    Kurzfassung: In recent years, the Philippines has increased its commitment to climate action and its efforts to decarbonise the domestic economy. The power sector in the Philippines accounts for 58% of the country’s overall carbon emissions and will be an important driver of domestic emission reduction efforts to meet national climate and energy targets. Renewables, such as offshore wind, are expected to play a key role in the transition toward a low-carbon energy mix. With more than 17 thousand kilometres of coastline, the Philippines is estimated to have an offshore wind potential of 178 GW. However, this potential has yet to be leveraged. Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

    Kurzfassung: This report adds two perspectives on informality. First, it disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

This report shows what reaching climate neutrality by 2040 means for Hamburg businesses and identifies key actions they need to undertake. It provides insights where the Hamburg economy and its businesses stand on the way to climate neutrality and on their needs to advance, drawing on a business survey. The study also shares insights from action plans of selected comparison cities. It points to cross-sector as well as to sector-specific challenges and opportunities for Hamburg businesses. This includes making better use of low-cost renewables, addressing energy efficiency in buildings as well as challenges and opportunities in activities in and around the port and in industry. It highlights Hamburg's potential as a hydrogen hub as well as the need to adopt circular economy practices. It illustrates that a regional and business perspective are necessary to achieve climate neutrality in prosperity, requiring individual and collective business action.

Ce cadre stratégique global - développé dans le cadre de la seconde phase du programme pays Maroc de l’OCDE - vise à soutenir la mise en œuvre du troisième Plan Gouvernemental pour l’Égalité (PGE III). Il préconise une approche multi-cibles et multi-sectorielle, mettant l'accent sur des politiques de soin transformatrices pour créer des emplois décents, alléger les tâches domestiques et de soin, et remettre en cause les stéréotypes de genre, soulignant l'importance de l'évolution des normes socio-culturelles pour favoriser l'intégration des femmes sur le marché du travail.

The environmental domains in the PINE database support tracking progress towards domestic and international environmental objectives. Tagging environmental domains allows harmonised comparisons across countries, years and policy instrument types.

    Kurzfassung: Multiple crises are triggering turbulence, instability and insecurity in contemporary societies, with impacts on economies, the environment, politics, and global affairs. An effective response will require governments to be more ambitious and act with greater urgency in their science, technology and innovation (STI) policies to meet global challenges. Sustained investments and greater directionality in research and innovation activities are needed, and these should coincide with a reappraisal of STI systems and STI policies to ensure they are “fit-for-purpose” to contribute to transformative change agendas. This policy paper provides a framework to support governments in making these assessments. It identifies six STI policy orientations for transformative change that should guide these assessments. It applies these orientations across multiple areas of STI policy, including R&D funding, the research and innovation workforce, and international R&D co-operation, and outlines a series of concrete policy actions STI policymakers can take to accelerate transformative change.

    Kurzfassung: Fertilisers are crucial components of food systems, with impacts beyond agricultural markets. This study utilises the OECD-FAO Aglink-Cosimo model to examine the intricate interplay between fertiliser markets, policies, and their repercussions on agricultural markets, food security, and environmental sustainability over the medium term. Two distinct scenario analyses reveal significant insights. The first scenario shows that while short-term disruptions in fertiliser supply can be mitigated by existing stocks, prolonged deficits will increase global food prices by up to 6%, posing long-term threats to agriculture. In the second scenario, the removal of fertiliser subsidies in India leads to reduced domestic use, resulting in decreased agricultural production and exports coupled with increased imports. Although this will cause a modest 0.8% increase in global food prices, it will substantially cut agricultural greenhouse gas emissions by 7 million tonnes of CO2 equivalent, highlighting the pivotal role of domestic policies in attaining global environmental sustainability goals.

    Kurzfassung: Since joining the EU in 2013, Croatia’s macroeconomic performance has improved significantly. At the same time, large demographic and socio-economic disparities across Croatian regions persist. These trends provide the backdrop against which Croatia has reformed its legislative and strategic planning framework for regional development. Such reforms culminated in the adoption of the National Development Strategy 2030, which includes balanced regional development among its main long-term objectives. They have also led to the creation of regional development agencies, and the design of development plans at the county and local levels. This report assesses the extent to which Croatia’s multi-level governance system is supporting its regional development objectives. In particular, it provides an overview of the country’s regional development performance on several demographic, economic and well-being indicators. From there, it considers how the regional development reforms adopted since 2014 affect the ability of national and subnational governments to design, implement, fund, monitor and evaluate place-based regional development plans. Finally, this report provides practical recommendations to help national and subnational policy makers develop and implement strategic frameworks to meet their territorial development objectives and deliver tangible results to communities across the country.

Cette note met à jour les travaux précurseurs menés par le Club du Sahel et de l’Afrique de l’Ouest (CSAO) de l’OCDE sur les réseaux de conflit de la région à l’aide d’une approche formelle des réseaux, connue sous le nom d’analyse dynamique des réseaux sociaux. S’appuyant sur les données collectées par l’Armed Conflict Location & Event Data Project (ACLED) sur 3 800 acteurs et 60 000 événements violents au cours de la période 1997-2023, elle étudie l’évolution dans le temps des liens d’alliance et de rivalité entre acteurs violents, à l’échelon régional et local. Elle souligne l’augmentation du nombre de belligérants, la densification des relations de rivalité et la polarisation croissante des réseaux de conflit. Ces dynamiques sont extrêmement inquiétantes pour l’avenir de la région, puisqu’en plus de rendre les efforts de paix plus ardus que jamais, elles contribuent à la hausse du nombre de victimes civiles potentielles.

After reviewing political and macroeconomic contexts, it examines some of the specific challenges and opportunities they meet in financing their development, including the mobilisation of private finance and domestic resources; public debt sustainability; and the alignment of official development finance (ODF) with their evolving needs. It stresses the risks of inadequately preparing for the end of eligibility to official development assistance (ODA), when countries reach high-income status while remaining highly vulnerable. Finally, it presents recommendations for the OECD Development Assistance Committee (DAC) members to better support and accompany OECS countries as they transition to higher-income status.

    Kurzfassung: As climate change increases exposure to natural disasters, countries need new solutions to mitigate risks of natural hazards. For many in Asia and the Pacific, mobilising existing resources is not enough: they need to consider a grand design of disaster risk financing strategies. Catastrophe bonds (CAT bonds) can be an effective, market-based financing tool for the region. While the global CAT bond market has grown steadily since the 1990s, it remains weakly developed in Asia and the Pacific. Its successful development there requires robust purpose-built legal frameworks; developed general bond markets, especially in local currency; appropriate capacity building; and data-driven pricing models. This report explores each of these conditions along with policy suggestions for fostering them, and discusses the development of multi-country CAT bonds in Asia and the Pacific.

    Kurzfassung: ការណែនាំស្តីពីការអនុវត្តកាតព្វកិច្ចតាមច្បាប់របស់អង្គការ OECD សម្រាប់ខ្សែចង្វាក់ផ្គត់ផ្គង់ដែលមានទំនួលខុសត្រូវ ក្នុងវិស័យកាត់ដេរ និងស្បែកជើង ការណែនាំស្តីពីការអនុវត្តកាតព្វកិច្ចតាមច្បាប់របស់អង្គការ OECD សម្រាប់ខ្សែចង្វាក់ផ្គត់ផ្គង់ដែលមានទំនួលខុសត្រូវ ក្នុងវិស័យកាត់ដេរ និងស្បែកជើង ជួយសហគ្រាសនានាអនុវត្តអនុសាសន៍ការអនុវត្តកាតព្វកិច្ចតាមច្បាប់ដែលមាននៅក្នុងគោលការណ៍ណែនាំរបស់ OECD សម្រាប់សហគ្រាសពហុជាតិតាមបណ្តោយខ្សែ សង្វាក់ផ្គត់ផ្គក្ន និងស្បែកជើង ដើម្បីជៀសវាង និងដោះស្រាយផលប៉ះពាល់អវិជ្ជមានដែលអាចកើតមាននៃសកម្មភាព និងខ្សែសង្វាក់ផ្គត់ផ្គង់របស់ពួកគេ។ វាគាំទ្រគោលបំណងនៃគោលការណ៍ណែនាំរបស់ OECD ដើម្បីធានាថាប្រតិបត្តិការរបស់សហគ្រាសក្នុងវិស័យកាត់ដេរ និងស្បែកជើងមានភាពសុខដុមជាមួយ គោលនយោបាយរបស់រដ្ឋាភិបាលក្នុងការពង្រឹងមូលដ្ឋាននៃទំនុកចិត្តទៅវិញទៅមករវាងសហគ្រាស និងសង្គមដែលពួកគេប្រតិបត្តិការ។ ការណែនាំនេះក៏នឹងគាំទ្រដល់សហគ្រាសនានាក្នុងការអនុវត្តកាតព្វកិច្ចតាមច្បាប់ដែលមាននៅក្នុងគោលការណ៍ណែនាំរបស់អង្គការសហប្រជាជាតិស្តីពីធុរកិច្ច និងសិទ្ធិមនុស្ស។ ការណែនាំនេះគឺស្របតាមសេចក្តីប្រកាសរបស់អង្គការពលកម្មអន្តរជាតិ (ILO) ស្តីពីគោលការណ៍មូលដ្ឋាន និងសិទ្ធិការងារ ដោយអនុសញ្ញា និងអនុសាសន៍ពាក់ព័ន្ធរបស់ ILO និងសេចក្តីប្រកាសគោលការណ៍ត្រីភាគីរបស់ ILO ទាក់ទងនឹងសហគ្រាសពហុជាតិ និងគោលនយោបាយសង្គម។ រួមជាមួយនឹងម៉ូឌុលរបស់ខ្លួនស្តីពីការ អនុវត្តកាតព្វកិច្ចតាមច្បាប់សម្រាប់តំបន់មានហានិភ័យជាក់លាក់ ការណែនាំនេះផ្តល់ឱ្យសហគ្រាសនូវកញ្ចប់ពេញលេញសម្រាប់ប្រតិបត្តិការ និងប្រភពប្រកបដោយការទទួលខុសត្រូវនៅក្នុងវិស័យកាត់ដេរ និង ស្បែកជើង។ ការណែនាំនេះត្រូវបានបង្កើតឡើងតាមរយៈដំណើរការពហុភាគីដោយមានការចូលរួមយ៉ាង ស៊ីជម្រៅពីប្រទេស OECD និងមិនមែន OECD អ្នកតំណាងពីផ្នែកធុរកិច្ច សហជីព និងសង្គមស៊ីវិល និងត្រូវបានត្រួតពិនិត្យដោយក្រុមការងារស្តីពីការប្រតិបត្តិអាជីវកម្មដែលមានទំនួលខុសត្រូវ។ វាត្រូវបានតម្រង់ទិសជាក់ស្តែង ដោយសង្កត់ធ្ងន់លើវិធីសាស្រ្តស្ថាបនារួមគ្នាចំពោះបញ្ហាប្រឈមដ៏ស្មុគស្មាញ។ ការណែនាំកសាងលើរបាយការណ៍ស៊ីជម្រៅនៃចំណុចទំនាក់ទំនងជាតិ (NCPs) នៃប្រទេសបារាំង និង អ៊ីតាលី ស្តីពីការអនុវត្តគោលការណ៍ណែនាំរបស់ OECD ក្នុងវិស័យវាយនភណ្ឌ និងកាត់ដេរ ហើយឆ្លើយតបទៅនឹងសេចក្តីថ្លែងការណ៍ដែលបានធ្វើឡើងនៅក្នុងខែមិថុនា ឆ្នាំ 2013 និង 2014 ដោយ NCPs បន្ទាប់ពីការដួលរលំដ៏សោកនាដកម្មនៃ Rana Plaza។

These recommendations, supported by a monitoring framework, are poised to be a cornerstone for propelling North Macedonia towards a more sustainable and circular future.

    Kurzfassung: This paper examines the interactions between the 2020-23 Sahelian coups and the trajectories of jihadism and insecurity, covering three countries: Burkina Faso, Mali and Niger. First, it examines pre-coup trends in violence. Second, the paper finds that coup-makers’ policy choices have accelerated the worsening of violence beyond the pre-coup baseline trend, especially when coup-makers authorise new actors to commit violence, although trends in violence remain somewhat erratic and are even more complex at the sub-national level. Third, it offers an ambivalent finding on the impact of the withdrawal of the French Operation Barkhane following Mali’s second coup in 2021. Finally, the paper discusses the apparent strategies of the region’s two main jihadist groups, which have largely continued their pre-coup strategies, but have also responded to new conflict actors and pursued certain opportunities for increased territorial influence.

Chile is well-positioned to achieve its targets for biodiversity, while air pollution remains a serious public health challenge and waste management relies heavily on landfilling. Chile is facing a severe and deepening water crisis that requires concerted action to improve water allocation and water quality, and to strengthen water governance. The review provides 36 recommendations to help Chile improve its environmental performance, with a special focus on water management and policies. This is the third Environmental Performance Review of Chile. It provides an independent, evidence-based evaluation of the country’s environmental performance since the previous review in 2016.

Slovakia needs to now align its strategy with the Kunming-Montreal Global Biodiversity Framework and the EU Biodiversity Strategy for 2030. Most species and habitats are in an unfavourable state and biodiversity considerations are not sufficiently integrated into sectoral policies. This is the third Environmental Performance Review of the Slovak Republic. It provides an evidence-based assessment of the country's progress towards its environmental goals over the past decade. The 29 recommendations aim to help Slovakia improve its environmental performance, giving special focus to biodiversity and forests in the context of climate change.

Offenders commit crime due to either a lack of awareness of waste law or the belief that there is a low risk of being caught and punished. OECD countries are using digital tools to improve their use of resources with the aim to promote compliance and detect violation of waste law. This paper reviews the types of waste crimes, their motivations, and opportunities for governments to use digital tools for their enforcement efforts. It finds that governments have thus far mainly focused on digitalising their data collection and their exchange of information with the public and partners. Further application of digital tools can improve the connection of these tools and test predictive analytical tools such as artificial intelligence systems.

    Kurzfassung: Global trade in plastic waste and scrap declined further (2017-2022) in 2022. The combined trade surplus of OECD Member Countries (i.e. the difference between exports and imports) continued to decrease. Less plastic waste and scrap is being exported by OECD countries to non-OECD countries, however some countries still export substantial volumes to non-OECD countries. Particularly several non-OECD south-east Asian countries remain large export destinations. Trade between OECD countries has increased. The value and composition of plastic waste and scrap exports in 2021 suggests that more high value and easy to recycle plastic waste was traded. Some volume of plastics waste is likely transformed into a “fuel” via mechanical and chemical processing and subsequently shipped as Processed Engineered Fuel (PEF) or Refuse-Derived Fuels (RDF), broadly categorised under HS 3825. There was an increase in this trade mostly between OECD countries in 2021. The trade regime remains dynamic with new export destinations emerging, which deserve further monitoring.

    Kurzfassung: La présente note exploratoire propose une vue d’ensemble, de haut niveau, des principales approches utilisées pour le calcul des indicateurs de l’intensité carbone au niveau des produits et des secteurs ainsi que des difficultés rencontrées, notamment en ce qui concerne la collecte et la vérification des informations dans l’ensemble de la chaîne logistique. Bien que l’analyse porte essentiellement sur les approches utilisées dans les secteurs à forte intensité d’émissions et exposés aux échanges commerciaux (FIEEEC), les conclusions peuvent aussi être plus largement pertinentes dans d’autres secteurs. Dans cette analyse, les difficultés liées au calcul des indicateurs de l’intensité carbone au niveau des secteurs seront prises en compte, en particulier eu égard au fait que ces indicateurs peuvent servir eux-mêmes à la construction des indicateurs au niveau des produits.

    Kurzfassung: Several states in West Africa have experienced significant episodes of political violence since the early 2010s. These have included civil wars, religiously motivated terrorism, separatist insurgencies, military coups and communal strife, each of which have local, national and transnational dimensions. Intended to help guide responses to the region’s political challenges, the Sahel and West Africa Club (SWAC/OECD) created an interactive, spatial tool for policy makers in 2019, the Spatial Conflict Dynamics indicator (SCDi). The SCDi monitors political violence at subnational scales. It combines different quantitative dimensions of conflict into a mappable tool that describes the circumstances in each location. The latest enhancement to the SCDi brings two new features to aid the identification of local conflict trends. First, the tool now identifies regions that are newly entering into or exiting from conflict. This allows a more detailed picture of how the geography of conflict is spreading or contracting within and across national borders. Second, the tool now characterises the current conditions in a location as either worsening or improving, based on past conditions at the same location. The SCDi is implemented in SWAC’s new Mapping Territorial Transformations in Africa (MAPTA) platform.

    Kurzfassung: Given the fast pace of global socio-economic development, more tailored, focused, and localised efforts to strengthen public sector capacity in small island developing states (SIDS) is increasingly important. SIDS have unique vulnerabilities, rich histories and contexts, and strengths that can be harnessed for sustainable development. Development partners need to adapt how they provide capacity-strengthening support, taking individual SIDS’ circumstances and needs into account to better help them achieve their ambitions. This report summarises perspectives from small island developing states (SIDS) on current experiences and opportunities to improve capacity-strengthening support to make it more tailored, impactful, and sustainable. The report uses the broad definition of capacity-strengthening as activities that improve the competencies and abilities of individuals, organisations, and broader formal and informal social structures in a way that boosts organisational performance. It concentrates on public sector capacity, including interactions with other stakeholders across sectors.

    Kurzfassung: The Paris Agreement maps out a path for internationally coordinated efforts to curb global warming. At the centre of the Paris Agreement are Nationally Determined Contributions (NDCs) that establish countries’ plans to mitigate greenhouse gas (GHG) emissions as well as adapt to the impacts of climate change. However, mitigation contributions defined in NDCs are different across countries in terms of target types, coverage of sectors and gases. This makes it challenging to assess progress on mitigation commitments. To complement the UNFCCC efforts, and facilitate the evaluation and monitoring of targets, this paper develops a methodology that harmonises countries’ 2030 mitigation targets in physical units and provide clarity on sector and gas coverage. The results are used to develop the GHG Emission Trends and Targets (GETT) indicators for non-EU countries and the EU-27 covered under the International Programme for Action on Climate (IPAC). The GETT indicators support the analyses of emissions' trajectories by describing historical GHG emission trends and comparing them to NDC emission targets, considering various reference years and indicators, including emissions intensity per capita or per unit of GDP.

Pour accompagner la construction des politiques, face à ces défis, le Club du Sahel et de l’Afrique de l’Ouest (CSAO) de l’OCDE a développé un outil spatial et interactif d’aide à la décision en 2019, l’indicateur des dynamiques spatiales des conflits (SCDi). Celui-ci facilite le suivi des violences politiques à l’échelon infranational, en combinant différentes dimensions quantitatives des conflits pour cartographier la situation des lieux étudiés. Dernièrement, deux nouvelles dimensions sont apparues pour mieux repérer les dynamiques locales des conflits. Tout d’abord, les zones qui entrent dans un conflit ou en sortent, sont désormais identifiées permettant de mieux cerner l’expansion ou la contraction des conflits, au sein des frontières nationales et au-delà. Ensuite, il est possible d’évaluer si la situation d’un lieu donné s’aggrave ou s’améliore par rapport à celle antérieure. Le SCDi se décline sur la nouvelle plateforme CARTA (Cartographier les transformations territoriales en Afrique) du CSAO.

    Kurzfassung: Over 100 million workers in Southeast Asia have jobs that are directly or closely linked to the environment, making them vulnerable to climate change impacts. These same workers likely earn at least 20% lower than the national average and are largely in informal employment. The region’s necessary transition towards greener growth could affect them in several ways: some sectors will create jobs and others will lose jobs or disappear altogether. Understanding the effects of both climate change and green growth policies on jobs and people is thus essential for making the transition in Southeast Asia an inclusive one. The study explores these issues, with emphasis on the potential effects on labour of an energy transition in Indonesia, and of a transition in the region’s agricultural sector, illustrated by a simulated conversion from conventional to organic rice farming.

    Kurzfassung: Despite the ambitious carbon reduction targets set by policy makers worldwide, current investments fall well short of the net-zero emissions scenario. This paper analyses the factors holding back corporate green investment, with a particular focus on the role of firm capacity – specifically financing constraints and weak green management practices – and its interaction with environmental policy. Combining a variety of econometric techniques, including panel data models, difference-in-differences settings and instrumental variable approaches, our cross-country analysis on large listed companies shows that: i) both financing constraints and a lack of green managerial capacity reduce firms’ probability of investing in green technologies, leading to higher emission intensity; ii) well-designed environmental policies can mitigate these impacts. A case study using more granular data on Portuguese firms further shows that: iii) green investment is more elastic to financing conditions than other types of investment; iv) investment in integrated technologies is more sensitive to financing conditions and to managerial capacity compared to end-of-pipe solutions. Lastly, the paper discusses a wide range of policy options that may be considered to foster the green transition through upgrading firms’ capacity.

    Kurzfassung: Countries in Asia and the Pacific face a heightened risk of flooding as disasters increase worldwide due to climate change. Yet these countries often lack the infrastructure necessary to prepare for and respond to floods effectively. When flood protection measures exist, they generally rely only on grey, hard-engineered infrastructure, which has been increasingly challenged in recent years. Nature-based solutions (NbS) offer a new approach for flood management, with several co-benefits beyond the reduction of risks. This approach has gained recognition from policy makers in the region, but they are confronted with a number of challenges, including the lack of a clear, common definition and guidelines, as well as financing issues. The growing imperatives of climate adaptation call for complementary, innovative and forward-looking solutions, such as a combined approach incorporating both NbS and grey infrastructure.

This paper compares the measurement strategies of eight OECD member countries using principles from the system of national accounts. It also highlights the ocean economy thematic accounts of four countries and summarises their methods. The paper concludes with recommendations for integrating ocean economy measurements with national accounting standards, a vital step for improving the evidence base for ocean policymaking.

    Kurzfassung: African armed conflicts involve a myriad of state forces, rebel groups and extremist organisations bound by rapidly changing alliances and rivalries. Organisations that were allies one day can fight each other the next and co-operate later still. The objective of this note is to update the pioneer work on conflict networks conducted by the OECD Sahel and West Africa Club (SWAC) in the region by using a formal approach to networks known as dynamic social network analysis. Leveraging a dataset of 3 800 actors and 60 000 violent events from the Armed Conflict Location & Event Data Project (ACLED) from 1997-2023, the note monitors how the co-operative and rivalrous ties between violent actors have changed over time, both at the regional and local levels. The growing number of belligerents, increasing density of rivalrous relationships and growing polarisation of the conflict networks observed in this note are extremely worrying for the future of the region. Not only do they make peaceful efforts more difficult than ever, but they also contribute to increasing the number of potential victims among the civilian population.

Highlighting three key areas where circular economy policies can have a significant impact in Albania – economic instruments, circular business models for SMEs and targeted solutions for plastics, with a focus on marine litter – the roadmap unveils 35 policy recommendations.     Kurzfassung: What are the structural barriers to women's empowerment and inclusive development in Southeast Asia? Building on data from the fifth edition of the SIGI, the SIGI 2024 Regional Report for Southeast Asia: Time to Care provides new evidence-based analysis on the progress and setbacks in eliminating the root causes of gender inequality in 11 countries of the region. It underscores how multiple personal status laws perpetuate gender-based legal discrimination. The analysis also shows that social norms governing gender roles and responsibilities worsened between 2014 and 2022, particularly affecting women’s educational and economic rights. The report explores a critical policy area for the region, the care economy. Stressing the gendered, informal, and unpaid dimensions of care, it draws on social, demographic, educational and economic evidence to forecast a growing demand for care services in Southeast Asian countries. The report advocates for the strategic development of formal care systems as a unique opportunity to accelerate women's economic empowerment, build inclusive societies and strengthen the region's resilience to external shocks – including those induced by climate change. To dismantle the barriers that prevent the emergence and expansion of such a formal care economy, it provides concrete recommendations to policy makers and other stakeholders.

The country will graduate from the least developed country (LDC) category in 2026 and aspires to be a high-income nation through industrialisation by 2041. Meeting this challenge requires accelerating economic transformation through diversification and innovation. This Production Transformation Policy Review (PTPR), implemented with the support and collaboration of the European Union (EU), and in partnership with the UN Conference on Trade and Development (UNCTAD), identifies concrete options for supporting Bangladesh's development. It calls for leveraging digitalisation to address persistent fragilities and it advocates for a new pact based on shared responsibilities between the national government, the private sector and international partners to shift to a new development phase and ensure sustainable, smooth and irreversible graduation.

    Kurzfassung: The economic consequences for firms investing in green innovation, and therefore their incentives to innovate, are not well understood. This paper empirically assesses the economic returns on innovation in cleaner vehicles. The analysis uses data on passenger car market shares and patents for car manufacturers operating in eight countries for the period 2005-2021. The results show that, when vehicle fuel prices increase, firms having previously successfully filed patents related to both electric and hybrid vehicles and fuel efficiency experience an increase in their market share. This increase takes place between 7 and 8 years after the patent stock is accumulated for patents related to electric and hybrid vehicles and between 8 and 15 years for patents related to fuel efficiency. The analysis also finds that in contexts where fuel price salience is high, price increases generate larger and earlier competitiveness returns for firms having previously invested in cleaner technologies.

Sa coopération bilatérale, en particulier, a progressé ; elle s’appuie sur d’étroites consultations avec ses partenaires. La Hongrie se fait le défenseur de la gestion durable de l’eau, combinant à cet effet diplomatie, expertise nationale et coopération pour le développement. Dans les contextes fragiles, elle concentre son soutien sur les organisations de la société civile locales, et surtout sur les organismes confessionnels. Tandis qu’elle continue de progresser vers les normes et méthodes de travail établies du CAD, une réorganisation institutionnelle offre à la Hongrie des occasions non négligeables d’approfondir la réforme. Cet examen par les pairs délivre une série de recommandations visant à accroître les retombées de l’engagement de la Hongrie auprès des pays partenaires, à approfondir la collaboration entre les institutions et avec les parties prenantes, à renforcer les systèmes internes et à établir un bon équilibre entre ses objectifs nationaux et ses objectifs de développement international.

To achieve the goal, the Netherlands has rolled out a natural gas-free pilot programme in 66 neighbourhoods. These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures. This paper is the first case study applying the policy framework presented in the OECD report Decarbonising Buildings in Cities and Regions published in March 2022. The present case study provides a deep dive into the Netherlands’ experience to demonstrate the potential of cities and regions to advance the decarbonisation of buildings.

This paper offers a novel and holistic view of the automotive sector and its surrounding ecosystem based on a combination of Inter-Country Input-Output (ICIO) tables, patent data, mergers and acquisitions (M&A) transactions, cross-country micro-distributed data and firm-level balance sheet data. It identifies the boundaries of this industrial ecosystem including connected sectors (e.g. upstream and downstream) as well as knowledge and technology providers (e.g. universities or the digital industry). The paper documents emerging trends at the geographical and technological levels and provides a comprehensive assessment of the ecosystem’s changing microstructure, with a growing role of young and digital-intensive companies. Finally, it provides recommendations for effective public policies to support the automotive ecosystem, with a focus on innovation, competition and the growth of young firms.

    Kurzfassung: Affordable and sustainable lithium-ion batteries are key to the development of electric vehicles markets and to the green energy transition. Circular economy solutions for end-of-life batteries can help address primary inputs disruptions, while reducing environmental costs associated with the mining of these inputs or with battery production. Circular value chains would also help address waste and disposal problems as Li-ion batteries reach end of life. These chains are in their infancy, as complex battery designs, material chemistries and insufficient waste stocks hamper their viability, but the projected growth should support profitability. International trade in Li-ion batteries waste will remain essential in markets where domestic waste streams are insufficient to achieve the scale necessary for economically viable recycling, or where inadequate infrastructure imposes reliance on recycling capacities abroad. Promoting circular value chains for Li-ion batteries would require greater clarity on the status of these batteries as waste, consistency of transport and storage safety regulations, trade facilitation and harmonisation of standards for battery design, and regulatory targets for waste collection and recycling rates, coupled with stewardship and take-back schemes.

    Kurzfassung: The OECD's Patient-Reported Indicator Surveys (PaRIS) initiative aims to measure outcomes and experiences of healthcare as part of an effort to improve the value of health system investments. The PaRIS survey, a survey of people living with chronic conditions, is currently being implemented in twenty countries. The PaRIS survey has been developed together with government officials, patients, providers, and researchers. However, the extent of stakeholder involvement varies between countries. This paper reports on the stakeholder engagement in design, development and implementation of the PaRIS survey Field Trial in seventeen countries. Engagement strategies were analysed by target group (patients, providers, or other stakeholders), and engagement level (co-designing, involving, consulting, and informing). The results provide valuable lessons for the implementation of the full PaRIS survey in 2023 and illustrate how stakeholders could be more actively engaged in health services research and policymaking.

    Kurzfassung: El Salvador has made significant development progress in the past 30 years. The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

    Kurzfassung: The challenge of achieving net zero CO2 emissions will require a significant scaling up of production and international trade of several raw materials which are critical for transforming the global economy from one dominated by fossil fuels to one led by renewable energy technologies. This report provides a first joint assessment of data on production, international trade, and export restrictions on such critical raw materials from the OECD’s Inventory of Export Restrictions on Industrial Raw Materials covering the period 2009-2020. It presents data on production and trade concentrations, sheds early light on the impact of export restrictions, and discusses possible directions of further work in this area. The evidence presented suggests that export restrictions may be playing a non-trivial role in international markets for critical raw materials, affecting availability and prices of these materials. OECD countries have been increasingly exposed to the use of export restrictions for critical raw materials.

    Kurzfassung: Exposure to chemicals has been shown to reduce IQ in children. In turn, a person’s IQ is likely to affect their educational achievements, which may then affect lifetime earnings, more generally, a person’s quality of life. At the same time, authorities face challenges in regulating chemical substances through actions such as bans and prohibitions, because of the difficulty in explicitly considering the economic benefits and costs of such regulations. Moreover, economic studies that show the value of reducing IQ loss caused by chemical exposure are not yet available. This paper is part of the series of large scale willingness to pay (WTP) studies resulting from the Surveys to elicit Willingness to pay to Avoid Chemicals related negative Health Effects (SWACHE) project that intends to improve the basis for doing cost benefit analyses of chemicals management options and environmental policies in general. The present paper details a stated preference survey estimating WTP to avoid IQ loss, filling an important gap in the valuation literature and addressing a need for applied benefits analysis for chemicals regulation. The SWACHE IQ loss survey was fielded in 11 countries: Australia, Canada, Denmark, Korea, Netherlands, Poland, Portugal, South Africa, Sweden, the United Kingdom and the United States.

Elle a été réalisée auprès de plus de 17 000 ménages dans 9 pays : Belgique, Canada, États-Unis, France, Israël, Pays-Bas, Royaume-Uni, Suède et Suisse. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Kurzfassung: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Iceland adopts a partner-led, poverty-focused and long-term approach with its three partner countries and relies on multilateral partners to complement its bilateral portfolio. Iceland successfully advances gender equality and new framework agreements with civil society have strengthened partnerships. This peer review provides a set of recommendations for Iceland to remain focused in its 2024-28 development co-operation policy and forthcoming environment and climate strategy, build on recent official development assistance (ODA) volume increases to develop a concrete roadmap towards 0.7% GNI as ODA, and adopt a strategic workforce plan to address human resource constraints. It recommends that GRÓ training programmes prioritise strengthening partner institutions’ capacity and that the Ministry of Foreign Affairs works to ensure additionality and sustainability when engaging with the private sector.

Over the past decades, successive major accidents have caused deaths, injuries, significant environmental pollution and massive economic losses – from the hydrogen fluoride leak in Gumi (Korea) in 2012, the ammonium nitrate explosion in West, Texas (United States) in 2013 or, recently, the blow-up of a chemical facility in Tarragona (Spain) and the explosion at the port of Beirut (Lebanon) in 2020, and the blast in Leverkusen (Germany) in 2021. This third edition of the OECD Guiding Principles for Chemical Accident Prevention, Preparedness and Response provides guidance for the safe planning and operation of hazardous installations. It aims to support public authorities and industry in taking appropriate actions to prevent chemical accidents and to mitigate impacts of accidents that do nevertheless occur. These guiding principles apply to fixed installations at which hazardous substances are produced, processed, handled, stored, used or disposed of, in such a form and quantity that there might be a risk of occurrence of a chemical accident. These guiding principles constitute the technical guidance supporting the implementation of the Decision-Recommendation of the Council concerning Chemical Accident Prevention, Preparedness and Response adopted in 2023.

    Kurzfassung: Between 2017 and 2022, G20 members invested over USD 20 billion in 671 projects related to rural youth employment in Africa. The G20 Initiative for Rural Youth Employment (RYE), launched in 2017, overachieved the targets set to provide employment-related skills to 5 million youth and create 1.1 million jobs by 2022. The most common types of interventions were those focused on agriculture value chain development, skills training, and the promotion of entrepreneurship and small and medium-sized businesses. The paper assesses the achievements of the G20 Initiative for RYE, analyses different RYE programmes and provides recommendations for future G20 initiatives and RYE programming. Despite great progress, much remains to be done to tackle rural youth employment challenges.

    Kurzfassung: Stressors that exhibit immunosuppression might act by different mechanisms, i.e. alter the number of cells involved in the immune response, the ability of the cells to produce cytokines, chemokines, antibodies or growth factors, the composition of the subpopulations of cells present at the site of the response, or the function of the cells. This Adverse Outcome Pathway (AOP) describes how impairment of the signaling receptor IL-1R1 in T cells can lead to impaired T cell activation and antibody production, leading to increased susceptibility to infection. The AOP focuses on the blocking of binding of IL-1 to IL-1R1, leading to the Inhibition of Nuclear factor kappa B (NF-kB). This AOP is referred to as AOP 277 in the Collaborative Adverse Outcome Pathway Wiki (AOP-Wiki).
