    Abstract: "The modern US Army as we know it was largely created in the years between the two world wars. After World War I, officers in leadership positions were increasingly convinced that building a new army could not take place as a series of random developments, but was an enterprise that had to be guided by a distinct military policy that enjoyed the support of the nation. William J. Woolley argues that the key to the modernization of the army in this period was the National Defense Act of 1920, which provided a blueprint for desired change and demonstrates that the transformation of the army was due to four elements: the creation of the civilian components of the new army (the Citizen's Military Training Camps (CMTC), the Officer Reserve Corps (ORC), the National Guard, and the Reserve Officer Training Corps (ROTC)); the development of the branches as the structural basis for organizing the army as well as creating the means to educate new officers and soldiers about their craft and to socialize them into an army culture; the creation of a rationalized and progressive system of professional military education; and the initial mechanization of the combat branches"--

Using the extensive collection of the C-SPAN Video Library, chapters cover the highly visible Thomas and Kavanaugh judicial nomination hearings as well as the ongoing debate around impeachment. Other pieces focus on the rhetoric of the 2008 Wall Street crisis, presidential campaign announcements, White House press conferences, floor time by women in the House of Representatives, the use of Twitter by legislators, and the puzzle of zero population growth. Collectively, they paint a picture of how Congress and the president approach the broad topic of political rhetoric using C-SPAN video as the basis for their research. The C-SPAN Video Library is unique because there is no other research collection that is based on video research of contemporary politics. Methodologically distinctive, much of the research uses new techniques to analyze video, text, and spoken words of political leaders.     Abstract: Les États-Unis sont l’un des plus importants producteurs de produits agricoles du monde. Ils disposent d’un très vaste marché intérieur et sont le premier exportateur mondial de produits agricoles. En effet, la part de la production qui est exportée est plus de deux fois plus élevée dans l’agriculture que dans n’importe quel autre secteur aux États-Unis et l’excédent commercial agricole est un important stimulant pour l’économie du pays. Par conséquent, les politiques agricoles américaines exercent une forte influence sur les marchés agricoles mondiaux. Les États-Unis mettent en œuvre toute une série de politiques agricoles qui visent à atteindre des objectifs habituels, comme la stabilisation de la production et le soutien des revenus agricoles, aussi bien que d’autres dont l’importance s’est récemment accrue, consistant par exemple à assurer une alimentation suffisante, à garantir la sécurité des aliments, à promouvoir la protection de l’environnement et à favoriser le développement rural. Cette étude analyse et évalue les politiques agricoles des États-Unis, et plus particulièrement la loi de 2008 sur l’alimentation, la conservation des ressources et l’énergie, en la replaçant dans le contexte de l’évolution de la politique agricole enregistrée aux États-Unis depuis 1985. Elle examine de près cinq lois agricoles : la loi sur la sécurité alimentaire de 1985 ; la loi sur l’alimentation, l’agriculture, la conservation des ressources et les échanges de 1990 ; la loi fédérale sur l’amélioration et la réforme de l’agriculture de 1996 ; la loi sur la sécurité agricole et l’investissement rural de 2002 ; et la loi sur l’alimentation, la conservation des ressources et l’énergie de 2008. Cette étude examine aussi plusieurs problèmes et défis qui se font jour auxquels devront répondre les politiques agricoles des Etats-Unis et propose des recommandations importantes à l’intention des pouvoirs publics.

    Abstract: This study identifies key factors influencing the timing of high-level waste (HLW) disposal and examines how social acceptability, technical soundness, environmental responsibility and economic feasibility impact on national strategies for HLW management and disposal. Based on case study analyses, it also presents the strategic approaches adopted in a number of national policies to address public concerns and civil society requirements regarding long-term stewardship of high-level radioactive waste. The findings and conclusions of the study confirm the importance of informing all stakeholders and involving them in the decision-making process in order to implement HLW disposal strategies successfully.

Elle analyse comment l'acceptation sociale, la robustesse technique, la prise en compte des aspects environnementaux et la faisabilité économique influencent les stratégies nationales concernant la gestion et le stockage définitif de tels déchets. À la lumière d’études de cas, elle présente aussi les approches stratégiques adoptées par différents pays pour répondre aux préoccupations du public et aux attentes de la société civile en matière de gestion à long terme des déchets radioactifs de haute activité. Les enseignements et conclusions de l'étude confirment l'importance d'informer toutes les parties prenantes et de les faire participer au processus de décision si l'on veut réussir la mise en œuvre des politiques de stockage définitif des déchets radioactifs.

    Abstract: Cet examen contient les principales conclusions et recommandations du Comité d’aide au développement (CAD) ainsi que le rapport établi par le Secrétariat en liaison avec des examinateurs représentant le Canada et le Royaume-Uni pour l’examen de l’aide des États-Unis qui a eu lieu le 7 décembre 2006. Le Comité a salué la sensible augmentation de l’aide publique au développement consentie par les États-Unis, laquelle a atteint le niveau record de 27.6 milliards USD en 2005. Il a aussi félicité les États-Unis d’avoir fait de la coopération pour le développement un des trois piliers de leur politique étrangère. Les principales recommandations concernent la nécessité de reconnaître expressément l’importance fondamentale de la lutte contre la pauvreté, d’adopter une position plus claire sur le rôle de la cohérence des politiques au service du développement, de poursuivre la délimitation des champs de compétences respectifs des instances militaires et des institutions oeuvrant dans le domaine du développement, et de prêter une plus grande attention aux objectifs d’efficacité de l’aide énoncés dans la Déclaration de Paris ainsi que l’utilité que pourrait revêtir l’élaboration conjointe par le Département d’État et l’USAID d’un plan stratégique global destiné à guider l’action humanitaire.

    Abstract: Les États-Unis ont été le premier pays à mettre hors la loi les actes de corruption d’agents publics étrangers dans les transactions commerciales commis par leurs ressortissants et par les sociétés relevant de leur droit grâce à l’adoption du Foreign Corrupt Practices Act (FCPA) de 1977. Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place aux États-Unis pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par les États-Unis lors du processus d’examen. L’examen de la mise en œuvre par les États-Unis des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: GEOTRAP is the OECD/NEA Project on Radionuclide Migration in Geologic, Heterogeneous Media carried out in the context of site evaluation and safety assessment of deep repository systems for long-lived radioactive waste.Performance assessment of proposed waste disposal sites requires models of radionuclide transport through the geosphere. To be used in repository planning and development, these models must have the confidence of both national waste management programmes and the wider scientific community. The fourth GEOTRAP workshop, "Confidence in Models of Radionuclide Transport for Site-specific Performance Assessment" held in June 1999, addressed the issue of technical confidence building and provided an overview of current developments in this field. Proposed approaches to confidence building and approaches that have already proven successful were presented and discussed. In addition to the material presented during the workshop, this publication includes a technical synthesis reflecting the discussions that took place as well as the conclusions and recommendations made, notably during the working group sessions.

    Abstract: Nuclear power plant life management (PLIM) has become an important issue in the context of changing business circumstances caused by regulatory reform of the electricity market. Specifically, the economic aspect of PLIM is being closely investigated as part of the search for greater competitiveness. It was in this light that the NEA organised an international workshop on "Nuclear Power Plant Life Management in a Changing Business World". The objective of the workshop was to examine the status of PLIM activities in OECD Member countries and to develop a set of recommendations through separate working groups focusing on technology, regulation and business. The workshop also provided an opportunity to exchange information on lessons learned from past successes and failures. These proceedings will be of particular interest to those playing a policy role in the nuclear industry and those in a position to shape future PLIM strategies.

    Abstract: In this volume James P. Young seeks to revive interest in the thought of Henry Adams by extracting core ideas from his writings concerning both American political development and the course of world history and then showing their relevance to the contemporary longing for a democratic revival. In this revisionist study, Young denies that Adams was a reactionary critic of democracy and instead contends that he was an idealistic advocate of representative government. Young focuses on Adams's belief that capitalist industrial development during the Gilded Age had debased American ideals and then turns to a careful study of Adams's famous contrast of the unity of medieval society with the fragmentation of modern technological society. Though fully aware of Adams's concerns about technology, Young rejects the idea that Adams was bitterly opposed to twentieth century developments in that field. He shows that though a liberal democrat with inclinations toward reform, Adams is much too sophisticated to be captured by any simple label
