    Abstract: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are. The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education. It examines reasons for individuals and institutions to share resources for free, and looks at copyright issues, sustainability and business models as well as policy implications. It will be of particular interest to those involved in e-learning or strategic decision making within higher education, to researchers and to students of new technologies.

    Abstract: Informal institutions — family and kinship structures,traditions, and social norms — not only matter for development, but they are often decisive factors in shaping policy outcomes in environments of weak states and poor governance structures. Based on concrete examples in the areas of gender equality, governance and private sector development, this book advocates a pragmatic way of dealing with informal institutions. Neither the “romantic preservationist” nor the “bulldozing moderniser” approach promises an adequate solution.     Abstract: This edition of the Development Centre's annual report on policy coherence focuses on migration. The book examines the costs and benefits of migration for developing countries and how these flows can be better organised to yield greater benefits for all parties concerned -- migrant-sending countries, migrant-receiving countries, and the migrants themselves. It takes stock of what we know about the effects of migration on development, and distills from that knowledge a set of policy recommendations for sending and receiving countries alike. Many regions that were historically production centres in a given sector are losing out to lower-cost locations and reorienting to higher value-added niches.     Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: Reports the results of a project examining taxation and foreign direct investment (FDI), with a focus on three areas. Recent empirical studies and models are first reviewed, with the aim of better understanding what factors explain differences in the responsiveness of FDI to taxation, in different country and industry contexts. Second, the publication reports an exchange of views on considerations that are balanced by tax policy makers in the design of rules governing the taxation of inbound and outbound FDI, including increasing pressure to provide “internationally competitive” tax treatment. Third, the publication presents findings from a new framework developed for the project to analyse the implications of tax-planning by multinationals in reducing effective tax rates on cross-border investment. The findings highlight the need to address tax-planning when attempting to measure the “true” tax burden on FDI.

    Abstract: Cutting red tape to improve business conditions has become a priority in OECD countries. This pilot study measures and compares administrative burdens in the transport sector across eleven member countries: Belgium, Canada, Denmark, France, Germany, Italy, Netherlands, New Zealand, Norway, Sweden and Turkey. The aim of the exercise is twofold: to identify good practices and provide input for national simplification strategies, and to develop and test a method for cross-country comparison. This report is published in English only. However, a French translation of the executive summary has been included in this volume.

    Abstract: To boost their domestic saving rate, many OECD countries have introduced savings accounts that offer tax advantages, called tax-preferred savings accounts. This report describes and analyses various tax-preferred savings accounts, excluding pension-related accounts, in a cross-section of 11 OECD countries. Based on a comparison of results, the report then answers the following questions: (1) which income groups benefit the most from these accounts; (2) to what extent do these accounts generate additional savings; and (3) how much tax revenue is foregone due to these accounts.Based on the findings, the report also suggests measures on how to improve the effectiveness of tax-preferred savings accounts.

    Abstract: Le débat en cours sur les politiques à mener traite le plus souvent les redevances d’utilisation des infrastructures comme s’il s’agissait d’instruments fiscaux destinés à gérer la demande de transport. La Table Ronde a analysé les perspectives de voir l’offre de services infrastructurels guidée également par les prix de ces services. Elle a débattu des possibilités d’accroître les moyens mobilisables pour financer les investissements en infrastructures de transport et l’entretien de ces dernières en créant un quasi-marché des services d’infrastructures de transport. Le public a souvent l’impression que les redevances représentent une hausse déguisée de la taxation. Une tarification qui prend en compte l’usage des infrastructures (moyennant une redevance par unité de service) et certains critères pour accroître la capacité des infrastructures devrait corriger cette impression et favoriser ainsi l’acceptabilité politique de la tarification des infrastructures.

    Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: Of all government activities, public procurement is most vulnerable to corruption. In OECD countries, bribery by international firms is more pervasive in public procurement than in utilities, taxation, or judiciary. Most international efforts to fight corruption have focused exclusively on the bidding process. But this is only the tip of the iceberg. Recent corruption scandals have spotlighted grey areas throughout the whole public procurement cycle, including in needs assessment and contract management. Reform efforts have also often neglected exceptions to competitive procedures such as emergency contracting and defence procurement. This book offers practical insights into how the profession of procurement is evolving to cope with the growing demand for integrity, drawing on the experience of procurement practitioners as well as audit, competition and anti-corruption specialists. It provides, for the first time, a comparative overview of practices meant to enhance integrity throughout the whole procurement cycle, with examples from both OECD and non-OECD countries.

    Abstract: Public works contracts mean big business. From road-building to high-tech communication infrastructure, public procurement averages 15% of GDP in OECD countries--substantially more in non-OECD economies--and it is a major factor in the world trade of goods and services. Given the growing complexity of bribe schemes in today’s globalised markets, the problem is how to identify corruption in public procurement so governments can work toward effective prevention and apply sanctions if necessary. This report provides insights on all three fronts. Based on contributions from law enforcement and procurement specialists, the report describes how bribery is committed through the various stages of government purchasing; how bribery in public procurement is related to other crimes, such as fraud and money laundering; and how to prevent and sanction such crimes. The typical motivations and conduct of the various actors engaging in corruption are also highlighted, as well as ten case studies.

    Abstract: The analysis of the inner workings of the firm has been largely absent from economic assessments of environmental policy. In an effort to partly fill this vacuum, this book summarises the results of an OECD project which collected and analysed data from over 4,000 facilities in seven OECD countries. Issues addressed include the role of 'flexible' policy instruments in encouraging clean production strategies and environmental research and development; the effectiveness of different environmental policy incentives on the introduction of environmental management systems and tools; and the relationship between environmental and commercial performance.

    Abstract: Today the battle for talent is as important as the battle for capital. In the knowledge economy, skilled migrants can offer a significant comparative advantage to local economies. Unskilled migrants are also in demand, particularly where demographic change reduces the self-sufficiency of local labour markets. Yet for the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favourable as they were in the past.

    Abstract: Scientists have known for years that complex diseases, such as cancer, heart disease, stroke, and diabetes, arise from a combination of lifestyle, environmental, genetic and random factors. Large-scale study of populations may contribute significantly to science's understanding of the complex multi-factorial basis of disease and to improvements in prevention, detection, diagnosis, treatment and cure. As a result of developments in biotechnology and bioinformatics, the opportunity to store and analyse increasingly large amounts of genetic data have rendered possible the creation of large-scale population databases. Genetic research, involving the use of such databases containing human genetic and genomic data, information, and biological samples, is thus becoming increasingly feasible.

    Abstract: How does government funding of corporate R&D affect the behaviour of firms? Ongoing efforts to boost business investment in R&D demand better methods of evaluating the effectiveness of government policy instruments. Efforts to explicitly measure changes in the ways firms conduct R&D as a result of government policy - so-called "behavioural additionality" effects - have remained relatively underdeveloped. This publication explores the emerging concept of behavioural additionality and summarises results of a multinational effort to develop better ways of measuring it.

    Abstract: Building on a recent groundbreaking OECD/World Bank seminar, this volume explores whether and how trade liberalisation can contribute to achieving universal service goals and the types of complementary policies required. It focuses on experiences in four sectors - telecommunications, water and sanitation, financial services, and electricity. The unique multi-sector perspective taken in this book, together with the national case studies, yield insights which can help countries promote their universal access goals. A horizontal assessment also helps determine how far the current services negotiations in the WTO, under the General Agreement on Trade in Services, can aid the attainment of universal service goals.

It also examines the policies governments are implementing to finance needed research and development and to stimulate market demand for innovative energy technologies.

    Abstract: In a drive to encourage risk-taking, entrepreneurship and competitive fiscal advantage, many OECD countries have reformed their personal income tax system fundamentally over the last two decades, generally in ways that can be characterised as rate reducing and base broadening. This comprehensive study examines the general trends in the taxation of capital and wage income, and the most significant changes that have taken place. It looks closely at the main drivers of reform, the trade-offs between policy objectives, the guidelines, objectives and design features of tax reforms and why fundamental reform of personal income tax systems has been so high on the agenda. The principal systems of taxes on personal capital income and wage income - comprehensive, dual and flat – are thoroughly examined and evaluated in the OECD countries that have adopted these different systems or a mix thereof. They are each assessed in terms of the fundamental principles of sound tax policy: simplification, efficiency, equity, tax compliance and tax revenue, and their main advantages and disadvantages are discussed.

    Abstract: OECD governments pay out around USD 6 billion a year to support the fisheries sector. Some of this expenditure is provided to help ensure the effective management of fisheries through the provision of research, administrative and enforcement services. However, its effects on economic profitability and resource sustainability are open to debate. Such support has often been linked to over-fishing and over-capitalisation, and its reform may lead to improved economic, environmental and social outcomes. This report analyses the impacts of such transfers from a sustainable development perspective by addressing the economic, environmental and social dimensions of financial transfers. Through this innovative focus, this study will deepen policy makers’ understanding of the complex issues at play in the fisheries sector — a sector that is characterised by ongoing concerns regarding economic profitability, community resilience, and resource sustainability.

    Abstract: Hydrogen has the potential to play an important role as a sustainable and environmentally acceptable energy carrier in the 21st century. Since natural sources of pure hydrogen are extremely limited, it is necessary to develop technologies to produce large quantities of hydrogen economically. The currently dominant technology for producing hydrogen is based on reforming fossil fuels, a process which releases greenhouse gases. Hydrogen produced by water cracking, using heat and surplus electricity from nuclear power plants, requires no fossil fuels and results in lower greenhouse gas emissions. This conference proceedings presents the state of the art in the nuclear production of hydrogen and describes its associated scientific and technical challenges.

    Abstract: For OECD and non-OECD countries alike, the global fisheries situation poses topical questions of coherence between development and fisheries in a number of policy areas. This publication examines these questions and proposes a framework for in-depth analysis of coherence issues in five main policy areas where fisheries and development policies interact, namely environmental, technology, economic, social, and governance policies. The framework is illustrated with ten concrete country and regional case studies, analysing issues that range from international fishing agreements and the relationship between industrial and artisanal fishing fleets to fisheries trade and development policies, as well as fisheries development and poverty reduction.

    Abstract: This publication reveals a number of interesting examples of innovative programmes using ICT that can increase access to learning out-of-school youths and adults. The papers show that ICT can be one way -- but by no means the only way -- to improve pathways to learning. It can do this by tailoring learning to the needs and preferred learning styles of the disadvantaged, and it can make learning more interesting by providing immediate feedback. A third message is that just as adult learning itself has been the under-funded and under-appreciated Cinderella of the formal learning spectrum, so the application of ICT within adult learning has tended to lag behind much of the rest of the education system. The present volume provides some cautionary remarks on the recent past and opens up some significant opportunities for the future.

    Abstract: The Development Effectiveness of Food Aid: Does Tying Matter? provides a detailed look into two food aid issues. First, the study assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Second, the study demonstrates that food aid in-kind carries substantial efficiency costs, conservatively estimated as at least 30% on average. In contrast, most local purchases or regionally sourced imports are relatively efficient ways of providing food aid. Thus, there is scope for considerable efficiency gains by switching to less restricted sourcing of food. The study therefore argues that, in most circumstances, financial aid (cash) is the preferable way to fund direct distribution of food or to provide budgetary support for general development or project assistance.

    Abstract: In demystifying the concept of market-like instruments, this study explains how to make better use of market-like instruments in fisheries management by identifying practical steps that can be taken to further their use. The findings of the study are based on a survey of the use of market-like instruments in OECD fisheries in which the key characteristics of these instruments in different countries are identified. It finds that market-like instruments have generally improved the economic efficiency of the sector, and have helped to ensure the sustainability of fish stocks.

    Abstract: This book enhances understanding and consensus on why and how we need to work more strategically and coherently on the integration of human rights and development. It reviews the approaches of different donor agencies and their rationales for working on human rights, and identifies the current practice in this field. It illustrates how aid agencies are working on human rights issues at the programming level, and it draws together lessons that form the core of the current evidence around the added value of human rights for development. Lastly, it addresses both new opportunities and conceptual and practical challenges to human rights within the evolving development partnerships between donors and partner countries, as well as in relation to the Paris Declaration on Aid Effectiveness as a new reference point of the international aid system. By giving numerous examples of practical approaches, this publication shows that there are various ways for donor agencies to take human rights more systematically into account – in accordance with their respective mandates, modes of engagement and comparative advantage.

    Abstract: Employee stock option plans have become a common component of remuneration packages in multinational enterprises. This publication presents and examines the many important tax issues that arise for beneficiaries and companies. Focusing first on domestic tax issues, it considers what tax treatment would provide no tax-related incentives for a company to either increase or cut the use of stock options, and would be neutral regarding the choice of either granting stock options or paying ordinary salary. The approach is non-prescriptive and serves to provide a benchmark for policymakers. This is complemented by a survey of taxation of stock options in OECD countries in 2002 that calculates the effective rate of tax and compares it with tax on ordinary salary. Cross-border taxation issues are then discussed. Issues such as the timing of the benefits from stock options, the distinction between employment income and capital gains and the identification of the services to which they relate are relevant to the application of tax treaties, which are based on the OECD Model Tax Convention, and the resulting changes to the Model's Commentary are fully explained. Finally, the effects on transfer pricing are analysed in three circumstances: when an enterprise grants stock options to employees of a subsidiary in another country, when using transfer pricing methods that are affected by remuneration costs, and when employees benefiting from stock options are involved in activities that are the subject of a cost contribution arrangement.

    Abstract: The relationship between environment and children’s health has been the subject of increasing interest these last ten years. For example, many OECD member countries are reporting asthma epidemics exacerbated by air pollution: in the United States nearly 1 in 13 school-age children (approximately 4.8 million) has asthma, and the rate is increasing more rapidly in school-age children than in any other group. The importance of this issue has resulted in a growing number of epidemiological studies aiming at better understanding and better characterising the relationship between environmental pollution and the health of children. However, in many respects, the valuation of children’s health strongly differs from the valuation of adults’ health and constitutes a real challenge for analysts as well as for decision-makers. Consequently, this book proposes an in depth analysis of the main methodological difficulties associated with estimating the social value of a reduction in risk to children. Questions such as how to elicit children’s preferences, what valuation methodology and benefit measure to choose, how to discount benefits to children’s health, and how to account for economic uncertainties in this specific context of economic valuation will be systematically examined in order to define key policy implications and to pave the way for further research.

    Abstract: The international community is committed to helping partner countries meet the Millennium Development Goal of halving global poverty by 2015. Effective use of scarce official development assistance is one important contribution to this end. The good practices presented here represent a set of practical steps that – if applied by development agencies – should significantly improve the effectiveness of development assistance. Following the first volume of good practices published in 2003, this second volume focuses more specifically on good practice in providing budget support and support to sector-wide approaches. The book also includes a chapter setting out good practice in providing support to capacity development for public financial management.

    Abstract: This publication provides policy makers, board members, managers, equity providers, creditors and other stakeholders an overview of the issues to be addressed in establishing good corporate governance of non-listed companies. While the corporate governance debate has mostly focused on listed companies with dispersed shareholdings, issues such as financial transparency, the role of access to outside capital and conflict resolution are just as important for non-listed and family controlled companies which play a major role in many economies. Contributors to this publication are policy makers, regulators and practitioners, mostly from emerging markets and developing countries including Brazil, China, India, Lebanon and Mexico. Drawing on their varied experiences, the contributors address key corporate governance issues such as the role of professional managers, the implications of specific control and ownership structures; the unique characteristics of corporate governance of non-listed companies, the adequate transparency requirements in non-listed companies, and how policy makers should inform themselves in order to facilitate better corporate governance and business performance in non-listed companies.
