    Abstract: Higher education leaders today recognize the need to develop an international strategy for their institutions but may lack the knowledge and perspective required to inform good decisions. Institutions must create educational environments where students will begin to appreciate the complexity of global integration and develop skills to navigate it successfully. International outreach and initiatives enrich institutional culture but must be based on good information and analysis. To address this need, the American Council on Education (ACE) and the Boston College Center for International Higher Education (CIHE) launched a publication and webinar series titled International Briefs for Higher Education Leaders . The purpose of the series is to assist campus leaders in their efforts to make sense of a broad and complex set of issues inherent in the internationalization of American higher education today. In an era of “information overload” and in light of the realities of time constraints faced by busy institutional leaders, each Brief publication is organized around one clearly defined topic. This book features the key themes of global engagement, China, India, and the “southern cone” in Latin America

    Abstract: The research university is a central institution of the 21st century – providing access to global science, producing basic and applied research, and educating key leaders for academe and society. Worldwide, there are very few research universities – they are expensive to develop and support, and the pressures of massification have placed priorities elsewhere. For developing countries, research universities are especially rare, and yet they are especially important as key ingredients for economic and social progress. This article argues for the importance of research universities in developing countries and points out some of the challenges that such institutions face.

    Abstract: L’université de recherche est une institution fondamentale du XXIe siècle : elle donne accès à la science mondiale, effectue des travaux de recherche fondamentale et appliquée et forme des chefs de file clés pour l’université et la société. Il existe très peu d’universités de recherche dans le monde : en effet, leur mise en place et leur entretien nécessitent de lourds investissements, et les pressions exercées par la massification de l’enseignement supérieur ont placé les priorités ailleurs. Les universités de recherche sont encore plus rares dans les pays en développement, où elles revêtent pourtant une importance particulière en tant que déterminants fondamentaux du progrès économique et social. Cet article défend la cause des universités de recherche dans les pays en développement et attire l’attention sur quelques-uns des défis auxquels elles sont confrontées.

    Abstract: 21st century higher education faces immense changes-from the broad impact of globalization to the implications of massification and the growth of enrollments worldwide. The International Imperative in Higher Education focuses on most of the central elements affecting universities worldwide.
