    Abstract: Several factor-based models are estimated to investigate the role of country-specific trade and survey data in forecasting euro area manufacturing production. Following Boivin and Ng (2006), the emphasis is put on the choice of the dataset chosen to estimate the factors. Four datasets are built and common factors are estimated separately on each of them following two methodologies, Stock and Watson (2002a, 2002b) and Forni et al. (2005). Then, a rolling out of sample forecast comparison exercise is carried out on nine models to compare the forecast performance of the models and the datasets. Compared to univariate benchmarks, our results are supportive of factor-based models up to two quarters. They show that incorporating survey and external trade information improves the forecast of manufacturing production. They also confirm the findings of Marcellino, Stock and Watson (2003) that, using country information, it is possible to improve forecasts for the euro area. Interestingly, the medium-sized highly opened economies provide valuable information to monitor area wide developments, beyond their weight in the aggregate. Conversely, the large countries do not add much to the monitoring of the aggregate, when considered separately.

    Abstract: This paper examines various aspects of fiscal policy in Slovenia, in particular fiscal consolidation, pension reform, efficiency of government spending and the tax system. It finds that Slovenia belongs to the group of new EU member countries, which have given in the past a high priority to fiscal prudence. This both stabilised the economy and paved the way for entry to the EU in 2004 and adoption of the euro in 2007. It also created room to counteract the current weakening of the economy. But fiscal policy has to cope with four main challenges: i) ensuring a return to fiscal consolidation after the current economic downturn; ii) achieving longer-term fiscal sustainability by continuing pension reform; iii) limiting growth of public spending and improving its quality; and iv) making the tax system less distorting for job creation and growth.     Abstract: Zambia has a huge agricultural potential, which is still largely untapped, and could play a key role in growth and poverty eradication. Since the early 2000s, the government has implemented important reforms to promote privatisation and trade reforms, leading to higher investment and a strong growth in export crops such as cotton and horticulture. Despite this success, agricultural productivity, especially for food crops, remains low. The study shows that public resources to the agricultural sector have drastically decreased since the early 1990s, while private sector providers have not stepped in to fill the void left by the government disengagement from input supply and marketing. Despite a strong government commitment to reverse this trend, budget figures show that the share in total allocations dropped again in the 2008 budget. The study also argues that evaluations of past donor interventions in agriculture are not very positive, especially in terms of their sustainability. Projects often paid little attention to local absorptive and implementing capacity, had too narrow a focus on production and food security, and lacked an adequate understanding of the socio-economic conditions and behaviour of the target groups. Lack of co-ordination resulted in duplications and insufficient scale. A new generation of donor projects emerged in the early 2000s, with a strong focus on commercialisation and the development of market linkages, especially via contract farming. These projects have borne good results in terms of production volumes, quality standards and access to international commodity chains, as well as farmers’ income. The key challenge for donors is to scale up these success cases and ensure sustainability. The implementation of the Joint Assistance Strategy for Zambia 2007-2010 is an opportunity to achieve a better division of labour, strengthen synergies on the ground and reduce transaction costs for government.     Abstract: L’Accord de coopération sur les utilisations pacifiques de l’énergie nucléaire entre le Gouvernement des États-Unis d’Amérique et le Gouvernement Indien1 (ci-après désigné comme « l’Accord de coopération nucléaire entre les États-Unis et l’Inde » ou « Accord 123 ») marque une rupture dans les stratégies internationales et les relations des deux pays. Pour l’Inde, il marque la fin de l’isolement nucléaire découlant de contraintes, d’embargos et de contrôles et ouvre au contraire la voie au commerce nucléaire. En ce qui concerne les États-Unis, il crée un allié stratégique majeur dans la région en pleine évolution du sud asiatique et augure d’importants avantages commerciaux pour le secteur nucléaire américain. Cet « Accord nucléaire » représente l’une des plus importantes relations politique, économique et stratégique développée entre les deux pays depuis 2001. Il va en résulter une séparation des installations militaires et civiles en Inde, ces dernières étant placées sous le régime des garanties de l’Agence internationale de l’énergie atomique (AIEA). L’Inde est ainsi, de fait, acceptée au sein du club des états dotés d’armes nucléaires selon la signification donnée par le Traité sur la nonprolifération des armes nucléaires (TNP)2, bien qu’elle ne soit pas Partie à ce Traité, qu’elle refuse d’y adhérer, qu’elle possède officiellement des armes nucléaires et qu’elle ne soit pas soumise au système des garanties généralisées.

    Abstract: This financial crisis, ending a period of search for yield and increased risktaking,has triggered various policy responses, ranging from more ad-hoc measures initially to more structured and co-ordinated financial sector rescue actions as the crisis evolved. Lessons drawn so far should help to devise longer-term, more encompassing and more consistent policies. Various reforms are being proposed by the financial industry as well as by official authorities and international standard-setting bodies, many of which arrive at similar conclusions regarding the causes of and remedies for the crisis. Shortcomings in risk management, including compensation schemes, governance structures, liquidity and counterparty risk, need to be addressed.

    Abstract: While Mexico’s growth performance has gradually improved over the past decades, its convergence toward OECD countries has been less rapid than in several other emerging markets. The recent significant reductions in import tariffs should help the economy take fuller advantage of trade and investment integration, which could be a relative strength for Mexico given its geographic location. Reforms introduced in the past two years, including those to promote competition and transparency in the financial sector and, to a lesser extent in telecommunications, will also stimulate the dynamism of the economy. Despite this progress, further reforms are needed to boost overall and within-sector productivity. Relative weaknesses in education, infrastructure, financial development, the rule of law, as well as a lack of competition come out in various studies as explaining why Mexico has not grown as fast as other countries. Focusing attention now on reforms in areas with rapid pay-offs such as improving competitiveness and infrastructure could yield double benefits in supporting the recovery from the current recession and longer-term growth. This can be achieved by increasing competition, especially in network industries, liberalizing further the foreign investment and trade regimes, and improving education coverage and trade-related infrastructure.

    Abstract: There have been calls to increase the autonomy of higher education institutions in Europe for a number of years. They have been counterbalanced by demands for increasing accountability and a European quality assurance system. In London in 2007, the European ministers of education decided to implement a European register of accredited quality agencies, and defined standards for registration. Being part of the register requires “substantial compliance with all standards” instead of “full-compliance”. This might take into consideration the context of the national higher education system, the role of the agency in the quality assurance system, and even the national culture and traditions, allowing for different interpretations, some imprecision, and diverse degrees of flexibility and compliance. Indications from the United States suggest an emerging desire at the federal level to play a more visible role in regulating higher education through intervention in the accreditation system to ensure increased institutional accountability. This may have a parallel in the European situation. While in the United States the attempts at increased federal control have so far apparently failed, in Europe quality systems linked to higher education institutions were replaced with “independent” accrediting agencies. We analyse these changes and offer a possible interpretation for the differences on the two sides of the Atlantic. Accréditation supranationale, confiance et autonomie des établissements : Contrastes du développement de l’accréditation entre l’Europe et les États-Unis À l’échelon européen, certains soulignent depuis plusieurs années la nécessité de conférer une autonomie accrue aux établissements d’enseignement supérieur, alors même que d’autres exigent que ces derniers rendent davantage de comptes concernant leurs activités et leurs performances. À Londres en 2007, les ministres européens de l’éducation ont décidé la mise en place d’un registre européen où figureront les agences accréditées et où seront définies les normes auxquelles ces agences devront se plier pour être autorisées à y figurer. Les conditions à respecter pour pouvoir être inscrit au registre européen sont ainsi passées d’une « conformité totale à l’ensemble des normes » à une « large conformité ». L’interprétation de ces normes pourrait s’effectuer en tenant compte des spécificités propres à chaque système d’enseignement supérieur national, au rôle de chaque agence au sein du système d’assurance qualité, voire de la culture et des traditions nationales, laissant la voie ouverte à des divergences d’interprétation, à une certaine marge d’imprécision et à divers degrés de flexibilité et de conformité. Des indications provenant des États-Unis suggèrent l’émergence d’un souhait, au niveau fédéral, de jouer un rôle plus visible dans la régulation de l’enseignement supérieur, via l’intervention du système d’accréditation pour assurer un développement de la responsabilité institutionnelle. Cette tendance incite naturellement à établir un parallèle avec la situation observée en Europe. Tandis qu’aux États-Unis, les tentatives visant à renforcer le contrôle par les autorités fédérales semblent avoir échoué, en Europe, les systèmes de qualité liés aux établissements d’enseignement supérieur ont été remplacés par des agences d’accréditation « indépendantes ». Dans ce rapport, les auteurs proposent une analyse de ces changements et suggèrent une interprétation possible des différences existant des deux côtés de l’Atlantique.

    Abstract: Mesdames et Messieurs, c’est pour moi un grand plaisir de pouvoir formuler quelques observations liminaires sur cette conférence. La politique budgétaire est un thème récurrent dans ma carrière. En 1975, j’ai commencé celle-ci au ministère des Finances, à la Direction du budget. Plus tard, en qualité de directeur du Centraal Planbureau (CPB, Bureau d’analyse de la politique économique des Pays-Bas), j’ai participé à la préparation d’importantes réformes de notre régime budgétaire. Et aujourd’hui, comme Ministre des Finances, je suis plus que jamais convaincu de l’importance d’une politique budgétaire nationale adaptée. Cela ne tient pas (seulement, devrais-je dire) à ce que j’aime les chiffres, mais aussi à ce que les chiffres ont des conséquences directes et graves pour les conditions de vie des citoyens. Sans politique budgétaire rationnelle, pas de système viable de protection sociale, pas de financement pour une politique adaptée d’éducation et pas d’assise pour une croissance économique durable. Je pense donc que l’effort de réforme et de modernisation de l’appareil budgétaire national est l’une des meilleures orientations que puisse suivre un gouvernement soucieux des impératifs sociaux.

    Abstract: Senegal is a showcase of donors’ support to horticultural export development in sub-Saharan Africa. The first direct donor support to the Senegalese horticultural value chain dates back to 1998, with the World Bank-funded Agricultural Export Promotion Project (PPEA). Early recognition of the need to tackle the whole agricultural value chain, from inputs to production, processing and marketing, characterises donors’ support to the agricultural sector in Senegal. Facing declining traditional export sectors, groundnuts and fishing, Senegal has been undergoing a difficult transition process from traditional to commercial agriculture over the past decade. The 1994 devaluation of the CFA franc has benefited Senegal’s fruit and vegetables sub-sector, which presents the main hope of diversifying the country’s agricultural export structure. Consequently, the primary sector grew annually at an average 6.2 per cent between 2002 and 2005, which was much higher than real annual GDP growth. The chapter shows that aid to the agricultural sector has been proving positive in supporting the Senegalese government’s new sectoral development principle, the Accelerated Growth Strategy (SCA). Senegal has started to attract foreign investment in the export-oriented horticultural sector. Moreover, small and medium-sized horticultural producers and exporters, better organised and more empowered, have succeeded in increasing production and export volume, while simultaneously satisfying the stringent sanitary and phytosanitary requirements of the OECD markets. Today, Senegal’s agriculture faces challenges of expanding targeted products and markets. Donor assistance to Senegalese agriculture has evolved and donors are now applying a differentiated market approach for multiple private actors to work better with agricultural entrepreneurs. Strengthening Senegal’s agricultural potential and diversifying its agricultural production and export profile both horizontally and vertically are the long-term goals for both donors and the country.

    Abstract: The present report seeks to inform critical questions with regard to policy mixes of investments in adaptation and mitigation, and how they might vary over time. This is facilitated here by examining adaptation within global Integrated Assessment Modelling frameworks. None of the existing Integrated Assessment Models (IAMs) captures adaptation satisfactorily. Many models do not specify the damages from climate change, and those that do mostly assume implicitly that adaptation is set at an “optimal” level that minimizes the sum total of the costs of adaptation and the residual climate damages that might occur. This report develops and applies a framework for the explicit incorporation of adaptation in Integrated Assessment Models (IAMs). It provides a consistent framework to investigate “optimal” balances between investments in mitigating climate change, investments in adapting to climate change and accepting (future) climate change damages. By including adaptation into IAMs these already powerful tools for policy analysis are further improved and the interactions between mitigation and adaptation can be analysed in more detail. To demonstrate the approach a framework for incorporating adaptation as a policy variable was developed for two IAMs– the global Dynamic Integrated model for Climate and the Economy (DICE) and its regional counterpart, the Regional Integrated model for Climate and the Economy (RICE). These modified models – AD-DICE and AD-RICE – are calibrated and then used in a number of policy simulations to examine the distribution of adaptation costs and the interactions between adaptation and mitigation. Using the limited information available in current models, and calibrating to a specific damage level, so-called adaptation cost curves are estimated for the world. Adaptation cost curves are also estimated for different regions, although given the limited information available to calibrate the regional curves these should be considered as rough approximations of the actual adaptation potential in the different regions. These adaptation cost curves reflect how different adaptation levels will provide a wedge between gross damages (i.e. damages that would occur in the absence of adaptation) and residual damages. The analysis presented suggests that a good adaptation policy matters especially when suboptimal mitigation policies are implemented. Similarly, a good mitigation strategy is more important when optimal adaptation levels are unattainable. The rationale for this result is that both policy control options can compensate to some extent for deviations from the efficient outcome caused by non-optimality of the other control option. It should be noted, however, that in many cases there are limits to adaptation with regard to the magnitude and rate of climate change. The higher the current value of damages, the more important mitigation is as a policy option in comparison to adaptation. The comparison between adaptation and mitigation therefore depends crucially on the assumptions in the model, and especially on the discount rate and the level of future damages. The policy simulations also suggest that to combat climate change in an efficient way, short term optimal policies would consist of a mixture of substantial investments in adaptation measures, coupled with investments in mitigation, even though the latter will only decrease damages in the longer term. The costs of inaction are high, and thus it is more important to start acting on mitigation and adaptation even when there is limited information on which to base the policies, than to ignore the problems climate change already poses. Ongoing increases in expected damages over time imply that adaptation is not an option that should be considered only for the coming decades, but it will be necessary to keep investing in adaptation options, as both the challenges and benefits of adaptation increase. The results of these policy simulations confirm the findings of the Intergovernmental Panel on Climate Change (IPCC) on the relationship between adaptation and mitigation as described in the Synthesis Report of the Fourth Assessment Report. The framework developed in this report opens the door for further simulations that examine adaptation cost issues within other, more complex IAMs. The model additions investigated in this report can also shed light on how the next generation of IAMs will look. These tools can also be further strengthened by the incorporation of more detailed regional knowledge on the impacts of climate change and of adaptation options.

These include measurement of product usage, current and capital expenditure on products, domestic production, and trade in goods and services. They are therefore an important element of a set of statistical standards, with Information Economy (IE) standards no exception. This document presents the definition of information economy (IE) products developed by the WPIIS Classifications Expert Group. The product definitions complement the IE sector definitions that were released in early 2007. The latter are based on the 2007 revision of the UNSD’s International Standard Industrial Classification of All Economic Activities (ISIC Rev. 4). The document includes two IE product definitions,3 ICT products and Content and media products. Each definition is a subset of the Central Product Classification (Version 2) developed by the United Nations Statistical Division (UNSD) and both are expressed in terms of 5-digit subclasses of the CPC. The CPC was finalised in December 2008.

    Abstract: This paper analyses recent large movements in the yield spread for sovereign bonds as between Germany and other euro area countries. While the general increase in risk aversion that has characterised the financial crisis is an important factor on its own, it is found that this has also magnified the importance of fiscal performance, in particular as measured by the ratio of debt service to tax receipts and expected fiscal deficits. Moreover, there is evidence to suggest that such effects are non-linear, so that incremental deteriorations in fiscal performance lead to ever larger increases in the spread. These findings imply that financial market reaction could become an increasingly important constraint on fiscal policy for some countries, a feature which was much less apparent in the years prior to the financial crisis when general risk aversion was abnormally low.

    Abstract: Historically, the main direct contribution of exchanges to corporate governance has been listing and disclosure standards and monitoring compliance. Stock exchanges have established themselves as promoters of corporate governance recommendations for listed companies. Demutualisation and the subsequent self-listing of exchanges have spurred debate on the role of exchanges. Regulators have been concerned about conflicts of interest between exchanges' for-profit activities and their regulatory responsabilities. The conversion of exchanges to listed companies is thought to have intensified competition. And, the sharper competition has forced the question of whether there is a risk of a regulatory 'race to the bottom'. Recently, the rise of alternative trading systems (ATS), first in the United States and then in Europe have had a profound impact. Their existence has induced exchanges to cut fees and in some cases launch their own off-exchange trading platforms. The effect of ATSs on corporate governance is not clear. Two practical concerns voiced so far are, first, that trading fragmentation may reduce the transparency of the markets for corporate control and adverse consequences for price discovery. Secondly, exchanges are uneasy about the prospect of having to continue performing their traditional regulatory and other corporate-governance enhancing functions amid a shrinking revenue base.

En outre, les parties à certains instruments, qui n’imposent pas explicitement des réunions d’examen, ont décidé d’organiser de telles réunions de facto pour en améliorer la mise en oeuvre. Bien que la structure et les modalités de ces réunions diffèrent sur certains points de détail, elles sont l’expression d’un certain nombre de finalités, de dispositions en matière d’organisation et de procédures communes. Le présent article s’efforce de déterminer les principales questions que soulève le fait de s’en remettre au mécanisme de la conférence d’examen ; 2) comme moyen d’accroître l’efficacité des instruments juridiques multilatéraux, en particulier dans le domaine nucléaire. En raison de ce qui a été perçu comme un échec de la Conférence d’examen du Traité de non-prolifération des armes nucléaires de 2005 et de la nécessité d’éviter un résultat analogue lors de la prochaine Conférence d’examen de 2010, on a bon espoir que cette analyse permettra de procéder à un examen opportun – et peut-être même utile – du mécanisme de la conférence d’examen.

    Abstract: The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources. Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

    Abstract: Consumers today are challenged by growing amounts of information and wider choices of products, requiring them to develop skills and knowledge for making good choices in complex markets. This publication examines the approaches that governments use to promote consumer education in OECD and some non-OECD countries, highlighting the policies and measures that have been particularly effective. It also analyses recent trends, the role of stakeholders, steps being taken to evaluate the effectiveness of current programmes and the principal challenges.

When the resources they deliver or the reforms they advocate weaken rather than strengthen the state’s decision- and policy-making functions, their efforts can do more harm than good. Donors can also do harm by creating a brain drain away from state organisations – for instance, by hiring the most qualified civil servants. When aid is delivered in a way that actually acts as a disincentive to states to consolidate their own revenue base, this can retard the development of the state’s own capacity. How can donors ensure they do no harm? How can they be sure they intervene constructively in fragile situations? Do No Harm provides practical guidance based on the results of research undertaken on behalf of the OECD DAC International Network on Conflict and Fragility (INCAF). The book is based on comparative case studies of six countries (Afghanistan, Bolivia, Democratic Republic of Congo, Nepal, Rwanda and Sierra Leone) and a comprehensive literature review. It addresses how the interventions of OECD countries may risk undermining positive statebuilding processes, and makes recommendations as to how this may be avoided in the future. Do No Harm is an important source to guide external engagement in situations of fragility and conflict, both at the policy and the field level.

    Abstract: This book presents 25 energy efficiency recommendations from the IEA which could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030 – equivalent to roughly two-times the amount of current EU CO2 emissions. This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts. The IEA and its member countries can play a critical role in promoting the Agency’s call for “Worldwide Implementation Now” (W.I.N.) of energy efficiency. What will it be? W.I.N or lose the opportunity?

This report gives a broad description of the shift in governments' focus on e-government development – from a government-centric to a user-centric approach. It gives a comprehensive overview of challenges to user take-up of e-government services in OECD countries and of the different types of approaches to improving it. The monitoring and evaluation of user take-up are also discussed, including the existence of formal measurement frameworks.     Abstract: Electricity accounts for more than 40 % of global energy-related CO2 emissions. This issue is most pressing for developing countries where growth in power demand is particularly high, fueling the risk of irreversible investment in CO2-intensive capacity, the so-called “carbon lock-in”. Sectoral Approaches in Electricity – Building Bridges to a Safe Climate shows how the international climate policy framework could effectively support a transition towards low-CO2 electricity systems in developing countries. Sectoral approaches are intended to address sectors that require urgent actions, without waiting for countries to take nation-wide commitments. Earlier IEA publications have extensively reviewed developed countries’ efforts to steer generation away from carbon-intensive production modes, from dedicated support to low-carbon technologies to, increasingly, the reliance on CO2 pricing via emissions trading. Following the same logic, there are proposals seeking to use the international carbon market to drive changes at sectoral level in developing countries. This publication illustrates the pros and cons of such an approach in a few key emerging economies. It also asks how international climate policy could support and enhance ongoing efforts on end-use energy efficiency - an essential piece of the climate change/electricity puzzle.

    Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: Investment in network infrastructure can boost long-term economic growth in OECD countries. Moreover, infrastructure investment can have a positive effect on growth that goes beyond the effect of the capital stock because of economies of scale, the existence of network externalities and competition enhancing effects. This paper, which is part of a project examining the links between infrastructure and growth and the role of public policies, reports the results on the links with growth from a variety of econometric approaches. Time-series results reveal a positive impact of infrastructure investment on growth. They also show that this effect varies across countries and sectors and over time. In some cases, these results reveal evidence of possible over-investment, which may be related to inefficient use of infrastructure. Bayesian model averaging of cross-section growth regressions confirm that infrastructure investment in telecommunications and the electricity sectors has a robust positive effect on long-term growth (but not in railways and road networks). Furthermore, this effect is highly nonlinear as the impact is stronger if the physical stock is lower.

    Abstract: The Indonesian labour market is characterised by widespread informality. To some extent, these outcomes can be attributed to a sharp increase in the real value of the minimum wage since 2001, when minimum-wage setting was decentralised to the provincial governments. To test this hypothesis, this paper uses survey data on the labour market (Sakernas), household income and expenditure (Susenas) and the industrial sector (Survei Industri) to construct a district-level dataset spanning the period 1996 to 2004. The effects of changes in the minimum wage on unemployment, formal-sector employment and the incidence of informality in urban areas are estimated separately by fixed effects and jointly by a seemingly unrelated regression (SUR) estimator. Our findings show that an increase in the minimum-to-mean wage ratio is associated with a net increase in employment: a rise in informal-sector employment more than compensates for job losses in the formal sector.     Abstract: The Malian economy faces the challenge of reducing its over-dependence on cotton and gold. In order to do so, a search for “green gold” — commercial agriculture beyond cotton — is underway. Mali has started to exploit export market opportunities for horticulture products in Europe as well as in neighbouring countries. Moreover, the country is currently testing the introduction of domestic wheat production for local processing. Although donors are increasingly supporting the development of these new agricultural products, the reform of the cotton sector continues to receive their special attention. Moreover, certain agricultural sub-sectors such as livestock and fishing receive only limited support. The development of a vibrant private sector in agriculture requires further improvements in government policies and donor support, but also more active private sector participation. The government should re-engage in agricultural diversification, and donors should strive to increase the sustainability of their interventions. To this end, greater co-ordination between donors and government is needed in tandem with strengthening the capacity of the local private actors. The study highlights progress towards better donor co-ordination in agriculture and encouraging results, especially with respect to facilitating access to credit for farmers and fostering producers’ organisations. At the same time, it argues that there remains ample room for improvement. Donors tend to crowd in certain segments of the agricultural value chain and to specialise in specific export crops (e.g. the mango sector where 12 donors are currently operating) at the expense of some other important areas, which require additional support (e.g. livestock, transport infrastructure and logistics). A more balanced and coherent approach is warranted.

    Abstract: This research review reports on articles presenting empirical research in the area of how teacher-training institutions work on preparing future teachers for the integration of information and communication technologies (ICT) in their future classrooms. It was conducted mainly in English and French and covers research in 11 OECD-countries during the years 2002–2009. The research is unanimous, even if it is not comprehensive, and it shows that ICT is not used regularly or systematically in the countries reviewed. There are good examples, carried out by enthusiastic teacher trainers, but only a minority of the student teachers benefit from this. Very few articles report innovative use of recent technology. Most of the research reports on the use of computers and traditional computer software. Overall, student teachers do not integrate technology into their teaching. A number of reasons for this are identified. The overall picture is that implementation is necessary at all levels (macro, meso, micro) for a successful outcome, but research also gives examples of how problems can be overcome at a micro-level, which is the level of the actors' pedagogical practice. Enthusiasts do seem to have room for maneuver, but the lack of incentives makes it difficult to involve everyone.

    Abstract: Investment in network infrastructure – the energy, water, transport and telecommunication networks – which performs a vital role for the functioning of the economy, can contribute to raising growth and social welfare. But more is not always better. While the paper shows that investment in the network industries has had a positive effect over and above the addition to the capital stock, there is evidence that investment in the past has sometimes been misallocated. This paper identifies the policy framework that promotes investment that is conducive to growth and ensures the appropriate use of infrastructure. Central aspects of this framework are identified as a robust decision making process, improving the selection of investment projects, the introduction of competitive pressures through the reduction of barriers to entry and vertical separation when this is appropriate. In addition, efficient investment can be promoted by the combination of regulator independence and the application of incentive regulation.

    Abstract: This study focuses on the single most important component of the private return on tertiary education, the gross wage premium. There are at least two additional reasons for paying particular attention to wage premia. First, the wage premium earned by existing graduates is easy to observe, so high-school leavers can be assumed to take it into account when deciding for or against enrolment in tertiary education. Second, to the extent that wages reflect marginal labour productivity, estimates of wage premia are sometimes used to assess the quality of human capital in an economy with a view to correcting simpler measures based on years of schooling or attainment levels.

    Abstract: Circumstantial evidence is employed in cartel cases in all countries. The better practice is to use circumstantial evidence holistically, giving it cumulative effect, rather than on an item-by-item basis. Complicating the use of circumstantial evidence are provisions in national competition laws that variously define the nature of agreements that are subject to the law. There are two general types of circumstantial evidence: communication evidence and economic evidence. Of the two, communication evidence is considered to be the more important. Economic evidence is almost always ambiguous. It could be consistent with either agreement or independent action. Therefore it requires careful analysis. National treatment of cartels, such as whether they are prosecuted as crimes or as administrative violations, can affect the burden of proof that applies to the cases, and hence the use of circumstantial evidence. It can be difficult to convince courts to accept circumstantial evidence in cartel cases, especially where the potential liability for having violated the anti-cartel provisions of the competition law is high. There are circumstances in countries that are relatively new to anti-cartel enforcement that could affect the extent to which they rely on circumstantial evidence in their cases.

    Abstract: In the decade following the 1998 financial crisis Russia’s banking system grew much larger and stronger – indeed, growth rates were dangerously high – but even before the onset of the current global crisis it continued to play a limited role in intermediating savings and investment, especially for small and medium-sized enterprises. Moreover, despite important improvements, some weaknesses in prudential supervision remained, and the Russian banking sector continued to have too many very small banks doing little if any banking business. This paper discusses the policy imperatives in the short term, in the face of the ongoing economic crisis, and reforms that could be implemented over the longer term to improve the efficiency and resilience of the financial system and raise Russia’s potential growth rate. While the current crisis is painful for the banking sector as well as the broader economy, it may facilitate a restructuring of the system that will be positive in the long run, as well as new approaches to regulation that will make banking less crisis-prone.

    Abstract: The possibility that a country’s external current account may adjust nonlinearly to shocks is attracting increasing attention in the empirical literature. To shed further light on this issue in the context of emerging-market economies, this paper uses Brazilian data to estimate the determinants of the current account in a smooth-transition vector-autoregressive (ST-VAR) setting. We allow for the transition parameters and the model coefficients to be estimated simultaneously by non-linear constrained maximum likelihood. We find strong evidence of non-linearity in the VAR when (lagged) government consumption and investment are used as the variables governing transition across regimes. The computation of non-linear impulse response functions suggests that the system’s history, as well as the sign and magnitude of shocks, affect the current account’s responses to exogenous changes in income, government consumption and investment. In particular, responses to fiscal shocks depend on whether they are positive or negative and whether they follow periods of fiscal expansions or contractions. Current account responses to a positive fiscal impulse are much stronger when conditioned on periods of fiscal expansion (rising government consumption) than retrenchment. The importance of conditioning history and the magnitude of shocks in the current account’s response to shocks is confirmed by forecast error variance decomposition analysis.

    Abstract: This survey analyses 92 government programmes and business initiatives across 22 OECD countries plus the European Commission. Fifty of these have been introduced by governments and the remaining 42 have been developed by business associations, mostly international. Over two-thirds of these focus on improving performance in the ICT industry. Only one third focus on using ICTs across the economy and society in areas where there is major potential to dramatically improve performance, for example in “smart” urban, transport and power distribution systems, despite the fact that this is where ICT have the greatest potential to improve environmental performance.

    Abstract: Employment and social protection are two critical avenues towards achieving pro-poor growth and the Millennium Development Goals. In developing countries the majority of poor people work, but employment conditions are poor, productivity is low and incomes inadequate. Policies that improve conditions in the informal economy, increase the productivity and employability of poor people and improve the enabling environment for local entrepreneurship will lead to better employment outcomes. Social protection enables households to invest in productive activities and human capital, which raises their productivity and incomes. Social protection can be affordable, including for low-income countries, and efficiently tackles poverty through improved health, increased school attendance and less hunger and malnutrition. There is growing demand in developing countries for more public action on social protection and employment. To help donors respond, at its High Level Meeting on 27-28 May 2009 the DAC endorsed the following policy statement which encourages donors to provide adequate, long-term and predictable financial assistance to underpin developing countries’ efforts to build social protection systems and to make employment and decent work a key objective of development co-operation. In addition, through its Network on Poverty Reduction (POVNET), the DAC has developed policy guidance notes for donors on employment and social protection.

    Abstract: Both within and beyond the OECD region, governments and other stakeholders are increasingly interested in the assessments of the skills of their adult populations in order to monitor how well prepared they are for the challenges of the knowledge based society. The current paper provides an overview of the two international assessments of adult literacy which have already taken place in the OECD region – the International Adult Literacy Survey (IALS) and the Adult Literacy and Life Skills Survey (ALL) as well as of the forthcoming OECD Programme for the International Assessment of Adult Competencies (PIAAC). The conceptual framework for the assessments is described with a focus on the links between the different assessments. In addition, the paper provides a survey of the outputs of IALS and ALL including a review of the major themes addressed in the literature which has used data from these surveys as well as a brief discussion of their policy impact.

    Abstract: Government provision of a safety net for financial institutions has been a key element of the policy response to the current crisis. In the process, existing guarantees have been expanded and new ones introduced, including, in particular, in relation to bank liabilities. Among other things, such guarantees create costs that arise as a result of potential distortions of incentives and competition. To limit such distortions it is important to specify risk-based premiums for additional government-provided guarantees, and to the extent that guarantees are priced appropriately potential distortions also should be limited. The evidence however has been mixed in this regard. The present article discusses pricing and some other selected issues related to the recent expansion of guarantees for bank liabilities.

    Abstract: This paper uses WITCH, an integrated assessment model with a game-theoretic structure, to explore the prospects for, and the stability of broad coalitions to achieve ambitious climate change mitigation action. Only coalitions including all large emitting regions are found to be technically able to meet a concentration stabilisation target below 550 ppm CO2eq by 2100. Once the free-riding incentives of non-participants are taken into account, only a “grand coalition” including virtually all regions can be successful. This grand coalition is profitable as a whole, implying that all countries can gain from participation provided appropriate transfers are made across them. However, neither the grand coalition nor smaller but still environmentally significant coalitions appear to be stable. This is because the collective welfare surplus from cooperation is not found to be large enough for transfers to offset the free-riding incentives of all countries simultaneously. Some factors omitted from the analysis, which might improve coalition stability, include the co-benefits from mitigation action, the costless removal of fossil fuel subsidies, as well as alternative assumptions regarding countries’ bargaining behaviour.

    Abstract: The international discussion about global climate change now revolves around what the necessary set of policies and technologies will be needed to realize reduction goals. Stabilizing atmospheric carbon dioxide (CO2) concentrations at 450 to 550 parts per million will require policy changes along with innovation and large-scale adoption of GHG-reducing technologies throughout the global energy system. Innovations will need to be supported by international cooperation and behavioral changes to further realize the benefits of technological advances. Much discussion has therefore focused on policies that target technology directly, including research and development (R&D) activities and technology-specific incentives, as well as policies and agreements that increase diffusion and adoption. This paper reviews the recent literature on trends and prospects for innovation in climate change mitigation, to identify the most important international and domestic actions necessary to technologically alter energy systems in a direction that can achieve GHG stabilization targets while also meeting other societal goals. It provides an overview of key technical issues associated with the development, diffusion, and adoption of technologies that mitigate climate change. It examines the role of environment and innovation policy measures to encourage innovation, and it outlines the conditions that trigger these advances. The review highlights that establishing a GHG emission price is essential from a technology perspective. Such a price should be coupled with public R&D support. The review discusses policy features that impact on environmentally oriented R&D, the diffusion of environmental innovations, their deployment in developing countries. In particular, the paper outlines the positive role of international technology-oriented agreements as part of the architecture of an international climate change policy.

    Abstract: In contrast to the once prevailing norm of secrecy and opaqueness, transparency has now become one of the main features characterising the conduct of monetary policy. Detailed analysis of eleven OECD central banks shows that communication practices have converged markedly in the direction of ever greater transparency. Empirical evidence is consistent with the hypothesis that transparency contributes to the successful conduct of monetary policy: higher transparency is a typical element of monetary frameworks that are associated with better anchored inflation expectations and more stable inflation outcomes. Despite this general trend toward increased transparency, however, central banks differ in actual communication practices. There is a particular divergence with respect to transparency in the decision-making process and communication regarding future policy inclination. Although the appropriate degree of transparency in these areas is an unsettled issue, the fact that financial dislocation is impairing conventional monetary transmission makes these two areas critical for policy implementation.

    Abstract: Experimental facilities are essential research tools both for the development of nuclear science and technology and for testing systems and materials which are currently being used or will be used in the future. As a result of economic pressures and the closure of older facilities, there are concerns that the ability to undertake the research necessary to maintain and to develop nuclear science and technology may be in jeopardy. An NEA expert group with representation from ten member countries, the International Atomic Energy Agency and the European Commission has reviewed the status of those research and test facilities of interest to the NEA Nuclear Science Committee. They include facilities relating to nuclear data measurement, reactor development, neutron scattering, neutron radiography, accelerator-driven systems, transmutation, nuclear fuel, materials, safety, radiochemistry, partitioning and nuclear process heat for hydrogen production. This report contains the expert group’s detailed assessment of the current status of these nuclear research facilities and makes recommendations on how future developments in the field can be secured through the provision of high-quality, modern facilities. It also describes the online database which has been established by the expert group which includes more than 700 facilities.

    Abstract: Corporate sanctions rarely are sufficiently high to be an optimal deterrent against cartels. Sanctions against natural persons can thus complement them. There is no systematic evidence proving the deterrent effects of sanctions on individuals, and/or assessing whether such sanctions can be justified. There is a trend among countries to accept as self-evident that individual sanctions, including imprisonment, can be a useful part of effective anti-cartel enforcement. If a country provides for individual sanctions, a strong argument can be made that relatively short prison sentences are the most cost effective deterrent. However, there are also reasons why countries may provide for longer prison sentences, most importantly that only longer statutory sentences adequately express a society’s condemnation of hard-core cartels. In addition to increasing levels of deterrence, sanctions against individuals can be a powerful incentive for individuals to reveal information about existing cartels and to cooperate in investigations. International law does not recognise the principle of double jeopardy that would prevent authorities in different countries from prosecuting the same person for participation in the same cartel. Nevertheless, where cartels are investigated in a multi-jurisdictional context, jurisdictions may consider arrangements to ensure that only one of them prosecutes an individual.

Des groupes de rongeurs (5 mâles et 5 femelles) sont exposés 6 heures par jour pendant une période de 90 jours a) à la substance d’essai à trois niveaux de concentration ou plus, b) à de l’air filtré (témoin négatif), et/ou c) au véhicule (groupe témoin du véhicule). Les animaux sont exposés en général 5 jours par semaine, mais il est aussi permis de les exposer 7 jours par semaine. Des mâles et des femelles sont toujours utilisés, mais peuvent être exposés à des niveaux de concentration différents si l’un des sexes est connu pour être plus sensible à une substance d’essai donnée. Les résultats de l’étude incluent des mesures et des observations quotidiennes détaillées (hématologie et chimie clinique) ainsi qu’une autopsie générale, le poids des organes et de l’histopathologie. Afin de mieux caractériser la toxicité de la substance d’essai, la Ligne directrice laisse la possibilité d’inclure des groupes satellites (réversibilité), des lavages broncho-alvéolaires, la mesure de la charge pulmonaire pour les particules, des tests neurologiques et des évaluations histopathologiques ou de pathologie clinique supplémentaires.

    Abstract: This paper briefly reviews the historical development of the university system in Chile, and describes the current structure of funding, supply and demand for tertiary education, research and university services. Both public and private universities in Chile have expanded and restructured, access to tertiary education has improved, and universities have contributed to the country’s national innovation system. However, steep challenges related to structure and performance in education and research remain, if universities are to meet the growing economy’s demands for productivity and competitiveness. This paper outlines the principal areas which need improving: market access; quality of services; R&D and innovation spending; fiscal support; institution building and strategy co-ordination. Les universités chiliennes en transition vers un régime politique gouverné par le marché Cet article propose une brève présentation du développement historique de l’université au Chili et décrit la structure actuelle du financement, de l’offre et des besoins de l’éducation supérieure, de la recherche et des services universitaires. Les universités publiques et privées se sont développées et restructurées, l’accès à l’enseignement supérieur s’est amélioré et les universités ont contribué au système d’innovation national du pays. Toutefois, pour répondre aux demandes de productivité et de concurrence d’une économie en pleine croissance, les universités devront faire face à plusieurs défis de taille, notamment en ce qui concerne la structure et les performances dans les systèmes de l’éducation et de la recherche. Cet article expose brièvement les principaux points à améliorer : l’accès au marché, la qualité des services, les dépenses liées à la recherche, au développement et à l’innovation, le soutien budgétaire, la mise en place des institutions et la coordination stratégique.

    Abstract: This paper discusses issues related to the teaching and assessment of 21st century skills and competencies in OECD countries drawing on the findings of a questionnaire study and other relevant background material such as white papers or curriculum documents. Although all OECD countries were invited to participate in the questionnaire survey, responses were received from seventeen countries or regions, and the paper focuses primarily on this group. The paper presents a short discussion of the importance and relevance of 21st century skills and competencies in the current policy debate and the definitions and conceptual frameworks that have been used in the literature, and proposes a new three-dimensional framework, consisting of the dimensions of information, communication and ethics and social impact. The findings of the questionnaire survey show that most countries or regions cover 21st century skills and competencies in their regulations, guidelines or recommendations for compulsory education. However, there are few specific definitions of these skills and competencies at national or regional level and virtually no clear formative or summative assessment policies for these skills. The only evaluation regarding their teaching is often left to external inspectors as part of their whole school audits. Similarly there are few teacher training programmes that target the teaching or development of 21st century skills, although there exist several teacher training initiatives that focus on developing teachers’ ICT pedagogical skills, most of them optional. The paper discusses the implications of these findings especially with regard to the particular role of ICT in the development of these skills and competencies, and issues related to assessment practices and teacher training.

    Abstract: This case study analyses the effect that the end of the Multi-Fibre Agreement (MFA) has had on innovation in the Sri Lankan textile and clothing sector. The ending of the quota system under the MFA led to an increase in the US and EU markets which has motivated a large number of innovations in the Sri Lankan textile and clothing sector. Some large companies have become a total services provider, while others are trying to establish their own brands.     Abstract: The information content of qualitative survey responses are confronted with the corresponding quantitative figures on a firm-by-firm basis. This comparison permits to directly check the information content of the qualitative data. The findings indicate that survey respondents provide correct information, by and large. The results lend support to the Carlson-Parkin method and may pave the way towards improving variance estimates within this method.
