    Abstract: The history of Europe in the 20th century is closely tied to the history of urban planning. Social and economic progress but also the brute treatment of people and nature throughout Europe were possible due to the use of urban planning and the other levels of spatial planning. Thereby, planning has constituted itself in Europe as an international subject. Since its emergence, through intense exchange but also competition, despite country differences, planning has developed as a European field of practice and scientific discipline. Planning is here much more than the addition of individual histories; however, historiography has treated this history very selective regarding geography and content. This book searches for an understanding of the historiography of planning in a European dimension. Scholars from Eastern and Western, Southern and Northern Europe address the issues of the public led production of city and the social functions of urban planning in capitalist and state-socialist countries. The examined examples include Poland and USSR, Czech Republic and Slovakia, UK, Netherlands, Germany, France, Portugal and Spain, Italy, and Sweden.     Abstract: Dejan Petkov explores the tramway renaissance in Western Europe from a socio-technical standpoint and focuses on the development in Germany, France, and England. A multiple case analysis reveals the drivers, impact forces, actors and interest constellations behind the tramway renaissance in these countries and demonstrates the large variations in local systems and their style. A key finding is that there can be quite different paths to the success of tramway systems, but this success usually comes at a cost and can have a comprehensive character only if the systems are considered an integral part of the overarching strategies and concepts for urban and regional development.     Abstract: Die etwa 2.000 Klein- und Mittelstädte in der Bundesrepublik Deutschland sind ein wichtiger Bestandteil unseres Siedlungsnetzes. In ihnen lebt etwa die Hälfte der Einwohner des Landes. Zentrale Herausforderungen der Stadterneuerung in ihnen, wie der Strukturwandel in Handel und Gewerbe, der Verfall überkommener historischer Substanz, die Zunahme von Leerständen und Problemimmobilien und die allgemein sinkende Vitalität, werden häufig nicht aktiv genug bearbeitet. Vielerorts gibt es zwar sehr aktive Bürger*innen, die sich in Vereinen und informellen zivilgesellschaftlichen Netzwerken organisieren und intensiv in die Stadtentwicklung einbezogen werden wollen, doch Perspektivlosigkeit, Überalterung und Nachwuchsmangel und der Mangel an Ressourcen begrenzen oft ihre Möglichkeiten deutlich. Obwohl in den einzelnen Kommunen ein großer Wissens- und Erfahrungsschatz über neue Verfahren und Instrumente der Stadterneuerung vorhanden ist, sind gute Beispiele aus Klein- und Mittelstädten häufig wenig bekannt und wurden bisher nur in Ansätzen wissenschaftlich untersucht. Hier setzt der vorliegende Band mit seinem inhaltlichen Schwerpunkt auf der Situation der Stadterneuerung in Klein- und Mittelstädten an. Neben eher grundsätzlichen Beiträgen widmet er sich auch Erfahrungen aus der Praxis in ganz unterschiedlichen Förderkontexten. Die Herausgebenden Dr.-Ing. Uwe Altrock ist Professor für Stadterneuerung und Planungstheorie an der Universität Kassel. Dr.-Ing. Detlef Kurth ist Professor für Stadtplanung an der TU Kaiserslautern. Dr.-Ing. Ronald Kunze ist Fachautor für Städtebau, Stadtentwicklung, Stadterneuerung und Wohnungspolitik. Dr.-Ing. Holger Schmidt ist Professor für Stadtumbau und Ortserneuerung an der TU Kaiserslautern.     Abstract: Annika Busch-Geertsema untersucht, inwiefern sich Mobilitätsverhalten und mobilitätsbezogene Einstellungen im Zuge eines Lebensereignisses ändern. Auf einer zwischen Psychologie und Geographie angesiedelten theoretischen Grundlage sowie mittels einer dreistufigen Panelbefragung von Studierenden, die im Befragungszeitraum ins Berufsleben eingetreten sind, werden mithilfe bi- und multivariater Analysemethoden Erkenntnisse zur (In)Stabilität der Verkehrsmittelnutzung und der Einstellungen herausgearbeitet. Weiterhin identifiziert die Autorin potentielle Faktoren, die im Zusammenhang mit dem Übergang ins Berufsleben stehen.     Abstract: Der Band widmet sich einer aktuellen Bestandsaufnahme und Reflexion der Situation ostdeutscher Großwohnsiedlungen. Er zeigt, dass deren Entwicklungstrends kaum verallgemeinert werden können. Vielmehr sind ihre Anpassungsfähigkeit und damit „Haltbarkeit“ zu betonen. Das Ziel bestand darin, die Aufmerksamkeit sowohl der akademischen Debatte als auch der praktischen Wohnungswirtschaft und Wohnungspolitik auf die mittel- bis langfristigen Perspektiven zu verstärken. Der Band will ein grundsätzliches Verständnis für die differenzierten Typen von Großwohnsiedlungen schaffen und Handlungsoptionen jenseits der aktuellen Programmatik der Städtebauförderung ausloten. Ausgangspunkt ist die derzeitige Veränderung der öffentlichen Wahrnehmung: Nach einer intensiven Auseinandersetzung um Konzepte des Abrisses und Rückbaus sowie punktueller Aufwertung in den Jahren des Stadtumbaus ist es um die Großwohnsiedlungen inzwischen ruhiger geworden. Die Gründe hierfür sind vielfältig – sie mögen im Stabilisierungserfolg einiger größerer ostdeutscher Städte, insbesondere Universitätsstädte, liegen. Diese sind mittlerweile durch Einwohnerwachstum und Knappheit an bezahlbarem Wohnraum gekennzeichnet. Hier erscheinen die Großwohnsiedlungen nicht mehr existenziell bedroht. Eine andere Sachlage ist in kleineren Städten zu beobachten, wo die Wohnungsbestände in den randstädtischen Siedlungen weiterhin von Leerstand geprägt sind und der Wohnungsabriss fortgesetzt wird. Dennoch: Ostdeutsche Großwohnsiedlungen bleiben weiterhin interessante Orte differenzierter sozialräumlicher und demographischer Entwicklung. Ihre Bedeutung wird voraussichtlich wieder zunehmen, da die Herausforderungen im Zuge knappen, preiswerten Wohnraums, innerstädtischer Verdrängung und gestiegener Zuwanderung anwachsen werden. Dadurch gewinnen bekannte Fragen des Zusammenlebens und Interagierens im Wohnumfeld, der Inanspruchnahme von sozialer und technischer Infrastruktur und der Einbettung der Großwohnsiedlungen in gesamtstädtische Entwicklungsziele erneut an Aufmerksamkeit. Diese Themen werden am Beispiel einer Reihe von Großwohnsiedlungen eingehend beleuchtet. Um die geographische Dimension zu weiten, sind zwei Beiträge zu Perspektiven tschechischer und polnischer Großwohnsiedlungen im Band enthalten. Die Herausgeber Dr. Uwe Altrock ist Professor für Stadterneuerung und Stadtumbau an der Universität Kassel. Dr. Nico Grunze arbeitet freiberuflich im Bereich Stadtentwicklung.     Abstract: Das vorliegende Jahrbuch blickt reflektierend auf 25 Jahre Stadterneuerung zurück, zieht Bilanz und zeigt Zukunftsperspektiven auf. Im Jahr der deutschen Wiedervereinigung fand sich mit dem Arbeitskreis Stadterneuerung an deutschsprachigen Hochschulen eine Gruppe von Fachleuten zusammen, die durch die Herausgabe eines „Jahrbuchs Stadterneuerung“ zu einer Institutionalisierung der fachlichen Debatte über Stadterneuerung beitragen wollten. Dabei bezogen sie sich auf ein zwar nicht mehr junges, aber erst wenige Jahre zuvor leitbildhaft konsolidiertes Feld der Stadtentwicklung. Mit der Herausbildung der „behutsamen Stadterneuerung“ hatte sich nach längeren Auseinandersetzungen in den 1980er Jahren in der alten Bundesrepublik ein Ansatz weitgehend durchgesetzt, der sowohl die städtebaulich-architektonische Substanz als auch die vorhandenen Nutzungen und Bewohner/innen besonders respektiert. Er verkörpert damit einen wesentlichen Ausdruck einer Wende in der Stadtplanung, bei der das rationale Planungsmodell durch ein eher kommunikatives ersetzt oder zumindest ergänzt, das Gott-Vater-Modell von Planung stark in Frage gestellt sowie die städtebaulich-architektonischen Leitbilder der „Moderne“ durch Prinzipien einer „Nachmoderne“ ersetzt wurden.     Abstract: In seinem neuen Buch rekonstruiert Axel Honneth die Idee der Anerkennung in der Vielfalt der Bedeutungen, die sie seit Beginn der Moderne in Europa angenommen hat. Mit Blick auf drei wirkmächtige europäische Denktraditionen - die französische, die britische und die deutsche - zeichnet er nach, wie sie aufgrund unterschiedlicher politisch-sozialer Herausforderungen jeweils ganz verschiedene philosophische Interpretationen und gesellschaftspolitische Ausprägungen erfahren hat. Während in Frankreich mit "reconnaissance" die Gefahr des individuellen Selbstverlustes assoziiert wird, gilt der Prozess der "recognition" in Großbritannien als Bedingung der normativen Selbstkontrolle; und hierzulande meint Anerkennung auch die Vollzugsform allen wahren Respekts unter Menschen. Erstaunlich ist, dass keine dieser drei Bedeutungen, deren Wurzeln bis ins 17. Jahrhundert zurückreichen, in der Gegenwart an Einfluss verloren hat.     Abstract: This book is focussing on the results of the mobil.LAB Doctoral Research Group “Sustainable mobility in the metropolitan region of Munich” for its first phase. It highlights the key findings of young scientists from diverse disciplines on selected issues of sustainable mobility, such as neighbourhood mobility, sustainable modes, regional governance and spatial aspects. This includes insights of methods used to assess sustainable mobility, the way how to study and how to conceptualize sustainable development in each of the contributions. Each chapter is built on case studies in cooperation with practice partners and based on empirical data in the metropolitan region of Munich. Moreover, a common understanding of sustainable mobility in metropolitan regions and future research perspectives on mobility cultures are developed. In consequence, the knowledge and experiences are shared in order to generate strategies and actions to address, promote and support sustainable mobility in metropolitan regions.     Abstract: Providing a detailed introduction to the thought of Carl Schmitt that incorporates insights from law, the social sciences, and the humanities, this Oxford handbook is also an intervention in its own right, seeking to decenter the study of this most hyped thinker of the twentieth century by advancing two interconnected arguments: that the motif of order is a powerful yet insufficiently utilised heuristic device for making sense of Schmitt's thought, and that a trinity of thought is discernable in Schmitt's writings comprising his political, legal, and cultural thought. We establish intellectual connections across these three bodies of thought and trace the mutually constitutive relationships that exist among them. Schmitt's thought, we find, amounted to a network of ideas about the sources of social order, the cement of society.

    Abstract: This volume presents two Leibnizian writings, the Specimen of Philosophical Questions Collected from the Law and the Dissertation on Perplexing Cases. These works, originally published in 1664 and 1666, constitute, respectively, Leibniz’s thesis for the title of Master of Philosophy and his doctoral dissertation in law. Besides providing evidence of the earliest development of Leibniz’s thought and amazing anticipations of his mature views, they present a genuine intellectual interest, for the freshness and originality of Leibniz’s reflections on a striking variety of logico-philosophical puzzles drawn from the law. The Specimen addresses puzzling issues resulting from apparent conflicts between law and philosophy (the latter broadly understood as comprising also mathematics, as well as empirical sciences). The Dissertation addresses cases whose solution is puzzling because of the convoluted logical form of legal dispositions and contractual clauses, or because of conflicting priorities between concurring parties. In each case, Leibniz dissects the problems with the greatest ingenuity, disentangling their different aspects, and proposing solutions always reasonable and sometimes surprising. And he does not refrain from peppering his intellectual acrobatics with some humorous comments. bbbbbb

    Abstract: The notion of “natural law” has repeatedly furnished human beings with a shared grammar in times of moral and cultural crisis. Stoic natural law, for example, emerged precisely when the Ancient World lost the Greek polis, which had been the point of reference for Plato's and Aristotle's political philosophy. In key moments such as this, natural law has enabled moral and legal dialogue between peoples and traditions holding apparently clashing world-views. This volume revisits some of these key moments in intellectual and social history, partly with an eye to extracting valuable lessons for ideological conflicts in the present and perhaps near future. The contributions to this volume discuss both historical and contemporary schools of natural law. Topics on historical schools of natural law include: how Aristotelian theory of rules paved the way for the birth of the idea of "natural law"; the idea's first mature account in Cicero's work; the tension between two rival meanings of “man’s rational nature” in Aquinas’ natural law theory; and the scope of Kant’s allusions to “natural law”. Topics on contemporary natural law schools include: John Finnis's and Germain Grisez's “new natural law theory”; natural law theories in a "broader" sense, such as Adolf Reinach’s legal phenomenology; Ortega y Gasset’s and Scheler’s “ethical perspectivism”; the natural law response to Kelsen’s conflation of democracy and moral relativism; natural law's role in 20th century international law doctrine; Ronald Dworkin’s understanding of law as “a branch of political morality”; and Alasdair Macintyre’s "virtue"-based approach to natural law.​

    Abstract: This book addresses the problem of justifying the institution of criminal punishment. It examines the "paradox of retribution: the fact that we cannot seem to reject the intuition that punishment is morally required, and yet we cannot (even after two thousand years of philosophical debate) find a morally legitimate basis for inflicting harm on wrongdoers. The book comes at a time when a new "abolitionist movement has arisen, a movement that argues that we should give up the search for justification and accept that punishment is morally unjustifiable and should be discontinued immediately. This book, however, proposes a new approach to the retributive theory of punishment, arguing that it should be understood in its traditional formulation that has been long forgotten or dismissed: that punishment is essentially a defense of the honor of the victim. Properly understood, this can give us the possibility of a legitimate moral justification for the institution of punishment.?

    Abstract: This book investigates the re-discovery of Maimonides' Guide of the Perplexed by the Wissenschaft des Judentums movement in Germany of the nineteenth and beginning twentieth Germany. Since this movement is inseparably connected with religious reforms that took place at about the same time, it shall be demonstrated how the Reform Movement in Judaism used the Guide for its own agenda of historizing, rationalizing and finally turning Judaism into a philosophical enterprise of 'ethical monotheism'. The study follows the reception of Maimonidean thought, and the Guide specifically, through the nineteenth century, from the first beginnings of early reformers in 1810 and their reading of Maimonides to the development of a sophisticated reform-theology, based on Maimonides, in the writings of Hermann Cohen more then a hundred years later.

    Abstract: 1797 erscheint mit den Metaphysischen Anfangsgründen der Rechtslehre Immanuel Kants rechtsphilosophisches Hauptwerk. Nicht selten begegnet man daher der Auffassung, Kants Rechtsphilosophie entstamme im Wesentlichen seiner Spätphase und sei überdies nur schwer mit der kritischen Moralphilosophie der 1780er Jahre in Einklang zu bringen. Vor diesem Hintergrund widmet sich die vorliegende Untersuchung dem Vergleich des kantischen Rechtsbegriffs, wie er 1797 in der Einleitung in die Rechtslehre vorgestellt wird, mit Kants Ausführungen in den Vorlesungsnachschriften Moral-Mrongovius II und Naturrecht-Feyerabend aus dem Jahre 1784. Dabei kann nachgewiesen werden, dass der Rechtsbegriff von 1797 bereits 1784 ausgearbeitet war. Mehr noch: Es zeigt sich, dass Kants Rechtsbegriff nicht nur bereits in der Phase seiner kritischen Moralphilosophie vorlag, sondern vielmehr in einem Guss mit ihr konzipiert wurde und wie diese auf dem kritischen Freiheitsbegriff basiert.

Busse: "Die Ernährungsdiktatur", BA 8/10, spannende Analyse und Konsumentenappell, und - als unermüdlicher Kritiker des Neoliberalismus - Jean Ziegler: "Wir lassen sie verhungern" (ID-A 49/12). Der in Lüneburg und Salzburg lehrende Philosoph H. Lemke teilt die Kritik dieser und anderer Autoren an den Strukturen und Folgen der industriellen Nahrungsmittelproduktion einerseits und dem Konsumentenverhalten, das den Strategien der Nahrungsmittelkonzerne entspricht, andererseits. Ihm geht es um die Erkenntnis der Gastrosophie (politische Philosophie des Essens), dass Essen politisch ist. Angesichts der komplexen globalen und individuellen Folgen unseres Essverhaltens müssen gesellschaftliche Veränderung und eine neue ethische Esskultur Ziele sein, die er durch eine Vielzahl von Bewegungen "von unten" heraufkommen sieht.     Abstract: This compilation of original essays by an international cast of economists, regulators and industry practitioners analyzes some of the major issues now facing postal and delivery services throughout the world as competition from information and communication technologies (ICT) has increased. Competition has become increasingly important in the postal sector for some time in the form of alternative entrants providing mail delivery. However, the competition from ICT in the form of email and instant messaging, the Internet, Facebook and other forms of social networking and portable wireless devices such as the iPad and Kindle may be even more significant. Mail volumes are falling and the economies of scale that have made possible daily deliveries to every address are being eroded. This book assesses volume these declines resulting from this so-called ‘eSubstituion’ and looks at the ways the postal sector can adapt to the rapid changes resulting from ICT. The impact of electronic invoicing on transactions mail, and the impact on bulk mail of electronic forms of advertising are examined. Strategies, including pricing and access policies, are discussed in the context of the increasing impact of ICT. A rethinking of the role of mail in an electronic age is taking place and this book provides the cutting-edge of this rethinking and the attempts of POs to reinvent themselves while continuing to meet the public’s expectation of continuing ubiquitous daily deliveries of traditional mail products.

    Abstract: This volume offers a collection of articles by leading legal and political theorists. Originally intended as a celebration of MacCormick's work on the occasion of the completion of the four-volume series on Law, State and Practical Reason, it has turned into a homage and salute after MacCormick's passing. Cast in MacCormick's reflexive spirit, the book presents a critical reconstruction of the Scottish philosopher's work, with the aim of revealing the connections between law and democracy in his writings and furthering his insights in each specific field. Neil MacCormick made outstanding contributions to the understanding of law and democracy under conditions of pluralism. His institutional theory of law has elucidated the close connection between the normative character of law as a means of social integration and legal social practices.     Abstract: This work presents and philosophically analyzes the early modern and modern history of the theory concerning the soul of the world, anima mundi. The initial question of the investigation is why there was a revival of this theory in the time of the early German Romanticism, whereas the concept of the anima mundi had been rejected in the earlier, classical period of European philosophy (early and mature Enlightenment). The presentation and analysis starts from the Leibnizian-Wolffian school, generally hostile to the theory, and covers classical eighteenth-century physico-theology, also reluctant to accept an anima mundi. Next, it discusses early modern and modern Christian philosophical Cabbala (Böhme and Ötinger), an intellectual tradition which to some extent tolerated the idea of a soul of the world. The philosophical relationship between Spinoza and Spinozism on the one hand, and the anima mundi theory on the other is also examined. An analysis of Giordano Bruno's utilization of the concept anima del mondo is the last step before we give an account of how and why German Romanticism, especially Baader and Schelling asserted and applied the theory of the Weltseele. The purpose of the work is to prove that the philosophical insufficiency of a concept of God as an ens extramundanum instigated the Romantics to think an anima mundi that can act as a divine and quasi-infinite intermediary between God and Nature, as a locum tenens of God in physical reality.
