    Abstract: Agility is a tool that can help governments to not only maintain but even improve public services in a time of fiscal consolidation. Financial uncertainty is not the only challenge governments face today. Changing demographics, globalisation, climate change, risk of potential large-scale disasters are among the many others. Agility can help governments meet these challenges as well. It's also not enough to be "agile". Governments must be quick and responsive in a strategic way. This means being aware of emerging opportunities, being able to make tough collective decisions and stick to them, and mobilising appropriate financial and human resources rapidly and efficiently to where/when they are needed most. This publication is supports reforms towards greater strategic agility in the public sector including the use of budgeting policy levers, human resource management strategies and ICTs. It presents, in a sense, a toolkit for reform, together with a broader framework for action, taking into account the enabling factors and potential risks that may occur. This report is also an attempt to show that the public sector has the capacity to reinvent itself during difficult times and that large public sector organisations are able to take on the challenge.

    Abstract: Global Value Chains (GVCs) have exploded in the past decade and refer to the international dispersion of design, production, assembly, marketing and distribution of services, activities, and products. Different stages in the production process are increasingly located across different economies, and intermediate inputs like parts and components are produced in one country and then exported to other countries for further production and/or assembly into final products. The functional and spatial fragmentation that has occurred within GVCs has significantly reshaped the global economic landscape, thereby raising some new major policy challenges for OECD countries and emerging countries alike: trade policy, competitiveness, upgrading and innovation and the management of global systemic risk.

    Abstract: When the OECD was founded in 1961, health systems were gearing themselves up to deliver acute care interventions. Sick people were to be cured in hospitals, then sent on their way again. Medical training was focused on hospitals; innovation was to develop new interventions; payment systems were centred around single episodes of care. Health systems have delivered big improvements in health since then, but they can be slow to adapt to new challenges. In particular, these days, the overwhelming burden of disease is chronic, for which ‘cure’ is out of our reach. Health policies have changed to some extent in response, though perhaps not enough. But the challenge of the future is that the typical recipient of health care will be aged and will have multiple morbidities. This book examines how payment systems, innovation policies and human resource policies need to be modernised so that OECD health systems will continue to generate improved health outcomes in the future at a sustainable cost.

    Abstract: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

    Abstract: The dramatic collapse in world trade in 2009 is, this report shows, mainly due to: the drop in demand for highly traded products; the drying up of trade finance; and the vertically integrated nature of global supply chains. Contrary to expectations, protectionist measures were relatively muted and did not play a significant part. In fact, because of their sheer size, stimulus measures may have had more impact on trade than direct trade policy measures Nevertheless, dollar for dollar, direct trade restricting measures have the most strongly negative impacts on growth and employment: a one dollar increase in tariff revenues results in a USD 2.16 drop in world exports and a USD 0.73 drop in world income. The analyses presented here suggest that exit strategies from measures to deal with the crisis will be most effective in boosting growth and jobs if they first roll back measures that discriminate between domestic and foreign firms and those that target specific sectors. General demand stimulus measures and active labour market policies are preferable under current conditions.

    Abstract: Improving the environmental performance of agriculture is a high priority in OECD and many non-OECD countries. This will be of increasing concern in the future given the pressure to feed a growing world population with scarce land and water resources. Policy has an important role to play where markets for many of the environmental outcomes from agriculture are absent or poorly functioning. This study focuses on the design and implementation of environmental standards and regulations, taxes, payments and tradable permit schemes to address agri-environmental issues. It deals with the choice of policy instruments and the design of specific instruments, with the aim of identifying those that are most cost-effective in very different situations across OECD countries. Key conclusions from the study are that: there is no unique instrument that promises to achieve all agri-environmental policy goals; the cost effectiveness of payments systems could be improved by using performance-based measures; and policy mixes need to combine policy instruments that complement and not conflict with each other.

    Abstract: Export restrictions on raw materials are applied to achieve a number of policy objectives. However, they can have a significant and negative impact on the efficient allocation of resources, international trade, and the competitiveness and development of industries in both exporting and importing countries. By diverting exports to domestic markets, export restrictions raise prices for foreign consumers and importers. At the same time, by reducing domestic prices in the applying countries and increasing global uncertainty concerning future prices, export restrictions negatively affect investment, thus potentially reducing the overall supply of raw materials in the long term. In view of existing alternative policy tools that have a different impact on trade, the effectiveness of export restrictions to achieve stated policy objectives should be carefully reviewed. This publication presents a selection of papers discussed at the OECD Workshop on Raw Materials, held in Paris in October 2009. This workshop was organised in response to the growing concern on the use of export restrictions on raw materials, particularly by emerging economies.

    Abstract: This book presents 25 energy efficiency recommendations from the IEA which could, if implemented globally without delay, reduce global CO2 emissions by 8.2 gigatonnes per year by 2030 – equivalent to roughly two-times the amount of current EU CO2 emissions. This innovative book provides the first assessment of IEA member countries’ progress on implementing energy efficiency policy. Using a rigorous evaluation process, it finds that while these countries are implementing a full range of energy efficiency measures, their efforts fall short. Pressing energy, climate and financial challenges require even more energy efficiency policy action – particularly in the transport sector. To address this action gap, IEA member countries must urgently ramp up their energy efficiency policy efforts. The IEA and its member countries can play a critical role in promoting the Agency’s call for “Worldwide Implementation Now” (W.I.N.) of energy efficiency. What will it be? W.I.N or lose the opportunity?

    Abstract: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – “ Yes In My Front Yard “ includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: The competition to stage major global events – such as OIympic Games, EXPOs, cultural festivals, and political summits – is more intense than ever before. Despite advances in virtual communication, large-scale gatherings of this kind have again become extraordinarily popular. In part, this can be explained by the worldwide media attention and sponsorship that such events now generate. But it is also substantially accounted for by the longer-term local benefits that can be achieved for the host location, including: improved infrastructure, increased revenues from tourism and trade, employment creation and heightened civic pride. However, such positive effects do not occur by accident, or without effective local action.     Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.

    Abstract: Responding to a Gleneagles G8 Summit request, this book shows how changes in energy efficiency, economic structure, income, prices and fuel mix have affected recent trends in energy use and CO2 emissions in IEA countries. The results are a “wake-up call” for us all. Since 1990, the rate of energy efficiency improvement in IEA countries has been less than 1% per year – much lower than in previous decades and not nearly enough to stem the growth of CO2 emissions. If we are to tackle climate change and move towards a sustainable energy future then this rate will need to double. We must – and we can – do better!

    Abstract: This publication looks at the importance of the EU sugar industry in the global sugar market. It analyses how sugar reforms adopted by the EU council in 2006 have led to market changes. The first part of this report looks at what might happen if complete policy reform and full trade liberalisation took place. This gives the reader insight into the impact that sugar support policies have had in making this industry one of the most heavily subsidised, protected and distorted agricultural commodities markets. The effect that sugar support policies in the EU and worldwide have made to production and trade developments in other countries are also highlighted. The second part of this report looks forward, to examine how the sugar market may evolve up to 2015 in light of the sugar policy changes which were introduced in 2006. Finally, an initial evaluation of the EU sugar policy reform is made in light of the OECD Ministerial principles for agricultural policy reform.     Abstract: Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements.     Abstract: World energy demand is surging. Oil, coal and natural gas still meet most global energy needs, creating serious implications for the environment. One result is that CO2 emissions, the principal cause of global warming, are rising. This new study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. To optimise the efficiency of their energy policy, OECD countries must consider energy security and climate change mitigation priorities jointly. The bookpresents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The “indicators” are applied to a reference scenario and CO2 policy cases for five case-study countries: The Czech Republic, France, Italy, the Netherlands, and the United Kingdom. Simultaneously resolving energy security and environmental concerns is a key challenge for policy makers today. This study helps chart the course.

It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise.     Abstract: Today the battle for talent is as important as the battle for capital. In the knowledge economy, skilled migrants can offer a significant comparative advantage to local economies. Unskilled migrants are also in demand, particularly where demographic change reduces the self-sufficiency of local labour markets. Yet for the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favourable as they were in the past.

    Abstract: Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition. But they don't explain why the “poor” countries are four times less productive than the “rich” ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the “investor ranking”, is based on infrastructure, human capital and total factor productivity. The second, “exporter ranking”, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Group membership reserves some surprises: you may be rich, but that doesn’t mean you’re not vulnerable.

    Abstract: This comprehensive survey of renewable energy RD&D is intended to provide guidance for the mid- and long-term development of renewable energy technologies. RD&D investment in renewable energy technologies has declined over the past 18 years. At the same time, market deployment funding has increased, but the market share of renewables has decreased. Energy supply from technologies that were close to being competitive in the early 70s, such as hydropower, biomass combustion and geothermal, has not subsequently grown at the same rate as the total primary energy supply. This book reviews the current status of the portfolio of renewable technologies and provides guidance on their development. It explores the options for the RD&D to achieve breakthroughs that will lead to large-scale markets and identifies what activities should take priority. It also looks at the benefits of increased RD&D funding in terms of technological advancement and cost improvement. Country reports provide information on national renewable RD&D budgets and programme trends.

But is a negative impact of transport on the environment a necessary consequence of economic growth? This book illustrates that decoupling the environmental impacts of transport from economic growth is achievable, through the efficient use of charges, fees, taxes and other economic instruments. These economic approaches can complement regulatory measures to encourage a shift towards more environmentally-friendly modes of transport, such as from road to certain forms of rail transport. Other factors which could help to decouple transport impacts from economic growth are improvements in freight transport logistics, and dematerialisation.

    Abstract: Clusters of firms and related organisations in a range of industry specialisations are a striking feature of the economic landscape in all countries. Their growth and survival depends on internal processes of specialisation, co-operation and rivalry, and knowledge flows that underpin the competitiveness of the firms within them. Cluster building is now among the most important economic development activities in OECD countries and beyond. This book looks at the importance and potential of cluster initiatives in Central and Eastern Europe as these countries integrate ever more strongly into the global economy. Existing clusters are mapped, recent policy advances are described and conclusions are drawn on the potential of business clusters to foster economic growth in the wider Central, East and South East European region.

    Abstract: This book provides a new, quantitative assessment of the potential oil savings and costs of rapid oil demand restraint measures for transport. Some measures may make sense under any circumstances; others are primarily useful in emergency situations. All can be implemented on short notice – if governments are prepared. The report examines potential approaches for rapid uptake of telecommuting, "ecodriving”, and car-pooling, among other measures. It also provides methodologies and data that policy makers can use to decide which measures would be best adapted to their national circumstances. This “tool box” may help countries to complement other measures for coping with supply disruptions, such as use of strategic oil stocks.

    Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

    Abstract: Over the past decade, privatisation has increasingly taken place in the public utility sector. Technological advances and policy shifts have diminished the perception that public utilities are natural monopolies requiring state ownership. However, the privatisation of such state-owned monopolies raises important regulatory issues. In particular, there should be an adequate regulatory framework to promote competition and, especially if rigorous market competition is lacking, to protect the interests of consumers. Therefore, privatisation needs to be pursued in tandem with competition-enhancing policy and the design of an adequate post-privatisation regulatory framework.     Abstract: Climate change is one of the key challenges facing the international community. The world’s industrial countries and those with economies in transition have, under the 1997 Kyoto Protocol, collectively agreed sharp limitations of their greenhouse gas emissions. Innovative provisions in this Protocol offer potentially cost-effective ways to meet these pledges. They allow investors - nations, as well as companies - to credit emission reductions they accomplish in foreign countries against their own commitments. The two schemes, Joint Implementation and the Clean Development Mechanism, will encourage investment in climate-friendly projects worldwide, especially in developing countries. So far, however, no detailed rules have been adopted to govern the new mechanisms or to evaluate just how many emission credits a particular project should generate. Rigorous methodological analysis is required before any decision can be taken. This book provides that analysis, examining issues in the development of emission baselines in four key sectors: electricity; cement; energy efficiency; and iron and steel. This book moves the debate from the theoretical to the practical. It provides insights on how to develop credible, workable and transparent baselines from which to quantify the mitigation effects of projects initiated under the "Kyoto mechanisms". In so doing, it sails uncharted waters. It attempts, indeed, to "estimate the unknown".

    Abstract: Environmental impact assessments are an essential component of making decisions on transport infrastructure investments. Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation. Strategic environmental assessment has emerged in response, to address large scale effects including impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions as opposed simply to individual projects. This report examines recent experience in developing environmental assessment internationally and makes recommendations on maximising the effectiveness of this new tool.

    Abstract: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America. Three complementary issues are addressed to help make pragmatic recommendations:- What are the effects of scrapping schemes on the car market and the national economy?- What are the effects of these programmes on the environment?- And can scrappage schemes be useful in former socialist countries?

    Abstract: China’s food processing sector has arrived at a decisive stage. While primary agriculture has continued to expand at an astounding pace and final consumers have experienced an extended period of rapid income growth, progress at the intermediary stage, the agro-processing sector, has remained limited. Today, a growing need to catch up with these developments has become manifest, but a number of challenges have emerged simultaneously. They include the need to adjust to increasingly diversified consumer demands, to improve the quality and nutritional content of foods, to introduce new food products, to shift to more sophisticated processing methods, to adopt innovative packaging methods, and to comply with new labelling requirements. These developments give rise to a number of questions. What do these changes mean for China’s food processors? Is China’s agriculture adequately prepared for these changes? How can farmers take advantage of these changes? What structural adjustments are needed to meet the challenges arising from the changes in domestic and international food markets? The papers in this Proceedings document try to answer these and many other important questions revolving around changes in, and challenges for, China’s agro-processing sector.

    Abstract: The Inter-American Development Bank and the OECD Development Centre created the International Forum on Latin American Perspectives as an annual meeting place of ideas and strategies from Latin America and from the OECD region. The tenth meeting of the Forum was held in Paris in November 1999 and this book contains contributions from that meeting. Its broad conclusion is that reform of the international financial system must take place in the context of partnership between the private and the public international sectors in order to provide the conditions for stability and growth. The Forum debated whether the current reforms of the global financial markets were succeeding in identifying and addressing major distortions to international capital flows between developed and developing countries, essentially, the moral hazard versus sovereign risk question. Particular attention was devoted to: bailing the private sector into crisis prevention and resolution, including under the Paris Club framework; the recently proposed revisions to the Basel Accord on bank capital requirements; and the appropriate exchange rate regime in Latin America.

    Abstract: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Abstract: The competitiveness of firms in a global economic environment is an essential element in development strategy, but simply creating an open economy will not suffice to stimulate competitiveness if innovation is lacking. This is the major finding of this cross-country and multi-industry study based on the experience of Brazil, Chinese Taipei, India and Korea.In developing countries and emerging economies, which can be considered technological latecomers, traditional industrial practices can be linked to policy changes which foster innovation, but can equally result in stagnation if the policy/practice mix is wrong. The case studies demonstrate that where industrial habits tend to reduce competitiveness, policies can make a difference, especially where they are directed to managing the timing, sequencing and type of market-opening steps. The book therefore opens a fresh debate on the industrial policies which developing countries need to adopt in order to compete and grow in a globalised economic environment.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Both firms, keen to improve their competitiveness, and governments, keen to exploit new sources of economic and social progress, need to understand how innovation works in order to better stimulate it. The paradox of innovation is that it uses co-operation to enhance competition and to link many different actors in innovative clusters. In a knowledge-based economy, these clusters of innovative firms form around sources of knowledge. They are based on a sophisticated infrastructure in which knowledge is developed, shared and exchanged, and are characterised by highly concentrated and effective links between entrepreneurs, investors and researchers. Clusters can take a variety of forms, depending on their main technological and commercial areas of specialisation. In most cases they operate within localised geographical areas and interact within larger innovation systems at the regional, national and international level. With globalisation, dynamic clusters are becoming key factors in a country’s capacity to attract the international investment that generates new technological expertise, to interest investors in innovation (venture capital, etc.) and to benefit from the international mobility of skilled personnel. This book reviews the latest economic research on these issues, shows how technology policy makers in OECD countries are making practical use of the concept of clusters and suggests how government policies to foster innovation might best be refocused.

    Abstract: Countries receiving large-scale capital inflows are at risk if these flows do not find their way into productive and long-term investment, as the Asian crisis of the late 1990s has proven. This book, the result of a joint project between the OECD Development Centre and the UN Economic Commission for Latin America and the Caribbean (ECLAC), examines the policies of a group of major Latin American countries faced with large inflows. The authors conclude that domestic policies impact on the effects of capital inflows. They demonstrate that certain countries, particularly Chile and Colombia, have been able to use policy to direct capital inflows into investment and thereby reduce the risk of instability in the financial sector. Such policies lead to effective management of foreign capital inflows and the creation of a stable, growth-oriented environment conducive to more sound external investment. The lessons of this book are as applicable in other regions of the world as they are in Latin America.

    Abstract: OECD countries have started to reform their agricultural policies in the last decade. Many countries have also implemented agri-environmental measures that are directly aimed at improving the environment. What are the changes in land use, farming practices and input use resulting from these reforms? What have been the effects on the environment: soils, water, air, biodiversity, wildlife habitat and landscape? How have regional and local conditions influenced the environmental outcomes? To what extent have agri-environmental measures contributed to achieving sustainable agriculture? And how could such measures be made more effective and cost-efficient? Through examining concrete policy experiences from OECD countries, this study concludes that agricultural policy reforms can improve the environment, provided they are accompanied by appropriate environmental measures.

    Abstract: Through its impact on corporate competitiveness and access to global capital markets, corporate governance plays an increasingly important role for entrepreneurship, economic growth and employment. In its report to the OECD, the Business Sector Advisory Group on Corporate Governance emphasizes that while corporate governance should remain primarily a private sector prerogative, governments have a distinct and important responsibility in providing a regulatory framework that allows investors and enterprises to adapt corporate governance practices to rapidly changing circumstances. There is no static or final structure in corporate governance that every country or corporation should emulate: experimentation and variety should be expected and encouraged within the limits of credible regulations emphasizing fairness, transparency, accountability and responsibility. Within this framework, the Advisory Group presents the perspectives that it believes should guide public policies related to corporate governance, suggests areas for private sector voluntary action and recommends further actions by the OECD to help articulate a set of common principles guiding national policy reviews and reforms.

    Abstract: After the fall of the Berlin Wall and the collapse of the previous economic system, the countries of central and eastern Europe went into a deep economic recession, resulting in a decline in Gross Domestic Product that was mirrored by a serious downturn in the transport sector. The transport sector, like the economy in general, changed from a supply-based system to one driven by demand. Decisions were no longer imposed by central planners, but by the market. Round Table 106 set out to assess the state of the transport sector in central and eastern European countries after a period of five to six years of reform. Are the policies currently in place adequate to meet restructuring needs? All of the countries concerned are planning to join the European Union and with that in mind tend to organise their transport sector along the lines of the Community's model of competition. But is this model consistent with the attitudes and realities of former socialist countries? These are some of the issues addressed by the Round Table 106.

    Abstract: Do roads induce mobility? This might sound like a strange question, yet it only stands to reason that building new roads -- or other infrastructure -- may actually encourage people to use the new additional capacity to travel more. Induced mobility is a hotly debated issue, but the experts are no longer in any doubt that it is a very real phenomenon. However, measuring it is another matter, since we do not have sufficient data or experience in this area. This Round Table presents the data that is available to date on infrastructure-induced mobility. From the introductory reports and discussions, it is clear that much progress has been made in the last few years. As recently as ten years ago, many experts would have disputed the very existence of the induced mobility phenomenon. Today a consensus is emerging: Round Table 105 gives the full report.

    Abstract: The OECD countries have widely differing traditions regarding basic vocational training. This publication, prepared as part of the VOTEC project on "The Changing Role of Vocational and Technical Education and Training", is designed to help towards a better understanding of the internal logic and workings of these different systems. Education and training systems propose differentiated and interconnected pathways, each of which can be broken down into a series of programmes. But what are the factors that explain participation of young people in VOTEC and the way it has developed over time? A number of answers have been formulated and are examined here in the light of ten national reports.

    Abstract: In many African countries, violent conflicts have slowed down economic and social development, if they have not actually pushed it backwards. In order to manage conflicts in a non-violent manner, governance methods adapted to the development process are needed. Effective conflict prevention, however, demands thorough understanding of the origins and dynamics of these conflicts. The outcome of a meeting jointly organised by the Development Centre and the Development Assistance Committee of the OECD, this volume considers the options available to donors in the effort to prevent conflict and enhance prospects for peaceful social, economic and political development. Despite the complexity of the subject, the contributors to the book arrive at some prudent conclusions of interest to policy makers. At the national level, action programmes should promote social, political and economic justice; empower civil society through skill, knowledge and resource transfer; develop good governance for conflict management; and accommodate different groups and interests in society. Internationally, a greater sensitivity to conflict issues is needed within broader development efforts. The international community should seek to provide the means by which conflicting groups can negotiate their own solutions to tension, rather than imposing externally devised solutions.
