    Abstract: Maintaining and forging religious networks across borders have long been part of migrants' activities. However, due to the wide availability of communication technologies and the reduced costs of transportation, transnational social practices, including religious activities, have witnessed an enormous intensification in the last few decades around the world. Traveling Spirits seeks to understand these processes by investigating how religion goes global. How do religious agents create and maintain transborder connections? In what way are religious practices being transformed, reinforced or newly invented when transported to different places around the world? How are power relations negotiated within transnational religious networks? How are processes of coming and going linked to religious practices and discourses? The book's contributors provide rich ethnographic case studies on mobile evangelists, moving spirit mediums, and traveling believers. They analyze the relationship between global, regional, national, local and individual religious processes by centering on economic activities, media representations, or politics of emplacement. Grounded firmly in cross-cultural comparison, this book contributes significantly to the literature on globalization, migration and transnational religion.

    Abstract: The body is an emissary. We know little of our own feelings or the feelings of others, but that ignorance is mediated through our organ of touch, the skin. The term 'consensuality' stands for the co-presence of perceptions on the skin, which is the backcloth to sensation and thought. If the intelligence of the body is the basis of both sense and consent, consensuality also has to do with human relations based on the sense of touch, particularly the mother-child couple and the relation of desire, love and loss. This book touches on a range of cultural figures including Gide, Princess Diana, Kafka, Gautier and Rilke, and such films as Gattaca, The Talented Mr Ripley, Being John Malkovich, The Piano and The Truman Show , together with theories of the caress, phantom limbs and replacement children. Connecting all these is the work of psychoanalyst Didier Anzieu, who wrote on group psychology, psychodrama, psychic envelopes, creativity and thought; he also published a study of May '68 written from the heart of Nanterre. He was analysed by Lacan, not knowing at the time that the latter had treated Anzieu's mother. His Le Moi-peau (The Skin-ego) shows how the psychic skin holds, protects and communicates but can also constrict or tear. If love enwraps and loss flays, how do we mourn?.

    Abstract: Language is a tool used to express thoughts, to hide thoughts or to hide lack of thoughts. It is often a means of domination. The question is who has the power to define the world around us. This book demonstrates how language is being manipulated to form the minds of listeners or readers. Innocent words may be used to conceal a reality which people would have reacted to had the phenomena been described in a straightforward manner. The nice and innocent concept "cost sharing", which leads our thoughts to communal sharing and solidarity, may actually imply privatization. The false belief that the best way to learn a foreign language is to have it as a language of instruction actually becomes a strategy for stupidification of African pupils. In this book 33 independent experts from 16 countries in the North and the South show how language may be used to legitimize war-making, promote Northern interests in the field of development and retain colonial speech as languages of instruction, languages of the courts and in politics. The book has been edited by two Norwegians: Birgit Brock-Utne is a professor at the University of Oslo and a consultant in education and development. From 1987 until 1992 she was a professor at the University of Dar es Salaam. Gunnar Garbo, author and journalist and former member of the Norwegian Parliament, was the Norwegian Ambassador to Tanzania from 1987 to 1992.

    Abstract: In 2004, Dutch filmmaker Theo van Gogh was brutally murdered on a busy Amsterdam street. His killer was Mohammed Bouyeri, a twenty-six-year-old Dutch Moroccan offended by van Gogh's controversial film about Muslim suppression of women. The Dutch government had funded separate schools, housing projects, broadcast media, and community organizations for Muslim immigrants, all under the umbrella of multiculturalism. But the reality of terrorism and radicalization of Muslim immigrants has shattered that dream. In this arresting book, Paul Sniderman and Louk Hagendoorn demonstrate that there are deep conflicts of values in the Netherlands. In the eyes of the Dutch, for example, Muslims oppress women, treating them as inferior to men. In the eyes of Muslim immigrants, Western Europeans deny women the respect they deserve. Western Europe has become a cultural conflict zone. Two ways of life are colliding. Sniderman and Hagendoorn show how identity politics contributed to this crisis. The very policies meant to persuade majority and minority that they are part of the same society strengthened their view that they belong to different societies. At the deepest level, the authors' findings suggest, the issue that government and citizens need to be concerned about is not a conflict of values but a clash of fundamental loyalties.

    Abstract: This Test Guideline describes an in vivo screening assay for fish reproduction where sexually mature male and spawning female fish are held together and exposed to a chemical during a limited part of their life-cycle (21 days). The short term reproduction assay was validated in the fathead minnow (Pimephales promelas) and this is the recommended species. The assay is run with three test chemical concentrations and the necessary controls, including a carrier control if necessary. For the fathead minnow, four replicate test vessels are used for each treatment level and control(s). During the conduct of the assay, the egg production is measured quantitatively daily in each test vessel. At termination of the 21-day exposure period, two biomarker endpoints are measured in males and females separately, as indicators of endocrine activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Gonads of both sexes are also preserved and histopathology may be evaluated to assess the reproductive fitness of the test animals and to add to the weight of evidence of other endpoints.

    Abstract: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Abstract: This method provides information on health hazard likely to arise from short-term exposure to a test article (gas, vapour or aerosol/particulate test article) by inhalation. The revised Test Guideline describes two studies: a traditional LC50 protocol and a Concentration x Time (C x t) protocol. It can be used to estimate a median lethal concentration (LC50), non-lethal threshold concentration (LC01) and slope, and to identify possible sex susceptibility. This Test Guideline enables a test article quantitative risk assessment and classification according to the Globally Harmonized System for the Classification and Labelling of Chemicals. In the traditional LC50 protocol, animals are exposed to one limit concentration or to three concentrations, at least, for a predetermined duration, generally of 4 hours. Usually 10 animals should be used for each concentration. In the C x T protocol, animals are exposed to one limit concentration or a series of concentrations over multiple time durations. Usually 2 animals per C x t interval are used. Animals (the preferred species is the rat) should be observed for at least 14 days. The study includes measurements (including weighing), daily and detailed observations, as well as gross necropsy.

L’importance de dispositifs d’incitation adéquats pour pousser les gestionnaires et responsables – et, plus essentiel encore, les dirigeants politiques – à opérer les changements nécessaires a été soulignée dans plusieurs pays partenaires couverts par l’Évaluation de la mise en œuvre de la Déclaration de Paris. À l’évidence, une transformation radicale des incitations appelle une ferme impulsion des sphères politiques, appuyée par des pressions des cercles informés dans les pays partenaires et donneurs. Cette publication contribue à répondre à cette nécessité en fournissant aux organismes donneurs des conseils sur les moyens d’améliorer l’efficacité de l’aide. Elle les aidera à répertorier les points forts, les points faibles et les lacunes de leurs dispositifs d’incitation pour ce qui est de la promotion de l’efficacité de l’aide.

    Abstract: This publication is the first report from the International Teaching and Learning Survey (TALIS). It provides quantitative, policy-relevant information on the teaching and learning environment in schools in 23 countries and has a focus on lower secondary education. School effectiveness research consistently shows that the quality of the learning environment is the most important policy-malleable factor for positive student learning and student outcomes. In recognition of this, TALIS explores key policies and practices that shape the learning environment. The important role that school leadership can play in creating effective schools is well documented. TALIS illustrates the roles and functions that school leaders adopt within schools – often facing quite different circumstances - and examines how these roles support teachers in their work. Retaining and developing effective teachers is a priority in all school systems and TALIS examines how teachers‟ work is recognised, appraised and rewarded and how well the professional development needs of teachers are being addressed. Perhaps the most innovative aspect of TALIS is the insights it provides on the teaching beliefs that teachers bring to the classroom and the pedagogical practices that they adopt. TALIS cannot measure which practices or beliefs are most effective but it does show how these associate with some of the conditions that are pre-requisites for effective schooling.

L’activité de l’enzyme luciférase est mesurée par un luminomètre. Une substance d’essai est considérée comme répondant positivement si la réponse maximale induite est égale ou excède 10 % de la réponse du témoin positif (1 Nm 17bêta-estradiol) dans au moins deux parmi deux, ou deux parmi trois expérimentations. La ou les substances d’essai sont stockées dans des conditions adaptées pendant la durée de l’étude et appliquées rapidement après leur préparation ou leur mélange. La substance d’essai n’est pas appliquée en cas de fort vent, de pluie, ou si des précipitations sont attendues peu après l’application. Pour chaque traitement, le taux d’application est exprimé en quantité de produit et/ou d’ingrédient actif par unité de surface. A la fin de chaque essai au champ de plantes cultivées, les échantillons (entreposés) sont analysés pour mesurer leur teneur en résidu (exprimée par example en mg/kg).

Elle a été mise à jour en 2017 afin de permettre de tester et caractériser les effets des nanomatériaux. Des groupes de rongeurs (10 mâles et 10 femelles) sont exposés 6 heures par jour pendant une période de 90 jours a) à la substance d’essai à trois niveaux de concentration ou plus, b) à de l’air filtré (témoin négatif), et/ou c) au véhicule (groupe témoin du véhicule). Les animaux sont exposés en général 5 jours par semaine, mais il est aussi permis de les exposer 7 jours par semaine. Des mâles et des femelles sont toujours utilisés, mais peuvent être exposés à des niveaux de concentration différents si l’un des sexes est connu pour être plus sensible à une substance d’essai donnée. Les résultats de l’étude incluent des mesures et des observations quotidiennes détaillées (hématologie et chimie clinique) ainsi qu’une autopsie générale, de l’ophtalmologie, le poids des organes et de l’histopathologie. Afin de mieux caractériser la toxicité de la substance d’essai, la Ligne directrice laisse la possibilité d’inclure des groupes satellites (étude de réversibilité), des sacrifices en cours d’essai, des lavages broncho-alvéolaires, la mesure de la charge pulmonaire pour les particules, des tests neurologiques et des évaluations histopathologiques ou de pathologie clinique supplémentaires.

Afin de vérifier l'activité de l'inoculum, l'utilisation des substances de contrôle (aniline, acétate de sodium ou benzoate de sodium) est souhaitable. Au cours de l'essai, la DBO est mesurée sans interruption. La biodégradabilité est calculée sur la base de la DBO et des analyses chimiques complémentaires, telles que la mesure de la concentration du carbone organique dissous, la concentration des produits résiduels, etc. La courbe de DBO est obtenue en continue et automatiquement pendant une période de 14 à 28 jours. Après cette même période, le pH, les produits chimiques résiduels et les produits intermédiaires des récipients d'essai sont analysés.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

    Abstract: Les éléments constitutifs du système fiscal belge influe sur le processus de croissance par des canaux différents et à des degrés divers. Les impôts sur la consommation sont parmi ceux qui faussent le moins la croissance et il est tout à fait possible, en Belgique, d’exploiter davantage cette source de recettes fiscales. La taxation différenciée des instruments d’épargne fausse les décisions d’investissement, entravant le redéploiement des capitaux vers leur emploi le plus productif. Cependant, les impôts qui occasionnent le plus de distorsions sont ceux qui frappent le revenu du travail, en raison de leur impact sur les décisions des travailleurs en matière d'emploi. Conscientes de cela, les autorités belges ont cherché à alléger la fiscalité du travail. Cette dernière demeure cependant lourde en comparaison des autres pays, en raison de nombreuses exonérations, qui réduisent les bases d’imposition et nécessitent donc, pour compenser, des taux d’impôt plus élevés. Afin d’améliorer les perspectives des différents groupes sur le marché du travail, on a eu recours largement à des subventions salariales et des réductions de cotisations de sécurité sociale, créant ainsi un système complexe, souvent mal ciblé et visant parfois des objectifs contradictoires. En fin de compte, l’interaction entre l’impôt sur le revenu des personnes physiques, les cotisations de sécurité sociale et le généreux système de prestations a créé une multitude de pièges du marché du travail qui brident l’emploi. Les nouvelles réformes fiscales sont limitées par les problèmes importants et grandissants de viabilité des finances publiques, ce qui signifie que, à moins de procéder à de fortes compressions de dépenses, ces réformes devront s’autofinancer. Pour ce faire, il faut déplacer la charge fiscale vers les sources qui créent le moins de distorsions et élargir les bases d’imposition afin de pouvoir appliquer des taux plus bas.     Abstract: En cinquante années, la conteneurisation est devenue l’épine dorsale de la mondialisation. Ce processus peut s’expliquer par une interaction vertueuse entre trois grands types de facteurs : des facteurs techniques, économiques et organisationnels. En effet, la conteneurisation n’est à l’origine qu’une simple innovation technique. Mais le conteneur, outil intermodal, ouvre la voie à de nouveaux schémas organisationnels de transport qui s’inscrivent dans la durée. Ces facteurs organisationnels mettent en cause les acteurs du transport qui ont dû redéfinir les frontières de leur métier respectif, afin de mettre en oeuvre des chaînes de transport porte à porte fiables et globales par leur étendue géographique. Ces possibilités ouvertes par la conteneurisation seraient restées lettre morte, si elles n’avaient pas correspondu à de profonds bouleversements des facteurs économiques depuis les années 1970. La très forte croissance du commerce international des produits manufacturés, systématiquement supérieures à celle de l’ensemble du commerce international, elle-même supérieure à celle du PIB, caractérise une accentuation de la division internationale du travail qui n’était possible que sous-tendue par un puissant système de transport.

A l’issue de la période d’exposition de 21 jours, le stade de développement, la longueur museau-cloaque et la longueur du membre antérieur sont mesurés chez tous les têtards restants. Un sous-ensemble de têtards provenant de chaque niveau de traitement, y compris du témoin, est fixé (in toto ou disséqué) pour l’évaluation histopathologique de la glande thyroide.

    Abstract: Le secteur financier a été le principal moteur de l'économie au cours des deux dernières décennies. Les avantages comparatifs du Luxembourg en matière d'activités financières résident essentiellement dans le caractère évolutif de son cadre législatif et réglementaire ainsi que dans le faible niveau de sa fiscalité. En conséquence, le Luxembourg est aujourd'hui un des principaux centres internationaux pour les fonds d'investissement. Au-delà des effets directs et indirects de ce secteur d'activité sur l'emploi, sa retombée la plus importante est l'ampleur des recettes fiscales qu'il permet aux pouvoirs publics d'engranger, puisqu'il représente directement plus de 20 % de l'ensemble des rentrées d'impôts. Cela dit, ces recettes fiscales sont très fluctuantes, dans la mesure où ce secteur est extrêmement sensible à l'évolution des marchés de capitaux internationaux. De fait, les contractions intervenues par le passé sur ces marchés ont eu tendance à entraîner un net ralentissement de la croissance de l'économie luxembourgeoise ainsi que des revenus du secteur financier, ce qui laisse à penser que les risques associés aux turbulences financières internationales actuelles sont très substantiels. Au-delà de ces considérations à court terme, le taux de croissance tendanciel du secteur va probablement diminuer à moyen terme. Les principales activités du secteur sont les prestations d'administration financière correspondant aux services de suivi de marché et de postmarché, que les nouvelles technologies de l'information permettront de délocaliser de plus en plus. Par ailleurs, le secteur a des difficultés à attirer des spécialistes hautement qualifiés pour prendre pied dans le domaine plus rémunérateur des activités de service de clientèle. À plus long terme, la concurrence internationale continuera à exercer des pressions qui pourraient finir par remettre en cause la position du Luxembourg. L'ampleur du déclin de la croissance tendancielle du secteur financier dépendra de la capacité du Luxembourg à préserver et renforcer l'attrait qu'il exerce sur les investisseurs et les travailleurs. Pour ce faire, les autorités devront parvenir à adapter leurs politiques dans les domaines de la fiscalité, des infrastructures et du logement pour attirer des étrangers très compétents, tout en révisant la réglementation du secteur financier et en renforçant sa transparence.

La méthode consiste en plusieurs étapes, chaque étape utilisant 3 animaux de chaque sexe (l’espèce préférée est le rat). Les animaux sont exposés dans des chambres d’inhalation à une concentration prédéfinie pendant 4 heures. L’absence ou la présence de mortalités d’animaux liées à l’article d’essai à une étape détermine l’étape suivante. Les animaux présentant des signes de souffrance ou de détresse sévère sont euthanasiés. La dose de départ est sélectionnée parmi l’une des 4 concentrations correspondant aux catégories 1 à 4 du SGH pour les gaz, les vapeurs ou les aérosols. Les animaux sont observés quotidiennement en vue d’éventuels signes de toxicité pendant au moins 14 jours. Les animaux sont pesés au moins une fois par semaine. Tous les animaux font l’objet d’une autopsie générale.

    Abstract: This article analyses the innovation agenda of the European Union (EU), places it in the context of globalisation and explores its foundation in the theoretical innovation systems perspective. It analyses a number of the central policy domains of this agenda: higher education, doctoral education, research and knowledge transfer. In the second part of the article, some major challenges of the EU innovation agenda for European higher education and research are discussed. These challenges concern: future shortages of higher education graduates, the issue of access and equity, limited world-class research excellence, the need to further increase knowledge transfer efforts, the lack of private funding in higher education and research, and the processes of academic stratification and regional differentiation. Programme-cadre de l’UE en matière d’innovation : les défis de l’enseignement supérieur et de la recherche en Europe Cet article propose une analyse du programme-cadre de l’UE (Union européenne) pour l’innovation, qu’il place dans le contexte de la mondialisation et dont il explore les fondements à la lumière des systèmes d’innovation théoriques. Il examine différents domaines politiques fondamentaux constituant ce programme-cadre : l’enseignement supérieur, les thèses de doctorat, la recherche et le transfert des connaissances. Dans une seconde partie, l’article propose une réflexion sur plusieurs défis importants qui attendent ce programme-cadre sur l’innovation pour l’enseignement supérieur et la recherche en Europe : la pénurie future de diplômés de l’enseignement supérieur, la question de l’accès et de l’équité, le niveau d’excellence limité de la recherche à l’échelle mondiale, la nécessité d’accroître les efforts liés au transfert des naissances, le manque de financement privé dans l’enseignement supérieur et la recherche, et les processus de stratification académique et de différentiation régionale.
