    Abstract: This paper discusses the tax system in the Czech Republic and offers some specific suggestions for reform. Viewed in international context, the Czech system is broadly similar to those operated in other OECD countries. Like them, it exhibits a number of non-neutral features, some of which reflect the economy’s command and control past and others which reflect compromises between the desire to minimise economic distortions and the need to implement a system that is administratively and politically practical. The evidence, reviewed in this paper, suggests that the main priorities for reform should include: eliminating the tax bias in favour of self-employed work forms; substantially reducing the number of goods and services subject to the reduced VAT rate; lowering social security contributions and increasing reliance on the personal income tax system.     Abstract: This paper examines the robustness of explanatory variables in cross-country economic growth regressions. It employs a novel approach, Bayesian Averaging of Classical Estimates (BACE), which constructs estimates as a weighted average of OLS estimates for every possible combination of included variables. The weights applied to individual regressions are justified on Bayesian grounds in a way similar to the well-known Schwarz criterion.     Abstract: This paper reviews tax policy initiatives and the scope for further reform in Norway. Norway faces the challenge of containing expenditure to at least avoid future increases in the tax burden, which is already above the OECD average. The favourable tax regimes for some industries imply that the fully taxed sectors carry a comparatively higher burden, distorting resource allocation. Norway has made considerable progress in easing the distortions that are typically associated with a high tax burden. The introduction in 1992 of a dual income tax system, taxing all capital income at a low flat rate and labour incoming at higher and progressive rates, has been the centrepiece of the reform process.     Abstract: The International Energy Agency's 1999 review of Hungary's energy policies and programmes. Hungary joined the International Energy Agency on 3 June 1997 as part of its transition toward a market economy and integration into the West that began after 1990. It also envisages accession to the European Union (EU) within the next three years. This will require further changes to the country’s energy sector that underwent considerable change during the transition years. Previously operated by the state-held body MVM, Hungary’s electricity supply industry was restructured and privatised, with generation, transmission and distribution now separate functions. But as the country’s wholesale company, MVM still dominates the industry. New legislation provides for regulated third party access and progressive market opening, starting with 10% by 2001. MOL is the sole domestic producer of oil and gas, but the oil retail market is now fully competitive. MOL and the gas distribution and supply companies have been privatised, and new legislation introducing competition into the gas market is to be completed by 2002. Hungary signed the Climate Convention in 1994 and is committed to reduce its carbon dioxide emissions. The country’s total primary energy supply collapsed after 1989 and is not expected to recover to previous levels before 2010, so Hungary is certain to fulfil its obligations. But scope exists for major energy efficiency improvements.

    Abstract: Using plant level panel data on Korean manufacturing during the 1990-98 period, this study tries to assess the role of entry and exit in enhancing aggregate productivity, both qualitatively and quantitatively. The main findings of this study are summarised as follows. First, plant entry and exit rates in Korean manufacturing seem quite high: they are higher than in both the United States and several developing countries for which comparable studies exist. Second, in line with existing studies on other countries, plant turnover reflects underlying productivity differentials in Korean manufacturing, with the “shadow of death” effect as well as selection and learning effects all present.     Abstract: China’s remarkable growth in recent years has been often rather arbitrarily ascribed to a number of politico-economic factors. In this volume, the specific effect of foreign direct investment (FDI) inflows is measured quantitatively and estimated on a regional basis. The authors find that there is a much more complex relationship between such flows and growth overall than had hitherto been supposed. While growth associated with FDI flows and a consequent foreign technology input is clearly highest in the coastal, open provinces, geographical dispersion effects can also be identified. In order to avoid widening wealth inequalities, these dispersion effects should be encouraged. Large differences, however, in physical and human capital terms, exist between provinces located on the coast and in the interior of the country and these hinder redistribution of the growth effects of FDI inflows on a national scale. In addition, if China is to continue to benefit substantially from technological progress, domestic research and development capacity will need to be expanded to offset diminishing returns from foreign technology transfers. This implies the adoption of policies designed to increase human capacity development through education and training on a national scale.

    Abstract: An OECD Member country since 1996, Hungary has for the past ten years pursued its economic transition process with extensive reforms encompassing an active and liberal foreign direct investment policy. It has become one of the most attractive environments and preferred destinations for investors in Eastern Europe, with one of the highest per capita FDI inflows in the region. Privatisation has played a key role in the transformation of the Hungarian economy and in attracting FDI. Now, with this process virtually completed, Hungary aims at achieving an FDI ratio of 20 to 25 per cent of total investment by developing further greenfield projects, encouraging reinvestments and promoting small and medium-sized enterprises. Two portions are mixed with the carrier containing the product (five for non agrochemicals), and the other is mixed with the carrier without the product (control). A minimum of three replicates for both treated and untreated soils is recommended. After 0, 7, 14 days and 28 days of incubation, samples of treated and control soils are extracted with an appropriate solvent, and the quantities of nitrate in the extracts are determined. All tests run for at least 28 days. If, on the 28th day, differences between treated and untreated soils are equal to or greater than 25%, measurements are continued to a maximum of 100 days. Results from tests with multiple concentrations are analysed using a regression model, and the ECx values are calculated.

Yet, most attempts to quantify the economic impact of implementing the Protocol’s emission targets for the period 2008-12 have focused exclusively on CO2 emissions.     Abstract: We construct a revised version of the Barro and Lee (1996) data set for a sample of OECD countries using previously unexploited sources and following a heuristic approach to obtain plausible time profiles for attainment levels by removing sharp breaks in the data that seem to reflect changes in classification criteria. L’aide au développement bénéficie en Norvège d’un large consensus national dû au soutien sans réserve des églises et des ONG, et à une sensibilisation efficace aux problèmes de développement. Quelque 40 % du programme bilatéral administré par la Norvège transitent ainsi par des ONG norvégiennes. L’aide au développement à long terme de la Norvège est fortement orientée vers la réduction de la pauvreté, l’aide allant essentiellement aux pays pauvres menant de bonnes politiques. La Norvège suit à cet égard une triple approche : aider les pays concernés à promouvoir la croissance économique ; favoriser la mise en œuvre des programmes de développement social ; enfin, cibler l’aide sur les groupes vulnérables. Les approches opérationnelles de la Norvège et ses crédits budgétaires à l’appui de la réduction de la pauvreté peuvent, toutefois, être encore renforcés dans le cadre de l’effort général mené à l’échelle internationale pour réduire de moitié la proportion de pauvres d’ici 2015. Les ambitions de la Norvège en ce qui concerne la promotion des droits de l’homme, de la démocratie et de la paix, ont ouvert de nouveaux domaines d’action et généré des défis majeurs aux niveaux stratégique et organisationnel. De plus, si la Norvège s’attache à concentrer son aide bilatérale sur 12 pays prioritaires, les priorités politiques et humanitaires sont devenues un deuxième élément de l’aide norvégienne et en ont accru sa dispersion géographique. The operating environment in Mongolia is evolving to accommodate the requirements of modern businesses. Labour, raw materials and operating costs are competitive and the key legislative acts are in place. Work is progressing to modernise the tax administration. This Investment Guide, published by the OECD’s Centre for Co-operation with Non-Members, provides an overview of the conditions for foreign direct investment in Mongolia. Policy recommendations are made to enhance the attractiveness of the country as an investment venue, including strengthening the legal framework for foreign investment, restructuring the banking system and reinforcing the rule of law.

    Abstract: Various risks affect the income and the welfare of farm households. A large number of strategies are available to deal specifically with income risk. They exist against a general background of widespread government intervention that modifies the risks faced by farmers. In the context of agricultural policy reform, a challenge for policy makers is to better define the role of public policy versus market-based mechanisms to deal with income risk in agriculture. The OECD workshop examined the various strategies used by farm households, in particular those attracting renewed interest such as diversification of income sources, vertical co-ordination, hedging on futures markets, insurance coverage and public safety-nets. It allowed participants from Member countries’ governments and private industries to share their experience. One of the main conclusions was that farmers, as managers, have the primary responsibility for risk management and that the optimal mix of tools and instruments depends on specific conditions. Government intervention in risk management, coming as a response to an identified market failure, should be in line with general reform principles shared by OECD Ministers for Agriculture, which include increasing the market orientation of agriculture and addressing legitimate domestic interests in ways that do not distort production and trade.

Written by a former Director of Environment, this book describes the origins and evolution of the Organisation’s environmental work as well as its contributions to the resolution of major environmental issues which OECD Member nations have confronted over the second half of the Twentieth Century (e.g, acid rain, ozone depletion, chemical safety, hazardous waste management, and reconciliation of economic growth and environmental protection objectives). The author also sets out some of the key challenges that the OECD faces in maintaining a leadership role in international environmental affairs in the next millennium.

    Abstract: We attempt to identify and explain the broad patterns of financial development in developed countries over the twentieth century. We find that, contrary to the predictions of most existing theories, indicators of financial development do not seem monotonic over time. In particular, we find that by most measures, countries were more financially developed in 1913 than in 1980 and that a major reversal took place between 1913 and 1950. To explain this we outline a simple theory of the political economy of financial development. Empirically, our analysis suggests that the forces opposing financial development will be weaker when a country is open to international trade and capital flows. We find this to be true both in the cross-section and over time.     Abstract: Crony capitalism and self-fulfilling expectations by international creditors are often suggested as two rival explanations for currency crisis. This paper examines a possible linkage between the two that has so far not been explored: corruption may affect a country’s composition of capital inflows in a way that makes it more likely to experience a currency crisis that is triggered/aided by international investors’ self-fulfilling expectations. Using data on bilateral foreign direct investment (FDI) and bilateral bank loans, this paper finds clear evidence that corrupt countries tend to have a particular composition of capital inflows that is relatively light in FDI.     Abstract: Addressing unsustainable patterns of consumption is a crucial challenge for OECD Member countries in tackling environmental problems. However, measures to influence consumer demand have, in the past, received less attention than measures to influence production patterns. This progress report provides an initial overview of the broad array of policies and policy instruments which OECD Member countries are already using or considering to influence consumer demand for certain goods and services. These include a wide range of regulatory, economic and social policy instruments, as well as other actions by government, such as capital investment and the use of the land-use planning system. Such actions often form part of Member countries' strategies to tackle major environmental problems, such as climate change. This report reviews currently available information on the success of Member country initiatives in influencing consumption patterns. It finds that detailed information on the effectiveness of these policies is still limited, partly because many of the measures have only recently been put in place. It also identifies next steps for the OECD and for its Member countries, both to improve knowledge of policy initiatives and to take more effective action to influence consumption patterns.

    Abstract: De 1997 à 1999, la CEMT a consacré trois rapports et trois résolutions à la sécurité des usagers vulnérables, à savoir les cyclistes, les piétons et les utilisateurs de deux-roues motorisés (cyclomoteurs et motocyclettes). Ces études s’inscrivent dans un cadre plus large que celui de la seule sécurité routière puisqu’elles prennent en compte aussi bien l’évolution démographique des pays Membres de la CEMT -- vieillissement de la population -- que les problèmes désormais d’actualité de mobilité, d’aménagement du territoire, d’environnement et de santé publique. Les mesures préconisées (qu’elles soient globales ou spécifiques à chaque catégorie d’usagers concernée) montrent qu’il reste encore beaucoup à faire en faveur de la sécurité des usagers vulnérables. Il s’agit toutefois de ne pas promouvoir un modèle unique, mais de s’efforcer de développer plusieurs stratégies qui intègrent les particularités de chaque pays. Cette publication devrait permettre à chacun d'évaluer les différentes approches développées dans les pays de la CEMT et de s’inspirer de ce qu’il est convenu d’appeler les "bonnes pratiques".

C'est aux agriculteurs, en tant qu’entrepreneurs, qu'incombe en premier lieu la gestion du risque, et la combinaison optimale d’outils et d’instruments dépend des conditions spécifiques, telle est l'une des principales conclusions de cet atelier. L’intervention du gouvernement dans la gestion du risque, en réponse à une défaillance avérée du marché, devrait être conforme aux principes généraux de réforme tels qu'ils ont été définis par les ministres des pays de l’OCDE. Ceux-ci impliquent notamment une plus grande orientation de l’agriculture par le marché et la prise en compte des préoccupations nationales légitimes sans création de distorsions sur la production et les échanges.

It makes comparisons of students with disabilities, learning or behaviour difficulties and disadvantages on the basis of the additional resources made available to them to access the curriculum, which in some countries covers some 35% of school-age students. To improve the quality of the comparisons made countries re-classified their own classification schemes and data into a new tri-partite cross-national classification system:-Category A covers those students whose disabilities have clear biological causes.-Category B covers those students who are experiencing learning and behaviour difficulties for no particular reason. -Category C covers those students who have difficulties arising from disadvantages.Among the many analyses provided, the book highlights the numbers of students involved, where they are educated (special schools, special classes and regular schools), and a breakdown by gender.     Abstract: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000.     Abstract: Cette Ligne directrice décrit une méthode d'essai conçue pour étudier en laboratoire les effets à long terme des produits chimiques, après une exposition simple, sur l'activité de transformation de l'azote par les micro-organismes du sol. Le sol tamisé est modifié avec l’ajout de la farine de plante en poudre, et traité avec la substance d'essai d’une part, non traité d’autre part. Pour les produits agrochimiques, deux concentrations au minimum d'essai sont recommandées (cinq pour les substances autres que des produits agrochimiques) ; celles-ci devraient être choisies par rapport à la concentration la plus élevée prévue sur le terrain. Le sol est divisé en trois parties de poids égal (six pour les substances autres que des produits agrochimiques). Deux parties sont mélangées au véhicule contenant le produit (cinq pour les substances autres que des produits agrochimiques), et l'autre est mélangée au véhicule sans produit (témoin). Trois réplicats au minimum pour les sols traités et non traités sont recommandés. Après 0, 7, 14 jours et 28 jours d'incubation, des échantillons de sols traité et du témoin sont extraits au moyen d’un dissolvant approprié, et les quantités de nitrate extraites sont déterminées. Tous les essais durent pendant au moins 28 jours. Si, le 28ème jour, les différences entre les sols traités et non traités sont égales ou supérieures à 25%, les mesures sont continuées jusqu’à un maximum de 100 jours. Les résultats sont analysés à l’aide d’un modèle par régression et les valeurs CEx sont calculées.

    Abstract: International conventions designed to combat global environmental problems -- known as Multilateral Environmental Agreements or MEAs -- often use trade measures, among other instruments. But in fact the term trade measures covers a variety of provisions, ranging from simple reporting requirements of transboundary movements to the use of trade sanctions imposed to change a country’s environmental behaviour. MEA use of trade measures has not been without controversy in both trade policy and environment policy circles. In order to try and disentangle the various strands of this important set of trade and environment issues, the OECD Joint Session of Trade and Environment Experts focused on the actual experience with the use of trade measures in three universally subscribed MEAs -- CITES (on endangered species), the Montreal Protocol (on ozone layer depleting substances) and the Basel Convention (on hazardous wastes). Whilst the case studies unsurprisingly reveal varying experiences, common issues and main themes, as well as a series of lessons learned, could nonetheless be drawn together from the case study analyses and have been assembled in the concluding chapter of this volume.

Des juvéniles en phase de croissance exponentielle sont placés, après avoir été pesés, dans des enceintes d'essai et sont normalement exposés à cinq concentrations sublétales de la substance d'essai dissoute dans l'eau, de préférence selon une méthode dynamique ou dans des conditions semi-statiques appropriées (renouvellement discontinu). La durée d'essai est de 28 jours. La ration alimentaire quotidienne est basée sur le poids initial des poissons et peut être recalculée après 14 jours. Le rapport d'étude inclut la mesure de concentration de la substance d'essai, l'observation des anomalies externes et comportements anormaux et le poids des poissons à la fin de l'essai. Les effets sur des taux de croissance sont analysés à l’aide d’un modèle de régression afin d'estimer la concentration qui causerait une variation de x % du taux de croissance (CEx). Alternativement, les données peuvent être comparées aux valeurs témoins afin de déterminer la concentration minimale avec effet observé (CMEO) et, de là, la concentration (maximale) sans effet observé (CSEO).

    Abstract: This Test Guideline is designed to assess the effects of prolonged exposure to chemicals on the growth of juvenile fish. Juvenile fish in exponential growth phase are placed, after being weighed, in test chambers and are normally exposed to five sublethal concentrations of the test substance dissolved in water preferably under flowthrough, or, if not possible, under appropriate semi static (static-renewal) conditions. The test duration is 28 days. The daily food ration is based on initial fish weights and may be recalculated after 14 days. The study report should include the concentration measurement of the test substance, the observation of external abnormalities and abnormal behavior and the fish weighting at the end of the test. Effects on growth rates are analyzed using a regression model in order to estimate the concentration that would cause a x % variation in growth rate, i.e. ECx. Alternatively, the data may be compared with control values in order to determine the lowest observed effect concentration (LOEC) and the no observed effect concentration (NOEC).
