    Kurzfassung: Key points: (1) Social and economic disadvantages and poor living conditions of Syrians in Turkey prior to the earthquakes made them particularly vulnerable to the destructive force of the earthquakes. (2) Syrians have less social, financial and material resources to cope with the earthquake-related losses and damages, amplifying inequalities and vulnerabilities. (3) Rather than receiving the social and economic support that could help compensate for existing inequalities, some Syrians report experiences of discrimination and serious problems because of inadequate aid.

    Kurzfassung: ""Losing Istanbul" offers an intimate history of empire, following the rise and fall of a generation of Arab-Ottoman imperialists living in Istanbul. Mostafa Minawi shows how these men and women negotiated their loyalties and guarded their privileges through a microhistorical study of the changing social, political, and cultural currents between 1878 and the First World War. He narrates lives lived in these turbulent times--the joys and fears, triumphs and losses, pride and prejudices--while focusing on the complex dynamics of ethnicity and race in an increasingly Turco-centric imperial capital. Drawing on archival records, newspaper articles, travelogues, personal letters, diaries, photos, and interviews, Minawi shows how the loyalties of these imperialists were questioned and their ethnic identification weaponized. As the once diverse empire comes to an end, they are forced to give up their home in the imperial capital. An alternative history of the last four decades of the Ottoman Empire, "Losing Istanbul" frames global pivotal events through the experiences of Arab-Ottoman imperial loyalists who called Istanbul home, on the eve of a vanishing imperial world order"--

    Kurzfassung: "Reform, Notation and Ottoman music in Early 19th Century Istanbul presents the first complete set of transcription and edition of Euterpe (1830) from Byzantine neumatic notation into the modified staff notation used by classical Turkish music and is accompanied by a substantial examination of the related historical, theoretical and musical topics. Through a series of Ottoman/Turkish classical vocal music compositions that can be dated to 18th and 19th centuries, Euterpe and related sources reinforce a much broader picture of musical practice and transmission in which we clearly see that the Greek and Turkish traditions are linked. Reform, Notation and Ottoman music in Early 19th Century Istanbul is presented in two parts: historical discussion and musical analysis, and complete transcription and edition of Euterpe.     Kurzfassung: The year 2015 was a turning point in the history of migration to Europe due to the so-called migration crisis that emerged under the influence of wars, war-like conflicts, and anti-democratic authoritarian regimes in Africa, Eastern Europe, Latin America, and the Middle East. These historical phenomena led to unprecedented threats to human rights, including academic freedom and freedom of expression, which resulted in the fleeing of scholars to countries in the Global North and the West, with their liberal regimes. The forced migration besetting intellectuals also included representatives of feminist and gender studies, who were targeted by authoritarian regimes due to the latter’s symptomatic anti-gender policies and discourses. In the general context of forced intellectual migration from the Global South and the East to the Global North and the West, this paper focuses on scholars in the field of feminist and queer studies fleeing from Turkey to Germany after 2015. Special emphasis is placed on their experiences of both risk and inclusion at German universities following the scholarships awarded by academic-humanitarianism actors. The aim of the paper is to shed light on gendered and epistemic inequalities that are experienced by scholars in the wake of the neoliberal higher education system.
    Kurzfassung: Das Jahr 2015 markierte eine Zäsur in der Geschichte der Migration nach Europa aufgrund der sogenannten ‚Krise der Migration‘, welche sich, unter dem Einfluss von Kriegen, und kriegsähnlichen Konflikten antidemokratischer, autoritärer Regime in Ländern des mittleren Ostens sowie afrikanischen, lateinamerikanischen und osteuropäischen Ländern, entwickelte. Vor dem Hintergrund der damit verbundenen, beispiellosen Gefährdung der Menschenrechte, sind auch akademische Freiheiten sowie die Meinungsfreiheit bedroht. Wissenschaftler*innen, die in ihren Heimatländern von Verfolgung, Verhaftung oder zivilem Tod bedroht sind, sind in diesem Kontext gezwungen, in Länder des Globalen Nordens und Westens, in denen aktuell liberale und demokratische Regime dominieren, zu migrieren. Dieser Prozess intellektueller Zwangsmigration umfasst nicht zuletzt die Flucht wissenschaftlicher Vertreter*innen der feministischen Theorie und der Gender Studies. Aufgrund der für rechtsnationalistische, autoritäre Regime symptomatischen geschlechterfeindlichen Politiken und Diskurse zeigt sich, dass diese Akademiker*innen besonders ins Visier dieser Regime geraten. Im allgemeinen Kontext intellektueller Zwangsmigration aus dem Globalen Süden und Osten in den Globalen Norden und Westen, konzentriert sich dieser Beitrag daher auf die Flucht von Wissenschaftler*innen im Feld feministischer und queerer Theorie. Dabei werden insbesondere Migrationsprozesse aus der Türkei nach Deutschland nach 2015 in den Blick genommen. Besonderes Augenmerk liegt dabei auf ihren Erfahrungen mit Inklusion und dem Risiko der Exklusion an deutschen Universitäten im Zuge der Inanspruchnahme von Stipendien, die durch Akteur*innen des akademischen Humanitarismus zielgruppenspezifisch eingerichtet wurden. Ziel des Beitrags ist es, die geschlechtsspezifischen und epistemischen Ungleichheiten zu beleuchten, die Wissenschaftler*innen unter Bedingungen des neoliberalen Hochschulsystems erfahren.

    Kurzfassung: "When the Safavid dynasty, founded in 1501, built a state that championed Iranian identity and Twelver Shi'ism, it prompted the more established Ottoman empire to align itself definitively with Sunni legalism. The political, religious, and military conflicts that arose have since been widely studied, but little attention has been paid to their diplomatic relationship. Sinem Arcak Casale here sets out to explore these two major Muslim empires through a surprising lens: gifts. Countless treasures-such as intricate carpets, gilded silver cups, and ivory-tusk knives-flowed from the Safavid to the Ottoman empire throughout the sixteenth century. While only a handful now survive, records of these gifts exist in court chronicles, treasury records, poems, epistolary documents, ambassadorial reports, and travel narratives. Tracing this elaborate archive, Casale treats gifts as representative of the complicated Ottoman-Safavid coexistence, demonstrating how their rivalry was shaped as much by culture and aesthetics as it was by religious or military conflict. Gifts in the Age of Empire explores how gifts were no mere accessories to diplomacy, but functioned as a mechanism of competitive interaction between these early modern Muslim courts"--

    Kurzfassung: This book makes a structural analysis of the neoliberal restructuring in the global electricity industry. The book shows that the electricity liberalisation in different countries is just a reflection of the same structural trend in the global economy and avoids from both narrow country-specific and abstract global approaches by making a structural analysis completed by a case study. Thus, it aims reaching wider conclusions about how global changes in finance and ideology / knowledge structures influence domestic energy and economic policy preferences of developing countries. The book develops a taxonomy about organising principles around which the electricity industry has been structured historically and globally, and reveals drivers of change which influences the current energy transition in the electricity sector. Combining these aspects, the book uses financial and other economic data empirically, to shed light on the structural role of global transformation of the electricity markets on the domestic energy policy preferences of the developing countries. Thus, this work will be useful not only for academic purposes, but also for practitioners dealing with these issues. Serhan Ünal is assistant professor at Ankara Yıldırım Beyazıt University, Department of International Relations, Ankara, Türkiye. After graduating from Bilkent University, he received his MSc. and PhD. degrees from the Middle East Technical University, from the Department of International Relations. He served at the Turkish Energy Foundation as research director where he published several reports and had conducted projects with various civil society organizations about energy and environment. His research areas cover international political economy, energy and environment in international relations, theories of International Relations, and the Turkish foreign policy. Serhan Ünal is an environmental activist and runs a nation-wide civil society organization.

    Kurzfassung: In How Informal Institutions Matter, Zeki Sarigil examines the role of informal institutions in sociopolitical life and addresses the following questions: Why and how do informal institutions emerge? To ask this differently, why do agents still create or resort to informal institutions despite the presence of formal institutional rules and regulations? How do informal institutions matter? What roles do they play in sociopolitical life? How can we classify informal institutions? What novel types of informal institutions can we identify and explain? How do informal institutions interact with formal institutions? How do they shape formal institutional rules, mechanisms and outcomes? Finally, how do existing informal institutions change? What factors might trigger informal institutional change?     Kurzfassung: Media, Religion, Citizenship is about Alevi media and the ways in which it has generated a particular form of citizenship. Alevis are a vibrant transnational community across Europe whose right claims for recognition has been denied in Turkey. Drawing on an ethnographic study of the community, interviews wtih media workers, and analysis of television programmes, the book demonstrates that Alevi media paves the way for transversal imaginaries and rights claims that include different localities.     Kurzfassung: ""Losing Istanbul" offers an intimate history of empire, following the rise and fall of a generation of Arab-Ottoman imperialists living in Istanbul. Mostafa Minawi shows how these men and women negotiated their loyalties and guarded their privileges through a microhistorical study of the changing social, political, and cultural currents between 1878 and the First World War. He narrates lives lived in these turbulent times--the joys and fears, triumphs and losses, pride and prejudices--while focusing on the complex dynamics of ethnicity and race in an increasingly Turco-centric imperial capital. Drawing on archival records, newspaper articles, travelogues, personal letters, diaries, photos, and interviews, Minawi shows how the loyalties of these imperialists were questioned and their ethnic identification weaponized. As the once diverse empire comes to an end, they are forced to give up their home in the imperial capital. An alternative history of the last four decades of the Ottoman Empire, "Losing Istanbul" frames global pivotal events through the experiences of Arab-Ottoman imperial loyalists who called Istanbul home, on the eve of a vanishing imperial world order"--

    Kurzfassung: "When the Safavid dynasty, founded in 1501, built a state that championed Iranian identity and Twelver Shi'ism, it prompted the more established Ottoman empire to align itself definitively with Sunni legalism. The political, religious, and military conflicts that arose have since been widely studied, but little attention has been paid to their diplomatic relationship. Sinem Arcak Casale here sets out to explore these two major Muslim empires through a surprising lens: gifts. Countless treasures-such as intricate carpets, gilded silver cups, and ivory-tusk knives-flowed from the Safavid to the Ottoman empire throughout the sixteenth century. While only a handful now survive, records of these gifts exist in court chronicles, treasury records, poems, epistolary documents, ambassadorial reports, and travel narratives. Tracing this elaborate archive, Casale treats gifts as representative of the complicated Ottoman-Safavid coexistence, demonstrating how their rivalry was shaped as much by culture and aesthetics as it was by religious or military conflict. Gifts in the Age of Empire explores how gifts were no mere accessories to diplomacy, but functioned as a mechanism of competitive interaction between these early modern Muslim courts"--

    Kurzfassung: Studies of the peoples of Anatolia take for granted the existence and importance of regional ethnic communities on the peninsula when investigating issues of identity, ethnic origins, and cultural assimilation (especially Hellenization). In reviewing the scholarship, Jeremy LaBuff argues that such assumptions lead to problematic conclusions that ignore or poorly apply recent theoretical work on ethnicity and current critiques of the assimilation model. A critical consideration of this work leads to an appreciation for the somewhat limited, and at times non-existent, role of regional ethnicity to the experiences of the inhabitants and communities of Anatolia, who mainly promoted more local forms of belonging in the face of the attempted orderings of ethnographic and imperial discourses.

    Kurzfassung: "Since the early 2000s, the Turkey's Presidency of Religious Affairs (Diyanet) has considerably increased the number of women employed as religious officers. The book sheds light on the significance of this policy and retraces the broader political framework in which the process has been taking shape. Drawing on extensive ethnographic observations of the activities conducted by Diyanet women preachers in Istanbul mosques, the work breaks new ground on two fronts: on the one side, it elucidates how women access to Diyanet bureaucracy has resulted in a slow but unavoidable transformation of gender roles within Islamic institutions. The emergence of a pious, modern and highly educated woman determined to gain visibility in the (religious) public realm informs about state's attempt to standardize a multifaceted female religious participation. On the other side, the book illuminates on a broader reformulation of the religious services for women and families as a pervasive moral support which penetrates and reshapes the spaces of the secular. In this vein, the work scrutinizes the feminization of the Diyanet as a prism through which the continuous evolutions of Turkish secularism are investigated"--

    Kurzfassung: This book explores the politics of organized Muslim women in Turkey and analyzes their coalitions with othersecular feminist, Kurdish, etc.womens movements from an intersectional perspective. It provides empirical evidence for significant changes in Muslim womens politics under the ruling Justice and Development Party (AKP) and points to the increasing difficulty to build cross-movement womens coalitions in the face of rising religious-conservatism and authoritarianism under the AKP rule. While feminist Muslim women who display an intersectional understanding of structural inequality and oppression are found to be more resilient in the face of political pressure, conservative Muslim women dodge womens coalitions and align with the governments discourses and policies. Empirical evidence based on interviews with organized Muslim women also shows that prospects for coalition building largely depends on the specific societal and institutional (re-)configurations of patriarchy along with other relations of domination rather than mere ideological "difference" among women. This book will be of interest to scholars and students across Gender Studies, Sociology, and Political Science, particularly those whose research focuses on intersectionality and social movements. Ayse Dursun is a Post-Doctoral Researcher in the Department of Political Science at the University of Vienna, Austria. She does research on gender and politics, intersectionality, gender equality policies, social reproduction and care, social and womens movements, and migration. She has published in a number of peer-reviewed journals including German Politics and Society, Historical Social Research, and Journal of Gender Studies. Ayse Dursun is currently a steering committee member of the European Consortium for Political Researchs (ECPR) standing group on Gender and Politics

    Kurzfassung: The attitudes of societies towards age in an aging Europe have now become a social phenomenon. This study, which examines and deals with this phenomenon in various European countries, provides an opportunity to analyze the dimensions of ageism in different contexts. Based on these analyses, the exposure levels of older individuals to ageism in aging societies and the discriminatory attitudes of younger generations have been revealed. The book aims to make contributions to the field of ageism in European countries and contains a brief literature review on ageism and descriptive analyses in country context. As part of the project "WISELIFE: Raising Awareness About Ageism" funded by EU ERASMUS+, this book investigates the concept of ageism in Turkey, Hungary, Poland and Italy. It is an essential resource for institutions working with older people, non-governmental organizations, academic circles dealing with age discrimination, and organizations such as the continuing education centers and lifelong learning centers providing education for older people to understand age discrimination and the situation of this concept in Europe

    Kurzfassung: This article draws on long-term ethnographic research on the uses of social media and their consequences for people’s everyday lives to shed light on how young men’s long-standing concerns over reputation and shame have been rearticulated through the use of social media. In Mardin, a mediumsized city in southeast Turkey, reputation and shame are key concerns in social media usage and affect different domains of people’s everyday lives, such as politics, love and friendships. In this article, reputation is conceived as the value an individual has in other’s people eyes, on social media being granted by displaying the desired qualities and by receiving expressions of social approbation in a context of constant surveillance. This has been extensively described in terms of the logic of honour across different cultures and at different times. Shame is viewed as an emotional experience generated by social practices that openly transgress social norms. Viewing reputation and shame as bound to mediated practices opens up new opportunities to investigate the transformation of long-standing concerns that continue to have great significance in people’s lives in southeast Turkey. It sheds light on processes of continuity and transformation that are entangled with the diffusion of digital communication technologies.

    Kurzfassung: "Here, Caner Yelbasi reveals the complex and important role played by the Circassians of north-western Anatolia in the chaotic years after 1918. Because many of the key Circassian actors either sided initially with The Ottoman Government or later broke away from the 'national' movement led by Mustafa Kemal in Ankara, official Turkish historiography frequently labelled them 'traitors to the nation'. This book revises this narrative by revealing the overlapping and sometimes conflicting bonds of kinship and political loyalty that inscribed their presence in heartlands of the empire and the republic. Yelbasi shows that the Circassians played an important role in the establishment of the early republic and how the Turkification policies of the Kemalist regime in the two decades following 1918 disrupted their world. Using a wide variety of primary source material, including Ottoman and Republican archives - as well as memoirs, the press and secondary literature - this book sheds light on a minority who, unlike the Kurds or Armenians, are yet to receive scholarly attention in Turkish Studies. Exploring the meanings and politics of memory contests in Turkey, the book asks what it means for museums to imbue the past with political agendas through spectacular, emotive representations. Providing an in-depth examination of emotional practice in two Turkish museums that present contrasting representations of the national past, the book analyses relationships between memory, governmentality, identity and emotion. But the perspectives and experiences of immigrants in northern and western Europe have equal political significance for contemporary European societies. While Turkish migration to Europe has been a vital area of research, little scholarly attention has been paid to Turkish migration to specifically Sweden, which has a mix of religious and ethnic groups from Turkey and where now well over 100,000 Swedes have Turkish origins. This book examines immigration from Turkey to Sweden from its beginnings in the mid-1960s, when the recruitment of workers was needed to satisfy the expanding industrial economy. It traces the impact of Sweden's economic downturn, and the effects of the 1971 Turkish military intervention and the 1980 military coup, after which asylum seekers - mostly Assyrian Christians and Kurds - sought refuge in Sweden. Contributors explore how the patterns of labour migration and interactions with Swedish society impacted the social and political attitudes of these different communities, their sense of belonging, and diasporic activism. This process supports energy policy development and encourages the exchange of international best practices and experiences. The guiding principles of Turkish energy policy continue to be market reform and energy security. Rapid economic and population growth in the past two decades have not only driven strong growth in energy demand but also an associated increase in import dependency. The commissioning of Turkey’s first nuclear power facility in 2023 will further diversify the country’s fuel mix. Notwithstanding many positive changes Turkey has made toward liberalising its energy markets and diversifying its energy sources, the government should ensure that policies in place to bolster energy security – including growth in coal-fired generation and support for various forms of electricity generation – do not impede the economic efficiency of markets and the country’s longer-term decarbonisation efforts. In this report, the IEA provides energy policy recommendations to help Turkey smoothly manage the evolution of its energy sector.

    Kurzfassung: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Turkey.

While these mechanisms contribute to improved resilience, further opportunities exist to strengthen policy processes, in particular by increasing farmer and private sector participation.

Not only do they provide students with the knowledge and skills needed to thrive in the labour market, but they also help develop the social-emotional skills that are vital for students’ personal development and for their active citizenship. But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

    Kurzfassung: Natural hazard-induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long-lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business-as-usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD-FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on-farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

    Kurzfassung: Productivity in Turkey has been growing stronger than in most peer countries since 2010 but has slowed down. Despite a remarkably entrepreneurial population, business dynamism has also been less vigorous in recent years. This working paper discusses the factors behind this slowdown and analyses a wide range of structural policies that would help to revive productivity growth and unleash the full potential of the Turkish business sector. The elevated number of informal, semi-formal and fully formal forms constitutes a key impediment to higher growth and more high-quality jobs. Structural reforms that allow more flexibility in labour markets, more competition in product markets and major progress with the quality of governance would foster productivity growth, job creation but also boost the digital transformation. Streamlining and simplifying the complex system of regulations and government support schemes would prevent firms from clustering around eligibility thresholds and thus remove obstacles to the upscaling of firms.

    Kurzfassung: Germany is facing a contemporary mainstreaming of the far right, which has a long tradition of wanting “Turks out!” Turkish immigrants have been the main strangers in Germany following the guest-worker treaty signed in 1961, physically close as friends, yet culturally distant as foes. From September 2015 onwards, German–Turkish politics of belonging, the Turkish issue, underwent a contentious period resulting in secessions between German and Turkish authorities in September 2017. Against this background, this article asks: How did mainstream political actors in Germany emplot the Turkish issue while a far-right challenger party sought to establish a far-right narrative of ethno-national rebirth? The temporal unfolding of the Turkish issue is explored by drawing on media analysis (n = 1120), interpretive process-tracing and narrative genre analysis of claims raised by political actors in German and Turkish newspapers. In order to visualize how the Turkish issue evolved between 2000 and 2017 in media discourse, 546 articles in the mainstream quality newspaper Frankfurter Allgemeine Zeitung were collected. The Great Secession period between 2015 and 2017 was selected for an in-depth case study. To conduct interpretive process-tracing and narrative genre analysis of this case, another 574 articles in the German Süddeutsche Zeitung and Turkish Hürriyet were analysed. In so doing, this article contributes to (1) the study of belonging and identity by adopting a novel approach to boundary studies, combining narrative genre analysis with Habermas’ communicative action theory, and (2) the study of political strategies of adapting, ignoring or demarcating far-right contenders by, again, introducing a narrative approach to political communication and mobilization processes. The analysis shows that, in the first stage of the Great Secession period, inclusionary and exclusionary boundaries competed, while in later stages inclusionary boundaries were cast aside by exclusionary boundaries after reputable mainstream party-political actors adopted and thus legitimized far-right story elements.

    Kurzfassung: "Museums, Emotion, and Memory Culture examines the politics of emotion in history museums, combining approaches and concerns from a range of disciplines. Exploring the meanings and politics of memory contests in Turkey, the book asks what it means for museums to imbue the past with political agendas through spectacular, emotive representations. Providing an in-depth examination of emotional practice in two Turkish museums that present contrasting representations of the national past, the book analyses relationships between memory, governmentality, identity and emotion. The museums discussed celebrate Ottoman and Early Republican pasts, linking to geo- and party politics, people's senses of who they are, popular memory culture, and competing national stories and identities vis-à-vis Europe and the wider world. Both museums use dramatic, emotive panoramas as key displays and the research at the heart of this book explores this seemingly anachronistic choice, and how it links with memory cultures to prompt visitors to engage imaginatively, socially, politically and morally with a particular version of the past. Although the book focuses on museums in Turkey, it uses this as a platform to address broader questions about memory culture, emotion and identity.     Kurzfassung: This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

As evidence accumulates on the strong benefits of investing in early education, countries need effective policies to attract, maintain and retain a highly skilled workforce in the sector. This report looks at the makeup of the early childhood education and care workforce across countries, assessing how initial preparation programmes compare across different systems, what types of in-service training and informal learning activities help staff to upgrade their skills, and what staff say about their working conditions, as well as identifying policies that can reduce staff stress levels and increase well-being at work. The report also looks at which leadership and managerial practices in ECEC centres contribute to improving the skills, working conditions and working methods of staff. The OECD Starting Strong Teaching and Learning International Survey (TALIS Starting Strong) is the first international survey that focuses on the early childhood education and care workforce. It offers an opportunity to learn about the characteristics of ECEC staff and centre leaders, their practices at work, and their views on the profession and the sector. This second volume of findings, Building a High-Quality Early Childhood Education and Care Workforce, examines factors that influence the skills development of ECEC professionals, their working conditions and well-being at work, and leadership in ECEC centres.

    Kurzfassung: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Kurzfassung: "In "The Turk" in the Czech Imagination (1870s-1923), Jitka Malečková describes Czechs' views of the Turks in the last half century of the existence of the Ottoman Empire and how they were influenced by ideas and trends in other countries, including the European fascination with the Orient, images of "the Turk," contemporary scholarship, and racial theories. The Czechs were not free from colonial ambitions either, as their attitude to Bosnia-Herzegovina demonstrates, but their viewpoint was different from that found in imperial states and among the peoples who had experienced Ottoman rule. The book convincingly shows that the Czechs mainly viewed the Turks through the lenses of nationalism and Pan-Slavism - in solidarity with the Slavs fighting against Ottoman rule"--
