    Abstract: Following the deep recession in the early 1990s growth has been strong, but the scope for economic catch-up remains considerable and cross-country empirical evidence suggests that enhancing competition is an important means of achieving this. Structural reforms to strengthen competition in the early 1990s did boost growth and were also ahead of similar developments in the EU. However, indicators suggest that relatively weak competition remains in a number of sectors. Moreover, potential competition is reduced by a sparse population and relative long distances to large markets, which together with the prevalence of local monopolies and public ownership in many network industries, point to the need for greater vigilance to sustain and promote competition.     Abstract: The International Energy Agency's 2003 comprehensive review of the energy policies and programmes of Finland. This edition finds that the most important development in the Finnish energy sector in recent years has been the construction of a new nuclear power plant. Scheduled to come on line in 2009 with a capacity between 1.0 and 1.6 GWe, the plant is expected to provide needed generating capacity with zero greenhouse gas emissions. The report suggests that the Finnish government should monitor the plant’s progress and stand ready to act should delay or other obstacles arise. Finland uses international trade and other tools to lower energy costs and increase energy security. Greater international co-operation through Nordpool, in international transmission lines and plans for backup power, and efforts to diversify natural gas supply options would reinforce this policy. While Finland’s light-handed approach to regulation has worked well, the report recommends areas of more proactive regulation, especially in the fields of electricity networks and district heating systems. Finland has agreed to keep GHG emissions at 1990 levels during the first Kyoto commitment period, yet projections show a 15% increase in emissions under business-as-usual conditions. Actively integrating international measures such as emissions trading into domestic programmes and more market-based approaches to renewable energy will ease the path towards Kyoto compliance.

    Abstract: The Greater Helsinki Region emerged from the 1990s as an internationally competitive economy. This review examines the factors contributing to this success and the new development challenges it has created. One critical policy question is the Finnish dependence on the telecom/mobile industry. The current strategic positioning of the Finnish ICT cluster builds on a high-return/high-risk scenario. Long-term regional competitiveness requires a more focused strategy of diversification, i.e. developing ICT activities beyond the current cluster scope. Social inclusion is another crucial issue. Persistent unemployment among the less educated population and growing income disparities are calling for the restructuring of past policies. The Greater Helsinki Region needs to find ways to promote new opportunities of social cohesion. Rapid population growth has resulted from greater economic competitiveness requiring renewed commitment to managed growth and compact development. All of these challenges create needs for greater metropolitan co-ordination that are examined in turn.

    Abstract: Finland is committed to high quality and extensive public services and a high level of income redistribution. The heavy tax burden these commitments require is becoming increasingly difficult to sustain due to tax competition and the need to harmonise certain taxes with other EU countries. These pressures on taxation combined with the fiscal effects of rapid ageing imply a need for continued restraint of aggregate expenditure and a need for further efficiency gains in the provision of public services. This paper, one of a series of OECD reviews on public expenditure, looks at how Finland is coping with this challenge. It concludes that the fundamental framework guiding public expenditure in Finland is sound. And, in many areas of public activity the country compares very favourably internationally.     Abstract: This paper reviews the Finnish tax system and the scope for further tax reform. Finland is among the most egalitarian countries in the OECD and a high tax burden is required to finance the associated public spending. Nevertheless, capital and corporate income taxation was substantially and effectively reformed in the early 1990s, through significant rate cuts cum base broadening measures. But, despite income tax cuts since the mid-1990s, high taxes, especially on labour income, still hamper growth potential and distort economic behaviour. In this respect, the poor performance of the Finnish labour market is revealing. Tax reforms have a major role to play in improving the long-term performance of the Finnish economy. Though the scope is limited, the tax burden should be shifted as much as possible from labour to property and consumption, while the earned-income tax allowance should play a smaller role, enabling cuts in statutory rates.     Abstract: This IEA report provides a comprehensive, in-depth assessment of the energy policies of Finland, including recommendations on future policy developments. Over the past years, Finnish energy markets have undergone reform and restructuring. Competition was introduced into the electricity market in 1995, and has since been strengthened significantly. Competition in the natural gas market is imminent. Finland is not yet connected to the EU natural gas network, but the rules on competition cover cross-border competition from the outset to prepare for the future. Attention still needs to be given to market power. Finland and the wider Nordic market are still relatively concentrated. The recent merger of Finland's largest electricity company with the country's dominant oil and gas conglomerate did nothing to alleviate this situation. Price regulation and anti-trust oversight may have to be strengthened. Nevertheless, the Finnish power market is a successful example and worthwhile for other countries to study. Finland was the first country in the world to introduce a carbon tax and has an excellent record in energy efficiency policy. But carbon emissions continue to rise. Increased use of natural gas and Finland's interconnection to the EU gas grid may be the best approach to reducing CO2 emissions.

However, there is still room for improvement with regard to cost-effectiveness. Economic evaluation of the measures planned in various fields should accordingly be more systematic.
