    Abstract: The strength of product market competition plays an important role in ensuring dynamic economic growth. This paper examines product market competition and its link with economic performance in Switzerland whose growth has been weaker than in most OECD countries since 1980. It shows that substantial progress in reforming product markets can be made in many areas, which would contribute to reduce the excessive price differential vis-à-vis other countries and stimulate growth.     Abstract: Immigration pressures are increasing in most OECD countries. This article investigates the consequences of immigration for natives’ labour market outcomes, as well as issues linked to immigrants’ integration in the host country labour market. Changes in the share of immigrants in the labour force may have a distributive impact on natives’ wages, and a temporary impact on unemployment. However, labour market integration of immigrants (as well as integration of second-generation immigrants both in terms of educational attainments and of labour market outcomes) remains the main challenge facing host economies. In both cases, product and labour market policies have a significant role to play in easing the economy’s adjustment to immigration.

    Abstract: This document examines Finland’s policy on natural and environmental resource management. In many fields, progress has been made and pollution curbed. However, there is still room for improvement with regard to cost-effectiveness. Economic evaluation of the measures planned in various fields should accordingly be more systematic. Until now, pollution abatement has been achieved largely through regulation; given the likelihood that very few least-cost options remain, it will be even more important to make wider use of economic instruments to minimise the cost of future measures. In order to ensure that Finnish enterprises remain competitive, energy and fuel taxes are heavier on households than on businesses (in particular the more energy-intensive ones, such as the wood and paper-pulp industries and the electricity sector).     Abstract: Based on 18 country reviews performed over the 2003-2005 period, this paper examines, the cross-country differences in policy approaches to product market competition and their consequences for product market rents. Against this background, the paper summarises OECD recommendations to further strengthen competition in various sectors and areas. These include: removing remaining barriers to trade and inward foreign direct investments; better securing deterrence of cartels through effective sanctions; facilitate market access to inherently competitive industries by easing zoning laws (the retail sector), abolishing reserved monopolies (sales of tobacco and alcohol), limiting the scope of trade associations’ self-regulation and easing residency or nationality requirements (professional services); meet competition challenges in network industries by facilitating the effective separation of monopoly components from competitive activities, reducing public ownership, clearly separating the government’s ownership and regulatory functions and creating the right incentives for investing in infrastructures.

    Abstract: This paper assesses the consequences of immigration for natives' unemployment in OECD countries and investigates the role played by product and labour market policies in the economy's adjustment to immigration inflows. The estimations, combining a skill-level and an aggregate approach using data for males, cover eighteen OECD countries over the period 1984-2003. While no significant long-run impact is found, an increase in the share of immigrants in the labour force is estimated to raise temporarily natives' unemployment, over a period of approximately five to ten years. Anticompetitive product market regulations are found to increase both the magnitude and the persistence of this impact, while more stringent employment protection legislation magnifies its persistence, and a higher average replacement rate of unemployment benefits increases its magnitude.
