    Abstract: Infrastructure poses many challenges, from technical and budgetary concerns to delivery and governance issues. But it is crucial for both productivity and inclusiveness. Businesses rely on modern infrastructure to remain competitive, while society depends on good infrastructure to ensure equal opportunity and equal access to services for citizens. Good governance of public infrastructure can thus yield substantial benefits for all. Based on a survey of 27 countries, this report provides an overview of current practices in infrastructure governance and presents practical tools to help policy makers better manage infrastructure.

    Abstract: The Sahara-Sahel has seen recurrent episodes of instability. However, the recent Libyan and Malian crises have intensified the level of violence. These episodes have restructured the geopolitical and geographical dynamics of the region. Cross-border or regional, these contemporary crises require new institutional responses. How can countries sharing this space - Algeria, Libya, Mali, Morocco, Mauritania, Niger, Chad and Tunisia and all related states such as Nigeria - stabilize and develop? Historically, the Sahara plays an intermediary role between North Africa and sub-Saharan Africa. Commercial and human exchanges are intense and based on social networks that now include trafficking. Understanding their structure, geographical and organizational mobility of criminal groups and migratory movements represents a strategic challenge. This book hopes to address this challenge and stimulate strategies for the Sahel of the European Union, the United Nations, the African Union or ECOWAS (Economic Community of the States of West Africa) in order to foster lasting peace. The Atlas is based on an analysis of mapped regional security issues and development objectives to open the necessary dialogue between regional and international organizations, governments, researchers and local stakeholders tracks.

Tax and Development: Aid Modalities for Strengthening Tax Systems highlights how taxation can have a positive effect on the quality of governance and a government’s relationship with citizens and, in turn, how good governance can have a positive effect on compliance and revenue mobilisation. How can international assistance providers, including OECD members, international and regional organisations, support the development of tax systems in developing countries? Tax and Development: Aid Modalities for Strengthening Tax Systems provides practical guidance for policy makers and practitioners based on the results of an extensive literature review, a survey of aid agency officials and six country case studies (Ghana, Guatemala, Liberia, Mali, Mozambique, and Tanzania). It examines the aid instruments that donors use to assist developing countries including general and sector budget support, basket financing, stand-alone bilateral aid and funding South-South organisations. The strengths and weaknesses of each modality for supporting tax systems are identified, and some 50 recommendations to support the development of effective, efficient and growth-oriented tax systems in developing countries are provided.

    Abstract: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

    Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

    Abstract: Public administration has entered a new age. In the 1980s, “less” government was the prevailing idea; in the 1990s and early 21st century, “New Public Management” was the dominant theme. Today, public administration is moving in new directions. Reforms are focusing on the quality of services for citizens and businesses and on the efficiency of administration (the “back office” of government). The OECD is studying these new trends in a multi-annual, cross-country project called “Value for Money in Government”. This is the first report in a new OECD series on the topic. The book examines four themes in nine OECD countries: the development of shared service centres, the steering and control of agencies, automatic productivity cuts, and spending review procedures. In addition, it contains a quantitative analysis of the size of employment in central government. The countries studied are Australia, Canada, Denmark, Finland, Ireland, the Netherlands, New Zealand, Sweden and the United Kingdom. The book pays particular attention to the case of the Netherlands, the country that first proposed an OECD study on value for money in government.

    Abstract: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Abstract: The spectacular success of several well-known new ventures in technological fields, which in little more than a decade have jumped from the state of start-ups to that of top international businesses, has pointed to innovation as a key factor in the high growth of firms. These high-growth enterprises often drive job creation and innovation, so policy makers are increasingly making such companies a key focus. Specifically, how can government policy foster the creation of more high-growth enterprises; what are the growth factors, and how can they be leveraged; what are the appropriate ways to provide such support? To help answer these questions, this report presents findings from two new research studies: (1) reports from 15 countries (Australia, Brazil, Canada, Chile, Czech Republic, Finland, France, Italy, Japan, Mexico, Netherlands, Portugal, Spain, Switzerland and Tunisia) that provide interesting insights into the operations of and challenges faced by high-growth enterprises; (2) a policy survey by the OECD Working Party on SMEs and Entrepreneurship, which reviewed more than 340 programmes that policy makers in 24 countries have put in place to support the growth of enterprises. Some of this report’s findings may surprise: any firm can be a growth company; growth is almost always a temporary phase; high-growth small firms are funded mostly by debt, not equity. These and many more insights are summarised and analysed, providing policy makers with ideas on how to power growth at the firm level.

    Abstract: Solving the world’s environmental problems could take a significant toll on economic growth if only today’s technologies are available. We know that innovation – the creation and adoption of new cleaner technologies and know-how – provides a means to achieve local and global environmental goals at significantly lower costs. Innovation is also a major driver of economic growth. OECD governments are increasingly using environmentally related taxes because they are typically one of the most effective policy tools available. Exploring the relationship between environmentally related taxation and innovation is critical to understanding the full impacts of this policy instrument as well as one potential facet of “green growth.” By putting a price on pollution, do environmentally related taxes spur innovation? What types of innovation result? Does the design of the tax play a critical role? What is the effect of this innovation? In analysing these questions, this report draws on case studies that cover Japan, Korea, Spain, Sweden, Switzerland, the United Kingdom, Israel and others. It covers a wide set of environmental issues and technologies, as well as the economic and policy contexts. The research methods range from econometric analysis to interviews with business owners and executives. The report also explores the use of environmentally related taxes in OECD countries and outlines considerations for policymakers when implementing these taxes. Green growth policies can stimulate economic growth while preventing environmental degradation, biodiversity loss and unsustainable natural resource use. The results from this publication will contribute to the Green Growth Strategy being developed by the OECD as a practical policy package for governments to harness the potential of greener growth.

    Abstract: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Part I provides an overview of the economics and politics of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper.     Abstract: Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. This commitment was based on the recognition that the needed changes to behaviour will not happen automatically as there are a number of up-front and long-term costs - institutional, financial and political. The importance of appropriate incentives in influencing managers and officials - and even more importantly political leaders - to bring about the necessary changes has been emphasised in a number of partner countries included in the Evaluation of the Paris Declaration. If incentives are to shift across the board, determined leadership, reinforced by pressure from well-informed stakeholders in partner and donor countries, will be needed. This publication adddresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

    Abstract: Consumers today are challenged by growing amounts of information and wider choices of products, requiring them to develop skills and knowledge for making good choices in complex markets. This publication examines the approaches that governments use to promote consumer education in OECD and some non-OECD countries, highlighting the policies and measures that have been particularly effective. It also analyses recent trends, the role of stakeholders, steps being taken to evaluate the effectiveness of current programmes and the principal challenges.

    Abstract: Successful development depends in large part on the efficiency, integrity and effectiveness with which the state raises, manages and expends public resources. Improving the rules and institutions governing these activities should be a major component, therefore, of any development approach. Given that strengthening Public Financial Management (PFM) is at the heart of the Millennium Development Goals, and good governance more generally, the Paris Declaration (2005) seeks to promote joint efforts in this area between donors and partner countries. This report takes stock of progress in strengthening public financial management systems and provides recommendations on how best to facilitate achieving the 2010 targets set out in the Paris Declaration. It sets out the benefits of and rationale for using country systems, assesses progress in meeting the Paris Declaration targets, reviews the landscape of PFM reforms in partner countries, looks at drivers of successful PFM reforms, examines the factors that influence decisions to use country PFM systems, focusing on the perceived risks and their assessment and management, and describes the PEFA (Public Expenditure and Financial Accountability) assessment, which provides information on the quality of a country’s PFM system. This report shows that now, as perhaps never before, partner countries and donors must strive to build mutual trust and work together in a true partnership for results.

Unless they seriously gear up their efforts, developing countries and their external partners will not meet their international commitments and targets for effective aid by 2010. Action is needed now. This report makes three high-level policy recommendations that will help accelerate progress and transform the aid relationship into a full partnership.

    Abstract: Pharmaceutical policy making raises particular challenges in reconciling key objectives for health policy, such as ensuring affordable access to the latest effective drugs, with other important policy considerations, such as providing support to a valuable national industry. Unusually among health policy issues, it also raises international considerations that further complicate decision making, particularly as the nature and extent of such considerations are not well understood. This report assesses how pharmaceutical pricing and reimbursement policies have contributed to the achievement of certain health policy objectives. It examines the national and transnational effects of these policies, in particular, their implications for the availability of medicines in other countries, the prices of these medicines, and innovation in the pharmaceutical sector. This publication presents an analysis of comparative price levels, making use of a unique dataset to construct the most comprehensive pan-OECD pharmaceutical price index to date. It also draws upon original case studies of pharmaceutical pricing and reimbursement policies in six OECD countries to provide specific examples of the impacts of policies on health system performance.

The type of state involved, the level of organisation within the national private sector and the kind of support offered by donors all have an influence on the potential and real success of PPD.     Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

This pilot study measures and compares administrative burdens in the transport sector across eleven member countries: Belgium, Canada, Denmark, France, Germany, Italy, Netherlands, New Zealand, Norway, Sweden and Turkey. The aim of the exercise is twofold: to identify good practices and provide input for national simplification strategies, and to develop and test a method for cross-country comparison. This report is published in English only. However, a French translation of the executive summary has been included in this volume.

Many regions that were historically production centres in a given sector are losing out to lower-cost locations and reorienting to higher value-added niches. This report analyses the objectives, targeting, instruments and inter-governmental role sharing used by 26 programmes in 14 OECD countries. It will be of interest to policy makers, researchers, firms and others active in promoting innovation and competitiveness.

    Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

    Abstract: The sheer volume of debt hanging over Asian companies suggests that corporate insolvency should remain a top policy concern. This conference proceedings presents reports from each country on the trends and developments in debt and credit risk since the 1997-1998 Asian financial crisis. It also includes overview papers that examine the problem in a wider context. These papers suggest that risk management practices, legal systems, liquidation and recovery, and institutional infrastructure and capacity all require additional attention.

    Abstract: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Abstract: In West Africa, approximately 16 million people depend directly or indirectly on cotton cultivation. But subsidies in the developed world have suppressed cotton prices and have made it difficult for West African producers to compete. Compounding the problem, WTO negotiations on the problem have been suspended. This publication contends that the dialogue between developed and developing countries on this topic must continue. It sets out the regional stakes linked to the economic and social importance of cotton in West Africa. It retraces the consultation process on the West African cotton crisis with the aim of finding a negotiated solution acceptable to all parties. Also discussed are the challenges and the measures that need to be taken over the medium and long term in order to prevent this sub-sector’s sudden collapse.

    Abstract: Today the battle for talent is as important as the battle for capital. In the knowledge economy, skilled migrants can offer a significant comparative advantage to local economies. Unskilled migrants are also in demand, particularly where demographic change reduces the self-sufficiency of local labour markets. Yet for the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favourable as they were in the past.

    Abstract: Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition. But they don't explain why the “poor” countries are four times less productive than the “rich” ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the “investor ranking”, is based on infrastructure, human capital and total factor productivity. The second, “exporter ranking”, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Group membership reserves some surprises: you may be rich, but that doesn’t mean you’re not vulnerable.

    Abstract: This book enhances understanding and consensus on why and how we need to work more strategically and coherently on the integration of human rights and development.     Abstract: Developing countries are concerned that multilateral tariff reductions will harm their agricultural sectors because of preference erosion. The findings in this report suggest that although this may indeed be a problem for some countries in some sectors, factors other than preferential schemes may be limiting developing country exports. The report provides information on the extent to which developing countries have used selected, non-reciprocal preferential trading schemes provided by the EU and the US. Secondary data are complemented by interviews with market operators further clarifying the empirical findings. A special section has been devoted to the preferences granted to African countries highlighting the conditions for this set of developing countries.

    Abstract: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Abstract: The member countries of OECD’s Development Assistance Committee (DAC) give almost USD 70 billion in foreign aid (development co-operation) annually. This study examines how to manage that aid for the best results.     Abstract: This volume tests the relevance and usefulness of guarantees to public and private actors in developing countries, especially for funding development projects. Not to be confused with export credit guarantees usually accorded to nationals with the aim of stimulating exports and overseas investment, development guarantees are destined for actors in emerging or developing economies where risk is a deterrent to lending or investment. The presence of guarantees from multilateral or bilateral agencies can encourage financial flows either to increase or to go where they otherwise might not. In this way, they can have a positive effect on sovereign ratings as well as their immediate direct effect on the local development environment.     Abstract: With a view to helping policy analysts and decision makers focus on the development impacts of their policies, this report discusses the extent to which OECD country agricultural and agricultural trade policies are coherent with, and supportive of, the achievement of the Millennium Development Goals, particularly the elimination of extreme poverty and hunger. Agriculture and Development: The Case for Policy Coherence defines the ‘where’ (country impact), ‘how’ (most damaging forms of support), ‘which’ (commodity aspects) and ‘who’ (household effects) of agricultural policy reform. It treats the effects of four main categories of OECD country agricultural policies: domestic, trade, regulatory, and development co-operation policies. In each case it identifies the implications from the perspective of making agriculture and development policies more coherent. By providing a survey of the policy coherence dimension in OECD country agricultural policy-making, this report provides the analytical framework that policy makers need to help them weigh their decisions in the light of their countries’ internationally agreed development commitments.

    Abstract: How do trade liberalisation and rich-country farming policies affect the world’s poor? This publication focuses on that crucial question and underscores its urgency. One in five people worldwide live in extreme poverty with per capita income under a dollar a day. Two in three live in rural areas with farming the dominant source of income. Moreover, the poorest non-farm households spend a relatively large share of their budgets on food. Agricultural policy developments are thus vitally important to all poor people. How can agricultural trade reform serve their needs? What are the potential benefits and dangers of agricultural trade liberalisation? Deriving from the OECD’s on-going co-operation with non-member economies worldwide, this publication tackles various aspects of those fundamental questions on the linkage between farming and poverty.

    Abstract: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

Rapidly increasing populations and vehicle usage have created gridlock and sprawl, even in very poor cities, as well as unacceptably high levels of air pollution, noise, and accident rates. But improvements can be made. This book explores how the provision of better bus services can bring concrete solutions. "Bus rapid transit" systems emerging in Latin America provide fast, reliable and efficient urban travel for large numbers of people. Express busways, employing high-capacity buses and new technologies such as GPS-based bus tracking systems, can conveniently and reliably move up to 10 times as many people along a route as can cars – and be profitable. This book shows how bus rapid transit differs from traditional bus systems and how it can be developed around the world. There is a detailed look at clean fuels and advanced technologies such as "clean diesel", CNG, hybrid-electric and fuel cells. Case studies are made of six cities and of the steps each might take to encourage more sustainable transport systems.

It is the responsibility of the host countries to put in place a transparent, broad and enabling investment policy environment and to reinforce the human and institutional potentials necessary for such an environment. With most FDI flows originating in OECD countries, developed countries can contribute to advancing this agenda. They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. This publication provides a comprehensive review of the issues related to the impact of FDI on development as well as to the policies needed to maximise the benefits.

    Abstract: Primary commodities dominate African exports, yet these products are extremely vulnerable to variations in weather conditions, world demand and prices. If the continent is to obtain optimum benefit from the integration and opening of the world economy, this heavy reliance on primary products must be reduced. There is, thus, a new and important role for African countries’ manufacturing industries. The papers in this volume address three important issues: the role of exchange-rate policy in enhancing the competitiveness of African manufactured exports; the steps that can be taken to improve production efficiency; and the role of institutional and structural reforms in promoting competitiveness in manufacturing and in improving Africa’s attractiveness to foreign direct investment. An Epilogue evaluates progress and developments since the conference which gave rise to this volume was held.
