    Abstract: Adequate investment in human capital development is critical for enabling Bangladesh to reach its goal of becoming an upper middle-income country. Bangladesh, currently a lower-middle country with an annual per capita gross national income (GNI) of USD 1,470 (WDI 2019), aims to attain upper-middle income status by 2021 and eliminate poverty by 2030. Recognizing the importance of investing in education for building its human capital base, the government of Bangladesh (GoB) has been allocating a large portion of the national budget to the education sector each year during the past two decades. Effective utilization and equitable distribution of allocated public spending is important for ensuring adequate progress in education outcomes. This report analyzes major spending and outcomes trends in the overall education sector in recent years, with a focus on primary and secondary education. Responding to the recommendation of the 2015 Bangladesh Public Expenditure Review Update for more analytical work on public spending in different sectors, including education, the current study analyzes the trends in major education expenditures, access to education, quality of education, and disparities in education outcomes in the past two decades. It also looks at the composition of education expenditure, consistency between budget allocations and actual expenditures, equity in education spending, and potential links between spending and key educational outcomes. Because of data limitations, this report focuses mainly on primary and secondary education. It is expected that this analysis will add to the literature on investments in the Bangladesh education sector and inform discussions on identifying policy priorities and making resource allocation decisions in the sector

    Abstract: The Philippines' financial sector is highly vulnerable to climate risks. The country has high exposure to natural hazards (typhoons, landslides, floods, droughts, volcanic eruptions), strong dependence on a climate-sensitive agricultural sector, and vast coastlines where all major cities and the majority of the population reside. Significant systemic vulnerabilities can materialize if large natural disasters affect the capital region. In addition to physical risks, Philippine banks can also be exposed to transition impacts, that is, risks that emerge during the transition towards a more sustainable and carbon-neutral economy. Philippine supervisory authorities should build capacity to better understand and manage climate risks and foster transparency. At the same time, there is opportunity for deepening financial markets for green growth, by addressing several market and institutional barriers. With limits in public spending, there is great need, but also a significant opportunity for the private sector to contribute to green inclusive growth, including finance for climate resilience and mitigation efforts

    Abstract: This volume summarizes a series of studies undertaken to better understand the current socioeconomic context of the Northern and Eastern provinces in Sri Lanka. Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions

    Abstract: The securities and exchange commission (SEC) is the main regulator of the capital market in the Philippines, but its resources are insufficient to adequately address its core functions, especially the supervision of capital market participants, and yet it has to address other legal responsibilities unrelated to capital markets. Other agencies also have capital market regulatory responsibilities, creating a fragmented regulatory framework that causes inconsistencies detrimental to the market and to investors' protection. The existence of regulatory arbitrage, supervisory overlaps, and enforcement gaps evidences the need for an active periodic procedure with other financial system regulators to coordinate supervision activities and review unregulated products, markets, market participants and activities. It should include information sharing and analysis of areas where there may be arbitrage, overlap, gaps, and risks to investor protection and market fairness, efficiency and transparency or other risks to the financial system. A clear and consistent risk-based approach for the SEC supervision of capital market intermediaries is needed. The bank secrecy legislation of Philippines impedes prompt access by the SEC to bank account information

    Abstract: South Asia has grown rapidly with significant reductions in poverty, but it has not been able to match the fast-growing working age population, leading to lingering concerns about jobless growth and poor job quality.Could export growth in South Asia result in better labor market outcomes? The answer is yes, according to our study, which rigorously estimates-using a new methodology-the potential impact from higher South Asian exports per worker on wages and employment over a 10-year period.Our study shows the positive side of trade. It finds that increasing exports per worker would result in higher wages-mainly for better-off groups, like more educated workers, males, and more-experienced workers-although less-skilled workers would see the largest reduction in informality.How can the benefits be spread more widely? Our study suggests that scaling up exports in labor-intensive industries could significantly lower informality for groups like rural and less-educated workers in the region. Also, increasing skills, and participation of women and young workers in the labor force could make an even bigger dent in informal employment. The region could achieve these gains by: (i) boosting and connecting exports to people (e.g., removing trade barriers and investment in infrastructure); (ii) eliminating distortions in production (e.g., by more efficient allocation of inputs); and (iii) protecting workers (e.g., by investing in education and skills)

Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM.The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not.The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency.The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysisshows that countries that credibly enforce penalties for noncompliance collect more taxes on average

    Abstract: Guinea-Bissau is a small state in West Africa with a population of around 1.8 million. It is rich in natural resources (fisheries, forestry and agriculture) and biodiversity. Economic activity is, however, dominated by the production and sale of unprocessed cashew, which is also the main source of income for more than two thirds of households. Guinea-Bissau is host to a large variety of ethnic groups, languages and religions, with communal and ethnic-based violence remaining low. The country has a history of political and institutional fragility dating back to its independence from Portugal in 1973. Since independence, four successful coups have been recorded, with another 16 coups attempted, plotted, or alleged. Political fragility has been manifesting itself in frequent government turnover. Political instability has been responsible for large drops in output and government expenditure. After almost three years of political gridlock, a new consensus government came to power in April 2018. In sum, Guinea-Bissau has been caught in a vicious cycle of poor governance, fragmented elites, weak public sector capacity, and a poorly diversified economy. The objective of the Guinea-Bissau Public Expenditure Review (PER) is to analyze government expenditure, fiscal revenue, and public financial management in selected sectors (education, health, and security). The PER is a follow-up to the World Bank's (2017) Public Expenditure Analysis that provided an overall review of public finances in Guinea-Bissau (see Annex I). It contains a wide range of analyses, with some chapters examining public spending trends and outcomes, while others are more process oriented and place a strong emphasis on PFM systems, at macro- and micro-levels. The education and health chapters go beyond the confines of traditional World Bank PERs-namely the efficiency, effectiveness, and equity of spending. Both of these chapters also review the PFM systems in the respective line ministries with a view to identifying options for reform. Further, the PER analyzes the fiscal implications of continuing to spend over 15 percent of the budget on the security sector and nearly 9 percent of GDP on wage and nonwage compensation

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: This paper uses an extended cost-benefit analysis to estimate the distributional effect of tobacco tax increases in Bosnia and Herzegovina. The analysis considers the effect on household income of an increase in tobacco prices, changes in medical expenses, and the prolongation of working years under various scenarios, based on data in three waves of the national Household Budget Survey. One critical contribution is a quantification of the impacts by allowing price elasticities to vary across consumption deciles. The results indicate that a rise in tobacco prices generates positive income variations across the lowest income groups in the population (the bottom 20 percent). At the same time, tobacco price increases have negative income effects among middle-income and upper-income groups. These effects are larger, the higher the income level. If benefits through lower medical expenses and an expansion in working years are considered, the positive effect is acerbated among the lowest income groups. The middle of the distribution sees the income effect turn from negative to positive, and the top 40 percent, although continuing to experience a negative effect, see the magnitude of this effect diminish. Altogether, these effects mean that increases in tobacco prices have a pro-poor, progressive effect in Bosnia and Herzegovina. These results also hold within entities and across urban and rural areas

    Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Abstract: Results-based financing (RBF) has gained popularity in the international development community because of its potential to make education spending more effective and efficient. In the education sector, RBF has been primarily applied to four levels: teachers; students and families; schools; and governments. The results overall have been mixed, with some notable successes and some disappointing experiences. This report explores when and how RBF can help achieve better impacts in education. While there is no rigorous evidence available to suggest that RBF on its own is better at producing learning outcomes relative to other development financing modalities, there is a significant amount of research that shows RBF can have positive effects by incentivizing specific stakeholders in the education system. In addition, there is operational evidence available on how RBF can be designed and implemented with country partners more effectively. It is important for practitioners and policymakers to learn from this evidence as the RBF portfolio in education grows across development agencies

Capital markets deepening will be an essential pre-requisite for the country's continued economic development. Well-functioning capital markets ensure the optimal allocation and pricing of capital. This enables retail and wholesale pools of capital to be efficiently deployed in a manner that maximizes returns for such owners of capital against their risk profile. Furthermore, there are a number of technical and operational issues that can be addressed, that can significantly improve the enabling environment for and functioning of the capital markets. The result of these factors has been a lack of focus in policy development and implementation that has hampered capital market development. Key issues include: a lack of commitment to reform from key stakeholders that has impeded the development of markets and market infrastructure; an onerous tax environment that has deterred issuance and investment; a continuing need to improve investor confidence by strengthening the quality of supervision and enforcement for market intermediaries and market operators; cumbersome regulatory requirements and processes around issuance, particularly debt issuance; and outdated and inefficient trading and post-trading infrastructure, and governance concerns regarding market operators. In order to effect meaningful change, a capital markets champion is required. This champion should be cognizant of the relevance of capital markets to the country and possess the will and vision to drive legislative, regulatory, and tax reforms. In addition, a commitment to initiate a change in the ownership and governance of key exchanges and enforce policy against entrenched interests will provide considerable impetus for development

    Abstract: This paper investigates the distributional direct welfare impact on households resulting from fuel subsidy removal. Note that this analysis focuses only on the direct distributional impact. A fuller understanding of the impact of fuel subsidies removal involves analyzing the indirect impact as well. Unfortunately, analysis of the distributional effect of fuel subsidies removal or fuel price increases is heavily constrained by the lack of appropriate data in Sudan. We do not have access to the relevant input-output table that describes the number of monetary transfers between sectors of the economy, making it impossible to simulate the indirect effect of fuel price increases on prices in other sectors. Therefore, the estimated impacts in this paper should be considered as the lower bound of the potential impact, as the overall impact will be higher when indirect impacts are factored. The paper is organized as follows. Section two examines the empirical evidence on the impact of fuel subsidy removal. Section three discusses the methodology and data used in this study. Section four presents an analysis of the welfare impact of fuel subsidies removal. Section 5, the conclusion, provides some suggestions on the way forward. The results from this work would inform policy dialogue with the Government of Sudan regarding the overall economic reforms that are being considered for stabilization of the economy

    Abstract: Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030.Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals-universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization-while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies.Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent

    Abstract: This is the first comprehensive study in the context of EMDEs that covers, in one consistent framework, the evolution and global and domestic drivers of inflation, the role of expectations, exchange rate pass-through and policy implications. In addition, the report analyzes inflation and monetary policy related challenges in LICs. The report documents three major findings: In First, EMDE disinflation over the past four decades was to a significant degree a result of favorable external developments, pointing to the risk of rising EMDE inflation if global inflation were to increase. In particular, the decline in EMDE inflation has been supported by broad-based global disinflation amid rapid international trade and financial integration and the disruption caused by the global financial crisis. While domestic factors continue to be the main drivers of short-term movements in EMDE inflation, the role of global factors has risen by one-half between the 1970s and the 2000s. On average, global shocks, especially oil price swings and global demand shocks have accounted for more than one-quarter of domestic inflation variatio--and more in countries with stronger global linkages and greater reliance on commodity imports. In LICs, global food and energy price shocks accounted for another 12 percent of core inflation variatio--half more than in advanced economies and one-fifth more than in non-LIC EMDEs. Second, inflation expectations continue to be less well-anchored in EMDEs than in advanced economies, although a move to inflation targeting and better fiscal frameworks has helped strengthen monetary policy credibility. Lower monetary policy credibility and exchange rate flexibility have also been associated with higher pass-through of exchange rate shocks into domestic inflation in the event of global shocks, which have accounted for half of EMDE exchange rate variation. Third, in part because of poorly anchored inflation expectations, the transmission of global commodity price shocks to domestic LIC inflation (combined with unintended consequences of other government policies) can have material implications for poverty: the global food price spikes in 2010-11 tipped roughly 8 million people into poverty

    Abstract: It is widely agreed that, over the past decade, accelerating infrastructure investments in India's North Eastern Region (NER) and neighboring countries, along with connectivity agreements with Bangladesh, hold immense promise for unlocking NER's economic potential. Other global trends, such as the growing incomes and consumer awareness in India and neighboring countries; a rising preference for fresh, healthy, safe, environmentally friendly, and socially responsible products; the growing role of services in manufacturing; and increasing demand for skilled resources are also very favorable for NER. Together, these developments can help NER showcase its strengths in agriculture and services, thereby developing value chains in these sectors, which will lead to sustainable, better-paying job opportunities for the people of NER. In this context, the World Bank, in consultation with stakeholders--government, private sector, and academia--analyzed two cross-cutting constraints that are encountered across all value chains and sectors in NER: connectivity and logistics, and product standards and quality infrastructure. To ground the policy in specific contexts, the team studied four sectors in depth: fruits and vegetables, spices, bamboo and related products, and medical tourism. Playing to Strengths lays out an initial policy framework for NER that integrates demand and supply and shows that, even with a low base in manufacturing, NER can leverage its strengths in agriculture and services to step up its growth. However, implementing this framework will require a different approach to doing business compared with the existing ecosystem and its associated value chains, which are mostly geared to local and/or price-conscious consumers. In capitalizing on its advantages, NER will not only accelerate its own development, but also will play an increasingly critical role in the government of India's "Act East" policy

The Ministry sought to identify challenges and options to target and pursue further reforms and efforts to strengthen the civil service and its contributions to service delivery. The report is based on several sources: (i) the Ethiopian Civil Servants Survey (ECSS), which was undertaken in June through September 2016 and targeted professional level staff and directors or heads of federal ministries or agencies, regional bureaus, and woreda offices; (ii) a series of key informant interviews with officials and stakeholders, as well as focus group discussions with members of 'Public Wings'; and (iii) administrative data and information, e.g. concerning the number of civil servants, as wellas salaries and benefits. The focus is on five key service delivery sectors: agriculture, education, health, revenue collection, and trade-all critical areas for state activity. The analysis encompasses an assessment of previous and ongoing reforms, and takes a look at the constraints and overall quality of current management practices. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the "Compendium") was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C.     Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: This paper examines the patterns of growth of Poland, and its transition into high-income status over the past two decades from a macro and micro perspective. It benchmarks Polish performance with that observed in established high-income countries, and with that of others that have been trapped in middle--income levels and examines the role that integration into the EU had on growth. The analysis reveals, first, that Poland's growth process has been accompanied by a process of diversification of assets, including institutions, physical and human capital. Second, that the progressive integration into the EU bloc boosted growth and productivity because of three keyfactors: (i) increased openness to trade, investment and talent, (ii) increased domestic competition, and regulatory harmonization with EU, (iii) increased certainty in reforms, through a commitment to EU-institutions. Third, that for full convergence to high-income levels, Polish firms need to increase their innovative capacities.     Abstract: Access to reliable electricity is a prerequisite for the economic transformation of African economies, especially in a digital age. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life.Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region-one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas

Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons.Despite Africa's widespread economic and social welfare accomplishments, the region's challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa.Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth-critical yet insufficient components of these objectives-to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable-that is, what it will take to increase their earnings. It is a follow-up to a recent flagship report published by the South Asia Region of the World Bank, A Glass Half Full: The Promise of Regional Trade in South Asia. E-commerce is dramatically changing the way goods and services are transacted nationally, regionally, and globally. It facilitates international trade by reducing the cost of distance and remoteness and can be more inclusive of underrepresented groups such as women, small businesses, and rural entrepreneurs. Intraregional trade in South Asia is still below its potential, and the region lags behind other parts of the world in activating the potential benefits from e-commerce. Adopting a novel yet practical approach, this report explores how e-commerce can be boosted to deepen intraregional trade in South Asia. It examines the main transacting models in the digital space and the channels through which e-commerce helps reduce transactions costs for firms and consumers. It considers the regulations, as well as the regulatory gaps, affecting private sector participation in e-commerce, focusing on data privacy, consumer protection, delivery, cybersecurity, market-access regulations, and digital payments. Finally, the report presents recommendations for regulatory reforms that could enhance e-trade, especially in a regional context and as a possible platform for greater global engagement by South Asian firms. The scale of these recommendations ranges from the modest, such as allowing cross-border payments and streamlining the customs regime, to the more ambitious, such as allowing the operation of regional e-commerce platforms and liberalizing related cross-border logistics services

    Abstract: Port Development and Competition in East and Southern Africa analyzes the 15 main ports in East and Southern Africa (ESA) to assess whether their proposed capacity enhancements are justified by current and projected demand; whether the current port management approaches sufficiently address not only the maritime capacity needs but also other impediments to port efficiency; and what the expected hierarchy of ports in the region will be in the future. The analysis confirms the need to increase maritime capacity, as the overall container demand in the ports in scope is predicted to begin exceeding total current capacity by between 2025 and 2030, while gaps in terms of dry and liquid bulk handling are expected even sooner. However, in the case of many of the ports, the issue of landside access-the ports' intermodal connectivity, the ease of international border crossing, and the port-city interface-is more important than the need to improve maritime access and capacity. The analysis finds that there is a need to improve the operating efficiency in all of the ESA ports, as they are currently less than half as productive as the most efficient ports in the matched data set of similar ports across the world, in terms of efficiency in container-handling operations. Similarly, there is a need to improve and formalize stakeholder engagement in many of the ports, to introduce modern management systems, and to strengthen the institutional framework to ensure the most efficient use of the infrastructure and to be able to attract private capital and specialist terminal operators. Finally, given the ports' geographic location and proximity to main shipping routes, available draft, and the ongoing port-and-hinterland development, the book concludes that Durban and Djibouti are the most likely to emerge as the regional hubs in ESA's future hub-and-spoke system

    Abstract: The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors-including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas-play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options.The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available-and the most effective ways in which the toolkit can be adapted-to maximize the well-being of refugees, host countries, and the people in Syria

    Abstract: This paper explores how men and women experience their time waiting for a response to applications for international protection, in asylum seekers' reception centers in Italy and Greece. The experience of waiting in camps can be characterized as one of extended uncertainty, during which women and men live lives in a new environment, with limited physical and social interactions with local communities. Qualitative data collected in early 2017 reveals that these prolonged waits generate various vulnerabilities, some compounding those already caused by trying journeys, which include gender-specific vulnerabilities. In addition, the paper provides an overview of the aspirations men and women asylum seekers hold as they look at the future. These aspirations are informed by pre-existing gender and social norms, but their development appears to be influenced also by the time in waiting. Specifically, aspirations seem constrained for all by the high levels of uncertainty and duration of the legal process, as well as by limited information, and barriers to interactions with local communities. Thus, men and women miss out on opportunities to qualify or broaden their aspirations, as they wait. Taking into account the different challenges and opportunities men and women asylum seekers face may be helpful in devising more targeted and thus effective policies with regards to asylum seekers during this period in waiting

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals
