    Abstract: This volume examines the effects of the COVID-19 pandemic on the labor market and the business environment in the European Union (EU), with a specific focus on Romania, the least developed country in the EU. The book emphasizes the need to rethink recovery models and suggests a new normal based on the pillars of economic, climatic, and social resilience. Is proposed the redefinition the policies’ mix that will allow fundamental changes in development, focused also on social and societal profit, the redefinition of productivity and environmental performance of businesses, and the rebalancing of work and leisure life. The COVID-19 crisis not only accelerated the digital transformation of society but also reconfigured the coordinates of economic development by prioritizing sustainable development for all, based on green jobs as a starting point for business innovation and decent jobs for active social protection. Following this approach, the contributions discuss selected issues with importance to the development of society in the post-pandemic world.     Abstract: Why do policymakers allow economies to settle into a “new normal” after a bad break in the economy rather than try to return the economy to its previous trend? In this book, economist Harrison C. Hartman discusses some of the variables that impact a nation’s ability to recover from negative aggregate demand shocks. Spanning total real GDP, per capita real GDP, and nonfarm payroll employment in the USA, the book emphasizes the role of aggregate demand shocks in causing the US economy to fail to return to trend. The resulting book challenges modern mainstream macroeconomic theories and highlights the complexities of post-recession recovery. The chapters provide econometric evidence both for and against the impact of aggregate demand on real GDP and employment levels in the long run. Hartman studies modern macroeconomic theories related to economic resilience and demand using (a) the velocity of money and the equation of exchange and (b) econometric analysis to dissect modern macroeconomic theories related to economic resilience and demand.     Abstract: This paper investigates whether the expansion of fast internet networks complements or substitutes for the development of roads to improve market access and create more and higher-skilled jobs in Africa. The paper combines the geographic locations of households and firms with the locations of main roads and optical-fiber nodes in 25 Sub-Saharan African countries. Using the difference-in-differences and instrumental variables approaches and leveraging the history of post-independence road building and the timing of the arrival of submarine internet, the paper examines the impacts of access to these two types of infrastructure, both in isolation and in combination. The findings show that improving access to both has large and positive complementary effects. On average, the additional impacts on employment from combining access to both types of infrastructure are 22 percent larger than the sum of their isolated effects. The findings suggest that a big push for combined investments in fast internet and road access could enhance economic development in Africa overall. Firms and workers in urban locations, female workers, and workers with higher levels of education gain the most from the complementarities that emerge

    Abstract: This Human Capital Review aims to provide analytical foundations in the support of policies that improve human capital outcomes for the following four UMI countries in Central America: Costa Rica, Guatemala, Panama, and the Dominican Republic. The objective of this report is to identify the key constraints to human capital growth and understand how education and labor market policies can foster a resilient recovery, promote inclusive growth, and contribute to poverty reduction in these countries. The review also estimates the impact of the COVID-19 pandemic on human capital outcomes using a multi-sectoral approach. The analysis compares human capital outcomes in the decade before the COVID-19 pandemic (2010-2019) against trends during the pandemic (2020-2021). The analysis uses a wealth of data from a variety of sources (detailed in Appendix A) to examine the pattern, structure, and drivers of income inequality in the country, with a special focus on inequality and labor market supply-side factors. It is structured as follows. This section has laid the foundation for analysis, examining historical trends in both consumption - and income-based measures of inequality while providing geographic context and data on public perceptions about inequality. It also provided a summary of literature findings. Section 2 analyzes the pandemic's impacts on inequality, including the role that social assistance played in mitigating its effects but also the potential scarring effects on children's human capital development. Section 3 examines the structural drivers of inequality and its persistence, focusing on the role of inequality of opportunity in human capital development and access to basic services. Finally, Section 4 provides policy options to create a more inclusive society by addressing the root causes of persistent inequality and mitigating the challenges brought about by the pandemic. In particular, since a significant share of the poor in Thailand are engaged in agriculture, the report underscores that improving farm incomes is crucial for alleviating poverty and reducing inequality. As such, Section 4 draws its recommendations from a recent study on the key challenges and opportunities facing Thai farmers to raise agricultural productivity and incomes

Working Today for a Better Tomorrow in Ethiopia: Jobs for Poor and Vulnerable Households outlines how Ethiopia can leverage its social safety net programs to help poor and vulnerable workers earn more in today's labor market. The government's latest development planning policies focus on private sector growth and structural transformation to create more and better jobs. While these long-term reforms take hold, the jobs agenda also must include near-term measures to improve worker productivity in and connect people to jobs that already exist. Complementing cash transfers with capital, training, and other services can help workers earn more in their current work, diversify into new types of employment, or connect to available wage jobs.These investments can have an immediate impact for poor people in Ethiopia while also contributing to sustainable and inclusive development

These same workers likely earn at least 20% lower than the national average and are largely in informal employment. The region’s necessary transition towards greener growth could affect them in several ways: some sectors will create jobs and others will lose jobs or disappear altogether. Understanding the effects of both climate change and green growth policies on jobs and people is thus essential for making the transition in Southeast Asia an inclusive one. The study explores these issues, with emphasis on the potential effects on labour of an energy transition in Indonesia, and of a transition in the region’s agricultural sector, illustrated by a simulated conversion from conventional to organic rice farming.

This paper assesses the comparability and validity between Lightcast and other data sources for Austria, Belgium, Bulgaria, Germany, Hungary, the Netherlands, Portugal, Romania, Spain and Sweden, for the years 2019 to 2022 across regions, sectors and occupations. It concludes with some recommendations for labour market analysts that want to use data on online job postings for assessing labour demand trends.

    Abstract: Increasingly, countries are integrating personalised public services to enhance access to, and the experience of those services to significantly improve outcomes for service users. Integrated services are particularly valuable for those with multiple and complex needs who require a range of tailored and, in some cases, specialised supports and services from more than one agency or service provider. Service specialisation can make it difficult for these service users to get the right mix of services and at the right time that best meet their needs. This paper provides a summary of how countries are integrating services to improve the lives and outcomes of care experienced by young people, people with disabilities, and people leaving prison. The paper is intended for policymakers who are seeking new or improved approaches to improving the outcomes of those who rely on personalised services.

    Abstract: Most workers who will be exposed to artificial intelligence (AI) will not require specialised AI skills (e.g. machine learning, natural language processing, etc.). Even so, AI will change the tasks these workers do, and the skills they require. This report provides first estimates for the effect of artificial intelligence on the demand for skills in jobs that do not require specialised AI skills. The results show that the skills most demanded in occupations highly exposed to AI are management and business skills. These include skills in general project management, finance, administration and clerical tasks. The results also show that there have been increases over time in the demand for these skills in occupations highly exposed to AI. For example, the share of vacancies in these occupations that demand at least one emotional, cognitive or digital skill has increased by 8 percentage points. However, using a panel of establishments (which induces plausibly exogenous variation in AI exposure), the report finds evidence that the demand for these skills is beginning to fall.

    Abstract: Ireland has shown a strong commitment to addressing child poverty and improving outcomes for children and young people. This report is part of a joint project between the OECD and the European Commission to strengthen policy and governance arrangements for tackling child poverty and improving outcomes for children and young people based on a whole-of-government approach. The report assesses recent policy, institutional and legislative developments in Ireland and compares outcomes for children and young people with those in other EU and OECD countries. It finds that despite progress, Ireland still has room for improvement on child poverty reduction, and more can be done to address the trust gap between young people in Ireland and their government. The report recommends Ireland to adopt measures to enhance inter-departmental and inter-agency co-operation, strengthen evidence-informed approaches, reinforce policy monitoring tools, and improve accountability mechanisms. It also recommends measures to support the effective implementation of Young Ireland, the National Policy Framework for Children and Young People (2023-28), and to ensure policy coherence.

    Abstract: Despite women’s increased participation in the labour market significantly contributing to past economic growth, persistent gender gaps across OECD labour markets hinder full realization of the potential gains of women’s economic participation. This paper analyses the economic implications of these gaps and evaluates the potential for future growth through greater gender equality in labour market outcomes. Utilising two methodological frameworks, the paper first employs growth accounting to measure the contribution of women's employment to past economic growth. The paper then uses a simplified version of the OECD Long-Term Model in conjunction with projections on future labour force dynamics to estimate the impact of greater gender equality on the labour market. These analyses provide insight into the potentially significant economic benefits of closing persistent gender gaps across OECD countries.

    Abstract: This paper looks at the links between AI and wage inequality across 19 OECD countries. It uses a measure of occupational exposure to AI derived from that developed by Felten, Raj and Seamans (2019) – a measure of the degree to which occupations rely on abilities in which AI has made the most progress. The results provide no indication that AI has affected wage inequality between occupations so far (over the period 2014-2018). At the same time, there is some evidence that AI may be associated with lower wage inequality within occupations – consistent with emerging findings from the literature that AI reduces productivity differentials between workers. Further research is needed to identify the exact mechanisms driving the negative relationship between AI and wage inequality within occupations. One possible explanation is that low performers have more to gain from using AI because AI systems are trained to embody the more accurate practices of high performers. It is also possible that AI reduces performance differences within an occupation through a selection effect, e.g. if low performers leave their job because they are unable to adapt to AI tools by shifting their activities to tasks that AI cannot automate.

    Abstract: Open unemployment and joblessness in Switzerland are low compared to OECD standards. Yet a comparatively high proportion of working-age individuals remain weakly attached to the labour market, with unstable jobs, or with limited working hours. As an initial step towards a possible in-depth project, this Faces of Joblessness feasibility study provides insight into the nature and incidence of the structural barriers that are likely to prevent individuals from fully engaging in employment and speculates on their possible links with underutilized employment potential. It shows that lack of recent work experience and substantial non-labour or partner income are two key employment barriers in Switzerland. Partner income can be a barrier for women in particular and might be one of the reasons why many women leave stable employment at childbearing age, alongside low supply and high cost of early childhood education and care programs. Workers over 60 also represent a significant underutilized employment potential, as many have taken early retirement. Non-EU migrant are particularly exposed to potential labour market difficulties at younger age, and many of them have low levels of education, poor professional skills or limited work experience. This study also suggests that many jobless are confronted with complex and inter-related employment obstacles.

Workers also express concerns around increased work intensity, the collection and use of data, and increasing inequality. It identifies the main policy gaps and offers possible policy avenues specific to labour markets.

    Abstract: People’s ability to access essential services is key to their labour market and social inclusion. An important dimension of accessibility is physical accessibility, but little cross-country evidence exists on how close people live to the services facilities they need. This paper helps to address this gap, focusing on three types of essential services: Public Employment Services, primary schools and Early Childhood Education and Care. It collects and maps data on the location of these services for a selection of OECD countries and links them with data on population and transport infrastructure. This allows to compute travel times to the nearest service facility and to quantify disparities in accessibility at the regional level. The results highlight substantial inequalities in accessibility of essential services across and within countries. Although large parts of the population can easily reach these services in most countries, some people are relatively underserved. This is particularly the case in non-metropolitan and low-income regions. At the same time, accessibility seems to be associated with the potential demand for these services once accounting for other regional economic and demographic characteristics.

    Abstract: This book uses the state-level panel data to identify some of the important correlates of employment growth/elasticity and indicators of quality-employment. To do so, it considers a wide spectrum of variables including physical, financial and social infrastructure specific indicators and government spending in certain key areas. In addition to the aggregate employment, the book also comprises analysis of different sectors, regions and gender categories. Based on the results, it identifies crucial determinants which bear important policy implications. The book presents evidence showcasing how the overall investment climate and an effective state, as envisaged in terms of increased social expenditure, are instrumental to improvements in employment elasticity. The findings also reinforce the role of industry-led growth and agglomeration economies in contributing to employment growth. Besides, based on the unit-level data from the periodic labour force surveys, the book tries to answer a wide range of questions such as, what restricts a person from getting absorbed in a high productivity activity; within a given sector why one is in a casual or self-employed job and not in regular wage job; are casual wage jobs in the informal sector different from those in the formal sector; and why the wage variations exist across sectors and activities. The three rounds of periodic labour force surveys reflect on certain individual and household characteristics; in particular, the role of education is seen to be crucial in determining the occupational choice and the wage rate. Finally, the book focuses on the enterprise-level data and identifies the types of units which are vulnerable within the unorganized sector. It assesses the links of the unorganized sector units with their organised sector counterpart and identifies the factors which reduce the economic viability of the units.

The country's track record includes consistently high output growth rates, prudent fiscal deficits supported by fiscal rules, and one of the lowest public debt levels among peers. The Government was able to successfully weather the COVID-19 crisis and mitigate the impact of the ongoing inflationary crisis caused by the Russian invasion of Ukraine thanks to its healthy fiscal accounts and stable financial sectors. At the same time, however, the overlapping external shocks have highlighted the inherent volatility that mirrors Kosovo's structural limitations - especially in health, energy, and education - and accentuates gaps in both human and physical capital. The objective of this Public Expenditure Review (PER) is to help the government identify means for improving the structure and quality of public services, enhance the equity of government spending, and take a holistic view of policies that will affect financing needs over time. To do so, the PER has analyzed fiscal issues that have not been explicitly detailed in, or are in the process of being incorporated into, the medium-term expenditure framework and the economic reform program. The most notable issues include the urgently needed energy investments, the ramifications of the new law on public salaries on the budget, the sustainability of the untargeted social protection system, and possible pathways of the cost of pensions in light of expected changes to eligibility criteria, and the health spending and health financing conundrum. The PER also looks back at past World Bank PER recommendations and their implementation record, in the attempt to shine a light on measures that remain valid and could still be implemented

    Abstract: Informality is a multidimensional development challenge with features that potentially differ across workers, firms, and countries. This paper first briefly summarizes the literature, discusses the multiple existing definitions of informality, and adapts the cross-country analytical framework on informality to the context of Indonesia. It then uses several novel datasets and a range of modeling approaches to capture the levels and trends of both output and employment informality in Indonesia. It further contributes to the existing literature by estimating informality in Indonesia at the regional, provincial, and sectoral levels. Those estimates were then benchmarked to the levels, trends, and features of the informal sector in emerging markets and developing economies to examine whether the major features of the informal sector in Indonesia deviate from those observed in other emerging markets and developing economies. The paper finds that despite the declining trend, both output and employment informality remain elevated and broadly above the comparator countries in the region. Informality in Indonesia is mostly concentrated in agriculture and low-skilled services and is associated with higher poverty at the provincial level. There also appear to be productivity, education, and salary gaps between formal and informal workers. Moreover, markets are not segregated as informal firms compete strongly with formal ones. Finally, informality seems to pose macroeconomic challenges as tax efforts and financial sector depth remain below the averages for emerging markets and developing economies

    Abstract: This paper examines the evolution of the gender employment gap post COVID-19 in the Egyptian manufacturing sector, using a unique firm-level data set. The findings show that the COVID-19 shock led to a slight improvement in the gender employment gap, both in absolute and relative terms, driven by a larger reduction in male employment compared to that for female employment. The heterogeneity analysis shows that exporting firms and firms in industrial zones on average increased both types of employment post COVID-19. Two types of firms contributed to a worsening of the gender gap, namely firms that adopted technology and those that provided worker training prior to the pandemic, pushing male employment up while not doing the same for female employment. Additionally, the informal sector contributed to a worsening of the gender gap during the pandemic

    Abstract: This paper assesses the medium-run effects of government support to firms during the COVID-19 crisis and whether the effectiveness of this support varied with its timing. Using data from three rounds of the World Bank's Enterprise Surveys COVID-19 Follow-up Surveys carried out between May 2020 and April 2022, it relates government support in Round 1 (received in the first half of 2020) and Round 2 (received during the second half of 2020 or early 2021) with firm performance in Round 3 (generally mid-2021). Controlling for a host of background characteristics, firms that received support in Round 1 performed better in terms of Round 3 sales, but only if they did not have continued support. Firms that also received support in Round 2 had similar Round 3 sales as those that received no support and were more likely to decrease employment. Firms that received government support only in Round 2 experienced no boost in Round 3 performance. The findings suggest that government support should be provided promptly, but it should also be phased out quickly

    Abstract: This study provides new evidence on the local labor market impacts of trade, differentiating between the employment, income, migration, and informality channels. It uses a unique dataset matching information on exports and imports from customs with indicators on employment and labor incomes for around 2,000 Mexican municipalities over 2004-14. The analysis uses an instrumental variable approach that combines the initial structure of trade across municipalities with global trends in trade between low- and middle-income countries (excluding Mexico) and the United States by sector. First, the study finds that expanding exports per worker in Mexico's municipalities increased labor force participation but not employment rates. Exports also raised total labor incomes but not average labor incomes, implying a growing labor supply. The results also find that export and import expansion increased immigration and lowered the rate of informal workers. Second, the analysis examines differences by geography and sectors. It finds that trade affected labor markets in the North through the income and migration channels and in the South through the employment and informality channels. Exports benefitted the total incomes of workers in both the manufacturing and service sectors but reduced informality only in manufacturing. Third, the study suggests a more favorable role of intermediate relative to final imports, driven by manufacturing imports. It also finds evidence for positive spillovers from global value chain participation through the employment and income channels. Finally, it examines how local policy mediates the labor market effects from trade, focusing on connectivity, labor market flexibility, and education spending

    Abstract: This paper estimates worker and firm impacts of foreign shocks, and the income support provided by assistance programs. It exploits quasi-experimental variation in firms' foreign demand resulting from the global financial crisis, using employer-employee data for Brazil in 2004-2017, linked with firm customs and financial data, and administrative data covering the universe of cash transfer, unemployment insurance, and training beneficiaries. Negative employment effects take over a decade to dissipate fully, wage effects persist, and firm restructuring involves occupational adjustment, increasing permanently skilled workers while reducing unskilled workers. Brazilian workers suffer smaller employment losses in highly informal locations and concentrated sectors. Underlying labor scarring is firm scarring caused by selection (exit) and (revenue, employment and productivity) downsizing. Unemployment insurance and cash transfers yield limited wage loss replacement (6 percent). Training does not increase. The evidence shows that a temporary shock induces persistent effects: firm restructuring scars incumbent workers and increases long-run inequality. Firm scarring may be even more severe in less flexible labor markets. Using data from Ecuador, analysis finds that firms do not adjust workforce composition, but they permanently reduce capital which increases scarring

    Abstract: More than three years after the first COVID-19 case was discovered in the East Asia and Pacific (EAP) region, it is time to take stock of the lasting effects-and opportunities-of the pandemic and identify which policies may have helped stem the economic losses suffered by households and firms. To do so, this regional report examines the economic impact of the COVID-19 pandemic on households and firms in six countries: Cambodia, Indonesia, Malaysia, Mongolia, the Philippines, and Vietnam. This volume examines: (a) the links between impacts on firms and households, in particular through the employment channel, and (b) governments' fiscal responses to the COVID crisis, through transfers, subsidies, and taxes. It identifies and explains changes in household well-being by examining the economic effects of the pandemic on labor markets. As the source of employment and wage income, businesses have a direct role in determining jobs and earnings, and, indirectly, welfare, poverty, and inequality. When faced with a shock, firms responded by adjusting employment, reducing wages, increasing prices, and reducing services provided. All of these channels directly affected households' wellbeing. For this reason, the report focuses on firms in addition to households. Governments responded through various instruments, providing transfers and subsidies and lowering the tax burden to both households and firms

    Abstract: This paper studies the effect of Russia's invasion of Ukraine on the performance of firms in Central Asia. It uses unique data from the Business Pulse Survey run by the World Bank in the Kyrgyz Republic, Tajikistan, and Uzbekistan, which tracks the sales and employment-along with other main characteristics-of about 1,200 to 1,800 firms in a panel structure. The survey contains two waves before and one wave after Russia's invasion of Ukraine. Using the difference-in-differences methodology in a regression setup, the analysis finds that Central Asian firms with pre-invasion trade links to Russia suffered greater drops in sales and employment after the invasion-even though exporters to Russia may have experienced, on average, higher sales during the studied period. Considering the pre-invasion digitization of firms, the findings show that digitization helped firms increase their average employment during the studied period. However, the analysis does not find any significant mitigating effect of digitalization associated with the impact of the invasion

The findings from this ASA will be particularly impactful for an emerging operation in South Sudan that focuses on the empowerment of women. Specifically, this ASA will create synergies with the South Sudan Women's Social and Economic Empowerment Project, given that its target population is also girls and women. This report will attend to strategies to empower women from the social and economic perspective and its support to the institutional environment to facilitate this. Further, the South Sudan Women's Social and Economic Empowerment Project may benefit from the findings and recommendations from this ASA, especially from an economic perspective, as it embarks on implementation and seeks to empower women in South Sudan

    Abstract: This paper describes a new survey designed to collect comprehensive and granular information about required skills and tasks for detailed occupations in Vietnam. The Survey of Detailed Skills asks workers in Vietnam about their skills and tasks for a set of 30 occupations that are in demand or of strategic importance for economic growth. In doing so, the survey generates practical, detailed information at the occupation level that policy makers and practitioners can use to inform their efforts to build skills in Vietnam. The Survey of Detailed Skills makes several contributions. Most existing efforts to profile occupational skills and tasks in developing countries draw on data from other countries, most frequently the Occupational Information Network (O*NET) in the United States. However, recent research has shown that translating these data across countries via occupational crosswalks yields inaccurate results. The Survey of Detailed Skills is among the first surveys to collect detailed O*NET-type information at the detailed occupational level in a developing country setting. The collection of information about detailed skills means that these skills can be flexibly grouped into different categories (for example, socioemotional skills, digital skills, routine skills, and interpersonal skills) as needed. The use of a consistent scale anchored to the time spent using or performing a skill or task creates clarity for respondents while also yielding a measure of skill and task importance that is easily interpreted. The Survey of Detailed Skills requires outlays on administering the survey, and inclusion of all occupations in Vietnam with regular updating would require ongoing investment

    Abstract: Trade expansion can create more and better jobs. This paper revisits the linkages between trade and jobs, focusing on employment, labor incomes, and job activities across a large sample of countries and sectors over 1995 to 2018. Instrumental variables regressions and new input-output measures of jobs and activities in exports highlight several patterns: Exports and especially imports of intermediate inputs are associated with more jobs and higher incomes, while final imports show weaker correlations. Manufacturing has the biggest potential for job and income creation both directly and indirectly in supplying sectors. As countries move from specialization in commodities to limited manufacturing to advanced manufacturing and services global value chains, export-employment and export-income elasticities increase. Global value chain-intensive developing countries tend to have larger shares of production activities in exports compared to resource-intensive countries. As countries get richer, nonproduction activities in exports, such as support, engineering, and managerial services, become increasingly important. Finally, the paper explores the role of policy for the export job share across countries

Supporting the diverse population in Dutch cities in finding their way into the labour market requires the efficient use of existing labour market instruments, advancing innovative methods of skills-based job matching and improving the cooperation between national, regional and local labour market institutions. This OECD report analyses current and future bottlenecks that could hamper the effective provision of local labour market services. It highlights policy options for strengthening the capacity of municipalities to support different population groups in making the transition from social welfare recipients to workers.

    Abstract: How artificial intelligence (AI) will impact workplaces is a central question for the future of work, with potentially significant implications for jobs, productivity, and worker well-being. Yet, knowledge gaps remain in terms of how firms, workers, and worker representatives are adapting. This study addresses these gaps through a qualitative approach. It is based on nearly 100 case studies of the impacts of AI technologies on workplaces in the manufacturing and finance sectors of eight OECD countries. The study shows that, to date, job reorganisation appears more prevalent than job displacement, with automation prompting the reorientation of jobs towards tasks in which humans have a comparative advantage. Job quality improvements associated with AI – reductions in tedium, greater worker engagement, and improved physical safety – may be its strongest endorsement from a worker perspective. The study also highlights challenges – skill requirements and reports of increased work intensity – underscoring the need for policies to ensure that AI technologies benefit everyone.

Between 2019 and 2030, the economy is projected to grow by 1.3% in the Fit for 55 scenario (3% in a Baseline scenario without the Fit for 55 policies). Employment growth is projected to be lower in the Fit for 55 than the Baseline scenario. Employment in the Fit for 55 scenario is projected to decrease by 3% for blue collar and farm workers (2% in the Baseline) and increase by 4 5% for other occupations (5-6% in the Baseline). The most demanded skills following the implementation of Fit for 55 will be those related to inter personal communication and the use of digital technologies, whereas the demand for skills related to the use of traditional tools and technologies is projected to decline. Anticipating changes in employment and the demand for skills as well as the socio-demographic profile of those most affected can facilitate the design of upskilling and reskilling efforts and promote the reallocation of workers across sectors and occupations.

    Abstract: The OECD AI Principles call for AI actors to be accountable for the proper functioning of their AI systems in accordance with their role, context, and ability to act. Likewise, the OECD Guidelines for Multinational Enterprises aim to minimise adverse impacts that may be associated with an enterprise’s operations, products and services. To develop ‘trustworthy’ and ‘responsible’ AI systems, there is a need to identify and manage AI risks. As calls for the development of accountability mechanisms and risk management frameworks continue to grow, interoperability would enhance efficiency and reduce enforcement and compliance costs. This report provides an analysis of the commonalities of AI risk management frameworks. It demonstrates that, while some elements may sometimes differ, all the risk management frameworks analysed follow a similar and sometimes functionally equivalent risk management process.

Building on interviews with more than 70 stakeholders, this report explores the potential of AI to foster employment for people with disability, accounting for both the transformative possibilities of AI-powered solutions and the risks attached to the increased use of AI for people with disability. It also identifies obstacles hindering the use of AI and discusses what governments could do to avoid the risks and seize the opportunities of using AI to support people with disability in the labour market.

    Abstract: Two out of five OECD countries contract out some of the job brokerage and counselling functions of publicly financed employment services using outcome-based payment models. This paper examines several important aspects related to the design and implementation of such outsourcing. First, innovative payment models can improve incentives for external providers to offer training and more effective services for hard-to-place clients. Second, providing forward guidance to providers and accounting for contingencies can mitigate their risks, e.g. of being underpaid relative to expenses incurred, thus lowering service costs. Third, letting individuals choose a provider can result in services that are better tailored and foster ongoing competition between providers. Finally, automating data exchange can, somewhat paradoxically, improve data privacy and data protection while enabling new payment models. These and related findings are discussed with country examples based on desk research and interviews with stakeholders in several OECD countries. The paper builds on work conducted in the project “Reforming the Swedish Public Employment Service”, which was carried out with funding from the European Union via the Technical Support Instrument and was implemented by the OECD in cooperation with the European Commission's Directorate-General for Structural Reform Support.

    Abstract: The green transformation of the economy is expected to lead to a sharp reduction in employment in carbon-intensive industries. For designing policies to support displaced workers, it is crucial to better understand the cost of job loss, whether there are specific effects of being displaced from a carbon-intensive sector and which workers are most at risk. By using German administrative labour market data and focusing on mass layoff events, we estimate the cost of involuntary job displacement for workers in high carbon-intensity sectors and compare it with the displacement costs for workers in low carbon-intensity sectors. We find that displaced workers from high carbon-intensity sectors have, on average, higher earnings losses and face stronger difficulties in finding a new job and recovering their earnings. Our results indicate that this is mainly due to human capital specificity, the regional clustering of carbon-intensive activities and higher wage premia in carbon-intensive firms. Workers displaced in high carbon-intensity sectors are older, face higher local labour market concentration and have fewer outside options for finding jobs with similar skill requirements. They have a higher probability to switch occupations and sectors, move to occupations that are more different in terms of skill requirements compared to the pre-displacement job, and are more likely to change workplace districts after displacement. Women, older workers and those with vocational degrees as well as workers in East Germany, experience particularly high costs in case they are displaced from high carbon-intensity sectors.

Riassume inoltre i risultati di un progetto pilota condotto in quattro regioni per testare una valutazione alternativa della disabilità. L'attuale processo di valutazione può talvolta negare i servizi alle persone che hanno bisogno di sostegno, mentre è generoso con le persone con problemi di salute significativi ma che non presentano una disabilità grave. Una valutazione della disabilità che tenga conto degli aspetti medici e funzionali, aiuta a indirizzare i servizi e le risorse verso le persone più bisognose. Inoltre, aiuta ad armonizzare l'accesso alle prestazioni e ai servizi di disabilità in tutto il Paese. L'attuazione della riforma sulla disabilità si è rivelata difficile in Italia. Il presente rapporto offre evidenza del fatto che la riforma può migliorare le condizioni delle persone con disabilità.

Governments can help create an environment that supports social and labour market integration for people with disability. This report reviews the effectiveness of the social protection system for people with disability in Italy and summarises the results of a pilot carried out in four regions testing an alternative disability assessment. The current assessment process can sometimes deny services to people in need of support while being generous to people with significant health problems but who are not experiencing severe disability. A disability assessment that takes medical and functional aspects into account helps to direct services and resources to those most in need and to harmonise access to disability support across the country. Implementing disability reform has proved to be difficult in Italy in the past decade. This report provides evidence that reform can improve outcomes for people with disability.

The report then examines whether laws critical to achieving LGBTI+ equality have been passed and how LGBTI+ equality in Germany could be further improved through legislation. Finally, beyond laws, the report focuses on policy achievements towards LGBTI+ equality, by distinguishing between remedial policies, aimed at enforcing antidiscrimination and anti-violence laws, and preventive policies, aimed at fostering a culture of equal treatment of LGBTI+ individuals at school, in the workplace, and in healthcare.

Training outcomes are examined that go beyond the probability of employment and how different population groups are affected. The report also assesses the framework for impact evaluation of active labour market policies (ALMPs) in Finland, covering the whole cycle of evidence-based policy making from strategy and planning of evaluations, resources, data collection and evaluation methodologies to dissemination of evidence and use in policy making. Finally, the report makes recommendations for improving the effectiveness of Finland’s ALMPs and strengthening the capacity of the Finnish authorities in conducting ALMP impact evaluations. This report is the eleventh in a series of country reports on policies to connect people with better jobs. It was produced as part of the OECD’s project with the European Commission which aims to raise the quality of the data collected and their use in the evaluation of the effectiveness of ALMPs.

While many tools promise to bring efficiencies and cost savings, they could also improve the quality of matching and jobseeker experience, and even identify and mitigate human bias. There are nonetheless some barriers to a greater adoption of these tools. Some barriers relate to organisation and people readiness, while others reflect concerns about the technology and how it is used, including: robustness, bias, privacy, transparency and explainability. The present paper reviews the literature and some recent policy developments in this field, while bringing new evidence from interviews held with key stakeholders.

This publication analyses developments and policies for gender equality, such as gender mainstreaming and budgeting, reforms to increase fathers' involvement in parental leave and childcare, pay transparency initiatives to tackle gender pay gaps, and systems to address gender-based violence. It extends the perspective on gender equality to include foreign direct investment, nuclear energy and transport. Advancing gender equality is not just a moral imperative; in times of rapidly ageing populations, low fertility and multiple crises, it will strengthen future gender-equal economic growth and social cohesion

The share of women among adult refugees is around 70% in most host countries and many have arrived with children, with the share of minors around 30%. Most OECD countries are supporting the socio-economic integration of Ukrainian refugee women through their pre-existing mainstream integration systems. Refugee integration policies have been, however, often created with different gender and educational profiles in mind, which may weaken outcomes in the longer term. There are some promising targeted measures available in OECD countries to support the socio-economic integration of Ukrainian refugee women. These include counselling, networking opportunities, training, and work placements, but also general community-building activities aimed at women.

Cependant, alors que les applaudissements se faisaient plus rares après le pic de la crise, la question de l’amélioration durable des conditions de travail des personnels du secteur des soins de longue durée est revenue sur le devant de la scène. Au cours des prochaines décennies, la demande de travail en provenance des entreprises de ce secteur va augmenter sensiblement. Plusieurs pays sont déjà confrontés à des pénuries à mesure que la génération du baby-boom entre dans le troisième âge. Pour aller Au-delà des applaudissements, il est nécessaire d’adopter une stratégie d’action globale pour remédier aux conditions de travail médiocres et à la reconnaissance sociale insuffisante des personnels du secteur des soins de longue durée, attirer des travailleurs et éviter que les pénuries de main-d’œuvre n’atteignent des niveaux inacceptables. Une stratégie de ce type doit prendre en compte plusieurs dimensions et s’adapter aux priorités de chaque pays, par exemple mettre en place des interventions directes visant à augmenter les salaires et à relever les qualifications requises ; augmenter les financements publics et développer le rôle moteur des pouvoirs publics ; soutenir la négociation collective et le dialogue social ; renforcer la formation ; développer le recours aux nouvelles technologies ; et consolider les politiques de prévention dans le domaine de la santé.     Abstract: This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population. To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies.

    Abstract: The need to rapidly decarbonise economies raises questions about whether countries’ workforces possess the requisite skills to achieve the net zero transition as well as the capacity to redeploy workers from “brown” to “green” jobs. This paper applies a task-based framework to granular data from the Occupational Information Network (O*NET) and country-specific employment sources to generate new indicators of the green skills structure of labour markets for a large number of OECD countries and non-OECD EU countries. Significant cross-country differences emerge in the underlying supply of green skill and the potential of economies to reallocate brown job workers to green jobs within their broad occupation categories. In a majority of detailed brown occupations, workers have in principle the necessary skills to transition to green jobs, with the exception of those in production occupations, who may require more extensive re-skilling. In contrast, workers from most highly automatable occupations are generally not found to have the sufficient skills to transition to green jobs, suggesting more limited scope for the net-zero transition to reinstate labour displaced by automation.

    Abstract: This paper documents the development and piloting of the OECD Skills Profiling Tool. The OECD Skills Profiling Tool assesses three types of skills: occupation-specific skills; foundational skills (literacy, numeracy and digital skills); and a set of noncognitive skills using academically validated self-reported tests. After completion of the assessment, the OECD Skills Profiling Tool generates two sets of results: a personalised skill profile, which can be benchmarked against other users; and a list of suggested occupations that make use of those skills. In December 2021, 270 users and 38 career guidance counsellors in Chile, Colombia, Mexico and Peru tested the OECD Skills Profiling Tool. This paper describes the selection of assessment instruments, the methodology used to generate the results provided by the OECD Skills Profiling Tool and the outcomes of the piloting phase of the tool.
