    Abstract: A key challenge in the development of safety cases for the deep geological disposal of radioactive waste is handling the long time frame over which the radioactive waste remains hazardous. The intrinsic hazard of the waste decreases with time, but some hazard remains for extremely long periods. This report reviews the current status and ongoing discussions of this issue, addressing such issues as ethical principles, the evolution of the hazard over time, uncertainties in the evolution of the disposal system (and how these uncertainties themselves evolve), the stability and predictability of the geological environment, repository planning and implementation including regulatory requirements, siting decisions, repository design, the development and presentation of safety cases and the planning of pre- and post-closure institutional controls such as monitoring requirements.

This book reviews the use of pharmacogenetics across all stages of the health innovation cycle from research through to uptake by doctors and patients.     Abstract: Geological settings selected as potential host formations for the deep geological disposal of radioactive waste are chosen for, among other assets, their long-term stability and buffering capacity against destabilising events and processes. These proceedings present the outcomes of a geosphere stability workshop, held in November 2007, that focused on crystalline and other types of hard, fractured rocks. The workshop underscored the fact that many such rocks are intrinsically stable environments that evolve extremely slowly and provide good buffering against external events and processes. The proceedings show a good understanding of the processes and events that can affect crystalline rocks and, although there is less confidence in predicting exactly when and where such events will occur and the volume of rock that will be affected, the extent of the impacts on a geological repository can be confidently addressed using bounding approaches supported by geological information from similar sites around the world.

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: Piedmont is one of the top ten manufacturing regions in Europe and enjoys the highest levels of business investment in R&D in Italy. Birthplace of the most famous Italian automotive company - Fiat – and home to many heavy engineering and manufacturing firms, the region has long been a central part of the national industrial core. Yet since the early 1970s, the fragility of Piedmont's production system has slowly became evident. This report reviews how Piedmont’s new regional strategy supports innovation and how its efforts can be improved.

Des scénarios fictifs à l’horizon 2030 sont pris en compte pour encourager les lecteurs à réfléchir sur l’interaction entre les choix de politique économique et les avancées technologiques dans la mise en place de la bioéconomie. Enfin, l’ouvrage étudie les différentes options de politique économique permettant de tirer parti des avantages sociaux, environnementaux et économiques de la bioéconomie.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: Many countries have recognised that greater use of nuclear power could play a valuable role in reducing carbon dioxide emissions. However, given the high capital cost and complexity of nuclear power plants, financing their construction often remains a challenge. This is especially true where such financing is left to the private sector in the context of competitive electricity markets. This study examines the financial risks involved in investing in a new nuclear power plant, how these can be mitigated, and how projects can be structured so that residual risks are taken by those best able to manage them. Given that expansion of nuclear power programmes will require strong and sustained government support, the study highlights the role of governments in facilitating and encouraging investment in new nuclear generating capacity.

    Abstract: Nuclear power plant modifications may be needed for a number of different reasons. These include physical ageing of plant systems, structures and components; obsolescence in hardware and software; feedback from operating experience; and opportunities for improved plant safety, reliability or capability. However, experience has also shown that weaknesses in the design and/or implementation of modifications can present significant challenges to plant safety. They can also have a considerable impact on the commercial performance of the plant. It is therefore important that the plant modification process reflect a recognition of the potential impact of human errors and that it incorporate suitable measures to minimise the potential for such errors. In this context, the NEA Committee on the Safety of Nuclear Installations (CSNI) and its Working Group on Human and Organisational Factors organised an international workshop in 2003 to discuss the role of human and organisational performance in the nuclear plant modification process. This technical opinion paper represents the consensus of specialists in human and organisational factors (HOF) in the NEA member countries on commendable practices and approaches to dealing with nuclear plant modifications. It considers factors that should be taken into account when developing a modification process and identifies some lessons learnt from application of the process. The paper should be of particular interest of nuclear safety regulators and nuclear power plant operators.

    Abstract: It is a dynamic time for the nuclear power sector. Existing reactor control rooms are undergoing various forms of modernisation. New reactors are being built in many countries and advanced reactors are being designed through international co-operation to support power generation for decades to come. The new technologies and concepts that are being considered in this context could impact upon the roles of the plant operators and thus plant safety. It is therefore important that the potential implications – both positive and negative – are evaluated and understood. Through this technical opinion paper, the NEA Committee on the Safety of Nuclear Installations (CSNI) has sought to identify a set of research topics that should be explored in order to enhance knowledge of the human and organisational factors concerned. Research to address the topics described in this paper will provide the technical basis to help ensure that the benefits of new technology are realised and that the potential negative effects are minimised. This paper should be of particular interest to research organisations and other stakeholders (including regulatory agencies, international organisations and industry organisations) that could support this research and benefit from its results.

These errors may not always be revealed by post-maintenance tests and may remain undetected for extended periods until the affected system is called upon to function. It is therefore important that the plant maintenance process take into account the potential impact of human and organisational errors, and that it incorporate suitable measures to minimise the potential for such errors. The NEA Committee on the Safety of Nuclear Installations (CSNI) and its Working Group on Human and Organisational Factors organised an international workshop to discuss the role of human and organisational performance on maintenance. This technical opinion paper represents the consensus of specialists on human and organisational factors in NEA member countries on commendable practices and approaches to dealing with nuclear power plant maintenance. It sets out a framework for including a systematic consideration of human and organisational factors in the plant maintenance process. The paper should be of particular interest to nuclear safety regulators and nuclear power plant operators.

Il s’agit d’une mesure de sécurité nationale pour les États souhaitant écarter leur territoire et leur population de toute course à l’armement nucléaire, de ses implications et de ses conséquences sur le développement, la santé et les relations internationales. Lorsque le Traité sur la zone exempte d’armes nucléaires en Afrique (Traité de Pelindaba) entrera en vigueur (probablement cette année), plus de la moitié de la surface de la terre et 119 pays seront protégés par de telles zones.

    Abstract: L’Accord de coopération sur les utilisations pacifiques de l’énergie nucléaire entre le Gouvernement des États-Unis d’Amérique et le Gouvernement Indien1 (ci-après désigné comme « l’Accord de coopération nucléaire entre les États-Unis et l’Inde » ou « Accord 123 ») marque une rupture dans les stratégies internationales et les relations des deux pays. Pour l’Inde, il marque la fin de l’isolement nucléaire découlant de contraintes, d’embargos et de contrôles et ouvre au contraire la voie au commerce nucléaire. En ce qui concerne les États-Unis, il crée un allié stratégique majeur dans la région en pleine évolution du sud asiatique et augure d’importants avantages commerciaux pour le secteur nucléaire américain. Cet « Accord nucléaire » représente l’une des plus importantes relations politique, économique et stratégique développée entre les deux pays depuis 2001. Il va en résulter une séparation des installations militaires et civiles en Inde, ces dernières étant placées sous le régime des garanties de l’Agence internationale de l’énergie atomique (AIEA). L’Inde est ainsi, de fait, acceptée au sein du club des états dotés d’armes nucléaires selon la signification donnée par le Traité sur la nonprolifération des armes nucléaires (TNP)2, bien qu’elle ne soit pas Partie à ce Traité, qu’elle refuse d’y adhérer, qu’elle possède officiellement des armes nucléaires et qu’elle ne soit pas soumise au système des garanties généralisées.

    Abstract: Although, the number of OECD countries that publish data on the number of mobile broadband subscribers is not large, growth is significant in markets where data are available. This paper provides an overview of prices, speeds and data caps of mobile broadband services. 99 and 58 operators in OECD countries are providing USB modem based and handset based services respectively with WCDMA/ CDMA-2000 technologies, while 4 are providing mobile broadband access with WiMAX technologies. The data show that there is a wide range of subscriptions available but with considerable variation between and within countries. Differences are most pronounced in countries where mobile broadband is in its infancy. The number of new mobile terminals and USB modems on the market is stimulating much wider use of mobile broadband by consumers. Prices, as well as caps, need to be adjusted for the consumer market which is more price-sensitive.

    Abstract: The focus of this paper is to provide an overview of developments in broadband power line technologies and related policy issues. The electric power grid is a hostile environment for high-speed data transmission, but after years of development, the technology to deliver high-speed data over the existing electric power delivery network has emerged, somewhat tentatively, in the marketplace. This technology, referred to as Broadband over Power Lines (BPL), uses medium- and low-voltage power lines to provide broadband Internet access to residential users and businesses and is considered by some as a third access technology offering potential competition to xDSL telecommunication lines and cable modems. Recent trends, however, indicate that the focus of BPL technology is shifting from providing broadband connectivity to smart meter usage allowing households to reduce energy costs and allow energy companies to better manage their networks by developing a “smart grid”.

    Abstract: This paper assembles some evidence on developments in investment by incumbent and alternative telecommunications operators during the period 2000-2005. The quality of data on investment is not in general sufficient to clearly differentiate between investment by new entrants and investment by incumbents. Definitional problems also exist in that the players in communication markets are no longer the traditional alternative operators providing voice services, but a range of service providers including Internet Service Providers and cable television service providers who, through cable modems, provide VoIP services and broadband access. As such it is much harder to make judgements about how policy impacts on investment. Although the period 2000-2005 coincides with the development of broadband in most OECD countries and the implementation of LLU, the paper does not try to show a correlation between investment and unbundling policies.

    Abstract: This report gives an overview of sensor technology and fields of application of sensors and sensor networks. It discusses in detail selected fields of application that have high potential to reduce greenhouse gas emissions and reviews studies quantifying the environmental impact. The review of the studies assessing the impact of sensor technology in reducing greenhouse gas emissions reveals that the technology has a high potential to contribute to a reduction of emissions across various fields of application. Whereas studies clearly estimate an overall strong positive effect in smart grids, smart buildings, smart industrial applications as well as precision agriculture and farming, results for the field of smart transportation are mixed due to rebound effects. In particular intelligent transport systems render transport more efficient, faster and cheaper. As a consequence, demand for transportation and thus the consumption of resources both increase which can lead to an overall negative effect.

    Abstract: The OECD is developing a strategic response to the crisis focusing on two priority areas: finance, competition and governance; and restoring long-term growth. As part of this strategic response, the OECD Directorate for Science, Technology and Industry (DSTI) has analysed the likely impact of the downturn on the drivers of long term economic growth and the innovation-related items in policy responses of major countries. Special workshops and sessions on the economic crisis were held by the Committee for Innovation, Industry and Entrepreneurship, the Committee for Scientific and Technological Policy, and the Committee for Information, Computer and Communications Policy. In January 2009, the OECD Directorate for Science, Technology and Industry circulated a questionnaire to member countries to collect information on specific innovation-related items of their stimulus packages. By May 2009, 27 member countries, all five OECD accession countries (Chile, Estonia, Israel, Russia and Slovenia) and South Africa had answered the questionnaire. In May 2009, the three OECD Committees recommended to make public, under their responsibility, this updated version. This report presents the results of this exercise: the first chapter reports the general analysis of the impact of the crisis and the appropriate policy responses, and the second chapter reviews current national responses.

    Abstract: This report assesses the current status of Korea’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities. It finds that Korea has one of the highest rates of spending on R&D in the world, much of which is performed by private firms. It also has a highly educated labour force – as signalled by its impressive PISA performance and exceptionally high rates of tertiary level graduation – with a strong interest in science and technology. However, a number of bottlenecks persist that hamper Korea’s economic convergence with the leading OECD economies. These include a relatively weak SME sector and weak performance in services, as well as lagging capacities to conduct leading-edge research in many areas. Furthermore, Korea faces numerous threats in the mid term, notably increased levels of competition from China and other newly-industrialising economies, the lowest fertility rate in the OECD and an ageing society, and a continuing high dependency on imports of natural resources, particularly hydrocarbons. In the shorter term, the economic crisis offers its own challenges, with the need for some policy adjustments to deal with expected falls in business investment in R&D and growing levels of unemployment among the highly skilled.

    Abstract: This survey analyses 92 government programmes and business initiatives across 22 OECD countries plus the European Commission. Fifty of these have been introduced by governments and the remaining 42 have been developed by business associations, mostly international. Over two-thirds of these focus on improving performance in the ICT industry. Only one third focus on using ICTs across the economy and society in areas where there is major potential to dramatically improve performance, for example in “smart” urban, transport and power distribution systems, despite the fact that this is where ICT have the greatest potential to improve environmental performance.

    Abstract: Experimental facilities are essential research tools both for the development of nuclear science and technology and for testing systems and materials which are currently being used or will be used in the future. As a result of economic pressures and the closure of older facilities, there are concerns that the ability to undertake the research necessary to maintain and to develop nuclear science and technology may be in jeopardy. An NEA expert group with representation from ten member countries, the International Atomic Energy Agency and the European Commission has reviewed the status of those research and test facilities of interest to the NEA Nuclear Science Committee. They include facilities relating to nuclear data measurement, reactor development, neutron scattering, neutron radiography, accelerator-driven systems, transmutation, nuclear fuel, materials, safety, radiochemistry, partitioning and nuclear process heat for hydrogen production. This report contains the expert group’s detailed assessment of the current status of these nuclear research facilities and makes recommendations on how future developments in the field can be secured through the provision of high-quality, modern facilities. It also describes the online database which has been established by the expert group which includes more than 700 facilities.

    Abstract: Future nuclear fuel cycles could effectively address radioactive waste issues with the implementation of partitioning and transmutation (P&T). Previous studies have defined the infrastructure requirements for several key technical approaches. While these studies have proven extremely valuable, several countries have also recognised the complex, dynamic nature of the infrastructure problem: severe new issues arise when attempting to transit from current open or partially closed cycles to a final equilibrium or burn-down mode. While the issues are country-specific when addressed in detail, it is believed that there exists a series of generic issues related only to the current situation and to the desired end point. These issues are critical to implementing a sustainable nuclear energy infrastructure. The present report focuses on the definition of key issues, the assessment of technologies and national scenario assessments.

There are signs of recovery, with the rate of decline bottoming out and turning up in the most recent cyclical data (May/June 2009), with positive month-on-month growth for most countries, and inventories running down sharply. Performance in the first quarter of 2009 tested 2001-2002 declines in most ICT sectors, but relative year-on-year declines were not a great deal worse than in 2001-2002 and some sectors have performed better than in the earlier period.     Abstract: The aim of this report is to assist policy makers in providing an overview of how broadband physical coverage and availability can be measured. It first summarises what data are available from official and non-official sources. The approach taken by the report is to consider coverage and availability related to different types of technologies. These include Digital Subscriber Line (DSL or xDSL), cable networks (i.e. cable modem), Fibre to the Premises (i.e. FTTH/B for homes and businesses), 3G (including WCDMA and CDMA-2000), satellite and WiMAX technologies. This is because every technology capable of providing high speed Internet access involves specific issues when measuring coverage and availability. Accordingly, categorisation by technology is the most consistent way to approach this task. For every broadband technology, the available indicators will be presented, and this report discusses to what extent they are comparable. This report does not address metrics on the actual take-up of broadband services or penetration rates which are based on different measures and for which cross-country data are much more consistent. The report is aimed at providing information on the advantages and pitfalls of existing indicators used to measure broadband coverage. There is not necessarily a single indicator which should be used when assessing broadband coverage since this depends on what measures policy makers require: for example measuring the digital divide which may exist in a country, measuring the availability of broadband access for business, measuring broadband availability for residential customers, etc. There is no attempt in the paper to draw a conclusion as to the ideal indicator which should be used. However, it is important that OECD countries try to ensure a better consistency in the use of indicators to measure availability of broadband. The paper, in certain tables, lists all OECD countries even though they may be using different indicators to measure broadband coverage. The purpose in doing so is to show which indicators countries use and not to try and equate indicators that are by nature different.

    Abstract: Product classifications are used by statistical offices and others for a number of measurement purposes. These include measurement of product usage, current and capital expenditure on products, domestic production, and trade in goods and services. They are therefore an important element of a set of statistical standards, with Information Economy (IE) standards no exception. This document presents the definition of information economy (IE) products developed by the WPIIS Classifications Expert Group. The product definitions complement the IE sector definitions that were released in early 2007. The latter are based on the 2007 revision of the UNSD’s International Standard Industrial Classification of All Economic Activities (ISIC Rev. 4). The document includes two IE product definitions,3 ICT products and Content and media products. Each definition is a subset of the Central Product Classification (Version 2) developed by the United Nations Statistical Division (UNSD) and both are expressed in terms of 5-digit subclasses of the CPC. The CPC was finalised in December 2008.

The paper depicted areas of regulatory interest, arising from the deployment of NGN. The objective was to identify policy and regulatory issues that government and national regulatory authorities may have to confront in the framework of the development of core next generation networks. It noted that the issue of ‘Numbering, naming and addressing” was a policy area that would need further analysis and that ENUM was one of the potentially significant developments in the converging world of telephone numbering, naming and addressing.

    Abstract: Welche Kriterien müssen die Innovationsergebnisse eines Landes erfüllen, und welcher Zusammenhang besteht zwischen ihnen und der Wirtschaftsleistung? Welches sind die Hauptmerkmale, Stärken und Schwächen des Innovationssystems eines Landes? Wie können die Regierungen die Innovationstätigkeit fördern? Die OECD-Prüfungen der Innovationspolitik bieten eine umfassende Analyse des Innovationssystems einzelner OECD-Mitglieds- und -Nichtmitgliedsländer, bei der die Rolle der Politik und der Regierung im Mittelpunkt steht. Sie geben zudem konkrete Empfehlungen zu der Frage, wie ein breites Spektrum von die Innovationsergebnisse der Länder beeinflussenden Politikmaßnahmen zu verbessern ist. Bei jeder Prüfung werden bewährte Praktiken identifiziert, aus denen andere Länder lernen können. China hat über einen mehr als zwanzig Jahre andauernden Zeitraum ein spektakulär hohes Wirtschaftswachstum zu verzeichnen. Gleichwohl ist China heute mit der großen Herausforderung des Übergangs von einem stetigen zu einem vom sozialen, wirtschaftlichen, ökologischen und umweltpolitischen Standpunkt her gesehen nachhaltigen Wachstum konfrontiert. Die Innovationstätigkeit wurde als eine Hauptantriebskraft für dieses neue Wachstumsmodell identifiziert, und die chinesische Regierung hat eine nationale Strategie initiiert, die bis zum Jahr 2020 eine innovationsinduzierte Wirtschaft und Gesellschaft entstehen lassen soll. Wird es China gelingen, die Herausforderung dieses Übergangs zu meistern? Welche Veränderungen werden hierzu im Bereich der Politikmaßnahmen und Institutionen erforderlich sein? Wie wird sich die Wandlung Chinas zu einer künftigen innovationsgestützten Volkswirtschaft auf die OECD-Länder sowie auf die weltweiten Systeme der Wissensproduktion, -verbreitung und -nutzung auswirken? Der vorliegende Bericht versucht Antworten auf diese Fragen zu finden, indem er den derzeitigen Zustand des nationalen Innovationssystems Chinas und seiner Investitionspolitik analysiert und besonders wichtige Verbesserungen empfiehlt, die sowohl im politischen als auch im institutionellen Umfeld erforderlich sind, damit es China gelingt, die Innovationstätigkeit durch einen marktorientierten Ansatz zu fördern.

This work follows up on earlier OECD work which examined international traffic exchange.     Abstract: This report makes a case for investment in a competitive, open-access national fibre-to-the-home network rollout based on potential spillovers in four key sectors of the economy: electricity, health, transportation and education. This research offers a new approach to evaluating the costs of building the most forward-looking network possible by evaluating what short-term cost savings (benefits) would have to be achieved in other key economic sectors to justify the investment. On average, a cost savings of between 0.5% and 1.5% in each of the four sectors over ten years resulting directly from the new broadband network platform could justify the cost of building a national point-to-point, fibre-to-the-home network.

    Abstract: Over the past several decades the international community has increasingly come to rely on periodic multilateral conferences or meetings: 1) as a means for reviewing implementation of a wide variety of legal instruments, including those addressing nuclear non-proliferation, safety, waste management, physical protection and security. Also, the parties to some instruments that do not explicitly mandate review meetings have decided to conduct de facto review meetings to enhance implementation. Although the structure and procedures of these meetings differ in some particulars, they reflect a number of common objectives, organisational arrangements and procedures. This paper seeks to assess the major issues arising from reliance on the review conference; 2) mechanism as a measure for enhancing the effectiveness of multilateral legal instruments, particularly those in the nuclear field. In view of the perceived failure of the 2005 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons and the need to avoid a similar result at the upcoming 2010 Review Conference, it is hoped that this analysis will provide a timely – and possibly even useful – “review” of the review conference mechanism.

    Abstract: The act of establishing a nuclear-weapon-free zone (NWFZ) by a state is a sovereign right protected by Article 1 of the Charter of the United Nations and Article VII of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). It is a step towards nuclear disarmament by restricting the areas on earth and in space where such weapons may be freely produced, moved, tested, stationed and used. It is a measure of national security for states that wish to distance their territory and their populations completely from the nuclear arms race, its implications and its effects on development, health and international relations. When the African Nuclear-Weapon-Free Zone Treaty (Treaty of Pelindaba) enters into force, probably this year, over half of the earth’s land mass and 119 countries will be protected in such zones.

    Abstract: Au cours des quelques décennies passées, la communauté internationale en est venue à recourir de plus en plus à des conférences ou réunions multilatérales périodiques : 1) comme moyen d’examiner la mise en oeuvre d’un large éventail d’instruments juridiques, notamment de ceux ayant trait à la non-prolifération, à la sûreté, à la gestion des déchets, à la protection physique et à la sécurité. En outre, les parties à certains instruments, qui n’imposent pas explicitement des réunions d’examen, ont décidé d’organiser de telles réunions de facto pour en améliorer la mise en oeuvre. Bien que la structure et les modalités de ces réunions diffèrent sur certains points de détail, elles sont l’expression d’un certain nombre de finalités, de dispositions en matière d’organisation et de procédures communes. Le présent article s’efforce de déterminer les principales questions que soulève le fait de s’en remettre au mécanisme de la conférence d’examen ; 2) comme moyen d’accroître l’efficacité des instruments juridiques multilatéraux, en particulier dans le domaine nucléaire. En raison de ce qui a été perçu comme un échec de la Conférence d’examen du Traité de non-prolifération des armes nucléaires de 2005 et de la nécessité d’éviter un résultat analogue lors de la prochaine Conférence d’examen de 2010, on a bon espoir que cette analyse permettra de procéder à un examen opportun – et peut-être même utile – du mécanisme de la conférence d’examen.

This book presents the main results of the OECD Innovation Microdata Project -- the first large-scale effort to exploit firm-level data from innovation surveys across 20 countries in an internationally harmonised way, with a view to addressing common analytical questions. Through the use of common indicators and econometric modeling, this analytical report presents a broad overview of how firms innovate in different countries, highlights some of the limitations of current innovation surveys, and identifies directions for future research.

    Abstract: Climate change, the world’s unquenchable thirst for power and the geopolitical tensions and price instability associated with oil have combined to spark a renewed interest in nuclear energy. None of these factors would mean much if the nuclear industry had been plagued with significant safety concerns, but it has been 28 years since the Three Mile Island incident and 21 years since Chernobyl. In the interim, nuclear energy has provided a reliable source of base-load electricity to the United States, the United Kingdom and Canada.1 As of July 2007, over three-quarters of the operating nuclear reactor units in the U.S. have renewed or are seeking renewal of their operating licences for extended periods of up to 20 years.2 There are 19 separate locations at existing plants in the south eastern and north eastern United States, as well as Texas, which are currently considering constructing new nuclear reactors...

    Abstract: Belgian citizens want the look and feel of a single public sector entity and the provision of integrated e-government services customised to their needs rather than to have to understand the complex division of governmental responsibilities. Belgium already has internationally recognised examples to show: most importantly the transformation of the social sector administration through e-governance tools, and more recently the link of e-government services to administrative-burden reduction. Future transformation will be enabled by the common electronic identity card (eID) that has been adopted by all governments. This report shows that the development and provision of the next generation of user-focused services will require the maximisation of synergies between the federal, regional and community governments and local authorities in Belgium.

Like many OECD countries, Poland must seek to achieve an appropriate balance between support for poles of growth and the development of lagging regions, particularly its eastern peripheral regions, which are among the poorest in the European Union. This report explores the various challenges and opportunities for Polish regional development policy, and provides recommendations to best design and implement the policy mix, looking in particular at governance challenges.

Based on case study analyses, it also presents the strategic approaches adopted in a number of national policies to address public concerns and civil society requirements regarding long-term stewardship of high-level radioactive waste. The findings and conclusions of the study confirm the importance of informing all stakeholders and involving them in the decision-making process in order to implement HLW disposal strategies successfully.

It analyses the impact of digital content creation, distribution and use on value chains and business models of the film and video industry and explores the policy implications of these changes to identify how digital content may affect the function and position of participants in the industry along the value chain.
