    Abstract: Black communities have been making major contributions to Europe's social and cultural life and landscapes for centuries. However, their achievements largely remain unrecognized by the dominant societies, as their perspectives are excluded from traditional modes of marking public memory. For the first time in European history, leading Black scholars and activists examine this issue - with first-hand knowledge of the eight European capitals in which they live. Highlighting existing monuments, memorials, and urban markers they discuss collective narratives, outline community action, and introduce people and places relevant to Black European history, which continues to be obscured today.

    Abstract: In the Hobsbawmian long 19th century, gender and processes of sexualization and feminization have been crucial in the construction of the »Jewish Other«. Ulrike Brunotte explores how these processes came about by addressing imaginative, aesthetic, and epistemological questions. She analyzes how literature, psychoanalysis and the performing arts traverse and react to the ambivalence of racialized stereotypes. The »femininity puzzle« presents itself in two ways: first in the role of effeminization of the male Jew in antisemitic discourse, and then in the transgressive forms of femininity connected to Jewish women, especially the allosemitic Orientalization in the figure of the »Beautiful Jewess«

    Abstract: The concept of »postmigration« has recently gained importance in the context of European societies' obsession with migration and integration along with emerging new forms of exclusion and nationalisms. This book introduces ongoing debates on the developing concept of »postmigration« and how it can be applied to arts and culture. While the concept has mainly gained traction in the cultural scene in Berlin, Germany, the contributions expand the field of study by attending to cultural expressions in literature, theatre, film, and art across various European societies, such as the United Kingdom, France, Finland, Denmark, and Germany. By doing so, they highlight this concept's potential and show how it can offer new perspectives on transformations caused by migration.

    Abstract: The British and American Congo Reform Movement (ca. 1890-1913) has been praised extensively for its ›heroic‹ confrontation of colonial atrocities in the Congo Free State. Its commitment to white supremacy and colonial domination, however, continues to be overlooked, denied, or trivialised. This historical-sociological study argues that racism was the ideological cornerstone and formed the main agenda of this first major human rights campaign of the 20th century. Through a thorough analysis of contemporary sources, Felix Lösing unmasks the colonial and racist formation of the modern human rights discourse and investigates the ›historical work‹ of racism at a crossroads between imperial power and ›white crisis‹.

    Abstract: As Multilateral Development Banks increasingly gained influence in shaping global development, transnational social movements pushed to hold them accountable for their human rights impact towards communities. Leon Valentin Schettler presents a novel causal mechanism of movement advocacy towards MDBs, combining disruptive and conventional tactics. Systematically comparing the evolution of human rights standards and complaint mechanisms over the last three decades, he reveals how the combination of 1) declining US hegemony, 2) counter-mobilization by China and 3) movement cooptation by the World Bank bureaucracy led to a dilution of human rights accountability in the 2010s.

    Abstract: Middle-class households feel left behind and have questioned the benefits of economic globalisation. In many OECD countries, middle incomes have grown less than the average and in some they have not grown at all. Technology has automated several middle-skilled jobs that used to be carried out by middle-class workers a few decades ago. The costs of some goods and services such as housing, which are essential for a middle-class lifestyle, have risen faster than earnings and overall inflation. Faced with this, middle classes have reduced their ability to save and in some cases have fallen into debt. This report sheds light on the multiple pressures on the middle class. It analyses the trends of middle-income households through dimensions such as labour occupation, consumption, wealth and debt, as well as perceptions and social attitudes. It also discusses policy initiatives to address the concerns raised by the middle class, by protecting middle-class living standards and financial security in the face of economic challenges.

    Abstract: This report provides new evidence on social mobility in the context of increased inequalities of income and opportunities in OECD and selected emerging economies. It covers the aspects of both social mobility between parents and children and of personal income mobility over the life course, and their drivers. The report shows that social mobility from parents to offspring is low across the different dimensions of earnings, education, occupation and health, and that the same prevails for personal income mobility over the life course. There is in particular a lack of mobility at the bottom and at the top of the social ladder - with "sticky floors" preventing upward mobility for many and "sticky ceilings" associated with opportunity hoarding at the top. The lack of social mobility has economic, societal and political consequences. This report shows that there is space for policies to make societies more mobile and protect households from adverse income shocks. It discusses the options and measures that policy makers can consider how to improve social mobility across and within generations

    Abstract: Analysing recent documentary films dealing with undocumented migration at the Schengen Area's fringes and against the backdrop of what has been termed the `European refugee crisis', Jan Kühnemund investigates the interface between migration discourses and image discourses. As an analytical framework, he conceptualises `Borderland Schengen' as a visual-political transnational space emerging from the interplay of migration movements and border policies. Putting the spaces and iconologies of `illegal' migration under scrutiny and aiming at establishing their protagonists as subjects, Kühnemund in this regard reads the films as attempts at discursive participation as an aesthetic political practice.

    Abstract: Parallel to the abolition of Atlantic slavery, new forms of indentured labour stilled global capitalism's need for cheap, disposable labour. The famous 'coolie trade' - mainly Asian labourers transferred to French and British islands in the Indian Ocean, Australia, Indonesia, South Africa, the Caribbean, the Americas, as well as to Portuguese colonies in Africa - was one of the largest migration movements in global history. Indentured contract workers are perhaps the most revealing example of bonded labour in the grey area between the poles of chattel slavery and 'free' wage labour. This interdisciplinary volume addresses historically and regionally specific cases of bonded labour relations from the 18th century to sponsorship systems in the Arab Gulf States today.

Thus, she contributes to a global, interdisciplinary, and multi-perspectival understanding of literature, culture, and society.

    Abstract: How has »ethnic entrepreneurship« emerged and developed since the late eighties in Berlin? In his study, Baris Ülker answers this question by relying on the experiences of immigrants from Turkey. Most academic studies on »ethnic entrepreneurship« have focused either on the »most unitary« structure available in the »natural flow of history« or on the pre-given »cultural« characteristics of immigrants. This book instead sets historical ruptures, conditions of possibility and individual practices in context. It analyzes how human beings have been turned into »ethnic entrepreneurs« and explains the ways of governing the self and others in the neoliberal urban context

    Abstract: This book examines the construction and articulation of diasporic cultural identity among the Turkish working-class youth in Kreuzberg (Little Istanbul), Berlin. This work primarily suggests that the contemporary diasporic consciousness is built on two antithetical axes: particularism and universalism. The presence of this dichotomy derives from the unresolved historical dialogues that the diasporic youths experience between continuity and disruption, essence and positionality, tradition and translation, homogeneity and difference, past and future, 'here' and 'there', 'roots' and 'routes', and local and global.

    Abstract: Eine gegenseitige Durchdringung von Zivilgesellschaft und Markt manifestiert sich in der Politisierung des Konsums und der Selbstinszenierung von Unternehmen als sozial verantwortliche Bürger.     Abstract: Ausgehend von den anhaltenden Debatten um das islamische Kopftuch in staatlichen Bildungseinrichtungen Deutschlands und Frankreichs analysiert Schirin Amir-Moazami die Logiken der Diskursproduktion über den Islam und bringt die Argumente der Kritiker mit den Stimmen Kopftuch tragender junger Musliminnen ins Gespräch.Die Studie zeichnet nach, wie die wachsende Partizipation sichtbarer Muslime, hier symbolisiert durch das Kopftuch, im dominanten Diskurs beider Länder Abwehrreaktionen provoziert und der Islam mehrheitlich als Gegenkategorie zu jeweils national geprägten Säkularitätskonzepten begriffen wird. Zugleich zeigt sie, wie die jungen Frauen in die Diskurstraditionen beider Länder eingebettet sind und sich in komplexen Aushandlungsprozessen engagieren

    Abstract: The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality not only raises social and political concerns, but also economic ones. It tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration, and the role for redistribution policies.

    Abstract: How was life in 1820, and how has it improved since then? What are the long-term trends in global well-being? Views on social progress since the Industrial Revolution are largely based on historical national accounting in the tradition of Kuznets and Maddison. But trends in real GDP per capita may not fully re­flect changes in other dimensions of well-being such as life expectancy, education, personal security or gender inequality. Looking at these indicators usually reveals a more equal world than the picture given by incomes alone, but has this always been the case? The new report How Was Life? aims to fill this gap. It presents the first systematic evidence on long-term trends in global well-being since 1820 for 25 major countries and 8 regions in the world covering more than 80% of the world’s population. It not only shows the data but also discusses the underlying sources and their limitations, pays attention to country averages and inequality, and pinpoints avenues for further research. The How Was Life? report is the product of collaboration between the OECD, the OECD Development Centre and the CLIO-INFRA project. It represents the culmination of work by a group of economic historians to systematically chart long-term changes in the dimensions of global well-being and inequality, making use of the most recent research carried out within the discipline. The historical evidence reviewed in the report is organised around 10 different dimensions of well-being that mirror those used by the OECD in its well-being report How’s Life?, and draw on the best sources and expertise currently available for historical perspectives in this field. These dimensions are:per capita GDP, real wages, educational attainment, life expectancy, height, personal security, political institutions, environmental quality, income inequality and gender inequality.

The relevance of financial education policies is acknowledged at the highest global policy level: in 2012, G20 Leaders endorsed the OECD/INFE High-level Principles on National Strategies for Financial Education that specifically identify youth as one of the priority targets of government policies in this domain. That same year, Asia-Pacific Economic Cooperation (APEC) Ministers of Finance identified financial literacy as a critical life skill. The publication addresses the challenges linked to the introduction of financial education in schools, and provides practical guidance and case studies to assist policy makers, and a comparative analysis of existing learning frameworks for financial education in the formal school system.

    Abstract: Gender gaps are pervasive in all walks of economic life and imply large losses in terms of foregone productivity and living standards to the individuals concerned and the economy. This new OECD report focuses on how best to close these gender gaps under four broad headings: 1) Gender equality, social norms and public policies; and gender equality in 2) education; 3) employment and 4) entrepreneurship. Key policy messages are as follows:-Greater gender equality in educational attainment has a strong positive effect on economic growth;-Stereotyping needs to be addressed in educational choices at school from a young age. For example, adapt teaching strategies and material to increase engagement of boys in reading and of girls in maths and science; encourage more girls to follow science, engineering and maths courses in higher education and seek employment in these fields;-Good and affordable childcare is a key factor for better gender equality in employment. But change also has to happen at home as the bulk of housework and caring is left to women in many countries. Policy can support such change, for example, through parental leave policies that explicitly include fathers.-Support policies for women-owned enterprises need to target all existing firms, not just start-ups and small enterprises.     Abstract: The need to reform water policies is as urgent as ever. Water is essential for economic growth, human health, and the environment. Yet governments around the world face significant challenges in managing their water resources effectively. The problems are multiple and complex: billions of people are still without access to safe water and adequate sanitation; competition for water is increasing among the different uses and users; and major investment is required to maintain and improve water infrastructure in OECD and non-OECD countries. Despite progress on many fronts, governments around the world are still confronted with the need to reform their existing water policies in order to meet current objectives and future challenges. Building on the water challenges identified by the OECD Environment Outlook to 2050, this report examines three fundamental areas that need to be addressed whatever reform agendas are pursued by governments: financing of the water sector; the governance and institutional arrangements that are in place; and coherence between water policies and policies in place in other sectors of the economy. The report provides governments with practical advice and policy tools to pursue urgent reform in their water sectors.

    Abstract: The economics of news production and distribution is in a state of radical change. After very profitable years, newspaper publishers in most OECD countries face declining advertising revenues and significant reductions in titles and circulation. About 20 out of 30 OECD countries face declining newspaper readership, which is now at its lowest among younger people. At the same time, many promising forms of news creation and distribution are being tested. Some of these are empowered by increasing technological sophistication, new information intermediaries and the resulting decentralised forms of content creation. However, despite these new possibilities, no business and/or revenue-sharing models have been found to finance in-depth independent news production. This raises questions about the supply of high-quality journalism in the longer term and roles that government support might take in supporting a diverse and local press without putting its independence at stake. This study provides an in-depth treatment of the global newspaper publishing market and its evolution, with a particular view on the development of online news and related challenges.

    Abstract: Climate change is likely to have significant impacts on the agricultural sector to which farmers will have to adapt. While agriculture is a significant contributor to greenhouse gas emissions, it is also a source of carbon storage in soils. This report examines the economic and policy issues related to the impacts of climate change on agriculture and adaptation responses and to the mitigation of greenhouse gases from agriculture. It outlines research undertaken and underway in other national and international research agencies. It also highlights some of the knowledge gaps on the impacts of climate change on food production and the uncertainties of those impacts in a global context that warrant further research efforts. In particular, the report analyses marginal abatement cost curves, which show the relative costs of achieving reductions in greenhouse gas emission through the implementation of different actions in the agricultural sector. The aim of the report is to help guide policy makers in the design of policies to address climate change issues in agriculture.

    Abstract: We expect governments to protect citizens from the adverse consequences of hazardous events. At the same time it is not possible or necessarily in the best interest of citizens for all risks to be removed. A risk-based approach to the design and implementation of regulation can help to ensure that regulatory approaches are efficient, effective and account for risk/risk tradeoffs across policy objectives. Risk-based approaches to the design of regulation and compliance strategies can improve the welfare of citizens by providing better protection, more efficient government services and reduced costs for business. Across the OECD there is great potential to improve the operation of risk policy as few governments have taken steps to develop a coherent risk governance policy for managing regulation. This publication presents recent OECD research and analysis on risk and regulatory policy. The chapters discuss core challenges today. They offer measures for developing, or improving, coherent risk governance policies. Topics include: challenges in designing regulatory policy frameworks to manage risks; different cultural and legal dimensions of risk regulatory concepts across OECD; analytical models and principles for decision making in uncertain situations; key elements of risk regulation and governance institutions; the use of management-based regulation to help firms make risk-related behavioural changes; an analysis of the risk-based frameworks of regulators in five OECD countries (Australia, Ireland, Netherlands, Portugal, United Kingdom) and across four sectors: environment, food safety, financial markets and health and safety; and the elements for designing formal guidelines for risk prioritisation, assessment, management and communication.

    Abstract: Car ownership is set to triple by 2050, trucking activity will double and air travel could increase fourfold. This book examines how to enable mobility without accelerating climate change. It finds that if we change the way we travel, adopt technologies to improve vehicle efficiency and shift to low-CO2 fuels, we can move onto a different pathway where transport CO2 emissions by 2050 are far below current levels, at costs that are lower than many assume. The report discusses the prospects for shifting more travel to the most efficient modes and reducing travel growth rates, improving vehicle fuel efficiency by up to 50% using cost-effective, incremental technologies, and moving toward electricity, hydrogen, and advanced biofuels to achieve a more secure and sustainable transport future. If governments implement strong policies to achieve this scenario, transport can play its role and dramatically reduce CO2 emissions by 2050.

    Abstract: The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.
