    Abstract: This open access book presents contributions to decolonize development studies.     Abstract: "Extreme polarization in American politics - and especially in the U.S. Congress - is perhaps the most confounding political phenomenon of our time. This book binds together polarization in Congress and polarization in the electorate within an ever-expanding feedback loop. This loop is powered by the discipline exerted by the respective political parties on their Congressional members and district candidates and maintained by the voters in each Congressional district who must choose between the alternatives offered. These alternatives are just as extreme in competitive as in lop-sided districts. Tight national party discipline produces party delegations in Congress that are each ideologically narrowly distributed but widely separated from one another. As district constituencies become more polarized and are egged on by activists, parties are further motivated to move past a threshold and appeal to their respective bases rather than to voters in the political center.     Abstract: This book focuses on the formation of human social consciousness and develops a naturalist approach to social normativity. Beginning from Marx's uncompleted concept of social consciousness, the book retrospects the studies about collective intentionality in the area of philosophy of mind and social ontology. Specifically, a reinterpretation of social consciousness with respect to collective intentionality can offer us a new, naturalistic approach to the social formation and normativity. According to the naturalistic approach, we can discern the inner structure of social consciousness as a systematic pattern of Intentionality. Social consciousness involves three levels of development: subjective, objective and absolute. With this new pattern of social consciousness, the “naturalism” of the young Karl Marx can be revived. And by grasping the most essential ability of human Intentionality as the source of social formation, it also makes an interdisciplinary study of social philosophy and philosophy of mind possible. Yang Chen is an assistant professor of philosophy in the Institute of Marxist Philosophy and Chinese Modernization and the Department of Philosophy at Sun Yat-sen University in Guangzhou, China. He received his Ph.D from Goethe-University Frankfurt am Main (2022) and M.A in Philosophy from Humboldt University of Berlin (2016).

    Abstract: This book develops an empirically informed normative theory of need-based justice, summarizing core findings of the DFG research group FOR2104 “Need-based Justice and Distributive Procedures”. The book offers fresh new ideas for resolving intergenerational conflicts through the exploration of an entirely new field, conceptualized in philosophy, developed in economics, and tested in experiments. In particular, this work develops the theory of intergenerational cooperation based on a new relationship of direct reciprocity between generations. From experimental results, the possibility of intergenerational cooperation through Kantian categorical imperative is shown. The book also examines the effectiveness of inviting representatives of future generations, which are called "imaginary future generations", into the deliberations for current policy decisions. The original Japanese edition of this book was awarded the 66th Nikkei Prize for Excellent Books in Economic Science.     Abstract: Universities have long been dominated by a philosophy of inquiry that may be called knowledge-inquiry. This holds that, in order to do justice to the basic humanitarian aim of helping to promote human welfare, academic inquiry must, in the first instance, seek knowledge and technological know-how. First, knowledge is to be acquired; once acquired, it can be applied to help promote human welfare. But this philosophy of knowledge-inquiry is an intellectual and humanitarian disaster. It violates three of the four most elementary rules of rational problem solving conceivable, and as a result fails to give priority to the task of helping humanity resolve those conflicts and problems of living, such as the climate and nature crises, that need to be resolved if we are to make progress to a better world – a world in which there is peace, democracy, justice, liberty, and sustainable prosperity, for all. Very few academics today are aware of this rationality scandal. We urgently need to bring about a revolution in universities around the world, wherever possible, so that academic inquiry puts all four rules of rational problem solving into practice, and becomes rationally devoted to helping humanity learn how to make progress towards a better world. Knowledge-inquiry needs to become wisdom-inquiry, rationally devoted to helping humanity create a wiser world. Nicholas Maxwell is Emeritus Reader at University College London. He has devoted much of his working life to arguing we need to bring about a revolution in academia so that it comes to seek and promote wisdom and does not just acquire and apply knowledge. He has published fifteen books on this theme.

    Abstract: This book tells the uncommon story of a missionary family in the Midwestern United States, and their interactions with the indigenous Ojibwe. When Leonard and Harriet Wheeler arrived at La Pointe, Wisconsin in July of 1841, hoping to help the Ojibwe understand and accept the value of Christian civility, they did not expect such a profound transformation of their own lives. The Wheelers’ empathy for the Ojibwe not only grew during their twenty-five years of mission work in Northern Wisconsin, much of it spent trying to protect the Ojibwe from predatory whites, it also influenced the lives of their children. Nancy Bunge, a Professor Emerita at Michigan State University, also served as a Senior Fulbright Lecturer in American Literature and Culture at the University of Vienna, the Free University of Brussels, the University of Ghent, and the University of Siegen.     Abstract: Based on a deliberative democracy, this book uses a hermeneutic-critical methodology to study bibliographical sources and practical issues in order to analyse the possibilities, limits and consequences of the digital transformation of democracy. Drawing on a two-way democracy, the aim of this book is intended as an aid for thinking through viable alternatives to the current state of democracy with regard to its ethical foundations and the moral knowledge implicit in or assumed by the way we perceive and understand democracy. It is intended to stimulate reflection and discussion on the basis that, by addressing what we understand as democracy, we can inevitably influence the reality known as democracy. Democracy’s evident regression in today’s world makes this all too apparent: it has become a hostage to all kinds of autocracies and technopopulisms, which are supported to a greater or lesser extent by the current algorithmic revolution.

    Abstract: This book provides a unique scientific contribution to the debate on Marx's legacy in proposing to critically articulate two “lines of discussion” which are most often kept apart. On the one hand, it reassesses the place of Marxian thought in the construction of Europe, seeking to revitalize the European political debate. On the other, it situates Marx' thought in the perspective of postcolonial and decolonial studies, with particular attention to their effort to overcome the indisputable limits of the Marxian legacy. In asking whether Marx’ thought was too European or not European enough, the book examines internationalist emancipatory politics and eurocentrism, class struggle and finance in the shaping of the European institutions, migration, identity and violence, as well as Marxian critiques of colonialism both within and beyond Europe. At a time of extreme tension, also within leftist politics, this book provides a precise and rigorous argument on what continues to make Marx's thought relevant, in grappling with social domination in the era of global capitalism, while also exploring the limits of Marxism today, both at the European level and worldwide.

    Abstract: This open access volume provides an in-depth analysis of philosophical discussions concerning the common good and its relation to self-interest in the history of Western philosophy. The thirteen chapters explore both renowned and lesser-known thinkers from the Middle Ages to the eighteenth century, covering also the relevant ancient background. By bridging the gap between the medieval and early modern periods, they provide fresh insights into how moral and political philosophers understood the concepts of the common good and self-interest, along with their ethical and political implications. The author uniquely explains how these elements contributed to the rapid development of science and consequently that of technology and human wellbeing and suggests legislation for ensuring transparency in the public sector.     Abstract: This volume explores the role of violence generally but with specific reference to African concepts and themes, and the significance they have for social redress. The contributors interpret African concepts and themes to include accounts of violence, explicitly or implicitly construed from indigenous axiological resources like Ubuntu or personhood and from those works that are not African in origin but have become central in African moral, political and legal thought, such as Hannah Arendt’s On Violence and Walter Benjamin’s Critique of Violence. The volume contributes to moral philosophy, social philosophy, African philosophy, and political philosophy/theory. It situates itself within the Global South, specifically the African perspective, to explore, articulate, and defend (or even critique) African conceptions of violence. Therefore, framing climate change responsibility exclusively from either the collective or the individual perspective leaves out something crucial: how we all are influenced by the collectives we belong to and how, in turn, collectives are influenced by individuals. The focus of the book is on areas of climate change responsibility that are often left out of the picture or get too little attention in climate ethics, such as carbon inequality within countries.     Abstract: Deindustrializing and revitalizing cities in the United States are at a particular crossroads when it comes to the contest over refugees. Do refugees represent opportunity or danger? These cities are in desperate need to stem population and resource loss. However, they are also dealing with local communities that are feeling internally displaced by economic and technological flux. Few U.S. locations provide a more vivid case study of this fight than Metro Detroit, where competing interest groups are waging war over the meaning of the figure of the refugee. This book dives deeply into the discourse on refugees that various institutions in Metro Detroit are producing. The way in which local institutions talk about refugees gives us vital clues as to how they are negotiating competing pressures and how the city overall is negotiating competing imperatives. Indeed, the way various groups talk about refugees in Metro Detroit gives us a crucial glimpse into how U.S. cities are defining and redefining themselves today. The figure of the refugee becomes a slate on which groups with varied interests write their stories, aspirations, and fears. Consequently, we can figure out from local refugee discourses the ongoing question of what it means to be a Metro Detroiter now--and by extension, what it means to be a revitalizing U.S. city at this time

    Abstract: "Extreme polarization in American politics - and especially in the U.S. Congress - is perhaps the most confounding political phenomenon of our time. This book binds together polarization in Congress and polarization in the electorate within an ever-expanding feedback loop. This loop is powered by the discipline exerted by the respective political parties on their Congressional members and district candidates and maintained by the voters in each Congressional district who must choose between the alternatives offered. These alternatives are just as extreme in competitive as in lop-sided districts. Tight national party discipline produces party delegations in Congress that are each ideologically narrowly distributed but widely separated from one another. As district constituencies become more polarized and are egged on by activists, parties are further motivated to move past a threshold and appeal to their respective bases rather than to voters in the political center. America has indeed acquired parties with clear platforms - once thought to be a desirable goal, but these parties are now feuding camps. What resolution might there be? Just as the progressive movement slowly replaced the Gilded Age, might a new reform effort replace the current squabble? Or could an asymmetry develop in the partisan constraints that would lead to ascendancy of the center, or might a new and over-riding issue generate a cross-cutting dimension, opening the door to a new politics? Only the future will tell"--

    Abstract: This book shows how inflation can disrupt politics and society. With no recent precedent, mild inflation spurred mass protests, myriad remedial schemes, and partisan political reversals between 1910 and 1914. Then wartime demand and inflationary fiscal policy doubled consumer prices from 1915 to 1920, triggering waves of strikes, food riots by immigrant housewives, class conflict, and elite fears of revolution. Middle-class households resented falling real incomes. Even more than today, food prices dominated consumer concerns. Yet farmers wanted high commodity prices. Accordingly, both sides blamed and attacked meatpackers, wholesalers, and retailers. Then as now, inflation hurt whichever party held the White House. Fumbling responses by Wilson’s administration and the Federal Reserve led to hesitant price controls, punitive raids and prosecutions, and a now-familiar fallback—high interest rates in 1920 and subsequent recession. An epilogue traces continuing popular and political responses to changes in the consumer price index down to 2020. David I. Macleod is Professor Emeritus of History at Central Michigan University, where he taught American social and political history.     Abstract: The book focuses on different practices of associated labor in Brazil and Argentina, in the case of the workers’ recuperated factories, over the past 40 years. Novaes analyses labor practices from a critical Marxist perspective as a reaction to the misery of neoliberalism. Deindustrialization, austerity programs, increasing commodification and international competitiveness have severely deteriorated the living and working conditions of the majority of Latin Americans. However, alternative labor, production and educational practices have developed in this increasingly ruthless neoliberal capitalism. Although they are still small, they indicate a potential way out of the capitalist mode of production. Novaes directs his special attention to the “education beyond capital,” which has accompanied these alternative labor and production practices (from alternative job training in recuperated companies and the movement of landless rural workers MST). Henrique Tahan Novaes is Professor of Philosophy and Sciences at UNESP Marília São Paulo, Brazil.

    Abstract: Singing the Land: Hebrew Music and Early Zionism in America examines the proliferation and use of popular Hebrew Zionist music amongst American Jewry during the first half of the twentieth century. This music--one part in a greater process of instilling diasporic Zionism in American Jewish communities--represents an early and underexplored means of fostering mainstream American Jewish engagement with the Jewish state and Hebrew national culture as they emerged after Israel declared its independence in 1948. This evolutionary process brought Zionism from being an often-polemical notion in American Judaism at the turn of the twentieth century to a mainstream component of American Jewish life by 1948. Hebrew music ultimately emerged as an important means through which many American Jews physically participated in or 'performed' aspects of Zionism and Hebrew national culture from afar. Exploring the history, events, contexts, and tensions that comprised what may be termed the 'Zionization' of American Jewry during the first half of the twentieth century, Eli Sperling analyzes primary sources within the historical contexts of Zionist national development and American Jewish life. Singing the Land offers insights into how and why musical frameworks were central to catalyzing American Jewry's support of the Zionist cause by the 1940s, parallel to firm commitments to their American locale and national identities. The proliferation of this widespread American Jewish-Zionist embrace was achieved through a variety of educational, religious, economic, and political efforts, and Hebrew music was a thread consistent amongst them all

    Abstract: This work leverages globally consistent data on parks from Google Maps, in combination with the computational power of Google Maps Directions API to quantify accessibility to parks across nearly 500 metropolitan areas in six countries: Estonia, France, Greece, Mexico, Sweden, and the United States. We combined high resolution population data from Worldpop with parks data and navigation estimates to measure: (1) Fraction of the population with access to parks within a 10-minute walk; and (2) the median walking time to the closest park. We find large differences in access to parks between countries, as well as large variability across cities and their respective commuting zones. To demonstrate how this framework can support cross country comparisons and efforts to track progress towards SDG11, we assessed access to parks by income group in selected countries, finding that the median walking time to a park is shorter for residents of low income neighbourhoods both in French and American metropolitan areas.

The analysis draws on in-depth case studies conducted in Australia, Costa Rica, Greece, Portugal and the United States. The report underlines the urgent need for governments to scale up climate change adaptation efforts to limit future wildfire costs.

    Abstract: The United States, the world’s largest economy, has made progress in reducing several environmental pressures while maintaining one of the highest Gross Domestic Products per capita in the world. It has decoupled emissions of greenhouse gases, air pollutants, water abstractions and domestic material consumption from economic and population growth. However, high consumption levels, intensive agricultural practices, climate change and urban sprawl continue to put pressure on the natural environment. Despite the recent acceleration of action to address climate change, further efforts are needed to achieve the goal of net-zero greenhouse gas emissions by 2050. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice. This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: This paper estimates the data intensity of occupations/sectors (i.e. the share of job postings per occupation/sector related to the production of data) using natural language processing (NLP) on job advertisements in the United Kingdom, Canada and the United States. Online job advertisement data collected by Lightcast provide timely and disaggregated insights into labour demand and skill requirements of different professions. The paper makes three major contributions. First, indicators created from the Lightcast data add to the understanding of digital skills in the labour market. Second, the results may advance the measurement of data assets in national account statistics. Third, the NLP methodology can handle up to 66 languages and can be adapted to measure concepts beyond digital skills. Results provide a ranking of data intensity across occupations, with data analytics activities contributing most to aggregate data intensity shares in all three countries. At the sectoral level, the emerging picture is more heterogeneous across countries. Differences in labour demand primarily explain those variations, with low data-intensive professions contributing most to aggregate data intensity in the United Kingdom. Estimates of investment in data, using a sum of costs approach and sectoral intensity shares, point to lower levels in the United Kingdom and Canada than in the United States.

The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

    Abstract: Schools are perfect hubs for social and emotional learning, but are they ready for this task? To address this question, this Spotlight reports previously unpublished findings from the OECD’s Survey on Social and Emotional Skills (SSES) and discusses their implications for education policy and practice. Both an active promotion in schools and extensive learning opportunities for teachers on relevant topics provide a fertile ground for an effective social and emotional education. They boost teachers’ self-efficacy and use of active learning pedagogies, as well as quality relationships at school. The Spotlight also points to important differences for teachers of 10- vs. 15-year-old students that can explain higher skills at a younger age. Younger students benefit more often from key elements of an effective social and emotional education in school, i.e. the evaluation of their social and emotional skills and teachers teaming up with parents to reinforce skill promotion. Teachers of 10-year-olds are also more intensively trained and requested to promote social and emotional learning in their work.

    Abstract: New OECD surveys of employers and workers in the manufacturing and finance sectors of seven countries shed new light on the impact that Artificial Intelligence has on the workplace —an under-researched area to date due to lack of data. The findings suggest that both workers and their employers are generally very positive about the impact of AI on performance and working conditions. However, there are also concerns, including about job loss—an issue that should be closely monitored. The surveys also indicate that, while many workers trust their employers when it comes to the implementation of AI in the workplace, more can be done to improve trust. In particular, the surveys show that both training and worker consultation are associated with better outcomes for workers.
