    Abstract: Das Bild schweigt still. Seine Visualität verweigert sich der Sprache, es ist nicht übersetzbar. Ungeachtet dessen werden Bilder in der Praxis immer wieder sprachlich erschlossen, verhandelt und tradiert: als Abbilder, epistemische Objekte - oder als Kunstwerke. Ausgehend von dieser theoretisch viel diskutierten Diskrepanz untersucht das Buch Audioguides in Kunstausstellungen erstmals aus soziologischer Perspektive: Richter über Kunst und Nicht-Kunst und Grenzgänger zwischen Wahrnehmung und Kommunikation, Subjekt und Objekt, visuellem und sprachlichem Wissen, lösen sie das Problem der Bildbeschreibung praktisch, brechen das Schweigen des Bildes und bringen es - als sozial und sinnhaft strukturiert - zum Sprechen. Biographical note: Kathrin Popp (Dipl.-Soz.) arbeitet als Lektorin mit den Schwerpunkten Soziologie sowie Medien-, Bild- und Kunstwissenschaften in Bielefeld.

    Abstract: In recent years, discussions about external military intervention in local conflicts have often included consideration of no-fly zones (NFZs) as a policy option. In the past two decades, the U.S. Air Force has participated in three contingencies involving NFZs over Bosnia, Iraq, and Libya, and NFZ proposals have been proffered for some time as an option for intervention in the Syrian civil war that would avoid placing Western troops on the ground. This paper provides a preliminary look at NFZs as a strategic approach in such situations. It evaluates the possible objectives of NFZs, including (1) preventing the use of airpower, (2) coercing adversaries, (3) preparing future battlefields, (4) weakening potential enemies, (5) political posturing, and (6) signaling or creating commitment, and discusses the potential utility and probable limitations of each

    Abstract: After all the green beer has been poured and the ubiquitous shamrocks fade away, what does it mean to be Irish American besides St. Patrick’s Day? Who’s Your Paddy traces the evolution of “Irish” as a race-based identity in the U.S. from the 19th century to the present day. Exploring how the Irish have been and continue to be socialized around race, Jennifer Nugent Duffy argues that Irish identity must be understood within the context of generational tensions between different waves of Irish immigrants as well as the Irish community’s interaction with other racial minorities.Using historic and ethnographic research, Duffy sifts through the many racial, class, and gendered dimensions of Irish-American identity by examining three distinct Irish cohorts in Greater New York: assimilated descendants of nineteenth-century immigrants; “white flighters” who immigrated to postwar America and fled places like the Bronx for white suburbs like Yonkers in the 1960s and 1970s; and the newer, largely undocumented migrants who began to arrive in the 1990s. What results is a portrait of Irishness as a dynamic, complex force in the history of American racial consciousness, pertinent not only to contemporary immigration debates but also to the larger questions of what it means to belong, what it means to be American

    Abstract: Drawing on contemporary conflicts between Latino/as and anti-immigrant forces, Citizenship Excess illustrates the limitations of liberalism as expressed through U.S. media channels. Inspired by Latin American critical scholarship on the "coloniality of power," Amaya demonstrates that nativists use the privileges associated with citizenship to accumulate power. That power is deployed to aggressively shape politics, culture, and the law, effectively undermining Latino/as who are marked by the ethno-racial and linguistic difference that nativists love to hate. Yet these social characteristics present crucial challenges to the political, legal, and cultural practices that define citizenship. Amaya examines the role of ethnicity and language in shaping the mediated public sphere through cases ranging from the participation of Latino/as in the Iraqi war and pro-immigration reform marches to labor laws restricting Latino/a participation in English-language media and news coverage of undocumented immigrant detention centers.     Abstract: "Empire and Identity in Guizhou is a study of stormy ethnic relations in eighteenth-century Guizhou Province between the Qing state and the Zhongjia ethnic group, which culminated in the Nanlong Uprising in 1797. As the imperial state extended its control into frontier areas such as Mongolia, Tibet, and the southwest, it encountered difficulty incorporating non-Han people into the empire. The Zhongjia in particular were difficult to control, because the state could not employ religion as a political tool, as it did with ethnic minorities who were Buddhist; nor were literary tactics useful with the nonliterate Zhongjia. Weinstein shows how the Zhongjia maintained autonomy through livelihood choices, and how their "creative resistance" ranged from subterfuge to outright rebellion. This engagingly written and dramatic case study demonstrates how the Qing empire really worked and contributes toward a broader understanding of imperialism and colonialism"--
    Abstract: "This historical investigation describes the Qing imperial authorities' attempts to consolidate control over the Zhongjia, a non-Han population, in eighteenth-century Guizhou, a poor, remote, and environmentally harsh province in Southwest China. Far from submitting peaceably to the state's quest for hegemony, the locals clung steadfastly to livelihood choices--chiefly illegal activities such as robbery, raiding, and banditry--that had played an integral role in their cultural and economic survival. Using archival materials, indigenous folk narratives, and ethnographic research, Jodi L. Weinstein shows how these seemingly subordinate populations challenged state power. Jodi L. At that time, the only way to reach Sokp'o, other than by boat, was a two hour walk along foot paths. This memoir of his experiences in a village with no electricity, running water, or telephone shows Brandt's attempts to adapt to a traditional, preindustrial existence in a small, almost completely self-sufficient community.     Abstract: We quantify the extent to which public-sector employment crowds out private-sector employment using specially assembled datasets for a large cross-section of developing and advanced countries, and discuss the implications for countries in the Middle East, North Africa, Caucasus and Central Asia. These countries simultaneously display high unemployment rates, low private-sector employment rates and high proportions of government-sector employment. Regressions of either private-sector employment rates or unemployment rates on two measures of public-sector employment point to full crowding out. This means that high rates of public employment, which incur substantial fiscal costs, have a large negative impact on private employment rates and do not reduce overall unemployment rates.
