    Abstract: Le programme de réformes appelé la « Révision générale des politiques publiques » (RGPP), commencé au niveau de l’État en France en 2007, est une démarche inédite au sein des pays de l’OCDE par son mode de gouvernance impliquant directement et continuellement les plus hauts responsables de l’État en France. Dans cette publication, les résultats du programme de réformes de la RGPP sont analysés au regard des objectifs de départ, mais aussi dans le nouveau contexte économique et budgétaire dans lequel se trouve actuellement la France. Les leçons qui en sont tirées en termes d’économies budgétaires, de mise en place d’une culture de l’innovation, et d’améliorations de services rendus aux citoyens sont importantes pour tous les pays de l’OCDE dans leurs démarches d’amélioration de leur gouvernance et des résultats des administrations publiques. Elles sont tout aussi essentielles pour les collectivités locales, qui, elles aussi, sont contraintes d’innover dans leurs pratiques afin de fournir de meilleurs services à un moindre coût.

    Abstract: L'importance d'une gouvernance réglementaire efficace n'a jamais été aussi claire qu'elle ne l'est aujourd'hui, dans le sillage de la pire crise économique depuis la Grande Dépression. Cependant, comment « mieux légiférer » permettra-t-il d’améliorer les perspectives pour une plus forte performance économique et une meilleure qualité de vie, pour promouvoir une croissance pérenne et renforcer la résilience des pays ? Qu'est-ce qu’une réglementation efficace ? Quelle doit être la forme et la direction de la politique de gouvernance réglementaire au cours de la prochaine décennie ? Pour répondre à ces questions, l'OCDE a lancé, en partenariat avec la Commission européenne, un projet pour examiner l’évolution de la gouvernance réglementaire dans 15 pays de l'OCDE, dont la France. Chaque rapport fait l’analyse des questions clés qui sont nécessaires pour dégager le cadre de référence futur pour une bonne gestion de la politique et des réformes de réglementation. Les questions examinées incluent la stratégie et les politiques d’amélioration de la gouvernance réglementaire, les capacités institutionnelles pour une gouvernance réglementaire, la transparence des réglementations et la mise en place d’une consultation réelle de l’opinion publique, la gestion et rationalisation des réglementations existantes, la conformité, la mise en application et les voies de recours, les relations entre les États membres et l’Union européenne, les relations entre l’administration centrale et les administrations infranationales. Les pays participants sont : l’Allemagne, l’Autriche, la Belgique, le Danemark, l’Espagne, la Finlande, la France, la Grèce, l’Irlande, l’Italie, le Luxembourg, les Pays-Bas, le Portugal, le Royaume-Uni et la Suède.

Avoir une bonne maîtrise de la langue du pays hôte et une bonne connaissance des procédures de recherche d’emploi et du fonctionnement du marché du travail sont autant d’atouts qu’ils n’ont pas forcément. Les nouveaux immigrants ne sont pas les seuls à rencontrer ces difficultés, il en va de même pour leurs enfants même s’ils sont nés et ont été scolarisés dans le pays d’accueil. Cet ouvrage examine l’intégration sur le marché du travail des immigrés et de leurs enfants dans quatre pays de l’OCDE (Belgique, France, Pays-Bas et Portugal), et formule des recommandations propres à chacun de ces pays. Les pouvoirs publics se doivent de promouvoir l’enseignement des langues et la formation professionnelle, et d’encourager la diversité au travail. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

    Abstract: La décentralisation s’est accrue et cela a renforcé la responsabilité des niveaux de gouvernement infranationaux dans la fourniture d’un ensemble de biens et services publics. Cependant, il est très rare qu’ils agissent de manière indépendante. Cet ouvrage fournit un cadre analytique unique permettant d’évaluer les accords pluriniveaux, qui est ensuite appliqué à cinq cas nationaux de politique de développement régional : l’Allemagne, le Canada, l’Espagne, la France et l’Italie. Cette étude souligne l’importance des arrangements contractuels pour adapter localement les interdépendances entre acteurs publics, pour clarifier leurs responsabilités, établir un dialogue entre les parties et permettre l’apprentissage.

    Abstract: Dans une décision rendue le 7 avril 2009, le juge Hughes, de la Cour fédérale du Canada a refusé la demande de révision judiciaire soumise par Linda Keen, l’ancienne présidente de la Commission canadienne de sûreté nucléaire (CCSN). Mme Keen remettait en cause la légalité du décret la congédiant de son poste de présidente. La Cour a rejeté la demande2 et conclu que la décision était légitime.

    Abstract: Les obligations de services universels sont fréquentes dans de nombreux secteurs d’infrastructure. On cite souvent ces obligations comme justification aux limites mises à l’entrée de nouveaux fournisseurs car ceux-ci sélectionneraient les clients les plus rentables qui servent à subventionner un autre groupe de clients. Quand les obligations sont rentables, les pièges sont nombreux : les obligations sont souvent mal définies et mal ciblées sur les clients supposés recevoir de l’aide. Les obligations sont fréquemment définies de manière étroite, d’une façon qui désavantage les nouvelles technologies et sont source de grands gaspillages. Le financement des obligations non commerciales peut souvent être assuré de manière plus efficace que par le biais de subventions croisées et être dépensé sur de multiples fournisseurs de service plutôt qu’un fournisseur privilégié. Tomber dans ces pièges peut amener à surinvestir dans certaines technologies d’infrastructure et à sous investir dans d’autres. Cette note offre un éclairage aux problèmes de concurrence que les obligations de service universel peuvent engendrer et sur les moyens d’y remédier. Cette Table ronde du Comité de la concurrence s’est tenue en octobre 2003.

    Abstract: Filme 1 bis 4 zeigen die Kontrolle der Standvölker nach der Überwinterung, die Frühjahrswanderung in die Obstplantagen des Alten Landes, die Vorbereitung von Schwarmfangbeuteln und Körben sowie die mehrwöchige Schwarmzeit der Heidebienen: das Abgehen der Vorschwärme mit der alten Königin, die am Flugloch abgefangen werden, und das freie Ausfliegen der Nachschwärme mit ihren jungen Königinnen, die der Imker in Fangkörben sammelt, um mit ihnen den Bestand an Völkern etwa zu verdreifachen. Filme 5 bis 8 zeigen die Vorbereitung der neugebildeten Nachschwarmvölker und der ehemaligen Standvölker und die Wanderung in die Lüneburger Heide, wo rund 1500 Korbvölker auf großen Wanderständen aufgestellt werden, um aus der Heideblüte 4 bis 5 Wochen den Jahresertrag des Heideimkers einzutragen; im Herbst folgen die Auswahl der Standvölker und die Vorbereitung der übrigen Körbe für die Honig- und Wachsgewinnung sowie die Auffütterung der rund 700 Wintervölker; schließlich die Ernte des Heidehonigs, der aus Scheibenhonig und Preßhonig besteht, und die Gewinnung von Wachs. Wie ein Bienenkorb, ein Stülper, aus Roggenstroh und Weidenrutenstreifen hergestellt wurde, wird durch einen 9. Film aus Westfalen deutlich.

    Abstract: Heathland beekeeping is one of the oldest rural crafts. All the necessary apicultural operations throughout the year can be experienced on one of the last remaining major skep bee farms in the North German heathlands and on the migration stands in the Lüneburg Heath and Alte Land. The meticulous documentation on swarm apiculture, filmed between 1978 and 1983, is not only of interest to beekeepers, apiculturists and apiologists but is also of value to regional geographers and ethnologists.

    Abstract: Zehn- bis zwölfjährige türkische Kinder spielen und tanzen die in Form und Inhalt überlieferten Kindertänze und Tanzspiele ihres Heimatlandes, praktizieren auf dem Schulhof mit ihren deutschen Mitschülerinnen aber auch die derzeitig in Deutschland gängigen Spiele. Vollständig sind zehn türkische Beispiele dokumentiert: ein Abzählvers, Klatschspiele, Tänze im Kreis (z. B. das Plumpsackspiel) und in Reihen sowie eine Wechselrede.
    Abstract: Ten to twelve year old children of Turkish families perform games and dances with handclapping and expressive movements of the body as well as recitations and singing. The repertory is orginally Turkish and is now also practised in Germany - here on the playground of the German primary school attended by the children. The ten examples presented include a counting-out rhyme, three clapping games and two games in circular formation, a circle dance and two dances in line, and alternating reciting. Besides the Turkish elements the examples show the common patterns of children's repertory and its combination of movement with speech or singing. Moreover in the actual performance common elements of European coherence can be distinguished.

    Abstract: Nach der Frühjahrswanderung erhalten die Korbvölker der Imkerei Georg Klindworth in Langenfelde bei Sittensen auf den heimischen Außenständen künstliche Futtergaben. Für die Schwarmzeit der Bienen werden die Imkergerätschaften hergerichtet: Schwarmfangbeutel werden kontrolliert und Teile für Versandkisten angefertigt; Körbe werden repariert, mit Leitwachsstreifen und hölzernen Speilen versehen und neu mit Kuhdung abgedichtet.

    Abstract: Die mehrwöchige Schwarmzeit der Heidebienen beginnt Anfang Juni mit dem Abgehen der Vorschwärme. In der Imkerei Georg Klindworth in Langenfelde bei Sittensen werden die schwarmbereiten Korbvölker in dem am Gehöft gelegenen Bienenstand gesammelt. Sobald ein Vorschwarm mit der alten Königin den Korb verläßt, fängt der Imker ihn in einem vorgesteckten Schwarmfangbeutel ein. Nachdem die Bienen im Beutel eine Schwarmtraube gebildet haben, werden die Vorschwärme zum Verkauf in Versandkisten gefüllt.

    Abstract: A lace-maker from Egerland is working on a lace pillow in horizontal-cylinder form with eight to twenty bobbins. She is showing as well basic patterns of this handicraft as specific elements of her own country of origin: lace, hand movements, how to work, and execution. The lace-maker stuffs her pillow and then executes, after having attached the specific card-board pattern, several traditional lace tapes of her own country with the motives called ladder (Leiter), serpent (Schlange), galloon (Tresse), little spots (Fleckchen), and spider (Spinne). Finally she makes a lace called Heftspitze ('heften'='to baste'), a combination of different design elements and grounds. (See also the films E 2022, E 2023, E 2090).

After short preparatory work the lace-maker makes a small round lace mat. Different elements: leaf stitch (Formschlag), whole stitch (Leinenschlag), and little spots (Fleckchen), executed in three stages of working, are combined, the spaces between the designs are filled with plaiting (Flechten) and rose ground (Rosengrund).     Abstract: Dieses javano-balinesische höfische Tanzdrama, geht auf das 15. Jahrhundert zurück. Als Stoff werden Ausschnitte aus dem Panji-Roman benutzt. Die Akteure sind Herolde, 1 Minister, Ritter, 2 Fürsten und ihre Narren. Das Orchester weist eine für einen Gamelan ungewöhnliche Instrumentation auf: 4 Flöten und 1 Spießgeige als Melodieinstrumente, Trommeln zur Rhythmusgestaltung, verschiedene metallene Instrumente zur Klangfärbung und Zeitgliederung.
    Abstract: Among the Javano-Balinese dance dramas of the court, Gambuh is the oldest of the still existing genres. It has its origins in the 15th century and uses for its plot stories from the great epic of Prince Panji. Supporting a good troup of Gambuh players involves considerable financial means and extremely laborious rehearsing. For these reasons and because of the lack of popularity of Gambuh with the great majority, performances have become rare after the decline of the courts. The orchestra is distinctly different from the usual types of gamelan since the metallophones as the leaders of the melody are absent and the sound of flutes and of tinkling and ringing instruments prevails. The list of actors contains kings, clowns, knights, ministers, heralds, a princess, and a governess. A performance normally lasts for 2 to 4 hours today. The film presents a shortened versions of ca. 20 minutes.

    Abstract: Im Wald geschlagene Hölzer werden zugerichtet und mit Lianen zu einem trichterförmigen Gerät mit langer Stange zusammengebunden. Frauen graben damit tief im Boden sitzende Esouma-Wurzeln aus. Im Lager werden einige Stücke in der Glut des Feuers geröstet.
    Abstract: A man named Yassi makes a tool djo. For this purpose he requires a stick about six metres long and four flat pieces of wood which he splits off from a suitable tree in the forest. In the camp he shapes the pieces of wood, tapers one end off to a point. He then splits one end of the long stick into four pieces, inserts the pieces of wood into the openings, and ties the whole so as to form a funnel. Two girls then take the finished tool and go out into the forest. They discover an esouma plant, which has a root going up to six metres into the ground, and they dig out the root piece by piece by use of the funnel. Back in the camp the girls prepare the roots to eat.

    Abstract: Ein kleiner Wasserlauf wird durch mehrere rasch errichtete Dämme aufgestaut, die Staubecken werden ausgeschöpft, die zurückbleibenden Fische mit einem Buschmesser erschlagen. Einige Frauen nehmen ein ausgiebiges Bad. Die gesäuberten Fische werden im Lager in Blätterpackungen in der Glut des Herdfeuers geröstet und verzehrt.
    Abstract: Women, girls, and children leave a Pygmy camp to go fishing. Arriving at a small river they select an approprate place where they set up two enclosures. They then scoop out the water confined by the enclosures, perceiving a fish, they kill it by a stroke of their knives. A great stir is caused by a cat fish giving electric shocks. When the women have fished out the backwater, they bathe in a small river, then they scale and gut the caught fish. In the camp the fish are wrapped in leaves, roasted and eaten.

The man and his wife take the larvae out of their holes with little sticks and collect them in basket. In the camp the insects are wrapped in leaves, roasted and eaten.

    Abstract: Zwei Männer aus Bisha-ashi-teri sammeln Rindenspäne der zur Curare-Bereitung verwendeten Pflanzen. Im Dorf werden zunächst Giftpfeilspitzen aus Palmholzsplittern hergestellt, dann werden die Rindenspäne mit heißem Wasser überbrüht. Mit dem curarehaltigen Wasser werden die über einem Feuer befestigten Pfeilspitzen mehrmals bestrichen. Wenn das Wasser verdampft und das Gift an den Spitzen eingedickt ist, werden diese in einem Bambusköcher aufbewahrt.
    Abstract: Two men detach bark shavings from the plants used for extracting curare and bring them wrapped in leaves to the village. There arrow tips are made from palm slivers. Hot water is poured upon the shavings in a funnel made of leaves, and liquid curare drops and collects in a half gourd. The arrow tips, hardened over the fire, are smeared several times with the curare-poison. When the water has evaporated and the poison applied to the tips has become hard, the tips are put in a bamboo quiver where they will be taken out for use and inserted in the arrow-shafts.
