    Abstract: The book emanates from the geopolitical and geo-economic churning and transformations set in motion by the unprecedented economic rise of China resulting in its expanding political influence across the region and the world. In both the economic and the security realms, the United States and China alike are increasingly seen contesting in shaping the Indo-Pacific regional order to their own advantage. This book unfolds the contours and dimensions of China’s responses to various multilateral initiatives of the US and its friends and allies like Japan, Australia, and India and, to some extent, even ASEAN. While China’s medium-term strategy envisages a non-hostile external environment in order to focus on domestic priorities; reducing dependence of littoral nations of the Indo-Pacific region on America while increasing their engagement and dependence on China. China's expanding reach and influence overseas has resulted in US-led initiatives being China-focused inviting a response from China where adverse reactions have become increasingly palpable. Prof Swaran Singh is professor of diplomacy and disarmament at Jawaharlal Nehru university (New Delhi) and currently visiting professor at University of British Columbia (Vancouver, Canada). He is fellow of Canadian Global Affairs Institute, Adjunct Fellow of The Charhar Institute (Beijing) and president of Association of Asia Scholars (asiascholars.in).     Abstract: “A brilliant, impeccably researched must-read analysis of the shifting tectonic plates of American power.” — Inderjeet Parmar, Professor of International Politics, City University of London, UK This book offers a comprehensive explanatory account of Trump’s foreign policy by assessing its nature, determining the extent to which it broke with the policy of preceding presidencies, and explaining this shift’s genesis. We argue that Trump has succeeded in remaking America’s grand strategy by unmaking its long-standing strategy of what we call Open Door Globalism, a strategy of economic expansionism through the promotion of open markets globally and its institutionalization into a US-led liberal world order. Trump has broken with Open Door Globalism in probably lasting ways by adopting an outlook and strategy of neo mercantilist economic nationalism based upon an ‘America First’ redefinition of US sovereignty and national interests. Explaining this Trumpian shift in US foreign policy we focus on the social sources of Trump’s foreign policy-making elite’s agency, analysing its embeddedness in elite networks and within the changing global and domestic context. The latter, coupled with a crisis of established elite power, also indicates why Biden has not returned to Open Door Globalism but doubled down on aspects of the Trumpian economic nationalist break. Bastiaan van Apeldoorn is Professor of Global Political Economy and Geopoliticsat the Vrije Universiteit Amsterdam, the Netherlands.     Abstract: This book examines the implementation of the Belt and Road Initiative (BRI) in East Africa. The BRI is considered China's central geopolitical and geo-economic project in the era of President Xi Jinping. Through this work, the author aims to contribute to filling some research gaps, such as the lack of depth in studies of individual BRI projects and the underconsideration of processing narratives in participating countries. The guiding question is the extent to which the BRI is a political or hegemonic project of the CCP-directed state-civil society complex in East Africa. To answer these questions, databases of international organizations and policy documents are analyzed. In addition, the author conducts a qualitative content analysis of newspaper articles from local media houses in the countries of Ethiopia, Kenya, and Tanzania to examine three infrastructure projects. The work illustrates that the BRI contributes to increasing connectivity in East Africa. At the same time, the compression of economic relations and the implementation of infrastructure projects in East Africa lead to numerous consequences and contour a hegemonic project. The Author Simon Züfle studied political science, history and international relations in Freiburg, Tübingen, Madrid, Moscow, Tehran and Beijing. He is currently a postdoctoral researcher in the research group "Doing Business in Africa" at the ESB Business School of Reutlingen University.     Abstract: Das Buch untersucht die Umsetzung der Seidenstraßeninitiative (BRI) in Ostafrika. Die BRI gilt als das zentrale geopolitische und geoökonomische Vorhaben Chinas in der Ära von Präsident Xi Jinping. Durch die Arbeit soll ein Beitrag zur Schließung einiger Forschungslücken geleistet werden, etwa die mangelnde Tiefe von Untersuchungen einzelner BRI-Projekte und die Unterberücksichtigung von Verarbeitungsnarratives in den teilnehmenden Ländern. Die Leitfrage ist, inwiefern die BRI ein politisches bzw. hegemoniales Projekt des von der KPCh gelenkten Staats-Zivilgesellschafts-Komplexes in Ostafrika ist. Zu deren Beantwortung werden Datenbanken internationaler Organisationen und Policy-Dokumente ausgewertet. Außerdem führt der Verfasser eine qualitative Inhaltsanalyse von Zeitungsartikeln lokaler Medienhäuser in den Ländern Äthiopien, Kenia und Tansania durch, um drei Infrastrukturprojekte zu untersuchen. Die Arbeit verdeutlicht, dass die BRI zur Steigerung der Konnektivität in Ostafrika beiträgt. Gleichzeitig führen die Verdichtung der ökonomischen Beziehungen und die Implementierung der Infrastrukturvorhaben in Ostafrika zu zahlreichen Konsequenzen und konturieren ein hegemoniales Projekt. Der Autor Simon Züfle hat Politikwissenschaft, Geschichte und Internationale Beziehungen in Freiburg, Tübingen, Madrid, Moskau, Teheran und Peking studiert. Derzeit ist er Wissenschaftlicher Mitarbeiter in der Forschungsgruppe “Doing Business in Africa“ an der ESB Business School der Reutlingen University.

The growing use of distortive subsidies alters trade and investment flows, detracts from the value of tariff bindings and other market access commitments, and undercuts public support for open trade. Sharp differences over subsidies are contributing to global trade tensions that are harming growth and living standards. This report seeks to highlight the potential benefits of closer cooperation and considers some areas where this might be pursued constructively by governments or other international organizations. This report aims to begin a discussion within the international community on how to develop and implement such an agenda.

    Abstract: The contributions compiled in this issue engage in critical evaluation of China's "New Silk Road initiative" ("Belt and Road Initiative" [BRI]) by focusing on the potential long-term political and economic effects and implications for Sino-EUropean and Sino-African relations. The authors take the launching of the BRI (October 2013) as a starting point for a general, theory-guided qualitative re-evaluation of the basic patterns of Chinese foreign relations and global interactions under the fifth generation of Chinese political leaders. In 2013, the Chinese state president, Xi Jinping, framed BRI as a global connectivity network consisting of a multitude of overland passages and maritime transportation corridors. Xi Jinping's report to the 19th Party Congress (2017) set the BRI as an anchor concept of China's fine-tuned foreign strategy in the 21st century.

    Abstract: In an unprecedented global health crisis, trade is essential to save lives and livelihoods; and international co-operation is needed to keep trade flowing. In the midst of significant uncertainty, there are four things we can do: boost confidence in trade and global markets by improving transparency about trade-related policy actions and intentions, keep supply chains flowing, especially for essentials such as health supplies and food, avoid making things worse, through unnecessary export restrictions and other trade barriers and even in the midst of the crisis, think beyond the immediate. Government support today needs to be delivered in a way that ensures it serves the public interest, not vested interests, and avoids becoming tomorrow’s market distortions. OECD is working with other IOs to support governments through timely and objective evidence and analysis to inform policy choices.

    Abstract: The ubiquitous exchange of data across borders has given rise to a range of concerns by governments and citizens about some of the effects of so much information being collected and used, often without the knowledge of data subjects. This has led countries to condition or prohibit the transfer of data abroad, affecting trade in the process. This paper develops an indicative taxonomy of domestic approaches to cross-border data flow regulation and local storage requirements; it then surveys international instruments that address the question of international data transfers. The paper then examines the issues that data flow restrictions might raise for consumers and businesses. Against this backdrop, the paper highlights the challenge of finding balance between ensuring that important objectives, such as consumer privacy and security, are met while maintaining the benefits from free flows of data, including the benefits from increased and more inclusive digital trade.

    Abstract: This paper presents new data on regulatory barriers affecting services trade within the European Economic Area (EEA), covering 25 EEA countries, 22 sectors and five years (2014-2018). Following the methodology of the OECD Services Trade Restrictiveness Index (STRI), qualitative information is scored and weighted to produce binary composite indices. The resulting intra-EEA STRIs reveal that services trade restrictiveness within the Single Market is considerably lower than the applied MFN regime of those EEA members. Moreover, they show that EEA members have achieved significant regulatory harmonisation through their integration process.

    Abstract: The digital transformation has had a profound impact on international trade, lowering barriers to internationalisation and contributing to growing trade competitiveness, but at the same time making international trade transactions more complex. Distinctions between goods and services and between modes of delivery have become blurred, and trade today must not only to be faster and more reliable, but also meet a range of regulatory requirements that differ across markets, including those related to privacy, consumer protection and security. Against this backdrop, this paper suggests that new and more holistic approaches to market openness are needed for the 21st century. These should take into consideration issues that span goods, services and digital networks more jointly and involve more international dialogue between a range of stakeholders and policy communities. The paper then discusses how principles of good regulatory practice in relation to market openness – in particular, transparency, non-discrimination, interoperability and avoidance of unnecessary trade restrictiveness – can provide guidance when approaching some of these emerging challenges, with a view to helping inform policy makers as they consider rules for the digital age.

    Abstract: How should economists interpret current trade wars and the recent U.S. trade actions that have initiated them? This paper offers an interpretation of current U.S. trade actions that is at once more charitable and less forgiving than that typically offered by economic commentators. More charitable, because under this interpretation it is possible to see a logic to these actions: the United States is initiating a change from "rules-based" to "power-based" tariff bargaining and is selecting countries with which it runs bilateral trade deficits as the most suitable targets of its bargaining tariffs. Less forgiving, because the main costs of these trade tactics cannot be avoided even if they happen to "work" and deliver lower tariffs. Rather, the paper shows that the main costs will arise from the use of the tactics themselves, and from the damage done by those tactics to the rules-based multilateral trading system and the longer-term interests of the United States and the rest of the world

    Abstract: Europa befindet sich im dauerhaften Krisenmodus: Nationalismen, Brexit und scheinbar unüberbrückbare Differenzen in Fragen der Migration, der Reform der Eurozone und der Verbesserung seiner globalen Wettbewerbsfähigkeit gefährden den Zusammenhalt der Union. Gleichzeitig wächst der Druck von außen durch Russland und China, die Entwicklungen an der südlichen Peripherie und nicht zuletzt in den USA. Mit Trumps Wahl zerfällt nicht nur Deutschlands außenpolitisches Koordinatensystem, sondern die liberale internationale Ordnung wird insgesamt auf den Kopf gestellt. Vor diesem Hintergrund plädiert Stefan Fröhlich in diesem politischen Essay für eine Neubewertung der deutschen Rolle in Europa und der Welt: Deutschlands Außenpolitik ist besser als ihr Ruf. Das Land hat in den vergangenen Jahren mit zahlreichen Tabus längst gebrochen und Führung in Europa übernommen.     Abstract: Not so long ago the nation-state seemed to be on its deathbed, condemned to irrelevance by the forces of globalization and technology. Now it is back with a vengeance, propelled by a groundswell of populists around the world. In Straight Talk on Trade, Dani Rodrik, an early and outspoken critic of economic globalization taken too far, goes beyond the populist backlash and offers a more reasoned explanation for why our elites’ and technocrats’ obsession with hyper-globalization made it more difficult for nations to achieve legitimate economic and social objectives at home: economic prosperity, financial stability, and equity. Rodrik takes globalization’s cheerleaders to task, not for emphasizing economics over other values, but for practicing bad economics and ignoring the discipline’s own nuances that should have called for caution. He makes a case for a pluralist world economy where nation-states retain sufficient autonomy to fashion their own social contracts and develop economic strategies tailored to their needs. Rather than calling for closed borders or defending protectionists, Rodrik shows how we can restore a sensible balance between national and global governance. Ranging over the recent experiences of advanced countries, the eurozone, and developing nations, Rodrik charts a way forward with new ideas about how to reconcile today’s inequitable economic and technological trends with liberal democracy and social inclusion.

Sachs provides the blueprint for a new foreign policy that embraces global cooperation, international law, and aspirations for worldwide prosperity—not nationalism and gauzy dreams of past glory. He argues that America’s approach to the world must shift from military might and wars of choice to a commitment to shared objectives of sustainable development. Our pursuit of primacy has embroiled us in unwise and unwinnable wars, and it is time to shift from making war to making peace and time to embrace the opportunities that international cooperation offers. A New Foreign Policy explores both the danger of the “America first” mindset and the possibilities for a new way forward, proposing timely and achievable plans to foster global economic growth, reconfigure the United Nations for the twenty-first century, and build a multipolar world that is prosperous, peaceful, fair, and resilient.

    Abstract: Global trade imbalances narrowed in the aftermath of the global financial crisis. They have remained at a lower level but are still of concern to policy makers because of the risks they pose to individual economies, as well as globally. However, the ultimate causes of these imbalances are not fully clear. Current account positions reflect the gap between national saving and investment, which are in turn affected by policy distortions, including in trade policy. Simulations of the OECD’s METRO model show liberalisation of existing trade distortions would modestly narrow aggregate trade imbalances in the medium term for some countries. Reducing tariffs, non-tariff measures and the combined market access and productivity-enhancing effects of pro-competitive measures in services all have some rebalancing potential. Liberalisation would also offer economically significant income gains for all countries. By contrast, narrowing trade imbalances using trade restrictions would come at disproportionately high economic costs for all countries.

    Abstract: Despite major progress, Turkey still lags behind most comparable countries in terms of exported value added per capita. Its remarkable economic performance over the past 15 years has not been sufficiently backed by gains in export market shares, in particular when measured in value added terms. While Turkey incorporates an increasing share of foreign value added in its own exports, its capacity to provide intermediate inputs to other countries’ exports is still limited. This paper argues that Turkey’s participation in global value chains remains below potential owing to institutional features that hamper efficient allocation of capital and labour, obstacles inherent in bilateral trade agreements and entry regulations, underdeveloped human capital and insufficient investment in innovation, R&D and knowledge-based capital. Progress along these dimensions would strengthen Turkey’s backward and forward trade linkages and contribute to rebalancing its growth model. The adjustment process towards a more export-oriented economy operating on a level playing field needs to be flanked by dedicated industrial, social and environmental policies to alleviate adverse consequences on displaced firms and workers and the ecosystem.

    Abstract: This paper highlights India’s unique services export led growth path. Observing that Indian business services have helped manufacturers all over the world to become more efficient and productive, it raises the question how Indian business services can do the same for local manufacturers and thus support the Make in India initiative. The paper also explores the potential for broadening the export base in services. The services sector that appears to have the largest prospect for unleashing the potential of both manufacturing and knowledge intensive business services is the telecommunications sector, particularly broadband internet services. In addition reforms in the distribution sector that enable multi-channel wholesale and retailing could facilitate the development of marketing channels for SME manufacturers both across the vast Indian market and abroad. Reforms in the logistics sector would further improve the competitiveness of local manufacturers producing time-sensitive goods including inputs to global value chains. Finally, competitiveness in knowledge-intensive services is obtained through knowledge sharing across borders. A prerequisite for broadening the export base in these sectors is openness to foreign professionals. The set of proposed recommendations emerging from this analysis underlines the importance of streamlining sector-level regulatory frameworks in all sectors to encourage foreign entry and competition, and the role that cross-cutting improvements in the trade and business environment would play to render services providers as well as down-stream manufacturers more competitive.

    Abstract: Regulatory differences across jurisdictions can be costly for traders. While these costs may reflect variations in domestic conditions and preferences, they may also be the result of rule-making processes working in isolation and of a lack of consideration for the international environment. Thus, some of the trade costs of regulatory divergence may be avoided without compromising the quality of regulatory protection. Building on lessons learnt from OECD analytical work and the experiences of OECD countries in regulatory policy and trade, this report proposes a definition of trade costs of regulatory divergence and analyses various approaches to addressing them, including unilateral, bilateral and multilateral approaches. It focuses on the contribution of good regulatory practices, the adoption of international standards, and the use of cross-border recognition frameworks and trade agreements. Based on this, the report provides indications for policy makers on how to reduce trade costs through international regulatory co-operation.

    Abstract: The rise in state-owned enterprises (SOEs) as growing actors in international trade and investment has received renewed attention in recent years, not least due to controversy that has arisen over SOE foreign investments. This has raised the profile of these issues with policy makers and tilted much of the public debate in one direction. Some concerns revolve around the intentions of these companies, or any potential competitive distortions that could be caused by them which would differentiate them from privately-owned enterprises operating under like circumstances. With a view to keeping the trade and investment environment open, this paper draws attention to particular perceptions of concerns or challenges that arise when SOEs internationalise. Although perceptions are not verifiable facts, they reveal important trends that may inform the debate and shape future government policies towards foreign trade and investment by SOEs. The information in the report is primarily drawn from findings emerging from a three-part perception-based OECD survey addressed to public officials responsible for enterprise ownership, competition enforcement, investment regulation and trade policy in addition to departments of government with broader responsibility for the enterprise and competition landscape, and/or cross-border trade and investment regulation.

    Abstract: World trade growth was rapid in the two decades prior to the global financial crisis but has halved subsequently. There are both structural and cyclical reasons for the slowdown. A deceleration in the rate of trade liberalisation post 2000 was initially obscured by the ongoing expansion of global value chains and associated rapid emergence of China in the world economy. Post the financial crisis global value chains started to unwind and, possibly associated with this, Chinese and Asian trade weakened markedly. These structural changes were compounded by insipid demand due to anaemic growth of global investment, as well as intra-euro area trade, both of which are trade intensive. The slowdown in world trade growth post crisis, if sustained, will have serious consequences for the medium-term growth of productivity and living standards. Trade policy has significant potential to reinvigorate trade growth but the political environment for reforms is difficult, with a growing polarisation of OECD electorates into pro- and anti- globalisation supporters. Further trade and investment policy liberalisation should be introduced as part of a wider package of structural reforms to spread the benefits of freer trade and investment more widely.

    Abstract: This paper characterises the extent of GVC participation in selected countries of Latin America. It looks deeper into certain key trade policy-related aspects of Latin American trade integration with the potential to improve GVC participation. Latin America has a dense web of intra and extra-regional preferential trade agreements (PTAs). Nevertheless, the overlap, duplication and conflicts among the different rules and standards governing trade under these PTAs are likely reducing the benefits of these agreements. This is prompting renewed interest in the idea of linking or harmonising the various Latin American PTAs. To help inform this debate, this study analyses the impact of rules of origin (RoO) and non-tariff measures (NTMs) on GVC integration in the region, and examines relevant harmonisation initiatives.

    Abstract: Despite the predominately negative evidence of the impact of local content requirements on trade, they continue to play a significant role in trade policy. This has been particularly true since the financial crisis of 2008. The work presented here provides new evidence of the detrimental effects these policies have on the imposing country’s own economy. Most empirical studies have focused on the long run inefficiencies associated with LCRs, notably in the effected sector. This paper highlights the costs to other sectors in the economy, the different impacts on intermediate versus final demand, and the declines in trade in third-party economies, despite not engaging in direct trade with the imposing country. Economies imposing LCRs experience a decrease in exports in non-LCR effected sectors and a growing concentration of domestic activity in a few targeted sectors, undermining potential growth and innovation on a broader scale. The paper concludes by offering policy alternatives.

    Abstract: Although global value chains (GVCs) are often considered a defining feature of the current wave of globalisation, little is known about: i) what drives GVC participation; ii) what the benefits associated to growing participation are; or iii) how developing countries engage and benefit from GVCs. This paper tackles these questions empirically. The evidence indicates there are important benefits to be had from wider participation in terms of enhanced productivity, sophistication and diversification of exports. Structural factors, such as geography, size of the market and level of development are found to be key determinants of GVC participation. Trade and investment policy reforms as well as improvements of logistics and customs, intellectual property protection, infrastructure and institutions can, however, also play an active role in promoting further engagement. A more in-depth analysis of GVC participation and policy context in five developing sub-regions in Africa, the Middle East and Asia highlights key differences and similarities, and can be a starting point for policy makers in the regions to assess their countries’ GVC engagement and to consider policy options.

    Abstract: This report assesses how specific border procedures impact on the operation of supply chains and the resulting policy implications, using data from the OECD Trade Facilitation Indicators (TFIs) database and from the OECD-WTO database on trade-in-value-added. The assessment focusses on the impact of trade facilitation measures in three areas: on the amount of foreign value-added embodied in final domestic demand; on the amount of foreign value-added embodied in the gross exports of a reference country; and on the amount of domestic value-added embodied in foreign final demand for agriculture and primary products, low tech industries, medium-low tech industries, and high and medium-high tech industries. A small increase of 0.1 in TFIs performance could potentially generate increases in a country’s value-added “imports” in a range of between 1.5 and 3.5%, while in the case of “exports” these increases could range between 1 and 3%. Measures that enhance the predictability and the speed of movement of goods are critical factors that shape the sourcing decisions of companies. The impact is strongest when the value-added originates in medium-low tech industries, such as mining and quarrying or basic metals sectors, or in high and medium-high tech industries, such as transport equipment, chemicals and electrical and optical equipment, and is destined to high and medium-high tech industries.     Abstract: The water in the General Agreement on Trade in Services (GATS) refers to the difference between the bound level of trade restrictiveness permitted by the GATS and the actual trade regime. Using the OECD Services Trade Restrictiveness Index (STRI), this report provides estimates of the water in 15 service sectors for 40 countries. The level of water in GATS commitments varies across sectors. It is highest in sectors where most countries have no commitments (unbound), such as audio-visual services or transport services, as well as sectors where countries tend to make commitments only for selected types of activities, such as legal services. The lowest level of water is observed in sectors such as telecoms, construction, computer and distribution services that are also characterised by a more liberal trade regime. Generally speaking, current services trade policies are much more open than what countries have committed in the GATS and sectors that are “unbound” can be fairly open.

    Abstract: Managing and regulating the extractive industries can pose substantial challenges to minerals-rich countries. Aiming to overcome the “resource curse”, some countries attempt to generate greater gains from their natural resources by using trade policy instruments such as export restrictions. Others look to create a balanced regulatory framework to maximise gains from sustainable extraction and minimise the negative spillover effects. Colombia and Peru have aimed to do the latter. This study examines their experiences as regards some aspects of the management of their extractive industries. In particular, it examines the design of the tax system as it applies to non-renewable resources, the reform of the distribution of revenues from the sector, and strategies for tackling illegal mining. These policy areas are important to ensure that the extraction of natural resources benefits the economies and societies of the two Andean nations.

    Abstract: This book is highly topical. The shift from the multilateral WTO negotiations to bilateral and regional Free Trade Agreements has been going on for some time, but it is bound to accelerate after the WTO Doha round of negotiations is now widely regarded as a failure. However, there is a particular regional angle to this topic as well. After concluding that further progress in the Doha round was unlikely, Pacific Rim nations recently have progressed with the negotiations of a greatly expanded Trans-Pacific Partnership Agreement that includes industrialised economies and developed countries such as the United States, Japan, Australia and New Zealand, recently emerged economies such as Singapore, but also several developing countries in Asia and Latin America such as Malaysia and Vietnam. US and EU led efforts to conclude FTAs with Asia-Pacific nations are also bound to accelerate again, after a temporary slowdown in the negotiations following the change of government in the United States and the expiry of the US President’s fast-track negotiation authority. The book will provide an assessment of these dynamics in the world’s fastest growing region. It will look at the IP chapters from a legal perspective, but also put the developments into a socio-economic and political context. Many agreements in fact are concluded because of this context rather than for purely economic reasons or to achieve progress in fields like IP law. The structure of the book follows an outline that groups countries into interest alliances according to their respective IP priorities. This ranges from the driving forces of the EU, US and Japan, via Asia-Pacific resource-rich but IP poor economies such as Australia and New Zealand, recently emerged economies with strong IP systems such as Singapore and Korea to leading developing countries such as China and India and ‘second tier industrializing economies’ such as Thailand, Malaysia and Indonesia

    Abstract: This paper presents descriptive evidence of specialisation trends and investigates empirically their causes and consequences, analysing the role of policies in this process. Then, based on the insights from the backward looking analysis, it draws global trade and specialisation scenarios up to 2060, taking into account international spillovers. The paper highlights that comparative advantage in terms of factor endowments matters for trade specialisation, although framework and trade policies also play a role. For instance, tariffs on intermediate inputs are found to adversely affect trade with this adverse effect found to have increased over time, likely reflecting expanding global supply chains magnifying the impact of tariffs. The forward-looking analysis suggests that over the next 50 years, the geographical centre of trade will continue to shift from OECD to non-OECD regions, reflecting faster growth in these countries. Multilateral global trade liberalisation could raise world trade by 15% by 2060 relative to the status quo, whereas regional liberalisation among a core group of OECD countries only would raise world trade by 4% due to trade diversion.

    Abstract: The incidence of export taxes, prohibitions and other measures that raise export prices, limit export quantities or place conditions on exporting is on the rise. Transparency can help mitigate the negative effects of export restrictions by enabling affected stakeholders to better understand and anticipate policy change and adjust their activities. This paper develops a checklist of good practice in transparency which can serve as a tool for self-evaluation by governments and for promoting better and more consistent transparency practices in this area. The items of the checklist are drawn from norms and practices found in WTO and regional trade agreements and good governance guidelines. Additionally, feedback was sought through a small business survey. The list provides guidance with respect to such questions as what, when and how information about export restrictions governments ought to make public. It assembles relevant principles for keeping stakeholders and the general public informed at different stages of developing and implementing export restrictions and identifies information content for an effective information policy. Transparency moreover depends on the ease with which information can be obtained and on the extent to which stakeholders have an opportunity to make their views known when a measure is still on the drawing board.

    Abstract: This paper revisits and expands the evidence on the impact of trade shocks on intra-state conflict with a large sample of developing countries in the 1960-2010 period. The results suggest that increases in the prices of a country's exported commodities raise the country's risk of civil conflict and its duration. The effect on conflict risk is mainly driven by the price of point-source commodities, in line with the rapacity effect theory of conflict. However, the paper does not find support for the opportunity cost theory via exported commodities. The analysis also finds that intense trading with contiguous countries is associated with lower duration of intra-state conflict, consistent with the idea that such trade reduces the incentive of contiguous countries to fuel conflict in their neighbor. Trading with neighbors is also associated with a lower risk of conflict, when such trade occurs under trade agreements. By contrast, neither imported commodity prices nor the economic cycle in export markets appears to exert any influence on the probability or duration of conflict. The paper identifies several conditions under which changes in the value of exported commodities cease to matter for conflict probability

    Abstract: Against the backdrop of China’s increasingly influential role in the international financial architecture, this book seeks to characterize and evaluate China’s financial power potential. It does so by analyzing the relationship between domestic financial repression and international financial power in the context of the political economy of the developmental state. On the basis of a novel theoretical framework for the analysis of the financial power potential of developmental states, the book provides an in-depth analysis of China’s approach to currency internationalization, its creditor status and its policies towards the Bretton Woods institutions while contrasting the country’s present role in global finance with the position of the Japanese developmental state in the 1980s and 1990s.

    Abstract: Recent years have witnessed an ever-increasing resort to export restrictions in the markets for raw materials, causing heightened uncertainty about supply availability together with friction among trading partners. Poor transparency can amplify and compound the effects of restrictive trade policies. This paper explores the issue of transparency with respect to the use of export restrictions, especially focusing on the question of what information governments applying them make publicly available. After explaining how transparency is operationalised in the conduct of trade policy and what its benefits are for trading firms, investors and other stakeholders, in importing countries inasmuch as in the economies applying export restrictions, the paper reviews applicable rules and commitments elaborated in GATT/WTO, regional trade agreements and other sources of rules. The review shows an evolutive, cumulative path towards greater transparency in trade policy over time and distills best-practice principles and tools specifically aiming at the provision of information. The last section of the paper applies a checklist of information elements consistent with these best practices to the study of actual national information policies. This is done by examining the content of public information on export restrictions in the minerals sector that is made available on the governmental websites of 33 countries that make use of such measures. The exercise suggests where national information policies appear to have gaps and could be improved. It also provides illustrations of country approaches for delivering such information in a comprehensive and efficient manner.

    Abstract: While it is widely accepted that there are adjustment costs associated with the reallocation of resources in response to freer trade, in most models these costs are assumed to be very small. However, more recent evidence is casting doubt on this assumption. This paper develops a unique dataset based on harmonised labour force surveys for six economies, facilitating the comparison of short term labour market impacts from trade across countries. Data are reported at the individual worker level, allowing a comparison of impacts at both the industry and occupation levels. While the results of this empirical analysis at the industry level are very much in line with established research, the results at the occupation level are more varied. Overall, and as expected, impacts are generally larger for occupations than at the industry level. These results are consistent with modern trade theory which posits that an expanding export sector rewards mostly high skilled workers and that some workers may find it more difficult to switch occupations than to switch industries. Outcomes can also be explained in the context of labour market frictions and highlight the important role of labour market policy – as well as trade policy – in structural adjustment. Our results are consistent with sticky sector-specific human capital and information asymmetries, especially with respect to opportunities in different regions within the same country. A wide range of policies can be employed to address these labour market frictions to improve worker mobility and reduce adjustment costs. Further efforts to specify appropriate policies to accompany trade openness is warranted; doing so would go a long way towards improving employment outcomes and generating more inclusive growth.

    Abstract: Taking global value chains (GVCs) into account has important implications for trade policy. When production is vertically fragmented and trade in intermediate inputs is prevalent, one has to look differently at a certain number of issues. Through case studies, this paper provides new evidence on the incidence on services of tariffs levied on goods (case study 1) and then discusses effective rates of protection in a world of GVCs and what the removal of tariffs on intermediate inputs implies, using the example of Canada (case study 2). To illustrate how trade agreements could be made more relevant for GVCs, the paper further looks at sectoral approaches in trade negotiations through the example of the Information Technology Agreement (case study 3) and finally compares the network of regional trade agreements in force with global production networks (case study 4).
