of one year GDP, on average across the countries considered. At the worker level, occupational transitions’ costs increase with the cognitive skills and the average age of the workers in the occupation of origin, and with the proportion of workers at high ROA in manufacturing.

    Kurzfassung: The purpose of this study is to investigate the effect of congestion pricing on the demand for clean transport modes. To this end, it draws on an empirical analysis of the effect of Milan’s congestion charge on the use of bike sharing. The analysis indicates that congestion pricing increases daily bike-sharing use by at least 5% in the short term. Extending the schedule of the congestion charge in the early evening increases bike-sharing use in the affected time window by 12%. The impact of the policy on bike-sharing use mainly occurs through the reduction of road traffic congestion, which makes cycling safer and more pleasant. The findings of the study indicate that policies aiming to reduce car use also have positive repercussions on the uptake of green mobility options. Relying solely on direct incentives for cycling, which often involve infrastructure projects, is likely insufficient to remove barriers to bike use.

    Kurzfassung: This paper presents a range of policies to enhance adoption of digital technologies and firm productivity. It quantifies illustratively the effect of policy changes by combining the results of two recent OECD analyses on the drivers of adoption and their productivity benefits. Increasing access to high-speed internet, upgrading technical and managerial skills and implementing product and labour market reforms to facilitate the reallocation of resources in the economy are found to be the main factors supporting the efficient adoption of a selection of digital technologies. The most productive firms have benefitted relatively more from digitalisation in the past, contributing to a widening productivity gap with less productive firms. Policies should create the conditions for efficient adoption by less productive firms, which would help them to catch up, achieving a double dividend in terms of growth and inclusiveness. Enhancing skills has a key role to play in this area since less productive firms suffer relatively more from skill shortages.

    Kurzfassung: The effect on the household consumption price index from possible sources of error in capturing digital products depends on the weight of the affected products. To calculate upper bounds for this effect, we apply weights based on the average structure of household consumption in OECD countries to a maximum plausible overstatement of price change for each affected or potentially affected product. The products account for about 35% of household expenditure in 2005, declining to 32% in 2015. The upper bound simulation effect on the growth rate of the consumption deflator is somewhat less than –0.6 percentage points in 2015 – large enough to improve the picture of GDP and productivity growth in advanced economies. However, this would not overturn the conclusion that productivity growth has slowed substantially compared over the past decades.

    Kurzfassung: Recent policy discussion has highlighted the variety of ways in which the world of work is changing. One development prevalent in some countries has been an increase certain forms of non-standard work. Is this beneficial, representing increased flexibility in the workforce, or detrimental, representing a deterioration in job quality driven by automation, globalisation and the market power of large employers? These changes also raise crucial issues for tax systems. Differences in tax treatment across employment forms may create tax arbitrage opportunities. This paper investigates the potential for such opportunities for eight countries. It models the labour income taxation, inclusive of social contributions, of standard employees and then of self-employed workers (with applicable tax rules detailed in the paper’s annex). The aim is to understand whether countries’ tax systems treat different employment forms differently, before approaching the broader question of whether differential treatment has merit when evaluated against tax design principles.

    Kurzfassung: Indonesia’s government needs more revenue to fund spending that can boost GDP growth, raise well-being and reduce poverty. The tax-to-GDP ratio is low relative to other emerging market economies. The difficulty is to raise revenues without denting growth or worsening inequality. Successive reforms have modernised the tax administration and increased the number of taxpayers. Nonetheless, raising compliance is an ongoing challenge and investing in the tax administration rightly remains a government priority. There is also scope to improve the design of various taxes. Broadening the bases of income and consumption taxes would raise more revenue and reduce distortions. Expanding property taxation, if appropriately implemented, could provide additional funds for local governments. Taxes can also be used more extensively to discourage activities and behaviours with negative health and environmental externalities. Strengthening property rights and fighting illegal extraction would increase revenues from Indonesia’s natural resource wealth.     Kurzfassung: Tourism has boomed in Indonesia in recent years and is already one of the main sources of foreign-currency earnings. Indonesia has rich and diverse natural assets, whose tourism potential remains underutilised. The government has an ambitious target of attracting 20 million tourists by 2019, up from nearly 14 million in 2017. The main destination will continue to be Bali. Using Bali as the preferred development model, the government wants to develop other destinations, particularly through infrastructure programmes to improve connectivity, which is a longstanding challenge for tourism as well as for regional development more generally. Enhancing the tourism-related skills of local populations will provide them with expanded job opportunities. This calls for reforms to vocational education and training. Moreover, recent efforts by the authorities to improve the business environment need to continue, including through helping firms embrace digitalisation. Tourism may be growing too fast in some destinations without adequately taking into account sustainability issues, both for the environment and local communities. Better planning and co-ordination at all levels of government and across relevant policy areas can facilitate more sustainable tourism development.     Kurzfassung: While China’s overall debt-to-GDP ratio is not particularly high, its non-financial corporate debt relative to GDP is higher than in other major economies. State-owned enterprises account for over three quarters of that debt with a size exceeding GDP. This paper provides insights into the size of debt, leverage and debt service burden by various non-financial SOE groupings including by size, extent of state ownership, level of the owner, broad and detailed sector and region. Although the debt stock of local SOEs increased the fastest, firms under government agencies leveraged up more quickly and their debt service burden also grew most rapidly. SOEs in services industries increased their debt fastest, in particular in social services, transportation, real estate and construction. In turn, warehousing and real estate firms have the highest leverage. Firms in the three provinces of Xinjiang, Shanxi and Qinghai rank among the top five in all the three indicators of debt to revenues, leverage and debt service burden. Large SOEs owe most debt and leveraged up, while small and medium-size ones reduced their leverage. The surge in the debt service burden of small SOEs coincided with an increase in state assets in this group of firms. Sector-wise, state assets increased most in competitive industries. Empirical analysis shows that higher leverage and labour productivity are more conducive to a surge in SOE debt. Such surges appear to be triggered by falling interest costs, pointing to the role for easy monetary conditions in the rapid SOE debt accumulation. Recent corporate governance reforms of SOEs will likely act as disciplining device on SOE borrowing.

    Kurzfassung: Australia has a dynamic labour market with high job turnover. According to the HILDA Survey data, about one-fifth of all employees separate from their job every year, and about one fifth of those are displaced workers - laid off for economic reasons. Using multivariate probit regression we find that men, older workers and workers with less than secondary education tend to be displaced more often. In certain industries, such as construction and manufacturing, the incidence of displacement has been higher over the last fifteen years. Workers with lower tenure and casual employees also face a higher probability of displacement. However, a very high proportion - close to 80% percent - of displaced workers find a new job within two years. Among certain groups of workers, the share finding new employment is significantly lower: women, older workers, and less educated workers, workers who had a casual job and part-time workers. However, not all groups search for a job after being displaced. We find evidence that women, older workers and workers in low-skilled occupations are quite likely to exit the labour force following displacement.

    Kurzfassung: This paper reviews the empirical evidence on the socioeconomic distribution of exposure to a selection of common environmental risks such as air and noise pollution and natural hazards, and of access to amenities such as green space. It finds that there are many examples where disadvantaged groups within countries, regions or cities are exposed to greater environmental risks, and ultimately greater potential harm or damages, or have poorer access to amenities than more advantaged groups. However, this pattern is not ubiquitous, there are examples in the literature where no difference, or the opposite difference is observed. Next, the paper reviews the empirical literature on the distributional effects of environmental policies. It concludes that although the evidence on the direct effects of environmental policy varies by policy instrument type, the general lesson is that well-designed environmental policy reforms incorporating appropriately targeted compensation schemes (e.g. within existing social welfare systems) can neutralise direct negative distributional outcomes and generate progressive outcomes overall.

    Kurzfassung: Addressing the relationship between domestic environmental regulations and international trade policies is essential to better understand the need for consistency and complementarity between these areas. The set of trade and environment indicators developed by the OECD aims to provide insights on this relationship by shedding light on topical debates regarding the interactions between trade and environmental policies. Issues covered include: carbon emissions embodied in trade; embodied raw materials in trade; the volume of trade in environmentally-related goods; tariffs on environmentally-related goods; support measures for fossil fuels; enabling policy and regulatory environment for renewable energy; the volume of trade in waste and scrap; and nutrient balances of exported grains. Although initial insights are provided for these indicators, no detailed analyses is developed at this stage. Rather, these indicators are building blocks to analyse, for instance, the determinants of identified trends or to allow for a better understanding of the issues at hand. Possible avenues for further policy-relevant investigations using the indicators are identified and discussed for each topic covered.

    Kurzfassung: Reforming China’s grain policy could have significant implications for both domestic and international markets. China has begun to reform its price support policies for several commodities, replacing them with commodity specific area payments. The assessment of policy reform scenarios for grains, using two partial equilibrium models, show that China would maintain more than 80% of self-sufficiency in wheat and maize, and more than 95% in rice. The increase in its grain imports could increase international prices, in particular for wheat and rice. A gradual approach to reforming market price support with compensatory payments would smooth the potential impacts on domestic and world commodity markets, as well as on domestic farm income. While the reform of price support policies benefit consumers the most, more decoupled area payments could also have a greater impact on farm income without increasing the overall cost to society as well as environmental performance of agriculture. Lower costs of managing public grain stocks would equally reduce the budgetary cost of reforms.

    Kurzfassung: Empowerment, co-ordinated jointly by the OECD Development Co-operation Directorate, the Development Centre and Statistics Directorate. The initiative aims to identify policy and programme solutions to promote women’s economic empowerment by recognising, reducing and redistributing women’s unpaid care work. This paper presents new analysis of time use data and unpaid care work from Bangladesh, Ethiopia, Peru and South Africa as well as comparisons with OECD countries. It provides recommendations for policy makers, donors and development practitioners to support the achievement of the Sustainable Development Goals, drawing on learning from the Social Institutions and Gender Index and in-country research by the OECD Policy Dialogue on Women’s Economic Empowerment. Specifically, the recommendations focus on how to recognise unpaid care work by measuring and valuing it, reduce time spent on drudgery by the provision of quality infrastructure and redistribute unpaid care tasks more equally between men and women by transforming gender stereotypes.

The paper proposes that in order to maximise the relationship between digital government activity and citizen well-being, government focus should be on benefits that are not only material in terms of the quality of services, but that reflect the intellectual and emotional benefits derived from a different approach to government interactions with its constituents. The paper suggests that the relationship between digital government and citizen well-being is best encapsulated by the outcomes which follow from a government that is responsive, protective and trustworthy.

    Kurzfassung: There is an urgent need to better understand the role that the use of blended finance in development co-operation can play in achieving the SDGs. By adopting the “Blended Finance Principles for Unlocking Commercial Finance for the SDGs” in 2017, members of the OECD’s Development Assistance Committee have committed to “monitor blended finance for transparency and results”. The practical implications of monitoring and evaluating blended finance are currently being explored with a view to providing further policy guidance on the implementation of such Principles. This paper contributes to the ongoing consultation process s by discussing governance and methodological challenges in blended finance evaluation and proposing a few options to deal with them. In their review of the present practice of blended finance evaluation, as of end 2018, authors identify some key issues that need to be addressed and put forth initial ideas in order to ensure that evaluations improve the knowledge base on blended operations. The paper starts with a discussion of some key management and organizational challenges that influence how blending operations are monitored and evaluated. It continues with an overview of main evaluation methodologies that could be used for blended finance evaluation and challenges associated with applying them, and it outlines the challenges of assessing additionality. The paper concludes with a summary of identified issues from a review of a sample of completed evaluations of blended finance, highlighting the methodological challenges that they reveal.

    Kurzfassung: The fifth generation of wireless networks, 5G, represents an evolutionary process of previous generations of wireless networks (i.e. 2G, 3G, and 4G). This next generation of wireless technology is intended to provide 20 Gbps download speeds and latency of one millisecond (i.e. download speeds 200 times faster and one-tenth the latency of current 4G networks). This report examines what the future of 5G could mean for communication markets in terms of investment, good practices in spectrum management, competition, coverage and meeting the increasing requirements of the digital transformation. Case studies from OECD countries are the focus of the report, approaching the issue from a two-fold perspective: 5G national strategies, and technological trials. The report also explores how 5G may represent a paradigm shift, as it is the first standard conceived with the Internet of Things (IoT) world in mind, where different connected devices have diverse network requirements.

    Kurzfassung: Although Australia’s labour market escaped the dramatic negative impact of the global financial economic crisis seen in other OECD countries, a substantial share of working-age Australians either did were not working or worked only to a limited extent as the global recovery gathered pace between 2013 and 2014. The paper extends a method proposed by Fernandez et al. (2016) to measure and visualise employment barriers of individuals with no or weak labour-market attachment, using household micro-data. The most common employment obstacles in Australia are limited work experience, low skills and poor health. A notable finding is that almost one third of jobless or low-intensity workers face three or more simultaneous barriers, highlighting the limits of policy approaches that focus on subsets of these employment obstacles in isolation. A statistical clustering approach points to seven distinct groups, each characterized by unique profiles of employment barriers that call for different configurations of activation and employment-support policies.

    Kurzfassung: This report asks what is happening to middle-skill workers. Driven by mega trends such as automation, ageing and offshoring, the share of jobs whose wages placed them firmly in the middle of the wage distribution has been declining. Termed job polarisation, economists have observed the decline in the share of middle-skill jobs in the majority of OECD labour markets. One little explored question is where are these workers going? This report examines what workers are doing who in the past would have been employed in middle-skill jobs. The report first examines the traits of previous middle-skill workers to build a picture of the “typical” middle-skill worker. Using this profile, the report next examines what types of jobs a worker with the typical middle-skill profile is taking, and how likely such a worker is to be working. The study then analyses different metrics of job stability and compensation to put in perspective what shifts out of middle-skill work imply for labour market outcomes.

    Kurzfassung: Governments are increasingly trying to limit the costs of regulatory compliance. One of the approaches that has been gaining ground in the last five years is the “one-in, x-out rule”, or the offsetting of regulatory costs stemming from new regulations by reducing the existing regulatory stock. This paper presents examples of regulatory offsetting approaches in selected OECD countries. By comparing the different approaches and discussing their key features, the paper provides guidance to countries considering introducing regulatory offsetting. This paper finds that there are many methodological and implementation issues that need to be resolved before a government decides to use a one-in, x-out approach as part of its regulatory policy. Key suggestions for countries introducing regulatory offsetting include i) ensuring a solid methodology for calculating regulatory costs; ii) linking the responsibility for finding offsets to the “owners” of regulation; iii) setting up quality oversight mechanisms; iv) securing strong political commitment and support and v) implementing regulatory offsetting as a complement to other regulatory management tools.

    Kurzfassung: This paper provides a concrete example of how policy analysts can use empirical programme evaluation studies to perform ex-post assessments of environmentally related tax policies. A number of studies credibly identify causal effects of environmentally related tax policies, but do not necessarily provide all the information needed to fully inform the policy-making process. This paper argues that cost-benefit analysis (CBA) could enrich ex-post assessments of environmentally related tax policies, given that CBA provides decision makers with a broader perspective of social costs and benefits and allows the identification of potential trade-offs among policy objectives.

    Kurzfassung: Based on an in-depth literature review and responses to a survey among OECD member countries, this paper discusses the use of flexibility mechanisms in environmental regulations. Such mechanisms can provide flexibility as to how a given environmental improvement is achieved, regarding where environmental improvements take place, when they take place, as regards who is to achieve the improvements, and for which pollutants the emission reductions are to be achieved. The literature on these issues is limited, but it is clear that some such mechanisms can have important environmental and economic impacts. In certain cases, flexibility mechanisms which have provided important benefits in terms of cost reductions have proven to also shift pollution to areas where the negative health impacts are larger. Hence, it will be useful to carefully assess the related social costs and benefits of both existing and new flexibility mechanisms.

    Kurzfassung: Latvia’s productivity growth is held back by weak innovation and inefficient resource allocation. The shortage of skilled workers which constrains innovation and the adoption of digital technologies must be addressed through further alignment of vocational and tertiary education with labour market demand. Strengthening the innovation ecosystem by improving the quality of research and collaboration between firms and research institutions would help to diffuse digital technologies more widely across the economy. Fighting widespread informality, improving the low debt recovery through a more efficient insolvency regime, and reducing substantial state ownership would improve the allocation of resources. Latvia also relies heavily on EU funds to finance its important structural policies. The continuity of the most effective EU funded policy instruments needs to be ensured in the medium term, by integrating them into the national budget.     Kurzfassung: Ce chapitre propose une analyse approfondie des performances du marché du travail français suivant la nouvelle Stratégie pour l’emploi de l’OCDE. Depuis 2015, les créations d’emploi ont fait refluer le chômage et les situations de sous emploi ont diminué, mais le marché du travail français reste confronté à de nombreux défis. Le taux d’emploi, bien qu’en hausse, demeure relativement faible, les compétences de la population sont inégales, et la rotation d’une partie des travailleurs sur des contrats de moins d’un mois a augmenté. Les créations d’emplois de qualité ont été insuffisantes pour permettre l’intégration économique et sociale d’un grand nombre de jeunes et des moins qualifiés. Des réformes ambitieuses ont visé à réduire l’incertitude entourant le coût des fins de contrats de travail, tout en améliorant les opportunités de formation pour les moins qualifiés et en renforçant l’accompagnement et l’orientation, de manière cohérente avec les recommandations de la nouvelle Stratégie pour l’emploi de l’OCDE. Le gouvernement a aussi restructuré le dialogue social aux niveaux des entreprises et des branches, réduit les incertitudes sur les procédures de licenciement économique et poursuit une réforme de l’assurance chômage. Afin de maximiser les gains de ces réformes, la priorité doit être de renforcer l’efficacité de la formation continue et de limiter la reproduction des inégalités et les décrochages scolaires. Simplifier l’organisation des services d’accompagnement et faciliter les mobilités professionnelles permettraient aussi un meilleur appariement entre offre et demande de travail et des gains de productivité soutenus. Le dialogue social au niveau des entreprises doit également être encouragé, tout comme l’engagement des employeurs dans la formation initiale et continue. Enfin, la réforme en cours de l’assurance chômage ainsi qu’une unification des systèmes de soutien aux bas revenus améliorerait l’efficacité et la lisibilité des prestations sociales tout en incitant plus fortement à la reprise d’emplois durables.     Kurzfassung: The rapid emergence of gig economy platforms that use digital technologies to intermediate labour on a per-task basis has triggered an intense policy debate about the economic and social implications. This paper takes stock of the emerging evidence. The results suggest that gig economy platforms’ size remains modest (1-3 per cent of overall employment). Their growth has been most pronounced in a small number of services industries with high shares of own-account workers, suggesting that thus far they have been a substitute for traditional self-employment rather than dependent employment. New evidence provided in this paper is consistent with positive effects of platform growth on overall employment and small negative or insignificant effects on dependent employment and wages. While most empirical studies suggest that platforms are more efficient in matching workers to clients, reductions in barriers to work could offset such productivity-enhancing effects by creating employment opportunities for low-productivity workers. Fully reaping the potential benefits from gig economy platforms while protecting workers and consumers requires adapting existing policy settings in product and labour markets and applying them to traditional businesses and platforms on an equal footing.

    Kurzfassung: Housing markets are large and highly volatile: they can thus create large macroeconomic risks. The current paper provides a bird’s eye view of where the housing markets of major OECD economies currently stand. It then uses the results of recently developed models to provide indications of where macroeconomic risks exist. Finally, the paper draws on recent empirical analyses to suggest how economic policies can enhance economic resilience by reducing housing-related risks through macroprudential measures and housing market reforms (such as changes in rent regulation, taxation and land use policies).

    Kurzfassung: A decomposition of changes to participation rates of 55-to-74 year-olds between 2002 and 2017 based on an estimated equation attributes more than two thirds of the median increase (of 10.9 percentage points) to rising life expectancy and educational attainment. About 1 percentage point is attributable to changes in statutory retirement ages, although part of the reason these effects are not larger is that in most countries, statutory retirement ages have not kept pace with life expectancy. Although difficult to incorporate in the empirical framework, evidence of falling disability pension rolls and reduced sensitivity of old-age participation to the level of unemployment suggests that the tightening of alternative early retirement pathways through unemployment or disability schemes has been a major factor in the turnaround in the participation rate of older workers. Projections indicate that participation rates for 55-to-74 year-olds should keep rising through 2030, by 3.4 percentage points for the median country. Rising life expectancy and educational attainment are projected to make the largest contributions, more than compensating for the negative contribution of population ageing in most countries.

    Kurzfassung: Ever since the early 20th century, Argentina has failed to fully reap the benefits that integrating into the world economy can offer. With exports and imports only accounting for less than 30% of GDP, Argentina is significantly less integrated into the world economy than other emerging market economies. This reflects several decades of inward oriented policies including a strategy of industrialisation through import substitution. Trading little, Argentina has also remained on the side-lines of global value chains, all of which represents significant lost opportunities for growth and well-being. This paper, based on a chapter in the 2019 Economic Survey of Argentina, analyses the potential benefits and distributional effects of a stronger integration into the global economy. It also discusses policy options for opening up and for accompanying policies to ease the transition towards a more open economy.     Kurzfassung: L’investissement public a le potentiel de stimuler la demande à court terme, et des infrastructures appropriées peuvent aussi entraîner des gains de productivité et contribuer à rendre la croissance économique plus inclusive en garantissant une égalité d’accès au marché du travail, à l’éducation et aux soins de santé. Les investissements publics de la France sont élevés, et son stock de capital public est important. En particulier, le réseau d’infrastructures de la France est bien développé, et très bien classé si on le compare à celui d’autres pays. Pour autant, dans certains secteurs, le manque d’investissements d’entretien et de modernisation a sans doute nui à l’efficacité du capital investi dans les infrastructures existantes. Pour pouvoir bénéficier pleinement de ses investissements publics, la France doit renforcer et développer l’ensemble de sa stratégie pour relever plusieurs défis, consistant notamment à promouvoir les considérations d’efficience socio-économique dans le choix de ses projets d’investissement, à harmoniser les procédures s’étalant sur toute la durée de vie des investissements entre les différents secteurs et niveaux administratifs, et à concentrer les investissements de certains secteurs sur l’entretien et la qualité du stock de capital. En outre, comme les collectivités locales sont responsables de la plupart des investissements publics, il sera utile de poursuivre les efforts visant à répartir clairement les responsabilités entre les différents échelons administratifs pour pouvoir bénéficier d’économies d’échelle et de gamme. L’investissement public devrait aussi viser à atteindre les objectifs fixés dans les domaines de l’environnement, du numérique, de la recherche et de l’innovation pour permettre à la France de respecter ses engagements nationaux et internationaux et garantir une croissance plus vigoureuse et plus durable. Les choix opérés devront faire une place à l’investissement privé pour permettre la réalisation de ces objectifs et stimuler la croissance potentielle, notamment en développant une liste de projets prêts à financer et en ajustant de manière dynamique le soutien public aux politiques en matière d’énergie et de changement climatique.     Kurzfassung: This Working Paper presents the main findings and recommendations of the pilot study carried out on the treatment of peace and security expenditures in the statistical measure of total official support for sustainable development (TOSSD). The pilot study explored the relevance of including various peace and security expenditures in the TOSSD framework, and formulated recommendations to the International TOSSD Task Force on the eligibility criteria, the potential safeguards and the delineation between TOSSD pillar I and II for peace and security expenditures. On this basis, the Task Force adopted in June 2019 specific text on the treatment of peace and security in the TOSSD Reporting Instructions. The pilot study also allowed to derive first estimates of TOSSD flows for peace and security and a light assessment was carried out of the capacity of the organisations / countries met during the pilot to provide TOSSD data on peace and security.

With high levels of inequalities in many cities, the success of the transition will depend on the ability of local governments to engage in a “just” transition. This paper focuses on how national and sub-national governments can align subnational financial flows to transition towards low-carbon, resilient and inclusive cities. The paper is a contribution from the OECD Champion Mayors for Inclusive Growth initiative and to the OECD Programme on Subnational Finance and Investment.

    Kurzfassung: The post financial crisis period has been associated with increased countercyclical use of various financial policies, including residency-based measures. This paper analyses in a single analytical framework the relative effectiveness of three types of financial policies – macroprudential (foundations), currency-based (fences), and residency-based measures (fire doors). The findings in this paper are based on a granular quarterly database of adjustments in these policies that covers both advanced and emerging economies from 2000 to 2015. The results show that residency-based measures on bonds and credit reduce capital inflows but provide limited support for a credit-mitigation role. While no evidence emerges that macroprudential measures alter capital inflows, most appear effective in reducing credit growth. Currency-based measures may reduce both inflows and credit growth (particularly FX reserve requirements and FX lending regulations). These results indicate that the impact of policies needs to be analysed at a granular level and that policy makers should adopt an integrated view of the financial policy toolkit.

    Kurzfassung: This report builds on the OECD’s longstanding work measuring government support in agriculture, fossil fuels, fisheries, and more recently in the aluminium value chain in order to estimate producer support and related market distortions in the semiconductor value chain. Results for 21 large firms operating across the semiconductor value chain indicate that total government support has exceeded USD 50 billion over the period 2014-18. Government support provided in the form of below-market debt and equity appears to be particularly large in the context of the semiconductor industry and concentrated in one jurisdiction. Other types of support identified include support for R&D and investment incentives, which benefitted all firms studied in this report. The report also discusses the implications that these findings have for trade rules, and in particular for subsidy disciplines in a context of growing government involvement in semiconductor production and poor transparency of support measures.

    Kurzfassung: The Addis Ababa Action Agenda raises the urgency to address growing financing and capacity needs at all levels of government in developing countries (para. 34) while the 2030 Agenda calls to “localise” the SDGs. In its High Level Communiqué of 31 October 2017, the DAC stressed that “complex challenges increasingly require coherent approaches at all levels and co-ordinated, inclusive actions”, remaining “committed to improving quality and impact of our development co-operation policies”. Decentralised development co-operation, or international development co-operation carried out by subnational governments, is one tool OECD Development Assistance Committee (DAC) members can deploy to ensure that development co-operation is fit-for-purpose and responds to the local realities of the 2030 Agenda. The paper provides an assessment of the potential strengthens of decentralised development co-operation approaches as well as new opportunities to overcome longstanding challenges, including through the promotion of new forms of multi-level and multi-stakeholder partnerships.

    Kurzfassung: Drawing on the 2018 update of OECD’s Inter-Country Input-Output (ICIO) database, this paper explores the evolution of trade in value added (TiVA) between 2005 and 2015. Changes in international production systems are examined with particular attention given to four key sectors heavily integrated into global value chains (GVCs): Textiles and Apparel; Chemicals; ICT and Electronics; and, Motor Vehicles. Some insights into the roles played by services sectors and non-residents’ expenditure and, the employment and environmental impacts of GVCs, are also provided. Considerable heterogeneity across countries and regions is revealed, particularly for East and Southeast Asian where China plays a key role. Services are increasingly important for manufactured exporting activities as well as for countries wishing to “upgrade” their activities to higher value added stages of production. Taking a consumption perspective suggests that national efforts to mitigate greenhouse gas (GHG) emissions could be affected by international outsourcing of production.

    Kurzfassung: This work analyses the role of the digital transformation for business dynamics across countries. The analysis combines unique harmonised data on business dynamics for 15 countries with a multi-dimensional measure of digital intensity that takes into account different facets of the digital transformation. Two key stylised facts emerge. First, digital intensive sectors – especially digital intensive services – are on average more dynamic than other sectors of the economy. Second, business dynamism has been declining in digital intensive sectors, and more so than in other sectors, especially after 2001. Despite an important role is played by technology, significant differences across countries still remain and are related to a number of institutional and policy factors.

    Kurzfassung: Countries deploy a variety of financial, regulatory and soft policy instruments to promote science-industry knowledge exchange. While these instruments are often discussed in isolation, they are implemented collectively and may reinforce and complement but also weaken or even negatively affect each other and add excessive complexity. This paper develops a conceptual framework to map policy instruments for knowledge exchange and assess the interactions between them. The framework also considers how national contexts and global trends influence the choice of policy instruments. Policy examples drawn from the EC-OECD STIP Compass database and from case studies show that there are significant differences across countries in the relative importance given to each policy instrument in terms of budget, target groups, eligibility criteria, time horizon and implementation. These differences are also a consequence of different country conditions.

It identifies common trends and differences in national digital, smart industry and artificial intelligence (AI) strategies. The paper also discusses policy instruments used across OECD to support digital innovation targeting four objectives: First, policies aimed at enhancing digital technology adoption and diffusion, including demonstration facilities for SMEs. Second, initiatives that promote collaborative innovation, including via the creation of digital innovation clusters and knowledge intermediaries. Third, support for research and innovation in key digital technologies, particularly AI (e.g. by establishing testbeds and regulatory sandboxes). Fourth, policies to encourage digital entrepreneurship (e.g. through early-stage business acceleration support).

    Kurzfassung: Illicit financial flows (IFFs) in West Africa have long contributed to the region’s instability, partly due to their links to regional terrorist organisations such as Al Qaeda in the Islamic Maghreb (AQIM). AQIM has directly and indirectly participated in and perpetuated illicit financial flows in the region not only through violent means but also through diverse links with the local economy and society. AQIM and its regional affiliates have a profound influence on the political economy of the Sahel and the Maghreb, as well as greater West Africa, and it is important to understand the role played by AQIM in IFFs and the means by which this drives regional instability. This case study examines the political-economic context and the nature and scope of the mechanisms through which AQIM (and its affiliates) operate, with particular emphasis given to their interaction with the local economy and any resulting IFFs.

This paper explores the recent applications of blockchain technology in financial services and outlines regulatory responses, to set the scene for future work in this area on corporate governance. This paper provided background for the Corporate Governance Committee’s roundtable discussion on blockchain technology and the implementation of the G20/OECD Principles of Corporate Governance on 10 April 2018. A subsequent presentation of the paper was given at the OECD Workshop on Digital Financial Assets on the 16 May 2018, and at the OECD-Asian Roundtable on Corporate Governance in Malaysia on 7-8 November 2018. This work also provides a contribution to the work of the OECD Blockchain Policy Centre.

    Kurzfassung: This report analyses the effects of zero rating, i.e. when a predetermined type of traffic received by consumers is not counted against the download allowance of the Internet access service. The report looks at the economics of zero rating and issues such as the effects of zero rating on competition and innovation. It also compares regulatory approaches across several countries. In terms of economics, the welfare effects of zero rating on consumers can be favourable or unfavourable. While case by case analyses are almost indispensable, the different approaches which regulators and policy makers around the world are taking to zero rating exhibits substantial variation.     Kurzfassung: Routine-biased technological change has emerged as a leading explanation for the differential wage growth of routine occupations, such as manufacturers or office clerks, relative to less routine occupations. Less clear, however, is how the effects of technological advancement on occupational wage trends vary across political-institutional context. This paper investigates the extent to which collective bargaining agreements and union coverage shape the relative wage growth of automatable occupations. Using data from the Luxembourg Income Study and the United States Current Population Survey, I measure the ‘routine task intensity’ of occupations across 15 OECD Member States and the 50 United States from the 1980s onward. Findings suggest that bargaining coverage is more consequential for the wage growth of high routine occupations relative to less routine occupations, and that high routine occupations lose coverage at a faster rate when bargaining coverage at the national level declines. As a result, declines in bargaining coverage within a country are associated with declining relative wage growth for automatable occupations. Estimates suggest that had union coverage in the United States not declined from 1984 levels, the earnings of high routine occupations might have grown at the same rate as low pay occupations between 1984 and 2015, rather than experiencing a relative wage decline. However, the findings also suggest that gains in the relative wage growth may increasingly come at the cost of reduced employment shares of automatable occupations.

    Kurzfassung: The debate about whether or not to extend the WTO Moratorium on imposing customs duties on electronic transmissions has, to date, narrowly focused on its potential customs revenue implications. This paper sets out to broaden and deepen this debate. First, by putting current estimates of the customs revenue implications into perspective, showing that potential losses tend to be low relative to overall government revenue. Second, by deepening the debate on the cost of tariffs, arguing that these are unstable sources of revenue, that they are associated with lower output and productivity and that their burden falls mainly on domestic consumers, not foreign firms. Third, by broadening the debate to consider the benefits associated with electronic transmissions, including growing consumer welfare and export competitiveness. The paper argues that, overall, the revenue implications of the Moratorium are likely to be relatively small and that its lapse would come at the expense of wider gains in the economy.

    Kurzfassung: This paper presents the results of an ex post evaluation of the impacts of a vehicle tax reform in Ireland, by carrying out a full social cost benefit analysis of a vehicle tax reform that began in Ireland in 2008 and shows that whilst successful in improving the fuel economy of new passenger cars, it may also have caused unintended effects, such as an increased proliferation of diesel vehicles in the passenger car fleet. These outcomes have mitigated the overall benefits. In addition to quantifying the scale of the various effects and outcomes, this paper clearly demonstrates the importance of broad scope policy design.

    Kurzfassung: Nordic countries such as Sweden, Norway and Finland have been consistently the most favourable to immigration while eastern European countries such as the Czech Republic and Hungary have been the least favourable. Despite their relatively high average levels of support for immigration, however, many countries of western and northern Europe are quite strongly polarized internally along educational and age lines. This can perhaps explain why political divisions over immigration can be so salient in these countries. Comparing results from 2002/03 and 2016/07, one finds that European attitudes were on average quite stable. However, a number of countries became more generous while several others became more negative. On the issue of government policy towards refugees, there was a marked shift in a negative direction after the 2015/16 refugee crisis. Countries such as Austria, Germany, and Sweden which had experienced large inflows of refugees showed particularly large declines in public support for generous government policy towards asylum requests.

    Kurzfassung: Social protection is at the centre of Ethiopia’s development policy. It is instrumental in reducing poverty and increasing the resilience of the population. The Government of Ethiopia (GoE) has published a new set of policy frameworks for social protection that envisage the expansion of social protection to cover a greater proportion of Ethiopians against a broader range of risks, and that call for social protection to be increasingly financed from domestic sources rather than by donors. A financing strategy for the implementation of this vision has been identified as a priority by the GoE. This study responds to this requirement. It provides a comprehensive mapping of social protection spending across the five focus areas of the national social protection policy and analyses the fiscal space available for different spending scenarios up to 2025/26. The study focuses on two issues in particular: the role of donor financing for social protection and the relationship between humanitarian relief and social protection spending.

The update of the Recommendation serves as an opportunity to make changes to its purpose and scope; to insert key messages based on overarching themes from the responses; and to adjust the Recommendation in line with current and anticipated evolutions in contexts, risks and policies.

    Kurzfassung: Profiling tools help to deliver employment services more efficiently. They can ensure that more costly, intensive services are targeted at jobseekers most at risk of becoming long term unemployed. Moreover, the detailed information on the employment barriers facing jobseekers obtained through the profiling process can be used to tailor services more closely to their individual needs. While other forms of profiling exist, the focus is on statistical profiling, which makes use of statistical models to predict jobseekers’ likelihood of becoming long-term unemployed. An overview on profiling tools currently used throughout the OECD is presented, considerations for the development of such tools, and some insights into the latest developments such as using “click data” on job searches and advanced machine learning techniques. Also discussed are the limitations of statistical profiling tools and options for policymakers on how to address those in the development and implementation of statistical profiling tools.

    Kurzfassung: This report analyses automation trends and its effect on employment in OECD countries. On average, robots are found to be associated with a reduction in employment in elementary occupations – those requiring the lowest levels of skills – and an increase in employment in high-skill occupation such as professionals and technicians. For occupations in the middle of the skills distribution the correlation is strong and negative. In general, therefore, these estimates do not support the hypothesis of labour market polarisation, i.e.: an increase in both high-skill and low-skill employment. However, in a few countries - notably the United States - this report finds evidence of labour market polarisation.

And to what SDG in particular? This paper present a new methodology using machine learning designed to link project-based flows to the Sustainable Development Goals. It provide first estimates of DAC and non-DAC donors’ aid contribution for the goal and show that similar analysis can be done at the recipient level and for other type of textual database such as private sector reports; opening wide array for policy analysis. The methodology presented in this working paper uses semantic analysis of the text description of each project present in the Creditor Reporting System (CRS).

    Kurzfassung: Two of the most important health risk factors for children and young adults are obesity and alcohol use. These risk factors are known to affect health and wellbeing, but may also have an impact on educational outcomes. The objective of this study was to assess a potential causal relationship between obesity or alcohol use, and educational outcomes, in Germany, the Netherlands, New Zealand, the Russian Federation, the United Kingdom, and the United States. Longitudinal data from cohort studies was used to establish temporal precedence. To ensure the absence of alternative explanations, regression models were adjusted for known confounders; instrumental variables were used to address endogeneity caused by reverse causality and potential unobserved confounders; and fixed effects analyses were used to correct for unobserved time-invariant confounders. The results suggest that the presence of obesity during childhood, as well as alcohol consumption during childhood, can have a negative impact on educational performance and future educational attainment.

    Kurzfassung: This paper assesses how the adoption of a range of digital technologies affects firm productivity. It combines cross-country firm-level data on productivity and industry-level data on digital technology adoption in an empirical framework that accounts for firm heterogeneity. The results provide robust evidence that digital adoption in an industry is associated to productivity gains at the firm level. Effects are relatively stronger in manufacturing and routine-intensive activities. They also tend to be stronger for more productive firms and weaker in presence of skill shortages, which may relate to the complementarities between digital technologies and other forms of capital (e.g. skills, organisation, or intangibles). As a result, digital technologies may have contributed to the growing dispersion in productivity performance across firms. Hence, policies to support digital adoption should go hand in hand with creating the conditions to enable the catch-up of lagging firms, notably by easing access to skills.

    Kurzfassung: This paper analyses relative income poverty in Australia of individuals aged 15 or more, based on the HILDA Survey data. Australia has above-average poverty rates among OECD countries, but poverty has decreased in the last 15 years. Certain groups are more at risk than others. People living alone and lone parents are at higher risk of poverty. Old people in Australia have a more than 30% chance of living in poverty, which is one of the highest in the OECD. Among those of working age, being employed significantly reduces the risk, while those out of the labour force and the unemployed are at much higher risk of poverty. Nevertheless, there is poverty also among people that work, typically casual workers and part-time workers. People with low education are also at risk. Those living alone and one-parent households face quite a high risk of poverty, even if they are employed. Indigenous Australians are almost twice as likely to be poor than the rest of Australians and they appear significantly poorer than the rest even after controlling for education, age, industry, skill and geographical remoteness, suggesting a range of socio-economic issues, including poor health and discrimination.

    Kurzfassung: Labour share developments over the past two decades have differed widely across OECD countries, with about half of them experiencing significant declines. This paper analyses the role of public policies in shaping labour share developments across countries. The results suggest that pro-competition product market reforms raise the labour share by reducing producer rents. Labour market reforms that strengthen the bargaining position of workers, such as tightening employment protection or raising minimum wages, may raise wages in the short term but risk triggering the substitution of capital for labour in the medium term. On average, across countries, such reforms are estimated to reduce the labour share. By contrast, promoting the re-employment of workers who lose their jobs through active labour market policies unambiguously raises the labour share.

    Kurzfassung: Macroeconomic forecasters typically forecast fewer recessions than the number experienced, which means economic growth tends to be over-predicted on average. Consequently, forecast errors are not normally distributed, making it difficult to convey the uncertainty and risks based on the historical forecast track record. To characterise this risk, recent OECD work constructed fan charts parameterised on historical forecast errors and the probability of a future downturn estimated from a probit model comprising a range of potential macroeconomic and financial early warning indicators. As the probability of a downturn increases the associated fan chart is wider, reflecting increased uncertainty, and more skewed to the downside, reflecting greater downside risks. This paper applies this methodology to New Zealand; although one important difference compared to other OECD economies is that the time span of macroeconomic data without major structural change is significantly shorter. Forecast errors for GDP by the OECD, Reserve Bank of New Zealand and New Zealand Treasury all appear to be non-normally distributed. Fan charts for GDP forecasts from the mid-year 2018 OECD Economic Outlook are symmetric due to the low probability of a downturn. Fan charts estimated for the period preceding the global financial crisis using currently-available data have a downwards skew. However, those estimated using data only available in the lead up to the crisis have many insignificant coefficients, likely due to the structural changes that have occurred in the New Zealand economy since the 1980s.

    Kurzfassung: Cutting trade costs, especially those stemming from non-tariff measures, is a growing priority for policy makers. One way to achieve this is for countries to improve their co-operation on regulatory matters. An avenue open to governments is to include provisions related to international regulatory co-operation (IRC) into preferential trade agreements (PTAs). However, there exists little empirical evidence of the benefits of these co-operative mechanisms. This paper provides this evidence, in the context of Sanitary and Phytosanitary (SPS) and Technical Barriers to Trade (TBT) provisions. It measures the effect of IRC mechanisms on trade flows using the latest developments in the gravity literature and the most recent data sources. The work distinguishes between different forms of co-operation implemented between countries within PTAs while also accounting for the level of commitment between partners. The estimation results suggest that PTAs including SPS and TBT measures have a significant and positive effect on trade flows, with the legal enforceability of IRC mechanisms having the strongest and most robust impact on trade flows. This result holds even when WTO-related provisions and dispute settlement procedures are controlled for, implying that binding commitments are important in maximizing post-PTA trade flows. The work shows that transparency and co-operation are significant and robust factors in increasing trade. It also reinforces the view that the impact takes some time to materialise, which is important when evaluating the effectiveness of deep IRC mechanisms.

    Kurzfassung: The paper discusses the implications of the low-carbon transition for workers and the relevant lessons-learnt in previous industrial restructuring experiences. The evidence suggests that, while climate policies are likely to have a modest impact on aggregate employment, workers in certain regions and industries can be more severely affected. The transition may also have gender-differentiated impacts: men represent the largest share of the workforce of most negatively affected industries (e.g. coal-mining) while the growth of the renewable power generation sector, which exhibits a relatively more gender-balanced workforce, suggests that female employment may increase in the traditionally male-dominated energy sector. Lessons from the case-studies underline that a suite of polices is necessary to manage the structural adjustment process, including structural reforms and skills policies. Importantly, the low-carbon transition differentiates itself from previous restructuring experiences because of its policy-driven nature and the possibility to finance structural adjustment measures through carbon-pricing revenues.

    Kurzfassung: Over the last decade the Open Government Data movement has successfully highlighted the value of data and encouraged governments to open up information for reuse both inside, and outside the public sector. This Working Paper argues that governments now need to go further and put the role and value of data at the core of thinking about the digital transformation of government. A data-driven public sector (DDPS) recognises that data are an asset, integral to policy making, service delivery, organisational management and innovation. The strategic approach governments take to building a DDPS can have a positive impact on the results they deliver by promoting evidence-led policy making and data-backed service design as well as embedding good governance values of integrity, openness and fairness in the policy cycle. After framing the concept the paper presents the opportunities offered by embracing the DDPS approach and identifies some of the challenges that governments may face in establishing a DDPS before concluding with the discussion of the need for coherent strategic approaches that reflect the role of data across the entire public sector, not only from a policy point of view but from an operational and practical perspective.
