    Abstract: In answer to the call expressed within the Addis Ababa Action Agenda to mobilise all available resources – domestic and foreign, public and private – in support of the Sustainable Development Goals, the Development Co-operation Directorate develops a new work stream on transition finance to explore the evolution and interaction of public (official development assistance and other official flows) and private (foreign direct investments and remittances) sources of finance across the development continuum – studying multiple stages of development: low income countries, middle income countries, fragile contexts, and different regions of the world. Its ultimate objective is to advise the Development Assistance Committee (DAC) in preparing countries for transition (outlining the optimal financial mix and offering policy recommendations) and in building resilience. This paper introduces the concept of transition finance and initiates research to advise the DAC on its role as a major provider of development assistance among other public and private providers of financing for the 2030 Agenda.

    Abstract: What have we learned from implementing results-based management in development co-operation organisations? What progress and benefits can be seen? What are the main challenges and unintended consequences? Are there good practices to address these challenges? To respond to these questions this paper reviews and analyses the findings from various evaluations and reviews of results-based management systems conducted by members of the Development Assistance Committee (DAC), the OECD/DAC Results Community Secretariat and other bodies in the past four years (2015-2018). It also draws on emerging lessons from new methods for managing development co-operation results. This analytical work aims to: identify recent trends in results-based management, explore challenges faced by providers when developing their results approaches and systems, select good practices in responding to these challenges that can be useful for the OECD/DACResults Community, considering new approaches, new technologies and evolving contexts. This body of evidence will inform the development of a core set of generic guiding principles for results-based management in development co-operation.

Rapid growth in low-income countries from 2001 to 2018 allowed many to progress to middle-income status, supported by the commodity price boom of 2001-11, debt relief under the Heavily Indebted Poor Country Initiative and Multilateral Debt Relief Initiative, increased investment in human and physical capital, improved economic policy frameworks, and recoveries from the deep recessions in transition economies during the 1990s. However, the prospects for current low-income countries appear much more challenging. Compared to the low-income countries in 2001 that became middle-income countries, today's low-income countries are further below the middle-income country threshold and more often fragile; their heavy reliance on agriculture makes them vulnerable to climate change and extreme weather events; and their scope to boost external trade is limited by geography. Coordinated and multi-pronged policy efforts are required to address these challenges

Thus far, however, blended finance has not reached scale in the water and sanitation sector. A greater evidence base is needed to better understand the current applications as well as the potential of blended models in the water and sanitation sector. This publication takes a commercial investment perspective and provides insights into three subsectors: (1) water and sanitation utilities, (2) small-scale off-grid sanitation and (3) multi-purpose water infrastructure and landscape-based approaches. The publication draws out recommendations for policy makers and practitioners to apply and scale innovative blended finance approaches where most appropriate.

    Abstract: A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH). The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

    Abstract: Protecting and supporting refugees is an important responsibility of the international community. The Global Compact on Refugees (GCR) was proposed in 2018 to establish a more predictable and equitable sharing of burdens and responsibilities among United Nations Member States when it comes to fulfilling these obligations. This working paper presents and analyses the findings of a survey circulated to members of the OECD’s Development Assistance Committee (DAC) between July and September 2018. The survey investigated trends in official development assistance (ODA) and plans for future funding to programmes and projects that support refugees and their host communities, as well as other, non-funding efforts and responses that DAC members are making in support of refugees. The findings of this paper will establish a baseline for monitoring progress toward “funding and effective and efficient use of resources” as one of the key tools for meeting the commitments of the GCR. The paper examines some of the strengths and challenges of current donor practices, and recommends a set of priorities to guide future donor support and engagement in order to promote good donorship and to support the international community in meeting the GCR’s objectives.

    Abstract: How Immigrants Contribute to Developing Countries' Economies is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The report covers the ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The project, Assessing the Economic Contribution of Labour Migration in Developing Countries as Countries of Destination, aimed to provide empirical evidence – both quantitative and qualitative – on the multiple ways immigrants affect their host countries. The report shows that labour migration has a relatively limited impact in terms of native-born workers’ labour market outcomes, economic growth and public finance in the ten partner countries. This implies that perceptions of possible negative effects of immigrants are often unjustified. But it also means that most countries of destination do not sufficiently leverage the human capital and expertise that immigrants bring. Public policies can play a key role in enhancing immigrants’ contribution to their host countries’ development.

As household dietary pattern is changing, new demands by a rising middle class for diversified and processed foods are creating new job opportunities in food-related manufacturing and services. Agro-food industries are labour-intensive and can create jobs in rural areas as well as ensure food security. Yet the employment landscape along the agro-food value chains is largely underexploited. This study looks at local actions and national policies that can promote agro-food value chains and other rural non-farm activities using a youth employment lens.

    Abstract: Regulatory impact assessment is a tool used by governments to support evidence-based and coordinated policy making. This paper contributes to the debate on regulatory impact assessment in developing countries by addressing the lack of a systematic account of reforms, and the lack of a comprehensive explanatory account of reform outcomes. The study first maps developing countries' regulatory impact assessment reforms between 2001 and 2016. In total, 60 reforms are identified. Reform design is analyzed by measuring adherence to six internationally recognized "good practices." The study then assesses whether the reforms-two years or more after they were launched-led to functioning regulatory impact assessment systems. Of the 60 reforms, 20 led to functional systems within two years of the conclusion of the reform. Three reforms were too recent to be assessed. The study shows that adherence to good practices is a necessary but not sufficient condition for early success. Among the six good practices, two are shown to be particularly decisive for the success of regulatory impact assessment reforms, namely, formal integration of regulatory impact assessment in policy making and the presence of a regulatory oversight unit. The second part of the study analyzes regulatory impact assessment reforms that did not produce early success despite adhering to good practices. The study tests several hypothetical reasons for slow developments. It points to the importance of donor flexibility and patience and the need for building reform constituencies inside and outside government. The traditional orthodoxy of regulatory impact assessment reforms as an extension of red tape reduction is challenged. The paper finally presents several possible policy implications of the findings

    Abstract: Participation in global value chains is a key element in the industrialization strategies of many developing nations. This paper investigates the role of services liberalization in promoting participation in global value chains. Using the gravity framework, it examines the impact of services trade agreements on gross trade and global value chain trade (backward and forward participation) in goods. It finds that services trade agreements promote both, but especially global value chain trade, although the effects are heterogeneous: the impact is greater for developing nation exporters. Moreover, services agreements that allow the export of services without local presence (non-establishment rights) are particularly important in fostering participation in global value chains

    Abstract: The time teachers spend teaching is low in several developing countries. However, improving teacher effort has proven difficult. Why is it so difficult to increase teacher effort? One possibility is that teachers are resistant to increasing effort because they do not believe their effort is suboptimal. Such beliefs may be based on their mental models on absenteeism, accountability, and student learning. This paper explores this idea using data from 16,000 teachers across eight developing countries, spanning five regions. It finds that, on average, teachers support test-based accountability and believe that they are in fact held accountable for student learning. In several countries, many teachers tend to normalize two types of suboptimal behaviors. These are (i) certain types of absenteeism, and (ii) paying extra attention to well-performing and well-resourced students. Finally, the paper shows that ideas of accountability and absenteeism are strongly framed by context in two direct ways. The first is whether teachers favor exclusively reward-based forms of accountability. The second is the degree to which they support absenteeism linked to community tasks. These results provide actionable insights on how changing teacher behavior sustainably might require reshaping underlying mental models

    Abstract: This paper presents an overview and meta-analysis of the effects of water, sanitation, and hygiene interventions around the world. It is based on 136 impact evaluations (randomized and quasi-experimental studies) that explore the effects of water, sanitation, and hygiene interventions on health and non-health outcomes, ranging from behavior change-such as the adoption of water treatment-to school attendance rates, to a reduction in diarrhea. The selected impact evaluations were divided into five groups, and meta-regressions with fixed effects (at the regional level) and random effects were performed, controlling for each study's characteristics (implementing organization, sample sizes, type of publication, number of publication views, and so forth). All results are reported as changes in odds ratios, with respect to the standard deviation of reported effects. Water, sanitation, and hygiene interventions were found to increase the likelihood of behavior changes and the adoption of new hygiene practices by 17 percent. The smallest effects were observed from water, sanitation, and hygiene interventions aimed at reducing the rates of child mortality and non-diarrheal disease. Water, sanitation, and hygiene interventions implemented in schools showed statistically significant results in reducing school absenteeism and dropouts. Similarly, the results showed a statistically significant aggregate likelihood of increased access to safe water and improved water quality, as well as increased water treatment options-a difference of one-fifth with respect to the standard deviation of the average effect size reported. Finally, the results showed that water, sanitation, and hygiene interventions reduced the likelihood of the incidence of diarrheal and enteric disease by 13 percent, which is consistent with findings in other meta-analyses of the same subject

This has implications for the quality of public services: if the main purpose of the relationship between politicians and public servants is not to deliver quality public services, but rather to share rents accruing from public office, then service delivery outcomes are likely to be poor. This paper reviews the consequences of such clientelism for improving service delivery, and examines efforts to break from this "bad" equilibrium, at the local and national levels

    Abstract: "Shared prosperity" has become a common phrase in the development policy discourse. This short paper provides its most widely used operational definition-the growth rate in the average income of the poorest 40 percent of a country's population-and describes its origins. The paper discusses how this notion relates to well-established concepts and social indicators, including social welfare, poverty, inequality, and mobility, and reviews some of its design shortcomings. The paper then looks at household survey data to assess recent progress in this indicator globally. The analysis finds that during 2008-13, mean incomes for the poorest 40 percent rose in 60 of 83 countries. In 49 of them, accounting for 65 percent of the sampled population, it rose faster than overall average incomes. Finally, the paper briefly reviews a (non-exhaustive) range of 'pre-distribution' and 'redistribution' policies with a sound empirical track record of raising productivity and well-being among the poor, thus contributing to shared prosperity

    Abstract: Financial management information systems are a sine qua non in public financial management and play a foundational role in the execution of the budget. Recognizing their potential contribution to fiscal discipline, the strategic allocation of resources, and operational efficiency, significant time and resources have been invested by the World Bank and other development institutions into such systems across the world. However, the reform of financial management information systems tends to be complex, and the evidence base of causal effects and mechanisms is thin. This study develops a framework that outlines the various steps involved in reform that illustrate how change is expected to happen. Three major dimensions were identified: (1) diagnostic phase, (2) systems development lifecycle, and (3) coverage and utilization. The paper argues that reaching the financial management information systems production frontier requires optimization across these dimensions, and that a programmatically coherent approach is required to realize fully the expected improvements in budget management. The study identifies a set of lessons on the various stages that are mapped against the framework by triangulating findings from a systematic review of the financial management information systems literature, field-based project-level evaluations and protocol based case studies, and a comprehensive desk review of the World Bank financial management information systems project documentation

    Abstract: The rank-based measures of intergenerational mobility have become increasingly popular in economics literature. Recent evidence shows that rank-based measures are less affected by measurement error and life-cycle bias compared with other standard measures such as intergenerational regression coefficient and intergenerational correlation. However, most of the available household surveys suffer from sample truncation, because coresidency is used to define household membership. There is no evidence on how sample truncation affects the rank-based mobility estimates relative to intergenerational regression coefficient and intergenerational correlation. This paper provides evidence on this in the context of intergenerational schooling persistence, using two exceptional surveys from India and Bangladesh that include all children irrespective of residency status. The analysis shows that the measures of relative mobility (slopes) are biased downward in coresident samples, but the average bias in rank correlation is less than half of that in intergenerational regression coefficient, and comparable to that in intergenerational correlation in magnitude. The intercept estimates are biased upward, with the largest bias found in the intercept of the regression used for intergenerational correlation. Truncation bias in rank-based absolute mobility estimates is the lowest in most cases. The results strengthen the case for rank-based measures of intergenerational mobility when working with the standard household surveys

    Abstract: This paper reviews recent literature on the impacts of various components of power sector reform on the performance of electric utilities in developing countries. Recent literature is heavily focused on statistical testing of the significance of the links between four components of sector reform (unbundling, private sector participation, regulation, and competition) and various performance indicators (relating to utility performance, user outcomes, and broader economic development). Some studies exhibit methodological shortcomings in failing to account for interactions between reforms or degrees of reform; however, others appear to be robust. The strongest result is that the introduction of private sector participation is linked to a significant improvement in labor productivity and distribution losses. Moreover, unbundling reforms in isolation is found to have hardly any significant impact on utility performance. The introduction of an independent regulator or competition is not generally significant across studies. A notable feature of all of the studies is very limited testing of the effects of policy introduction on performance indicators, such as bill collection and the duration and frequency of outages. Poor performance on these indicators of state-owned power companies is well documented and bill collection has been identified as a major hidden cost of unreformed power sectors. The materiality of the impact of private sector participation, on the various performance indictors found to be significant, is calculated for studies that provide sufficient information to do so. The size of the impact of private sector participation on utility performance is substantial in a couple of studies, although much more modest in others

    Abstract: It is imperative that students learn to read in the early grades, yet many fail to do so in developing countries. Early grade reading interventions have emerged as a common means to attempt to address this problem. This paper presents a definition of early grade reading interventions as interventions that employ a combination of five components: at a minimum, they must train teachers to teach reading using simplified instructional techniques and evidence-based curricula. In addition, they typically include in-class coaching and the provision of instructional guidelines, instructional materials, or tools for student assessment. To develop a better understanding of the effectiveness of the interventions, the paper summarizes evidence from 18 early grade reading interventions, occurring across a large variety of contexts, including four World Bank regions and three World Bank income groups. The study finds that early grade reading interventions are consistently effective, although not infallible. The large majority had highly significant impacts on at least one reading subtask. However, only for a few interventions were effect sizes large enough to equate to more than a year's worth of schooling or create fluent readers on average. The cost of implementation varied widely, but some programs were highly cost-effective. Some programs failed to achieve impact altogether, although these programs were in the minority. In short, early grade reading interventions are not a guaranteed means to improve reading, and they rarely lead to fluency over a short span of time, but they are a mostly reliable means to make significant improvements in literacy over a short period of time

    Abstract: The model of power sector reform that emerged during the 1990s placed considerable emphasis on the creation of an independent regulatory agency, with a strong orientation toward technically-driven tariff-setting procedures. Despite widespread uptake of regulation, implementation has proved to be challenging in the developing world. Regulators were seldom as independent as originally envisaged, with widespread divergence between the formal regulatory framework and the day-to-day practice of regulation. In practice, many developing countries operate with "advisory regulators" whose main role is to provide technical support to the ultimate political decision makers. Nevertheless, there is some evidence that regulation has had a positive performance impact, particularly where utilities are privatized and in middle-income settings. But the impact is more questionable in cases where regulation is primarily directed toward state-owned enterprises, which lack the commercial incentives to respond to regulatory instruments. On the choice of regulatory regimes, the ongoing debate between price cap and rate of return regulation suggests that the latter may be better suited to developing country environments where the priority is to provide predictable returns to support large capital investment programs. Furthermore, the advent of technological disruption in the power sector demands an adaptation of the way in which regulatory instruments are designed and applied. Regulators will need to pay closer attention to providing the right incentives for utilities to innovate and become more energy efficient, and for consumers to take economically grounded decisions on distributed generation. Finally, the literature leaves many important questions unanswered, such as how regulatory design affects regulatory effectiveness and the impact of tariff regulation on cost recovery

    Abstract: Is the variation in bilateral trade flows across countries primarily due to differences in the number of exporting firms (the extensive margin) or in the average size of an exporter (the intensive margin)? And how does this affect the estimation and quantitative implications of the Melitz (2003) trade model? The benchmark Melitz model with Pareto-distributed firm productivity and fixed costs of exporting, predicts that, conditional on the fixed costs of exporting, all variation in exports across trading partners should occur on the extensive margin. This paper subjects this theoretical prediction to a reality check drawing upon the World Bank's Exporter Dynamics Database (EDD) which has firm-level exports from 50 developing countries to all destinations. Around 50 percent of the variation in exports across trading partners is shown to be along the intensive margin, contradicting the benchmark Melitz-Pareto model. The paper finds that moving from a Pareto to a lognormal distribution of firm productivity allows the Melitz model to successfully match the role of the intensive margin evident in the EDD. The paper then studies the implications of our findings for quantitative trade theory. Using likelihood methods and the EDD, a generalized Melitz model with a joint lognormal distribution for firm productivity, fixed costs and demand shifters is estimated, and exact hat algebra is used to quantify the counterfactual effects of a decline in trade costs on trade flows and welfare in the estimated model. Finally, these effects are compared to those that would be predicted by the Melitz-Pareto model, with the Pareto shape parameter chosen to match the average trade elasticity implied by the estimated Melitz-lognormal model. The paper shows that the effects on welfare turn out to be quite close to those in the standard Melitz-Pareto model even though the effects on trade flows remain different

    Abstract: This paper presents a simple model with financial frictions where inflation increases the cost faced by firms holding liquid assets to hedge risky production against expenditure shocks. Inflation tilts firms' technology choice away from innovative activities and toward safer but return-dominated ones, and therefore reduces long-run growth. The theory makes specific predictions about how the severity of this adverse effect depends on industry characteristics. These predictions are tested with novel harmonized firm-level data from 139 developing countries, overcoming small sample problems constraining previous work. The analysis finds that inflation affects the composition but not the overall quantity of investment. A one percentage point increase in inflation reduces the establishment-level probability of innovation by 4.3 percent but does not affect total investment. Moreover, innovating firms display a stronger dependence on liquid assets, which, in turn, are negatively related to inflation. Generalized difference-in-differences estimations corroborate the sector-specific predictions of the theoretical model

    Abstract: This paper presents recent trends in government and foreign bank ownership across countries and summarizes the evidence regarding the implications of bank ownership structure for bank performance and competition, financial stability, and access to finance. The evidence reviewed suggests that foreign-owned banks tend to be more efficient than domestic banks in developing countries, promote competition in host banking sectors, and help stabilize credit when host countries face idiosyncratic shocks. But there are trade-offs, since foreign-owned banks can also transmit external shocks and might not always contribute to expanding access to credit. The record on the impact of government bank ownership suggests few benefits, especially for developing countries

The paper highlights the following results. Structural reforms under consideration in this study-financial, fiscal, real sector, and trade reforms-significantly improve productivity at the firm level. Interestingly, real sector reforms have the most sizable effects on firms' productivity. The relationship between reforms and productivity is nonlinear and shaped by certain characteristics of firms, including financial access, a distortionary environment, and firms' size. The pace of reforms matters, since being a "strong reformer" is associated with a clear productivity dividend for firms. Finally, except for financial and trade reforms, all the macroeconomic reforms considered are bilaterally complementary in improving firms' productivity. These findings are robust to several sensitivity checks, including alternative methodologies and measures of productivity, and a counterfactual experiment based on unsuccessful reforms

    Abstract: Cash transactions for goods and services in which no receipts are issued greatly increase the risk of tax evasion. Despite the availability of banking services and alternative payment, key sectors of the economy remain largely cash-based in almost all developing countries. This paper shows the apparent strong negative correlation between the use of electronic or formal payments and the size of the shadow economy and reviews the approaches used by tax policy makers and administrators to achieve better control of cash transactions. It argues that the many new and sometimes innovative approaches developed to support the formalization of cash transactions will have little impact on the shadow economy if applied in isolation. A successful strategy to tax cash economy businesses and transactions requires a holistic approach to compliance management in which traditional monitoring and enforcement tools, such as enabling tax administrations to access taxpayer data and match information from various public and private sources, play a key role

    Abstract: Governments play a very important role in supporting innovation, managing the disruptive effects of innovation, and ensuring that the benefits of innovation are broadly shared in the long run. This paper reviews the literature on market mechanisms that translate innovation into jobs and policies that are needed to improve outcomes. Although many countries now recognize the importance of modifying fiscal redistribution and insurance mechanisms to deal with the challenges of the digitization age, no country has yet done so feasibly. Developing country governments, having lower institutional capacity and usually fewer resources, will likely find it even more difficult to manage these changes. Global production patterns are likely to continue shifting. These shifts will depend on a combination of factors: the direction of technological change, trade agreements, global demand patterns, policies, and endowment shifts. Developing countries may not follow the same structural route of the past, through manufacturing, to higher income, but with appropriate investments, they can develop high-productivity service sectors. The policies that are needed to harness the benefits of digitization span a wide range of sectors: finance, competition policy, public support to innovation, fiscal and regulatory incentives for innovation, macroeconomic frameworks supporting demand growth, public support to education and reskilling, infrastructure provision for the digitization age, and sustainable fiscal insurance and redistribution systems. Finally, a lot more research needs to be done to understand how the gig economy affects the welfare of workers of different types, its macro effects, and how digitization interacts with an aging or shrinking labor force in the growth process

    Abstract: This paper discusses the results of a survey of multinational corporations with affiliates in developing countries. The paper explores corporate perspectives and decision making across the stages of the investment cycle: attraction, entry and establishment, operations and expansion, linkages with the local economy, and, in some cases, divestment and exit. Through interviews with 754 executives, the survey finds that political stability and a business-friendly regulatory environment are the top two factors influencing multinational corporations' investment decisions in developing countries. Investors seek predictable, transparent, and efficient conduct of public agencies. The survey results also show that investors are heterogeneous, and their perceptions vary with motivation and size. Multinational corporations that are involved in efficiency-seeking investment are more selective than investors motivated by other considerations, and that relatively smaller multinational corporations are more sensitive to host country characteristics and investment climate factors than large firms

    Abstract: Behaviors that are putting people's health and well-being at risk are widespread in the developing world and some of them, like smoking and unhealthy diets, are on the rise. Some of these behaviors can be prohibited or prevented by taxation. But financial incentives such as conditional cash transfers are also increasingly proposed and tested to discourage such behaviors, in domains as varied as HIV/AIDS, drugs, alcohol, smoking, obesity, or early marriage prevention. This paper presents the theoretical justification for using such incentives, distinguishing between the price, income effects, and the nudge effects. The growing literature about the effectiveness of financial incentives to prevent undesirable behaviors is reviewed in detail for each type of harmful behavior. Finally, the paper discusses the long-term sustainability of such incentives, a key issue if they are to be scaled up beyond pilot programs and research projects. The current evidence on whether such incentives have an impact after they are discontinued is mixed. Some design features, like lotteries or commitment devices, could induce savings as well as increase effectiveness, therefore improving sustainability

    Abstract: The gender gap reversal in educational attainment is ubiquitous in high-income countries, as well as in a growing share of low- and middle-income countries. To account for the reversal, this paper proposes a theoretical framework in which the interplay between the distributions of academic aptitudes and changes in the net benefits of schooling over time affect the gender composition of those getting more schooling. The framework is used to formulate and test alternative hypotheses to explain the reversal. The paper introduces the tail dynamics hypothesis, which builds on the lower dispersion of academic achievement among females observed empirically. It also studies the mean dynamics hypothesis, which is based on previous literature. Both hypotheses can explain the reversal in this framework. However, the assumption behind the tail hypothesis is better supported by the data. Its predictions are also consistent with gender differences in Scholastic Achievement Test score dynamics and in international test score distributions that cannot be explained by previous theories

    Abstract: This study analyzes gender differences in labor productivity in the formal private sector, using data from 128 mostly developing economies. The results reveal a sizable unconditional gap, with labor productivity being approximately 11 percent lower among female- than male-managed firms. The analyses are based on female management, which is more strongly associated with labor productivity than female participation in ownership, which has been the focus of most previous studies. Decomposition techniques reveal several factors that contribute to lower labor productivity of female-managed firms relative to male-managed firms: fewer female- than male-managed firms protect themselves from crime and power outages, have their own websites, and are (co-) owned by foreigners. In addition, in the manufacturing sector, female-managed firms are less capitalized and have lower labor cost than male-managed firms

    Abstract: Integration into Global value chains (GVCs) provides opportunities for economic growth and development. However, the nature and extent of these opportunities differ across countries and sectors, and participation in GVCs can support processes of economic transformation in a variety of ways depending on the type of GVC. This paper explores some of the linkages between GVC participation and economic transformation at the sectoral level, with a view to assisting countries in assessing the various policy options for maximising their comparative advantages and their benefits from GVC participation. Three aspects of the relationship between GVC participation – defined as the use of foreign intermediates and integration into international production networks – and economic transformation are explored: i) sectoral differences in upgrading dynamics; ii) the role of services; and iii) resilience to external shocks. A range of qualitative and empirical approaches are used to explore and test the robustness of the relationship for three sectors presenting different characteristics in terms of their trade dynamics and links with economic transformation: mining and quarrying; motor vehicles, trailers and semi-trailers; and transport and storage services.

    Abstract: This working paper presents the results of the 2016 OECD-DAC Survey on amounts mobilised from the private sector in 2012-2015 by official development finance interventions, in particular in the form of guarantees, syndicated loans, shares in collective investment vehicles, direct investment in companies and credit lines. The results indicate that during 2012-2015 USD 81.1 billion was mobilised from the private sector, mainly through guarantees for which the amounts mobilised represented 44% of the total. They also show that most of the amounts mobilised supported projects in middle-income countries (77%), especially in Africa which was the main beneficiary region (30%).

    Abstract: Displacement is at a historic high, with over 65 million individuals currently displaced. The world is facing a refugee crisis that is unprecedented in scale. A large number of evaluations look at different aspects of programming in response to refugee crises in developing countries. This paper covers the key areas and priority topics related to forced displacement identified by the Development Assisstance Committee Temporary Working Group on Refugees and Migration. It draws from evaluation findings to highlight key lessons and recommendations for positive change going forward. Key topics covered in the paper include: lessons on bridging the gap between humanitarian and development programming; efforts to strengthen international response to protracted crises; lessons on whole-of-government approaches in refugee contexts; learning from work in urban settings; improving access to employment and quality education; new financing mechanisms for refugee crises in middle income countries; and lessons on financing in response to the Syria crisis. The paper highlights the evaluation work of DAC members and aims to help strengthen the evidence base to improve response to situations of displacement in developing countries.

    Abstract: Demographic pressure and the youth bulge in the developing world pose a major employment challenge. This situation is exacerbated by insufficient job creation, scarce formal wage employment opportunities and vulnerability in the workplace. For these reasons, fostering youth entrepreneurship has gained importance in the global and national development policy agenda. This report aims to contribute to the ongoing debate on the role of youth entrepreneurship in generating employment in developing countries. It is based on the analysis of mixed labour force and enterprise surveys conducted in Côte d’Ivoire, Madagascar, Peru and Viet Nam, as well as evidence on the impact of entrepreneurship programmes. This report’s findings add to the global debate on youth entrepreneurship in three important ways. First, it constitutes an unprecedented effort to capture the real situations and multiple faces of young entrepreneurs in selected developing countries. Second, it provides new empirical evidence on the determinants of youth entrepreneurial performance. Third, it proposes a policy roadmap based on lessons learned from recent meta-analyses of the effectiveness of entrepreneurship programmes.

    Abstract: Many governments in developing countries are realising that good quality jobs matter for development. However, little attention has been paid so far to explore what actually matters for young people in terms of job characteristics and employment conditions. Today, in many developing and emerging countries, a key development challenge is that existing jobs do not live up to youth aspirations. This study revisits youth labour market performance and the quality of jobs in developing countries. It places youth employment preferences at the forefront and answers the following questions. What is the nature of youth careers aspirations and job-related drivers of job satisfaction? What shapes such employment preferences? How likely will young people be able to meet their job aspirations? What policy makers can do to reduce the gap between youth preferences and the reality of jobs? The study draws on the comprehensive data from school-to-work transition surveys in 32 developing and transition countries in Africa, Asia, Europe and Latin America. It suggests a number of priority areas for policy makers to enhance youth well-being, raise labour productivity, and contain the chilling effects that unmet youth aspirations can generate on society.

    Abstract: Recent years have seen unprecedented public scrutiny over the tax practices of Multinational Enterprise (MNE) groups. Tax policy and administration concerning international transactions, aggressive tax planning, and tax avoidance have become an issue of extensive national and international debate in developed and developing countries alike. Within this context, transfer pricing, historically a subject of limited specialist interest, has attained name recognition amongst a broader global audience that is concerned with equitable fiscal policy and sustainable development. Abusive transfer pricing practices are considered to pose major risk to the direct tax base of many countries and developing countries are particularly vulnerable because corporate tax tends to account for a larger share of their revenue. This handbook is part of the wider WBG engagement in supporting countries with Domestic Resource Mobilization (DRM) by protecting their tax base and aims to cover all relevant aspects that have to be considered when introducing or strengthening transfer pricing regimes. The handbook provides guidance on analytical steps that can be taken to understand a country's potential exposure to inappropriate transfer pricing (transfer mispricing) and outlines the main areas that require attention in the design and implementation of transfer pricing regimes. A discussion of relevant aspects of the legislative process, including the formulation of a transfer pricing policy, and the role and content of administrative guidance, is combined with the presentation of country examples on the practical application and implementation of the arm's length principle and on running an effective transfer pricing audit program. Recognizing the importance of transfer pricing regulation and administration for the business environment and investor confidence, this handbook aims to balance the general objective of protecting a country's tax base and raising additional revenue with investment climate considerations wherever appropriate

    Abstract: Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform

    Abstract: Since Schumpeter, economists have argued that vast productivity gains can be achieved by investing in innovation and technological catch-up. Yet, as this volume documents, developing country firms and governments invest little to realize this potential, which dwarfs international aid flows. Using new data and original analytics, the authors uncover the key to this innovation paradox in the lack of complementary physical and human capital factors, particularly firm managerial capabilities, that are needed to reap the returns to innovation investments. Hence, countries need to rebalance policy away from R and D-centered initiatives "which are likely to fail in the absence of sophisticated private sector partners" toward building firm capabilities, and embrace an expanded concept of the National Innovation System that incorporates a broader range of market and systemic failures. It covers the elimination of anticompetitive practices and regulations that restrict competition in key markets and highlights the effects of competition on small producers and employment. Part II of the book focuses on the distributional effects of competition policies and how enforcement can be better aligned with shared prosperity goals

    Abstract: This paper surveys a broad range of studies and highlights the main findings of the empirical literature regarding business finance and productivity. Numerous studies analyse the productivity effects of financial development and frictions. The results suggest: 1) Financial development likely has favourable effects on productivity growth; 2) financial frictions that impede the efficient flow of finance can mitigate the positive effects through a variety of channels; and 3) the magnitudes of productivity costs of financial frictions generally appear modest in financially developed economies but are considerably larger in developing economies. The paper also reviews studies of the influence of specific mechanisms on productivity, such as human capital, corporate finance, financial sector efficiency, equity finance and venture capital. Some policies that hamper productivity growth include inefficient insolvency regimes that impede exit of low-productivity firms, poorly developed contract monitoring and enforcement systems between banks and firms, collateral constraints that impair resource reallocation and imperfect bank supervisory practices that diminish productive capital reallocation through distorted lending practices.

    Abstract: The private sector plays an important role in supporting green growth in developing countries. As a result, there is increasing emphasis for development co-operation providers to integrate private sector engagement (PSE) approaches into their programmes on green growth and climate change. This paper provides an overview of activities in this area, estimating that 22% of climate-related development finance supported PSE activities in 2013. It also presents a stock-taking of efforts to: mobilise private climate investment, promote green private sector development and harness skills and knowledge of private actors. The paper highlights some challenges and lessons learned, such as the need for PSE to target a wider range of environmental issues, the importance of investing in integrated approaches to enable the development of pipelines, and the need to align private sector approaches with national contexts. The findings in this paper contribute to the discussion on how development co-operation providers can improve the effectiveness of PSE approaches to promote green growth and climate action, and may be a useful starting point to guide evidence-based policy relevant research.

    Abstract: Emerging and developing countries have grown faster than advanced countries since the 2000s. This shifting weight of global economic activity from 'the West'to 'East and South'is referred to as 'shifting wealth'. But in recent years, a number of factors, such as lower commodity prices, seem to have brought this movement to a pause. Is the period of rapid growth in the emerging world over? This anthology takes stock of the situation and goes beyond the 'shifting wealth'narrative. It offers a forward-looking perspective on global risks and development opportunities over the next 15 years. It collects the perspectives of thought leaders from developing and emerging economies, offering their views and solutions on the most pressing global development challenges. The first chapter provides the OECD Development Centre's analysis of major development trends. These trends include: slowing growth in China, the end of the commodity super cycle, increasing difficulty accessing global financial markets, demographic transitions, faltering job creation, rapid urbanisation, the negative effects of climate change and conflict and security. These challenges also provide development opportunities. Twelve thought leaders and development practitioners from the global South explore these opportunities in four thematic chapters. They deal with issues such as: structural transformation in a new macro environment; inclusive societies; energy and the environment; and new forms of development co-operation. The anthology provides a starting point for dialogue and exchange on these risks and challenges as well as potential solutions to them.

    Abstract: This Working Paper provides an analytical framework of development co-operation for private sector development (PSD) and a measurement to capture relevant Official Development Finance (ODF). PSD is defined as development co-operation which addresses relevant policies and institutions, market functioning and enterprise resources. It aims to improve the investment climate and productive capacity of the local private sector—particularly of small- and medium-sized enterprises—including through developing physical infrastructure. The analysis shows that development partners disbursed roughly a third of total ODF each on helping improve the investment climate, productive capacity, and physical infrastructure. For the investment climate, large amounts were allocated to macro-economic stability and public governance. To boost productive capacity, support to financial services – particularly to commercial banks that on-lend to SMEs and investments in equity funds – was particularly high. Finally, for physical infrastructure, about half the ODF went to transport, particularly roads, and a third to energy.

    Abstract: The 2030 Agenda for Sustainable Development commits the international community to support the modernisation and strengthening of national statistical capacities and systems in developing countries and to increase significantly the availability of high-quality, timely, reliable and disaggregated data to measure their progress against the Sustainable Development Goals. This paper, informed by a survey circulated among DAC members between February and April 2017, presents DAC members’ policies and practices to support national statistical capacities and systems in developing countries. It highlights some of the main challenges that DAC members face in relation to making data work for sustainable development, notably in co-ordinating their support for statistics to avoid duplication and find synergies, in mobilising more resources, and in using quality data for development co-operation decision-making, programming, monitoring and reporting. The findings presented in this paper will inform the analysis of the 2017 Development Co-operation Report on Data for Development which will be published in October 2017. The report will provide guidance to providers of development assistance on how to best support developing countries to have and use quality and timely data for enabling delivery of the SDGs.

    Abstract: Entrepreneurship in emerging economies and developing countries presents us with a unique set of working attitudes, modes of thinking, social practices and processes. This book explores these characteristics, focusing on the conceptualization of entrepreneurship 'in-between'. It highlights top-down, bottom-up and hybrid initiatives as well as driving forces for entrepreneurial activities, presenting the diversity, nuances and multiplicity of facets of relevant but unexplored contexts that we need in order to expand our dominant and traditional understandings of entrepreneurship. This book examines entrepreneurship as a contextualized phenomenon from different theoretical and empirical perspectives, gathering a group of researchers with different nationalities, backgrounds and contexts to shed light on how societies with alternative paths of development trigger different entrepreneurial activities and practices. It covers geographical contexts from five continents in a novel and multifaceted analysis.     Abstract: This edited volume offers a multidisciplinary perspective on innovation challenges and innovative practices in the context of developing and transition countries. The contributions mostly embrace a national innovation system approach in an attempt to understand innovation processes and their implications at both macro and micro levels. The chapters in this book, taken as a whole, offer insights on a range of issues grouped around the following questions: - What are the challenges for innovation at the macro (system) and micro (firm) level according to the experiences of developing and transition countries? - What is the role of public policies in the transformation of national innovation systems? - What innovation practices allow to successfully overcome challenges to innovation? - What is the role of collaboration and learning in fostering innovation?
