    Abstract: A central element of the programme of work of the OECD’s Working Party on Private Pensions has been the development of principles of regulation and supervision and guidelines related to the maintenance and oversight of private pension plans and funds. This work has been done in conjunction with the International Network of Pension Regulators and Supervisors (INPRS). The guidelines set forth below specifically address the rights of pension plan members and beneficiaries, an especially vital aspect of any pension programme. The Working Party previously developed and issued in 2000 broad principles applicable to private occupational pensions, titled “Fifteen Principles for the Regulation of Private Occupational Pensions Schemes”1, which were also approved by the INPRS.     Abstract: Trade globalisation is beginning to affect universities worldwide. In response to this outside pressure, institutions have become more geared to gaining international repute through research than to maintaining their reputation at home for the quality of their teaching. As a result of this focus on research, French universities, for example, are losing ground to other kinds of higher education institutions. One of the main reasons is that research encourages specialisation, whereas the market increasingly requires multi-disciplinary and cross-cutting skills. In order to explore how society’s contradictory demands can be met, two opposing models will be presented, one that seeks to preserve the universalist role of universities and another that would prompt higher education institutions to become increasingly specialised in pursuit of research excellence. Between these two extremes, there is perhaps a middle way that is difficult to follow, but that is exceptionally enriching for the university community, provided that university management is rethought. The primary mistake that can be made in any process of change is to seek to merge the role of individuals with that of institutions. Although universities can continue to pull together all the various threads that contribute to economic development, individuals cannot be expected to have the same multi-faceted profile. This means that the quality of tomorrow’s universities will depend on the quality of interpersonal relationships and how they are managed....

    Abstract: Yasir Suleiman's 2004 book considers national identity in relation to language, the way in which language can be manipulated to signal political, cultural or even historical difference. As a language with a long-recorded heritage and one spoken by the majority of those in the Middle East in a variety of dialects, Arabic is a particularly appropriate vehicle for such an investigation. It is also a penetrating device for exploring the conflicts of the Middle East, the diversity of its peoples and the diversity of their viewpoints.     Abstract: This book argues that a unique late marriage pattern, discovered in the 1960s but originating in the Middle Ages, explains the continuing puzzle of why western Europe was the site of changes that, from about 1500, gave rise to the modern world. Contrary to views that credit upheavals from the late eighteenth century were reponsible for ushering in the contemporary global era, it contends that the roots of modern developments themselves are located in an event more than a millennium earlier, when the peasants in northwestern Europe began to marry their daughters almost as late as their sons. The appearance of this late marriage system, with its unstable nuclear household form, will also be shown to have exposed for the first time the common ingredients whose presence has perpetuated beliefs in the importance of gender difference and of a sexual hierarchy favoring males

    Abstract: This examines the emergence of feminist movements from the Civil Rights/Black Liberation movement, the Chicano movement, and the white left in the 1960s and 1970s. The author argues that the 'second wave' was comprised of feminisms: organizationally distinct movements that influenced each other in complex ways. The making of second wave feminisms resulted from decisions that feminists made about their political choices given constraints that affected their activism. These constraints were placed on them by structural inequalities that militated against unity among feminists from different racial/ethnic communities; by loyalties that feminists, particularly feminists of color, felt to other members of their movement communities; and by the necessity of making political decisions within a competitive and complex extra-institutional oppositional milieu

    Abstract: Two distinctive approaches to the study of human demography exist within anthropology today: anthropological demography and human evolutionary ecology. The first stresses the role of culture in determining population parameters, while the second posits that demographic rates reflect adaptive behaviors that are the products of natural selection. Both sub-disciplines have achieved notable successes, but each has ignored and been actively disdainful of the other. This text attempts a rapprochement of anthropological demography and human evolutionary ecology through recognition of common research topics and the construction of a broad theoretical framework incorporating both cultural and biological motivation. Both these approaches are utilized to search for demographic strategies in varied cultural and temporal contexts ranging from African pastoralists through North American post-industrial societies. As such this book is relevant to cultural and biological anthropologists, demographers, sociologists, and historians

    Abstract: This book presents a systematic study of social stratification processes in urban China, from 1949 to 1994. Based on the life histories of a sample of urban residents from 20 Chinese cities, this book addresses two themes: (1) the interplay between redistribution and social stratification under state socialism in urban China, especially the impact of the state and state policies on individual life chances, in such areas as education, labor force participation, promotion in organizations, and the distribution of manifest and latent economic benefits; (2) an assessment of sources and extent of China's economic transformation since the 1980s.     Abstract: Two distinctive approaches to the study of human demography exist within anthropology today: anthropological demography and human evolutionary ecology. The first stresses the role of culture in determining population parameters, while the second posits that demographic rates reflect adaptive behaviors that are the products of natural selection. Both sub-disciplines have achieved notable successes, but each has ignored and been actively disdainful of the other. This text attempts a rapprochement of anthropological demography and human evolutionary ecology through recognition of common research topics and the construction of a broad theoretical framework incorporating both cultural and biological motivation. Both these approaches are utilized to search for demographic strategies in varied cultural and temporal contexts ranging from African pastoralists through North American post-industrial societies. As such this book is relevant to cultural and biological anthropologists, demographers, sociologists, and historians

    Abstract: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries

    Abstract: This book shows that Holocene human ecosystems are complex adaptive systems in which humans interacted with their environment in a nested series of spatial and temporal scales. Using panarchy theory, it integrates paleoecological and archaeological research from the Eastern Woodlands of North America providing a paradigm to help resolve long-standing disagreements between ecologists and archaeologists about the importance of prehistoric Native Americans as agents for ecological change. The authors present the concept of a panarchy of complex adaptive cycles as applied to the development of increasingly complex human ecosystems through time. They explore examples of ecological interactions at the level of gene, population, community, landscape and regional hierarchical scales, emphasizing the ecological pattern and process involving the development of human ecosystems. Finally, they offer a perspective on the implications of the legacy of Native Americans as agents of change for conservation and ecological restoration efforts today

    Abstract: The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries. Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities. The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed.     Abstract: Particle accelerators are used today for an increasing range of scientific and technological applications. They are very powerful tools for investigating the origin and structure of matter, and for improving understanding of the interaction of radiation with materials, including the transmutation of nuclides and the beneficial or harmful effects of radiation. Particle accelerators are used to identify properties of molecules that can be used in pharmacy, for medical diagnosis and therapy, and for biophysics studies. Particle accelerators must be operated in safe ways that protect the operators, the population and the environment. New technological and research applications give rise to new issues in radiation shielding. These workshop proceedings review the state of the art in radiation shielding of accelerator facilities and irradiated targets. They also evaluate advancements and discuss the additional developments required to meet radiation protection needs.

    Abstract: When preparing the safety case for a deep geological repository of radioactive waste, the integration of wide-ranging information from multidisciplinary sources is a complex task. This has provided the motivation for establishing AMIGO, an OECD/NEA international project on “Approaches and Methods for Integrating Geological Information in the Safety Case”. AMIGO is structured as a series of biannual topical workshops involving site characterisation and safety assessment practitioners with experience in both sedimentary and crystalline rock settings. The first AMIGO workshop was organised in Yverdon-les-Bains, Switzerland on 3-5 June 2003. The main objective of the workshop was to exchange views on building confidence in analyses and arguments that support the safety case using multiple lines of evidence and integrating the work of geoscientists and safety assessors. These proceedings present the outcomes of this workshop.

    Abstract: This Test Guideline describes the HPLC method, which permits to determine the partition coefficient (n-octanol/water) (Pow).Reverse phase HPLC is performed on analytical columns packed with a solid phase containing long hydrocarbon chains chemically bound onto silica. The chemicals are retained in the column in proportion to their hydrocarbon-water partition coefficient, with hydrophilic chemicals eluted first and lipophilic chemicals last. The HPLC method covers log Pow in the range of 0 to 6, but it can be expanded to cover the log Pow range between 6 and 10 in exceptional cases. The HPLC operation mode is isocratic. The test substance is injected in the smallest detectable quantities in the column. The retention time is determined in duplicate. The partition coefficient of the test substance is obtained by interpolation of the calculated capacity factor on the calibration graph. For very low and very high partition coefficients extrapolation is necessary.

    Abstract: This Test Guideline describes a laboratory test method to assess abiotic hydrolytic transformations of chemicals in aquatic systems at pH values normally found in the environment (pH 4 – 9). This Guideline is designed as a tiered approach; each tier is triggered by the results of the previous tier.Sterile aqueous buffer solutions of different pH values (pH 4, 7 and 9) are treated with the non-labelled or labelled test substance (only one concentration, which should not exceed 0.01 M or half of the saturation concentration). They are incubated in the dark under controlled laboratory conditions (at constant temperatures). After appropriate time intervals, buffer solutions are analysed for the test substance and for hydrolysis products. The preliminary test should be carried out for 5 days at 50 ± 0.5°C and pH 4.0, 7.0 and 9.0. The second tier consists of the hydrolysis of unstable substances, and the third tier is the identification of hydrolysis products. The higher Tier tests should be conducted until 90 % hydrolysis of the test substance is observed or for 30 days whichever comes first.

    Abstract: Les pouvoirs publics des pays développés ont recours depuis longtemps à des mesures visant de manière directe ou indirecte (par la biais de la fiscalité) à encourager l’ensemble de la population à se constituer un capital grâce à l’épargne, l’accession à la propriété immobilière, les fonds de pension, l’investissement dans la formation (capital humain) ou l’entreprise. Bien souvent, ces mesures ne bénéficient pas aux pauvres. En effet, l’action publique ne stimule pas l’épargne pour ces catégories, elle a même plutôt un effet dissuasif. Pourtant, ce livre montre que les pauvres ont envie d’épargner et qu'ils parviennent à mettre de côté des sommes modestes, parfois au prix de sacrifices beaucoup plus importants que ne l’imaginent les décideurs et les catégories favorisées. Élargir les politiques de constitution du patrimoine aux pauvres peut être un élément décisif dans la lutte contre la pauvreté et l’aliénation sociale et économique. En terme de bien-être social, ces politiques ont des effets que la garantie de ressources ne saurait à elle seule générer. Cette publication fournit le contexte indispensable à un débat fructueux sur les mérites et les inconvénients de la constitution de patrimoine chez les pauvres. Elle définit les notions fondamentales sur lesquelles reposent les dispositifs de constitution de patrimoine, ainsi que les avantages qu’y voient ses tenants du point de vue de la politique sociale. Los Estudios Económicos se preparan con base en los reportes que realiza el Secretariado de la OCDE para el examen que periódicamente lleva a cabo el Comité de Seguimiento al Desarrollo Económico para cada país. El Estudio Económico de México 2003 presenta una interesante radiografía de la economía mexicana, acompañada de una serie de propuestas de gran relevancia tanto para los estudiosos del tema, como para los diseñadores de políticas en México. En general, la OCDE afirma que la economía mexicana se encuentra "bien posicionada para retomar el rumbo de crecimiento sólido y sostenible, aunque el momento y la fortaleza de la recuperación dependerán en gran medida de factores externos fuera del control de los diseñadores de políticas" y sugiere que "aun si las condiciones macroeconómicas se muestran desfavorables, las autoridades necesitan continuar esforzándose por lograr los objetivos anunciados en términos de inflación y presupuesto, si se desea conservar la confianza". Este estudio contiene además un capítulo sobre las fuentes del crecimiento de la economía mexicana, un capítulo enfocado a las reformas estructurales y una sección en donde se abordan los efectos económicos de la migración en México.

    Abstract: The method described in this Test Guideline is based on soil column chromatography in disturbed soil. Two types of experiments are performed to determine (i) the leaching potential of the test substance, and (ii) the leaching potential of transformation products in soils under controlled laboratory conditions. At least duplicate leaching columns are packed with untreated, air-dried and sieved soil (〈 2 mm) up to a height of approximately 30 cm. Afterwards they are saturated and equilibrated with an “artificial rain” solution and allowed to drain. Then the surface of each soil column is treated with the test substance (non-volatile in water and soil) and/or with aged residues of the test substance. Artificial rain is applied to the soil columns and the leachate is collected. After the leaching process the soil is removed from the columns and is sectioned into an appropriate number of segments depending on the information required from the study. A reference substance (atrazine or monuron) should be used in the leaching experiments. For each soil segment and leachate fraction, the amounts of test substance, transformation products, non-extractables and, if included, of the reference substance should be given in % of applied initial dose.

Le mode d'opération de la HPLC est isocratique. La substance d'essai est injectée dans les plus petites quantités discernables dans la colonne. Le temps de rétention est déterminé deux fois. Le coefficient de partage de la substance d'essai est obtenu par l'interpolation du facteur de capacité calculé sur le graphique de calibrage. Pour les coefficients de partage très bas ou très élevés, l’extrapolation est nécessaire.

    Abstract: This Test Guideline is designed to assess the effects of prolonged exposure of chemicals to the sediment-dwelling larvae of the freshwater dipteran Chironomus sp. First instar chironomid larvae are exposed to at least five concentrations of the test chemical in sediment-water systems. The test starts by placing first instar larvae into the test beakers containing the sediment-water system and subsequently spiking the test substance into the water. Chironomid emergence and development rate is measured at the end of the test. The maximum exposure duration is 28 days for C. riparius, C. yoshimatsui, and 65 days for C. tentans. Larval survival and weight may also be measured after 10 days if required (using additional replicates as appropriate). The study report should include the development time and the total number of fully emerged midges (sex and number are recorded daily), the observation of any abnormal behaviour, the number of visible pupae that have failed to emerge and any egg masses deposition. The data are analysed either by using a regression model in order to estimate the concentration that would cause x % reduction in emergence, larvae survival or growth, or by using statistical hypothesis testing to determine a NOEC/LOEC.

Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten. Le taux de reproduction des vers exposés à la substance d'essai est comparé à celui des témoins afin de déterminer la concentration sans effet observé (CSEO) et/ou la CEx, en utilisant un modèle de régression pour estimer la concentration qui entraînerait une réduction de x% du taux de reproduction. Les concentrations expérimentales doivent couvrir la CEx de façon à ce que la CEx soit interpolée plutôt qu’extrapolée.

Effektive Informations- und Beratungssysteme sind wesentliche Grundlagen für die Umsetzung dieser Maßnahmen, und alle Bürger müssen sich die notwendigen Kompetenzen aneignen, um ihre eigene berufliche Laufbahn steuern zu können. Zwischen diesen Politikzielen und den Kapazitäten der nationalen Bildungs- und Berufsberatungssysteme besteht aber noch eine große Kluft. So ist der Zugang zu Bildungs- und Berufsberatungsdiensten, vor allem für Erwachsene, begrenzt. Statt ihren Kunden die Fähigkeit zu vermitteln, ihre berufliche Entwicklung selbst in die Hand zu nehmen, konzentrieren sich die Beratungsstellen zu oft auf gerade anstehende Fragen und Entscheidungen. Ferner sind die Ausbildungs- und Qualifikationssysteme für die Anbieter der Beratungsdienste häufig unzureichend und unangemessen. Die Koordinierung zwischen den wichtigsten Ministerien und den übrigen Beteiligten lässt viel zu wünschen übrig. Die politischen Entscheidungsträger verfügen nicht über hinreichende Daten- und Erfahrungsgrundlagen, um die Bildungs- und Berufsberatungsdienste sachgerecht steuern zu können, wobei es an Daten sowohl zu Kosten und Nutzen als auch zu Kundenmerkmalen und Ergebnissen mangelt. Und was das konkrete Angebot an Beratungsdiensten betrifft, so wird zu wenig Gebrauch gemacht von Informations- und Kommunikationstechnologien (IKT) und anderen kosteneffektiven Mitteln, um flexibler auf die Kundenbedürfnisse eingehen zu können. Ausgehend von einer in 14 OECD-Ländern durchgeführten Prüfung wird in dieser Veröffentlichung untersucht, wie die Kluft zwischen Bildungs- und Berufsberatungsdiensten einerseits und öffentlicher Politik andererseits verringert werden könnte. Es wird dafür plädiert, die Koordinierung auf nationaler Ebene zu verbessern und sich verstärkt um Forschung und Datenerfassung zu bemühen, um die politischen Entscheidungsträger mit hinreichenden Informationen versorgen zu können. In dem Bericht werden ferner bessere, fachspezifischere Ausbildungsprogramme für die Praktiker der Bildungs- und Berufsberatung sowie die Einrichtung stärker spezialisierter Einrichtungen für Bildungs- und Berufsberatungsdienste empfohlen.

    Abstract: This study, that investigates two specific types of quantitative restrictions, namely import prohibitions and quotas, is part of a broad reflection aimed at learning more about the nature and scope of non-tariff measures. The analysis reviews information on these measures contained in the WTO Trade Policy Reviews, WTO notifications and in various other trade reports. The objective of the report is to contribute to discussions, particularly on market access for non-agricultural goods, at the WTO, or elsewhere. The research revealed that the use of quotas and prohibitions for economic reasons has declined, but most countries use prohibitions as part of their regulatory frameworks for protecting human safety and health or the environment, and this tendency appears to be increasing. Traders would benefit from greater transparency of these measures. Also, there are import bans hampering the international trade in used goods, whose circumstances and appropriateness in terms of regulatory efficiency merit scrutiny.

    Abstract: The International Energy Agency's 2003 comprehensive review of the energy policies and programmes of Finland. This edition finds that the most important development in the Finnish energy sector in recent years has been the construction of a new nuclear power plant. Scheduled to come on line in 2009 with a capacity between 1.0 and 1.6 GWe, the plant is expected to provide needed generating capacity with zero greenhouse gas emissions. The report suggests that the Finnish government should monitor the plant’s progress and stand ready to act should delay or other obstacles arise. Finland uses international trade and other tools to lower energy costs and increase energy security. Greater international co-operation through Nordpool, in international transmission lines and plans for backup power, and efforts to diversify natural gas supply options would reinforce this policy. While Finland’s light-handed approach to regulation has worked well, the report recommends areas of more proactive regulation, especially in the fields of electricity networks and district heating systems. Finland has agreed to keep GHG emissions at 1990 levels during the first Kyoto commitment period, yet projections show a 15% increase in emissions under business-as-usual conditions. Actively integrating international measures such as emissions trading into domestic programmes and more market-based approaches to renewable energy will ease the path towards Kyoto compliance.

    Abstract: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Abstract: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies. Furthermore, it examines how performance varies between the genders and between socio-economic groups; and it provides insights into some of the factors that influence the development of knowledge and skills at home and at school, how these factors interact and what the implications are for policy development. Most importantly, the report sheds light on countries that succeed in achieving high performance standards while, at the same time, providing an equitable distribution of learning opportunities. The report presents a wealth of indicators showing how countries compare in various measures of educational performance and factors that affect that performance.

    Abstract: Regulatory Reform in Japan was among the first in a series of in-depth country reviews on regulatory reform. Since 1999, when the review was published, the Japanese government has introduced a number of measures to enhance regulatory quality and to promote regulatory reform, competition policy and market openness. This publication assesses the progress made, identifies some of the lessons that can be learned about the implementation process and indicates what more can be done in light of current challenges. The monitoring exercise covers the core issues of capacity for regulatory quality, competition and market openness. This study updates information about competition policy in Japan, and such trade-related matters as internationally harmonised measures and conformity assessment processes. It calls attention to the linkages between regulatory policies and tools, and the application of competition and market-openness principles. Innovative efforts, such as the Special Zones initiative, also receive attention. The overall concern is how further progress on regulatory reform can enhance Japan’s growth potential. The report brings out many of the lessons of implementation, which take account of the specificities of the Japanese context, but can be of wider value in other countries as well. What began in the 1990s as an effort to remove regulatory barriers is gaining momentum. Regulatory reform is a dynamic process aimed at improving regulatory tools and institutions, reassessing existing regulations in light of current economic and social developments, and assessing the impact of new regulations while they are in preparation. These tasks call for a whole-of-government approach, which is one of the main challenges for Japan’s next three-year Programme for Regulatory Reform.

Les règles de l'Arrangement portent notamment sur le soutien financier public, le délai maximum de remboursement, la prime minimum de risque et l'aide relative aux échanges pour les projets, les biens et les services bénéficiant de crédits à l'exportation d'une durée minimum de deux ans. Le texte de l'accord complémentaire qui prévoit des conditions souples pour les opérations de financement de projets figure également dans cet ouvrage. En outre, cette publication présente pour la première fois des informations sur les études importantes entreprises par le Groupe de travail de l'OCDE sur les crédits et garanties de crédit à l'exportation. Ces études concernent notamment les liens entre les crédits à l'exportation bénéficiant d'un soutien public et les préoccupations plus larges des gouvernements et de la société civile des pays membres, qu’il s’agisse de problèmes environnementaux, d’efforts pour combattre la corruption ou de la viabilité de la dette des pays pauvres très endettés. The rodent uterotrophic bioassay is being validated as part of the OECD Test Guidelines Programme. The rodent uterotrophic bioassay is based on the principle that the uterus is under the control of oestrogens to stimulate and maintain growth. If endogenous sources of this hormone are not available, the animal will require an exogenous source to initiate and/or restore uterine growth.
