    Abstract: In today’s globalising world, the regional specialisations built up over decades are transforming rapidly. Many regions that were historically production centres in a given sector are losing out to lower-cost locations and reorienting to higher value-added niches. National programmes to promote cluster-based approaches -- linking firms, people and knowledge at a regional level -- are being used to meet the challenge. This report analyses the objectives, targeting, instruments and inter-governmental role sharing used by 26 programmes in 14 OECD countries. It will be of interest to policy makers, researchers, firms and others active in promoting innovation and competitiveness.

    Abstract: No More Failures challenges the assumption that there will always be failures and dropouts, those who can’t or won’t make it in school. In fact, initiatives in many countries demonstrate that it is possible to successfully tackle school failure and dropout rates – and to reduce the huge social cost of adults without basic skills. This book offers a valuable comparative perspective on how different countries have handled equity in education. Among the issues it explores are tracking, streaming and academic selection; school choice; secondary education structures and second chance programmes; grade repetition; links between school and home; early childhood education; resource allocation; targets for equity; and the special needs of migrants and minorities. The book identifies three key areas for delivering equity in education (the design of education systems, classroom practices and resourcing) and proposes ten concrete policy measures, backed by evidence, on how to reduce school failure and dropout rates.

    Abstract: School curricula are established not only to prepare young people for a real world, but also to beckon an imagined one anchored in individual rights and collective progress. Both worlds the real and the imagined increasingly reflect influential trans-national forces. In this special edited volume, scholars with diverse backgrounds and conceptual frameworks explore how economic, political, social and ideological forces impact on school curricula over time and place. In providing regional and global perspectives on curricular policies, practices and reforms, the authors move beyond the conventional notion that school contents reflect principally national priorities and subject-based interests. Some authors emphasize a convergence to standardized global curricular structures and discourses. Others suggest that changes regarding the intended contents of primary and secondary school curricula reveal regional or trans-cultural influences. Overall, these comparative and historical studies demonstrate that the dynamics of curriculum-making and curricular reform are increasingly forged within wider regional, cross-regional and global contexts.

The work also considers aspects of the three major phases of teacher education: the period prior to commencing in the profession, successful induction into the profession, and the ongoing professional development of teachers. Finally, it identifies ways in which new technologies can be used to improve the training and ongoing development of teachers. Cases from different countries are used to provide a rich base of data to help us understand how the profession is moving onwards.

It argues that symbolic world models (for the way of organizing national societies and education) have emerged in international agencies and how these models are borrowed, imitated, imposed and so on, when different countries reform their primary and secondary education. This book extensively reviews outcomes of educational decentralization using research findings from Australia, China, Kyrgyz Republic, Czech Republic, Sweden, England, Mozambique, South Africa, Senegal, Nicaragua, the USA. It also presents grassroots cases from different countries against the background of the overall changes in governance philosophy and applications. It reviews literature and reports on decentralization in the wider context of educational restructuring and gives a detailed account for different types of decentralization and their short and medium term impact. Also, it presents case studies from countries in Africa, Europe and Latin America and describes what is taking place at the local levels.     Abstract: This review of early childhood education and care (ECEC) in twenty OECD countries describes the social, economic, conceptual and research factors that influence early childhood policy. These include increasing women’s labour market participation; reconciling work and family responsibilities on a more equitable basis for women; confronting the demographic challenges faced by OECD countries; and in particular, addressing issues of access, quality, diversity, child poverty and educational disadvantage. Starting Strong II outlines the progress made by the participating countries in responding to the key aspects of successful ECEC policy outlined in the previous volume, Starting Strong (OECD, 2001). It offers many examples of new policy initiatives adopted in the ECEC field. In their conclusion, the authors identify ten policy areas for further critical attention from governments. The book also presents country profiles, which give an overview of ECEC systems in all 20 participating countries.

    Abstract: In recent decades, sociological research has investigated the nature of the school institution and its uneven effects on the progress of families, societies, and the global community. Yet, relatively little comparative research on schooling has dealt in a serious way with links between schooling and the other major contexts of childhood: families and communities. This edition of "Research in the Sociology of Education" speaks to the diverse contexts in which children function around the world, and to how these contexts shape school experiences and outcomes. The edition's authors are international and interdisciplinary. They offer a pastiche of perspectives on a single topic: how the non-school contexts of childhood interact with the school institution to advance modern and not-so-modern forms of virtue, merit, and attainment, in cultural context. This book offers qualitative and statistical portraits of children living in Asian and African countries. It links educational opportunities to the child's socialization.     Abstract: Education is a universal priority. Currently, it is at a crossroad. In every society it is valued as a major road to produce more productive, more harmonious and healthier citizens. Yet, in every setting there is deep dissatisfaction with the overall performance of education and there are major moves towards reform, sometimes superficial but more often fundamental. These reform processes have had only moderate and very uneven success. Too often they are episodic, reflecting a short-term approach which is frequently changed for the latest enthusiasm or the most recent administration. In Asia and the Pacific countries many systems are in the process of construction or reconstruction. Can we learn from the experiences of others? Given the multiplicity of efforts at reform, and the variety of situations for reform, there may well be lessons we can learn from each other s efforts and each others failures and successes. This book features contributions from experienced researchers who have worked in many different settings and bring their own insights to attack this universal problem.

    Abstract: This study features a collection of eight case studies of exemplary cases from secondary schools as well as international literature reviews and policy analysis related to formative assessment – the frequent assessments of student progress to identify learning needs and shape teaching. It examines such issues as benefits and barriers for using formative assessment, policy frameworks and implications, and formative assessment in practice. Achievement gains attributed to formative assessment are reported as being quite high, but it is not yet practiced systematically. This book makes the case for use of formative assessment and shows how it can be put into practice.

    Abstract: Following the burst of the dot-com bubble in 2000, scepticism about e-learning replaced over-enthusiasm. Rhetoric aside, where do we stand? Why and how do different kinds of tertiary education institutions engage in e-learning? What do institutions perceive to be the pedagogic impact of e-learning in its different forms? How do institutions understand the costs of e-learning? How might e-learning impact staffing and staff development? This book addresses these and many other questions. The study is based on a qualitative survey of practices and strategies carried out by the OECD Centre for Educational Research and Innovation (CERI) at 19 tertiary education institutions from 11 OECD member countries – Australia, Canada, France, Germany, Japan, Mexico, New Zealand, Spain, Switzerland, the United Kingdom and the United States – and 2 non-member countries – Brazil and Thailand. This qualitative survey is complemented by the findings of a quantitative survey of e-learning in tertiary education carried out in 2004 by the Observatory on Borderless Higher Education (OBHE) in some Commonwealth countries.

    Abstract: Textbooks in history, geography and the social sciences provide important insights into the ways in which nation-states project themselves. Based on case studies of France, Germany, the Netherlands, Spain, Greece, Turkey Bulgaria, Russia, and the United States, this volume shows the role that concepts of space and time play in the narration of ‘our country’ and the wider world in which it is located. It explores ways in which in western European countries the nation is reinterpreted through European lenses to replace national approaches in the writing of history. On the other hand, in an effort to overcome Eurocentric views,’world history’ has gained prominence in the United States. Yet again, East European countries, coming recently out of a transnational political union, have their own issues with the concept of nation to contend with. These recent developments in the field of textbooks and curricula open up new and fascinating perspectives on the changing patterns of the re-positioning process of nation-states in West as well as Eastern Europe and the United States in an age of growing importance of transnational organizations and globalization.
